Gregg Dungan KXXV News Channel 25 Ambassador of the Year A Greater Hewitt Chamber Ambassador serves as the face of the organization, increases member activity, and displays a high degree of professional community involvement. The Ambassador receiving this honor consistently demonstrated leadership to our local businesses and members by serving on a record seven committees, and he and his wife were invaluable in volunteering at every major Chamber and city event in 2015. The Chamber is thrilled to recognize Gregg Dungan with KXXV News Channel 25 as the 2015 Ambassador of the Year.

Volunteer of the Year Spirit The Volunteer of the Year Spirit Award recognizes an individual who demonstrates a passion and commitment to the community by routinely going above and beyond what is asked of them. The recipient of this year’s award consistently offered his insight and time, while encouraging fellow members and area businesses in their involvement as well. The Chamber is a better organization due to the efforts of the 2015 Volunteer of the Year Spirit Award winner, Andrew Smith with Placements Unlimited.

Chris Watkins Central National Bank Volunteer of the Year Momentum The Volunteer of the Year Momentum Award is given to the individual who combines a strong vision for furthering the Chamber’s mission with the leadership skills to organize fellow volunteers to see that vision to fruition. This year’s recipient was instrumental in the success of the Chamber’s 2015 Membership Drive, and his thoughtful suggestions were invaluable to the direction of the Chamber’s marketing efforts. The Chamber congratulates Chris Watkins with Central National Bank on winning the 2015 Volunteer of the Year Momentum Award.

hanks to the popularity of HGTV’s Fixer Upper®, folks are seeing more and more of what the Waco area has to offer both residents and visitors. Greater Hewitt and Waco are home to a variety of museums, galleries, theatres, venues and attractions. Sports fans can catch a game at Baylor University’s McLane Stadium and check out the Texas Sports Hall of Fame, while history buffs will appreciate Baylor University’s Mayborn Museum Complex, the Texas Ranger Hall of Fame and Museum, and the Dr Pepper Museum. For live music and theater, there are many shows throughout the year hosted by the Waco Civic Theater, McLennan Community College and Baylor Drama Department, as well as the Waco Symphony Orchestra, Baylor School of Music, Extraco Events Center and Waco Hall. Built in 1914, the historic Hippodrome Theatre—located in downtown Waco—has recently been renovated, and now features movies, concerts and theatre acts, as well as full service in-theatre dining.

On beautiful days with crystal-clear Texas skies, people gravitate toward the outdoors, including Hewitt Park and Warren Park. Hewitt Park, located at 801 S. Hewitt Drive, is situated on Castleman Creek and has a picnic area, ball diamond, soccer/football field, two covered shelters, a 0.5-mile walking track and a covered pavilion. The Adventure Playground provides a safe and fun place for children to climb and play, while children and adults alike can enjoy the Disc Golf Course. Offering 18 holes of fun for casual players or competitive enthusiasts, the course was made possible by sponsors who are recognized on each hole. The Hewitt course is designed for PDGA rules of play. Warren Park, located just off of Old Temple Road, is also nestled on the banks of Castleman Creek, and was named after Homer Warren, a long-time resident and community leader of Hewitt. Warren Park has picnic areas, a ball diamond, a soccer field, playgrounds, a covered pavilion, and the brand-new Creekside Amphitheater, which will host several community events in 2016, including a summer concert series. Other outside activities including fishing, boating, water sports, biking and hiking are available throughout the year at Lake Waco—the largest urban lake in Texas—and Cameron Park. Both are only minutes from Hewitt, and offer plenty of opportunities for outdoor enthusiasts and families alike. New Event Venue G

ood schools, low crime rate, affordability, and rising property values have garnered national attention for Hewitt. People are recognizing our community as a desirable place to live, work and raise a family. Because of this, our local parks are seeing more activity than ever before. The newest—and perhaps most impressive—addition to Hewitt’s park system is the Creekside Amphitheater. Its recent construction brings exciting opportunities to residents of Hewitt and surrounding communities, and it offers new ways to engage people of all ages. Creekside Amphitheater at Warren Park offers a gorgeous outdoor setting for concerts, weddings, private parties, theatrical performances, church services and much more. In addition to private rentals, the City will utilize the Amphitheater for a number of communitywide events, including a summer concert series. The Amphitheater will also host the Hewitt Public Library’s 2016 kids’ summer programs, the annual Dog Days of Summer kick-off party, the Spudtacular Business Expo & Car Show and the Nacho Daddy Tex-Mex Fest & Fun Run.

