Gambling for HOPE Some state legislators want to legalize casinos to help fund scholarships KYLA OKOBAH Staff Reporter

F

or more than100 years, legislators and lobbyists have been pushing to legalize casinos in Georgia, and it seemed like this year might have been the time.

House Resolution 807 (HR 807), authored

by Rep. Ron Stephens, R-Savannah, would have Georgia residents voting on whether they’d want to see the first casino being built in the state. The resolution would allow the vote to amend part of the state constitution that makes gambling illegal and allow casino resorts to be built in Georgia.

Stephens partnered his resolution with House Bill 677 (HB 677) which stated that Georgia would not have more than four casino resorts, and that two would have to be located in Metro Atlanta.

But Stephens said neither of the bills earned a spot in this year’s General Assembly vote and have both been withdrawn and tabled for another, undetermined voting session.

In February 2016, the Regulated Industries Committee in the Georgia House of Representatives, unanimously approved a statewide vote which would give Georgians a chance to vote on whether they’d like to amend the state constitution and legalize casino resorts and gambling or keep it unaltered.

In a poll conducted by the national firm Abt SRBI, stated 62 percent of registered voters said they would have voted in favor of having casinos in Georgia to support the HOPE scholarship.

Matt Ramsey, Georgia’s house majority whip, told the Atlanta Business Chronicle in February that he believed that one of the driving forces for the legalization of gambling is the fact that 20 percent of its gross gaming revenue will be used for educational programs such as the HOPE Scholarship Program, which is estimated to run out in the next five to 10 years, according to the Committee to Preserve HOPE Scholarships.

Stephens said both the bills have been an attempted to keep funding alive for the scholarship, but said that until the Opportunity Schools referendum had passed, both of them would be on hold.

“I gave my word to multiple people that I’d be quiet until the Opportunity Schools referendum has been passed,” Stephens said.

The referendum Stephens mentioned is also known as the Senate Bill 133 (SB 133), which would form an Opportunity School District and govern certain elementary and secondary schools determined to be "chronically failing."

After a report compiled by the Center of Reinventing Public Education was released in November 2015, it revealed that Atlanta, compared to 50 other cities, had the sixth worst graduation rate from high school. Even though Georgia’s current high school graduation rate is at an alltime high of 78.8 percent, the national average of students that graduate from high school still remains higher, at 81 percent.

Governor Nathan Deal proposed SB 133 as a solution to reforming schools that have the highest failing rates in the state. Rather than legalizing casino resorts as a way to fund the HOPE Scholarship Program, he saw it pertinent to give more students a chance of being able to earn

HOPE by improving failing schools and the amount of students declining in them.

Stephens said he’s in full support of the governor’s bill.

“There are schools in Georgia that are failing and aren’t getting our kids ready for the university system much less the technical colleges,” Stephens said. “We couldn’t increase the size of the pie, if you will, in the HOPE Scholarship when we can’t get our kids ready for college.”

Although Governor Deal has opposed bringing gambling into Georgia, in 2013 he signed a piece of legislation that increased the amount of coin-operated gambling machines and approved online lottery sales.

Proposals on where to build the casino resorts began once the public got word about the introduction of two gambling legislations.

According to the Atlanta Journal-Constitution, in July MGM Resorts International, a casino and entertainment corporation, pitched a billion-dollar proposal and hired five lobbyists to help them back them effort.

The proposal would create 3,500 jobs and would include Las Vegas-style casino gambling, with black jack tables and roulette wheels, as opposed to only video slot machines, as other casino resort developers had previously suggested. Additionally, the resort could include a luxury hotel, ritzy restaurants and extravagant shows. The casino chain’s CEO, Jim Murren told the AJC he wants to create an environment in Atlanta that could be comparable to Las Vegas.

Opposing casinos

These efforts to bring gambling to Georgia have readily been shot down in the past. Opposers to casinos and past gambling bills think that this new proposal wouldn’t bring the state all the benefits supporters are claiming it will.

Jon Gabrielsen, President and Chief Executive Officer of J.T. Gabrielsen Consulting, said he believes that supporters of casinos in Georgia have a different agenda than what they are proposing casinos would be used for.

“I just think casinos are horrible. I grew up in Michigan at the time they put casinos in Detroit.

Every casino I’ve heard of, including the one in Detroit, the first year is their best year,” Gabrielsen said “Then they start to return less and less revenue each year because they have to start protecting the area from all the various, unsavory people that showed up.”

Jennifer Zorland, a Georgia State Psychology professor, had studied gambling addiction amongst students. She said she believes casinos shouldn’t be around Georgia State because when there’s greater access to gambling, rates of gambling addiction tend to increase.

“Research suggests that college students have higher rates of problem gambling than others,” Zorland told The Signal.

Bill seeks more scrutiny before arrests

Kwanza Hall wants to scrap some minor crimes from city code SEAN KEENAN Senior Reporter

F

resh legislation authored by Atlanta City Councilman Kwanza Hall aims to decriminalize nearly all the city’s “quality of life” offenses, which, he claims, are targeting marginalized people.

Hall lobbed this ordinance at city hall to repeal 77 of the city code’s 85 charges that, according to his proposal, “encourage pretextual stops, racial and gender bias in policing and often result in harassment.”

In the wake of recent national tragedies regarding police-involved violence, Hall aims to repair citizen-cop relationships, and curb “broken windows policing” — the tactic of honing in on blighted or disorderly neighborhoods — by the Atlanta Police Department, according to Colleen Kiernan, his policy advisor.

This legislation would, if passed, require Atlanta police to acquire warrants before clicking cuffs on people for nonviolent offenses such as shoplifting, defacing property, spitting in public or possessing less than an ounce of marijuana, among dozens of others which would still violate state law.

Kiernan told The Signal that Hall doesn’t expect the legislation to be ratified without some gutting — the current ordinance would

strike down the charge of impersonating a police officer. The aim, she said, is to start a larger conversation about how many people are incarcerated for minor crimes.

“If someone is repeatedly in jail for using fighting words or urinating in public or one of the 77 on the list, should they be arrested?

Should that behavior be criminalized?,” she said.

