INFRASTRUCTURE INVESTMENT MUST BE PRIORITY ISSUE FOR NORTHERN IRELAND BY MARK WADE, HAYS NI What would life look like without clean water, energy networks, schools, offices, parks and hospitals? Or if you took away our leisure centres, flood defences, greenways, railways, waste collection, roads, ports, airports, roads and bridges?

Richard Kirk comments: “There has been a lot of building activity in recent years which is undoubtedly positive for the local construction industry. But you can’t have cranes without drains. The lack of capacity potentially has huge implications for some of the grade A office and residential developments currently in planning.

It might seem like a ridiculous question, but such is the extent to which we take these things for granted that it’s very likely many of us never consider the level of investment and expertise needed to maintain these essential assets.

“The challenge we are facing is to move this to the top of the agenda. If we get to the point where something happens to confirm the risks, it will be too late.”

Last year Hays was a patron for an initiative called The Year of Infrastructure, which was designed to raise awareness and understanding of the infrastructure we rely on in our daily lives. Led by the Institution of Civil Engineers (ICE), the campaign aimed to bring home the importance of investment in infrastructure and the unseen benefits different types of infrastructure are bringing to our work, travel, home lives, health, education, connectivity and overall quality of life. Richard Kirk, Regional Director of the ICE says the campaign was about “helping the public to understand that infrastructure makes our lives liveable”. “In our view infrastructure should be as high on the government’s priority list as health and education, but too often it is not,” he said. “Whether we are talking about the electricity and gas network, digital connectivity, waste and sewage or our roads system, it is clear investment is needed to relieve pressure on core infrastructure.” He adds: “A lot of the problems we have in an infrastructure context boil down to a lack of political leadership and the length of time it can take for projects to go from plan to implementation. But there is a growing realisation in business and wider society that some of the most significant risks facing NI relate to infrastructure.” NO DRAINS, NO CRANES One off the areas highlighted was the lack of capacity in Northern Ireland’s sewage networks. This directly impacts on our construction industry because that lack of capacity already means no further building can take place in some parts of Belfast.

Industry leaders have contacted Head of the NI Civil Service David Sterling on this issue, warning that development across large swathes of Northern Ireland could come to a halt unless additional money is allocated from Stormont’s budget for investment in sewer upgrades. It is estimated that around 80 wastewater treatment works are at or near full capacity. Clearly construction firms are worried about losing work. But this is also an issue of public concern, with potential implications for major schemes planned for the future, such as the new Belfast Power Station and Transport Hub.

ACCESSING SKILLS By promoting engineering to a nonengineering audience, the Year of Infrastructure campaign also showed there is a massive skillset that goes into delivering the infrastructure we need. There is still perhaps a lack of understanding of what a career in engineering entails and a misunderstanding about the routes people can take into the sector, so work is still needed to encourage more people to consider engineering as a career. It is the reason that the ICE Northern Ireland launched its Work+ Apprenticeship scheme in 2016. The apprenticeship programme, which is supported by ICE NI, the Department for the Economy, all six FE colleges in Northern Ireland, and Ulster University, aims to meet the growing demand for civil engineers identified in the Skills Barometer. It gives young people an opportunity to earn as they learn and work towards an ICE professional qualification. Over 30 local employers recruit apprentices through Work+, and there are now around 100 civil

engineering apprentices in NI with recruitment for the next intake closing on 19 March 2019. The industry recognises there is a problem and that’s why civil engineering companies who normally compete in the Northern Ireland market are working together to ensure new talent is being brought into the sector. The ICE apprenticeship has set the benchmark when it comes to breaking down the perceptions of an industry and highlighting alternative career pathways. Many parents may think of an engineering apprenticeship

the way we think of traditional shop floor apprenticeships. But the ICE programme takes people from GCSE level through to Masters, with no fees, a salary and offers the potential to obtain international professional qualifications. It is about accessing talent and getting more people to become civil engineers, showing them the essential nature of the work, the range of jobs and the healthy salaries that are available. A career that has the ultimate goal of making sure that daily life runs smoothly is one that should be recognised as having huge value.

