DINAMICA DE LOS FLUJOS DE ENTRADA Y SALIDA DEL DESEMPLEO EN CHILE 1996-2016 THE DYNAMIC OF THE INS AND OUTS OF UNEMPLOYMENT IN CHILE 1996-2016

Abstract The present paper investigates the dynamics in the chilean labor market during 1996 and 2016. It estimates the unemployment flows following Shimer (2012) in order to characterize labor market variables in the bussisnes cycle.

According to our results recessionary increases in unemployment are driven by the outflow from unemployment rather than the inflow. Using structural vector autorregresive analysis (SVAR), we estimate a model to identify several shocks that affect the economy and labor market. An aggregate supply shock generates greater variance in the inflow also shows grater persistence to the variety of shocks examined; meanwhile an aggregate demand shock generates greater variance in the outflow.

Resumen El presente artículo estudia la dinámica laboral para Chile durante 1996 y 2016. Estima los flujos que afectan al desempleo siguiendo a Shimer (2012) para caracterizar las variables del mercado laboral respecto del ciclo económico. Se muestra que aumentos en el desempleo causados por una recesión se deben mayoritariamente al flujo de salida del desempleo.

Finalmente, utilizando la metodología de vectores autorregresivos estructurales (VAR) se estima un modelo para identificar distintos shocks que afectan a la economía y al mercado laboral. Un shock de oferta agregada hace variar en mayor magnitud al flujo de entrada al desempleo, siendo este más persistente ante los distintos shocks; mientras que un shock de demanda agregada hace que el flujo de salida del desempleo varíe en mayor magnitud.

I. INTRODUCCION Comprender el comportamiento y las características del mercado laboral es una tarea esencial para economistas y policy makers, debido a que es un mercado fundamental para el funcionamiento de las economías y el bienestar de la población. Las familias mediante el mercado de trabajo obtienen ingresos, mejoran sus condiciones de vida y se pueden realizar personalmente.

Desde el punto de vista macroeconómico, la tasa de desempleo es uno de los principales indicadores utilizados para examinar el estado de una economía. Cuando la economía reduce sus niveles de crecimiento de corto plazo la tasa de desempleo aumentará indefectiblemente, mermando el nivel de vida de los afectados y su entorno. Adicionalmente, si las economías no son capaces de reducir los niveles de desempleo de largo plazo este problema se acrecienta, ya que con el tiempo el número de desempleados aumentará y les será más difícil incorporarse al empleo, incrementando los costos sociales que acarrea esta situación.

El objetivo de esta investigación es analizar la dinámica de corto plazo del mercado laboral chileno, especialmente el comportamiento de la tasa de desempleo respecto de sus determinantes y cómo el mercado laboral es afectado por shocks de la economía.

El desempleo, si asumimos que la fuerza laboral es constante, está determinado por dos flujos: el flujo de entrada al desempleo y el flujo de salida al desempleo.

Aquellos flujos representan el número de personas que pierde su empleo y los que encuentran empleo en un tiempo determinado, respectivamente.

Nuestro interés radica en identificar cuál de estos flujos es más relevante para explicar el movimiento de la tasa de desempleo en Chile para los últimos veinte años.

Por ejemplo, si hay un número mayor de trabajadores entrando al desempleo y el flujo de salida del desempleo se mantiene constante por un lapso determinado de tiempo, la tasa de desempleo debería subir ipso facto, se cumple lo mismo si el flujo de entrada al desempleo se mantiene constante y el flujo de salida del desempleo disminuye con el paso del tiempo, la tasa de desempleo debería caer para el caso contrario.

Uno de los escenarios más plausibles para que aumente la tasa de desempleo es cuando la economía entra en recesión, dentro de este proscenio es posible preguntarnos: ¿Cuál de estos flujos está siendo más determinante para explicar el aumento del desempleo? ¿Aumenta porque es difícil encontrar trabajo (flujo de salida) o debido a que los trabajadores pierden empleo (flujo de entrada)?

También se indaga en cómo se propagan los shocks macroeconómicos en el mercado laboral y cómo responden las variables relevantes ante estas perturbaciones.

El artículo se organiza de la siguiente manera: para responder a estas preguntas, la parte II indagará en la literatura tanto para medición, incidencia de los flujos en el desempleo cíclico e identificación de shocks. Luego, en la parte III se procederá a recolectar los datos necesarios para el análisis y, especialmente, se medirán los flujos que afectan al desempleo utilizando la metodología elaborada por Shimer (2012). En la parte IV, utilizando el componente cíclico de las variables de interés, se estudian sus momentos estadísticos, estableciendo las correlaciones entre ellas para determinar si son procíclicas o no. La parte V presentará la descomposición del desempleo acorde al método utilizado por Fujita y Ramey (2009) y Shimer (2012) para determinar cuál de estos flujos aporta más a la variación del desempleo para la muestra en estudio.

Finalmente en la parte VI se estima un VAR estructural para la economía chilena con las variables: inflación, tasa de interés nominal, producto real, tasa de desempleo, índice de vacancias, flujo de entrada al desempleo y flujo de salida del desempleo, todas en frecuencia cíclica. Para efectuar la identificación de los shocks se estima el VAR estructural con restricciones de signo replicando la estrategia utilizada por Braun, De Bock y DiCecio (2009), con el objetivo de interpretar el signo impuesto a las variables para los tres shocks identificados: Oferta, Demanda y Política Monetaria.

Luego, como ejercicio de robustez, se identifica el VAR estructural con restricciones de corto plazo, acorde a Sims (1980), con el fin de identificar un shock al producto, inflación y tasa de interés. La parte VII concluye.

II. REVISION DE LA LITERATURA El trabajo de Shimer (2012) modificó la forma en que se miden los flujos de entrada y salida al desempleo, en consecuencia se alteraron las conclusiones sobre cuál de estos es más relevante para explicar las variaciones que presenta el desempleo. En este artículo, el autor argumenta que antes no se corregía por el sesgo de agregación

temporal (ver subsección 3.1.1.). Al no corregir por el sesgo de agregación temporal se perdía información acerca de los cambios de estados laborales de los encuestados, específicamente la entrada de los trabajadores al desempleo. Información que se pierde debido a la periodicidad en que se publican las encuestas laborales, las que no son capaces de reportar cuántas veces un trabajador puede haber perdido o encontrado un trabajo en ese período. Expone que ignorar el sesgo de agregación temporal inclina los resultados hacia el flujo de entrada al desempleo para explicar la variabilidad del desempleo cíclico, debido a que cuando cae la probabilidad de encontrar trabajo, un trabajador que pierde el empleo es más probable que siga desempleado por un tiempo moderado (Shimer, 2012, p. 129). La conclusión de Shimer (2012) dictamina que el flujo de salida del desempleo es el que domina y el flujo de entrada no tiene influencia respecto del desempleo cíclico.

La literatura anterior, concentrada en los artículos de Darby, Haltiwanger y Plant (1986), Davis y Haltiwanger (1990), Blanchard, Diamond, Hall y Murphy (1990) y Blanchard, Diamond, Hall y Yellen (1989), establece que en períodos recesivos el flujo de entrada al desempleo es el que determina en mayor magnitud al desempleo, mientras que el flujo de salida del desempleo es irrelevante. Esta literatura utiliza datos microeconómicos que reportan el estado individual de cada trabajador para para estimar los flujos brutos de entrada y salida al desempleo.

Shimer (2012) modifica la forma de medir estos flujos utilizando datos agregados disponibles al público, como el número de desempleados, empleados y desempleados de corto plazo.

Fujita y Ramey (2009) utilizando datos provenientes de la Current Population Survey para estimar flujos brutos de entrada y salida del desempleo en Estados Unidos y Elsby, Michaels y Solon (2009), mediante la metodología de Shimer (2012), concluyen que la tasa de entrada al desempleo genera un aporte mayor a la variabilidad de la tasa de desempleo en períodos recesivos y, sin perjuicio de lo anterior, ambos flujos son importantes para explicar el desempleo cíclico en Estados Unidos durante el período estudiado.

En la literatura posterior Elsby, Hobijn y Sahin (2013) establecen una discusión en torno al método de Shimer (2012), analizan su robustez y si es plausible ocupar la metodología para otras economías pertenecientes a la Organización para la Cooperación y el Desarrollo Económico (OCDE). Encuentran que el método de Shimer (2012) sí es robusto ante el problema de agregación temporal. También argumentan que la descomposición del desempleo utilizada por Fujita y Ramey (2009) debe ser modificada si la magnitud de los flujos es relativamente pequeña, debido a que la aproximación de la tasa de desempleo al estado estacionario se ve alterada. Adicionalmente elaboran una manera de calcular los flujos en frecuencia mensual para datos que proceden en frecuencia trimestral, semestral o anual para así poder realizar comparaciones razonables entre países. El trabajo concluye que las fluctuaciones de ambos flujos son relevantes para explicar las variaciones cíclicas del desempleo para los países incluidos en la muestra.

Para el caso de la economía chilena, Jones y Naudon (2009), mediante el cálculo de flujos brutos de los estados laborales, obtenidos por medio de la Encuesta Nacional de Empleo elaborada por el Instituto Nacional de Estadísticas (INE) para el período 1997-2009, concluyen que el flujo de entrada al empleo es más relevante que el flujo de salida para explicar la varianza del desempleo. Naudon y Pérez (2017), para el período 1960-2015 utilizando datos provenientes de la Encuesta Trimestral de Ocupación y Desocupación (EOD) en el Gran Santiago realizada por la Universidad de Chile, calculan los flujos relevantes del mercado laboral bajo la metodología de Shimer (2012) para concluir que la varianza del desempleo se ve afectada en mayor magnitud por cambios en el flujo de salida del desempleo; con sus resultados para la economía chilena comparan con los datos elaborados por Elsby et al. (2013) y concluyen que Chile se encuentra a la par de los países anglosajones pertenecientes a la OCDE, pero bastante lejos de la dinámica que presenta el mercado laboral de Estados Unidos.

Respecto de la literatura de VAR estructurales, Braun et al. (2009) identifican shocks de oferta, demanda y de política monetaria mediante restricciones de signo para examinar cómo se comportan las variables del mercado laboral, incluyendo los flujos de entrada y salida al desempleo derivados con la metodología de Shimer (2012) para Estados Unidos. De igual manera, Fujita (2011) indaga en cómo un shock agregado en la economía afecta las variables relevantes del mercado laboral estimando flujos brutos mediante las tasas de transición entre estados laborales. También existe literatura que utiliza la metodología VAR con variables del mercado laboral pero con supuestos de identificación distintos, Braun (2006) utiliza un VAR con restricciones de corto plazo para identificar un shock de política monetaria sobre variables agregadas y del mercado laboral como horas, salarios, vacancias y flujos estimados por el método de Shimer (2012). En Trigari (2009) se estima un VAR para identificar un shock de política monetaria utilizando la estrategia de recursividad elaborada por Christiano, Eichenbaum y Evans (1999) sobre producto, inflación, empleo, horas, tasa de creación de trabajo y tasa de destrucción de trabajo. Los resultados encontrados en los trabajos mencionados se comentarán en la sección VI, correspondiente a la estimación del VAR estructural para la economía chilena, con el fin de contrastar las conclusiones.

III. DATOS A continuación se detalla la fuente y características de los datos utilizados en el trabajo. Todas las series utilizadas abarcan el período comprendido entre el primer trimestre de 1996 y el tercer trimestre de 2016.

