Nothin' but Sky Braddon Snape has won the acquisitive Sculpture on the Farm 2018 prize for his sculpture Nothin’ but Sky. Sculpture on the Farm, the vision of Fosterton sculptor Philippa Graham became a reality when the first guests arrived for the inaugural Gala Opening on Friday 28 September and the crowds continued to arrive until noon on Monday 1 October.

More than 2000 people, families, young and old, were able to see the collection of 100 works at the beautiful setting of ‘Fosterton” on the Williams River Valley. Works by 51 sculptors, including by some of Australia’s foremost sculptors ranged from small indoor works to monumental paddock works.

Poodle Minder Needed

98% Special Rate Variation Will Hit Farmers By now ratepayers of Dungog Shire should be aware of Council’s proposal for a series of small rate rises over seven years. Despite what Council said last year about never doubling our rates, the cumulative impact of this proposal would amount to a whopping 98% increase!

Council stated in the Dungog Chronicle that the proposed SRV for the average residential property would equate to seven increments of about $100 annually. Whilst the comment was relevant to most residential assessments, the severity of the likely impact on the farming community was not stated, and it would be in thousands for most farmers rather than $100s.

Farmers expressed serious concerns about this proposal, and with good reason. Dungog Shire has about 350 farmers who collectively pay $2,095,022 in rates whereas the 1632 Town and village assessments collectively yield $1,131,388 and 1985 rural residential lots yield $2,117,066.

These 3617 residential assessments yield a total of $3,068,400 in rates for an average of $848 per assessment. The average for rural residential assessments

is $1067, and for towns and villages the average varies between $594 and $724.

By comparison our 938 farmland assessments have an average of $2,307 per assessment. The implications are obvious for the rural many landholders with multiple assessments.

By comparison, farmers in Port Stephens now pay almost identical rates as farmers in Dungog Shire. One property I checked was $3,692 in Port Stephens and $3,662 in Dungog Shire becoming $7,177 if the 98% SRV were approved. Our neighbours would then be paying about half the rates of our farmers.

The implications for the farming community would be severe and it would extend to support industries and farm services etc.

Unfortunately, even with a 98% SRV the result would only work toward meeting the benchmarks set by the NSW Government. Rather than improving services across the range of Council responsibilities, the proposed SRV would only partly address the infrastructure backlog, and Council has not explained to the community how it would address the shortcomings of the administration building or how to employ the extra staff needed to fulfil its functions.

Council’s website has further information about the SRV proposal and a rates estimator so you can work out how you would be affected. A final Residential assessments constitute four decision on the level of the SRV will be times the number of farmland assessments and so counting the number made in December. Annual Cattle Drive

He hails from the sombre, silent hills where the cattle are big and strong, that match’s the determination of experienced stockman, Brad Brooker, Master of the Horse, for the Annual Cattle Run, right down the track from Jones’ East Gresford property “Trevallyn” stockyards to the Evans’ majestic farm “Riverside” at Vacy.

Brad had gathered some of the district's finest horsemen and horsewomen, joined by members of the local Pony Club, for the massive trek ahead.

Ensuring all was above the board Union man, Mick Holz, led his team of merry stockmen, with son in law John Cattlet and with daughters Emily Holz and Brooke Holz, a regular rider, who gave encouragement while waiting for her young baby to be born.

Now somewhere where the country shows signs of growing grass, came the Merchant team of Dad Greg with Mum Tracy who had gathered the formable team of Lucia and Pippa to show the group the way. The drought seems to have broken thus enabling experienced horsewoman Jillian Reid with her offspring Charlotte Parker and brother

William, both of whom had joined the muster before and who had set their sights for what great adventure lay ahead, proudly sitting on their thoughbreds to turn those steers around who may want to wander off away from the assembled crowd.

positive composure made a positive contribution to the days drive. Alec Grainger was confidence personified, riding from side to side displaying horsemanship skills giving confidence to fellow riders. Stasie Wells, smiling face, courteous and full of positiveness made a huge support to the day. Shayne Cavanagh and Maddison Cavanagh riding in tandem, focused on the job in hand, cutting pictures of exquisite equestrian accomplishment.

