This issue of THAI HOTELS & TRAVEL is saying goodbye to Year of the Goat and welcoming the Year of Monkey. This time is during the high season which a large amount of Thai and foreigners are going to take vacation, because of the weather in many places in Thailand are fine and not too hot and suitable for taking rest, affecting the traveling atmosphere and hotel business in our country are very vivid.

An Indian national, Akshay has more than 11 years of experience in the F&B division having worked for Kempinski Leela in India, Hilton Labriz Resort, Silhouette Island in Seychelles, Holiday Inn and Rembrandt Hotel in Bangkok. His most recent position was general manager and F&B consultant for Indian Host Company and his background includes marketing and overall hotel operations.

Throughout the year 2015, TAT expected incomes from Europe up to 4.55 hundred billion baht. Mr. Yutthasak Supasorn, Governor of TAT revealed TAT had taken tourism entrepreneurs to join World Travel Market 2015 or WTM 2015 between 2 – 5 November 2015 at London, the United Kingdom as the event gathered tourism business partners for 190 countries across the globe which this was the great opportunity for Thailand to promote and sell the campaign ‘Discover Thainess’ particularly the introduction of new stories.

THA’s President Gives an Interview to the Television Program, ‘Jor Lok Sretthakit’ คุณสุรพงษ์ เตชะหรูวิจิตร นายกสมาคมโรงแรมไทย ให้สัมภาษณ์ใน รายการ ‘จอโลกเศรษฐกิจ’ ออกอากาศทางสถานีโทรทัศน์ไทยทีวีสี ช่อง 3 ในวันที่ 18 กันยายน 2558 เรื่องผลกระทบจากการที่ คอนโดมิเนียมและอพาร์ทเมนท์ แห่เปิดให้นักท่องเที่ยวเช่ารายวัน

The president of Thai Hotels Association (THA), Mr. Surapong Techaruvichit gave an interview to the television program, ‘Jor Lok Sretthakit’ broadcasted on Thai TV Channel 3 regarding the effect of the booming daily rental condominiums and apartments in tourism areas. This interview session was held on 18 September 2015.

คุณสุรพงษ์ เตชะหรูวิจิตร นายกสมาคมโรงแรมไทย เข้าร่วมงาน สัมมนาเรื่องมาตรการรักษาความปลอดภัยด้านการท่องเที่ยว ณ ห้องประชุมบุณยะจินดา สโมสรต�ำรวจ กรุงเทพฯ ในวันศุกร์ ที่ 16 ตุลาคม 2558 โดยได้รับเกียรติจาก พลต�ำรวจเอก จักรทิพย์ ชัยจินดา ผู้บัญชาการต�ำรวจแห่งชาติ เป็นประธานกล่าวเปิด การสัมมนา และมีผู้แทนจากหน่วยงานต�ำรวจ ระดับรองผู้บัญชาการ และรองผู้บังคับการของหน่วยงานต่างๆ ที่รับผิดชอบด้านการ ท่องเที่ยว จ�ำนวน 150 คน

Mr. Surapong Techaruvichit, President of Thai Hotels Association (THA) joined the seminar on the topic ‘Tourism Security Scheme’, held at Bunyajinda conference room, the Royal Thai Police Sports Club, Bangkok on Friday 16 October 2015. This seminar was honored by Pol.Gen. Chakthip Chaijinda, Commissioner General to preside over and open the seminar. In addition, there were 150 Deputy Commissioners – General and Deputy Commanders from the several police agencies who are responsible for tourism joining the seminar to acknowledge the scheme.

Queen Sirikit in-association with U.S. Agency for International Development Mission for Asia (USAID) and Ministry of Social Development and Human Security, held at JW Marriot Hotel Bangkok, Sukhumvit Soi 2, on Saturday 3 October 2015.

สมาคมโรงแรมไทย เข้าร่วมงาน Travel Blog Exchange 2015 หรือ TBEX Asia 2015 ณ ศูนย์ประชุมแห่งชาติสิริกิติ์ ในวันที่ 16 - 17 ตุลาคม 2558 ซึ่งจัดโดยการท่องเที่ยวแห่งประเทศไทย (ททท.) โดยการจัดงานในครั้งนี้ เป็นการรวม Blogger ที่ถือเป็น Travel Media จากทั่วโลกมากกว่า 1,000 คน เข้าร่วม ประชุมและสัมผัสประสบการณ์การท่องเที่ยวของประเทศไทย ทั้งในกรุงเทพฯ และต่างจังหวัด ในรูปแบบของการทัศนศึกษา ซึ่งถือเป็นการประชาสัมพันธ์แหล่งท่องเที่ยวประเทศไทยไปสู่ คนทั่วโลก

รางวัล ‘สุดยอดสตรี นักธุรกิจอนุรกั ษ์โลก ปี 2558’

Thai Hotels Association (THA) joined Travel Blog Exchange 2015 (TBEX Asia 2015) at Queen Sirikit National Convention Center, held between 16 – 17 October 2015 which was arranged by Tourism Authority of Thailand (TAT). This event invited over 1,000 Bloggers that were considered as the main Travel Medias across the globe, to attend the meeting and experience Thai tourism both in Bangkok and provinces in the form of field trip. This event was aimed to publicize Thai tourist attractions to the world public.

Hotels Meet Local Agents Worldwide Markets สมาคมโรงแรมไทย ร่วมกับสมาคมไทยธุรกิจการท่องเที่ยว และการท่องเที่ยวแห่งประเทศไทย ได้จัดกิจกรรมนี้ขึ้น เพื่อให้โรงแรมสมาชิกและบริษัทน�ำเที่ยวได้มีโอกาสพบปะ เพื่อเจรจาธุรกิจและแลกเปลี่ยนความคิดเห็นในการท�ำการตลาดร่วมกันในอนาคต ณ ห้องราชเทวี แกรนด์ บอลรูม โรงแรมเอเชีย เมื่อวันศุกร์ที่ 2 ตุลาคม 2558 ซึ่งมีผู้เข้าร่วมงานจ�ำนวน 150 หน่วยงาน และการท่องเที่ยวแห่งประเทศไทย ได้ร่วมเป็นเจ้าภาพเลี้ยงอาหารค�่ำ Hotels Meet Local Agents Worldwide Markets – Thai Hotels Association in-associated with the Association of Thai Travel Agents (ATTA) and Tourism Authority of Thailand (TAT) arranged this activity to give opportunity to their hotel members and travel agencies to meet one to another in order to set up the table top session and exchange opinions for co-marketing in the future, held at Ratchathewi Grand Ballroom, Asia Hotel on Friday 2 October 2015 with over 150 agency attendants while TAT jointly hosted the dinner banquet for the event.

เป็นตาฮักแท้ ‘หลวงพระบาง’ An Adorable ‘Luang Prabang’

ล้านดอลลาร์สหรัฐ นักท่องเที่ยวนิยมพัก เฉลี่ย 3 - 4 วัน มีอัตราการใช้จ่าย ประมาณ 75 - 90 ดอลลาร์ต่อคน

เมื่อพูดถึง ‘หลวงพระบาง’ ภาพ ความเป็นเมืองท่องเที่ยว เล็กๆ สุดแสน ‘เป็นตา ฮัก’ จนท�าเอาใครหลายคน ตกหลุมรัก ผุดขึ้นมาใน หัวอย่างห้ามไม่ได้

