Dearest Town Of Bethlehem, Most Thanksgivings, as do many of you, John and I spend watching football, wondering what is for dessert, or trying to find the best place to nap. However, this year was a little bit different. On Thanksgiving night, John, Leah and I drove through our town collecting the turkey trot signs while still reeling from the overwhelming thankfulness of our family, friends, customers, and Bethlehem neighbors. The first Thanksgiving was about people coming together to help out and take care of each other. Until 9:00 am on November 25, 2010, I never really really experienced the true meaning of what that meant. We are so thankful to all of you who have helped us provide for our neighbors who depend on the Bethlehem Food Pantry throughout the year. To anyone who carried a box, held a door, cut an orange, passed out a t-shirt, or used a megaphone (with too much enthusiasm), we thank you! To those of you who ran this as your very first 5k, hit a P.R., walked with your family, or started a new tradition that day, we thank you. To anyone who was a photographer, spindler, handing out water, clapped, cheered and screamed while freezing, collected food, or registered participants, we thank you. To anyone who was a sponsor, donated supplies, raffle prizes, made signs, or was a better “Turkey” than any I have ever seen, we thank you. To the Bethlehem highway department, police department and custodial staff who did an incredible job and had to work on a holiday because of our event, we thank you. As for the over 2,000 participants who contributed to the turkey trot and brought a food item, the food pantry and the entire town of Bethlehem thank and applaud you! Dr. Paul Beer | Eye Mission of Belize It all started with a simple vacation. The first trip from our home in Slingerlands to Belize was a few years back, a scuba diving trip planned with family and friends. That trip was spent enjoying the beautiful surroundings in Belize, the coral gardens, reefs and crystal blue waters. Dr. Paul Beer liked it so much, that he returned for another vacation. Then, he bought a condominium there. When he looked around the island, though, he saw more than beauty. Because in addition to the breezy palm trees and the sandy beaches, this Central American nation has a large population of poor, uninsured people. He decided that Belize wouldn’t just be a place for vacationing. He had a vision for these trips, and it wouldn’t involve just relaxing. Considering how he would fit in to the community in Belize, Dr. Beer says, “It’s nice to go to warm weather and read a book under a palm tree, but after awhile, you feel like you need to do something.” When he did look around, it was easy for him to see what needed to be done. With virtually no eye care available to the people of Belize, Dr. Beer pioneered the Eye Mission. He is an ophthalmologist, practicing at Albany Medical Center and in private practice in Slingerlands.
“You take a person out of a hard situation, and put them back where they can be productive.” Once the decision was made to help the people of Belize, the rest fell into place. Dr. Beer felt fortunate to have a decent income, one he could put to good use. So he set up a small outpatient clinic, and began seeing patients in Ambergris Caye, a small island off the coast of Belize. His daughter Emily and office manager Rebecca Donnelly came to help on that first mission. It was the first of many. Other ophthalmologists from Albany went to Belize to help Dr. Beer. And their children went to screen patients. The Eye Mission relies on volunteers who have the same compassion as Dr. Beer. Eventually, Dr. Beer joined a non-government organization there called the Belize Council for the Visually Impaired (BCVI.) He felt that the people of Belize would be better served this way. At his outpatient clinic, many people came to him with small problems, like irritated or infected eyes. BCVI had a laser, more advanced medications and equipment. Things needed
to treat the larger issues in Belize. Diabetes is a major health problem among the population there, and a laser can be used to prevent many of the eye complications that are a result of the disease. Dr. Beer saw patients who had lost their eye sight at the age of 40. It was these issues he wanted to treat and prevent. Slowly and steadily, he brought equipment and medications to Belize. He wanted to be able to perform surgery. A major complication of diabetes is retinal detachment. Surgery for this condition is complex and difficult. It’s rarely done in the states anymore, because of the healthcare available for diabetics. But with this surgery, Dr. Beer is able to restore some vision to people who have long been without diabetic care and treatment. This is where he found he could do the most profound work. By restoring some or all of a person’s vision, “You take a person out of a hard situation, and put them back where they can have a life and be productive.” He wanted to aid, in the way he could, people who already had a hard time finding work. Once vision was lost, employment was extremely difficult to find.