3.1. Datos construidos La siguiente subsección aborda el método de Shimer (2012) para la construcción de los flujos de entrada y salida del desempleo. Shimer (2012) utiliza el término tasa

de destrucción de empleo para referirse al flujo que ocurre cuando un trabajador pierde el empleo e ingresa al stock de desempleados, mientras que la tasa de creación de empleo se refiere al flujo que se origina cuando un trabajador pierde su estatus de desempleado e ingresa al stock de empleados. Siguiendo a Elsby et al. (2013), denominaremos a la tasa de creación de empleo como flujo de salida del desempleo y la tasa de destrucción de empleo será flujo de entrada al desempleo.

3.1.1. El sesgo de agregación temporal Debido a la naturaleza discreta en que las instituciones estadísticas elaboran y publican sus datos (no es posible obtener datos económicos agregados en tiempo continuo), hay mucha información del mercado laboral que no se contabiliza. Habrán trabajadores que durante el tiempo transcurrido entre dos encuestas sucesivas posiblemente cambien de estatus laboral. Es decir, encontrarán o perderán el empleo, quizá lo vuelvan a recuperar y una semana después queden desempleados nuevamente. Estas transiciones no están reportadas en la Encuesta de Empleo debido a que esta encuesta se publica cada doce semanas y, para referirse al estado laboral del encuestado, solo pregunta si en la semana de referencia se trabajó remuneradamente por al menos una hora. Por consecuencia, no se reportarán cambios de estatus laboral en el resto de las semanas que comprende cada encuesta, generando un problema de medición debido a que no captura información relevante para el resto de las semanas. En síntesis, el flujo de entrada al desempleo estará subestimado gracias al fenómeno conocido en la literatura como sesgo de agregación temporal, Shimer (2012).

Si ignoramos el sesgo de agregación temporal podemos recuperar los flujos mediante el siguiente procedimiento: La dinámica del desempleo y el empleo satisfacen las siguientes ecuaciones:

Las ecuaciones 1 y 2 definen la dinámica del desempleo y el empleo para cada período t, respectivamente. U& t define la evolución del número de desempleados (U), mientras que E& t define la evolución del número de empleados. Similarmente, xt denota el flujo de entrada al desempleo y ft al flujo de salida del desempleo.

Denominaremos a Ft y Xt como la probabilidad de salir y entrar al desempleo en el período t, respectivamente. Estas son las probabilidades correspondientes a los flujos ft y xt.

En un mundo discreto sin posibilidad de cambiar de estado laboral entre dos encuestas, el desempleo del siguiente período es:

El método de Shimer (2012) corrige por el sesgo de agregación temporal presente en X% t .

Modelando un ambiente de tiempo continuo en donde los datos se entregan en tiempo discreto para tn∈{0,1,2,...} , el intervalo [t, t + 1) es denominado el período τ. Shimer (2012) hace dos suposiciones para sus cálculos, la fuerza laboral está fija y todos los trabajadores son homogéneos.

Todos los trabajadores desempleados encuentran trabajo por medio de un proceso Poisson a una tasa ft = −log (1− Ft ) ≥ 0 , mientras que los trabajadores empleados pierden su trabajo mediante un proceso Poisson a una tasa xt = −log (1− X t ) ≥ 0 . Sea τ ∈[ 0,1] el intervalo entre la publicación de datos. Se define Et+τ como el número de trabajadores empleados para el período t + τ , denota el número de trabajadores desempleados para el período t + τ , se define como el “desempleo de corto plazo”, esto modela a los trabajadores que están desempleados en el período t + τ pero son empleados en algún período t ' ∈[ t,t + τ ] , es decir, perdieron su estatus de desempleados antes de la encuesta subsiguiente. Para obtener estas expresiones se utilizó la Encuesta Nacional de Empleo (ENE) elaborada por el Instituto Nacional de Estadísticas de Chile (INE) para el período comprendido entre 1996 y 2009 y la Nueva Encuesta Nacional de Empleo (NENE) elaborada por la misma institución para el período 2010-2016. Debido a la naturaleza trimestral de las encuestas, se usaron las de trimestres no solapados, es decir, los correspondientes a los trimestres enero-marzo, abril-junio, julio-septiembre, octubrediciembre. Por consiguiente, se considera a una persona desempleada en el corto plazo como aquella que ha buscado empleo por menos de 12 semanas, aquella que perdió el trabajo entre dos encuestas sucesivas.

Debido a que la NENE introdujo cambios en la metodología para ajustar exigencias de organismos internacionales respecto de la ENE, según lo observado por Marcel y Naudon (2016) se presentan discontinuidades en los datos entre una encuesta y la otra. Sin embargo el BCCh presenta series empalmadas que suavizan estas diferencias

para los datos agregados. Por esta razón se utiliza el siguiente método para recuperar la serie de desempleo de corto plazo mediante las series empalmadas del BCCh. Chile presenta una movilidad relativamente alta en su mercado laboral, similar a Australia y Nueva Zelanda pero todavía muy lejos de una economía desarrollada como Estados Unidos. Para el período que comprende entre el primer trimestre de 1996 y el tercer trimestre de 2016, el flujo de salida del desempleo promedió 24% en frecuencia mensual y el flujo de entrada al desempleo 2% mensualmente.

3.2. Datos de otras fuentes • Producto: Se utiliza la serie de Producto Interno Bruto a precios del año anterior encadenado a referencia 2013 empalmada y publicada por el Banco Central de Chile (BCCh) en frecuencia trimestral.

•

Vacancias: Esta serie se aproxima con el índice de vacantes de trabajo mensual (promedio 1995= 100) elaborada por el BCCh con las ofertas de trabajo publicadas por los siguientes medios de prensa escritos: El Mercurio de Antofagasta, Valparaíso y Santiago; El Sur de Concepción y El Diario Austral de La Araucanía. El índice está disponible en forma mensual y anual. Para llevarlo a frecuencia mensual nos basta tomar el último dato disponible para el trimestre en cuestión.

•

Tasa de desempleo: El Instituto Nacional de Estadísticas (INE) elabora mensualmente la tasa de desocupación desde febrero de 1986. Para el período comprendido entre febrero de 1986 a febrero de 2012 se utilizan las series empalmadas por el INE base Censo 2002. Desde marzo de 2010 se calcula con las series obtenidas en la NENE. El método para obtener la serie trimestral es similar a la utilizada con la tasa de vacancias.

•

Tasa de interés: La serie se obtuvo del BCCh, está disponible desde mayo de 1995 en donde se reemplazó la tasa real de los pagarés del BCCh a 90 días por la tasa real diaria sobre los préstamos bancarios, como se ha señalado en Morandé y Schmidt-Hebbel (2001). A partir de agosto de 2001 la Tasa de Política Monetaria se nominalizó. Por tanto, para nominalizar el período entre mayo de 1995 y agosto de 2001 debemos sumar la tasa de inflación acorde con la identidad de Fisher:

Donde iˆt es la tasa de interés nominal estimada en el trimestre t, rt es la tasa de interés real observada en el trimestre t y πt es la inflación observada en el trimestre t.

Tasa de inflación: La medida de inflación utilizada es la variación anual del Índice de Precios al Consumidor elaborado por el INE, la serie completa está en frecuencia mensual disponible en la base de datos del BCCh desde marzo de

1929. Para llevarla a frecuencia trimestral debemos calcular el promedio simple de los tres meses que componen un trimestre.

Exceptuando la Tasa de Política Monetaria, las series fueron desestacionalizadas ocupando el programa X-13 Arima Seats elaborado por el US Census Bureau para suavizar las series y eliminar variaciones originadas desde procesos estacionales.

Con el objetivo de extraer el componente cíclico de las series se utilizó el filtro de Hodrick-Prescott con un parámetro λ = 1600, al igual que en Shimer (2005,2012).

Nótese que la tendencia que extrae el filtro HP son los valores de largo plazo de las series y el componente cíclico correspondiente son los valores de corto plazo. De este modo, si aplicamos el filtro HP sobre el producto, la tendencia extraída será el producto de largo plazo, es decir, el producto potencial referido a la producción que ocurre cuando los factores productivos son utilizados de manera eficiente y, por tanto el componente cíclico será la brecha de producción, es decir, la diferencia entre el producto real efectivo y el producto potencial. Interpretación similar se le puede dar a las series de desempleo, vacancias y tasas de ocurrencia.

En el caso de la inflación, el filtro HP se utiliza desde el período 1996Q1 hasta 1999Q4. A partir del primer trimestre del año 2000 el BCCh establece como meta implícita 3% de inflación a 12 meses. Por tanto, la política monetaria conducirá sus instrumentos para que la inflación anual medida por el Índice de Precios al Consumidor se ubique por la mayor parte posible en torno a esta meta. Es decir, bajo este nuevo marco de política monetaria, el valor de la serie de largo plazo será 3% y los valores que difieran de la meta serán considerados como parte del componente cíclico de la inflación, la brecha de inflación es la diferencia entre la inflación anual efectiva y la meta inflacionaria.

Para finalizar, es importante mencionar que el componente de tendencia extraído de la tasa de interés nominal es conocido en la literatura como tasa de interés neutral, aquella consistente en el largo plazo con el producto potencial y la tasa de inflación de largo plazo.

IV. ESTADISTICAS DESCRIPTIVAS En el Cuadro 1 se calculan las correlaciones de todas las variables que se utilizarán en la sección VI para la estimación del VAR Estructural.

Las variables expresadas con un superíndice c y virgulilla son aquellas a las que se les extrajo el componente cíclico a partir del logaritmo de la variable en cuestión. La razón de lo anterior es para que las variables estén expresadas en tasas y, posteriormente, las funciones de impulso respuesta, calculadas en la sección VI, reflejen desvíos porcentuales respecto del estado estacionario. Aquellas sin virgulilla y con superíndice son variables expresadas en tasas desde su origen, por esta razón solo bastó extraer el componente cíclico.

Observando los resultados expresados en el Cuadro 1, se observa que la inflación π está débilmente correlacionada con el ciclo económico y% c mientras que con la tasa de interés i c presenta una correlación más fuerte debido a la naturaleza de la tasa de política monetaria en Chile, adicionalmente demuestra una gran varianza y es persistente en frecuencia cíclica.

La tasa de interés es procíclica, presenta persistencia con una autocorrelación a un rezago de 0,80 y varía fuertemente en frecuencia cíclica.

El índice de vacancias v% c es procíclico, posee menor desviación estándar (0,52) que las series anteriores, sin embargo su persistencia es considerable (0,7739).

La tasa de desempleo uc prácticamente no varía en frecuencia cíclica, sin embargo, es fuertemente persistente. Es contracíclica y su correlación respecto del índice de vacancias cumple con la relación establecida por la Curva de Beveridge en frecuencia cíclica.

El flujo de salida del desempleo f% c casi no varía en frecuencia cíclica y es la serie menos persistente de todas (0,32), está correlacionada negativamente con la tasa de desempleo y positivamente con las vacancias en frecuencia cíclica.

Finalmente, el flujo de entrada al desempleo x% c tampoco presenta varianza en frecuencia cíclica y tiene una autocorrelación de 0,7802, resultados similares a los encontrados por Shimer (2005) para datos de Estados Unidos. Está negativamente correlacionado con las vacancias y positivamente con la tasa de desempleo en frecuencia cíclica, estás correlaciones son más fuertes que las evidenciadas por el flujo de salida al desempleo.