Warren Park, and runs directly behind the Amphitheater. The unique architecture of the facility compliments the surrounding natural area and makes an impressive statement to park visitors. The facility will be able to host a variety of mid-sized concerts, performances and events, but is charming enough to accommodate small private gatherings. Seating is comprised of 42 stone benches that can comfortably seat more than 120. A large concrete apron in front of the stage allows for placement of folding chairs or other seating during small events like weddings. For large informal events, guests are encouraged to bring lawn chairs and/or blankets. Grassy areas near the facility will allow renters to set up large tents for receptions or private dinners. Hewitt’s growing population and recent national ranking as one of the best places to live have increased the importance of our parks and changed the way our park system is being utilized. With the addition of the Creekside Amphitheater, residents now have an exciting

n 2015, Hewitt was recognized as being the 20th Best Place to Live in the U.S. by Money magazine. The ranking shows that Hewitt is a desirable place to live. When examined side-by-side with our peers, Hewitt offers an extraordinary value to taxpayers and rate-payers. Other national rankings—like the recent Seventh Best Place to live in Texas designation by Movoto, and 9th Safest City in Texas by Safewise—only serve to reinforce this notion. We are making progress. Look in almost any part of Hewitt and you will see good things happening. New investment is being made. Businesses and individuals are choosing to call Hewitt their home. The Chamber of Commerce is adding members. People see the progress being made and want to be part of a growing and dynamic community. At the City, we are working hard to do our part to keep up with changes, while at the same time remaining committed to delivering an outstanding value and consistent service to our citizens. We believe part of delivering on that value is investing in our future. From water and wastewater improvements to street and park projects, the City Council has made difficult decisions in preparing our City for inevitable growth. The City has invested literally millions of dollars into public improvements over the past few years.

Some of the bigger projects are related to Hewitt’s water and wastewater system. This includes the Commerce Park Elevated Storage Tank, which will come online in 2016. At the same time, Hewitt has made significant improvements in the water distribution and wastewater collections systems. Over time, we have replaced thousands of linear feet of water and wastewater lines, improved sewer manholes, and even added fire hydrants in older areas. A side benefit to the water system improvements— as well as projects such as the planned extension of a 16-inch water line along I-35—have helped (along with our Fire Department) to lower homeowners’ insurance rates due to the significant upgrade of Hewitt’s ISO rating. That’s right! Homeowners will pay significantly less for insurance in 2016 due to investment in the water system. One of the more exciting projects that will be completed in 2016 is the grand opening of the new City Hall and Library. This building, while functional and necessary, will also be a source of pride and identity for Hewitt. These projects, as well as the Creekside Amphitheater and other park improvements serve to enhance our quality of life. It is worth mentioning that the Hewitt Public Library has served our community for over three decades. Along with our City, it has grown and prospered. On average,

over 20,000 visitors use the library each month, and this number is only expected to rise. Over 200,000 items were circulated through Hewitt’s library. Even with all of this new public investment in buildings and infrastructure, Hewitt consistently has one of the lowest property tax rates and highest homestead exemption rate of any city in the region. Taking all things into consideration, even when you add Hewitt’s property taxes to our utility fees, Hewitt stands out as one of the best values of any city in the nation. In fact, in the same 2015 Money magazine ranking, Hewitt ranked number one Most Affordable Place to Live in the Nation. Moreover, this investment in public buildings and facilities has provided local jobs and literally pumped millions of dollars into our local economy.

triving to continually improve professional abilities, build courteous relationships, improve the quality of public service and prove commitment to future generation needs are top priorities for Hewitt, Texas. The City is led by the mayor and City Council—totaling seven members that function under a council-manager form—the most common form of municipality operations in Texas. Members serve two-year staggered terms and are elected at-large determined by ward. Effective governance is ensured by the Council’s development, performance and fair exchange of information. All citizens of Hewitt are encouraged to attend City Council meetings the first and third Monday at 7:00 p.m. to remain connected to City communications and community planning. Meeting procedures, council ward map and policies may be found at CityofHewitt.com. Mission: In order to ensure proper discharge of duties for the improvement of democratic local government, Hewitt City Council members should display behavior that demonstrates independent, impartial review of all matters addressed by them, and be duly responsible to the citizens of Hewitt and each other in their relationships. Hewitt’s community boards are formed by resident volunteers and appointed by the Council, including the Library Board, Planning & Zoning Commission, Civil Service Commission, Board of Adjustment and Advisory Committee on Beautification, Parks and Recreation. The City owns and operates Hewitt’s water supply and distribution system, while maintaining drainage areas, wastewater lines, streets and other infrastructure platforms. Hewitt participates with other cities in the region in a joint wastewater treatment effort to help reduce the environmental impact of multiple wastewater treatment facilities, and to protect and preserve our natural resources. Hewitt’s Police and Fire departments are dedicated to providing full-time protection to the Hewitt community and Hewitt’s Library excels in servicing over 200,000 visitors each year.