Dakota Robertson and Narelle Robertson bought their well heeled skills to the ride, from the moment they mounted their steeds a feeling of certainty, together with a confident and determined attitude was evident. Lily Clement resplendent on her horse rode with purpose displaying a positive approach to the huge job which lay ahead, keeping a watchful eye out for her Dad, the unconquerable Kevin Clement, with horse float in tow providing logistical support if the unfortunate event arose that a horse or rider may break down.

Bree Walker needed no introduction on how to conduct a cattle drive, inherent skills were soon evident, rode with the majestical deftness of a professional rider.

Janine Benbow looks so at home sitting upright, waiting for the ride to commence and then applied her well honed skills in keeping the cattle moving and within a tight configuration.

Former Manly Rugby grade player and former Dubbo resident Chris Meredith was well suited to the saddle, he needed that as he was riding "Chainsaw” a horse not many have mastered being in the saddle for longer that 8 seconds. He was aided and abetted by Henryk Zwolak who we believe was once considered as a possible Polish Olympic team member, who has completed the arduous Cattle Drive Trek on previous occasions.

About the half way mark we rested at the hospitable Ross and Fraser Beaney’s [Manly Warringah tragic supporters] property, cattle had a drink from their dam and a bit of grass to tide them over and the Beaney’s had an esky full of good cheer for the "Drovers”, this is an important stop for all concerned.

Logistics and sustenance is an important part of the trek, the day started with a hot cooked breakfast of bacon and eggs cooked to perfection by Steve Bray, you guessed it his two sons are chefs, helped

by Chris Meredith and Henryk Zwolak, all washed down with fruit juice, tea and coffee. Steve ran the "Chuck Wagon” for morning tea supplying cold water, fruit juice and biscuits.

When the 17kms were successfully completed at the Evans’ property the 56 riders dismounted and then enjoyed a barbque lunch with a cold drink. It would be fair to say that the riders wouldn’t require a bed time story at night to get to sleep. All concerned contributed to a great community day.

Can't see the forest for the ads

My children say Mum there are more important things to worry about than this. However... Can I ask why it is suddenly OK to plaster our roadside trees with free advertising?

Responsible businesses pay for their ads in community newsletters and papers. This income helps to keep these important business alive, to the benefit of all in the community.

Do you really want to drive around our beautiful area with ads and promos for events in your face. Will this really attract visitors to our shire?

One business no one could fail to be aware of has nailed at least 20 notices to trees in the shire.

These foam core placards are nailed to every prominent tree with a pulloff area beside it. They are carefully placed out of reach to ensure longevity. When one sign appears, it seems to attract others as though the practice is suddenly free for all.

The signs are made of non biodegradable material which lasts a couple of years at least. By which time the tree has spat out the nails

and the sign falls to the ground adding to the appalling roadside litter concealed in the verges. That is until some poor tired old bird like me picks it up on clean up Australia day.

What can be done to discourage this absurd practice? Perhaps a Council fine amounting to at least two years worth of advertising might discourage these skinflint businesses - I am assured by council that the practice is illegal.

I for one would never hire the services of a business that plastered its advertising all over our landscape. How about a boycott of any business that advertises on roadside trees Dungog?

The dense foliage provides a good habitat for birds giving them both shade and visual protection. The fruit is edible if you can beat the birds to it because the same birds that live in these trees relish the fruit as well. The flowers are usually white or occasionally pink and generally appear in early summer. The timber is light coloured and tough but the trunks are not substantial enough to be of much use so far as timber and carpentry go.

This rainforest tree is very intriguing. It is fairly common in most remnant rainforests but it can be hard to spot because very simply, it hides! Several years ago I planted one on my riverbank and for the first 2-3 years it was easily seen but now, you can walk past every day and not even know it is there because it blends in really well with the other trees around it.

A few years back I was invited to a property at Salisbury and as I drove in I was amazed to see a whole group of the growing around a dead Eucalypt in the middle of an open paddock. The plants were almost fully grown and were obviously brought there by our feathered friends from the nearby National Park. It certainly opened my eyes to the possibilities of this species.

