While the Cookie Program assists girls in earning funds toward exciting and educational activities and community projects, our research shows it also helps Girl Scouts thrive as they take on leadership roles and try new things. Fun facts about Axolotls. • Axolotls are critically endangered amphibians. • Axolotls are neotonic, which means they never outgrow the larval stage. • "Axolotl" means "water dog" in native Aztec language. • In the wild, they are found in only one lake in the whole world! Lake Xochimilco, Mexico. • Axolotls are 1,000 times more resistant to cancer than mammals. • Axolotls can completely regenerate lost limbs and organs. Wow!
Why Should my Girl Scout Sell Cookies? Want to know a secret? The Cookie Program isn’t about cookies. Shocked? You shouldn’t be! The Cookie Program is all about your Girl Scout. When she’s participating in the Cookie Program, here’s what she’s actually doing: • She’s learning the 5 Skills – goal setting, decision making, money management, people skills and business ethics. • And all those skills? They transfer to other areas of her life, like becoming more responsible with her allowance, making a decision about college or developing leadership skills that’ll turn her into the next allstar female CEO. • She’s raising proceeds for her troop to do great things, like go camping, fund a service project or pay to attend a badge workshop. • She’s paying it forward and making the Girl Scout experiences possible for ALL girls in our council. Proceeds also go toward maintaining camp properties, keeping activity fees affordable and helping girls in underserved areas participate in Girl Scouts.
When Can My Girl Scout Sell Cookies? The first day you and your Girl Scout can sell cookies is Feb. 10. With the 2024 Super Bowl LVIII being held on Sunday, Feb. 11, it will be a popular weekend for your family, friends, and neighbors to support your Girl Scout by purchasing America’s favorite cookies. Help get your neighborhood stocked with delicious Girl Scout cookies in time for the big game!

Did You Know ALL Proceeds From Girl Scout Cookies Stay Local? When a customer purchases Girl Scout Cookies from a young, budding entrepreneur, they support her success today and tomorrow. Girl Scout Cookie proceeds stay local to: • Cover the costs of running the Girl Scout Cookie Program, including the costs of cookies, materials, and logistics. • Fund Take Action projects for the community and amazing girl-led adventures for troops. • Help councils provide Girl Scout programs in STEM, the outdoors, life skills, and entrepreneurship, as well as camps, leadership training, and more!

How to Use Troop Proceeds? The Girls Decide! Girl Scouts in each troop decide how to use the proceeds earned from participating in the cookie program. Girl Scout and Parent Checklist Before the Cookie Program q Register as a Girl Scout for the 2023-2024 membership year. q Pick up materials from your troop cookie manager. q Complete and sign a Parent Permission and Responsibility Form. q Learn about the 5 Skills, cookie-related badges and the Family Activity Pin. q Review the girl rewards brochure with your Girl Scout. q Help your troop set a troop goal and assist your Girl Scout with setting her goal. q Work with your troop cookie manager/troop leader to estimate the number of packages of cookies your Girl Scout will sell for her troop’s starting inventory order. Don’t worry, your troop can always get more from a cookie cupboard if you sell faster than anticipated. q Troops earn Starting Inventory Rewards when their troop has a starting inventory order 75% or more of last year’s sales placed by Jan. 12. q Send ecards to friends and family members through Digital Cookie beginning Feb. 10.
During the Cookie Program q Start selling door-to-door with cookies in hand on Feb. 10. q Contact your troop cookie manager to pick up more cookies for any girl-delivered orders taken after the starting inventory is sold. q Collect payments from customers. Money is only collected when cookies are delivered. q Turn money in weekly to the troop cookie manager or troop leader. Get a receipt each time money is turned in. q Sign a receipt for any additional cookies picked up from the troop cookie manager. Keep a copy of the receipt and record how many packages of cookies are received throughout the program. q Volunteer to work a cookie booth. (Two adults are required and at least one adult must be a registered Girl Scout member, background checked and completed Youth Protection Level 1 training). q Help your Girl Scout reach her goals by supporting her during cookie delivery and booth sales. q Monitor Digital Cookie to ensure your Girl Scout has received credit for the appropriate number of cookies sold. q Monitor Digital Cookie for record of payments made to the troop cookie manager. q Let the troop cookie manager know whether your Girl Scout is choosing the Rewards Package or Cookie Dough (excludes troops choosing the Older Girl Option). After the Cookie Program: q Download the contacts from Digital Cookie and save for next year. q Pick up girl rewards from the troop cookie manager. q Celebrate with your Girl Scout and the troop!