V. VARIANZA DEL DESEMPLEO La presente parte del trabajo sigue a Fujita y Ramey (2009) y Shimer (2012) para examinar la contribución de los flujos de entrada y salida al desempleo a la variabilidad del desempleo. Según Shimer (2012), la tasa de desempleo de estado estacionario (U) se puede aproximar y expresar con los flujos de estado estacionario (f y x) que afectan el stock de desempleados, lo anterior se debe a que en estado estacionario el número de personas que pierden empleo es igual a las que encuentran empleo, asumiendo que la fuerza laboral (L) se mantiene constante:

En la Figura 4 anterior podemos ver que las desviaciones del flujo de salida del desempleo dutf exhiben variaciones sustanciales hacia las desviaciones de la tasa de desempleo dutee . Mientras que en la Figura 3 el flujo de entrada al desempleo representa una variabilidad menor hacia la tasa de desempleo (dutx ).

Considerando el período de la muestra en estudio, si el desempleo se desvía en 1% respecto de la tendencia el flujo de entrada al desempleo aporta en 45% y la del flujo de salida del desempleo 55%. Los resultados coinciden con los encontrados

por Naudon et al. (2017) para la economía chilena en un período similar, el flujo de salida del desempleo aporta más al desempleo cíclico que el flujo de entrada al desempleo.

Es posible examinar si existe evidencia para afirmar cuál de estos dos flujos tiene mayor incidencia cuando la economía se encuentra en períodos recesivos. Si bien los resultados anteriores apuntan a esa pregunta, lo que obtenemos anteriormente son conclusiones para toda la muestra, ya sea en tiempos malos o buenos. Una pregunta x f interesante es saber si estas contribuciones, calculadas como β y β , sufren alguna x f modificación cuando la economía entra en recesión. Los resultados de las regresiones indican que en períodos recesivos el aporte de los flujos se modifica sustancialmente. El flujo de salida del desempleo aumenta su contribución a la variabilidad del desempleo a 74% (modelo 2). El flujo de entrada al desempleo disminuye su contribución a la varianza del desempleo a 26% (modelo 1).

VI. VAR ESTRUCTURAL 6.1. Restricciones de signo En esta sección, la estimación del VAR estructural y posterior identificación de los shocks estructurales se realizará mediante el método de restricciones de signo. Los principales aportes son de Faust (1998), Canova y De Nicolo (2002) y Uhlig (2005).

La idea de este método de identificación es no comprometerse con ninguna estrategia de identificación en particular respecto del orden de respuesta teórico de las variables,

sino establecer creencias a priori sobre el signo de respuesta de las variables para recuperar las innovaciones estructurales.

6.1.1. Método La siguiente sección se basa fuertemente en Uhlig (2005) y Danne (2015).

Consideramos un vector zt con K series de tiempo de longitud T. Imponemos un vector autorregresivo de forma reducida con rezago de orden p y K variables endógenas sin constante:

Para identificar B y recuperar las innovaciones, necesitamos al menos K ( K − 1) / 2 restricciones. Usualmente se utilizan restricciones sobre B mediante la descomposición de Cholesky. Sin embargo, en vez de aplicar restricciones sobre los parámetros, impondremos restricciones de signo para las respuestas ante las innovaciones. Son, restricciones a priori sobre las respuestas acerca del signo que tendrá el impacto y la duración de este mismo.

Para recuperar las innovaciones estructurales se siguen los siguientes pasos:

i. Estimar un VAR sin restricciones para obtener las estimaciones de las matrices A y ∑. ii. Obtener las innovaciones ortogonales del modelo utilizando una descomposición de Cholesky. iii. Calcular los impulsos respuesta del paso 2. iv. Trazar un vector aleatorio ortogonal de impulso α. v. Multiplicar las respuestas del paso 3 por α y verificar si cumplen con las restricciones de signo. vi. Si cumple la restricción, se guarda la respuesta. Si no la cumple, la respuesta es eliminada. vii. Se repiten los pasos 2-6, hasta que el número de impulsos trazados convergen.

Generalmente se conservan mil impulsos.

Los impulsos respuesta ortogonales se obtienen mediante un vector Kx1 trazado a partir de una esfera unitaria. Según Uhlig (2005), se cumple que:

Los pasos 2-6 suponen que los parámetros a posteriori del VAR se obtienen por medio de un trazado conjunto de la distribución invertida normal Wishart y α sigue una distribución uniforme. El algoritmo del paso 5 para verificar si el signo es correcto o no, consiste en realizar subtrazas de impulsos respuesta que generan un vector α para cada traza posterior. Luego se verifica si los signos y la duración del choque impuestas a priori satisfacen las restricciones empezando por la variable que emite el impulso inicial. Si la respuesta de la variable que da el impulso y el vector α tienen el signo incorrecto en el primer período, el algoritmo da vuelta los signos anteriores y revisa si las restricciones se cumplen o no. Si las restricciones de signo y períodos son correctas, la traza es conservada y el algoritmo pasa a la siguiente. En caso de ser rechazada, el algoritmo toma otra subtraza y así sucesivamente hasta alcanzar el máximo de subtrazas programadas.

El VAR estructural se ha programado de la siguiente forma: Se establece un vector de restricciones que se justificarán en la próximas subsecciones. Luego se establece un límite de 10.000 trazas y subtrazas, se conservarán 1.000 de estas con el objetivo de obtener los impulsos respuestas para 20 períodos adelante. Debido a fines gráficos se presentan la mediana y los percentiles 16 y 84 de la distribución posterior de impulsos respuesta para así obtener un error del 68% alrededor de la mediana.

6.1.2. Identificación La manera que vamos a identificar los shocks estructurales bajo restricciones de signos sigue a Braun et al. (2009) y Fujita (2011). Suponiendo que la economía es cerrada sin gobierno, se modela bajo un esquema de IS-LM con oferta y demanda agregada. Las variables incluidas en el VAR son las descritas en la parte III con las modificaciones mencionadas en la parte IV. En el set-up mencionado, tanto la inflación como el producto se determinan por el equilibrio entre oferta y demanda agregada, la tasa de interés se determina acorde al equilibrio del mercado de dinero descrito en la curva LM, mientras que el mercado laboral se determina a partir de los anteriores.

Se suma el supuesto adicional que la oferta agregada tiene pendiente positiva, existen rigideces de precios pero no son completas.

El VAR se estima con rezago unitario acorde al criterio de selección de Schwarz (SBIC). Todas las variables introducidas son estacionarias, por esta razón los autovalores de la matriz A, que se estima en el VAR de forma reducida, yacen dentro del círculo unitario.

6.1.3. Shock de Oferta Para identificar el shock de oferta asumiremos que la oferta agregada se desplaza en sentido positivo, generando un aumento del producto (signo positivo) y una caída en el nivel de precios (signo negativo). Por Regla de Taylor, ante una caída del nivel de precios la tasa de interés nominal debe caer (signo negativo). Finalmente, debido a la Curva de Beveridge existe una relación negativa entre desempleo y vacancias, al menos en el corto plazo (Pasten et al. (2002)), si el desempleo tiene signo negativo las vacancias deberían tener un signo positivo ante el shock de oferta. Si bien el flujo de salida del desempleo está positivamente correlacionado con la función de matching y, por esta razón con el ratio vacancias-desempleo (Pissarides (2000); Shimer (2005)).

Se restringe el signo de las respuestas por 5 períodos. Dejaremos a las variables flujo responder sin restricciones ante los shocks, la idea detrás de esto es que los datos nos digan la respuesta cíclica de estas variables.

Como se aprecia en la Figura 5, el desempleo responde en forma de U volviendo a su nivel de estado estacionario en 10 períodos después del impacto, mientras que las vacancias responden en forma jorobada (Hump-shapped). Estos resultados son similares a los encontrados por Braun et al. (2009) y Fujita (2011) para la economía de Estados Unidos. El flujo de salida al desempleo es negativo en el impacto (–0,012%) pero se recupera en un período para ser positivo (0,005%) hasta volver a su senda de estado estacionario seis trimestres después del shock. Igualmente, el flujo de entrada al desempleo es negativo (–0,021%) en el impacto, pero tiene una trayectoria más lenta que el flujo de salida hacia el estado estacionario, demora once períodos en volver al estado estacionario. Esta diferencia entre los flujos explica la caída del desempleo durante y después del impacto, debido a que hay más trabajadores saliendo del desempleo que entrando dentro de los trece primeros períodos después del choque.

Finalmente, la tasa de interés tiene un comportamiento proporcional a la inflación.

6.1.4. Shock de demanda Para identificar el shock de demanda asumiremos que la demanda agregada se desplaza en sentido positivo, generando un aumento del producto (signo positivo) y un aumento en el nivel de precios (signo positivo). Por Regla de Taylor, ante una caída aumento en el nivel de precios, la tasa de interés nominal debe aumentar (signo positivo). Se restringe el signo de las respuestas por 5 períodos. El resto de las variables se tratan igual que en el shock anterior.

Las funciones de impulso respuesta se ubican en la figura [fig:IRF2]. En este caso, el flujo de salida del desempleo sí responde de forma procíclica en el momento del impacto (0,024%), para volver al estado estacionario en el tercer período después del impacto. El flujo de entrada al desempleo responde negativamente (–0,008%) debido a su naturaleza contracíclica, demora 16 períodos en volver a su valor de estado estacionario. Mientras que el desempleo responde en una magnitud pequeña y negativa (–0,0004%) en el momento del impacto, sin embargo su respuesta es en forma de U al igual que el shock examinado anteriormente, pero converge más rápido a su nivel de estado estacionario, en seis períodos, debido a que el flujo de salida del desempleo cae rápidamente. La inflación responde a lo esperado, también la tasa de interés que es procíclica siguiendo una trayectoria de forma jorobada. Las vacancias responden en mayor magnitud en el impacto respecto del caso anterior, pero su trayectoria es menos persistente y converge en menor tiempo al estado estacionario. Los resultados son consistentes con los de Braun et al. (2009), es importante recordar que seguimos su estrategia de identificación. También son consistentes respecto de los resultados de Fujita (2011), exceptuando por la respuesta de las vacancias, las que presentan una respuesta de forma jorobada, hecho que no se presencia en nuestro caso.

6.1.5. Shock de política monetaria El shock de política monetaria se traduce en un aumento repentino de la tasa de interés nominal, la política monetaria se vuelve contractiva por alguna razón exógena.

Bajo nuestro esquema, un aumento de la tasa de interés desplazará la curva de demanda agregada en sentido negativo, hacia la izquierda, provocando una caída en el producto y una caída en el nivel de precios debido a la pendiente positiva de la curva de oferta agregada. Por tanto, ante un impulso positivo de la tasa de interés la identificación es restringir los signos del producto como del nivel de precios, siendo negativos por al menos 4 trimestres. El resto de las variables se deja libre de restricciones para examinar sus respuestas. Se evidencia que un shock contraccionario en la política monetaria (aumento en la tasa de interés) genera una caída persistente del producto mientras que el nivel de precios cae en el tiempo.

Braun et al. (2006) identifica un shock de política monetaria para un VAR con variables del mercado laboral en donde se encuentran los flujos de entrada y salida calculados con la metodología de Shimer (2012). La identificación se basa en que la tasa de interés es exógena, esta responde solo a una innovación de política monetaria

dejando a los demás shocks sin identificar, por lo que no hace mayores supuestos acerca de la respuesta contemporánea de las demás variables. Luego un shock expansionario en la política monetaria genera un aumento del producto, el nivel de precios cae luego de un aumento inicial. El desempleo y las vacantes tienen impulsos respuestas en forma jorobada aunque en diferentes direcciones, el desempleo cae debido a que hay un aumento en el flujo de salida al desempleo y una caída en el flujo de entrada al desempleo mientras que las vacancias presentan un aumento persistente.