In the rainforest it can grow to 12m high with a trunk about 25cm in diameter, but in the open it grows to only half that size. I have planted six of them in an open paddock in full sun and they have developed into nicely

An Australian fauna and flora is chosen each year by the Agricultural and Environment Committee to encourage members to discover more about some of our native species. A foe is also chosen to bring awareness to the pests having a negative impact on our land and waterways. Our topics this year are the Kurrajong tree and Koala with Carp being the foe. Our country of study is Papua New Guinea and the Medical Research Project we will be supporting is Endometriosis.

Drought Relief CWA of NSW is continuing to distribute grants to farmers and farming dependent contractors as part of its Drought Aid scheme. Please continue to let people

Greetings Culture Vulture readers.

One of the rewarding art events this year was the exhibition “What’s My Scene?”

by Dungog by Design – artisan collective, held in their gallery at 224 Dowling Street, Dungog.

The official opening of the exhibition in September attracted 500 guests and since then there has been over 7,500 visitors to the gallery with fabulous public appreciation and great individual response to the powerful and inspiring Concerning Peace exhibition.

Well worth a visit to Maitland Regional Art Gallery, at 230 High Street, Maitland.

The official opening was held on the Sept – Oct long weekend, during the fun filled Dungog Festival. The exhibition drew a large crowd of art lovers and visitors to Dungog.

The establishment of SCULPTURE ON THE FARM EXHIBITION AND ART PRIZE held at Dungog on the Sept - Oct long weekend, has reinforced Dungog's position as a major regional art centre.

It was my pleasure to support, exhibit and enjoy the splendid exhibition, a celebration of the Arts that enriches our lives. The exhibition included all genres of the visual arts – painting, sculpture, ceramics, metal work, felting, fashion and weaving.

Artists expressed and interpreted ideas of what’s their scene from inspiring landscapes of the rural Hunter Valley, sensitive portrayals of wild life, colourful and zany ceramics, and unique wearable fashion creations. We can look forward to Dungog by Designs next themed exhibition in 2019.

Visitors to Sculpture on the Farm

Once John and I agreed that we could stage such a dream on our 160 acre farm ‘Fosterton’ at Dungog, I spoke with several people in the art world, including several gallery directors and owners, sculptors and a publisher, I learned how to build a website from my daughter,

In truth the work didn’t really begin until I had gathered 3 wonderful community minded people from the Dungog Shire and with John we formed

a committee with clearly articulated goals and before we knew it we were incorporated as a not-for-profit entity.

Eight months later the inaugural Sculpture on the Farm was in full swing.

It was held over the October long weekend and was a resounding success.

Over 2,000 people came through the gate at ‘Fosterton’ to view the 100 sculptures by 51 sculptors over the four days of the exhibition. Sculptors came from Queensland, New South Wales, ACT, Victoria and Tasmania. Six had been exhibited at Sculpture by the Sea. Twelve of the sculptors were members of The Sculptors Society.

We gathered volunteers who enthusiastically embraced the many roles required; catering for the Gala Opening, making morning teas and lunches, writing articles for the papers, managing the social media presence, managing the parking and providing traffic control, welcoming visitors and even cleaning the toilets, not to mention preparing grant applications and development consent documents, sourcing signs and sound systems. All these roles were fulfilled by volunteers, and with a smile.

The atmosphere at the Gala Opening on Friday 28 September was exhilarating as 220 guests arrived in daylight to be welcomed by the Sculpture on the Farm Volunteers who treated them to canapes and wines from Boydell’s Winery. Guests then explored the sculptures in the gardens and paddocks of ‘Fosterton’ on the Williams River, and then as dusk

descended and the light dropped the exhibition spaces indoors, which displayed 50 works, were the highlight.

As night fell Brigette Uren, Director of the Maitland Regional Art Gallery officially opened the exhibition, while standing adjacent to Summer Solstice by the late Inge King.

 

 

Brigette was one of the three judges who selected the winning work for the Sculpture on the Farm Acquisitive Prize.