Cookie Activities Cookie College Cookie College will be held for Daisies and Brownies on Jan. 27 from 9:30 – 11:30 a.m. and 12:30 – 2:30 p.m. It’s an opportunity for registered Daisies and Brownies to learn how to use their entrepreneurial skills to set themselves up for success during cookie season. Girls who attend one of the two in-person sessions will put their cookie-selling skills to the test while completing all the steps to earn the newly released Cookie Business badges. New this year - Cookie University Cookie University will be held for Juniors and Cadettes on Feb. 10, 9 – 11:30 a.m. It’s an opportunity for registered Juniors and Cadettes to use your entrepreneurial skills to set themselves up for success during the cookie season. Girls who attend this in-person event will get to put their cookie-selling skills to the test while completing all the steps to earn the newly released Cookie Business badges. New this year - GSSJC Ambassador Cookie Logistics Program For Ambassadors who want to see behind the scenes of the cookie program, learn all the ins and outs of how cookies get from the warehouse to the cupboards to the girls, and walk away with knowledge of what logistics is, we've created an Ambassador Cookie Logistics Program. To participate, Girl Scouts must be 16 years or older Ambassadors who are committed to working six total hours at cupboard with a guardian. Girls and guardians must be able to lift cookie cases or at least 15 pounds. More information will go out to our 16 years and up Ambassadors.
Starting Inventory Order (SIO) The starting inventory order is the first order troops place to begin selling cookies on Feb. 10. We highly encourage troops to adopt the best practice of placing a starting inventory order or SIO. With a SIO, girls can start selling Feb. 10 with cookies in hand. Parents can use the 2024 Parent SIO Form on www.gssjc.org/en/cookies/for-cookiesellers.html to calculate the best first order to begin selling on opening day. Troops are assured the varieties of cookies they want when placing a starting inventory order. Troops can also earn a reward! Check with your troop cookie manager (TCM) to see how the troop can qualify! The deadline for troops to submit the SIO is Jan. 12. Don’t miss out!
Picking Up Your Cookies • • •
Count each package before leaving your troop cookie manager. Sign a receipt and take a copy. You are financially responsible for each package of cookies you sign for. Always keep your cookies in a cool place—do not store in the garage. If cookies are damaged, you are still financially responsible for them. Store cookies away from pets and strong odors, such as cigarette smoke and pungent foods.

Digital Cookie GSUSA is introducing Digital Cookie®, a new cookie platform for girls and parents to enjoy in the 2024 Cookie Program. Digital Cookie is a unified online selling platform that allows Girl Scouts to sell cookies through their personalized storefront or by using a mobile app. Girls and parents/ caregivers will have fun navigating this user-friendly, colorful new site to help the Girl Scout boost their sales, sharpen their entrepreneurial skills, and power unique adventures with her troop year-round! Watch gssjc.org for Digital Cookie tutorials, videos, and tip sheets to prepare for your Girl Scout’s best cookie season yet! Girls and caregivers will gain access into the Digital Cookie site beginning Feb. 1. Key Players There are several groups of people who will make your cookie business a complete success: • Your troop consists of registered Girl Scouts ready to put their leadership skills into action. • Your troop cookie manager/troop leader will organize and guide your troop through the program. • The community cookie manager, cupboard managers and product sales operations team are volunteers who will help your troop cookie manager throughout the sale. • GSSJC staff will provide the necessary tools to conduct a successful cookie business. • Your support team consists of family and friends who will encourage and assist you. • Customers are the awesome people who will financially help Girl Scouts reach their goals!

