Whereas both counter-public and enclave spaces are built upon fluidity and collectivity, spaces within the regime of property are defined by rigid borders and hierarchical ownership. Such spaces seek to assimilate and de-fang oppositionary spaces, abstracting and commodifying revolutionary elements so that they no longer pose a threat. The temporary and collective nature of counterpublic and enclave spaces provides justification, as the lack of concrete ownership paints these spaces as a sort of terra nullius in the eyes of the property-owning class. It was the poster child of violent crimes, drug use, and vandalism in public housing projects of Atlanta. Narrative film, thrives in this insular environment, in which the perception of reality and fiction is blurred. The upcoming Studio City in Atlanta is another type of development that embodied an alternate reality of not just its product (films) but also represented an economy built around corporate mass, creating a gated community that negates the reality of its neighborhood.

However, the new development of a property has the potential to alter the characters of a neighborhood, which embraces the rich culture and history of the community. West End, one of the most historic neighborhoods in Atlanta, is also one of the most rapidly changing areas in the city in which the local community and movements to keep their unique culture are resisting the new developments in the neighborhood. The regime of property and the value attributed to it has created a northern zone of accumulation and leisure, while the southern half has become a zone of extraction and industry. The pollution along the river’s edge flows downstream to the detriment of those residents, while the financial gains flow upstream.