GLOBAL STEEL PROVIDER SWITCHES TO TRUTAC FOR TIGHT COMPLIANCE CONTROL

Barrett Steel, the UK’s largest independent steel stockholder switched to TruTac’s compliance management software over a year ago and, says the company, there’s no looking back. With 150 own-account vehicles operating on restricted licences throughout the UK and Ireland, Barrett Steel recognised the need for an integrated package which could facilitate real-time monitoring and compliance control for every vehicle and driver within the fleet. Richard Tallis, Group Logistics Manager, explains: “We moved from our previous supplier to TruTac because their software is intuitive and more ‘userfriendly’. Now, using their ‘TruControl’ portal, which combines TruAnalysis, TruView, TruDriver, TruDocument and TruLicence, we control virtually all aspects of our vehicle and driver compliance.” Barrett Steel operates from 27 sites serving a cross section of industry sectors, including agriculture, oil and gas, off-shore, rail, construction, safety and access and materials handling – a diverse range which requires

round-the-clock vehicle support and compliance. “The good thing is,” adds Richard “there is no need to visit every site just to collect or inspect information. The construction sector is being hard hit, probably proportionately harder than other sectors. Government is a major purchaser of construction contracts and, as is now well documented, Government financed contracts for public transport, electricity infrastructure, enhanced schools and hospitals investment, public sector house building and major water investment needs are all being delayed and sometimes indefinitely postponed.

Perhaps the most frustrating feature of the delays in Government decisions, because of the absence of local Ministers combined with the reluctance of the Secretary of State to intervene, are projects where contract approval is less likely to attract major public criticism. Logically, major projects which have been through the planning approval processes should be virtually assured. However, they are not.

The Secretary of State has received parliamentary approval for passing some decision making to senior civil servants. That mechanism either is being interpreted too restrictively or is simply ineffective in operation. Do a significant number of people think that the enhanced electricity grid connection north-south can justifiably be further delayed? Already the delay is costing millions of pounds each year as the electricity supplies on this island cannot be used efficiently. Initially, northern customers could benefit by being able to draw on electricity supplies, already available, from the grid in the south. There are other major projects which should be emerging from the drawing boards into allocated contracts. The transport hub in Belfast, the increased investment needs for water and sewerage capacity in several urban areas (particularly in Belfast), an acceleration in the contracting to complete the A5 road improvement are all examples. The post-EU arrangements are, at best, still unclear. In the weeks and months ahead, presumably (one way or another) clarity will emerge. For the construction industry, reliant on complex supply arrangements which have operated for many years on frictionless movements from manufacturers to suppliers to builders, there is still the hope that an all-island arrangement can be agreed within the UK-EU withdrawal agreement. For now, there is no certainty. Added to this spectrum of disadvantage there are the incredible political disagreements on the merits or demerits of Brexit. Implicitly, the political agenda across the main parties now pose opposing views on the importance of facilitating crossborder trade. The merits of the all-island economy gradually built up in the last 50 years risks division and tension. Businesses, including firms in the construction sector, are increasingly aware of the costs of disruption to commercial interests on this island.

Alongside the non-functioning Stormont, the standing idly-by from Westminster and the confusion and uncertainty of Brexit, the continued functioning of the civil service led administration is a critical necessity for which they deserve some

(constrained) credit. Gradually, there is an emerging interest in the tactics and behaviour of the civil service leadership in the new setting. This is a complex question where the better long-term interests of the economy may take second place to the instinctive low profile attitude of senior civil servants. Their easiest approach is to keep the machinery of public services going and to reassure that this can be done with no immediate crisis. Where senior officials, dealing with day to day decision making, comment, their instinctive bias will be to take credit for continuity of services. It is only a short step for that to be seen as passive and deliberately neutral. That day to day decision making is however against the background of delays in some aspects of decision making. For the better understanding of the wider public, the perils of delayed decisions ought to be clearly stated. This would formalise processes which prepare the public and future Ministers with an agenda for policy making when that becomes possible. Officials need to accept that part of their responsibility in current circumstances is to be upfront when public services are damaged or delayed because there are no Ministerial decisions. Keeping quiet is a form of support for offering inadequate information. The role of the senior civil servants is now a matter of legitimate public interest and scrutiny. Where public welfare is being damaged, silence is not permissible.

NHBC inspectors began judging building developments for the Pride in the Job campaign in summer 2017, assessing managers against stringent criteria based on the definitive technical standards laid out by NHBC. Having won his way through three previous stages of the awards in 2018, the Supreme Award winners were announced at a black-tie event hosted by television personality Paddy McGuinness. Richard is no stranger to winning NHBC Pride in the Job Awards having claimed a hat-trick of Regional Winner titles. However, this is the first time that he has achieved success on the national stage. Richard, who was recognised for his work on the Hilltops development in Lisburn commented, “I am part of a great team of people at Vaughan Homes, so this award recognises everyone’s hard work and dedication.