Joshua Hinkle, an associate professor of criminology at Georgia State who’s published research on broken-windows policies, said he’s yet to find conclusive evidence that the approach is effective.

“There is fairly clear evidence that the impact of broken windows-based tactics is disproportionately borne by lower income, minority communities where levels of disorder or incivility and minor crime are the highest,” he said. “And clearly enforcing more minor law violations contributes to the overcrowding of our jails, prisons and community corrections.”

According to Kiernan, quality of life code offenders can take up nearly 40 percent of the cells at the Atlanta Detention Center.

“On June 22, of the 875 people in city jail, 341 were in on [quality of life] violations,” she said, citing a “snapshot” date studied by lawmakers.

Georgia State Student Government Association President Fortune Onwuzuruike said he thinks this type of policing is clogging up jails with people who could use rehabilitation, rather than incarceration. Plus, he said, Atlanta police have more important

crimes to address.

“We’re filling up our jails for things that don’t need as serious attention as things such as murder,” he said. “And these people might actually need help. I get that [police] are trying to serve justice, but you could do a justice in sending them to a rehab center.”

Hall’s also backing a city plan to install a “pre-arrest diversion” program, which would route people who need help — unhealthy, chemically-dependant, mentally-ill Atlantans — to resources for healing, such as rehab clinics or the hospital.

But no other Atlanta councilmembers have yet publicly supported Hall’s ordinance to decriminalize the charges cited in his ordinance.

Steve Smith, executive director for the Atlanta Hotel Council, told Creative Loafing (CL) that the local hotel industry wants the city to remain “safe and attractive.”

“We feel very strongly that the ordinances that are on the books allow for the police officers to have the appropriate authority and decision-making around how to handle individuals who may not be appropriate in their behavior,” he told CL. Kiernan said Hall’s office has heard concerns from other Downtown businesses of “panhandling, prostitution and instances of disorderly conduct.” But, if opposition throws a wrench in plans for the ordinance, Hall’s office still hopes to address these problems without throwing people behind bars, she said.

“Rather than repeal [all the charges], we may need to find some other way to discourage that kind of behavior,” Kiernan said. “No one wants to see anyone defecating in public. Do we need more public restrooms? We need to find out what is going on.”

But, because Hinkle believes Atlanta’s police forces aren’t exploiting broken-window strategies, he said he thinks repealing these charges might not be the game-changer Hall is looking for anyway.

“I’m skeptical that decriminalizing offenses would have a major real-world impact on policing here,” he said.

Georgia State University Police Chief Carlton Mullis told The Signal that some of his force had been training to approach situations with a sensitivity to the needs — psychological or otherwise — of potential arrestees.

“A large number of our police officers are training Crisis Intervention Team members, which tries to divert mental health issues to the hospitals rather than jails,” he said.

Onwuzuruike said it’s important for police to understand these issues “so they don’t give a punishment that’s too severe.”

“I understand justice needs to be served and a little crime is just a bad as a big crime; there’s no better or worse sin,” he said. “But instead of putting all these people in jail, we’re only making these people more upset. Rehabilitation is more important than incarceration.”

Safety report released Chief Mullis talks about a safer campus after the improved security measures LOE COLE

I

n a campus broadcast on Sept. 30, Georgia State announced the release of its annual safety and security report. According to the report, the university police department claims the title of the largest campus police department in the state with 142 officers on all six campuses.

Chief of Georgia State University Police, Carlton Mullis said there are multiple upgrades in university safety this year to prevent incidents like last year’s armed robberies. Mullis‘ first step was to eliminate non-Georgia State visitor access to the library until better security measures were put in place.

An increase in security personnel was the next immediate action. Now there are between 5 and 6 security guards assigned to the library during all times of day. Mullis said there will be 75 more police officers hired for the Atlanta campus in the next year, to serve along the current staff of 75.

There is a new visitor in-check processor similar to corporate security and about two hundred cameras in Library North alone. Cameras and alarms have been placed in the very spot the suspected robber(s) got away.

“All of the lower exits of the stairwells have the motion detector camera alarms. If someone goes into that area [now] it sets off motion detector and a camera view pops up at the security desk immediately," said Mullis. “[Also] There are now cameras outside to see where the person has gone," he said.

“We haven’t had an issue [robbery in the library] since we started all these processors,” Mullis said.

Uniform Division Commander for Georgia State University Police Department Bart Hulsey said the Atlanta campus is safer with the new procedures that were implicated.

“It was safe before [the campus robberies], these were isolated incidents. It was dealt with in a swift and decisive manner by Dr. Becker and the

[Georgia State] police department,” he said. “Yes, it is safer. We [Georgia State Police Department] have always thrived to have a safe campus and have been very successful at that.”

According to Mullis Perimeter campuses are quieter than the Atlanta campus because they’re smaller and more secluded.

“We [at the Atlanta campus] tend to be a little more locked down here because we are in the middle of everything. Some of the other campuses tend to be more like traditional campuses. They may not have some of the same security concerns we have, ” Mullis said. “What goes on, on the Downtown campus and the Newton campus is very, very different.”

Hulsey told The Signal the most common crime on the Perimeter campus is “petty theft."

He said students, faculty and staff can help deter “petty theft” on campus by putting their valuables away and keeping things out of sight when left unattended. Hulsey encourages students to build a relationship with campus police officers.

Brother shoots 18-month-old

According to Henry County Police, a threeyear-old shot and killed his brother in the head in the bedroom of their home.

According to the boy’s parents, the gun had been set down and by the time they heard the gunshot and saw the baby wounded, it was unclear which child had fired the gun. Police have sent the gun to the Georgia Bureau of Investigation for fingerprints.

The 18-month-old was sent to a nearby children’s hospital nearby but died shortly after.

FOX 5 reported that both the parents and grandparents have declined saying who the owner of the gun was.

Vandals write racist remarks on old colored school

Authorities in northern Virginia discovered racist drawings and sayings on the walls of the Ashburn Colored School. The facility opened up in 1892 as a place for black children to receive education and is now being converted to a museum. According to Loudoun County police, there were swastikas spraypainted on the building, as well as drawing of genitals and racist remarks. One of the statements on the building said “white power”.

