2023 ANNUAL REPORT

TO OUR MEMBER PARTNERS

THANK YOU for your partnership and trust as we worked through a packed 2023. As a community we have many reasons to celebrate - 77 new member partners were gained, 22 ribbons were cut for grand openings and anniversaries, countless new connections were made at our various events, and we continued to work together on behalf of curating a vibrant Spokane region.

Here are some highlights in addition to what you will discover in the pages of this report:

• Completed year one of our five-year community campaign named Believe Spokane that aims to increase economic vitality with a focus on economic development and talent attraction and retention that provides more opportunities to our community, laser-focused on growth, equity, and agility. Updates can be found at BelieveSpokane.com.

• Created an Implementation Matrix designed to be a flexible, ever-evolving tool for tracking progress towards implementation of the THRIVE Spokane Comprehensive Economic Development Strategy.

• Designed and approved the path for restructuring our governance model that allows for deeper volunteer engagement, clear pathways to leadership, and increased diversity. Simultaneously, we worked to create a Leadership Advisory Council and specialized committees aimed to streamline processes, increase engagement, leverage diverse perspectives, and enhance overall organizational performance.

Greater Spokane Inc. creates the place where organizations come together to advocate for the region, drive strategic economic growth, and champion a talented workforce. 2023 GREATER GROWTH

Together, we support business expansion to create job growth for a thriving economy.

GROWING OUR OWN

Provided 1,120 counseling sessions through Washington APEX Accelerator (formerly Washington PTAC) to over 200 businesses who wish to sell to federal, state, and local governments. This includes market research, certifications, understanding the solicitation process, and compliance.

Graduated our first Spokane Inclusive Business Catalyst (SIBC) cohort in partnership with AHANA, our business accelerator program aimed at growing underrepresented businesses. Eight entrepreneurs of color completed the training program and were awarded $5,000 grants, totaling $40,000 invested into the underrepresented small business community.

Connected with over 160 businesses across the Spokane region to discuss current needs and future growth plans, or to assist with market research and data collection. Business retention and expansion is an integral part of our economic development strategy.

Continued THRIVE Spokane, our regional strategy for growth and equity. This Comprehensive Economic Development Strategy enabled us to unite more than 70 organizations throughout Spokane County on the path towards equitable, regional growth.

Completed procurement of a community funded Life Science Asset and Landscape Study by Cushman & Wakefield that delivered economic growth recommendations from data analysis of workforce, higher education, infrastructure, real estate, funding environment, and comparison markets.

Fostered and supported the Inclusive Development Council’s (IDC) co-creation of the Supplier Diversity Playbook guide and Supplier Diversity web-based platform that connected corporations and underrepresented diverse businesses. This was a significant step toward promoting regional economic growth, resilience, and social responsibility by fostering inclusive supply chains.

Cultivated the Spokane AgShow with more than 5,000 attendees, over 200 exhibitors, 43 professional seminars, and 1,000 Future Farmers of America (FFA) students participating at this three-day event at the Spokane Convention Center.

ADVOCATING FOR OUR REGION

PASSED SB 5499

Increased the competitiveness of Fairchild Air Force Base for new and expanded missions by passing legislation for Washington to join the Nurse Licensure Compact to support spousal employment.

PASSED HB 1073

Grew the healthcare workforce by reforming Phlebotomist Medical Assistant licenses. “We can now put staff right into production while they wait for their credentials instead of waiting weeks and even months before they could work.” -Jennifer Hawkins, Vitalant Blood Centers

PASSED SB 5058 and SB 5258

Increased affordable housing options through condominium construction and liability reforms which brought Washington in line with national market best practices.

Preserved our competitive business climate by stopping new business taxes. We joined a coalition of businesses and organizations to call on the legislature to halt additional business taxes during the 2023 legislative session after a wave of new taxes and fees passed in the 2022 session.

Protected the North Spokane Corridor by organizing a grassroots campaign to send nearly 1,200 emails to the Governor’s office, asking him to withdraw his proposal to delay the project. The legislature maintained the delivery timeline.

Passed legislation calling on the EPA to regulate the production of a class of forever chemicals (PCB’s) to protect our river. We joined a state coalition that filed a lawsuit against the EPA for promulgating unfair, unattainable, and conflicting rules for PCB cleanup on the Spokane River which would disadvantage local businesses in favor of larger, out-of-region businesses.

Supported “Safe Open Spaces,” an adopted ordinance that stops open and public drug use on our streets by collecting more than 700 signatures from constituents in the city. 258

2023 GREATER TALENT

Together, we build, champion and retain a talented workforce.

DEVELOPING OUR TALENT

Established the Internship Network by connecting industry, education, and job seekers to foster opportunity and community for students educated in Spokane to stay and obtain careers in Spokane. Organized and led a workshop to teach internship best practices to 21 organizations featuring a panel of representatives from local business and higher education.

Connected 300+ regional students to area businesses through five Business AfterSchool workshops to gain real-life skills, experiential learning in a workplace setting, and explore local career pathways through local innovations highlighted by business professionals.

Drive towards a 60% education attainment rate to create a skilled workforce that supports a thriving economy and a successful business community. Spokane County’s education attainment has grown from 40% in 2015 to 52.9% according to data available in 2023.

Continued to convene the Learning and Employment Record (LER) partnership group. Specifically, the group is focused on an exciting grant opportunity that could provide resources for the next phase of partnership.

Relaunched Teaching the Teachers workshops gave educators the opportunity to tour and visit local businesses to learn about careers and skills students need to be successful.

Convened leaders in education, industry, and business discussing career pathways and opportunities in Ferry, Stevens, Pend Orielle, Lincoln, Spokane, Adams, and Whitman Counties.
