Girl Scouting builds girls of courage, confidence, and character, who make the world a better place.
Grounded in the Girl Scout Promise and Law, Girl Scouting is an experiential, cooperative education program that promotes personal growth and leadership development. Partnering with caring adults, Girl Scouts design fun and challenging activities that empower them and raise their voices within a local, national, and global sisterhood.
On my honor, I will try: to serve God* and my country, to help people at all times, and to live by the Girl Scout Law.
I will do my best to be honest and fair, friendly and helpful, considerate and caring, courageous and strong, and responsible for what I say and do, and to respect myself and others, respect authority, use resources wisely, make the world a better place, and be a sister to every Girl Scout.
Every journey begins with a single step, and at Girl Scouts of the Northwestern Great Lakes (GSNWGL), we are committed to creating pathways to possibility for every Girl Scout who joins us. This past year, we continued to empower hearts by fostering a sense of belonging, resilience, and compassion in our members. We inspired minds through programs that spark curiosity, leadership, and a willingness to try new things. At the same time, we evolved traditions and experiences to make sure we were keeping up with the speed of Girl Scouts. We are committed to keeping Girl Scouts an inclusive and dynamic space where Girl Scouts build the courage, confidence, and character needed to make the world a better place.
Through innovative programming and strategic investments, we are making outdoor experiences more accessible than ever. Adventures on the Go and Facilitated Outdoor Experiences are breaking down barriers, bringing the joy and challenges of the outdoors to Girl Scouts in new and exciting ways. Whether aiming their first arrow in archery, finding their balance on a paddle board, gathering around the campfire to make s’mores, or canoeing down the Michigamme River, Girl Scouts are discovering their strength, resilience, and love for nature—in new and traditional ways.
Stewardship of our Girl Scout properties was a strong focus for us last year. We continue to invest in creating and maintaining safe, welcoming, and inspiring places for Girl Scouts and volunteers to gather and explore. Having quality spaces is an investment in the future, one that honors our history while evolving to meet the needs of today’s Girl Scouts.
Our commitment to building a more diverse, equitable, and inclusive Girl Scout experience remains central to our mission. We are building these principles into all aspects of our work to make sure that members of our Girl Scout community feel seen, valued, and empowered to reach their potential, regardless of background or circumstance. By fostering an environment of belonging and compassion, we strengthen not only our organization but the communities we serve.
The world is ever-changing, and the Girl Scout Movement is needed more than ever. Here, Girl Scouts find a space to connect with mentors, develop critical life skills, give back to their community, and explore opportunities that will shape their futures. Whether through STEM, outdoor adventures, civic engagement, or entrepreneurship, Girl Scouts is a launchpad for possibility.

This year was all about adapting, learning, and finding new ways to bring the Girl Scout experience to more families. While membership numbers dipped, we used this as an opportunity to rethink how we support volunteers, engage new members, and strengthen our programs, laying the groundwork for future growth. We put creative strategies in place to make Girl Scouts more accessible, engaging, and impactful.
We piloted a new staffing model in the Northwoods of Wisconsin and parts of our East region to better support recruitment and volunteer engagement. By hiring community assistants—key volunteers who focus on local recruitment and troop support while our council staff provide behind-the-scenes support and resources—we strengthened the connection between new leaders and the resources they need to succeed. This model helped streamline operations while keeping support personalized and communityfocused.
Our Reaching Out Program evolved to better support non-traditional troop settings, offering an introduction to Girl Scouts who face barriers to joining a troop and in communities we have historically underserved. Some locations transitioned to staff-led troops, allowing us to deliver a well-rounded Girl Scout experience, including participation in the Girl Scout Cookie Program.
Looking ahead, we recognize that declining girl population trends present a challenge, with a projected 3.3% decrease over the next five years. However, we are committed to proactive and innovative strategies to ensure that Girl Scouts remains a relevant, valuable, and welcoming space for all girls.

“Super Troop” is our patch program, which has an incentive of a free patch for Girl Scouts and leaders annually. It’s a training initiative that encourages troops to pursue the ideal combination of Girl Scout experiences in a single year. According to the Girl Scout Research Institute, various troop activities correlate with high satisfaction with the Girl Scout experience for all three Girl Scout Voices Count audiences: Girl Scouts, parents, and volunteers.
The Super Troop patch program recommends nine different activities for Girl Scouts that were highlighted in the following months.

We asked: New troop leaders are always looking for Super Troop opportunities for their troops. What are your recommendations?
Troop Leaders answered:
• Super Troop is a huge achievement and requires a lot of time from you and your girls. Make sure to get their input and keep the ideas girl-led. It will hold their interest and keep them moving towards their goals.
• Offer a variety of activities since not all girls like the same thing and variety keeps them coming back for more.
• Leverage community resources! We got tours of a bowling alley, library, bird store, and more just by asking.
GSNWGL served 309 youth through Facilitated Outdoor Experiences (FOE). This program helps Girl Scout troops and volunteers enjoy outdoor adventures at our properties without the stress of planning and leading activities. A fully certified staff member provides programming, ensuring a safe, fun, and engaging experience. This program removes the burden from volunteers and allows more Girl Scouts to explore, learn, and grow in the outdoors.

Through Adventures on the Go (AOTG), we served 1,392 Girl Scouts in 27 counties. Recognizing the geographic challenges of our vast council, we mobilized our programming to ensure more kids have access to outdoor experiences. By bringing Girl Scout outdoor programming directly to troops in their community, we’re filling a critical gap and making it easier for all kids to explore, learn, and grow outside—no matter where they live.