According to CNN, officials have pledged to track down the vandals.

Anti-abortion law in Poland sparks strikes by women

Women in Poland are set to go on a strike sparked after a new anti-abortion law in the country. The strike by women encouraged them to take off work and household duties and instead spend time doing charity work or attending demonstrations.

According to The Guardian, “all terminations would be criminalized”, with a possible penalty of five years in prison for women. The law will also hold doctors associated with the abortions responsible and may be prosecuted and face time in jail as well. The law first came about as a “citizens’ initiative” which is a petition requiring over 100,000 signatures for Parliament to consider it.

Atlanta airport to allow Uber passenger pick up SYRINA MERILAN Staff Reporter

T

he dispute between Uber and the Atlanta airports finally ended when City Council settled on an agreement to benefit all parties.

City Council has decided in favor of Transportation Network Companies (TNC) such as Uber and Lyft, picking up passengers from the curbs of Atlanta airports. TNCs will have to pay an annual charge up to $10,000 to the Hartsfield-Jackson International Atlanta Airport, but Uber still sees this decision as a positive economic investment.

“While there are some outstanding logistical concerns [designating a pick up area and appropriate trade dress], we look forward to working with the airport on the details of implementation to ensure a smooth experience for both riders and driver-partners,” Uber Atlanta General Manager Luke Marklin said.

The agreement between the Transport Network Companies and the Atlanta airport was set to be settled by July 1 but was postponed, because of a security measure proposed by Hartsfield. Airport officials suggested fingerprinting Uber drivers as part of the hiring process.

However, Former Attorney General Eric Holder and the former Secret Service Director Mark Sullivan both conveyed their disapproval of this method.

In his letter to Mayor Reed , Holder pointed out the discriminatory effects of incomplete information given by fingerprinting.

“With nearly 50 percent of African-American men and 44 percent of Latino men arrested by age 23 nationwide, the practice of denying work based on law enforcement records with incomplete and inaccurate information disproportionately disadvantages people who have been arrested,” the letter said.

Holder said, “it [fingerprinting] was not designed to be used to determine whether or not someone is eligible for a work opportunity," Sullivan expressed the same concern with the fingerprint data being incomplete. He said the fingerprint data does not tell whether or not the individual was convicted for the crime, only that they were arrested for it.

“Uber’s driver pre-screening already account[s] for the incomplete information in the FBI and even state fingerprint databases by checking record directly at the county court house,” Sullivan said.“They [Uber] also include a driving history check—which will flag driving violations that are critical to the work of driving passengers, which often don’t appear on

criminal records at all.”

After strict evaluation of Uber’s prescreening regulations, the City Council agreed to not make fingerprinting a requirement to pick up and drop off passengers at Hartsfield-Jackson Atlanta International Airport. Instead drivers are required to go through pre-screenings that meet the requirements of the Georgia state law, which Uber has already been enforcing.

The proposal include other regulations that Uber must follow like, designating an assembly area, where Uber drivers should wait for ride requests. Riders are also charged a $3.85 fee for airport pickup. Lastly, the proposal requires a trade dress or company marker that the general manager of the airport agrees upon, so that they can be distinguished from the crowd.

With a new agreement Uber has also developed new security parameters. Joe Sullivan, Uber Chief security Officer, wrote that the new Uber selfie feature a “Real-Time ID Check.” Periodically the Uber driver is asked to take a selfie on the Uber app, which is then matched with the profile picture. If the picture does not matched with the picture on file the account will be suspended and Uber will look into the issue.

“This prevents fraud and protects drivers’ accounts from being compromised. It also protects riders by building another layer of accountability into the app to ensure the right person is behind the wheel.”

With this agreement along with security improvements, Manager Luke Marklin certainly believes Uber has become or dependable to their passengers at HartsfieldJackson International Atlanta Airport.

“Getting a reliable ride at the tap of a button from the world’s busiest airport just got even more reliable,” he said.

SGA holds first university-wide meeting CHRISTINA MAXOURIS News Editor

T

he Student Government Association (SGA) conducted its first university-wide Senate meeting, with representatives and Executive Vice Presidents from each of the five campuses both physically at the meeting, or attending through Skype.

Three major university figures attended the senate meeting to give all campus heads a briefing on Georgia State’s recent accomplishments and what to look for in the future.

Dean of libraries Jeff Steely addressed the government body with the department’s consolidation challenges, including increasing the content available to Georgia State students. Library security, according to Steely and later on Chief Mullis has gotten a security camera boost, climbing from 50 cameras to 200.

Up ahead, students can look forward to virtual reality becoming one part of the library experience.

A list of upcoming projects around the university, presented by Vice President of Student Affairs Dr. Douglass Covey, including the Courtland Bridge teardown, a green space from Woodruff park to Library Plaza, as well as plans for the Turner Field neighborhood. Senators expressed concern for The Ted’s plans

with many of them addressing questions to Covey on the affordable housing issue as well as graduation.

Covey confirmed that with Turner construction not ready by Spring, and the Georgia Dome no longer available for the ceremony, spring commencement will be held in the Georgia Tech basketball field.

“This is a one-time thing and the only choice we have,” he said. “And we will make it as Georgia State-y as possible.”

As for affordable housing, Covey said neighbor community groups have expressed concerns from the very start of the project, and the university has been engaged in conversations since then.

“We very much want to be good neighbors,” he said.

Covey explained the free speech area change, which has caused uprise among university students, even sparking a petition to bring it back. He said the decision to discontinue the Plaza as a free speech area was due to the campus growth which posed safety concerns in case of an emergency.

But with all upgrades and changes, sounds of a push-back made their way in the meeting, once again from a senator of the College of Law. Georgia State adds to Atlanta’s ‘full-to-capacity’ city

here are too many students at Georgia State. From having to wait to get across the Courtland Street bridge to the Student Center, to knocking people down to get an elevator in Langdale Hall, the overcrowding needs to calm down in some way.

I have noticed a huge difference in our campus from spring to this fall semester. We have approximately 32,000 students on the Atlanta campus according to Georgia State’s website, however, that number seems a lot higher.