It hasn’t always been easy. There is a lot of red tape to cut through with the government. Sometimes he’ll wonder, “Why do I do this?” But then he’ll arrive, and a building full of people will be waiting for him. The line will snake out the door and around the building. Many of them are going blind. “Then, I have my reason,” he says. The patients know him. Many have been coming to him for years. With a connection to the people, and a clear purpose, the trips are more frequent now. He’ll pack up his equipment and any supplies he can get his hands on. Medications are frozen, packed in coolers and carried on the plane. In the beginning, many of these much needed supplies were donated. But over the years donations have dwindled. He brings extra medications from his offices and surgical equipment that would otherwise be thrown away. In Belize, they sterilize and reuse these precious supplies.

Most of us find the holidays a time for joy, gift giving and reconnecting with family and friends. Although the shopping and preparations can be stressful, it is over weighed by the good feelings associated with the season. On the other hand, the holidays for seniors can sometimes be a time a stress and sadness. Depending on the age and circumstance, elders can feel alone and isolated. A spouse or friends may have passed away, and family may not live nearby. They may feel isolated at home if the ability to drive and fending for themselves has been lost. Seasonal Depression or Seasonal Affective Disorder (SAD) can affect people of all ages, 4-6% of the population annually. Additional, 10-20% may suffer from a more mild form of the Winter Blues. Some common symptoms of SAD are fatigue/increased need for sleep, decreased energy levels, weight gain, increased appetite, difficulty concentrating and an increased desire to be left alone. The exact cause of the condition is not known, but it is believed to be tied to the decreased amount of sunlight experienced during the winter months. If diagnosed, a doctor might recommend light therapy, spending more time out-ofdoors or antidepressants. In an attempt to prevent the onset of these Winter Blues, spend time outside every day if possible, even when it is cloudy. Eat a well balanced diet with sufficient amounts of vitamins and minerals, as recommended by your doctor. Exercise on a regular basis. Walking just 15 to 30 minutes each day is great for overall health. Stay involved in regular social interactions and activities. Talking with someone else just 10 minutes a day can be helpful. Think positively! Seek professional help if needed.

For example, a service like “Errands R Us” (Debbie Stevens 728-6718). There may be a young person in the neighborhood who would like to help with cleaning, correspondence or shopping errands. Ask for help from Town Senior Services or Church Organizations. Another consideration to avoid seasonal blues is an extended or winter stay at an Assisted Living Community. These communities often provide furnished accommodations for short-term stays and help to provide the nutritional, social and daily living support seniors may need during the long winter months in a safe and comfortable environment. A huge improvement was made to the care given in Belize when OPKO (a U.S. company) donated a diagnostic machine this year. Installed in October, it was an $80,000 addition to the office there. Dr. Beer donated the time and expense of the technician to install and set it up. Now, the quality of eye care given to the patients at BCVI is closer to the U.S. standard. Dr. Beer’s vision for the future is firmly planted in the present. He says,”I respond to the needs around me. I see what needs to be done, and I do it. Helping people now is my dream.” He is working on spreading the word about preventative and regular health care in Belize, so that eye damage and blindness don’t happen in the first place. HIs philanthropic efforts aren’t limited to Belize. Here in New York, Dr. Beer and his son have created the Blind Artists Society (BAS.) This project was born from a patient who was despondent over losing her vision. Again, Dr. Beer saw a need and answered a call. This project is a joint venture of Dr. Beer and his son Jonathon, a professional artist based in New York City. The BAS is an online forum, a support group for creative people who have lost their vision. Its members will have a show this January and February, at the Chapel and Cultural Center at Rensselaer Polytechnic Institute. While this group was formed in Albany, they now have members from all over the world. Dr. Beer was the launch pad for this project, and now, it’s in the hands of the artists. In his eyes, “It was started as a motivational effort. Now, it will be whatever the artists make of it.” Both the BAS and the Eye Mission need more than just Dr. Beer to survive. Donations keep the artists work in galleries. And aid given to the Eye Mission goes toward medicines and supplies. With each endeavor Dr. Beer involves himself in, a village is needed to succeed and make a difference. And he is clearly a big part of that village.