RENEWABLES IN OPERATION – PV – SOUTH EASTERN HSC TRUST by Eddie Kerr, Specialist Engineering + Energy Manager South Eastern Trust

In 2013, a competitive tender was issued for installation of PV arrays to the main hospital sites and viable community buildings of the South Eastern HSC Trust, to the value of approximately £1.3million. Due to the amount of work involved, the tender was let over 3 lots (Ulster Hospital, Downshire Hospital & Downe Hospital/Community) and awarded to the lead electrical contractors – MD Electric, LM Electric and Mac Electric. The lead sub-contractor for all 3 main contractors and responsible for supply of the PV systems including inverters was Atlas World. The value of the contract allowed for a total of x2124 panels to be installed in a mostly east/west configuration to a total generating capacity of 531kW. In the years since commissioning, the systems have been measured to output 890kWh per installed kW per year. So the systems have the capacity to generate 472590kWh per annum; including ROCs to this – saving over £100,000 per year. However in practice, due to necessary protection from grid spikes or faults, the G59 panels on each array have tripped on a number of occasions as is their function so this maximum level has

not been continuously reached. The geographical spread of the PV systems was decided by a number of building specific parameters, namely; structural integrity of roof, angle of roof/framing on flat roof, safe working access, capacity of base electrical load, proximity of inverters to switch rooms, age of switch boards and visual impact. Ensuing from this selection process, the panels are installed: • Ulster Hospital – x512 on Critical Care on low pitch standing seam metal roof (Hilti bracket system). X36 panels on Home 7 (Standard clay tile through fix brackets.) x80 on Trust HQ and x200 The Maternity building, both on a proprietary ballasted angled metal frame suitable for a nonpenetrated flat roof install. • Downshire Hospital site (All on a proprietary ballasted angled metal frame suitable for a non-penetrated flat roof install, additional edge fence protection installed.) x120 panels on the Estates offices, x80 on workshops and x192 on main boilerhouse. • Downe Hospital & Community sites (All on a proprietary ballasted angled metal frame suitable for a nonpenetrated flat roof install or on Hilti Bracket system. X400 on the Downe, x256 on Bayview Day Centre, x88 on Mount Alexander Elderly Persons Home and x160 on Northfield Elderly Persons Home. In all cases, the PV systems were

initially installed with no automatic reset capacity due to safe working concerns should the buildings power be off. However, in operation, this was found to not be an issue so BeMS (All buldings with PV on Trend) activated automatic resets have been installed by our maintenance provider ATC. In addition to this, due to NIE requirements, reverse power protection was installed to ensure all generated power was used by the above listed buildings only as they were certified on a 0 generating connection agreement. To monitor the PV systems for AMR (Automatic meter reading) and maintenance (G59 lock out) they have all been connected to our Trend BeMS. This allows the generation of each array to be recorded on our TEM (Trend Energy Management) system down to a 15 minute pulse count which has been invaluable for compiling our monthly evidentiary proof to Ofgem for claiming of the ROCs. The TEM system is a piece of software which seamlessly integrated with our Trend BeMS and piggy backed off the pulse counts already within our existing BeMS and has been extremely successful. We are able to see generation databases spanning back years to first operation on a 15minute, day, week, month and year basis with all data easily transferrable to excel for reporting. As an added bonus, the TEM is installed on the Health Trusts own virtual servers with no external access necessary (meets

IT protocols on data safety) and the database being continuously compiled is owned by the Trust with no monthly server rack rental charges. The Trend outstations adjacent each PV installation collects data continuously and compiles the profiles to the TEM every day at midnight – should there be a fault in this automatic metering, there is capacity for the data to be held on each site for 2 weeks allowing enough time for required maintenance or for spare part installation, in most cases, any delay in data loads have been due to a battery being required or the TEM system being restarted when IT work on our virtual servers. For fiscal and record management for ROCs trading, Action Renewables were appointed to liaise with ofgem and to manage the Trusts on line accounts. In addition to the onsite power being generated, the ROCs returns have provided excellent savings and with Action Renewables on board the process has been seemless. The PV systems have been a great success for the Trust and we also display the generation data on large 60” displays in the foyers of the Ulster and Downe Hospitals, allowing patients visiting to see how much money is being saved in reduced energy use and how much carbon is being removed from our emissions to atmosphere. This public interaction contributes to our corporate governance compliance and ISO14001 accreditation.

PORTRUSH HOTEL GETS THE GREEN LIGHT

A new £6.6m, 87-bedroom hotel in Portrush for Andras House has been given the go-ahead.

The planning committee at Causeway Coast and Glens Council dismissed concerns that the demolition of the former Londonderry Hotel for the new building could harm the “historic

streetscape character” of the town centre.