There has been more involvement with other campuses on the Atlanta campus. Georgia State consolidated with Georgia Perimeter College this year, and it seems as though the consolidation is complete, but a lot of things seem like they are still being finalized.

More students who have decided to transfer to the Atlanta campus because it seems more convenient and because they can now obtain a bachelor’s degree, even before the consolidation.

I noticed at the beginning of the semester that a lot of students from other campuses, were able to come and check on financial aid and go to the library, as I was oftentimes asked, “Is this for the Atlanta,Dunwoody, or Clarkston campus,” from several Georgia State employees.

Parking

Parking seems almost impossible to find, and although Turner Field parking is available, it is not as convenient as free parking closer to campus would be.

Georgia State is known as a commuter school which has probably been one of the effects to the dreaded Atlanta traffic and parking. It makes me wonder about if the increase of students would be more positive or negative.

The Turner Field parking lot, which is one of the university's largest and most used parking lot, has been overused by commuters who have seen the negative effects on students and Atlanta traffic. The parking lot hours usually changes and sometimes

without giving a warning to those drivers and that it usually takes hours to find a parking spot which essentially makes them late to class.

Students have to remove their cars by a certain time, or they would get towed, which means that a lot of commuters come, go to class, and then leave and may not be that involved in campus life.

Financial Aid

Financial aid, already serving as a headache to most students at the beginning of every semester, I could only imagine what a growing pain that it would become to submit my paperwork for my financial aid just to attend the university and be able to take the necessary classes. With the help of more employees, this could help with the flow of the lengthy process; however, it still may be the same.

Scholarships and HOPE certainly do not cover the bulk of tuition and fees, and although it is something, having to apply for loans is an extremely drawn out process that I wish I could ignore.

Multiple images of a future Georgia State campus has been surfacing the Internet, including pictures on social media sites. Newer buildings, such as Piedmont Central, Turner Field and other new facilities added to the Georgia State campus, this may give the university the desire to obtain more students.

I acknowledge Georgia State’s efforts for trying to build a better campus, but I think that the purpose for the increase of students is mainly for the reputation of the school, and not for the students.

witness rate, but will not decrease crime.

One of the most fun things I looked forward to was plaza and it feels like Georgia State is not the same without it. Georgia State’s ‘Plaza’ used to occur on Tuesdays and Thursdays from 12:15-1p.m. on the Atlanta campus.

Being able to take a break from class, studying, or work was usually my highlight of the day, not to mention being able to socialize more with my peers. Listening to “live” music and watching Greek performances are missed. I can no longer do that when there is hardly anyone in Unity or Library Plaza.

Panther Prowl, some Plaza’s and PantherPalooza allow Georgia State students to bring guests. Along with the thousands of students that get to attend the event, they can bring multiple guests that have to pay a small fee of usually $5 or more.

Includuing more people adds diversity of other colleges and universities at these events, but sometimes it can be tiresome to know that there is an extremely long line you have to stand in. Especially behind people that don’t attend the university.

PARKING Students should be provided with more free parking, either by including it in tuition and fees or allowing free parking in general, aside from Turner Field. The university may become worried about if new parking lots would be abused by other Atlanta drivers, it might be necessary to create identified access using Panther Cards similar to dining hall access.

FINANCIAL AID Financial aid needs to be a lot smoother and quicker with the process of receiving paperwork, and with answering questions from students. More help is definitely in high demand, however, Georgia State should make sure that new employees have the ability to properly help students with their financial aid needs.

SPOTLIGHT Georgia State University is a growing university that I am proud to call my own. However, I do feel that as a growing university we should also gain more unity and organization throughout our campuses and learn how to use communicative efforts to attend to the needs of students, faculty and staff.

EDITORIAL Jerry Springer: Presidential Edition

More of a form of entertainment, rather than a debate...

ave you ever seen watched something and said “man this is trash”? That’s what it felt like watching the first 2016 presidential debate. Instead of getting an intelligent, productive debate, we got a Jerry Springer episode... “President's Edition”.

How did it come to this? On Sept. 26, the world was subjected to watching two people banter back and forth about topics that we’ve already heard. Mind you, not policies and economic plans, but rather, lifestyle choices, differences in beliefs, and comments on a former Miss Universe. And after all that was over, we heard all the theories of why the debate was so bad.

There hasn’t been a shortage of conspiracy theories surrounding the presidential debate. Some said CNN was working with Hillary Clinton, and there’s been a plethora of videos showing her scratching her nose as a “sign” for moderator Lester Holt to pass on the question to her. There have been others that showed a purpose behind Donald Trump’s broken mic as a sabotage to his performance. There were those cheering from Clinton as she proclaimed victory after Monday, and there were the cameras snapping shots of Trump as he proclaimed.. the same thing. And then there was everyone else, screaming a consensus of the debate’s low, low quality.

We have very limited choices of candidates debating in this election season - a limited choice of two, to decide who will have absolute authority over

the country’s military power, foreign relations and executive decisions. One prides himself in evading taxes for what some people are saying has been as long as 18 years. And the other, has changed her stance on critical issues for more than twenty consecutive years. And that limited choice was in plain sight at the debate. In fact, hard to miss.

From the time Trump began to interrupt the moderator and went on to talk anti-Obama policies, to when Clinton received claps and cheers (which were supposed to be prohibited during the debate) after yelling the name of the Miss Universe Trump has been bashing on. Whose points were stronger was overshadowed by their manner of delivering them: interrupting, speaking over Holt (who almost faded away into the audience after the first five minutes), and above all, Trump’s weird duck faces, called for an unprofessional, under-qualifying debate.

Moving forward to the next debate held next Sunday, on Oct. 9, moderators Anderson Cooper and Martha Ravitz need to be more assertive and have some “base in their voice”. When a candidate is talking too long, they need to be stopped. Candidates should not be allowed to talk around a topic for an unlimited amount of time. It is the job of a moderator to keep them on task. And since we can’t change the candidates, the best we can do is keep them in check, have them obey a certain format so that they’re almost forced to talk about what the American people

A hairy situation

air is really a huge part in all of our lives, although we tend to not to give it much thought, unless there’s something special coming up. Artist Sonya Clark wants to change that through her “Hair Craft Project,” currently on display at the Welch Gallery.

