Background / Discussion: The National Citizen Survey (NCS) asks questions of residents regarding opinions of town services and quality of life. The survey was mailed to 1,500 randomly selected Windsor households in late May and 511 surveys were returned. This is a 35% response rate (higher than the national average of 20%-30%). The online survey received 342 respondents. The Citizen Survey was last conducted in 2011 and 2013. The NCS captures residents’ opinions within three pillars: Community Characteristics, Governance and Participation. The Town also asked custom questions regarding growth, broadband, sources of information and the top three things residents value the most about living in Windsor. Overall, 95% of residents rated Windsor as an excellent or good place to live. About 86% of respondents positively rated the overall quality of Windsor services. And about 8 in 10 respondents gave high marks to the overall sense of community in Windsor and this rating was higher than those in comparison communities. Top three conclusions of the survey: • Windsor residents have a strong sense of community. • Quality of life remains high in Windsor but growth remains a concern for residents. • Safety is a valued community asset. There are five attachments that give detailed reports regarding community livability, dashboard findings, the complete open-ended results, trends from 2013 vs 2017, and the web survey report. The results of the Citizen Survey are used to ensure there is alignment in the strategic plan and budget creation. Next Steps: During the work session, staff will provide a high-level overview of the Citizen Survey Findings. This item is for Town Board discussion of findings. Quality of Life in Windsor Almost all residents rated the quality of life in Windsor as excellent or good. This rating was higher than the national benchmark comparison (see Appendix B of the Technical Appendices provided under separate cover).

The color of each community facet summarizes how residents rated it across the three Good sections of the survey that represent the pillars of a community – 49% Community Characteristics, Governance and Participation. When most ratings across the three pillars were higher than the benchmark, the color for that facet is the darkest shade; when most ratings were lower than the benchmark, the color is the lightest shade. A mix of ratings (higher and lower than the benchmark) results in a color between the extremes.
In addition to a summary of ratings, the image below includes one or more stars to indicate which community facets were the most important focus areas for the community. Residents identified Safety and Economy as priorities for the Windsor community in the coming two years. This overview of the key aspects of community quality provides a quick summary of where residents see exceptionally strong performance and where performance offers the greatest opportunity for improvement. Linking quality to importance offers community members and leaders a view into the characteristics of the community that matter most and that seem to be working best. Details that support these findings are contained in the remainder of this Livability Report, starting with the ratings for Community Characteristics, Governance and Participation and ending with results for Windsor’s unique questions.

Community Characteristics What makes a community livable, attractive and a place where people want to be? Overall quality of community life represents the natural ambience, services and amenities that make for an attractive community. How residents rate their overall quality of life is an indicator of the overall health of a community. In the case of Windsor, 95% rated the Town as an excellent or good place to live. Respondents’ ratings of Windsor as a place to live were similar to ratings in other communities across the nation. In addition to rating the Town as a place to live, respondents rated several aspects of community quality including Windsor as a place to raise children and to retire, their neighborhood as a place to live, the overall image or reputation of Windsor and its overall appearance. At least 8 in 10 respondents positively evaluated each aspect. Ratings for Windsor’s overall image, the Town as a place to raise children, place to retire and overall appearance were all higher than ratings in comparison jurisdictions. Delving deeper into Community Characteristics, survey respondents rated over 40 features of the community within the eight facets of Community Livability. Overall, ratings tended to be positive and similar to the national benchmarks. Almost all residents positively assessed each aspect of Safety and the overall feeling of safety in Windsor was higher than ratings in comparison communities. Mobility also had strong ratings, with paths and walking trails and ease of walking in Windsor being evaluated higher than the benchmarks; however, ratings for travel by public transportation were lower than in comparison communities. Additionally, within Mobility, traffic flow, travel by car and travel by bicycle saw a decrease in positive evaluations from 2013 to 2017 (see the Trends over Place to Live Time report under separate cover). Governance How well does the government of Windsor meet the needs and expectations of its residents? The overall quality of the services provided by Windsor as well as the manner in which these services are provided is a key component of how residents rate their quality of life. About 86% of respondents positively rated the overall quality of Town of Windsor services while about half as many gave positive reviews to the overall quality of services provided by the Federal Government. Both of these ratings were similar to comparison communities. Survey respondents also rated various aspects of Windsor’s leadership and governance. At least 6 in 10 residents gave excellent or good marks to each aspect of Windsor’s leadership, which were similar to those given in other jurisdictions across the nation. Respondents evaluated over 30 individual services and amenities available in Windsor. Almost all aspects of Governance received positive ratings from a majority of residents and were similar to or higher than the benchmarks. The only exception was ratings for bus or transit services; about 16% gave it high marks and it was lower than the benchmark. Windsor excelled when it came to Recreation and Wellness, with residents giving higher marks to Town parks, recreation programs and recreation centers than their peers. Crime prevention, drinking water, cable television and special events also received higher evaluations compared to the national average.