Trigari (2009) utiliza la misma identificación que Christiano et al. (1999) para identificar el shock de política monetaria, sin embargo, le añade variables del mercado laboral al VAR, encuentra que un aumento en la tasa de interés genera una respuesta caída en el producto de forma jorobada mientras que el nivel de precios tiene una caída rígida y persistente. Se presenta lo que en la literatura se denomina price puzzle o puzzle de precios, este término refleja la idea contradictoria de que un aumento en la tasa de interés o contracción de la política monetaria conlleva un aumento en el nivel de precios (o viceversa). Mientras que, en el lado del mercado laboral, el desempleo aumenta de forma persistente, la destrucción de empleos aumenta mientras que la creación de trabajos cae.

En la Figura 7, ante un aumento en la tasa de interés, el producto cae en el momento del impacto (–0,001%) volviendo al estado estacionario después de 7 períodos. La inflación es negativa (–0,14%) y su recuperación es rígida, no se genera un price puzzle debido a la estrategia de identificación similar a Braun et al. (2009). Las variables del mercado laboral no presentan una dinámica significativa ante el shock de política monetaria, se evidencia un aumento de las vacancias en el momento del impacto de un 0,014% respecto de su valor de estado estacionario generando un resultado ambiguo, Braun (2006) y Braun et al. (2009) evidencian que las vacancias responden en signo negativo ante un shock de política monetaria. El efecto en los flujos del mercado laboral es casi nulo, aunque se evidencia que el flujo de entrada tiene una mayor dispersión en el momento del impacto y la respuesta mediana siempre es muy cercana a cero (0,0003%), sin embargo, dentro de los primeros cinco períodos predomina el efecto del flujo de entrada al desempleo, por lo que la tasa de desempleo es positiva y vuelve a estabilizarse a su nivel de estado estacionario en el período 9 después del impacto. Los resultados sugieren que la identificación por restricciones de signos no es óptima para estudiar la dinámica del mercado laboral chileno ante un choque de política monetaria debido a nuestro conjunto de variables.

6.2. Restricciones de corto plazo En esta sección estimaremos el VAR estructural aplicando restricciones de corto plazo sobre las innovaciones estructurales de nuestras variables. El objetivo es identificar los tres shocks que afectan a las variables que modelan a la economía agregada en nuestro modelo: producto, tasa de interés e inflación. Para esto debemos justificar el orden de las variables en el VAR, debido a que el método consiste en las relaciones contemporáneas en las variables y cómo se afectan entre ellas en el corto plazo.

La ecuación 5 puede ser entendida como un sistema de ecuaciones no lineales, la que puede ser estimada consistentemente utilizando métodos numéricos, siempre que los parámetros en B0−1 no excedan el número de ecuaciones en ∑ε. Esto implica imponer restricciones en los elementos de B0−1 .

Sabiendo que toda matriz de covarianzas es simétrica respecto de la diagonal, ∑ε tiene K (K + 1)/2 parámetros libres que pueden ser únicamente identificados.

Una forma para identificar los parámetros de B0−1 y recuperar los errores estructurales ut es ortogonalizar los errores de la forma reducida εt. Podemos realizar una descomposición de Cholesky sobre la matriz de errores reducidos, la que consiste en definir una matriz P que sea triangular inferior de KxK dimensiones, tal que PP ′ = Σ ε donde B0−1 = P . Como P es triangular inferior y tiene K (K + 1)/2 parámetros libres, podemos identificarlos.

Este método de identificación es plausible si podemos justificar la estructura recursiva en P con argumentos económicos. En específico, Sims (1980) propone modelar los errores estructurales explotando los efectos contemporáneos entre las variables en yt, utilizando la descomposición de Cholesky.

6.2.2. Identificación Para simplificar la estrategia de identificación debido a que tenemos siete variables y solo queremos identificar tres innovaciones estructurales, aplicaremos un orden de corto plazo sobre las variables que componen el comportamiento agregado de la economía: producto, tasa de interés e inflación. El orden del resto de las variables (tasa

de desempleo, vacancias, flujo de entrada y flujo de salida) es indiferente para nuestra estrategia de identificación, debido a que no es de interés examinar una innovación estructural en alguna de estas variables.

Nuestro orden impondrá a la inflación como variable más exógena en forma contemporánea, solo será afectada por una innovación en el nivel de precios y por ninguna de las demás variables. Después se ubicará el producto que estará afectado por una innovación tanto de la inflación como del producto mismo. La tasa de interés está afectada tanto por innovaciones en el producto, la inflación y la política monetaria, un choque de esta última no afecta ninguna de las dos variables anteriores de forma contemporánea. Finalmente, las variables del mercado laboral son afectadas contemporáneamente por todas estas innovaciones, mientras que los shocks en el mercado laboral no afectan en el corto plazo a las variables agregadas.

El esquema de identificación se basa en utilizar el mismo modelo OA-DA, pero con una curva de oferta agregada horizontal reflejando la idea de que estamos en el corto plazo con rigideces de precios. Por tanto, una innovación en la inflación desplazará la curva de oferta agregada, trasladando el nivel de precios y el producto.

Una innovación en el producto solo desplazará la curva de demanda agregada, haciendo variar el producto y el nivel de precios no se ve afectado. La tasa de interés será el mecanismo que responda ante esas perturbaciones para equilibrar la economía ajustando la demanda agregada mediante la inversión, ergo, será una función que responda ante shocks del producto, inflación y un cambio exógeno de la política monetaria, similar a una regla de Taylor. Para la economía chilena, Parrado (2001) estima un VAR estructural de corto plazo con un orden similar para las variables agregadas, con el objetivo de estudiar la transmisión de la política monetaria en una economía abierta.

A continuación se presentan los impulsos respuesta ante una desviación estándar en la tasa de inflación cíclica, el producto y la tasa de interés. Las funciones de impulso respuesta están expresadas en desviaciones porcentuales respecto del estado estacionario cuyo valor es cero.

6.2.3. Shock de inflación Como se aprecia en la Figura 8, ante un choque en la tasa de inflación, el producto responde de forma positiva y cae rápidamente para ser negativo por 10 trimestres consecutivos. La tasa de interés responde positivamente (0,325) por tres trimestres, para luego ubicarse bajo su nivel de estado estacionario cuando la inflación ya se encuentra estabilizada. Se observa la fuerte prociclicalidad de las vacancias (0,021%), gracias a que su impulso respuesta es similar al del producto. La tasa de desempleo responde con rezago ante el impacto, para aumentar respecto de su nivel de estado estacionario, debido a la caída del producto y la diferencia entre el flujo de entrada y salida. El flujo de entrada al desempleo es positivo (0,01%), hasta converger a su nivel de estado estacionario en 16 períodos después del impacto. El flujo de salida

del desempleo es positivo en el impacto (0,023%), no obstante al período siguiente es negativo por 9 trimestres, luego retorna a su nivel de estado estacionario. En el momento del impacto, ambos flujos responden de forma procíclica ante un choque de inflación.

Respecto del shock de oferta identificado por restricción de signos, vemos respuestas similares en la inflación y la tasa de interés, no así en el producto debido al diferente supuesto que hacemos sobre la pendiente de la curva de oferta y las restricciones en la estrategia de identificación. Vemos que en el momento del impacto la identificación por restricciones de corto plazo no logra hacer un match con las correlaciones entre los flujos del mercado laboral con el producto pero la dinámica es inequívoca.

6.2.4. Shock de producto Se aprecia en la Figura 9 que la inflación no responde en el momento del impacto debido al orden impuesto en las variables, sin embargo aumenta en forma jorobada hasta volver a su estado estacionario después de 11 trimestres desde el momento de impacto, al igual que la tasa de interés, debido a que la entendemos como una función de respuesta ante la inflación y el producto. Las variables del mercado laboral responden en las direcciones esperadas, tanto las vacancias (0,016%) como el flujo de salida del desempleo (0,025%) son procíclicos. El flujo de entrada al desempleo (–0,001%) y la tasa de desempleo (0,0003%) son débilmente contracíclicas. Respecto del shock de demanda identificado con restricciones de signo, la respuesta de las variables es distinta, especialmente la inflación y la tasa de interés debido, principalmente, a la estrategia de identificación. Las vacancias y la tasa de desempleo responden de manera similar en ambas estrategias. La respuesta del flujo de salida del desempleo es positiva (0,025%), mientras que el flujo de entrada es negativo respecto de su nivel de estado estacionario por 8 períodos.

6.2.5. Shock de política monetaria Como se ve en la Figura 8, los efectos del shock sobre la política monetaria son similares a los encontrados por Braun (2006), Braun et al. (2009) y Trigari (2009).

Un aumento exógeno sobre la tasa de interés (política monetaria contractiva) hace caer el producto y la inflación, las vacancias caen mientras que los flujos del mercado laboral responden en direcciones opuestas, ante el ciclo negativo provocado por el aumento en la tasa de interés, el flujo de salida al desempleo disminuye durante cinco trimestres mientras que el flujo de entrada al desempleo aumenta de manera más persistente. Estos efectos generan que la tasa de desempleo sea positiva respecto de su nivel de estado estacionario por 7 períodos. Respecto del esquema de identificación anterior, la respuesta de las variables es de mayor magnitud, las vacancias ya no responden de manera ambigua y se aprecia mayor dinamismo de los flujos que afectan al desempleo.

VII. CONCLUSION El análisis expuesto provee información para nuestro entendimiento respecto del desempleo a nivel agregado en Chile. Primero se caracterizó el comportamiento estadístico de las variables del mercado laboral y las de la economía agregada en frecuencia cíclica para el período que comprende entre el primer trimestre de 1996 y el tercer trimestre de 2016.

Luego, replicamos la descomposición de la variación del desempleo en contribuciones a cambios en los flujos de entrada y salida del desempleo, siguiendo a Fujita y Ramey (2009) y Shimer (2012). Se encontró que la contribución del flujo de salida del desempleo es 55% y la del flujo de entrada al desempleo 45%, resultados similares se encontraron en Elsby et al. (2013) para países como Alemania, Francia, Noruega, Japón y España. Mientras que en períodos recesivos la contribución del flujo de salida del desempleo aumenta a 74% y el flujo de entrada al desempleo cae a 36%.

Esto indica que para la muestra estudiada, las variaciones del desempleo están siendo dominadas por el aporte de la creación de trabajos, efecto que se agudiza cuando la economía entra en recesión. Por esta razón, si pretendemos disminuir el impacto de la tasa de desempleo debemos enfocarnos en políticas que apunten hacia el flujo de salida del desempleo más que en el de entrada.

Finalmente, se estima un VAR estructural para la economía chilena. Mediante la estrategia de identificación por restricción de signos se encuentran resultados similares a la literatura revisada, sin embargo se evidencia que el shock de política monetaria no tiene impacto relevante en las variables del mercado laboral. De la misma manera se aprecia una mayor persistencia del flujo de entrada al desempleo respecto del flujo de salida del desempleo ante el shock de oferta y demanda agregada. Se observa que el shock de oferta agregada es el que más hace variar al flujo de entrada al desempleo.

Del mismo modo, un shock de demanda agregada hace variar en mayor magnitud al flujo de salida del desempleo.