Elsie Brzenzinski—Wausau, WI

Elsie created a wildlife habitat at Council Grounds State Park, including a butterfly garden, bat house, and birdhouses, to make backyards more wildlife-friendly. To educate and inspire others, Elsie hosted sessions at the park, launched a website, and started a Facebook page.
Advice from Elsie: Begin brainstorming early! Intentionally interact with community members and learn what issues are surrounding you. You might be surprised and inspired by what you learn!
Lauren Linstedt—Neenah, WI
Lauren educated local gardeners on the benefits of composting, which can help reduce food waste and carbon footprints. She showed how small actions can make a difference. She taught composting techniques and their environmental and gardening benefits and collaborated with the Fox Crossing Sustainability Committee to share the materials online.
Aanya Kasera—Appleton, WI
Aanya created a cultural education initiative to foster global literacy, inspire pride in cultural identity, and build community connections. As part of this, she published Samosas With Saanvi to share her journey and encourage children to embrace diversity.
Advice from Aanya: Choose a topic that is close to your heart and don’t be afraid to challenge yourself.

Kendra realized that poverty and inflation were making it difficult for families to afford formal attire for their children. She created a donation-based closet with formal clothing, shoes, and accessories, helping students attend their spring formal who otherwise couldn’t afford it.
Ella Trampe—Neenah, WI
Ella created and distributed grief resource binders to all counselors and social workers in her school district, the Boys & Girls Clubs of the Fox Valley, and the Center for Grieving Children.
Elise Palacek—Oshkosh, WI
Elise created the Women in Aerospace exhibit at the EAA Museum to highlight influential women in aviation and inspire girls to pursue STEM careers. The exhibit features pioneers like Sally Ride and Mae Jemison, ensuring their stories are recognized and empowering the next generation to follow in their footsteps.
Advice from Elise: If you are considering pursuing your Gold Award, I say go for it and pour your heart into your project because you have the opportunity to make incredible change.
Cassidy Rose—Clintonville, WI
Cassidy planned and established a free community dog park, raising awareness and gathering support to bring the project to life. Since its opening in the summer of 2023, the park has been regularly used, receiving positive feedback from local dog owners who appreciate the safe, clean space.

At Girl Scouts of the Northwestern Great Lakes, we honor a legacy of breaking barriers and challenging the status quo. Today, that legacy continues as we confront inequities that affect our communities. We are committed to recognizing biases, removing obstacles, addressing past missteps, and holding ourselves accountable. By amplifying diverse histories, cultures, and identities, we strengthen representation, engagement, and leadership to create a more inclusive Girl Scout experience that empowers our youth, families, volunteers, staff, and the broader community.
This year, we turned our commitment into action. Staff-led working groups embedded equity, inclusion, and accessibility into every aspect of our organization, from camps and outdoor programs to staff training, volunteer resources, and multilingual support. We concentrated on building trust and expanded our reach by partnering with community-led organizations and increasing our presence at 13 multicultural events, including Juneteenth celebrations, Pride festivals, and Latino- and Hmong-led gatherings across our region. These efforts lay the foundation for long-term, systemic change.
We also invested in development and training to strengthen inclusive mindsets. Every GSNWGL staff member completed 10–14 hours of DEIRJ training alongside dedicated service and learning opportunities on Martin Luther King Jr. Day and Juneteenth. Volunteers were provided with self-paced resources designed to support inclusive programming.
Through these ongoing efforts, we are embedding equity into our systems and practices, ensuring that every Girl Scout has the support, representation, and opportunities they need to thrive.

This past fiscal year has been one of growth and progress as we continue to enhance our properties and facilities to align with our long-term strategic goals. At the East Girl Scout Center in Appleton, WI, we’ve begun work on our reimagined site plan to better serve our members and fulfill our mission. In Wausau, WI, our Central Girl Scout Center & Camp Del O’Claire now features a remodeled basement with new office space and troop meeting rooms, providing a functional and welcoming environment. At the West Girl Scout Center in Eau Claire, WI, we have begun planning for expanded meeting space and troop room enhancements while actively exploring potential new Girl Scout Center properties. Camp Sacajawea in Wisconsin Rapids, WI, has seen exciting upgrades, including remodeled archery and sports equipment cabins with added electrical service and new pathway lighting between the cabins and Mead Lodge to improve safety and accessibility. Over in Irma, WI, at Camp Birch Trails, the dining hall now has upgraded lighting for better visibility and energy efficiency, while the yurt village is undergoing significant improvements, including new doors, walls, roofs, ADA-compliant decks, and enhanced lighting and electrical service. We’ve also taken steps to improve the environment with aerators installed at Lake Olivotti, improving the water quality and creating a healthier ecosystem. In Kaukauna, WI, we are continuing the maintenance and operation of Camp Winnecomac, ensuring availability through 2027. To secure a reliable water source, a new well pump was installed at Camp Pow Low in Gwinn, MI. As part of our long-term property plan, we successfully divested Camp Cuesta and Camp Nawakwa, allowing us to focus resources on sustainable and accessible spaces for our members. These updates reflect our dedication to creating safe, welcoming, and innovative spaces for our Girl Scout community.

Through nominations from volunteers, Girl Scouts, staff, families, and community members, we award our top volunteers each year for making Girl Scouts happen for thousands throughout our council. Each award has a specific level of service, ranging from troop to community to council-wide.
Once a volunteer has successfully completed a term of service and all requirements for the position, they can be recognized with the Volunteer of Excellence award. This award is given when the volunteer performed beyond expectation for the position to deliver the Girl Scout Leadership Experience or in how they supported our council’s mission delivery goals. To earn this award, volunteers actively recognize, understand, and practice the values of inclusive behavior.