The site has a long history as a hotel, with the former Londonderry Hotel first opening its doors around 1895. The hotel ceased trading in the 1980s and the current proposals will bring the site back to its historic use. Andras Hotels director Rajesh Rana said: “We are absolutely over the moon and would like to thank the

councillors for reviewing our revised proposals and recognising the huge tourism benefit and economic investment we are seeking to deliver for Portrush and wider Causeway Coast area.”

It’s claimed the project will contribute an estimated £1.4m annually to the local economy, create 48 jobs during construction, and an additional 41 jobs when the hotel opens.

ENERGY EFFICIENCY AND TECHNOLOGY IN CONSTRUCTION The next edition of Specify Magazine will include a feature on Energy Efficiency and Technological Advances in Construction that improve energy ratings and profitability.

Increasing energy efficiency not only allows companies to reduce their capital and operational costs, it can also help lower fuel consumption and so reduce the emission of greenhouse gases. Higher standards can be achieved through schemes such as BREEAM, Passivhaus, the Code for Sustainable Homes, Leadership in Energy and Environmental Design (LEED) and so on. It is expected that almost 90% of the existing building stock in the UK will still be in use in 2050, and so there is considerable focus on what

can be done to improve the energy efficiency of existing buildings. Northern Ireland is also leading the field in offsite construction and we will take a look at the latest developments in this sector of the market as well as in BIM. BIM stands for Building Information Modelling and is a process for creating and managing information used in a construction project. A new £5 million Research Leaders programme will develop innovative solutions to transform construction industry and deliver, better performing homes, better jobs and better value for taxpayers as part of the Industrial Strategy. The construction industry could be transformed using 3D printed concrete, teams of robots to manufacture and assemble buildings, and off-site manufacturing thanks to £18 million in new Government funding from the Industrial Strategy Challenge Fund (ISCF). Four new research projects that aim to speed up assembly, save money,

and improve the quality of UK building projects were announced recently by UK Research and Innovation (UKRI). The projects, which will share £5 million, range in their scope from, exploring the use of digitally-designed 3D-printed concrete components that are created off-site, to developing ways to organise teams of robots either on or off-site. Another project will research how voice-activated Artificial Intelligence and Augmented Reality can be integrated with the assembly of components to speed up construction and increase productivity, without compromising health and safety. We don’t believe that there is any one particular piece of technology or hardware that the industry needs in order to be innovative. It’s much bigger than that. The industry as a whole needs to embrace the ‘fourth industrial revolution’. We use VR to submerge our stakeholders in a simulated environment, allowing them to experience the project in a whole new dimension. We implement AR in the bid process, allowing our clients to view and interrogate the model from the on-set, offering an altogether interactive experience. Geospatial technology including laser scanning and drone technology is used to create visualisations that can be then used off site to take accurate measurements and track progress. We have a range of BIM software, which allows us to work with models right from the pre-construction stage to handover. We use the different

As an ISO 44001 certified organisation, we also work collaboratively with our clients, design teams and stakeholders to ensure they are up to speed in terms of the technologies we are using. The best results come from our joined up, integrated approach, and working collaboratively right across the board. How has technology changed your job role?

Technology has exponentially changed my job role. In fact, my job in general has changed significantly from this time five years ago; digital construction did not really exist. Five years ago, we were only starting to talk a little bit about BIM and the role it could play. But fast forward to now and digital technology is at the core of our business. Technology is advancing at a speed like never before.

As things keep progressing and changing at a phenomenal rate, it is my role to make sure we stay on top of new and emerging technologies. Of course, they must add value to our business. We firmly believe that this approach will help us catch up on the race for Industry 4.0 and propel construction back in line with other industries. Why do you think the construction industry has been so late to adapt new technologies?

I think change is always challenging, particularly for traditional industries like construction where there are enormous commercial and time pressures. To introduce innovative change, you do need to step back and take a wider view of how you are working. Often in the construction industry it is difficult to do this because of very real time and money constraints. Our operational delivery teams don’t have the breathing space that is required to objectively analyse workflows. This is where I come in. To a large extent, I don’t have those time and money constraints, which gives me the ability to step back and look for smarter solutions that fall under the digital construction banner. How has the implementation of new technologies helped GRAHAM?

Technology has benefitted us in lots of different ways. Importantly, it allows us to get it right the first time on many sites, saving time and cost while exceeding client expectations. Applying 3D models and virtual simulations helps us have a much

greater and deeper understanding of a project, in turn strengthening engagement with our clients. Our team know exactly what we need to build and, using digital tools, we know that we have the full confidence of the client. Experience has taught us that clients are much more engaged with the process and that’s down to the improved communication digital solutions provide. In parallel, we are also gathering a massive amount of information as we go through the construction process. This has changed our focus from not only capturing the information but also using it to help us make smarter decisions not just on site but for the future as well. What do you think the future holds for construction?