Tips and Tools for Selling Cookies • • • • •
Ask friends and family to buy or donate Girl Scout Cookies. Review last year’s order cards and contact your reliable customers. Do residential door-to-door sales, set up a lemonade stand at your home or at the home of a close relative, booth with your troop or sell online through Digital Cookie. Prior to the end of the sale, contact your customers again to place another order. Need more cookies? Contact your troop cookie manager.
How to Handle Cookie Money – Tips for Parents • • • • • •
Ask your troop cookie manager (TCM)/troop leader for the troop policy on accepting checks. Always count money in front of the customer, especially when giving back change. Be cautious about accepting large denominations of bills. These are most counterfeited. You might want to invest in a counterfeit detector pen. Turn in money to your TCM weekly. Always get a receipt from your TCM when money is turned in and cookies are received. Do not deposit cash into your personal account and write a check to the troop. Families are financially responsible for any lost, stolen, or counterfeit money.

Cookie Code of Conduct Girls and adults must adhere to the information in the Cookie Family Guide and all GSSJC and GSUSA guidelines when selling Girl Scout Cookies. These guidelines are in place so that girls can run a successful, fair, safe and fun cookie business. Talk with your troop cookie manager if you need clarification. For Girls: • I will adhere to the principles of the Girl Scout Promise and Law and follow all GSSJC guidelines. • I will follow the guidelines to make sure the Cookie Program is safe, fun and successful. • I will not sell cookies prior to Feb. 10. • I agree to only use my order card beginning Feb. 10 to help organize workplace orders, school orders or my place of worship orders. • I will wear appropriate Girl Scout attire and dress neatly when selling. • I will treat others, their property and their equipment with respect. • I will remove all trash, including empty cookie cases from all booth sites. • I will listen carefully to all instructions and appropriately respond to all directions given by my leader, troop cookie manager or other adult in charge. • I will not run or demonstrate physical activity that could place me in harm. I will not participate in any roughhousing, running, loud voices or inappropriate language. • I will never give out my last name, address or phone number to customers. Instead, I will refer the customer to the adult volunteer. For Parents and Caregivers: • I will adhere to the principles of the Girl Scout Promise and Law and follow GSSJC and GSUSA guidelines. • I will follow the guidelines to make sure the Cookie Program is safe, fun and successful. • I will make sure my Girl Scout does not sell cookies prior to the start date on February 10. • I will be respectful of the Girl Scout leaders, troop cookie manager or the adult in charge, recognizing that they are volunteers helping my Girl Scout. • I understand I am responsible for all money collected on behalf of the troop and misuse of council or troop funds will not be tolerated. • I understand I am financially responsible for all product ordered and/or received and all cookies must be paid for by the deadline set by the troop cookie manager. • I will treat other people and their property and equipment with respect. I will not leave trash behind. • I will remove all empty cases and trash from a cookie booth site and dispose of them at home. • I understand that siblings (tagalongs) will not be allowed at a cookie booth. • I will not demonstrate harassment or violence of any kind, including inappropriate conduct, profanity or verbal abuse.

Ways to Sell Girl Scout Cookies Social Media – Feb. 10 – March 24 Online social networking sites (such as Facebook and Instagram) are a great place for teens 13 and older to promote and ask for cookie orders on private accounts to people she personally knows—with parent permission. Be sure to follow computer/online use guidelines in Safety Activity Checkpoints. For additional resources, visit girlscouts.org. Remember, selling Girl Scout Cookies on eBay, NextDoor, Craigslist, Amazon, or any other website is NOT allowed.
"Lemonade Stands" – Feb. 16 at 4 p.m. – March 24 Girls and parents from the same household may set up a “Lemonade Stand” booth outside their residence, i.e., on their own residential property. Depending on the neighborhood, this type of booth may require approval from HOA or property management. Girls can use yard signs, official Girl Scout tablecloths or handmade signs to draw attention to their table to sell cookies. Girls can also advertise their URL through a QR Code to reach customers who may want to purchase later.
Parent & Me Booths Feb. 16 at 4 p.m. – March 24 We will also continue “Parent and Me” booths. “Parent and Me” booths are listed in Smart Cookies under Booth Reservations. If the troop is unable to staff a booth reservation, the troop cookie manager can approve an individual Girl Scout (Junior level and up) and her parent to set up the booth. This is appropriate only for low to medium traffic booth locations. Parent & Me booths may also be held at small, family-owned businesses.