Participation Are the residents of Windsor connected to the community and each other? An engaged community harnesses its most valuable resource, its residents. The connections and trust among residents, government, businesses and other organizations help to create a sense of community, a shared sense of membership, belonging and history. About 8 in 10 respondents gave high marks to the overall sense of community in Windsor and this rating was higher than those in comparison communities. About 9 in 10 planned to remain in Windsor and were likely to recommend living in Windsor; these were similar to the benchmarks. The survey included over 30 activities and behaviors for which respondents indicated how often they participated in or performed each, if at all. Overall, most reported rates of Participation were similar to those observed in comparison communities. However, fewer Windsor residents reported that they had stocked supplies for an emergency, used public transportation, worked in Windsor or watched a local public meeting than residents in other communities. In addition, fewer residents in 2017 compared to 2013 had watched a local public meeting. More Windsor residents had used Windsor recreation centers (an increase from 2013 to 2017) and reported higher levels of voter participation than did residents in other communities across the nation.

Special Topics The Town of Windsor included six questions of special interest on The NCS. These topics included sources of information about the local government, opinions on the rates of growth, Internet service and an open-ended question asking residents to identify what they value most about living in Windsor. The first question asked residents about various sources for obtaining information about the Town government. Word-of-mouth, the Town website and direct mailings were considered to be at least a minor source by a strong majority of respondents. The next question asked respondents to rate the speed of growth in three categories. About 80% rated population growth as somewhat or much too fast and no respondents rated it as much too slow or somewhat too slow. Conclusions Windsor residents have a strong sense of community. Ratings for the overall sense of community in Windsor were higher than ratings in comparison communities across the nation. When asked to write in their own words what they valued most about living in Windsor, about 7 in 10 cited the small town feel/sense of community in Windsor. Almost all residents reported that they planned to remain in Windsor and would recommend living in Windsor.
Quality of life remains high in Windsor but the challenges that come with growth is a concern for residents. About 9 in 10 residents rated the overall quality of life in Windsor as excellent or good; this rating was higher than the national benchmark and has remained stable over time (see the Trends over Time report under separate cover). General Community Characteristics were assessed positively by at least 8 in 10 respondents and ratings tended to be higher than the national benchmarks. However, the growth that the community is experiencing can threaten the small town feel Windsor residents value most. About 8 in 10 respondents felt that population growth in the community was somewhat or much too fast. Residents also took notice of several aspects of Mobility and the Built Environment that can be impacted by population growth; traffic flow, travel by car and bicycle, the quality of new development, affordable quality housing and variety of housing options all saw declines in excellent or good responses from 2013 to 2017. Many Front Range communities are experiencing an influx of residents and, while beneficial in many ways, it will be important for the Town to listen to and address residents’ concerns related to the perceived negative impacts.
Safety is a valued community asset. Safety was identified as a key community focus area, and Windsor residents gave positive ratings to each aspect of this facet. All Safety ratings were similar to or higher than the national benchmarks. About 9 in 10 residents positively rated the overall feeling of safety in Windsor and downtown and almost all felt safe in their neighborhoods. Ambulance/EMS services received higher evaluations in 2017 compared to 2013 and all aspects of Safety within Governance received high marks from most respondents. The vast majority of respondents had neither been the victim of a crime nor needed to report a crime.

