Official Rules for the Conduct of Royal Ranger Pinewood Derby Adopted by Central Section Royal Rangers
STATEMENT OF PURPOSE The Royal Ranger Pinewood Derby Project was started with the intent of having a project that a father and son could work on together and to give the boy with no father at home an opportunity to learn with his father image, leader, or sponsor. Through this project each boy will learn many woodworking skills and good sportsmanship con-ducted in a Christian manner.
Please allow the boy to experience as much of the joy of this project as he can. God bless you and may the best car win.
FORMAT OF COMPETITION 1. All races will start at the specified time and participants must allow time to register their cars prior to race time. The races will be conducted in a multiple elimination format (see Race Procedures). 2. Participants will be charged a registration fee to enter a car in the derby. The fee for participants affiliated with a chartered outpost is $8 per car; the fee for participants affiliated with a non-chartered outpost is $10 per car. 3. Classes include Ranger Kids, Discovery Rangers, Adventure Rangers, Expedition Rangers, Commanders, Missionettes/Impact Girls and Open Class. Only chartered Rangers and Commanders are eligible for the Ranger age-group specific classes. 4. An Open Class is included for parents, family members or friends. The cars in this class must adhere to the same rules as other classes and must be a separate car not racing in any other class. The cost will be the same for this class and all other conditions of racing remain the same. 5. The only pinewood car kits authorized for entries in all race divisions
(Ranger Kids, Discovery Rangers, Adventure Rangers, Expedition Rangers, Commanders, and Open) are as follows: - Boy Scouts Grand Prix Pinewood Derby Car Kit, Stock #17006. No wheel substitutions will be allowed; cars made from approved kits must use the wheels provided. No alterations to either wheels or axles provided with approved kits will be permitted. 6. Pinewood entries made from other than approved kits, or that use alternate wheel types, will not be permitted to race. 7. Due to possible schedule conflicts — if a car owner cannot be present to race — a Ranger leader or other designated alternate may race or show a car that is otherwise eligible. RULES OF CONSTRUCTION 1. The Ranger may have help in building his car (dependent on his age and skill) and it may be shaped by any means desired. It does not have to be whittled. Do not design the car so it has a competitive advantage while sitting in the starting gate. 2. All cars entered in competition must be able to fit on and roll down the track. All cars must meet the following specifications: (a) A car must not be more than 7½” in length, including all attachments. (b) A car must not be more than 2¾” in width, including wheels and axles. (c) A car must not be more than 4” high.

(d) A car must not weigh more than 5 ounces. 3. No part of the car may extend in front of the track starting gatepost. 4. All weights must be inside the car, part of the ornaments, or securely attached to the car. A car can be disqualified if the weights are not securely attached to the car. 5. No bearings or bushings of any type may be used on any car. 6. No metal-to-metal contact is allowed in the wheel assembly. 7. No starting devices (springs, wires, rubber bands, etc.) are allowed on any car. The car must start moving and roll by gravity only; no pushing or blowing will be permitted. 8. You may lubricate the wheels with any lubricant you desire. However, if any lubricant drips or spills on the track from the car it may disqualified. We expect some graphite to fowl the track, but excessive graphite or dripping oil will cause disqualification. WORKMANSHIP RULES 1. All cars entered by Royal Rangers at the Pine-wood Derby will automatically be considered for a Workmanship Award. The primary intent of this competition is to recognize workmanship that is specifically that of a Ranger himself. 2. Workmanship will be judged by at least three judges chosen by the Derby Director. The judges will grade cars according to three criteria: originality, workmanship, and general appearance.