I can’t wait to see what the future holds for digital construction. There are so many emerging technologies being launched, each one bringing with it a wealth of benefits for different aspects of construction.

As I mentioned before, I think that our industry can work towards the future by studying other industries. We can learn so much from them and bring the very best parts of those across to benefit our own industry. Increasingly, we are implementing off-site manufacturing, modern methods of construction and prefabrication techniques in collaboration with our supply chain partners. I also believe that data analytics will play a major role in shaping our industry in the future. More and more companies like ourselves are gathering huge amounts of information and subsequently using that data to benefit projects; inevitably helping us all to save money and deliver on time to an even higher quality. I’m also looking forward to seeing the next disruptions that transpire. My prediction would be that because data analytics and, I suppose, the holders of the information will have a huge amount of power going forward, there could be a few left field providers who enter the market. For example, the likes of Google, who currently know how to manage massive volumes of information perhaps they could be the next big disrupter in the construction industry. Either way, I am excited to see how technology will evolve and transform our industry.

EIGHT SUSTAINABLE INNOVATIONS THAT ARE SHAPING THE CONSTRUCTION SECTOR With the UK construction, operation and maintenance industry accounting for 48% of the UK’s carbon emissions, the focus of many innovations in construction is now on reducing the construction sector’s CO2 output. 1. Transparent Wood Invented by Swedish researchers, wood can now be treated and compressed to become a transparent material. What it does: Researcher Lars Berglund creates the transparent wood by compressing strips of wood veneer in a process similar to pulping. This removes the lignin and replaces it with the polymer, making the wood 85% transparent. Benefits: This material will create a strong and environmentally friendly

2. Hydrogel Architects at the Institute for Advanced Architecture of Catalonia in Barcelona are in the process of creating walls which are able to cool themselves down, using the substance Hydrogel. What it does: Bubbles of Hydrogel are layered between two ceramic panels. These can then be installed into already constructed walls. Benefits: Hydrogel is able to absorb water when the air around Hydrogel heats up it evaporates and cools the room down by up to 5°C. The mechanism is inspired by the way the human body cools itself down. Once installed in buildings it will act as an alternative to the overuse of air conditioning which is detrimental to the environment, producing 100 million tonnes of CO2.

3. Cigarette Butt Bricks Smoking is bad for your health and bad for the environment as discarded cigarettes make up an estimated 38% of all waste. Researchers at the Australian RMIT University have found that adding discarded cigarettes to bricks lessens the amount of energy needed for baking. What it does: The bricks made with the addition of cigarette butts, require less baking time than traditional bricks. This means they are cheaper and more eco-friendly to produce. Benefits: As the cigarettes within the brick reduce the time of baking bricks, they reduce the energy required to produce them by up

Super-hydrophobic Cement Scientists in Mexico have discovered that changing the microstructure of cement can make it absorb and reflect light, creating super-hydrophobic cement, also known as luminescent cement. What it does: The cement is able to absorb and reflect light, offering an alternative to street lighting as the ground would be lit up using this luminescent cement. Benefits: Often cement needs to be replaced within thirty to fifty years, however, this alternative product is far more durable and will last for up to hundred years. It also offers power free lighting and therefore can reduce the energy consumed and CO2 produced by lighting the streets of the world.

5. Synthetic Spider Silk A spider’s web is the strongest material in the natural world. It is a naturally tough and strong material that for years scientists have been trying to create a synthetic version. Now, with the help of 3D printing, they are closer than ever. What it does: The synthetic spider’s silk is created at room temperature using water, silica and cellulose which are all

easily accessible. The finished product could be used as a biodegradable alternative to nylon and other tough fabrics. Benefits: The material will offer an alternative to the textile industry which is currently one of the biggest producers of CO2 in the world. The product will be used as an alternative to an array of strong materials such as parachutes and eventually it is hoped the Synthetic Spider Silk will be used in creating building materials such as blocks as well as in mechanics, making super strong car parts.