เสน่ห์ของหลวงพระบางที่ต้องยกนิ้วให้ คือ ความสามารถใน การอนุรักษ์เมือง จนองค์การยูเนสโก้ยกย่องให้เป็นเมือง ‘มรดกโลก’ เมื่อปี 2538 ด้วยเอกลักษณ์ทางด้าน สถาปัตยกรรม ทั้งวัดวาอารามเก่าแก่มากมาย รวมไปถึงบ้าน เรือนสไตล์โคโลเนียล ขนบประเพณีและวัฒนธรรมที่งดงาม อีกทั้งคนหลวงพระบางยังมีมิตรไมตรี โดยนับตั้งแต่ที่เมือง หลวงพระบางได้รับเลือกให้เป็นเมืองมรดกโลกท�าให้มีข้อบังคับ หลายด้าน เช่น ห้ามท�าโรงแรมเกิน 2 ชั้น ห้ามรถปรับอากาศ เกิน 15 ที่นั่งเข้ามาในเขตหลวงพระบาง ใช้สีหลังคาตามที่ ก�าหนด เช่น สีขาว สีน�้าตาล สีแดง จึงไม่แปลกใจเลย หาก หลวงพระบางจะได้รับการยกย่องให้เป็นเมืองที่ได้รับการปกปัก รักษาอย่างดีที่สุดในภูมิภาคเอเชียตะวันออกเฉียงใต้ จุดขายความเป็นเมืองมรดกโลกจึง ‘โดนใจ’ นักท่องเที่ยว ต่างชาติจากฝั่งยุโรป อเมริกัน อย่างจัง รวมถึงคนเอเชียทั้ง ไทย จีน ญี่ปุ่น และเกาหลีใต้ แค่คิดว่าได้ตื่นแต่เช้าตรู่มา ตักบาตรข้าวเหนียวพระสงฆ์นับ 300 - 400 รูป จากนั้น แวะชมบรรยากาศการซื้อขายของในตลาดเช้าใกล้แม่น�้าคาน แล้วเช่าจักรยานดีๆ สักคัน ปั่นชมวิถีชีวิตของคน หลวงพระบางรอบๆ เมือง พร้อมกราบไหว้สิ่งศักดิ์สิทธิ์ ชื่นชม ความสวยงามของสถาปัตยกรรม ไม่ว่าจะเป็นพระราชวัง หลวงพระบาง วัดเชียงทอง วัดวิชุนราช จากนั้นบ่ายๆ นั่งพัก จิบกาแฟ ชิมขนมปังซึ่งได้รับวัฒนธรรมจากฝรั่งเศส ก่อนจะ เดินขึ้นภูสี ชมวิวเมืองหลวงพระบางยามตะวันตกดิน แล้วเดิน ลงมาซื้อของที่ระลึกตรงถนนคนเดิน เท่านี้ชีวิตก็แฮปปี้แล้ว นักท่องเที่ยวที่มาเยือนหลวงพระบาง มีทั้งกรุ๊ปทัวร์ซึ่ง ส่วนใหญ่เป็นชาวจีนและเกาหลีใต้ ขณะที่นักท่องเที่ยวจาก ยุโรปยังคงสไตล์ท่องเที่ยวแบบ Backpacker นิยมพักค้างคืน ในหลวงพระบาง 2 - 3 คืน จากนั้น จะเดินทางไปยังวังเวียง เวียงจันทน์ และท่องเที่ยวเชื่อมโยงไปยังพื้นที่อื่นๆ ต่อไป ผู้เขียนได้ข้อมูลที่น่าสนใจเกี่ยวกับตลาดท่องเที่ยว ในหลวงพระบางจากองค์การส่งเสริมการท่องเที่ยวและ วัฒนธรรมหลวงพระบาง ระบุว่า เมื่อปี 2557 หลวงพระบางมี นักท่องเที่ยวต่างชาติ 3.79 แสนคน โดยนักท่องเที่ยวไทย เดินทางไปมากที่สุด 5.2 หมื่นคน เติบโต 26% เมื่อเทียบกับปี 8 THAI HOTELS & TRAVEL | DECEMBER 2015 - JANUARY 2016

แนวทางในการพัฒนาวางไว้ 3 ด้านหลัก ได้แก่ การพัฒนาทรัพยากรมนุษย์ ด้วย การปรับปรุงคุณภาพของบุคลากรที่ให้ บริการรองรับนักท่องเที่ยว โดยแผนการ ท่องเที่ยวหลวงพระบาง มีโครงการจัด อบรมด้านการบริการแก่งานธุรกิจ โรงแรม เรือนพัก ธุรกิจร้านอาหาร ทั้งในเขตเทศบาลและนอกเขตเทศบาล แขวงหลวงพระบาง การฝึกอบรมด้าน ทรัพยากรบุคคล คือ ผู้น�าด้านการ ท่องเที่ยวหรือไกด์น�าเที่ยว นอกเหนือ จากเรื่องการพัฒนาคนแล้ว การท�า ตลาดโปรโมทการท่องเที่ยวก็เป็นอีก ยุทธศาสตร์ที่หลวงพระบางจะเพิ่มดีกรี การท�างานมากขึ้น จากเดิมที่เคย โปรโมทผ่านประเทศไทย

ก่อน ส่วนตลาดที่มาแรงมากๆ หนีไม่พ้นนักท่องเที่ยวจีน ปีที่ แล้วเดินทางมาเที่ยวหลวงพระบางถึง 3.7 หมื่นคน เติบโตถึง 77.5% เมื่อเทียบกับปี 2556 หลังมีการประชาสัมพันธ์การ ขับรถเที่ยวผ่านเส้นทางเมืองคุนหมิงและเฉิงตู ผ่านเมือง สิบสองปันนา เข้ามาเที่ยวหลวงพระบาง ด้านยุทธศาสตร์หลวงพระบางปี 2563 ได้วางเป้าหมายการ เติบโตของนักท่องเที่ยวต่างชาติไว้ที่ 7 แสนคน พร้อมเพิ่มการ รองรับนักท่องเที่ยวที่ใช้จ่ายสูงมากขึ้น หลังผลการส�ารวจเมื่อ ปี 2557 พบว่า หลวงพระบางมีรายได้จากการท่องเที่ยว 163

ยุทธศาสตร์สุดท้ายที่หลวงพระบางให้ ความส�าคัญไม่แพ้กัน คือ การพัฒนา โครงสร้างพื้นฐานและสิ่งอ�านวยความ สะดวก โดยขณะนี้อยู่ระหว่างการจัดท�า แผนยุทธศาสตร์กลุ่มพื้นที่ ผลักดัน หลวงพระบางขึ้นเป็นศูนย์กลางกระจาย นักท่องเที่ยวไปยังแขวงต่างๆ เพราะมีความสะดวกสบายใน การเดินทางมากขึ้น โดยเฉพาะทางอากาศที่ปัจจุบันได้เปิดใช้ สนามบินแห่งใหม่ที่มีความเป็นสากลขึ้น เมื่อดูขีดความสามารถในการรองรับนักท่องเที่ยวของ หลวงพระบางแล้ว จากสถิติปี 2558 พบว่ามีแหล่งท่องเที่ยว ทั้งหมด 228 แหล่งท่องเที่ยว ครอบคลุมแหล่งท่องเที่ยว ประเภทวัฒนธรรม ธรรมชาติ และประวัติศาสตร์ รองรับ นักท่องเที่ยวได้ประมาณ 6,000 คนต่อวัน ธุรกิจที่พักในหลวง พระบางมี 2 รูปแบบ แบ่งเป็น โรงแรมและรีสอร์ทจ�านวน 76 แห่ง และเกสเฮ้าส์จ�านวน 327 แห่ง มีห้องพักในตลาด รวมกว่า 5,000 แห่ง เพียงพอกับการรองรับนักท่องเที่ยว หลากหลายระดับ ราคาห้องพักเริ่มต้นที่ 10 ดอลลาร์สหรัฐต่อ คืน หรือประมาณ 360 บาท จนถึง 2,500 ดอลลาร์สหรัฐ หรือประมาณ 9 หมื่นบาท โดยในช่วงปี 2555 - 2557 หลวงพระบางมีปริมาณห้องพักขยายตัวสูงมาก จนถึงจุดอิ่มตัว ในปัจจุบัน ส่งผลให้เมืองหลวงพระบางไม่อนุญาตให้มีการ ลงทุนเปิดโรงแรมหรือที่พักแห่งใหม่ในตัวเมือง หากนักลงทุน สนใจก่อสร้างโรงแรมหรือรีสอร์ตแห่งใหม่ ต้องไปปักเสาเข็ม แถวนอกเมืองแทน ส�าหรับการลงทุนใหม่ๆ ที่ภาคการท่องเที่ยวเมือง หลวงพระบางต้องการ คือ การลงทุนก่อสร้างศูนย์การประชุม สัมมนาและแสดงสินค้า (ไมซ์) นอกตัวเมือง เพื่อดึง นักเดินทางกลุ่มธุรกิจซึ่งมีก�าลังซื้อสูงเข้ามาจับจ่ายในเมือง หลวงพระบางมากขึ้น เป็นไปตามแผนการเพิ่มรายได้ของเมือง เนื่องจากห้องประชุมในโรงแรมจุได้ไม่ถึง 100 คนด้วยซ�้า โดย ปัจจุบันมีนักลงทุนชาวจีนสนใจมาลงทุนศูนย์ประชุมฯ ส่วนธุรกิจร้านอาหาร มีทั้งอาหารพื้นถิ่นและร้านอาหารสากล จ�านวน 286 แห่ง บริษัทท่องเที่ยวจ�านวน 75 องค์กร ทั้ง รัฐวิสาหกิจ เอกชนลาว และหุ้นส่วนระหว่างประเทศ มีผู้น�า ทัวร์ผ่านการอบรมประมาณ 200 คน เพียงพอต่อการรองรับ นักท่องเที่ยว และสามารถรองรับนักท่องเที่ยวได้จากทั้งทวีป เอเชียและยุโรป นี่คือภาพรวมทั้งหมดของตลาดท่องเที่ยวเมืองหลวงพระบาง เมืองน่าฮัก... ไม่ว่ามากี่ครั้ง ก็ตกหลุมรักทุกครั้งไป ต่อหน้า 10