Fair Competition is the Goal
FROM PAGE 3 design of the car. Is the idea or design unique? Ratings: Fair 1-4 points; Good 5-7 points, Excellent 8-10 points.
Workmanship - Take into consideration the Ranger’s skill and craftsmanship; how well the car was cut or carved, sanded, finished, and detailed. Are there excessive “store-bought parts” or decals that did not require workmanship? Ratings: Fair 1-6 points; Good 7-12 points; Excellent 13-20 points. General Appearance - Take into consideration the painting of the car and the color scheme if more than one color is used. Ratings 1-20 points as above. RACE PROCEDURES 1. Each car must be registered at the registration table, inspected, and placed on the display table before scheduled race time. The car will be given a number to expedite the racing activity. The car will be inspected by members of the Derby Staff for weight and measurements. Scales used by Derby Staff for registering cars will be considered official scales to be used for the event, to provide an equitable standard of measure for all cars. 2. Once a car has completed inspection, no further work or lubrication is allowed without permission of the Derby Director. 3. If, during the race, a car is broken, a contestant may ask the Derby Director for permission to repair the problem only. Do not take advantage of

4. All races will be run on an elimination basis to determine the fastest cars. The exact method will depend upon the type of track being used and the number of cars racing. The method will be explained by the Derby Director prior to the first heat of the race. To eliminate any possible differences in lanes (or perceived differences), cars will rotate lanes on the track in as orderly a manner as possible.
6. Only a car’s owner, the official starter, and official finish line judges or workmanship judges may handle the car. Handling will not go beyond what is absolutely necessary. While not racing, all cars will be left on the display table until cleared by the Derby Director.
5. If either a car or parts of a car leave the track or interfere with another car before the finish line, the race will be declared “no contest,” and the race will be re-run with the cars in the same lanes. If the same car or parts of the car leaves the track or interferes a

ll Ranger Leaders, pastors, Junior Leaders, spouses and kids are invited to the Northeast Region Leaders Conference at the Holiday Inn in Harrisburg, Pa. The conference schedule features something for every leader, including the Johnnie Barnes Excellence Initiative (JBEI) seminar, which is designed especially for our organizational leaders serving on sectional and district staffs. Our goal is to help equip leaders from all over the Northeast Region to be even more effective in mentoring young men through Rangers. Seminars of all types and levels will provide valuable resources that you can take and use in your local, sectional and district ministries. Featured Guests We are honored to have the National Director, Rev. Doug Marsh, join us this year. He will be sharing in the JBEI seminar, the evening session and at the banquet. National Training Coordinator Steve Schultz will also be with us and sharing in the JBEI. Doug Marsh has served as Royal Rangers National Director since early 2007. His vision is to grow Royal Rangers by building a responsive and relevant evangelistic program for boys, by developing young men into effective leaders, and by ministering to every

boy at home and abroad. Doug also serves as the Director of Royal Rangers International, which he founded in 2002. As a teenager, he earned Royal Rangers’ highest award, the Gold Medal of Achievement, in 1987. Steve Schultz serves as the National Training Coordinator for Royal Rangers. He has been in Rangers since 1979 serving in many staff positions and on numerous district and national training camps. John Wilson is a graduate of Northwest University in Kirkland, Wash., and he and his family have
served as missionaries in Russia since 2001. He has a heart for reaching young people through Eurasia Royal Rangers and church planting in rural areas. Exhibits and Vendors There will be a limited supply of Royal Ranger items for sale from Gospel Publishing House. In addition, Croatan Traders (FCF), Tandy Leather and FDRangerwear will have items for sale. This will be a great opportunity to save shipping costs!