Breathe Bricks Acting as a secondary layer of insulation, these pollution absorbing bricks can remove 30% of fine particles and 100% of coarse particles making air within office spaces and public buildings healthier to breathe. This is particularly useful in areas with poor air quality as a way to improve air within buildings. What it does: Composed of two key parts, concrete bricks and recycled plastic coupler, the aligned bricks create a route from the outside into the brick’s hollow centre. The surface of the bricks themselves helps to direct airflow and a cavity removes pollution. Benefits: This is a cost-effective way to reduce air pollution as it requires no further maintenance once installed. It would be particularly helpful in developing countries where air quality is poor and other solutions could be too expensive to maintain.

Just a stone’s throw away from O’Connell Street, Kavanagh Court Student Accommodation has not only provided Dublin city with much-needed student housing but has also laid down the blueprint for future projects in this sector. Completed in September 2017, Kavanagh Court is one of Dublin’s largest purpose-built student accommodation projects. The Design and Build Contractor on the seven storey building, which comprises a gross floor area of approximately 17,000m2, was Bennett (Construction) Ltd while the architect was John Fleming Architects. The new residence provides accommodation for 491 students with bedrooms, kitchens and living rooms that sit within 88 self-contained ‘house units’ of varying sizes. All bedrooms contain private bathrooms along with fitted study desks, beds and shelves, large windows and all the technological necessities of the modern student. Communal facilities are also provided, including a gym, a games room and a roof terrace to allow students enjoy views across the city centre’s famous sites including the Spire on O’Connell Street. Only the highest grade materials were specified for the project and that included the bricks which were provided by Kingscourt Country

£30M WELLBEING LEISURE CENTRE OPENS IN ARDS

Ards and North Down Borough Council has officially opened the doors of its new state of the art Ards Blair Mayne Wellbeing and Leisure Complex. The Council’s £30M investment in the complex represents a tremendous boost for the social, leisure and economic wellbeing of local residents and everyone right across the Borough and is set to transform leisure provision in Ards and North Down. Open seven days a week with extended opening hours, the new Ards Blair Mayne Wellbeing and Leisure Complex delivers the most modern and advanced leisure amenities. Inside, the facilities include a 110 station gym and three fitness studios; luxury spa; six lane main pool and minor pool with moveable floors; a splash play area for toddlers and young children; an indoor soft play area and unique Blacklight adventure zone as well as a vibrant new 100 seat café. There is a fully fitted gymnasium with

courts for netball, basketball and racquet sports. A full sized covered all-weather playing field for team sports suitable for schools and the wider community can be found in the Dome area. Outside, there is a Diversity Play Zone with sensory garden, a Pump Track for biking and Wheel Park for skateboarding, scooters, BMX and inline skating. UK IMMIGRATION SYSTEM POST-BREXIT

J

ust before Christmas, the Government published a White Paper on its proposed future skills-based immigration system. The full paper can be read here: https://www.gov.uk/ government/publications/the-uks-future-skills-basedimmigration-system Its key points are: • There will no longer be one immigration system for non-Europeans and another for EU citizens • Priority will be given to skilled migrants • The new system will not come into play on 29 March when the UK leaves the EU – rather it will take effect, in a phased way, at the end of the Implementation Period as agreed in the UKEU Withdrawal Agreement (which is still to be approved by Parliament). The Implementation Period is proposed to end on 31 December 2020 EU Settlement Scheme (further information available here: https://www.gov.uk/settled-status-eucitizens-families) • In the meantime, the Government will implement the EU Settlement Scheme which will give EU citizens protected by the Withdrawal Agreement security as to their future status • Irish Citizens will not need to apply for this as their current rights to live and work in the UK are preserved in the Common Travel Area • The Settlement Scheme will be opened to all other eligible EU and EFTA Citizens by 29 March • The Settlement Scheme will be open until 6 months after the end of the Implementation Period • The Settlement Scheme establishes the principle that EU Citizens must obtain a specific, individual permission to stay on in the UK after the end of the Implementation Period • The application is fully digital with EU Citizens immigration status recorded in a digital database – thus making it easier to share with employers • EU Citizens who have been living continuously in the UK for 5 years will be eligible for settled status • EU Citizens who arrive before the end of the Implementation Period, but have not yet been here for 5 years, will be eligible for pre-settled status, enabling them to stay until they have accumulated 5 years, after which they may apply for settled status • Close family members will be able to join an EU Citizen in the UK at any time in the future

The proposed visa routes will be opened in Autumn 2020 The revised UK Immigration Rules will be published in a year or so, to allow for proper consultation on their detail

