We all look forward to summer vacations, camping, family reunions, picnics, Fourth of July and Labor Day. Keep these tips in mind to stay fire safe. Barbecue Grill Safety Tips Keep children & pets away from grills, to prevent injuries and fires that may be caused by tipping the grill over. Be sure to use lighter fluids designed for charcoal grills, and never add fluid after the coals are lit. Adding fluid after the coals are lit often results in a flare-up that may burn those standing near the grill. Check all gas grill hose and tank connections to make sure there are no leaks before using the grill. Leaving the gas on for several seconds while repeatedly attempting to light the grill may result in a flash fire when gas vapors suddenly ignite. Campfire Safety Tips Build fires away from dry grass, leaves and never under overhanging trees. Keep fire small, and don’t let it get out of hand. Keep plenty of water and a shovel nearby to douse fire when you leave the campsite. Never leave a burning fire unattended. Never start a fire without having a fire extinguisher nearby to extinguish it.

IN THE EVENT OF A FIRE, REMEMBER THAT TIME IS THE BIGGEST ENEMY.

EVERY SECOND COUNTS!

O

ur city began as a community where “To protect and serve” meant that citizens helped one another. In 1956, a devastating house fire at the corner of Johnson and 2nd Street left a home in ashes—primarily because firefighters were unable to reach it in time to stop the blaze. The displaced homeowner hoped that his misfortune would never be repeated, and decided to donate his lot to the community for a structure to be built to serve as the new Hewitt Volunteer Fire Department (VFD). Despite the new building, a tight budget meant that firefighting equipment was difficult to acquire, so the Hewitt VFD purchased its first “fire trucks” from U.S. National Forestry Service surplus. The trucks were equipped with grass fire rigs and small tank sprayers.

by Charlie Turner

Although an improvement from no trucks at all, they did not provide enough resources to properly serve a growing Hewitt. A series of fundraisers provided the Hewitt VFD with resources for a building, but the organization still lacked a great deal of necessary equipment. In time, neighbors donated money and remaining supplies to get the VFD up and running. Over the years, when the Hewitt VFD needed a new piece of equipment or updated training, they obtained funds via an annual community fish fry—not with city tax dollars, but as Hewitt grew, so did the demand for larger trucks and more volunteers. In the 1970s, builders began purchasing and developing old farmland into organized communities on both sides of FM 1695 (now known as Hewitt Drive). As developments grew, so did unexpected problems. Back in the late 19th century, surveyors from the M.K.T. Railroad plotted tracks on the edge of then-tiny Hewitt—tracks which were later paralleled by the main road—FM 1695/Hewitt Drive. Over time, the area grew around both FM 1695 and the railroad tracks, which only became problematic when a sluggish train blocked access from one side of Hewitt to the other. When a locomotive and boxcars blocked crossings, Hewitt firemen had to find a different route to gain passage to the blocked road. (Want to know how they crossed the blocked road? Next time you’re at Hewitt Park, look across Hewitt Drive at the railroad trestle. You can still see the telltale signs of a primitive road whose sole purpose was for the Hewitt VFD to respond to a fire when a train blocked crossings).

ORIGIN OF HEWITT POLICE

D

uring Hewitt’s early years, citizens relied on the county sheriff ’s department to protect and serve the community. Considered a “rural area” with no organized city charter/ government, Hewitt’s law enforcement operated under Texas state law through county departments. As Hewitt grew, a group of residents banded together to form an official city, and the State of Texas granted Hewitt its official charter—allowing it newfound rights to hire a city Police staff. Almost immediately in 1975, the Hewitt Police Department emerged as the persona of one man... Police Chief Otis Mirick—who served as the official Police Department, animal control operator, building inspector and sole employee of the Public Works Department. For quite a while, Mr. Mirick wore a multitude of hats until it just became too much for one man to handle. As with the Hewitt VFD, the city’s need for more protection became evident, and the city then hired more officers and public works specialists. Following Otis Mirick in the Chief of Police role were Dennis Luedke, Jack Caswell, Frank Latham, James Barton and our current Chief, James Devlin. Under the leadership of these men, the Hewitt Police Department provided an officer to teach the D.A.R.E. Program to Midway ISD students in collaboration with Waco and Woodway Police departments and the McLennan County Sheriff ’s Office. Hewitt Police gained its first narcotics detective under Chief Barton. Chief Devlin has developed a department that resulted in Hewitt’s first Traffic Officer to handle traffic and related wrecks. The department also participates with Woodway Police to provide School Resource Officers to Midway ISD campuses—a program that received national recognition. Currently, two officers are assigned to monitor six Midway campuses. A K9 unit was also established to assist officers. The original Hewitt Police headquarters stood at the corner of Tampico and Chama Drive, and originally began as a doctor’s office. After the doctor sold the property to the City of Hewitt, it served as City Hall and later expanded with two additions to house all of City staff and miscellaneous facilities...including the Hewitt Police Department. Today, Hewitt benefits from two modern departments, both located at 100 Patriot Court in the newly-opened Hewitt Public Safety facility. Hewitt Police host a multitude of Junior Safety programs focusing on public education for our children, a variety of bike helmet awareness programs, and child car seat

Hewitt Police with their K9 officer, Rexo

programs. Working as partners, the Hewitt Fire Department also assists Hewitt Police with National Night Out (to be held on Thursday, July 30 at Midway Middle School), the “Fill-the-Boot” campaign, and an assortment of Junior Fire Safety programs for the general public. Next time you see a Hewitt policeman or fireman, thank them for keeping you and your family safe around the clock. You can be proud to live in Hewitt, where families and property are “Protected and Served” by the extraordinary Hewitt Police and Fire Departments.