REGIONAL as well as add on the facilities to accommodate tourists with high purchasing power since the survey findings in 2014 indicated that Luang Prabang generated tourism income for 163 million US dollar, while tourists preferred staying in average 3 – 4 days with expenditure rate for approximately 75 – 90 US dollars per person.

In Speaking of ‘Luang Prabang’, the pictures for being an adorable small tourist town which has made several people falling in love with continually spring up in mind.

The charm of Luang Prabang to deserve a thumb up is the capability to preserve the city until UNESCO praising it as ‘The World Heritage’ in 1995 with the uniqueness in architectures, several ancient temples and monasteries as well as colonial style houses and magnificent traditions and cultures, while Luang Prabang people also offer good hospitality to tourists. Since Luang Prabang had been chosen as the world heritage city, it issued regulations in various aspects i.e. not allow to put up hotel exceeding 2 floors, not allow air-conditioning bus exceeding 15 seats to access Luang Prabang area, use the roof with designated colors such as white, brown and red, etc. This is no wonder why Luang Prabang would have been praising as the best preserved city within South East Asia.

That is why the selling point for being the world heritage city seriously attracts foreign tourists from Europe and America as well as Asean such as Thais, Chinese, Japanese and Korean. Just imagine waking up in early morning to offer alms to 300 – 400 Buddhist monks with sticky rice, then observing the atmosphere of trade in morning market near Kan river, then renting a nice bike to ride and observe the lifestyle of Luang Prabang people around the city and pay respect to sacred items and witness the magnificent architectures such as Luang Prabang Royal Palace, Chieng Khong temple, and Wichunaratch temple, then in afternoon sipping coffee and tasting French style

breads, before walking up to Phu Si to witness the view of Luang Prabang during sunset and walking down to buy some souvenirs in walking street, that would be all to make the happiest life.

Tourists visiting Luang Prabang include the group tour which mostly are Chinese and South Korean, while tourists from Europe are more likely come in backpacker style of travel and prefer staying in Luang Prabang for 2 – 3 nights before traveling to Vang Vieng, and Vientiane, and further making transit to other areas.

Writer received interesting information about tourism market in Luang Prabang from Luang Prabang Tourism and Culture Promotion Organization indicating that in 2014, Luang Prabang had 3.79 hundred thousand foreign tourists as Thai tourists had been ranked first for traveling to Luang Prabang for 52,000 tourists which was considered to grow by 26% from previous year, while the powerful market must be Chinese tourists who traveled to Luang Prabang as high as 37,000 tourists last year considered to grow up to 77.5% from the previous year after the propagation for traveling by the car through the route Kunming – Chengdu – Sibsongpanna – Luang Prabang.

In addition to Luang Prabang’s strategy, the country set the goal to increase the number of foreign tourists up to 700,000 tourists in 2020

The guide for development is set in 3 following aspects 1) human resource development by improving the quality of personnel who provide services to tourists as the tourism plan of Luang Prabang conducting the project to arrange the training for service providing in hospitality business, guesthouses, and restaurants both in municipality and outside sub-district municipality of Luang Prabang, and human resource training for travel guides, 2) release marketing plan to promote tourism as Luang Prabang aiming to get more promotion from prior being promoted through Thailand, and 3) infrastructures and facilities development as at the moment being in the middle of setting the cluster strategic plan to promote Luang Prabang as the hub to disseminate tourists to other sub-district because the city offers more travel conveniences especially by air as currently, Luang Prabang has already opened a new airport that offers better international operation standard.

After considering the capability to accommodate tourists of Luang Prabang from statistic of 2015, it founded there are 228 tourist attractions in coverage of cultural, natural and historical tourist attractions that can take up tourists for approximately 6,000 tourists per day. Accommodation business in Luang Prabang is divided into two categories as 76 hotels and accommodations, and 327 guesthouses with over 5,000 rooms in combination which are enough to accommodate several classes of tourists.

The room rate here starts from 10 US dollars or approximately 360 baht up to 2,500 US dollars or approximately 90,000 baht. The statistic also indicated between 2012 – 2014, Luang Prabang had significantly increased the room volumes until reaching up the saturation point in present.

This derived Luang Prabang giving no permission for any new hotel investment within the city area, but in case of being interested to make investment on a new hotel or resort, investor must put it up outside the city area instead.

For new investment needed by Luang Prabang’s tourism sector is the investment on convention, seminar and product exhibition centers (MICE) outside the city area in order to attract a large number of travelers categorized in business group who can spend more money in Luang Prabang related to the city’s income increasing plan since most of conference rooms within hotels now can accommodate not exceeding 100 people. Currently, there are some Chinese investors interested to make some investments on convention centers.

In addition to restaurant business, there are 286 local and international restaurants in combination, 75 travel agencies from state enterprise, Lao private organizations and international partners and approximately 200 well-trained travel guides which are good enough to take up tourists from Asia and Europe.

This is the overall image of tourism market in Luang Prabang; the adorable city that shall make you fall in love every time of your visit.

จับสัญญาณท่องเที่ยวปีลิงจะ

โหนทะยานหรือร่วงตกเหว Watch the Travel Trend for the Year of the Monkey to Rise Up High or Drop Down เปิดฉากต้อนรับปีพุทธศักราชใหม่ 2559 รับปีนักษัตรวอกหรือปีลิง ซึ่งตามลักษณะคนเกิด ปีนี้เป็นคนสนุกสนาน ร่าเริง คล่องแคล่ว และน่ารัก แต่ส�าหรับภาพรวมเศรษฐกิจและทิศทาง อุตสาหกรรมท่องเที่ยวไทยจะเป็นอย่างไร รายได้เป็นไปตามเป้าหมายที่การท่องเที่ยวแห่ง ประเทศไทย หรือ ททท. คาดการณ์ไว้ที่ 2.3 ล้านล้านบาท และเพิ่มเป็น 2.5 ล้านล้านบาท ในปี 2560 ได้หรือไม่ โดยเฉพาะตลาดในประเทศจะสานฝันผู้ว่าการ ททท. คนใหม่อย่าง คุณยุทธศักดิ์ สุภสร ที่ระบุไว้ชัดเจนว่า จากภาวะความไม่แน่นอน ของเศรษฐกิจโลกที่มีแนวโน้มเกิดมากขึ้น ททท. ควรหันมาสร้าง รายได้ภาคการท่องเที่ยว ผ่านการจับตลาดคนไทยมากกว่าเดิม เพื่อ ความมั่นคงในระยะยาว ลดความเสี่ยงจากกรณีที่ต่างประเทศมีปัญหา จนฉุดจ�านวนนักท่องเที่ยวต่างชาติมาท่องเที่ยวไทยน้อยลง หรือลด จ�านวนวันพักระหว่างท่องเที่ยวไทย ซึ่ง ททท. ต้องการสร้างฐาน รายได้จากการท่องเที่ยวของคนในประเทศให้ได้เฉลี่ยอย่างต�่า 1 ล้านล้านบาท ต่อปีขึ้นไป พร้อมทั้งพยายามปรับอัตราการเติบโตใน เชิงรายได้ให้ได้เฉลี่ยไม่ต�่ากกว่า 20% ต่อปี โดยเริ่มจากปี 2559 หาก สามารถสร้างการเติบโตเฉลี่ยต่อปีตามที่คาดหวังได้ ไม่น่าเกิน 2 - 3 ปี น่าจะเห็นรายได้