Respecto de la estrategia de identificación basada en el orden de corto plazo de las variables, también se observa la mayor persistencia del flujo de entrada al desempleo respecto del flujo de salida. El signo de las respuestas es acorde a lo esperado teóricamente. Se evidencia que un shock sobre el producto es el que hace variar en mayor magnitud al flujo de salida del desempleo, mientras que un shock sobre la política monetaria explica la mayor varianza del flujo de entrada al desempleo.

Abstract We explore the impact of exchange rate interventions on inflation expectations and exchange rates in Chile. We consider two episodes of central bank interventions during the sample period 2007-2012. Our analysis indicate that interventions did have an impact on daily exchange rate returns.

In terms of inflation expectations, we find that the intervention program carried out in 2008 had a significant, but relatively short-lived, impact on the distribution of inflation expectations at long horizons. In contrast, the intervention carried out in 2011 shows no relevant impact on the distribution of inflation expectations in Chile.

Resumen En este artículo se estudia el efecto de las intervenciones cambiarias respecto de las expectativas de inflación y el tipo de cambio en Chile. Se consideran dos episodios de intervenciones durante el período 2007-2012, encontrando un impacto importante en el tipo de cambio. En relación con las expectativas de inflación, los resultados muestran que la intervención realizada en el año 2008 tuvo un efecto significativo, pero de corta duración, acerca de la distribución de las expectativas de inflación de largo plazo. En contraste, la intervención del 2011 no tuvo efectos significativos de esta distribución de expectativas de largo plazo.

I. INTRODUCTION In 1999, Chile announced the adoption of a fully fledged inflation targeting regime.

Accordingly, a floating regime for the Chilean peso was also adopted. Nevertheless, the Central Bank of Chile also announced that exchange rate interventions would occur if exceptional circumstances justified them. Two natural questions arise: 1) Are exceptional interventions effective in changing the exchange rate? 2) Are exchange rate interventions in conflict with the inflation target? In other words, are inflation expectations in danger of becoming unanchored when such interventions occur?

In this paper, we address these two questions by analyzing whether exchange rate interventions had an impact on exchange rate returns and whether the amount of interventions Granger-cause some measure of inflation expectations.

We consider two episodes of preannounced central bank interventions during the sample period 2007-2012, we notice here that after 2012 the Central Bank of Chile has not implemented additional interventions programs, which explains why our sample period finishes in 2012. Our results indicate that interventions did have an impact on daily exchange returns, especially in the following days after the programs were announced. Regarding the potential impact on inflation expectations, our findings using survey-based measures indicate that the intervention program carried out in 2008 had a significant, but relatively short-lived, impact on the distribution of inflation expectations at long horizons. In sharp contrast, the intervention carried out in 2011 shows no relevant impact on the distribution of inflation expectations in Chile. A daily analysis using break-even inflation rate as a proxy for inflation expectations is roughly consistent with these results.

In the last few decades, an important number of emerging economies have adopted inflation targeting regimes (ITR) for conducting their monetary policy. According to Mishkin (2000), several conditions are required for the adoption of such schemes.

In particular, a purely floating exchange rate regime is needed. This is a critical, or at the very least, controversial condition for emerging economies, which have a long tradition of using explicit or implicit exchange rate targets aimed at either achieving low and stable inflation or at improving the competitiveness of their economy. In this regard, in many cases the transition toward a fully fledged inflation targeting regime has been a little impure at times, given that exchange rate interventions have occurred with some frequency.

If we take seriously the well known “impossible trinit”., small open economies implementing a fully fledged inflation targeting regime should refrain from attempts to explicitly intervene in the foreign exchange market1. In this context, interventions should in theory be useless and furthermore they have the potential to interfere with the inflation target and to compromise the key role that inflation expectations play in this monetary system.

Beyond any theoretical argument, in practice small open economies implementing inflation targeting regimes do intervene in the exchange rate market, sometimes quite often. The effectiveness of these sterilised interventions is the subject of debate and the empirical evidence is mixed: see, for instance, Sarno and Taylor (2001), Kamil (2008), Broto (2013), Adler and Tovar (2014), Dominguez (2006), Fatum and Hutchison (2003) and Contreras, Pistelli and Sáez (2013) for some examples of articles investigating the effectiveness of interventions. Another interesting topic associated with forex interventions is that they may potentially conflict with the conduct of monetary policy.

This is important because, irrespective of their effectiveness, interventions could have side effects on other variables of the economy and, as mentioned by Gersl and Holub (2006) and Gnabo, Mello and Moccero (2010), they might run the risk of being perceived as inconsistent with monetary policy2. In particular, they could have the collateral effect of an impact on the distribution of inflation expectations. This is so mainly for two reasons. First, if as a consequence of an intervention there is a shift in the level of the exchange rate, imported inflation will be affected and inflation expectations should reflect this impact. Second, if the intervention is perceived as a policy reaction that is in conflict with the inflationary target, then the monetary authority might lose credibility and inflation expectations might become more reluctant to respond to the

central bank’s actions3. It is important to say that, even if interventions are sterilized, these two channels may be present.

The rest of the article is organized as follows. Section II presents a short literature review and a description of the Central Bank of Chile’s history of interventions. In Section III we present our empirical approach and our results. Section IV concludes.

II. BRIEF LITERATURE REVIEW AND INTERVENTIONS IN CHILE Most of the empirical literature analyzing exchange rate interventions focuses on the impact that these interventions may have on the exchange rate, its volatility or some measures of liquidity (see, for instance, Sarno and Taylor (2001), Tapia and Tokman (2003) and Berganza and Broto (2012)). Irrespective of the effectiveness of the intervention in achieving the preannounced goal, the intervention itself may induce some collateral effects on other variables in the economy. For instance, interventions may affect order flow, risk premiums and expectations. Interestingly, even if the intervention fails to create a desired impact on a given variable, it may generate an undesired side effect on another variable. This is extremely relevant in inflation targeting countries because an exchange rate intervention “...runs the risk of transforming the exchange rate into a nominal anchor for monetary policy that takes precedence over the inflation target, at least in the eyes of the publi”. (Mishkin (2000)). An interesting analysis of interventions in an inflation targeting economy is found in Kamil (2008).

He points out that policymakers in many emerging inflation targeting economies are attempting to resist currency appreciation while simultaneously trying to meet their inflation targets. Analyzing the case of Colombia, Kamil (2008) finds that exchange rate interventions were effective during the period 2004-2006, when foreign currency purchases were undertaken during a period of monetary easing. In 2007, however, he found that interventions were ineffective in slowing down the appreciation of the domestic currency, as large-scale interventions became incompatible with meeting the inflation target in an overheating economy. In a related article, Ades, Buscaglia and Rumi (2002) focus on the possibility that interventions may be considered excessive by the public. The point here is that, if interventions are not clearly justified, they could threaten the inflation target as people may construct the belief that the implicit target of the central bank is different from the one explicitly announced.

In the particular case of Chile, Ades, Buscaglia and Rumi (2002) find that interventions have not been excessive, as they were aimed at preventing deviations of the exchange rate from its long-run equilibrium value, while in other countries, central 3

banks seem to have intervened against any fluctuation of the exchange rate. Following a similar line of thought, we will explore whether the amount of preannounced central bank interventions Granger-cause the distribution of inflation expectations at long horizons and therefore undermine the inflationary target. Before moving to the empirical analysis, in the next subsection we provide a brief description of the exchange rate interventions carried out by the Central Bank of Chile since 2000.

2.1. Interventions in Chile The inflation targeting regime in Chile was adopted in 1990 in a gradual way because, as Schmidt-Hebbel and Werner (2002) point out, the central bank also pursued an exchange rate target between 1984 and 1999, although the inflation target was dominant in Chile’s dual nominal anchor system.

In 1999 this scheme was tightened up, when Chile adopted a floating regime for the exchange rate. In this new scenario, the central bank reserved the right to intervene in the foreign exchange market in exceptional circumstances such as excessive depreciations or appreciations of the local currency that could have potentially negative effects for the economy4.

Since 2000, the Central Bank of Chile has carried out four intervention programs in the exchange rate market. The first two interventions took place in 2001 and 2002 and shared several common features. First, these two interventions were preannounced by a public press release. Second, they were justified on the grounds of a perceived market overreaction to worsening international conditions. Third, they were implemented in the context of an important depreciation of the domestic currency against the American dollar. Fourth, both interventions were characterized by a mixture of two measures: An increase in the supply of Indexed Bonds in Dollars by an amount that could not exceed US$ 2,000 million and the announcement that a total amount of US$ 2,000 million in reserves could potentially be used in direct sales to the market in the upcoming four months. No specific schedule was established for either of these two operations. Interestingly, the actual amount of direct sales of dollars during the 2002 intervention was exactly zero5.

The intervention programs of 2008 and 2011 were implemented in a very different way. Even though they were also announced in advance, they were justified on the grounds of the benefit that an accumulation of international reserves could bring to the country in circumstances of international financial turmoil. These two interventions were carried out in a context of an appreciating domestic currency and were implemented via direct purchases of dollars only. In particular, in April 2008, 4

the central bank argued that an increase in the level of international reserves would be useful in order to counter deteriorating international conditions. In that occasion, the exact mechanism adopted was to increase the level of international reserves by the amount of US$ 8,000 million through daily dollar purchases of US$ 50 million that would span the period from Monday, April 14 to December 12, 2008. Similarly, in January 2011, the central bank announced another program of accumulation of reserves with the same basic objective of being better prepared to face the event of a significant deterioration in the external environment. The basic plan was to acquire a total of US$ 12,000 million during the year 2011 by daily dollar purchases of US$ 50 million from January 5 to December 16 2011. While the last intervention in 2011 was carried out as planned, the intervention in 2008 was abruptly stopped on September 29 2008, when only 71.88% of the preannounced accumulation of reserves was actually acquired6. After this announcement, no further purchases of dollars were carried out. The central bank argued that this decision was made in order to mitigate the consequences that the global financial turmoil might have had on the Chilean economy.

Figure 1 displays the evolution of the Chilean peso/dollar exchange rate in the last 12 years. Intervention periods are depicted by four shaded bars.

In the next section, we will show some empirical results aimed at determining a predictive relationship between exchange rate interventions and both exchange rate returns and inflation expectations.

III. EMPIRICAL APPROACH 3.1. The impact on exchange rate returns In this subsection we focus on analyzing the consequences of forex interventions on exchange rate returns. We place our attention both on the announcement of the intervention programs and on the direct dollar purchases per se. We do this by using daily data which will allow us to capture the timing of the interventions programs adequately. In the case of the last two intervention programs in Chile, we identify three relevant announcements:

Announcement 1: On April 10, 2008, the Central Bank of Chile published a press release between 7:15 PM and 7:45 PM indicating that an intervention program would start on April 14, 2008. A total of US$ ,8000 million would be purchased at a rate of US$ 50 million every day7.

Announcement 2: On September 29, 2008, the Central Bank of Chile published a press release between 5:40 PM and 5:48 PM indicating that the intervention program announced on April 10, 2008 would be discontinued immediately after the press release. After this announcement, no further dollar purchases were carried out. The central bank argued that this decision was made in order to mitigate the consequences that the global financial turmoil might have on the Chilean economy8.

Announcement 3: On January 3, 2011, the Central Bank of Chile published a press release at 6 PM indicating that an intervention program would start on January 5, 2011. A total of US$ 12,000 million would be purchased at a rate of US$ 50 million every day.