Following the Implementation Period those who intend to work, study or join family in the UK will need permission to do so – normally in the form of an electronic status which must be obtained before coming to the UK For simplicity, this rule will apply to all non-UK or Irish Citizens The new digital checking service – already available for non-EU nationals, makes it easier for employers to confirm an individual’s rights and eligibility, based on their immigration status Currently a dual system of admittance exists – high skilled workers from outside the EU and workers of all skill levels from the EU A single route will be created instead of this – giving employers access to highly skilled and skilled workers from all countries Those coming on this route will need an employer to sponsor them Such individuals will also be allowed to bring their dependents, extend their stay and, in some cases, settle permanently There will be no cap on the number of skilled workers Employers should not use migrant labour, however, to put downward pressure on wages where there is a ready supply of labour. That being said, the Government will no longer require employers of skilled migrants to carry out a resident labour market test as a condition of sponsoring a worker The Government intends to process the great majority of work visas within 2-3 weeks The new skilled route will include workers with intermediate level skills – this is defined as RQF 3-5 level, A level or equivalent The minimum salary threshold will stay at £30,000 However, the Migration Advisory Committee is currently looking at the Shortage Occupation List and the compilation of a Northern Ireland-specific one – this is an ongoing consultation which the Federation is making a submission to. The MAC will report in the spring There is no specific route for low skilled workers However, in construction, the Government recognises that some employers would find it hard to immediately adapt. Therefore there will be a time-limited route for temporary short-term workers. This route will allow people to come for a maximum of 12 months, with a cooling off period for a further 12 months All applicants will pay a fee for their work visa Other than what has been outlined, there will be no sectoral specific schemes – except potentially for agricultural work A full review will be conducted in 2025 In an economic appraisal of the new system, the Government has estimated that the changes for skilled workers could result in an 80% reduction in in-flows of long-term workers from the EU

URGENT ADVICE ON GREEN CARDS FOR CROSS-BORDER TRAVEL The Association of British Insurers has recently advised all drivers who cross the border to arrange a Green Card. The key points of the advice are: • •

Those without one, in the event of no-deal, may be breaking the law The ABI has said that insurers may apply a small administrative charge to issue the cards – but that you wont be required to purchase additional or new car insurance It is important to note that, even in the event of a no-deal, an agreement was reached last May between European insurance authorities to waive the need for Green Cards – but this agreement has not yet been ratified by the European Commission – therefore this is the reason the advice has been issued today If the agreement isn’t ratified by the EU, then the Green Cards would be required under EU regulations as proof of insurance All members are therefore strongly advised to contact their insurer immediately – especially those who have staff that cross in and out of the Republic on any basis If you don’t have a Card, then the only other legal option if the agreement isn’t ratified is to buy insurance locally after crossing the border Meanwhile the government is still pressing for the European

Commission to give the Green Card-waiver a green light. A spokesperson from the Department for Transport said: “The UK meets all requirements to remain a part of the Green Card-free circulation zone when we leave the EU, and we urge the Commission to issue a decision which would ensure UK motorists can drive in the EU without a Green Card.”

INDUSTRY EXPRESSES SIGNIFICANT CONCERN AT COLLAPSED NIHE PROCUREMENTS In a joint statement, the Construction Employers Federation and the Federation of Master Builders have, on 28 January, expressed their significant concern at the news that the Northern Ireland Housing Executive has collapsed the tender process for two major frameworks, valued at more than £1bn in total. The statement reads: “With the formal collapse, on Friday, of the tender process for the planned maintenance framework and the recent collapse of the window and doors framework there is significant concern within the industry as to how hundreds of people, currently engaged, will continue in employment. These procurement collapses call into question the deliverability of planned maintenance across the Housing Executive’s estate over the coming 6 months, at least, meaning there could be a drastic curtailing of the maintenance required to people’s homes all over Northern Ireland. “When taken together, these frameworks represent over £1bn of investment in the Housing Executive’s stock over the coming years. At a time when the Housing Executive is faced with a major shortfall in their available budget against their actual maintenance need, this is a situation that no-one can afford – indeed it is a situation that we believe could and should have been avoided if procurement issues that had arisen had been dealt with in a proactive and timely manner. “It is a matter of absolute urgency that the Housing Executive inform the market, and indeed their tenants, on what their next steps are with respect to the procurement of both frameworks. A significant amount of

public money has undoubtedly been spent in dealing with legal issues in recent months which have meant this issue can only be publicly aired now. Lessons need to be learnt from the collapsing of both procurements and we need those lessons to be learnt immediately. “The CEF and the FMB both stand ready to engage with the Housing Executive on this as a matter of urgency.”