City Council & Staff Mayor Ed Passalugo and his wife, Jeanne moved to Hewitt in 1997. He is currently the zone merchandiser for Valero Energy Corporation. Mayor Pro-Tem Travis Bailey has lived in Hewitt since 1983, and has a background in law enforcement. Bailey believes retail activity, great schools and the recently-upgraded city buildings gives Hewitt a great foundation to keep taxes low for residents. Wilbert “Walky” Wachtendorf has lived in Hewitt since 1978, served in the Hewitt Police department for over 26 years, and believes additional commercial growth would be a valuable asset to the city. Alex Snider moved to Hewitt in 2010. Snider would like to see continued improvements to the city infrastructure, more sidewalks, better access to Waco Transit, increased business presence and a well-managed youth center. Bill Fuller has lived in Hewitt for 37 years. After serving in both the Air Force and Navy, Fuller worked at Farm Bureau in various positions and retired with 33 years of service. Ronnie McNiel has lived in Hewitt since 1994. McNeil believes Hewitt is a great place to live because of the schools, police and fire department, library and easy access to I-35. McNiel would like to see more businesses moving to Hewitt to generate tax revenue. James Vidrine worked as a police officer for several years before becoming a home builder and land developer. Vidrine has lived in Hewitt for 16 years and is a very conservative independent leader. Adam Miles, City Manager • The City Manager is appointed by the City Council and is responsible for the administration of all operations of the City, including the Police, Community Services, and Administration. Fire Department

H

ewitt began as a community where “To protect and serve” meant that people helped one another. In 1956, a devastating house fire at the corner of Johnson and 2nd Street left a residence in ashes, primarily because firefighters were unable to reach the house in time to stop the blaze. The displaced homeowner hoped that his misfortune would never be repeated, and decided to donate his lot to the community, where a structure was erected to serve as the main station for the new Hewitt Volunteer Fire Department. Despite the new housing, firefighting equipment remained difficult to acquire, and on a tight budget, the Hewitt VFD purchased its first “fire trucks” from the National Forestry Surplus. The trucks were made by International—equipped with grass-fire rigs and small tank sprayers—and though an improvement from nothing, the trucks did not provide enough resources to properly serve the growing community. A series of additional fundraisers provided the Hewitt VFD with resources for a building on the donated lot, but the organization still lacked a great deal of necessary equipment. Over time, neighbors donated money and the remaining supplies to get the young Hewitt VFD completely off the ground. For many years, when it needed a new piece of equipment or updated training, it would obtain the funds via an annual community fish fry—not city tax dollars. As Hewitt grew, so grew the demand for larger trucks and more firefighters. Today, the Hewitt Fire Department (HFD) consists of 16 career firefighters. The Department operates out of the newly-constructed Public Safety Facility 24 hours a day, seven days a week. In 2014, the Department responded to 882 calls, with kitchen fires as the number one cause for calls. hazardous materials incidents, and first response to medical emergencies. Specialized training and certifications are required for different positions within the Fire Department, including national highway, simulator and daily training. Training hours for January–November 2015 totaled 2,456. Entry-level firefighters must pass three tests, with more senior employees passing further tests. HFD recognizes eligible employees who have served a minimum of eight years as Master Firefighters. The responsibilities for the Department include: Apparatus Maintenance and Testing, Apparatus Specification and Purchasing, Building Pre-Plans, Building Safety Inspection, Emergency Medical Services, Equipment Maintenance, Fire Hydrant Maintenance, Fire Prevention, Fire Suppression, Hose Testing, Mutual Aid, Rescue Operations and Safety. The Hewitt Fire Department also attends many community events throughout the year, including visiting elementary schools to teach fire prevention and safety, Hewitt Public Library’s Dog Days of Summer event, Hewitt Police Department’s annual National Night Out event, and even birthday parties when requested. The Department can also conduct fire extinguisher training, and will take visitors on station tours. Residents are served well by the Fire Department’s highly-trained firefighters who continually work to make Hewitt a safe place to live, work and play. uring Hewitt’s early years, citizens relied on the county sheriff ’s department to protect and serve the community. Considered a “rural area” with no organized city charter/government, Hewitt’s law enforcement operated under Texas state law through county departments. As Hewitt grew, a group of residents banded together to form an official city, and the State of Texas granted Hewitt its official charter—allowing it newfound rights to hire a city police staff. Almost immediately in 1975, the Hewitt Police Department emerged as the persona of one man— Police Chief Otis Mirick—who served as the official Police Department, animal control operator, building inspector and sole employee of the Public Works Department. For quite awhile, Mr. Mirick wore a multitude of hats, until it just became too much for one man to handle. The City’s need for more protection became evident, and it then hired more officers and public works specialists. Following Otis Mirick in the Chief of Police role were Dennis Luedke, Jack Caswell, Frank Latham, James Barton, and our current Chief, James Devlin. Under the leadership of these men, the Hewitt Police Department (HPD) provided an officer to teach the D.A.R.E. Program to Midway ISD students, in collaboration with Waco and Woodway Police departments and the McLennan County Sheriff ’s Department. Hewitt Police gained its first narcotics detective under Chief Barton, and Chief Devlin has developed a department that resulted in Hewitt’s first Traffic Officer to handle traffic and related wrecks. HPD also participates with Woodway Police to provide School Resource Officers to Midway ISD campuses—a program that has received national recognition. A K-9 unit was also established to assist officers. The original Hewitt Police headquarters stood at the corner of Tampico and Chama Drives, and originally began as a doctor’s office. After the doctor sold the property to the City of Hewitt, it served as City Hall and later expanded with two additions to house all City staff and miscellaneous facilities, including HPD. Today, HPD is located at 100 Patriot Court in the newly-opened Hewitt Public Safety facility, and consists of 22 sworn officers, one records technician and seven Emergency 9-1-1 dispatchers. Hewitt Police host a multitude of Junior Safety programs focusing on public education for our children, a variety of bike helmet awareness programs, and child car seat programs.