Figures 2-4 show the level of intraday spot exchange rate around the intervention announcement. They suggest that the announcement itself caused an important shift in the level of the exchange rate9. In these figures, we use different colours to identify

during a five-minute window. We also include in our data the open and close price. In summary, our data are heterogenous, but they share the common feature of being either five-minute prices or the representative exchange rate during the shortest available window when no transactions are recorded during a five-minute window.

Therefore At takes the value of 8 on April 10, 2008, the value of –2.25 on September 29, 2008 and the value of 12 on January 3, 2011. These numbers correspond to the total size of the intervention programs announced. In the case of the negative number, it corresponds to the sudden interruption of the 2008 intervention program. Let us recall that the 2008 program was supposed to buy US$ 8,000 million. It only purchased US$ 5,750 million, so we assume that the market was surprised by the interruption of the program in terms of the US$ 2,250 millions that were not fulfilled.

Table 1 shows the results of the maximum likelihood estimation of (1). This table indicates that the direct purchases of dollars carried out in 2008 had a statistically significant effect on daily exchange rate returns. The similar dollar purchases carried 10

out during the 2011 intervention are not statistically significant, however. Nevertheless, our announcement variable is statistically significant, suggesting that the intervention announcements shifted upwards exchange rate returns, which is consistent with the evidence depicted in Figures 2-4.

3.2. The impact on break-even inflation rate We now focus on the estimation of the effect of exchange market interventions on a measure of break-even inflation rate. We consider a measure that should be interpreted as an expectation of the inflation that will be accumulated over one year, starting 12 months from the current period. We use this variable as a proxy of the two-years ahead inflation expectations. From Table 2, we see that in all our specifications the announcement variable is statistically significant at high confidence levels. The sign of the estimated coefficient is also easy to interpret, as the announcement of a dollar purchase program may generate a rise in inflation expectations. These results suggest that an intervention announcement for $ 10 billion tends to raise inflation expectations between 24 and 59 basis points on the day after the announcement takes place.

Direct dollar purchases in 2008 are sometimes statistically significant with a positive sign, whereas the variable capturing direct dollar purchases in 2011 is not statistically significant at usual levels.

This analysis suggests that forex interventions in Chile had an impact on the breakeven inflation rate, especially at the moment of the announcement of the intervention programs. To the extent that break-even inflation rate may be consider a good proxy of inflation expectations, the results in Table 2 are consistent those that we report next when working with survey-based measures of inflation expectations.

3.3. The impact on inflation expectations We engage in two different exercises to analyze the relationship between exchange rate interventions in Chile and different measures of inflation expectations. We use monthly data for Chilean CPI, the monthly amount of dollar purchases carried out by the Central Bank of Chile, a set of covariates and nine deciles of inflation expectations at 1, 12 and 24 months ahead. These deciles are obtained from the Survey of Professional Forecasters (SPF) carried out by the Central Bank of Chile on a monthly basis.

While it is of general academic interest to analyze the impact of forex interventions

on inflation expectations at any horizon, we are particularly interested in the impact on expectations two years ahead. This is because the Central Bank of Chile has an explicit inflationary target of 3 percent within this particular horizon.

In the next subsections we describe the methodology and results of our exercises.

This may pose a problem in a regression with a small number of observations. Figure 5 below shows the median of inflation expectations at 1, 12 and 24 months ahead. This figure shows that inflation expectations at longer horizons are quite persistent. This feature is also shared by other deciles of inflation expectations two years ahead, as shown in Figure 6. Figure 7 shows that when taking first differences, the reduction in the persistence of inflation expectations is important, at least for expectations 1 and 12 months ahead.

It is also worth noticing that the disagreement between the different respondents of the SPF is also important as shown in Figure 8. In this picture we plot the difference between the ninth and first decile of inflation expectations. The gap shown in this picture is, at times, substantial.

We estimate the system of nine equations in (3) using a seemingly unrelated approach. Therefore the possible high correlation between the different expectations deciles is explicitly taken into consideration to get more precise estimates of the parameters.

Given the reduced number of observations in our analysis, we consider a relatively low number of covariates. Basically we select those variables that, in our opinion, are the most relevant to describe the evolution of inflation expectations. We use: Chilean year-on-year CPI inflation, monthly average of the Federal Reserve Funds rate, monthly average of the Dow Jones index, monthly World Bank Commodities

Tables 3-5 below show the results of the estimation of (3). In these tables we report the γ coefficient associated to the intervention variable. We also report its t-statistic, its p-value (called “Pro”. in the tables) and the R2 of the corresponding equation. Table 3 shows that the amount of interventions do not Granger-cause inflation expectations one month ahead. In fact, not a single decile seems to be determined by the amount of the intervention.

Table 4 below shows a quite different view for inflation expectations 12 months ahead as eight out of the nine deciles are statistically not indifferent to the amount of interventions at the 10% level. In terms of the economic interpretation, we see coefficients that are far from negligible. For instance, for the median of inflation expectations one year ahead, we obtain a coefficient of 0.313, indicating that an increment of $ 1 billion in purchases predicts a rise of 31.3 basis points in inflation expectations one year ahead. It is interesting to remark that the impact is the highest in the case to the ninth decile. In this case an increment of $ 1 billion in purchases predicts a rise of 39.4 basis points in inflation expectations one year ahead.

Table 5 below indicates that the amount of the interventions seems to have an impact on only two or three deciles of the distribution of inflation expectations two years ahead. In particular, the impact on the median of the distribution is statistically significant with an 89% confidence level. The economic impact is much lower than in

It is interesting to remark that this impact is the highest in the case of the fourth decile. In this case, an increment of $ 1 billion in purchases predicts a rise of 9.5 basis points in inflation expectations two years ahead.

In Table 6 below, we summarize the results shown in Tables 3-5 but now considering joint tests rather than single tests for each expectation decile. In the first two columns, we show results when we test the null hypothesis that all nine γ ih coefficientes are zero. In the last two columns, we focus on a null hypothesis in which only the five central parameters are jointly equal to zero. These are the parameters associated with the third, fourth, fifth, sixth and seventh deciles. It is interesting to note that: the joint tests cannot reject the null when considering expectations one month and one year ahead; and the null is strongly rejected, however, when considering the distribution of inflation expectations two years ahead13.

Tables 3-6 display the results when estimating (3) without making a distinction between the two intervention programs carried out in our sample period. Consequently, results in these tables may be considered as the average impact of the two intervention programs. We may as well try to explore the impact of each of the programs. γ ih(1) & γ ih(2) will help us decompose the impact of each intervention on the distribution of inflation expectations.

Tables 7-9 next show the results of γ ih(1) in the estimation of the system in (5).

In Table 10 we summarize the results shown in Tables 7-9 but now considering joint tests rather than single tests for each expectation decile.

Tables 7-10 provide much stronger results that those shown in Tables 3-5. In particular, Table 10 shows that the 2008 intervention had a significant impact on the center of the distribution of inflation expectations at every single horizon under consideration. The economic significance is also stronger when analyzing the 2008 intervention only. For instance, an increment of $ 1 billion in purchases predicts a raise of 48.6 basis points in inflation expectations one year ahead, which is much higher than the 31.3 basis points shown for the same decile in Table 4. Similarly, the maximum impact reported in Table 5 is less than 10 basis points whereas the maximum impact reported in Table 9 is 35 basis points for expectations 2 years ahead.

In sharp contrast with the remarkable results reported in Tables 7-10, Tables 11-13 show figures indicating that the intervention carried out in 2011 had little effect on

the distribution of inflation expectations. In fact, the only statistically significant figure reported in these tables corresponds to the impact of the interventions on the ninth decile of the distribution of inflation expectations one year ahead. For the rest of the deciles and expectations horizons, no statistically significant impact is detected whatsoever. The joint tests reported in Table 14 corroborate these findings.

Results in Tables 3-14 suggest that the interventions in 2008 and in 2011 had different implications over the distribution of inflation expectations. Results reported in Tables 3-5 are probably significant mainly as a consequence of the intervention carried out in 2008. This distinction is important as the macroeconomic conditions surrounding both interventions were very different. It is possible that the high levels of inflation preceding the 2008 intervention may have created an inappropriate environment for an intervention to take place without collateral effects. This is just a hypothesis. The precise reasons behind the different results associated to the two similar intervention programs are ultimately unknown, and are left as a subject for further research14.

Thus far we have investigated whether the interventions carried out in 2008 and 2011 in Chile had an impact on the distribution of inflation expectations or not. In the next section, we further explore the nature on these impacts. In particular we place our attention on the duration of the impact via an impulse-response analysis.

3.3.2. Impulse-response analysis Our previous analysis offers an answer to the question about the predictive power of the interventions on the distribution of inflation expectations. With Tables 3-14, we have shown that interventions did have the ability to predict some changes in the distribution of inflation expectations in 2008. We now focus on the dynamic response of the distribution of inflation expectations to an intervention shock. In particular we would like to know something about the persistence of this response. To that end, we estimate a reduced VAR using several endogenous and exogenous variables. We estimate a VAR(1) with the variables in first differences just as we do with the previous exercise (SUR). We consider only a first-order VAR due to our small sample size. First we run a total of 27 VARs, one for each inflation expectation decile and horizon. Then we split the intervention variable Mt into its two components M t(1) and M t(2) defined in (6) and (7). Then we estimate again a total of 27 VARs, one for each inflation expectation decile and horizon but replacing the intervention variable Mt by its two components M t(1) and M t(2) .

Figures 9-11 show non-orthogonalized impulse response functions and their respective 90% confidence bands for every single inflation expectation decile when we run the VAR(1) with the intervention variable Mt. The shock is $ 1 billion in dollar purchases. These figures indicate that the impact on inflation expectations is relatively short-lived, as after a few months the response is not statistically significant at the 10% significance level.

Figures 12-17 show non-orthogonalized impulse response functions and their respective 90% confidence bands for every single inflation expectation decile when we split the intervention variable Mt into its two components M t(1) and M t(2) . This allows us to analyze the impact of the two intervention periods separately. Figures 12-14 show impulse-response functions after a $ 1 billion intervention shock in 2008.

Figures 15-17 show impulse-response functions after a $ 1 billion intervention shock in 2011. While the impact of the intervention in 2008 is still reported as much higher than that of the intervention in 2011, Figures 12-17 corroborate our previous findings as the impact on inflation expectations is relatively short-lived.

Actually, after six months the response is not statistically significant at the 10% significance level.

IV. CONCLUSIONS Sterilised exchange rate interventions are controversial for a number of reasons.

Part of this controversy is related to the huge amount of resources that are typically involved. They are also controversial because it is not entirely clear if they are successful in fulfilling the implicit or explicit goal they are designed to satisfy, and the empirical evidence provides mixed results in this respect. In the case of inflation targeting countries, there is an additional source of controversy: irrespective of their effectiveness, interventions may have the collateral effect of an undesired impact on the distribution of inflation expectations. This may happen because it may be not entirely clear whether monetary policy actions are focused on the inflation target or on any other implicit target related to the exchange rate.

As in many small open economies with an inflation target, Chile’s monetary authorities have decided to intervene the exchange rate market in several occasions.

Using data from the last two intervention periods in Chile, we have focused our attention on the linkage between the amount of exchange rate interventions and both exchange rate returns and the distribution of inflation expectations in Chile. We find that interventions have an impact on exchange rate returns and that the amount of the intervention Granger-causes several deciles of the distribution of inflation expectations at long horizons.