The other judges with a strong commitment to the arts and regional communities were Paul Selwood, an eminent sculptor and Coralie Nichols, General Manager of the Dungog Shire Council. These three leaders in their respective fields, awarded this prize unanimously to Braddon Snape for his work Nothin’ but Sky. Sculpture on the Farm Inc will donate this work to further its aims of raising awareness, engagement and participation in the arts, in particular sculpture.

Nothin’ but Sky will be displayed in the Dungog Shire in the public domain for residents and visitors alike to enjoy. The selection of the site for this work is being made in consultation with representatives from the Dungog Shire Council, the sculptor Braddon Snape and of course the Sculpture on the Farm Committee. Dungog excitedly awaits the installation of this work for all to enjoy.

We attracted sponsorship from local businesses as well as other generous benefactors, including Crawford’s Casting who transported several large works to

and from the farm. The NSW State Government provided an Incubator Grant of $20,000 for a new event which assisted enormously in our ability to advertise more broadly and provide assistance for the transport of large works and create a very professional presence.

The generosity of the following businesses, individuals and institutions ensured that we, in our inaugural year, could award the following prizes.

Mayoral Update 22 October 2018

Martins Creek Quarry Councillors were briefed by Manager of Planning, Jacqui Tupper, on the key findings of the Martins Creek Quarry judgement. Councillors and senior staff agree that the best way forward is to work closely with Daracon to make sure that Council and the community’s concerns are properly addressed in the company’s State Significant Development Application.

Hunter Joint Organisation (JO) Meeting

Tracy Norman, Mayor Dungog Shire Council categories for next year’s Australia Day Awards, and to finalise the arrangements for the day’s activities. I will update you on the categories in the next couple of weeks, once we have consensus. We will definitely have a Citizen of the Year and Junior Citizen of the year, so please consider who you would like to see nominated for his/ her contribution to the community.

Ordinary Meeting of Council Deputy Mayor, Digby Rayward, chaired this meeting in my absence. I will report on meeting outcomes next week once I’ve been fully briefed.

General Manager (GM), Coralie Nichols and I attended the Hunter JO meeting in Parliament House this week. The meeting was in Sydney to coincide with the sitting of Parliament, which gives the member councils the opportunity to meet with Ministers or their advisors. We had several guest speakers updating us on various topics, including information on regional events opportunities, green bonds as an alternative source of infrastructure funding, Hunter valley Flood Mitigation Scheme and State Government/Joint Organisation funding process. We were also updated on the Greater Newcastle Metropolitan Plan. The Hunter JO has a Standing Committee comprising the Mayors of the five Lower Hunter Local Government Areas. However, the JO takes a whole of Hunter approach to the plan.

Meeting with Minister Pavey

The NSW Government is calling for organisers of all new events planned to be held in rural and regional NSW from January to June next year, to apply for grants of up to $20,000 to help attract more visitors and boost local economies.

The GM and I met with Minister of Roads, Maritime and Freight, Melinda Pavey, our State Local Member for the Upper Hunter, Michael Johnsen, and the Director Hunter Region, Regional and State Roads and Maritime Service, Anna Zycki, to discuss road and infrastructure funding for Dungog Shire. The Minister certainly appeared to be compelled by our argument, particularly around the funding of repair work to Brig O’ Johnson Bridge at Clarence Town, which will not result in an improved outcome for our residents.

We reiterated our invitation to visit the Dungog Shire to see firsthand the problems that our weight loaded bridges in particular cause farmers and other businesses. I would like to thank the GM for her considerable input into this meeting.

Martins Creek Quarry Decision

The GM and I are in Albury to attend the annual LGNSW Conference. The conference has several guest speakers, including the Premier, the Minister for Local Government, the Federal Shadow Minister for Local Government and the State Shadow Minister for Local Government. Delegates vote on advocacy priorities and policies for LGNSW, the peak representative body of the Local Government Sector. There will be presentations on smart city and town technology and on recycling options for NSW LGAs, and updates on legal responsibilities for elected members and on building capabilities.

The long-awaited decision on the Martins Creek Quarry came down in favour of Dungog Shire Council. This landmark case resulted in the longest judgement in NSW Land and Environment Court history, and the findings run to 380 pages, which speaks to the complexity of the matter.