“Sonya Clark is a visual artist working with fibers as her primary material,” Gallery Director Cynthia Farnell said. “In this exhibit, she is thinking of hair as our most basic fiber.”

The two-part series was then made with the help of professional hairstylists and includes work from Kamala Bhagat, Dionne James Eggleston, Marsha Johnson, Chaunda King, Anita Hill Moses, Nasirah Muhammad, Jameika and Jasmine Pollard, Ingrid Riley, Ife Robinson, Natasha Superville and Jamilah Williams.

Each stylist first created their styles on Clark. Then, they were given a canvas which was stitched with silk thread to emulate a head of hair. Their job was to create an innovative – - but temporary– - style on Clark and then transfer that style to the canvas. Naoko Wowsugi and Diego Valdez then captured photos of Clark’s hair as she posed with the stylists.

Although the canvases are not currently in place at the exhibit, all 11 photos taken of the hairstyles Clark modeled for are now on display at the Ernest G. Welch Gallery, thanks to Farnell.

“There has been a tremendous interest from our students,” Farnell said. “We’ve had a great response on reserving free tickets for her lecture from faculty, students and the wider Atlanta community.”

Despite opening recently, Farnell said the exhibit has received “a steady stream of visitors already,” and she hopes that “all of the students on the downtown campus (and Perimeter campuses also) will come in and check it out.”

About the Artist

Clark’s work has centered around Black hair, so Clark set out to create something that

highlighted Black hair and the art of dressing it.

“Hairdressers are my heroes,” according to Clark’s website. “These artists have mastered a craft impossible for me to take for granted.”

Clark’s website stated the project is aimed at bridging the gap between art galleries and hair salons in order to show that they are both “sites of aesthetics, craft, skill, improvisation and commerce.”

The exhibit’s impact

Farnell said that Clark’s exhibit was chosen based on “the curriculum of the Welch School of Art & Design, which is a part of the newly formed College of the Arts. We have a faculty committee that generates ideas and considers proposals. School of Art & Design Student exhibitions are built into our schedule such as the BFA exhibits, Annual Juried Student Exhibition and MFA thesis exhibitions.”

Farnell enjoyed the exhibit immensely, so much so that she said she can’t choose a favorite piece.

“They are all marvelous,” Farnell said. “It would be difficult to choose from such a wide variety of creations.”

Ashli Trammell and Jarret Goodly, Georgia State students who were visiting the gallery, also said they enjoyed the project.

“I like the message behind it,” Trammell said.

“There’s different personalities within each different style.”

Goodly agreed, saying the project was “pretty cool,” but left room for improvement. Goodly suggested the addition of “live models” would have amped up the display.

“Or a video of [the hairdressers] doing it,” Trammell said.

Farnell, on the other hand, thinks the exhibit is perfect as it is: “I’m very satisfied with how the photographs fit so elegantly in the space.”

You can see the exhibit and judge for yourself now through Nov. 11 in the Arts and Humanities building. Clark truly highlights the work and craftsmanship involved in hairdressing, while also bringing African-American stylists to the front of the conversation about Black hair.

Cherrylion: Sculpting Studio

Sculpting is the art of using clay and malleable materials, like wire, to create a object typically with animal or human characteristics. Studio manager, Cambria Herrera, says the classes at the Cherrylion studio have a combinations for sculpting beginners and experts that work on their skills.

“We get a mixture of students who have never touched clay in their life,” Herrera said. “Students can focus on anything they want, and we provide all the tools they need."

The sculpting classes take place over the course of 10 weeks. Prospective students pay a one-time fee, which includes all of their material and studio time with sculpting artist and instructor, Martin Dawe.

Martin Dawe has been sculpting for over 33 years, according to the Cherrylion website. Each

class is made to be hands on and freeform. The studio provides students with a live model, clay and other tools that allow them to sculpt. The freeform artistic style is an optional choice for each student, who can choose to create whatever they feel.

“Students can focus on anything they want, we provide all the tools they need,[like] the clay and instruction by Martin Dawe,” Herrera said.

The introduction class, also known as the head study, is a class dedicated to the focus of forming and sculpting the head. Final touches and customization takes place during the last week which is called finishing class. Students can fire their sculpture, a process that hardens the clay, and paint their work.

Classes are available in the fall, spring and winter. Each season consist of 10 sessions that take place over the course of two months.

Be! Creative Arts Center

Expressing creativity, is the main goal for a local art center located in Atlanta. There are painting, dance and drawing classes offered at the Be! Creative Arts Center. Founder, Torion Kent, wanted to provide an environment where people from the community can come in and participate in visual and performing arts at one place. “[When] someone comes through that door, they [will] have a painting, drawing and dance experience, that [will] make a difference in their day, uplift them and [make] them feel good about what they did,” Kent said.

Kent has a love for positively affecting others, and one way for her to show that passion is through the arts. The center was created to bring art back into the black community, according to kent.

“I love to see people have fun,” Kent said. “We

Uniquely Perfect Painting is an adult and teen painting class. Guests can go online an take a look at the illustration provided for each class. For each day of the month, there is a different illustration.

The only thing that people should bring is a willingness to learn something new and use their creativity to make a unique piece of art. After the class, guests are encouraged to take their work with them.

Capturing the Magic Turn a simple mason jar into a whimsical work of art

utumn has just arrived and with it comes the beautiful multicolor leaves and crisp breeze. The natural beauty, festivals and chilly nights bring a bewitching whimsical atmosphere of magic. This issue’s DIY will capture the magic of the season with a lighthearted craft.

A fairy jar is a fun and enchanting gift for a child as a night light or for an adult as a quirky piece of room décor.

What is amazing about this project is the versatility of decoration ideas. I am making an autumn inspired jar, but you can make a summer fairy jar with fake moss on the sides and little mushrooms or a winter jar with glitter snow and fake pine cones. The possibilities are endless!