Notwithstanding the above, our results suggest that the interventions in 2008 and 2011 had different implications for the distribution of inflation expectations. Whereas the impact during the intervention program in 2008 was both economically and

statistically significant, the impact during the 2011 program was almost negligible. This distinction is important as the macroeconomic conditions surrounding both interventions were very different. It is possible that the high levels of inflation preceding the 2008 intervention may have created an inappropriate environment for an intervention to take place without collateral damage. This is just a hypothesis. The precise reasons behind the different results associated to the two similar intervention programs are ultimately unknown, and are left as a subject for further research.

These results seem to show that the side effects of exchange rate interventions over the distribution of inflation expectations may naturally depend on the economic environment in which they are implemented. Well aware of the possible conflict between an inflationary target and forex interventions, Chile’s monetary authorities have explicitly left room for occasional interventions in exceptional circumstances of excessive depreciation or appreciation of the local currency. According to our results the last intervention episode in Chile posed no serious threat to the inflation target.

Nevertheless, they also suggest that the intervention program carried out in the year 2008 may have shifted upward the distribution of inflation expectations two years ahead.

Resumen Este documento examina el rol del tipo de cambio en Perú utilizando un modelo estocástico para una economía pequeña y abierta que es identificado mediante un modelo estructural con vectores autorregresivos (SVAR) con restricciones de largo plazo a lo Blanchard y Quah. La descomposición de varianza indica que los choques reales de oferta y demanda son la principal fuente de fluctuaciones de los ciclos económicos en Perú y que conforme pasan los trimestres van ganando relevancia en explicar los movimientos del tipo de cambio. Estos resultados sugieren que el tipo de cambio juega un rol de absorber los choques reales que afectan la economía peruana.

Abstract This paper examines the role of the exchange rate in Peru using a stochastic model for a small open economy that is identified through a structural model with autoregressive vectors (SVAR) with long term restrictions to the Blanchard and Quah. real supply and demand shocks are the main source of fluctuations in the economic cycles in Peru and that, as the quarters pass, they are gaining relevance in explaining the movements of the exchange rate. These results suggest that the exchange rate plays a role in absorbing the real shocks that affect the Peruvian economy.

1. INTRODUCCION Las economías pequeñas y abiertas como la peruana están constantemente expuestas a choques externos e internos. Ante estas circunstancias, un manejo adecuado de la política cambiaria juega un rol importante para asimilar dichos choques. La teoría económica señala que, ante un tipo de cambio flexible, los choques de demanda tienen un efecto limitado en la inflación y el producto en el corto plazo, mientras que ocurre lo contrario con un tipo de cambio fijo. En vista que un régimen con tipo de cambio flexible promueve una política monetaria independiente, esto permite que las tasas de interés y el tipo de cambio absorban los choques de demanda. En este sentido, para economías que experimentan choques de demanda significativos y frecuentes puede ser más conveniente adoptar un esquema con tipo de cambio flexible que permita estabilizar la inflación y el producto.

En años recientes, varios estudios (An y Kim, 2010; Artis y Ehrmann, 2000; Bjornland, 2004; Clarida y Galí, 1994; Edwards y Yeyati, 2005; Farrant y Peersman, 2006; Funke, 2000; Goo y Siregar, 2009; Kim y Lee, 2008; Korhonen y Mehrotra, 2009; Thomas, 1997) han explorado el rol que juega la política cambiaria. En el caso de las economías asiáticas, An y Kim (2010), Goo y Siregar (2009), y Kim y Lee (2008) han estudiado el rol del tipo de cambio en Japón, Indonesia y Tailandia; y Corea del Sur, respectivamente. Estos estudios destacan que el tipo de cambio absorbe los choques en Japón, mientras que en Corea del Sur es una fuente de choques. En el caso de Indonesia y Tailandia, el tipo de cambio resulta ser una fuente de choques antes de la Crisis Asiática y un amortiguador de choques después de la misma.

Clarida y Galí (1994) analizan la relación entre el producto y el tipo de cambio real entre Estados Unidos, Japón, Alemania, Reino Unido y Canadá y encuentran que alrededor del 90% de las fluctuaciones del producto pueden ser atribuidas a choques reales y que cerca del 60% de los movimientos del tipo de cambio pueden ser atribuidos también a choques reales. Por su parte, Canzoneri, Valles, y Vinals (1996) también encuentran que los choques de oferta y demanda explican casi toda la variación del producto relativo entre Alemania y Austria, Holanda, Francia, Italia, España y Reino Unido.

En este trabajo se utiliza un modelo macroeconómico estocástico para una economía abierta consistente con un modelo Estructural de Vectores Autorregresivos (SVAR).

Se utiliza el modelo teórico para identificar los choques estructurales del SVAR por medio de la descomposición de Blanchard y Quah (1989). Después de identificar los cuatro choques del modelo (oferta, demanda, financiero y monetario), mediante el análisis de descomposición de varianza se encuentra que el tipo de cambio actúa absorbiendo choques reales a la economía peruana.

El resto del documento está organizado de la siguiente manera: en la Sección 2 se presenta una descripción del modelo teórico, mientras que en la Sección 3 se describe el modelo SVAR y en la Sección 4 se presentan los resultados. Finalmente, las conclusiones.

2. MODELO MACROECONOMICO ESTOCASTICO PARA UNA ECONOMIA PEQUEÑA Y ABIERTA Como marco teórico se utiliza el modelo macroeconómico para una economía abierta desarrollado por Obstfeld (1985), y Clarida y Galí (1994). Se trata del modelo estocástico de dos economías con expectativas racionales y rigidez de precios. Sin embargo, el modelo es extendido para incluir choques financieros que son definidos como cambios inesperados en la prima de riesgo. Intuitivamente, esta modificación resulta importante debido a que los choques financieros son una posible fuente de fluctuaciones cambiarias, especialmente en economías pequeñas como la peruana.

Además, como demuestra Dabrowski (2012), si los choques financieros no son identificados se pueden combinar con los choques de demanda y monetarios, lo que puede distorsionar los resultados empíricos. La segunda extensión del modelo es que todos los choques (no solo los de demanda) pueden tener componentes transitorios y permanentes.

El modelo consta de cuatro bloques, los que son las relaciones IS y LM, la condición de paridad descubierta de tasas de interés y la relación de fijación de precios:

3. ESTRATEGIA EMPIRICA Y DATOS 3.1. Metodología empírica Los principales resultados de las Ecuaciones (9)-(12) son utilizados como restricciones para identificar los choques y estimar la versión SVAR del modelo teórico.

Utilizar un modelo VAR permite mayores relaciones dinámicas entre las variables al incluir rezagos en el sistema.

Además, estimar el modelo estocástico utilizando un SVAR con cuatro variables permite identificar empíricamente los cuatro choques estructurales. Se asume xt como un vector de procesos estacionarios en covarianza con una forma en promedio móviles de su forma SVAR con el vector de choques originales:

El vector de choques estructurales ε t directamente no es observable. Sin embargo, ε t puede ser identificado a partir de la estimación de la representación con promedios móviles de la forma reducida del VAR:

Debido a que var(ε t ) es normalizada como una matriz de identidad, la matriz de covarianzas de los residuos puede ser definida como Ω = D0 D0′ . Entonces, para poder identificar el modelo estructural se necesitan seis restricciones adicionales para identificar D0 . Estas restricciones se determinarán en los multiplicadores de largo plazo de la matriz D(L).

Blanchard y Quah (1989) y Clarida y Galí (1994) sugieren que estas restricciones de largo plazo estén basadas en la teoría económica tal que permita identificar los choques a base de la respuesta de las variables en el largo plazo. 3.2. Datos Se utiliza información trimestral desde el 2002 hasta el 2017. El PBI real es utilizado como medida de producto. La tasa de interés real es calculada como la diferencia entre la tasa de interés interbancaria y la tasa de inflación. El tipo de cambio real está en función del tipo de cambio nominal fin de período definido como la moneda extranjera (dólar) en función de la moneda local, tal que un incremento del tipo de cambio implica una depreciación de la moneda local. El nivel de precios es medido con el Índice de Precios al Consumidor. El producto relativo y el nivel de precios relativos son construidos como la diferencia en logaritmos de las variables domésticas y externas. El diferencial de las tasas de interés es la diferencia entre la tasa doméstica y la tasa externa medida con la tasa de los Fondos Federales de la Fed.

4. RESULTADOS 4.1. Modelo con dos variables En línea con Canzoneri, Vallés Liberal y Viñals (1996), se empieza el análisis empírico con el modelo VAR más parsimonioso posible que incluye solo dos variables: el producto relativo y el tipo de cambio. Esto permite identificar dos choques estructurales: no neutral o permanente ε tp y neutral o transitorio ε tn , dependiendo de su impacto de largo plazo en el producto relativo. Los resultados de la descomposición de varianza de ambas variables se describen en el Cuadro 1 y muestra que el choque que explica las fluctuaciones del producto es distinto del que determina los movimientos del tipo de cambio. El producto relativo registra una influencia bastante fuerte de los choques permanentes, los que llegan a explicar cerca del 90% de la varianza hacia un horizonte de un año. En cambio, poco más del 60% de las fluctuaciones del tipo de cambio son explicadas por los choques transitorios. Estos resultados en principio sugieren que el tipo de cambio es una fuente de choques para la economía. No obstante, la influencia alta y rápida de los choques transitorios sobre el tipo de cambio tiene un impacto limitado en el producto, mientras

que el choque permanente del producto se va volviendo más importante en explicar los movimientos del tipo de cambio conforme pasan los trimestres. Así, el tipo de cambio como fuente de choques tiene un efecto transitorio y limitado sobre el producto, pero conforme los choques permanentes sobre el producto se van propagando el tipo de cambio empieza a ajustarse para ir absorbiendo parte del choque.

Es importante destacar que la forma en la que están definidos los choques puede generar problemas debido a que los choques transitorios pueden resultar una combinación de choques de demanda, financieros y monetarios. Así, Borghijs y Kuijs (2004) y Canzoneri et al. (1996) indican que la interpretación de los choques transitorios puede ser ambigua en el caso del VAR parsimonioso con dos variables.

4.2. Modelo con tres variables Con la finalidad de distinguir los choques reales de demanda de los choques monetarios se utiliza un modelo VAR con tres variables. Siguiendo a Clarida y Galí (1994) se construye un modelo con el producto relativo, el tipo de cambio real y el nivel relativo de precios. En este caso, tres choques estructurales pueden ser identificados: oferta ε ts , demanda ε td y monetario ε tm . El modelo es

donde las restricciones de identificación son D12 (1) = D13 (1) = D23 (1) = 0 , es decir, los choques de demanda no afectan el producto en el largo plazo y los choques monetarios son neutrales para el producto y el tipo de cambio. El Cuadro 2 muestra la descomposición de varianza con un horizonte de proyección de hasta un año.

Primero, más del 80% de las fluctuaciones del producto son explicadas por los choques de oferta. Segundo, cerca del 70% de las fluctuaciones cambiarias son explicadas principalmente por los choques de demanda, mientras que los choques monetarios explican menos del 1%. Finalmente, los choques reales explican poco más del 30% de la varianza del nivel de precios. Entonces, se obtienen resultados similares a los encontrados con el modelo con dos variables que sugieren que el tipo de cambio juega un rol absorbiendo choques.