ทะเล ยังคงได้รับความนิยมเป็นหลักเช่นเดิม รองลงมา คือ แหล่ง ท่องเที่ยวทางภาคเหนือ

ซึ่งภาคเอกชน ต่างออกมาระบุในทิศทางเดียวกันว่า อุตสาหกรรม ท่องเที่ยวในปี 2559 นี้ จะเติบโตสดใสอย่างแน่นอน เพียงแต่จะโต เท่าใดนั้นยังเป็นเรื่องที่คาดการณ์ได้ไม่มาก เนื่องจากภาวะเศรษฐกิจ โลกยังไม่เห็นสัญญาณฟื้นตัวอย่างชัดเจน

ตลอดจนเมืองท่องเที่ยวตามโครงการ 12 เมืองต้องห้าม และ โครงการ 12 เมืองต้องห้ามพลัส ที่จะช่วยส่งเสริมให้นักท่องเที่ยวเกิด ความตื่นตาตื่นใจและไปท่องเที่ยวมากขึ้น ส่งผลดีต่อผู้ประกอบการ ที่พัก ธุรกิจท่องเที่ยวท้องถิ่นที่จะใช้โอกาสนี้ในการเร่งพัฒนาพื้นที่ ท่องเที่ยวของตนเอง ส่วนแหล่งท่องเที่ยวทางภาคตะวันออกเฉียง เหนือ ยอมรับว่า ต้องได้รัฐบาลในการช่วยประชาสัมพันธ์มากกว่านี้ แม้จะมีสายการบิน รวมถึงเที่ยวบินเข้าไปเพิ่มมากขึ้น แต่ส่วนใหญ่ยัง เป็นคนไทย คนต่างชาติยังมีสัดส่วนที่น้อย อย่างไรก็ตาม ส�าหรับ ตลาดคนไทย เชื่อว่า ปีนี้ภาพการเดินทางท่องเที่ยวจะกระเตื้องมาก ขึ้นแน่นอน ส่วนการเติบโตเชิงรายได้ ตลาดในประเทศตามที่ ททท. วางไว้ 1 ล้านล้านบาท เห็นว่ามีความเป็นไปได้บนพื้นฐานที่รัฐบาล กระตุ้นการท่องเที่ยว และให้สิทธิประโยชน์ต่อคนไทยที่เดินทาง ท่องเที่ยวในประเทศ รวมถึงภาพรวมเศรษฐกิจดีจนท�าให้คนกล้าใช้ จ่ายเพื่อการผ่อนคลาย

คุณธรรศพลฐ์ แบเลเว็ลด์ ประธานเจ้าหน้าที่บริหาร สายการบินไทยแอร์เอเชีย แสดงความเห็นว่า ปีนี้ภาคการท่องเที่ยว ไทยจะดีขึ้นอย่างแน่นอน ส่วนจะเติบโตมากน้อยเพียงใด ภาวะ เศรษฐกิจยังเป็นส่วนส�าคัญ โดยช่วงตรุษจีนนี้จะเป็นปัจจัยบ่งชี้ว่า ตลาดท่องเที่ยว โดยเฉพาะตลาดจีนจะสดใสเหมือนทุกปีหรือไม่ แต่ เชื่อว่าตามที่หลายสมาคมท่องเที่ยวคาดการณ์ปีนี้ตลาดจีนแตะ 8 ล้านคน โดยส่วนตัวเห็นว่า คงไม่ถึง เพราะด้วยภาวะเศรษฐกิจจีน เองก็ยังไม่ดีพอ แต่เห็นว่าตลาดอื่นๆ จะเข้ามาแทนที่มากขึ้น โดย เฉพาะตลาดญี่ปุ่น อินเดีย เกาหลี ที่ส่งสัญญาณดีขึ้นต่อเนื่อง โดย เฉพาะตลาดอินเดียที่เข้ามามากขึ้นทุกปี และเส้นทางท่องเที่ยวทาง

ด้านคุณสรรเพ็ชร ศุภบวรสเถียร นายกสมาคมโรงแรมไทย ภาคตะวันออก ระบุว่า ปี 2559 นี้ ส�าหรับอุตสาหกรรมท่องเที่ยว คาดเดาได้ล�าบาก เพราะตลาดที่คาดหวังยังไม่กลับมาตามเป้าหมาย โดยพื้นที่ภาคตะวันออกอย่างพัทยา แม้ตลาดรัสเซียจะเริ่มกลับมา แต่ มาพร้อมพฤติกรรมการจับจ่ายใช้สอยที่เปลี่ยนไป ใช้จ่ายประหยัดมาก ขึ้น เลือกเข้าพักในโรงแรมระดับ 3 - 4 ดาว โดยเฉพาะระดับ 3 ดาว ที่เห็นชัดเจนมากขึ้น เพื่อประหยัดค่าใช้จ่าย น�าเงินไปจับจ่ายด้านอื่น แทน ส่งผลกระทบต่อกลุ่มโรงแรม 4 ดาว ที่ต้องปรับกลยุทธ์ทางการ ตลาด หันมาแข่งขันกับโรงแรม 3 ดาว โดยส่วนใหญ่จ�าเป็นต้อง แข่งขันด้านราคา และเชื่อว่าภาวะเช่นนี้จะเป็นต่อเนื่องในปี 2559

“ปี 2559 ยังไม่เห็นกลุ่มลูกค้าเป็นรูปธรรม 100% แต่กลยุทธ์คงต้อง เจาะตลาดอาเซียนมากขึ้น เพราะยุโรปยังไม่กลับมา 100% โดย โรงแรมระดับ 3 ดาวจะเป็นช่องทางหลักและช่องทางแรกที่นัก ท่องเที่ยวจะตัดสินใจเลือกเข้าพัก ตามภาวะเศรษฐกิจที่ยังไม่ฟื้นเต็มที่ หรือไม่เช่นนั้นก็เป็นโรงแรมระดับ 5 ดาวขึ้นไปเลย ท�าให้โรงแรม ระดับ 4 ดาวค่อนข้างล�าบากในปีนี้ เพราะต้องลดราคาลงมา อย่างไร ก็ตาม พฤติกรรมนักท่องเที่ยวปีนี้ หากเป็นตลาดอินเดียจะเข้าพัก ระดับ 4 - 5 ดาว ส่วนตลาดอาเซียนทั้งเวียดนาม อินโดนีเซีย กว่า 80% จะเข้าพักโรงแรมระดับ 3 ดาว มีเพียง 20% ที่เข้าพักระดับ 4 ดาว ส�าหรับภาพรวมประเมินว่า ทั้งปีอัตราการเข้าพักเฉลี่ยจะอยู่ที่

55% ดีกว่าปี 2558 ส่วนภาพรวมรายได้ท่องเที่ยวคาดว่าจะเติบโต 5 - 10% อย่างไรก็ตาม ททท. วางเป้าหมายรายได้ 2.3 ล้านล้านบาท นั้น เชื่อว่ามีความเป็นไปได้ หากไม่มีเหตุการณ์ร้ายแรงที่ไม่คาดคิด” ทิศทางการท่องเที่ยวปี 2559 จะเป็นอย่างไร ลิงปีนี้จะ โลดโผนโจนทะยาน หรือจะร่วงดิ่งตกเหว เป็นสิ่งที่ต้องลุ้น ตลาดนักท่องเที่ยวจีนตามที่หลายภาค ส่วนต่างมุ่งท�าการตลาด ช่วยเสริมทัพ เศรษฐกิจไทยจะได้มากน้อยแค่ไหนนั้น ต้องติดตามไปพร้อมกัน

HOT ISSUE For upcoming 2016; the year of the monkey, there is a question whether the overall economy and direction of Thai tourism industry shall accomplish the goal of incomes set by Tourism Authority of Thailand (TAT) at 2.3 trillion baht and increase up to 2.5 trillion baht in 2017 or not.