If you must shop at night, go with a friend or family member. •Dress casually and comfortably. •Avoid wearing expensive jewelry. •Do not carry a purse or wallet, if possible. •Always carry your Driver License along with necessary cash, checks and/or a credit card you expect to use. •Even though you are rushed and thinking about a thousand things, stay alert to your surroundings. •Avoid carrying large amounts of cash. •Pay for purchases with a check or credit card when possible. •Keep cash in your front pocket. •Notify the credit card issuer immediately if your credit card is lost, stolen or misused. •Keep a record of all of your credit card numbers in a safe place at home. •Be extra careful if you do carry a wallet or purse. They are the prime targets of criminals in crowded shopping areas, transportation terminals, bus stops, on buses and other rapid transit. •Avoid overloading yourself with packages. It is important to have clear visibility and freedom of motion to avoid mishaps. •Beware of strangers approaching you for any reason. At this time of year, "con-artists" may try various methods of distracting you with the intention of taking your money or belongings.

What is the best way to manage my cough & cold symptoms this winter to avoid missing any part of the Happy Holidays? A cold is a viral infection of the upper respiratory track. It is also know as the “common cold” because children can get 6 to 10 colds per year with the typical adult having 2 to 4 colds per year. The season for colds is about late August to early April.
Do I have a cold or the flu? An Influenza viral infection, “the Flu”, starts off similar to a cold with upper respiratory symptoms, like a runny nose, non-productive cough and scratchy throat. However, it very rapidly and suddenly evolves into a high fever with headaches, chills, and muscle aches. The fever can last three days with all symptoms lasting about five to eight days. Colds tend to come on gradually and are usually distinguished by a sore throat, runny nose and sneezing. Colds rarely have a fever above 100 degrees and symptoms last about a week or two. What can I do to ward off colds? • Wash your hands – the best defense. • Hand sanitizers containing either ethyl alcohol (62-95%), benzalkonium chloride, pyroglutamic acid, or triclosan are effective. • Limit exposure to infected people whenever possible. • Practice healthy habits such as eating a balanced diet, getting enough sleep, and exercising regularly. • Drink plenty of water.
What cold remedies should I take to manage my cold? As there is no cure for the common cold, it is best to prevent transmitting the virus and to reduce your symptoms. If you feel you need something to treat your cold symptoms, ask your doctor, nurse or pharmacist what product might be best for you: especially if you are pregnant, breast feeding, have a chronic health condition (diabetes, high blood pressure, lung disease, benign prostatic hypertrophy) or take prescription medications routinely. Cough and cold medications might help reduce your symptoms, but will not reduce the duration of the cold. To reduce the risk of adverse effects, purchase single ingredient products (vs products with multiple ingredients) as the symptoms of a cold will vary over the course of time. Here is an overview of the different types of products to consider. Decongestants: Decongestants make breathing easier by shrinking swollen mucous membranes in the nose, allowing air to pass through. They relieve runny nose and postnasal drip. Decongestants can cause shakiness, tremors, nervousness or keep you awake. They also can raise blood pressure, so patients with high blood pressure should not take them. Products are available as liquids, tablets and nasal sprays. These nasal sprays should not be used for more than 3 days (see below). Due to the Methamphetamine Anti-Proliferation Act, pseudoephedrine is available behind the
Cough Suppressants: Suppressants, such as dextromethorphan (DM), control or suppress the cough reflex and work best for a dry, non-productive cough, especially one that keeps you awake. Patients taking antidepressants or medications that sedate you, or make you tired, should check with their health care providers before taking cough suppressants. Antihistamines: Antihistamines dry up nasal secretions and are commonly used to treat allergy symptoms and itching. They can cause drowsiness, especially when given with other sedating medications. Patients with certain chronic conditions (prostate problems, glaucoma, constipation for example) should not use these medications. Nasal Sprays: These agents work right at the nose and may be used in patients concerned about the drug interactions or adverse effects of oral cold remedies. Some nasal sprays contain plain saline (salt water) to loosen stuffy noses and clear sinuses. Others contain decongestants which can reduce stuffiness but can only be used for 3 days to avoid a “rebound effect” which results in more congestion. Zinc gel swabs or nasal sprays have had mixed results in studies showing some evidence to indicate it may lessen the duration and intensity of nasal cold symptoms. They should be taken at the first sign of a cold to maximize their effect. Side effects are mild and include head ache and nasal stinging. Echinacea or Vitamin C: studies have shown neither can prevent the common cold. Some studies have shown a slight reduction in the duration of the symptoms, but results are not conclusive.
Should I take a decongestant or an antihistamine? This depends on your symptoms, your medical conditions and other medications that you take. If you have nasal or sinus congestion, then a decongestant can be helpful. If you have drainage -- either a runny nose or postnasal drip or itchy watery eyes -- then an antihistamine may be helpful. However, studies have shown that an antihistamine alone does not reduce the runny nose and sneezing due to colds. Also consider the medication’s side effects on your medical conditions or other medications.
Should I suppress my cough? An occasional cough may clear the lung of pollutants and excess phlegm. If you have a cough due to a cold that is keeping you awake, sometimes suppressing it is helpful at nightime. A persistent cough that extends past the duration of your cold should be checked by your physician.
What should I take for fever and aches? The very young, the very old, those who suffer from seizures during illness or those with heart or lung disease should consider suppressing their fever. Others, may consider it if they are uncomfortable during their illness. Young people (including those in their early 20s) should avoid aspirin. Acetaminophen, ibuprofen and naproxen are possible choices. Acetaminophen has less risk of stomach upset and interactions with other medications and diseases. However, everyone should ask their health care provider and read the label for use as these medications should be avoided in some patients and taking too much could have negative effects on all patients. p.22