Door-to-Door Sales– Feb. 10 – March 24 This is the practice of going from door-to-door in a residential neighborhood (not commercial or retail areas like parking lots, etc.) to sell cookies (no stationary booths). • Door-to-door selling is permitted in residential areas only. • Girls should be familiar with the neighborhoods. • Girls must always have an adult with them and should never be out after dark. • Girls should not go into a yard if there is a dog or a closed gate/fence. • Girls should never enter a customer’s home or accept food or beverages. • No pets are allowed while selling cookies.
Cookie Booths – Feb. 16 at 4 p.m. – March 24 •

Traditional cookie booths are a fantastic and fun way to reach a larger customer base. GSSJC provides a list of locations that are approved for troop cookie managers to reserve on the cookie site. Troop cookie managers select their preferred date and time for the booth reservation. Booths are held at two-hour time slots. Parents can volunteer to help at booths if there are no more than two adults and four girls hosting. Check in with the manager on duty to be advised where to set the table outside their establishment. Be safe and have fun! One of the two adults must be a registered Girl Scout member, background checked and completed Youth Protection Level 1 training. Make sure the cookie inventory is always in sight. Do not leave cash visible and keep change on hand. Clean up all trash and take it with you to dispose. Do not use trash cans at the booth location.
Workplace Selling – Feb. 10 – March 24 This is the practice of taking orders or selling cookies at a workplace (including a parent’s workplace). • Girls must contact business owners or managers to request permission to sell at the business. • Girls can make a sales pitch to staff or leave an order card in a location visible to employees. • Girls can only sell to the employees of the business. • Parents may have cookies to sell at their place of work to employees only, but any displays must include a message from the girl. Displays cannot be visible by the workplace’s customers/patrons. This includes all retail establishments and restaurants. • Girls are not to set up booths at businesses without special booth approval; ask your troop cookie manager.

Safety Tips While Selling Cookies Girls’ safety has been a priority for the Girl Scout organization since it was founded in 1912. By following the safety basics, parents and volunteers can ensure that the Cookie Program is not only a fun learning experience for girls but also a safe one. Plan ahead • Be prepared for emergencies, and always have a plan for safeguarding money. Avoid walking around with large amounts of cash or keeping it at home or school. • Give money to your troop cookie manager to deposit weekly. Don’t forget to get a receipt.
Show you are a Girl Scout • Wear the Girl Scout membership pin, vest, or sash or other Girl Scout clothing (e.g. Girl Scout T-Shirt) to identify yourself as a Girl Scout. Buddy up • Always use the buddy system. Not only is it safe, it’s more fun. • Be streetwise • Become familiar with the areas and neighborhoods where you will be taking orders for or delivering Girl Scout Cookies. Avoid accepting anything larger than a 20-dollar bill. (Perhaps you would like to invest a few dollars for a Retractable Fraud Prevention Gel Pen.)
Do not enter • Never enter the home of a person when you are selling or making deliveries. Never go up to a car on a street or follow a customer into a building or alley. Sell in the daytime • Sell only during daylight hours, unless accompanied by an adult.
Partner with adults • If you are a Girl Scout Daisy, Brownie, or Junior, you must be accompanied by an adult when taking orders or delivering cookies. If you are a Girl Scout Cadette, Senior, or Ambassador you must buddy up when selling door-to-door. One of the two adults present at a cookie booth must be background checked and always be present at a cookie booth with the girls. • One of the two adults present at a cookie booth must be a registered Girl Scout member, background checked and completed Youth Protection Level 1 training. Adults should always be present at a cookie booth with girls.
Be Internet savvy • Read and sign the Internet Safety Pledge at www. girlscouts.org/en/footer/help/internet-safetypledge.html. Make sure you have adult permission and supervision for online activities. Protect privacy • Girls’ names, addresses, and email addresses should never be given out to customers. Instead, a designated adult’s phone number and/or group email address overseen by an adult should be given for re-orders or complaints. Be safe on the road • Always follow safe pedestrian practices, especially when crossing at intersections or walking along roadways. Be aware of traffic when unloading cookies and passengers from vehicles.