Especially for domestic market, a new TAT’s governor, Mr. Yuthasak Supasorn clearly indicated that the uncertainty condition of world economy is more likely to take place in greater numbers so TAT should make an effort to generate incomes from tourism sector through Thai market penetration in greater numbers for sustainable in the long run, in order to reduce the risk of arisen problem in foreign countries to hold back the number of foreign tourists traveling to Thailand or reduce down the length of stay during Thai travel. In addition, TAT wants to generate the income base from the travel of tourists in country in average for at least one trillion baht or more per year as well as tries to adjust the income growth rate in average no less than 20% per year. This effort shall begin from 2015 onwards which if the country can drive the average growth based on TAT’s expectation, it will take between 2 – 3 years to achieve the actual incomes.

Similar to the expectation of private sector indicated that Thai tourism industry in 2016 shall definitely get some promising growths, but it can’t expect how much of the growth shall be since there is no obvious sign for the recovery of the world’s economic condition.

Mr. Tassapol Bijleveld, CEO of Thai Air Asia expressed his opinion that next year Thai tourism sector shall definitely get better, but economic condition is still the key to indicate how much of the growth should be as the period of Chinese New Year shall be the key factor to indicate tourism market particularly for China market whether or not to have delightful result like the past years. However, he believes the number of tourists shall not reach up to 8 million like the expectation of several tourism associations because China’s economic condition hasn’t gotten better enough, but there is some potentials of the replacement from other markets such as Japan, India and Korea that continually get some good signs especially for India market that tends to be increased every year, while maritime tourism route is still the primary target and the second is

tourist attractions in northern region as well as tourist cities related to ‘12 Cities…You Can’t Say No’ and ‘12 Cities…You Can’t Say No Plus’ projects that will help encourage tourists to travel. This effort shall benefit accommodation entrepreneurs and local tourism business to take this opportunity to rush the development within their own tourism areas. For tourist attractions in north eastern region, he admitted that it will need government to help for wider propagation. Even though several airlines and flights have already been added up, mostly the ratio of travelers are dominated by Thai people with lesser ratio of foreigners. However, for Thai market, he believed that next year overall image of traveling shall definitely be increased up, and there is some potential to obtain the income growth of domestic market based on TAT’s one trillion baht goal derived from tourism stimulation of government and privilege offers for Thai tourists who travel within the country as well as overall economic improvement that makes people dare to spend some money for relaxation.

Mr. Sanpech Supabowornsthian, President of Thai Hotels Association (THA), Eastern Chapter indicated that in 2016, it can hardly guess for the direction of tourism industry since expected markets are not yet come back. For example eastern chapter area such as Pattaya, even though Russia market has started to get back, the behaviors of tourists tend to change as they seem to be more economized and choose to stay in 3 – 4 star hotel particularly for 3 star hotel to save the expenses so that they can spend more money on other aspects instead. This has affected

the group of 4 star hotels and required to adjust their marketing strategies to compete with 3 star hotels which mostly need to compete with price rate and this condition shall continually occur in 2016.

“In 2016, the group of customers won’t 100% come back, but the main strategy is to penetrate to ASEAN market in greater numbers because Europe hasn’t fully gotten back yet. 3 star hotels shall be the main and first channel that tourists will choose to stay related to the non-fully recovered economic condition, otherwise it shall be 5 star hotels or more. This will put 4 star hotels in the difficult situation next year because they need to reduce down their price rates. However, the behavior of tourists next year in case of India market, they will choose to stay in 4 – 5 star hotels, while for ASEAN market as Vietnam and Indonesia, over 80% will choose to stay in 3 star hotels and the other 20% will choose to stay in 4 star hotels. For overall image, it is estimated that vacancy rate for the whole year shall be at 55% which is considered better than 2015, while the overall tourism income is estimated to grow 5 – 10%. According to the TAT’s 2.3 trillion baht of income goal, it has some potential in case of no severe and unexpected incident”.

Thus, the travel trend of 2016 being risen up high or dropped down and whether Chinese tourist market aimed to penetrate by several sectors supporting Thai economy with a great deal or not are the matter of keeping our fingers crossed and following up in the same time.

ตามที่คณะรักษาความสงบแห่งชาติ (คสช.) ใช้อ�ำนาจตามมาตรา 44 มีค�ำสั่งให้เพิกถอนที่ดินจากป่าสงวนแห่งชาติ เขตป่าไม้ถาวร เขตปฏิรูป และที่ดินสาธารณะ ให้เป็นที่ราชพัสดุ เพื่อน�ำมาใช้เป็นเขตเศรษฐกิจ พิเศษ ระยะที่ 1 จ�ำนวน 6 แห่งในพื้นที่ 5 จังหวัด ได้แก่ ตาก มุกดาหาร สงขลา สระแก้ว และตราด เรียบร้อยแล้ว และระยะที่ 2 อีก 5 จังหวัด ประกอบด้วย เชียงราย กาญจนบุรี หนองคาย นครพนม และนราธิวาส ซึ่งจะเริ่มการพัฒนาตั้งแต่ปี 2559 เป็นต้นไป ภาพความชัดเจนของรัฐบาล ในการวางเป้าหมายพัฒนา พื้นที่ดังกล่าว นอกจากเกิดอานิสงส์ต่อภาคการลงทุนแล้ว ยังเอื้อ ประโยชน์ต่อภาคการท่องเที่ยวตามมาอย่างแน่นอน ถือเป็นการกระจายแหล่งท่องเที่ยวจากเมืองหลักสู่เมืองรอง ช่วยกระจายรายได้เข้าสู่ชุมชนมากยิ่งขึ้น

จะมีนักลงทุนจากพื้นที่ดังกล่าว มาเที่ยวพักผ่อนที่มุกดาหาร หรือจังหวัดใกล้เคียง เช่นเดียวกับเมืองคูเ่ วียงจันทร์ - อุดรธานี ซึ่งเป็นลักษณะเช่นนี้มาโดยตลอด และเมื่อการลงทุนในพื้นที่ เป็นรูปธรรมมากขึ้น จะเกิดการเดินทางของนักลงทุนพร้อม การท่องเที่ยวมากขึ้นอย่างแน่นอน

โดยคุณสมฤดี จิตรจง ผู้อ�ำนวยการภูมิภาคภาคตะวันออก เฉียงเหนือ การท่องเที่ยวแห่งประเทศไทย (ททท.) ระบุว่า เมื่อมีเขตเศรษฐกิจพิเศษจะช่วยให้เกิดการเดินทางของกลุ่ม นักลงทุน เพื่อการเจรจาทางธุรกิจ ยังส่งผลประโยชน์ทางอ้อม ต่อภาคการท่องเที่ยว ช่วยในเรื่องจับจ่ายใช้สอย แต่หากจะ เห็นผลชัดเจนมากยิ่งขึ้น รัฐบาลควรมีการประชาสัมพันธ์พื้นที่ นั้นๆ เพราะถือเป็นการช่วยกระจายนักท่องเที่ยวอย่างภูมิภาค ตะวันออกเฉียงเหนือ จะมีเมืองจับคู่ระหว่างมุกดาหารของไทย กับสะหวันนะเขตของ สปป. ลาว ซึ่งปกติวันหยุดสุดสัปดาห์