Si bien el VAR con tres variables da mayores indicios de los choques detrás de las fluctuaciones cambiarias, no se puede hacer la distinción entre choques financieros y monetarios. Sin embargo, el problema puede ser resuelto al introducir un choque financiero por medio de un modelo VAR de cuatro variables.

Asimismo, los choques monetarios son neutrales al producto, el diferencial de tasas y el tipo de cambio.

La importancia de los choques se muestra en el Cuadro 3. La descomposición de varianza del producto es dominada por los choques de demanda que llegan a explicar hasta cerca del 70% de la varianza. Por su parte, alrededor del 60% de las fluctuaciones del tipo de cambio son influenciadas por los choques financieros. Sin embargo, los choques de oferta llegan a explicar cerca del 30% de la varianza del tipo de cambio. Los choques financieros explican simultáneamente los movimientos del tipo de cambio y el producto, pero el efecto sobre este último es bajo (14%) y

transitorio. En contraste, tanto los choques de oferta como de demanda, que son las principales fuentes de fluctuaciones del producto, van ganando importancia en explicar las variaciones del tipo de cambio conforme pasan los trimestres. Así, nuevamente se tiene evidencia de que el tipo de cambio juega un rol en absorber otro tipo de choques.

5. CONCLUSIONES Este documento examina el rol que tiene el tipo de cambio en los ciclos económicos de la economía peruana. Para ello se estima un modelo SVAR con restricciones de largo plazo en función de un modelo teórico para una economía pequeña y abierta.

El análisis de descomposición de varianza muestra que pese a que los choques financieros determinan simultáneamente las fluctuaciones del producto (14%) y del tipo de cambio (64%), los choques reales (oferta y demanda) son la principal fuente de fluctuaciones de los ciclos económicos en Perú. Además, en la medida que pasan los trimestres los choques reales van ganando importancia en explicar los movimientos del tipo de cambio. Estos resultados sugieren que el tipo de cambio absorbe los choques reales que afectan la economía peruana y que como fuente de choques financieros su impacto es limitado.

1. INTRODUCTION This paper analyzes, within a Ramsey-Koopmans framework, the cost, in economic terms, of marrying an individual with a different degree of impatience (pure rate of time preference) and/or a different degree of aversion to variability in consumption over time. This will be done considering consumption utility only, fully aware that there are many good reasons, unrelated to consumption trajectories, that give rise to the expression that “unlike poles attract each other”.

Specifically, we will measure how much richer spouse-2 has to be in order to compensate for the cost, in terms of consumption utility, he/she imposes on spouse1, due to his/her differences in the pure rate of time preference and/or the degree of relative aversion to variability in consumption over time.

We will assume a utility function at the individual level exhibiting a constant elasticity of marginal utility of consumption, which in an uncertainty context would typically imply a constant relative risk aversion coefficient1.

2. THE SINGLE INDIVIDUAL Assume a single individual who is analyzing the decision of whether or not to get married. His/her default consumption trajectory is assumed to be the result of the maximization problem: Max J =

This is the value, in utils, that the single individual places on his/her consumption trajectory.

The Married Individual The question now is how rich, in terms of equivalent annual wages, should the spouse be in order to maintain the utility value of market goods.

To answer this question, we will assume, only for simplicity, that there are no economies of scale in household production, in spite of well documented evidence on the contrary4. In fact, economies of scale are possibly the main economic reason why people get married. What this paper will show is that economies of scale are at least partially compensated when couples differ in their utility functions.

Under the assumption of no economies of scale, if two people with identical tastes, income and wealth get married, consumption costs would simply double and individual consumption-utility levels would not change after marriage.

In what follows, we will assume that spouse-1 has equivalent annual earnings equal to w, as before, and that spouse-2 has equivalent annual earnings equal to bw.

They differ also in their tastes, both in the time preference parameter, r, and in the aversion to variability in consumption, as expressed in the parameter q5.

Additionally, we will assume that they have agreed to follow the same consumption path, each consuming half the total in each moment. It is difficult to have one spouse consume more, and then less, than the other at different points in time. They have also agreed, as a result of negotiation, to maximize the sum of their utilities to determine their joint consumption path. For simplicity, we have assumed no children in the model.

The rate of growth in consumption is not constant in the married-couple case, as it was in the single-individual case. This is because the sum of isoelastic utility functions (r − ρ1 ) and (r − ρ2 ) with is not isoelastic. It is, nevertheless, a weighted average of θ1 θ2 weights adding to one but varying through time.

Weights are not independent of the scale in which consumption is measured (dollars or thousands of dollars, for example). We have scaled c(t) in such a way that the average annual rate of growth in consumption equals the simple average of (r − ρ1 ) and (r − ρ2 ) during the full period from t = 0 to t = T. θ1 θ2 3. THE DATA This section presents the different parameters and variables involved in the model.

To determine a value for the interest rate, in real terms, the Long Term Real Rate Average was used, as published by the U. S. Department of the Treasury (2017). The Long-Term Real Rate Average is the unweighted average of bid real yields on all outstanding TIPS with remaining maturities of more than 10 years and is intended as a proxy for long-term real rates. The unweighted daily average of 1.58% for the last 15 years ending on June 30, 2017 was used.

To estimate T, the assumption is that the single individual is considering marriage for the first time. According to the United States Census Bureau (2016), the median age at first marriage is, as of 2016, 29.5 in the case of men, and 27.4 in the case of women. Using the actuarial life tables for men and women presented by the United States Social Security Administration (2014) for the Social Security area population, a “couple’s life expectancy”, when he is 30 and she is 27 (rounded to nearest full year), is 43.45 years. This is the expected time until the first of them dies. T will be set at 43.45 years, assuming they marry until death do them part.

Annual wages were obtained from the Occupational Employment Statistics Survey, of the Bureau of Labor Statistics of the Department of Labor of the United States (2016). The median cross-industry national annual wage is estimated at US$ 37.040 in May 2016.

To this number, we must add the equivalent annual wage corresponding to net assets at t = 0. To estimate net assets at t = 0, we used the data from the Survey of Consumer Finances, of the United States Federal Reserve Board (2013). Family median net worth –the difference between families’ gross assets and their liabilities– for the year 2013, was estimated at US$ 10,400, when the head of household was under 35 years of age. We simply divided this value by two to get each spouse-to-be’s net worth at the time of marriage. The corresponding annual wage, using r = 1.58% and T = 43.45, consistent with the numbers above, is 165 dollars.

We will set w at US$ 37,205, adding the two components described.

For the parameter q, or elasticity of marginal utility of consumption, descriptive and normative approaches have been tried in the literature with correspondingly different results7. The European Commission (2008) estimates values, for selected European countries, ranging from 1.12 (Poland) to 1.79 (Italy). The Stern Review (2007) sets this parameter at 1. Cowell and Gardiner (1999) consider the range 0.5 to 4 to be reasonable, while Pearce (2003) proposes values within the 0.5 to 1.2 range.

Finally, Zhuang, et al. (2007), in a survey of the theory and practice in the choice of social discount rates for cost-benefit analysis, cite different studies, with a range of empiricial estimates of the elasticity of marginal utility of consumption going from 0.2 to 4. We will use a range from 0.2 to 4, to include all the above estimates.

For a range of the parameter r, or pure rate of time preference, the estimates by the European Commission8 for selected European countries, go from 0.9% (France) to 1.4% (Hungary). Florio and Sirtori (2013), in a study of 20 European Union countries, estimate the pure rate of time preference in the range from 0.63 (Ireland) to 1.29 (Hungary). The Stern Review9 sets this parameter at 0.1%. Finally, Zhuang, et al.10, cite different studies, with a range of empiricial estimates of the utility discount rate going from 0.1% to 2.2%11. We will use a range from 0.1% to 2.2%, to include all the above estimates.

It should be noted that the above estimates for q and r are country averages, not values at the individual level. This is why we decided to use the widest possible range, within the limits found in the revised literature.

Table 1 shows a summary of the assumed stylized facts of the model.

With these parameters, the single-individual optimal annual growth rate in consumption ranges from –3.1% (high r, low q) to 7.4% (low r, low q). The extremes both have a low aversion to variability in consumption, q, since the optimal rate of growth depends positively (negatively) on q depending on whether r is greater or less than r, respectively.

4. MODEL CALIBRATION AND RESULTS The purpose of this paper is to measure how much richer spouse-2 has to be in order to compensate for the cost, in terms of consumption utility, he/she imposes on spouse-1, due to his/her differences in the pure rate of time preference and/or the degree of relative aversion to variability in consumption over time.

If both spouses have the same pure rate of time preference and degree of aversion to variability in consumption, then spouse-2 will have to have the same income as spouse-1 for spouse-1 to have the same consumption utility as when being single. In this case, b = 1.

In what follows, we will determine b for a highly patient/impatient individual who considers marrying a highly impatient/patient individual. We will assume that both spouses-to-be have a low aversion to variability in consumption, in order to work with the biggest possible difference in the rates of growth each considers optimal.

As mentioned before, consumption was scaled so that the average annual rate of (r − ρ1 ) (r − ρ2 ) growth in consumption equals the simple average of and during θ1 θ2 the full period from t = 0 to t = T. The average rate of growth in consumption between spouses at the opposite ends is 2.15% (–3.1%% and 7.4% as mentioned above).

Equation (7) was solved numerically using the Runge-Kutta method, fixing ct at t = 0 with this scale-related restriction.

Couple’s earnings (w + bw) was then calculated so that the present value of earnings equals the present value of consumption, at the interest rate of 1.58% used.

This procedure scales earnings to the same units as consumption.

We then solved for w in the individual maximization problem so that J* in equation (4) equals J1* in equation (5). Integration of J1 in equation (5) was done using Simpson’s Method, with dt = T/5,000. b was then calculated for the two extreme cases: (r1; q1; r2; q2) = (0.1%; 0.2; 2.2%; 0.2) and (2.2%; 0.2; 0.1%; 0.2).

In the first case, b = 1.0462, meaning that the patient individual (who has a low aversion to variability in consumption), requires that the impatient spouse-to-be (who has also a low aversion to variability in consumption) earn at least 4.62% more than him/her to maintain the utility level he/she had as a single individual. At annual wages of US$ 37,205, this amounts to 1,717 dollars annually, or 53,983 dollars in present-value terms.

Numbers change drastically in the second case, where b = 1.1324, meaning that the impatient spouse requires that the spouse-to-be earns at least 13.24% more than him/her to maintain the utility level he/she had as a single individual. At annual wages of US$ 37,205, this amounts to US$ 4,926 dollars annually, or 154,859 dollars in present-value terms.

5. FINAL REMARKS This paper has shown that it is possible to estimate the cost that an individual’s impatience, or aversion to variability in consumption, imposes on a patient partner, by using a Ramsey-Koopmans type model which analyzes a marriage decision.

If they do marry, in spite of these differences, there are at least two possible explanations:

There are economies of scale in household production. Browning, Chiappori and Lewbel12 find that two singles require about 50 percent more total expenditure than a couple to buy the same equivalent consumption levels. This represents, according to them, an upper bound. Part of these economies of scale would be taken away if spouses differ in their rates of time preference and/or their aversion to variability in consumption.

If there were no economies of scale, as assumed here, then, if they do marry in spite of their differences in the degree of impatience or aversion to variability in consumption, it is because non-consumption utility is increased when doing so. At a minimum in this case, non-consumption utility associated to marriage, including love for each other, would be valued at the numbers derived above.

The framework proposed should also be useful when analyzing business partnerships where one partner is interested in short-term dividends and the other in long-term investments.
