The Roadmap Back to Safe Travel Health Travel Apps, Certificates or “Passports” If you have been paying attention to any travel news for the past few weeks, you will notice that there is a growing consensus among European nations that an internationally recognized travel app or “health passport” is on the horizon for future travelers. In fact, one country is already using this type of certificate or app. Israel, who has fast-tracked vaccination of their population ahead of every other country on Earth, has issued a “green pass” to allow vaccinated individuals freedoms to enter restaurants, gyms and other venues. They are also working on travel corridors with other nations who are vaccinating their populations. Royal Caribbean is even offering cruises to Israelis who are fully vaccinated this spring. According to a recent article in USA today, Denmark, Sweden, Norway, Canada and perhaps U.S. and the U.K. are also on board with the idea to jumpstart their tourist economies once more using a health certificate or app. What type of information would be contained in such an app? According to a recent AP article, the health passports do not necessarily mean that the traveler must be vaccinated. The app also can be used to track Covid-19 test results and/or antibody test results that determine if the traveler has been exposed to the virus. Most countries now require negative Covid-19 test results for entry, including the United States, along with a mandatory quarantine. It is expected that the trend to be able to avoid or test out of quarantine requirements will increase if the downward trend in cases and deaths continues around the world and as more travelers become fully vaccinated. The introduction of these health passport apps will not be without controversy. Many maintain that the apps are both an invasion of traveler privacy and discriminatory toward those who do not have access to either testing or vaccines. It remains to be seen how these objections will be addressed. As countries around the world work to vaccinate their most vulnerable populations, it will be interesting to see how the re-opening of international borders will unfold. In any case, those who hope to travel internationally in the future should pay attention to these developments and plan accordingly.