Girls using online sales and marketing must review and apply the Digital Marketing Tips for Cookie Entrepreneurs and Families at www.girlscouts.org/content/dam/girlscouts-gsusa/forms-anddocuments/cookie/selling-tools/ GSUSA_Digital-Marketing-Tips-for-Cookie-Entrepreneurs.pdf. Girls, volunteers, and parents must review and adhere to the Girl Scout Safety Pledge and Safety Activity Checkpoints for Computer and Internet Use found on www.girlscouts.org/en/footer/help/digital-cookie -girlscout-digital-cookie-pledge.html. Social media ads should not be purchased or donated to promote sales links. Never use a girl’s last name when using social media to protect her identity. To protect a girl’s personal identity, she should NEVER send a direct message on social media platforms. Always use the Girl Scout online sales link for customer orders. Girls should never deliver online cookie orders to the home of people they do not know. Remember, if the sales link is posted on a public facing site, the link is now searchable by anyone and could potentially appear anywhere on the internet. GSUSA and GSSJC reserve the right to remove or disable the link for any reason, including violations of guidance, inventory/fulfillment issues, safety concerns, or if sales and marketing activity goes viral and otherwise creates unanticipated disruption. Only share cookie booth locations online that are supervised by an adult and take place in a safe, public space.

As a girl reaches a sales level, she will be rewarded with an achievement bar for the highest level— not cumulative. Achievement bars are earned at the end of the sale based on the Girl Scout's total sale.

Cookie Campaigns National Girl Scout Cookie Weekend/Walkabout
Cookies4Heroes Cookies4Heroes is GSSJC’s “virtual cookie share” program. Customers interested in making a donation contribute to the Cookies4Heroes program. The troop does not have to purchase a box of cookies for the donation and troop inventory is unaffected. Girls who sell 12 or more packages of Cookies4Heroes (cookie share) will qualify for the cookie share patch. Girls who sell 30 or more packages of Cookies4Heroes will receive the Cookies4Heroes patch and a pair of themed socks. She will also qualify her troop to help distribute cookies to local first responders and organizations that support our military.
We will join councils across the country Feb. 16 – 18 to participate in National Girl Scout Cookie Weekend 2024, celebrating all the fun, learning, and excitement Girl Scouts have experienced selling cookies for over 100 years! Join us in supporting our local cookie bosses and create moments of joy this winter with Girl Scout Cookies! Give cookies to a friend, enjoy them yourself, or donate them to a local cause – every bite counts! Take your wagon and walkabout your neighborhood. Did you know that door-to-door sales remains one of the most effective ways to sell cookies? In a recent national study, 78% of those customers who were not approached during a cookie sale stated they would have purchased two to four boxes if asked.
Cookies4Heroes cookies, or cookie share, can be ordered and paid by credit card online through Digital Cookie. There will be a $1.25 processing fee for each transaction. For in person sales, girls must collect at time of donation. Note: If the troop receives any cash donations, the money needs to be converted into packages of cookies to be donated through Cookies4Heroes or Cookie Share.
Bling Your Booth-Booth Decorating Contest Show off your troop's creativity by participating in the 2024 Bling Your Booth contest! Showcase your most creative cookie booth designs for a chance to win a weekend getaway at the Galveston Bay House on July 26 – 28! Troops must include in their design their troop's sales goal, the 5 skills featured on page 4, and what the troop plans to do with their cookie proceeds.