“ปัจจุบนั การท่องเทีย่ วภาคอีสาน ส่วนใหญ่ยงั เป็นตลาดคนไทย เป็นหลัก แต่ปจั จุบนั เริม่ มีความชัดเจนของแผนนี้ ส่งผลให้ตลาด นักท่องเทีย่ วลาว กัมพูชา เวียดนาม ซึง่ ปกติกน็ ยิ มมาท่องเทีย่ วใน พืน้ ทีเ่ มืองไทยอยูแ่ ล้วก็มามากยิง่ ขึน้ พร้อมกับจ�ำนวนนักท่องเทีย่ ว และก�ำลังการใช้จา่ ยทีเ่ พิม่ สูงขึน้ เช่นกัน ขณะทีแ่ ผนดังกล่าว ส่งผล ดีตอ่ โครงสร้างพืน้ ฐานในพืน้ ทีโ่ ดยรอบและใกล้เคียง ทัง้ เรือ่ งการ บริหารจัดการขยะ การพัฒนาถนน โรงพยาบาล ถือว่าส่งเสริมภาค การท่องเทีย่ วอย่างมาก จากประเด็นดังกล่าว เริม่ เห็นสัญญาณการ ก่อสร้างโรงแรมมากขึน้ ซึง่ แผนการตลาดตลอดปี 2559 ททท. ต่อหน้า 19

INSIDE จะเน้นสร้างการรับรู้มากขึ้น ชี้ให้เห็นว่าอีสานนอกจากมีวัดวา อารามที่สวยงาม ยังมีแหล่งท่องเที่ยวทางธรรมชาติอีกมาก สามารถรองรับการงานจัดประชุมสัมมนาขนาดใหญ่ควบคู่ ไปกับการสะท้อนถึงแหล่งท่องเที่ยววิถีชุมชน ตั้งเป้าหมาย ภาพรวมการท่องเที่ยวภูมิภาคนี้เติบโต 7% จากปี 2558 พร้อมทัง้ เพิม่ จ�ำนวนวันเข้าพักของนักท่องเทีย่ วเป็นคนละ 2.5 วัน จากปัจจุบันอยู่ที่ 1.9 วัน” ขณะที่ คุณธมลวรรณ เรืองขจร ผู้อ�ำนวยการ ททท. ส�ำนักงานตาก แสดงความคิดเห็นไม่ต่างกันว่า ตามที่รัฐบาล ประกาศให้แม่สอดเป็นพื้นที่เศรษฐกิจพิเศษ ท�ำให้นักลงทุน เกิดการเดินทางเพิม่ มากขึน้ แต่ ททท. ต้องดูการกระตุน้ ภาค การท่องเที่ยวของรัฐบาลว่าจะส่งเสริมมากน้อยแค่ไหน แม้ปัจจุบันนักท่องเที่ยวจะมาเป็นจ�ำนวนค่อนข้างมากอยู่ แล้ว แต่โครงสร้างพื้นฐานหลายอย่างยังไม่เอื้ออ�ำนวย เช่น ศักยภาพสนามบิน จนปัจจุบันมีเพียงสายการบินนกแอร์บิน เพียงสายการบินเดียว วันละ 3 เที่ยวบิน และเป็นเครื่อง เอทีอาร์ ขณะที่ความต้องการของนักลงทุนและนักท่องเที่ยว ยังมีอยู่สูง ตรงนี้หากรัฐบาลมีแผนชัดเจนจะช่วยให้เกิด การเดินทางในพื้นที่แม่สอดและพื้นที่ใกล้เคียงเพิ่มเป็น อย่างมาก “ในอนาคตแม่สอดคงเป็นอีกแหล่งพืน้ ทีเ่ ป้าหมายในการเดินทาง ของนักท่องเที่ยว เพราะเมื่อมาลงสนามบินเดินทางท่องเที่ยว แม่สอดแล้ว ยังเดินทางไปท่องเที่ยวพื้นที่ใกล้เคียงอื่นได้ ขณะที่ภาคธุรกิจโรงแรมก็จะเกิดการลงทุนก่อสร้างมากขึ้น โดยปัจจุบันพื้นที่จังหวัดตาก มีห้องพักที่ถูกต้องตามกฎหมาย 6.1 พันห้อง แต่หากนับเฉพาะพื้นที่แม่สอด จะมีห้องพัก 2.6 พันห้อง ททท. มองโอกาสของแหล่งท่องเที่ยวนี้และโดยรอบ ยังเติบโตได้อีกมาก สามารถรองรับการท่องเที่ยวที่ต้องการ เน้นกระจายสู่เมืองรองได้เป็นอย่างดีอีกแห่งหนึ่ง” เช่นเดียวกับคุณภาณุ วรมิตร ผูอ้ ำ� นวยการ ททท. ส�ำนักงาน หาดใหญ่ จังหวัดสงขลา กล่าวไม่ตา่ งกันว่า จากนโยบายรัฐบาล เรือ่ งดังกล่าว เป็นอานิสงส์ให้เกิดการกระจายของนักท่องเทีย่ ว ทีเ่ ดิมมีเป้าหมายเทีย่ วเฉพาะหาดใหญ่เป็นหลัก ก็หนั ไปเทีย่ วพืน้ ที่ อ�ำเภอสะเดามากขึน้ แม้ปจั จุบนั ยังไม่เริม่ เห็นการลงทุนทีช่ ดั เจน จากรัฐ แต่ในพื้นที่เกิดการลงทุนบ้างแล้ว ขณะที่นักท่องเที่ยว ส่วนใหญ่ยงั คงเป็นมาเลเซีย สิงคโปร์ แต่ ททท. เอง จะใช้โอกาสนี้ สนับสนุนกิจกรรมต่างๆ ในพืน้ ทีส่ ะเดามากขึน้ เช่น กิจกรรมตรุษจีน โดยดึงคนจีนในอินโดนีเซียมาท่องเทีย่ ว

As to National Council for Peace and Order (NCPO) has used the power following Section 44 to release the order to deprive of lands from national forest, permanent forest zone, reformation zone and public land and change to state owned land for using as special economic zone phase 1 in 6 areas within 5 provinces as Tak, Mukdahan, Songkhla, Srakaew and Trad (completed), and phase 2 for another 5 provinces composed of Chiang Rai, Kanchanaburi, Nong Khai, Nakhonphanom and Narathiwas which shall start the development from 2016 onwards.

The clear images of government for setting goal to develop such areas shall give advantage to investment sector as well as tourism sector which is considered to disseminate tourism sources from primary to secondary cities as well as more incomes to communities.

INSIDE Mrs. Somruedee Jitjong, Regional Director for North Eastern, Tourism Authority of Thailand (TAT) indicated upon the occurrence of special economic zones, it shall cause the travel volume of the group of investors for business negotiation and give indirect benefits to tourism sector as expenditure aid. In order to create better result, Government should have propagation within such areas because this is considered to help disseminating tourists as for example in north eastern region, Mukdahan province of Thailand will be paired with Savannakhet of Lao People’s Democratic Republic which every weekend there are a large number of investors from Savannakhet traveling to Mukdahan or nearby cities, similar to Vientiane – Udon Thani which it has been like this for the past few years and when the investment within the area becomes more concrete, it will definitely increase the travel volume of investors as well as tourism.

“Currently, tourism in Isan region mostly is Thai market and when the clearness of this plan has begun at the moment, it derived tourist markets from Lao, Cambodia and Vietnam which have already preferred traveling into Thailand to keep coming to Thailand in a greater, while the purchasing power and tourist volume of these markets were increased as well. This plan has also given benefits to infrastructures within surrounded and nearby areas in term of waste management, road development, and hospital which was considered to greatly support tourism sector. For such substance, we have seen a good sign of hotel constructions in greater number which the marketing plan of TAT throughout 2016 will emphasize more likely to create acknowledgement and point out that rather than having magnificent temples and monasteries, Isan has plentiful natural tourist attractions and can take up the large size of conference and seminar arrangement along with the reflection of the community way tourism source.

TAT sets the goal for overall tourism within this region to grow by 7% from 2015 as well as add the stay length of tourists up to 2.5 days per day from the current 1.9 day”.