Another public education program is the Citizen’s Police Academy, which is held every year and includes eight weeks of classes that meet on Tuesday nights from 6:00 to 9:00 p.m. Topics covered include Patrol Operations, Criminal Investigation, SWAT, K-9, Communications, Traffic Enforcement, Force Options training and much more. To be eligible for the Academy, registrants must be 18 years of age or older, a resident of Hewitt or an employee of a business located in Hewitt, and have no criminal record. There is no cost to attend. The Hewitt Police Department has also received both state and national awards for its annual National Night Out event, which encourages citizens and police to work together to make neighborhoods safer. In addition, Hewitt was ranked as the 9th Safest City in Texas by Safewide. com in 2015, and 20th Best Place to Live in the U.S. by Money magazine. Hewitt families and property are “protected and served” by the extraordinary Hewitt Police Department. he Hewitt Public Library (HPL) will have a new home at 200 Patriot Court in Spring 2016, and its new home is quite impressive. Visitors will be amazed at the new stateof-the-art facility—from its clean and modern architecture, to the colorful stained glass and décor, to the new Pet Zone. The Library will also feature a coffee bar, museum space and an outdoor butterfly garden, with consideration of a proposed 3-D printer to go in the Teen Zone, along with video-editing and audio equipment. “The dynamic of the library is changing and will be heavily focused on technology,” said Waynette Ditto, Library Director, “Hewitt Public Library is going to be a very interactive, multimedia type of library.” As of 2015, Hewitt’s library saw more traffic than almost every other library in the county—second only to Waco’s downtown library. With Hewitt Public Library’s new location, its number of patrons is only expected to increase. While the location is new, visitors can expect the same high level of service from the same kind and helpful staff that has been serving the greater Hewitt area over the past 30 years. “It’s going to be a blessing for so many people from all backgrounds, not just the poor, and not just the rich. We have services for everyone,” said Ditto, “I like to think of our library as the living room of the community.” The Library is proud to offer current high-demand, high-interest materials in a variety of formats for all ages in Hewitt and surrounding communities. In addition to a vast selection of books, the Library also provides internet services, DVDs, electronic format books that can be downloaded from home, as well as audio books. The Library is also part of the Texas Inter-Library loan program, and is able to borrow books for their patrons from libraries throughout the United States. Other services include copies and faxing, iPads and computer access.