HEALTH & SAFETY TRAINED CARD – 1 APRIL 2019 From 1 April 2019 CSR will also be introducing a Health and Safety Trained card. This card will provide evidence of appropriate health and safety training only and will not display the card holder’s occupation. Candidates must complete the CSR one day health and safety course to be eligible for this card which will be valid for 4 years from the date of the health and safety training. The Buildsafe-NI Action Plan (2011) requires all site operatives and staff to have appropriate health and safety training. Government Construction Clients must include this as a contract requirement. accepted in the Republic of Ireland as a result of the mutual recognition agreement that deems the CSR one day health and safety course to be equivalent to the Safe Pass one day course. Specify talks to… Barry Neilson Q: Did you plan to get involved in the Construction Industry? In a way, yes. As a youngster I was, as many were and are, a big Lego enthusiast. I was always building things and working on them over and over again to make “improvements”. Later, when at school, I was always attracted to “technical studies” and won the “school Prize for technical studies three years in a row. So, I suppose it is no surprise I ended up in the construction industry. Q: How did you start off? I was not a particularly high achiever in school but managed to leave with a bundle of “O” Levels and Highers (Scottish system). I knew I wasn’t academically orientated so didn’t really consider University. I applied for a few jobs as an Apprentice within the areas of Civil Engineering & M&E Engineering. I was offered a couple of options and ended up opting for Civil Engineering. I started as an Apprentice Draughtsman and attended College to do my ONC and HNC in Civil Engineering to move to a Technician grade. Working in a supportive environment, I was encouraged to keep progressing and learning so left to do my Degree and ultimately became a Chartered with the Institution of Civil Engineers. Q: What have been the highlights of your career so far? I suppose the first “working highlight” was becoming Chartered with the ICE. It was the culmination of many years of study and support from employers and individuals I worked with. I can honestly say that the industry trained me and helped me grow too. It’s something that I think construction sector has always been good at. Later, working with the Chartered Institute of Building (CIOB), a highlight has always been seeing experienced construction managers, many without formal qualifications, progress through the CIOB system to become Chartered themselves. To see the sense of achievement they have, and to have in some way assisted in the process is a great privilege. I also have to say that taking up the role with CITB NI is itself a highlight. Unconsciously I have always had

a passion for helping others to develop their skills and abilities. To be in a position where I can do this strategically for the sector in NI has to be a highlight of anyone’s life. Q: What was the best piece of advice you’ve been given? That’s an easy one. Probably within the first month of my working life as an Apprentice, an experienced Technician took me aside and told me “no matter what job you are given, do it as well as you can, ask as many questions to help you understand why you’re doing it, and learn from those around you”. I was probably moaning about some unpleasant task I’d been given but I still believe today that this is the best advice you can give someone, at any point in their career. You can always learn from those around you. Q: What would you say to any students considering a career in construction? Apart from the advice above? It’s a sector that will reward you for the effort you put in to it. It doesn’t matter if you come in to it as a labourer or a graduate. Most construction employers readily identify talent and encourage it to progress. Sometimes those who don’t achieve particularly well in school thrive in the practical environment of construction. Achievement at school isn’t always about intelligence, it’s often about learning styles. So, I would say if you have a practical approach and a sense of adventure, it is a sector that will take you as far as your own abilities and ambition can (educationally and geographically). I would tell them to have a plan of where they want to go, always be reaching for the next step. But also, be prepared to change direction when opportunity comes along. The plan you start with will always lead you to a bigger and better plan. Q: Do you think the Construction Sector needs more support from Stormont? The easy answer to that is yes. But I don’t think its that simple. What the sector needs is a degree of

Barry Neilson CITB NI Chief Executive certainty and leadership in terms of the overall economy. I believe the role of Government is to facilitate an environment that all sectors can thrive within. This means providing the infrastructure to encourage investment and an educational framework that allows people to make the best of their abilities. Do we have this in place? Not entirely. And we won’t have until our politicians are back making the right decisions for the economy. Q: What needs to be done to help the Construction Sector? I think a stable political and economic environment that allows businesses and the construction sector, to plan further into the future. That will allow so many supporting elements to work better. If there is a higher certainty of work, in all sectors, employers will employ and train

people with increased confidence. Our businesses can plan for expansion rather than survival, which is always good for the construction sector. We are the sector on which all others are founded (no pun intended). No enterprise or activity can take place without the support of the construction or built environment, sector. We create the world that everyone works and lives in. Q: Tell us something surprising about yourself… About 4 years ago I took up cycling. Anyone who knows me (or has seen a photo) will know I’m a bit of a fat bloke. However, 3 years ago I cycled from Newcastle (upon Tyne) to London, a distance of 370 miles or so (if you count the times I got lost) in 27 hours. Now that has to be an inspiration for old fat blokes everywhere!