WANT TO WEAR THE BADGE? If you’ve ever wondered what it’s like to be a Police officer in one of the premier law enforcement agencies in McLennan County, the Hewitt Police Department’s Citizens Police Academy is the perfect opportunity for you! The academy is held every year with 8 weeks of classes held on Tuesday nights from 6:00 to 9:00 p.m. Topics include Patrol Operations, Criminal Investigation, SWAT, K9, Communications, Traffic Enforcement, Force Options training and much more. Mosquitoes? OUCH! With all the recent Spring rains, many pests are carrying over into Summer—one is the mosquito. Many of us enjoy being outdoors in the evening, but don’t enjoy having to spray down with bug repellents to keep from being bitten. Mosquitoes should be taken seriously! Not only can they spread disease, such as encephalitis, dengue, yellow fever, malaria and filariasis, but they’re also responsible for transmitting heartworm disease in dogs. Mosquitoes have four distinct stages in their life cycle: egg, larva, pupa and adult— completed in as little as 8 to 10 days, depending on food availability, weather conditions and the species of mosquito. Many adult mosquitoes seldom travel more than 200 yards from their breeding site, while others can travel more than a mile. This explains why many control measures may not control all mosquitoes that fly into your yard. It helps to have cooperation from your neighbors and the community.

Several control measures can be incorporated, but misting systems and periodic spraying with insecticides are popular. Misting systems are more expensive to install and maintain than having a pest control company provide periodic sprayings of your yard. A monthly spray program can be as effective and will cost much less. Plus, beneficial insects tend to be harmed more often with misting systems due to the daily misting of insecticides. A professional company can periodically inspect your yard to correct other issues that may be contributing to the mosquito population, without having to incorporate more insecticides. Summer is backyard time, so don’t get bitten! Call us at (254) 666-3439 for a free quote for either a one-time treatment or our monthly program. “At American Guaranty Title, we value each and every customer—whether we are facilitating a contract associated with a first-time buyer’s new home, or working with a multimillion dollar commercial investment involving multiple realtors, investors and attorneys—we make sure the transaction is handled with accuracy and efficiency. “ —Nancy Gupton, Business Development

What is the purpose of title insurance?

R

eal estate title insurance is designed to protect possibly the most important investment you will ever make— the investment in your home or business. Real estate title insurance protects both real estate owners and lenders against loss or damage resulting from unknown title defect—such as fraud, forgery or undisclosed heirs, which may exist but may not be known until the time of sale.

American Guaranty Title exists to provide exceptional service to clients that are purchasing, selling or refinancing real estate in our community. Whether it’s a commercial transaction or a residential lot purchase, we provide quality service from the beginning of the transaction until the title policy is issued. American Guaranty Title is locally-owned and our experienced and professional team has earned the reputation for personalized, prompt and accurate service among Realtors, Builders and Lenders. We employ bilingual staff who can assist with translation, and we offer two convenient locations to serve you in the Waco area.

The professionals at American Guaranty Title can help you understand real estate title insurance, so give us a call today at (254) 399-8485. We’ll make it make sense.

Beginning August 1, 2015, Consumer Financial Protection Bureau (CFPB) is changing how real estate takes place. While communication has always been an important component of real estate transactions, it will be vital to transactions involving loans starting on August 1. Responsibilities and roles of all transaction participants are evolving. CFPB’s new guidelines now hold the lender responsible for issuing loan estimates and closing.

Corporate Office • 331 W. Highway 6 Branch Office • 1227-A North Valley Mills Drive

American Guaranty Title is ready to implement these new changes, and we look forward to working with lenders, Realtors, builders, developers and their clients. For more information on the upcoming CFPB changes, visit their website:

Closing on a property is one of the most important parts of the real estate process. Here’s a few helpful tips to prepare you for closing...so you can sign your papers with confidence. • Know that closing is a big deal—allow adequate time so you are not rushed. • Prepare for your closing in advance, so you can be confident and prepared on the big day. •

Ask what you should bring with you on the day of closing, i.e., driver’s license, cashier’s check or your financial institution’s wiring information, co-borrower information, etc.

• Pay attention to the details at closing to make sure you are getting what you expected. • Know you have the right to understand 100% of what you are signing. • Ask questions until you feel comfortable with everything and your questions are answered.