The mission of the Hewitt Public Library is to provide an environment where lifelong habits of learning, self-improvement and self-expression are encouraged, and where patrons can meet their educational, informational and recreational needs for all ages in a variety of formats. In carrying out that mission, the Library hosts dozens of programs throughout the year—including story time for preschool children, teens, culinary and other programs to educate the community. It also hosts an annual signature event—the “Dog Days of Summer Canine Event”—designed to be a fun family day where folks can enjoy a variety of activities, learn from canine experts, and connect with other dog-lovers. HEWITT LIBRARY HISTORY 1983 • Library started by two Hewitt residents wanting a library closer than Downtown Waco. Library was located in Hewitt First Baptist Church and hosted the Texas State Library’s Summer Reading Program. 1984 • Library moved to the Meadows Center on Hewitt Drive and officially became the “Hewitt Community Library.” 1993 • Library relocates to Hewitt Community Services Building and hires more employees to keep up with demand. 1996 • Grant funds allow the library to computerize its book checkout system. 1998 • Telecommunications Infrastructure Fund grant introduced Hewitt to the World Wide Web (and vice-versa). 2001 • Library moves to 100 Zuni Drive and is located adjacent to City Hall. In this location for 15 years. 2013 • Library hosts its first “Dog Days of Summer Canine Event”–a fun family day offering a variety of activities, dog experts and opportunity for dog-lovers to connect. 2014 • Friends of the Hewitt Public Library hosted a gala honoring the 30th anniversary of the Hewitt Public Library, while spotlighting dignitaries and Texas officials. 2015 • City breaks ground on a new state-of-the-art library, including space for rotating museum exhibits, meeting rooms, outdoor areas and much more. Hewitt Elementary Principal Diane Gough is a 2015 National

Distinguished Principal, representing the entire State of Texas. Diane became the principal of Hewitt Elementary School in 2009. Since then, she has turned HES into a model school with engaged students, involved parents and firm community relationships. Gough implemented the Rachel’s Challenge program to encourage positive student behavior. HES also has a Kindness and Compassion Club, which recently won the National Philanthropy Day Award from McLennan County for its work in the community—with other schools in the District and beyond now adopting similar models of kindness. Realizing that many parents are unable to attend traditional PTA meetings, Gough reaches out with online videos, breakfasts and small group meetings to maintain communication with families. By working with a local church, she was able to implement the Kids Hope USA program, now including 31 mentors who provide support for at-risk students. Prior to HES, Gough was an instructional technologist, an assistant principal, and the district’s Director of Special Education. She is a member of the Texas Elementary Principals and Supervisors Association, and recently served as its Region 12 secretary. In 2010, she completed Raise Your Hand Texas’ Harvard Leadership Program. She holds a B.S. from Baylor University, a Special Education Certification from Stephen F. Austin State University, and an M.Ed from Tarleton State University.

Location Hewitt—Rich History, Central Location & Convenient Transportation Channels

H

ewitt has an ideal location situated just south of Waco. This location was integral to the founding of the city and establishment of a rail depot when, in 1882, the Missouri, Kansas and Texas Railroad (MKT) began building a line between Waco and Taylor, which eventually required a switch six miles from Waco. The site chosen as the stop along the line was owned by the estate of John H. Brower, a shipping magnate who had once been the Consul of the Republic of Texas in New York. His estate was entrusted to his son-in-law, Thomas B. Hewitt, a Yale-educated corporate attorney and Katy employee. The MKT named the switch station ‘Hewitt’ in his honor, and a town was born.

Today, Hewitt is located along Interstate 35— an important international conduit for people and trade. With Austin, Dallas and Fort Worth all within a 100-mile radius, Hewitt residents can easily make day trips to these Texas hubs of industry, culture and business. I-35 also provides international access as it travels south through San Antonio and Laredo into Mexico, and north to Dallas and Fort Worth all the way through Canada. Additional significant regional and state thoroughfares include U.S. Highways 77 and 84, and State Highway 6. Hewitt is actively served by more than 30 common motor freight carriers. Single carrier service is available to 32 metro areas in the southwest, with an overnight radius of 400 miles. The Union Railroad runs through the center of Hewitt. Industrial land use is located along the railroad tracks in the northern portion of the city, and the Greater Hewitt-Waco area is also serviced by Burlington Northern Santa Fe. Hewitt is served by three primary airports: Waco Regional Airport, Texas State Technical College Airport and the McGregor Executive Airport. Waco Regional Airport (ACT) provides a 6,600-foot runway serviced by American Eagle. Texas State Technical College’s Airport (CNW) is known locally as the industrial airport, as it is