Materials Needed

• A mason jar • Mod Podge or Elmer’s Liquid Glue (I’m using Elmer’s Glue) • Scotch Super Glue • A sheet or two of white tissue paper • Glitter in the color of your choice (I’m using white and gold) • A tool of twine • A paint brush • A pair of scissors • Silhouette of a fairy or a pre-made fairy cutout • Cardboard (optional if you want to make your own fairy and not use a premade cutout) • Floral decorations/embellishments of your choice • Decorative string lights or a battery operated candle

How to Make the Fairy (Optional)

Step One: Find a silhouette of a fairy online that you

like.

Step Two: Print out the image to a size that would be appropriate for your jar.

Step Three: Cut the outline of the fairy out and glue it to your cardboard and let it dry. Only use a light layer of glue so that the fairy won’t rip.

Step Four: Cut the cardboard to match the shape of your fairy. This can be quite challenging when you get to the small details, so I recommend using a pin to poke a few holes inside of the fairy’s wings.

Step Five: Lightly bend the fairy’s body to match the curve of the jar and then apply the scotch super glue to the back.

Step Six: Glue the fairy to the inside of the jar. If your jar has a side with words engraved on it, I would place the fairy on the opposite end. *If you chose to buy a pre-cut out fairy, you can find it online or in most craft stores. If so, then lightly bend the fairy and glue it to the inside of the jar as you would if you made the fairy

Decorating the Jar

Now that your fairy is glued to the inside of their new home you can decorate the outside with tissue paper, glitter, and other decorations.

Step One: Take your paintbrush and apply a layer of either Mod Podge or Elmer’s Glue to the outside of the jar, including the bottom. When applying on the glue make sure that you apply on a thin layer to avoid any rips or holes in the tissue paper. You will also want to keep the lid on for this step.

Step Two: Once the jar has been completely covered with glue or mod podge, take one layer of the tissue paper and start wrapping it around the jar. Don’t worry if you have wrinkles, they add texture to the jar. Also, if you have a few holes, you can cover that with glitter later or bits of tissue paper. However, avoid putting on more than two layers of tissue paper because the more you put on, the less visible your fairy will be.

Step Three: Cut the extra tissue paper off and start applying glue to the bottom of the jar, then fold the paper over until the bottom is totally covered.

Step Four: Once the jar is fully covered with the tissue paper, start applying on glue to where you would like your glitter to be. I wanted my jar to look like it was oozing out magic, so I put a heavy amount of glue on the top and let the glue drip to create more texture. White glitter with heavy glue would make it look like snow.

Keep in mind that the more glitter that you use, the less visible your fairy will be, so I suggest putting the most glitter around the rim of the jar or the bottom.

Step Five: Tie some twine around the rim of the lid and tie it into a bow.

Step Six: Time for the floral decorations! You can decorate your jar with whatever flowers or leaves that you want. However, for this step use the super glue to secure your decorations in place.

Step Seven: Put your battery powered candle or string lights inside the jar. I am using string lights for my fairy jar to give off more light, but you can always use the candle to give off the effect of the fairy’s glow. You don’t have to glue or secure the lights or candles in place because you will want to change the batteries later.

'The Magnificent Seven' is dull

“Magnificent Seven” feels like Antoine Fuqua has never seen a Western before ALEX GRAHAM Staff Reviewer

S

urprise, surprise, “The Magnificent Seven” is not fun.

Who’da thunk?

“Magnificent Seven” is a remake of the 1960 movie, which is itself a remake of “Seven Samurai,” the 1954 Kurosawa classic that’s widely regarded as one of the most influential movies of all time. The premise to “Magnificent Seven” is simple: it’s 1879 and bad guy Bartholomew Bogue (Peter Sarsgaard) takes over the small settlement of Rose Creek, slaughtering innocent gentlefolk left and right. Emma (Haley Bennett) hires bounty hunter Sam (Denzel Washington) to put together a crew to help take back the town.

The only real draw to “Magnificent Seven” is its star-studded cast. We’ve got Washington and Sarsgaard at the helm, plus it-boy Chris Pratt (notably keeping his shirt on the whole time), Ethan Hawke and freakin’ Vincent D’Onofrio, as well as some recognizable faces (you might know Bennett from “Hardcore Henry” or critically acclaimed South Korean

actor Lee Byung-hun from a bunch of tasty action films). Pratt might be phoning in a bit— there are a couple of moments in which he seems to be too into a ridiculous line to really be taking it seriously— but the rest act their butts off, to various degrees of success. Washington specifically has a few full-power moments I would expect in one of his more Oscaroriented performances. Good on him for giving it his all, ya know?

But other than that, the movie is “meh” through and through. It shares bones with its predecessors, but lacks basically everything that made them work, the moments of humanity in the crew and the relationshipbuilding between them and the townspeople. The titular seven are barely archetypes-- we spend a lot of time with them but none have any discernable qualities, other than being good at killing. Oh, and their races— can’t forget the Asian assassin and Mexican outlaw. It’s hard to say it’s racially insensitive when the Asian and Mexican guy are no more stereotyped than anybody else.

Strong characters aren’t always a necessity for a Western (Clint Eastwood’s Man with No Name isn’t particularly deep), but “Magnificent Seven” doesn’t even have any Western

qualities to build upon instead. I was sitting there thinking, “Did anybody working on this watch a Western in preparation for the shoot?” It overuses the stereotypical Western centerpieces, especially the “Mexican standoff ” (it feels like there’s one every scene!), and ignores the sweeping landscapes and moral questioning that make the genre so potent.

I’m quick to blame a lot of this on the influence of Nic Pizzolatto, the writer who gave us the half wonderful, half unwatchable “True Detective.” He’s got co-writing credit here with Richard Wenk and the dry characters and unnecessary gimmicks remind me of everything bad about True Detective season 2.

Notably the 1960 version was scorned by some upon its release as critics held it up to the impeccable “Seven Samurai,” and only grew in acclaim as time passed and its stars gained more fame. Maybe one day our “Magnificent Seven” will become a classic, develop a devoted following many years from now. Maybe— but probably not. Mac Miller pushes the envelope CATRINA DYGERT Staff Reviewer

A

rapper rapping about true love, let alone creating a whole album about it, is a rarity. Love is a kind of taboo to the “hard” rap world, and a successful white rapper, especially lately, is another rare sight in the rap world.