Thanks goes to the staff and lawyers who worked tirelessly on this case, with a special thanks reserved for Manager of Planning, Jacqui Tupper, who has shown immense dedication and tenacity to get such a positive result for the Paterson and Martins Creek communities. Council staff will be assessing the full implications of this decision and I will report to you further on this matter shortly.

Councillors and senior staff were joined by the Office of Local Government’s Council Engagement Manager, Virginia Errington, and several guest speakers for the first of our planning days. I’d like to thank Virginia and all the Councillors and staff in attendance for their engagement in the process, as well as all the guest speakers for providing their insights in relation to Dungog Shire Council.

The overriding theme of the day for me was that our friends in these organisations are very willing to help us, but we are in the driver’s seat. We need to be guiding the process and helping ourselves. Cr Kate Murphy asked Director, Hunter Regional Coordination Branch Department of Premier and Cabinet, Stephen Wills, about the Special Rates Variation. His answer strongly indicated his belief that Dungog needs to pursue this; that State Government and the various government departments are willing to assist Dungog Shire as long as Dungog Shire is willing to assist itself; that if our rates remain much lower than most other councils, then it reflects poorly on our ability and willingness to progress towards a pathway of sustainability.

Councillor Portfolio Groups The Agribusiness Portfolio Group, comprising Deputy Mayor, Cr Digby Rayward, Cr Greg Riley and myself, along with General Manager, Coralie Nichols, met with Hunter Water staff to discuss issues associated with water use and supply and the future of agriculture (in particular high-tech protected cropping) in our Shire. The Roads and Bridges Portfolio Group, consisting of Cr Digby Rayward, Cr Glenn Wall and myself also continues to meet and is providing input into a meeting with the Minister for Roads, Maritime and Freight, Melinda Pavey, scheduled for 18 October at NSW Parliament House. If you are keen to provide any insights into our thinking, please feel free to contact me.

Planning Sessions Councillors and Senior Staff are preparing to engage in two forthcoming planning sessions. These sessions are designed to assist us in assessing our progress to date in accordance with the Community Strategic Plan 2030, planning for the future. It also provides an opportunity to engage with our regional partners in delivering community outcomes. In the first of these sessions, later this week, we will work with representatives from various agencies such as the NSW Department of Premier and Cabinet, the newly formed Hunter Joint Organisation (covering the 10 local Government Areas across the Hunter), Newcastle Ports, Hunter Development Corporation, Hunter Water Corporation and NSW Roads and Maritime Services.

Flagpoles You may have noticed the new flagpoles in Lioness Park at the entrance to Dungog township. These flagpoles are a result of a grant to the Dungog District Chamber of Commerce. The idea of the flagpoles is to fly flags advertising the various events going on in the Shire. Presently the flags are advertising the Live Love Shop Local Dungog Shire. Hotel Beatty and Gresford Cricket Club raised $3000 in one month for drought relief The Hotel Beatty and GCC raised $3000 throughout August for the Australian Hotels Association fundraiser called Fork to Farm. So far the AHA (Newcastle) have raised $200,000 for the Buy a Bale campaign to help struggling farmers.

The Gresford money has been earmarked for farmers doing it tough in the Hunter Valley.

Graham (Bear) Hudson and Tom Everett (GCC) not only agreed to allow the proceeds from the Thursday night raffle go to drought relief, they also donated the raffle prize is for the five August raffles.

Council to take action over roadside advertising Dungog Shire Council has put on notice the owners of unauthorised advertisements which are displayed on road reserves.

The action follows recent community concern over the cluttered and untidy appearance of roadsides throughout the Shire due to a proliferation of advertisements on trees, power poles and fences.

According to Councils Manager Environmental Services Paul Minett the majority of signs have been placed on Council owned and managed road reserves where advertising is not permitted under planning laws with the practice becoming commonplace due to minimal enforcement in the past.

Because the display of signage on public land is an activity that is not permitted under the Council’s Local Environment Plan, any person who erects such a sign may be considered to have carried out illegal development, an offence that could potentially carry a penalty of $2000.