Mrs. Thamonwan Ruengkajorn, Director, TAT’s Tak Office expressed similar opinions upon the announcement of Government to settle Tak as the special economic area, it causes more travel volume of investors, but TAT must see how much of the tourism stimulation government shall support. Even though currently there is a large volume of tourists traveling to the area, several infrastructures don’t provide enough conveniences to take up those numbers such as the capacity of airport which at the moment, there is only Nok Air operating the flights with ATR airplanes and limited flight operation for 3 flights per day, while the demand of investors and tourists is risen up high. For this issue, if government issues a distinct plan, it will greatly increase travel volume in Mae Sot and nearby areas.

“In future, Mae Sot must be another targeted area for traveling of tourists because when tourists land at the Mae Sot airport and travel within the area and they can even travel to nearby areas as well, while hotel business sector shall initiate more construction investments.

Currently, there are legal rooms up to 6,100 rooms, but if considering particularly for Mae Sot area, the figure shall be 2,600 rooms. TAT has seen the potential of these tourist attractions and surrounded areas to get even more growths and can effectively take up tourism that aims to disseminate incomes to secondary cities”.

In addition to Hat Yai, Mr. Panu Worramit, Director, TAT’s Hat Yai Office, Songkhla expressed quite similar opinion that this policy of government shall help to disseminate tourists as prior they may aim to mainly

travel within Hat Yai area, now they may change to travel to Sadao District in greater numbers, even though currently there is no sign of investment from government, but it has already had some investments taking place within the area, while most tourists traveling to the area are still Malaysian, and Singaporean. However, TAT itself shall take this opportunity to support several activities within Sadao area in greater numbers such as Chinese New Year activity by encouraging Chinese in Indonesia to travel within the area.

“Currently, there are approximately 2,000 – 3,000 rooms providing by hotels within the area and 2 – 3 new hotels are about to put up which each of them offers approximately 300 – 400 rooms. The stay length of tourists is averagely 1 – 2 nights, while expenditure rate per person per day is at 3,000 baht which mostly are for food and beverages since the accommodations within the area aren’t expensive as the average cost is at a little above a thousand baht per night. However, if the special economic area is fully developed, it makes believe the growth rate in tourism shall increase no less than 5 – 10%”.

The policy of special economic areas for 10 provinces within 11 areas from the current set of government shall not only benefit investment sector for being the main pole of Thailand’s economic structure, but also the tourism sector as it will help generating a greater amount of incomes to the areas. This is the hope that people in tourism industrial field want to see the result so soon.

Poy Sang Long derives from the combination of three words as ‘Poy’ means ceremony, ‘Sang’ presumed to slightly distort from the word ‘Khun Sang’ means Phra Prom indicated in the book of dharma of Shan people stating “Phra Kanit Prom offered the robe to Prince Sittata on the bank of Anoma river at the time he ran away for ordainment”, another meaning derives from ‘Jao Sang’ means novice, and the word ‘Long’ derives from the word ‘Along’ means Bodhisattva or Nor Puttangkul. Thus, Poy Sang Long is a rite of passage ceremony. The distinction of this rite is the preparation of the ceremony which normally takes almost a month. The atmosphere of ceremony preparation can indicated the power of faiths in Buddhism of Shan people in Mae Hong Son which believe if they can afford their sons to ordain as novice monks, they will earn the great merits.

This rite is considered as the imitation of incident related to the biography of Lord Buddha when Buddha proceeded to Kapilavastu City to give a sermon to his royal relatives, then Queen Pimpa took this opportunity to dress up prince Rahul, the son of Buddha and sent him to ask for the royal treasures from Buddha, however Buddha said the royal treasures were worldly assets and wouldn’t last long, while the seven noble treasures were more sustainable , then Buddha demanded to ordain prince Rahul as novice monk instead. Such incident derives the host of ordaining ceremony sacrifices things, money, and gold as they’re considered as just material, while some families save little by little for years to particularly dedicate them to this rite.

In early morning of Sang Long day, the kid, as cllaed ‘Sang Long’ will be woken up, while family members will fully dress up their kid like a prince in imitation of the Buddha, who was himself a prince before setting out on the religious path. The kid shall wear the bright color loincloth leaving the edge of fabric down for pleating and fasten with copper alloy or silver belt, straight-sleeved shirt with tilting-up curves and perforated flower graphic, and wrap the topknot with the silk fabric that is inserted with Dendrobium flowers, or other accessories before finishing up with the make-up.

After dressing up the kid, Buddhist monks shall give bless and instruction to Sang Long before they participate in monastery life during summer.

Then, it will be the burden of ‘Tapae Sang Long’ or the elder male relative of Sang Long who carries Sang Long over the shoulders to take Sang Long around to worship sacred places and respectful persons i.e. the shrine of the city god, Ecclesiastical Provincial Governor and elder relatives. The liveliness shall begin in the morning of the next day, as called ‘Krau Lu Parade Day’ (offering given as alms parade). People shall set up the parade in the length almost a kilometer for each procession throughout the main streets around the city of Mae Hong Son, while the sound of drums, gongs and cymbals are loudly play in every procession as proceeding to Chong Kum temple to create the liveliness and make the smiles on pilgrims and tourists’ faces. All Sang Longs shall have some funs on the shoulders of Tapae Sang Long before remaining calm to join Sang Long consoling ceremony in late afternoon.

The day will end up with the celebration at night before Sang Longs take novice monastic vows in the next morning.

This makes believe the charm of Mae Hong Son will attract everyone to visit and jointly go through all joyful winter and summer times together.

VR (Virtual Reality) Headset is a headset device that displays virtual 3D images allowing users feel like viewing by their real eyes in 360 degree of scenery. It is adopted to use for hotel service. When putting on the headset, users can view places in a hotel like they are standing at the place. However, VR Headset was previously designed for entertainment purposes such as for playing video game, watching movies, and so on.

A virtual reality tour of a hotel would allow guests to experience what it would be like to arrive and stay at the location even they are still in their homes. A VR concierge would act as a city guide. Hotels could place a dedicated VR headset in their lobby that is preloaded with information about local restaurants and attractions.

VR is a way for hotels to show off increased level of sophistication. In fact, at least one hotel group is already using this new technology to set itself apart as a forward-thinking brand. หอมเอย... หอมหัวใหญ่ The Benefits of Onion ช่วงนี้อากาศเปลี่ยนแปลงบ่อย หลายคนเริ่มมองหาตัวช่วยเพือ่ บรรเทาอาการป่วย โดยเฉพาะอาการหวัด ในช่วงเปลี่ยนฤดูจากหน้าฝนเข้าสู่หน้าหนาว ผู้เขียนเห็นวิธีการหนึ่งเข้าจากซีรีส์เกาหลีเรื่องดัง ‘She was Pretty’ นับว่าน่าสนใจมาก เป็นฉากที่พระเอกของเรื่องรู้ ว่านางเอกเป็นหวัด จึงหาข้อมูลในอินเทอร์เน็ต แล้วพบว่า ‘หอมหัวใหญ่’ ช่วยรักษาอาการหวัดได้ เพราะมีฤทธิ์ต้าน เชื้อแบคทีเรียเป็นอย่างดี