Both of these rarities come together in the form of Mac Miller’s “The Divine Feminine,” provided all the necessary tools for a very different but pretty awesome album.

To us fans of Mac Miller, we know what his music usually entails: girls, weed, alcohol, partying, more drugs and more girls. His albums and mixtapes are a mix of all these topics either thrown or loosely tied together with no real sense of cohesion. “The Divine Feminine” completely flips the script on us not only because of his new and improved views on women (or a woman), but also

because Mac Miller was able to create a concept album, about love, which is something I would have never expected from him.

“The Divine Feminine” can best be described as a rollercoaster of love. Mac Miller takes us through the highs of a passionate love, the lows of losing it and all the twists and turns in between. The intro of the album, “Congratulations” exemplifies that perfectly as Miller reminisces on the fun times of his relationship, over a piano-laced beat that makes one feel eerily nostalgic.

The feeling of nostalgia remains as the album progresses. One of the best tracks on the entire album follows the intro on the Anderson .Paak assisted "Dang." "Dang" opens up with .Paak crooning about refusing to lose his girl over trivial matters within the chorus, while Miller handles the verses. "Stay" follows a similar pattern as "Dang," and that is when I noticed the biggest negative of the album: the repetitiveness.

This album told me one surefire

thing about his relationship; Mac Miller loves the sex with her. Whether he is rapping about the multitude of positions he likes to put her in or how he prefers her vagina over food, he talks about sex so frequently that it becomes sort of an annoyance. It even gets borderline disgusting at how explicit he gets talking about these acts. Most people know the satisfaction of good sex, I just wish Mac Miller knew it shouldn’t take eight songs to explain it.

Overall, the album is a solid one and will probably go down as Mac Miller’s best yet. He took the concept of love and created an emotional album we haven’t seen since Drake’s “Take Care” nearly five years prior.

Mac Miller proved he can be more than just a stoner who loves women and loves to party. “The Divine Feminine” showed an artistic side in Mac Miller most people had no idea he had, and that should be the goal of an artist; to not only push the envelope, but to push yourself. Mac Miller clearly did that.

TOP TRACKS: “Dang,” “Cinderella” and “Planet God Damn” GRADE: B VERDICT: For Mac Miller, this album will definitely go down as one to remember. During a time where concept albums are not really made anymore, he put out a pretty darn good one. The album is already his best commercially, debuting #2 on the Hot 100 and is dedicated to his highest profile girl yet, Ariana Grande.

In the bigger scheme of things, this won't go down as album of the year, but that is nothing to be ashamed of.

Georgia State looks to even up against Texas State The Panthers kicked off their four game winning streak against the Bobcats a year ago WOODY BASS Staff Reporter

eorgia State will follow up a road trip loss to Appalachian State with returning to the Georgia Dome for another match on the gridiron with another Mountaineer. Sort of. The Texas State Bobcats football program entered a new era in 2016 with the hire of new head coach, and former Mountaineer defensive end, Everett Withers.

Withers, the former head coach of FCS James Madison University, replaces Dennis Franchione who was fired after a 39-43 record while with the Bobcats.

Withers had an impressive record while the head coach at James Madison and his short stint as head coach at North Carolina. Under his watch at the two universities, his programs managed 25 wins in three seasons including a record 14-game winning streak between 2014 and 2015. He led James Madison to the Colonial Athletic Association’s conference title and back-to-back FCS playoff appearances.

The Texas State head coach saw flashes of the type of team he hopes to build following the three overtime upset win over Ohio University.

“We want them to be tough, disciplined and play with a relentless effort and play with focus and I thought they tried to do that all day today,” Withers said following the 56-54 win over Ohio according to the San Marcos Daily Record adding he understands there is plenty of room for improvement. “There's going to be some growing pains," he said adding, "we just have to keep fighting through it and go to work

every day and try to get better."

Texas State’s schedule followed up their win over the other Bobcats with a brutal stretch traveling to the Arkansas Razorbacks and then returned San Marcos with top 10 ranked Houston Cougars ready to extend their position for a possible playoff run.

The Bobcats were able to flip their role of being the dominated to doing the dominating defeating the Incarnate Word Cardinals 4817. While Texas State put up 670 yards on offense, they allowed the FCS opponent from San Antonio, Texas 419 yards. This could be the situation Georgia State needs to get confidence on the offensive side of the ball.

The Bobcats joined the FBS ranks and the Sun Belt in 2013 with an overall 17-28 record versus conference opponents. They currently lead the series in conference play against Georgia State, New Mexico State, South Alabama, and an even record against Idaho.

So far in Withers first season, the Bobcats are 2-2 with wins over Ohio and Incarnate World.

Offensively, the Bobcats averaged 52 points and over 600 yards in those games. They did not fair so well again Arkansas and Houston where they managed only six points total in those two games. They are not a team you want to get into the red zone where on each of their nine attempts they have finished with points on the board. Coach Minters' defense may have an opportunity to feast on a team who has committed five turnovers, including four interceptions committed by Senior quarterback Tyler Jones, in their first four games of the season.

On the other side of the ball, the Bobcats are struggling defensively to get a stop. Opponents

have averaged 44 points per game and have allowed an average of over 500 yards to opposing offenses. The Panther running game has an opportunity to pick up some steam against a defense that is allowing over 200 yards per game. Conner Manning should be able to find his receivers in space to a secondary that has allowed over 350 yards in the air in two games.

To Coach Withers, the Bobcats first game of the season starts on Oct. 8.

“Our goal is to try to find the best 11 guys on each side of the ball and on our special teams that can help us compete against our conference schedule, bottom line,” Withers said following the loss to Houston during a press conference.

Georgia State turned the tables on the overall series a year ago and will look to continue that tradition to even the series up in 2016. Former Panther quarterback Nick Arbuckle diced

up the Bobcat defense a year ago passing for 471 yards to game leading receivers Robert Davis and Penny Hart who each exceeded 100 yards. Five different receivers exceeded 20 yard receptions in the 41-19 win a season ago. The Panthers running game had one of its best games of the season against the Bobcats last year with a total of 172 yards led by Junior running back Taz Bateman.