Summary The National Citizen Survey™ (The NCS™) is a collaborative effort between National Research Center, Inc. (NRC) and the International City/County Management Association (ICMA). The survey and its administration are standardized to assure high quality research methods and directly comparable results across The NCS communities. The NCS captures residents’ opinions within the three pillars of a community (Community Characteristics, Governance and Participation) across eight central facets of community (Safety, Mobility, Natural Environment, Built Environment, Economy, Recreation and Wellness, Education and Enrichment and Community Engagement). This report summarizes Windsor’s performance in the eight facets of community livability with the “General” rating as a summary of results from the overarching questions not shown within any of the eight facets. The “Overall” represents the community pillar in its entirety (the eight facets and general). By summarizing resident ratings across the eight facets and three pillars of a livable community, a picture of Windsor’s community livability emerges. Summary The National Citizen Survey™ (The NCS™) is a collaborative effort between National Research Center, Inc. (NRC) and the International City/County Management Association (ICMA). The survey and its administration are standardized to assure high quality research methods and directly comparable results across The NCS communities. This report includes the verbatim responses to an open-ended question included on The NCS 2017 survey for Windsor. Additional reports and the technical appendices are available under separate cover. Respondents were asked to record their opinions about Windsor in the following question: 
What are the top three things you value most about living in Windsor?
The verbatim responses were categorized by topic area and those topics are reported in the following chart with the percent of responses given in each category. Because some comments from residents covered more than a single topic, each topic mentioned by a resident was categorized and counted in the following chart. Verbatim comments that contain more than one topic appear only once (in the category of the first topic listed), however the analysis counts each of the topic areas given by all respondents regardless where those topics appeared in the comment. Results from the open-ended question are best understood by reviewing the frequencies that summarize responses as well as the actual verbatim responses themselves. A total of 511 surveys were completed by Windsor residents; of these 453 respondents wrote in responses for the open-ended question. About 7 in 10 respondents cited the sense of community as one of the top three things they value most about living in Windsor. Hometown raised here I apprecite that the town is fiscally responsible and doesn't put us in debt. . I can't cross main street without almost getting hit by a car. I have been here only seven months so I'm still learning I loved hearing the trains. I pass on snow plow not enough. I worry about traffic when the new sports center is completed. Innovative and growing Is Greatly diminishing the ability to enjoy or home near the intersection of crossroads & Hwy 257. The very loud noise from those vehicle exhausts is very loud. Summary The National Citizen Survey™ (The NCS™) is a collaborative effort between National Research Center, Inc. (NRC) and the International City/County Management Association (ICMA). The survey and its administration are standardized to assure high quality research methods and directly comparable results across The NCS communities. The NCS captures residents’ opinions within the three pillars of a community (Community Characteristics, Governance and Participation) across eight central facets of community (Safety, Mobility, Natural Environment, Built Environment, Economy, Recreation and Wellness, Education and Enrichment and Community Engagement). This report discusses trends over time, comparing the 2017 ratings for the Town of Windsor to its previous survey results in 2011 and 2013. Additional reports and technical appendices are available under separate cover. Trend data for Windsor represent important comparison data and should be examined for improvements or declines. Deviations from stable trends over time, especially, represent opportunities for understanding how local policies, programs or public information may have affected residents’ opinions. Meaningful differences between survey years have been noted within the following tables as being “higher” or “lower” if the differences are greater than six percentage points between the 2013 and 2017 surveys, otherwise the comparison between 2013 and 2017 are noted as being “similar.” Additionally, benchmark comparisons for all survey years are presented for reference. Changes in the benchmark comparison over time can be impacted by various trends, including varying survey cycles for the individual communities that comprise the benchmarks, regional and national economic or other events, as well as emerging survey methodologies. Overall, ratings in Windsor for 2017 generally remained stable. Of the 89 items for which comparisons were available, 73 items were rated similarly in 2013 and 2017, 12 items showed a decrease in ratings and four showed an increase in ratings. Notable trends over time included the following:
Within the pillar of Community Characteristics, seven aspects were trending down from 2013 to 2017, one was trending up and 28 were stable. Ratings for traffic flow, travel by car, travel by bicycle, the overall quality of new development in Windsor, affordable quality housing, housing options and for Windsor as a place to retire decreased over time. Ratings for recreational opportunities increased from 2013 to 2017. Almost all aspects of Governance remained stable from 2013 to 2017. However, ratings for traffic signal timing and natural areas preservation decreased while ratings for ambulance/EMS increased. When comparisons were available, most rates of Participation remained stable over time. Fewer Windsor residents reported that they had participated in religious or spiritual activities, watched a local public meeting or contacted Windsor employees in 2017 compared to 2013. More respondents reported that they had used Windsor recreation centers in 2017.

About this Report As part of its participation in The National Citizen Survey™, the Town of Windsor conducted a mailed survey of 1,500 residents. Surveys were mailed to randomly selected households in May and June of 2017 and data were collected through July 10, 2017. Towards the end of the official data collection period (see the report, The National Citizen Survey: Community Livability Report, Windsor, CO, 2017), the Town made available a webbased survey to its residents through a link on the Town’s website. Visitors to the site were able to complete the survey from June 26 until July 24, 2017 and 342 surveys were received. This report contains the results of this administration of the web-based survey and have not been weighted to current population estimates of Windsor.