ว่าด้วยบัตร ลงทะเบี ย นผู พ ้ ก ั All about Guest Registration Card เดือนนี้เราคงจะได้รับข่าวดี 2 เรื่อง เกี่ยวกับการท�างานของงาน ส่วนหน้าโรงแรม (FO) นั่นก็คือการปรับปรุงประกาศกระทรวง มหาดไทย เรื่อง ก�าหนดบัตรทะเบียนผู้พัก (ร.ร.3) และทะเบียนผู้พัก (ร.ร.4) ให้มีความสะดวกมากขึ้นส�าหรับชาวโรงแรม กล่าวคือ 1. ให้บัตรทะเบียนผู้พักสามารถใช้กระดาษ A4 ได้ หมายความว่า จะใช้แบบเดิมๆ ที่เคยชินในการลงทะเบียนผู้เข้าพัก หรืออยากจะใช้ กระดาษ A4 พิมพ์จากเครื่องเราเองก็ได้ แต่ข้อความเดิมต้องมีครบ และจะเพิ่มเติมเนื้อหาอื่น เพื่อเป็นข้อมูลของโรงแรมก็สามารถท�าได้ 2. ทะเบียนผู้พัก (ร.ร.4) การบันทึกชื่อชาวต่างประเทศเมื่อต้องแปล เป็นภาษาไทย การอ่านอาจผิดพลาดได้เพราะการอ่านอาจออกเสียง เป็นไปตามส�าเนียงของแต่ละชาติ ดังนั้น เพื่อไม่ให้เกิดความสับสน จึงเปลี่ยนเป็นว่า ส�าหรับคนไทยให้ใช้ภาษาไทย ถ้าเป็นคนต่างชาติ ให้ใช้ภาษาต่างประเทศตามหนังสือเดินทางแทน ประกาศดังกล่าว อยู่ที่ท่านรัฐมนตรีแล้วและได้ลงนามแล้ว เหลือ เพียงขั้นตอนรอประกาศในราชกิจจานุเบกษาแล้วสามารถใช้ได้เลย ดังนั้น โรงแรมใดที่ใบ ร.ร.3 ใกล้จะหมดแล้วก็ไม่ต้องไปสั่งพิมพ์เพิ่ม อีก สามารถใช้กระดาษ A4 แทนได้เลยตั้งแต่บัดนี้ เรื่องต่อมาเป็นเรื่องที่คณะท�างานปฏิรูปการบังคับใช้กฎหมายด้าน เศรษฐกิจในคณะอนุกรรมาธิการการปฏิรูปการบังคับใช้กฎหมาย สปช ซึ่งได้ให้ข้อสรุปที่น่าสนใจในการติดตามให้เกิดการปฏิบัติที่ เป็นจริงในอนาคต คณะท�างานชุดนี้ได้ศึกษาอุปสรรคของการขอใบ อนุญาตประกอบธุรกิจโรงแรม โดยมีข้อสรุปดังนี้ 1. กรณีเร่งด่วน 1.1 กระทรวงมหาดไทยมีหนังสือที่ มท 0307.6/ว 16403 ลงวันที่ 11 กันยายน 2552 แล้วให้จังหวัดด�าเนินการเร่งรัดตรวจสอบและ ด�าเนินการกับที่พักที่ประกอบธุรกิจโรงแรมขัดต่อกฎหมายโรงแรม และไม่สนับสนุนด้านการค้าขายและการประชาสัมพันธ์ธุรกิจ อพาร์ทเม้นท์ทผี่ ดิ กฎหมาย รวมทัง้ ขอความร่วมมือส่วนราชการ และหน่วยงานของรัฐในจังหวัดให้ถือปฏิบัติ 1.2 หนังสือที่ มท 0307.6/ว 164035 วันที่เดียวกัน ถึงรัฐวิสาหกิจที่ สังกัดกระทรวงมหาดไทย คือ การประปานครหลวง การประปาส่วน ภูมิภาค การไฟฟ้านครหลวง การไฟฟ้าส่วนภูมิภาค และองค์การ ตลาด ขอความร่วมมือพิจารณาอนุญาตให้ข้าราชการและบุคลากร เดินทางไปราชการหรือจัดประชุมสัมมนา ให้พักในสถานที่พักที่มีใบ อนุญาตประกอบธุรกิจโรงแรมที่ถูกต้องตามกฎหมาย 1.3 กรมการปกครองได้มีหนังสือที่ มท 0307.6/ว 16071 วันที่ 29 มิถุนายน 2554 ให้ทุกจังหวัดด�าเนินการตามกฎหมายกับผู้ประกอบ การ ที่เปิดด�าเนินกิจการโรงแรมที่ผิดกฎหมายโดยเคร่งครัด 1.4 หนังสือที่ มท 0307.6/ว 27204 วันที่ 16 พฤศจิกายน 2555 ให้ประชาสัมพันธ์ทุกอ�าเภอให้ทราบว่า ผู้ประกอบธุรกิจที่เข้าข่าย เป็นโรงแรมต้องได้รับใบอนุญาตจากนายทะเบียนโรงแรมก่อน จึงจะสามารถประกอบธุรกิจโรงแรมได้ 2. กรณีต้องใช้เวลา 2.1 ด้านอาคาร ให้แก้กฎกระทรวงในกฎหมายควบคุมอาคารให้ โรงแรมขนาดเล็กสามารถขออนุญาตประกอบธุรกิจโรงแรมได้งา่ ยขึน้ 2.2 ด้านผังเมือง ให้แก้กฎกระทรวงก�าหนดผังเมืองรวมให้โรงแรม ประเภทที่ 1 และประเภทที่ 2 สามารถอยู่ในผังเมืองทุกประเภท สาระส�าคัญที่ชาวโรงแรมควรทราบก็มีเท่านี้ ส่วนการปฏิบัติตาม หนังสือนั้น เป็นเรื่องที่สมาคมโรงแรมไทยจะต้องติดตามและร่วม แก้ไขปัญหากับกระทรวงมหาดไทยเป็นการต่อไป This month we shall receive two good news related to the operation of hotel’s Front Office (FO) which the first is the improvement on the announcement of Ministry of Interior about the revision on Guest Registration Card

No. 3 and Guest Registration Card No. 4 to give more convenience to hoteliers with the following contents 1. Guest Registration Card can be printed out in A4 paper which this means hotel can either use the previous format of guest registration card or print it out on A4 paper with our own printers, but the original contents must completely remain intact, while other contents can be added on for hotel’s information as well.

2. For Guest Registration Card No. 4, the name of foreigners recording may derive mispronunciation when translating into Thai language because pronunciation shall usually be based on the accent of each nationality.

In order to make no confusion, this is changed as using Thai language for Thai guests and foreign language as indicated on passport for foreigners instead.

Such announcement has already been with Minister and signed, and meanwhile it has just waited to be announced in the government gazette before immediately coming into force. Therefore, when Guest Registration Card No. 3 runs out, it shall not be necessary hotels to order a new set of printouts as they can simply print it on A4 paper by themselves from now.

The second is the issue that Economic Law Enforcement Reformation Working Group by Law Enforcement Reformation Sub-Commissioner has already come into an interesting conclusion for following up and initiating the actual practice in the future. This set of working group had studied the obstacles for hotel operation license application and come into a conclusion in the following contents 1. In case of urgency 1.1 Ministry of Interior issued official letter No. 0307.6/_16403 on 11 September 2009 and demanded provinces to rush the inspection and execution for accommodations that illegally operated hotel business as well as not give any support for illegal apartment business

trade and propagation and ask for the cooperation from government sector and government agencies in provinces to make observance.

1.2 Ministry of Interior’s official letter No. 0307.6/_164035 was issued on the same date to ask for cooperation from state enterprise under the supervision of Ministry of Interior composed of Metropolitan Waterworks Authority, Provincial Waterworks Authority, Metropolitan Electricity Authority, Provincial Electricity Authority and Marketing Organization to grant the permission for government officers and personnel who traveled for governmental service and seminar arrangement to stay in accommodations obtained hotel operation licenses.

1.3 Department of Administration issued Ministry of Interior’s official letter No. 0307.6/_16071 on 29 June 2011to demand every province to strictly execute a prosecution against entrepreneurs who had illegally operated hotel business.

1.4 Ministry of Interior’s official letter No. 0307.6/_27204 was issued on 16 November 2012 to acknowledge every district that entrepreneurs who operated business categorized as hotel must grant permission from hotel registrar before operating hotel business.

2. In case of time consuming 2.1 For building, there was a request to revise ministerial regulation in Building Control Act for allowing small size hotels to easily grant the permission to operate hotel business.

2.2 For city plan, there was a request to revise ministerial regulation on the designation of combined city plan to allow hotels in the first and second categories to include in every type of city plans.

These are the substances hoteliers should acknowledge, while for book observance is the issue that Thai Hotels Association (THA) needs to follow up and jointly solve the problems with Ministry of Interior later on.