Defensively, Georgia State allowed only four third down conversions and a total of 453 yards.

The Bobcats passing game led their offensive stats with 267 yards but limited to about 5 yards per pass while their running game was held to 186 yards with an average of 5.8 yards per rush.

The Panthers and Bobcats will take their cat fight back to the floor of the Georgia Dome for Georgia State’s second home game of the season at 3:30 pm and will be broadcast live on ESPN3.

Conner Manning takes the job

G

eorgia State quarterback Conner Manning is coming off of a stellar performance against Wisconsin, where he proved he has what it takes to reinvigorate the team’s production from an offensive standpoint, as well as proving to his coaches that he is worthy of being the starting quarterback.

Manning showed an enormous amount of poise in the pocket and threw the ball with confidence, giving his team a chance to do the unthinkable. Although Georgia State failed to secure a win that would have brought widespread attention to the university’s football program, it is safe to say that many will continue to observe Manning’s level of production from here on out; And rightfully so. He arguably gave his team the best chance possible to pull off a great upset.

Nonetheless, we will leave the imagining of what could have been for another time. For now,

we will have to continue to follow the development of the transfer quarterback from Utah to see if he can indeed provide us with some optimism that he can be the next great quarterback for Georgia State. Albeit the possibility of him duplicating the same amount of success as last year’s quarterback is quite preposterous.

The question is can he be consistent throughout the rest of the season.

Georgia State head coach Trent Miles knew it would be a tough challenge filling the shoes of former quarterback Nick Arbuckle, who recently signed with the Calgary Stampeders of the Canadian Football League and is currently on the team's practice squad. However, the team also feels as if Manning is equipped with the necessary tools and assets to provide a spark the team needs at the quarterback position. Yes, he may not have the strongest arm or possess the blazing speed and elusiveness that Louisville Cardinals quarterback Lamar Jackson is endowed with, but he showed flashes of being able to produce at a high-level against a respected Wisconsin defense.

completed 20 of his 29 passes, while throwing for 269 yards with one touchdown. A big difference between this game and the previous two he has played in is, the passing yards per attempt. In his first two appearances, Manning’s average was a mere 5.3.

This came against subpar defenses in Ball State and Air Force. Against Wisconsin, he was able to spread the field out, and his passing yards per attempt was 9.3. Perhaps, though, the most significant surprise for him through that game was the fact that he was able to protect the football.

In previous outings, Manning knows that he has made some decisions throwing the ball that have proven to be costly and has ultimately hurt his team’s chances of winning football games.

“There are some decisions I wish I could have back in previous games— so I am working on that and to continue to be a leader on and off of the field no matter what, and get this group, you know, ready to play,” he said.

While Conner is not related to any of the infamous Manning brothers (Peyton Manning and Eli Manning), he has a similar

demeanor in that of Eli, the current New York Giants quarterback, and how he approaches the game. Not to mention, he resembles the guy.

Manning is incredibly humble and soft-spoken, but he is also becoming more demanding of the offense, a characteristic that many of the great quarterbacks possess. It is a known fact that he will be looked upon to be one of the vocal leaders for this team going forward, being that the quarterback is held accountable for making sure the offense is running smoothly.

“I think stepping up as a leader vocally is one of the biggest things for me and taking ownership of this group,” Manning said.

He also realizes that every play orchestrates through him as the quarterback of this team.

“I got the ball in my hands every play, you know, so I am the one out there leading it, so I have to take charge,” he said.

Manning will look to continue to take charge of this offensive group moving forward. His coaches have instilled faith in him, and he seems to be grasping the offense better as the season progresses.

A tournament win is on the horizon Women's golf has a strong season filled with strong performances so far TOBI ADEYEMI Staff Reporter

T

he Georgia State women's golf team’s fall season has been filled with memorable moments. Now with three tournaments coming up in the month of October, the ladies hope to leave at least one of them with a win.

The Panthers have not won a tournament yet but have come pretty close. At the USA Intercollegiate hosted by South Alabama, the Panthers would be in third place through the first two days of the tournament, but would finish fifth by the end of the last day. They were led by senior Jooeun Bae who shot a final round 75, which was good enough for ninth place and her first career top 10 finish.

“To finally place in the top 10, especially during my senior season, felt great,” Bae said. "I was just happy to help the team."

Bae was not the only Panther to have a good outing at the USA Intercollegiate; the whole team showed up. Four of them placed in the top 26, including sophomore Jemima Gregson who finished tied

for 20th and redshirt sophomore Emily Royer who finished tied for 26th. The most surprising performance came from freshman Harmanprit Kaur who finished 12th, barely missing her second straight top 10 finish, and that caught the attention of the Bae. “I wasn’t doing that as a freshman,” Bae said. “ I struggled my freshman year, I barely shot in the 70s, so I think it's great she is a freshman and doing so well so soon."

Even with the early success of the first two tournaments, Kaur was not satisfied. At the next tournament, the Lady Paladin Invitational, she would take her game a step further and lead entire whole team. Kaur shot a career low 1-under 71, which was good enough for another top 20 finish. The team as a whole did not play as well as they wanted, but that did not stop Gregson from enjoying the tournament.

“Lady Paladin was definitely my favorite tournament so far,” Gregson said. “We were all in such a positive mindset, and so focused, plus we started the Mental Management Program.”

The Mental Management Program, Gregson explained, is an elite

sporting performance system. It is a mental program that promotes positive thinking and helps the player with their focusing ability; it is a proven system that has been used

by PGA-tour winners and Olympic champions. The Mental Management Program is just one of the few things implemented that Head Coach Cathy Mant hopes will help the team reach their goals.

“All of our goals are still within reach and that is most important to us” Mant explained. “Now we want to win an event that will help build our confidence for the real goal: a Sun Belt Conference Championship in April."

Like every other competitor, the Panthers as a team want to win this championship. However, maybe no other Panther desires to win more than Gregson. In last year's Sun Belt Championship, Gregson was in the lead after the opening day but would finish the championship tournament in the 10th spot. To this day, that still motivates her.

"It made me more confident that I can win a tournament,” Gregson said.

“Now I know I can play with and against anyone and come out with the win.”