Some of the topics discussed will be pre-trip planning, promotion, organizing, fundraising and travel arrangements. First Aid/CPR/AED Course
- an American Red Cross Certified Course in Standard First Aid, Adult CPR, and AED. Unlike in past years, this will be offered as one course and certification will be for two years. Cost of course must be paid in full at time of preregistration. GMA Workshop
- will help the outpost leader understand all the new facets of the Gold Medal of Achievement (GMA) – from the Capstone Project through the latest requirements and application forms. This seminar will also give you new and exciting ideas on preparing and presenting a memorable Gold Medal of Achievement ceremony and experience for the well-deserving Ranger. The new Honor GMA will also be discussed. Johnnie Barnes Excellence Initiative (JBEI) Seminar
- will challenge leaders who hold or hope to hold positions of service as organizational leaders (section, district or regional staff) to embrace habits and techniques of continual improvement to increase ministry influence and effectiveness. All organizational leaders are highly encouraged to attend. Missions & Service Projects
- will provide an update of resources available for providing missions awareness and missions giving opportunities for the local outpost. John Wilson, a Royal Rangers Missionary to Eurasia will be the guest speaker. Navigator Workshop
- a hands-on workshop to help you maximize the use of Navigator (the official database manager of Royal Rangers) in your local Outpost. Topics will include the New Contact Management Fields, Tracking a World Class Outpost, New Leadership Award Applications, New Meeting Planning tool and Merit Matrix, and much more. All Navigator seminars will be taught by Ray Skinner, programmer. Navigator (District), Navigator (FCF), Navigator (Jr. Camps) and Navigator (Training)
- these will be one hour sessions held on Saturday to introduce appropriate District Staff to specific versions of Navigator to help them with their staff responsibilities. Limit 2 District Staff members per District as recommended and approved by the District Director. Ranger Basics
- a hands-on experience that teaches how to run successful outpost meetings, how to use the Rangers curriculum and advancement system, and how to build healthy relationships with boys and young men. You will also learn soul-winning techniques for evangelism. Ranger Essentials
- a fun, interactive-style training event. You will learn how to connect with today’s boys, along with recognizing ministry needs and outreach opportunities. You will discover how to give life-changing devotions and how to mentor boys and young men into spiritual leaders. Ranger Kids Day Camps
- is designed to give those who play a role in helping with Day Camps ideas on how to successfully hold one. The success of a Day Camp will have a lasting impact on Ranger Kids and leaders/adults in the local outpost. Subjects such as planning, staffing, promotions, etc. will be covered. Though geared toward the District or Sectional Day Camp Coordinator and his/her staff, the local outpost commander can certainly take advantage of the many ideas and activities covered. Ranger Safety
- will address several safety concerns common to church ministries including helping leaders understand important safety issues during outpost meetings, activities and while transporting boys. Completion of this course is one of the requirements for a leader to obtain the “Safety” level of the OLAL (Outpost Leaders Advancement Levels). Recruiting Leaders
- Do you have too many leaders helping in Rangers? Most likely the answer is a resounding “NO”! Discover how to frame your recruitment message for today’s volunteers, understand how the different generations are motivated, and empower and engage your current volunteer staff. RK Leaders Forum

Will Your Church Consider a ‘Supporting Church’ Partnership with Central Section Royal Rangers for 2014?
F
or the past several years, churches throughout our region have been invited to support Royal Ranger ministry at the sectional level as a “Supporting Church. And the response by a number of congregations has gone a long way to directly impact the level of ministry that Central Section Royal Rangers has been able to provide to all outposts. Letters inviting churches to consider becoming a “Supporting Church” for the year 2014 has been mailed to pastors for their consideration. Commanders are asked to follow up with their pastors to ensure they have received the information. In the event they did not receive a letter, we are providing our Ranger leaders with the background here, as well as a copy of the 2014 Supporting Church Application in this edition of The Scribe (see page 9). Royal Ranger ministry in our region continues to impact youth
for Jesus Christ. Each year, we see dozens of boys respond for salvation and other needs during powerful council fire services at our sectional Pow Wows. Through devotionals presented at other sectional Ranger events, we have seen additional salvations and prayer responses. Additionally, we continue to work year round to assist Ranger leaders throughout Central Section through training and other support programs to equip them to minister effectively in the local church. Over the past few years, gifts from Supporting Churches have made it possible for us to assist Royal Ranger ministry in a variety of ways:

We have provided rebates to churches for their Royal Ranger chartering fees. We have offered scholarships to Rangers to attend sectional events. We have provided materials to
help churches establish a Royal Ranger ministry. We have been able to purchase equipment and supplies needed to support Rangers events. We receive no other regular outside support; any activities we offer are funded through fees paid by the boys or through donations. The help of our Supporting Churches makes it possible for us to offer a unique Christian ministry in your community and throughout our region that will inspire and challenge boys spiritually, mentally, physically and socially. Outpost leaders throughout Central Section are encouraged to alert their pastors to this opportunity to partner with Central Section Royal Rangers for 2014. All contributions are tax deductible and will help us enhance ministry opportunities for our Rangers who will participate in sectional activities.
