WELD COUNTY COUNCIL RESOLUTION ___ RE: EQUALIZATION OF BENEFITS TO MATCH THOSE PROVIDED TO ALL COUNTY EMPLOYEES WHEREAS, Section 13-­‐8 of the Weld County Home Rule Charter states “The Council shall set the salaries of all elected officials” which includes the Weld County Commissioners, and WHEREAS, Section 3-­‐9 states that “Compensation of members of the Board shall be fixed by the County Council,” and WHEREAS, the Weld County Council believes that the intent of voters would be that the Council would control all aspects of compensation for Weld County Commissioner, and WHEREAS, “Compensation” could be defined as “Compensation is the total amount of the monetary and non-­‐monetary pay provided to an employee by an employer in return for work performed as required” and WHEREAS, the Weld County Attorney, Bruce Barker, has advised the Weld County Council that compensation issues other than the salaries of elected officials are not under the authority of the Weld County Council, but are the authority of the Weld County Commissioner, and WHEREAS, to show the highest level of integrity, it may be necessary for the Weld County Commissioners to defer some compensation decisions to the Weld County Council, even if such decisions may be allowable under the Weld County Charter, and WHEREAS, there are differences in benefit packages that provide elected officials with a substantially better insurance plan than the remainder of the Weld County employees, and WHEREAS, some elected officials receive a mileage reimbursement for commuting to and from work which is outside that which is allowed under IRS under Publication 463. NOW, THEREFORE, BE IT RESOLVED, that the Weld County Council respectfully requests the Weld County Commissioners to make all benefits consistent with the benefits, including, but not limited to mileage reimbursement policies and health insurance plans and costs of the rest of the employees of Weld County. The motion expressed in the above resolution was duly made, seconded, and approved by the following vote on the 17th day of November, 2014.