CAR CARE TIPS Holiday Road-Trip Checklist This article explains why motorists whould give their vehicle a complete physical before a Holiday trip. It includes the items to check. Tow truck operators in resort areas or along Interstate highways see all too many travelers forced to return home ahead of schedule. Car trouble, usually due to neglected preventive maintenance, brings an end to vacation plans. The situation usually means more than just a repair bill. It can involve towing charges, lodging and possibly a rental car. Add to that the cost of extra phone calls, meals and general inconvenience, and the ordeal becomes expensive. This scenario usually can be avoided with a pre-vacation inspection performed by a qualified automotive technician. This “physical” for your automobile should address the following systems: Cooling Braking Emission control Steering/suspension Fuel Electrical and ignition In addition, the tech should evaluate engine performance, tires/wheels, A.C./heater/defroster, instruments/gauges, windshield wipers, horns/lights/mirrors, seat belts and the car’s body, inside and out. Not only can a pre-trip inspection help reduce chances of costly and possibly dangerous road trouble, it also provides an opportunity to have repairs made at home, with one’s own technician who knows the vehicle. Especially important, it provides peace of mind. While no inspection can guarantee a car’s performance, it’s comforting to know proper precautions were taken.

Buon Natale What’s best for a sore throat? Medicated lozenges and gargles can temporarily soothe a sore throat. An FDA advisory panel has said that these ingredients are safe: benzocaine, hexylresorcinols, menthol, and phenol and sodium phenolate compounds. The panel suggests avoiding aspirin chewing gum as there is insufficient evidence that it relieves pain, and it may irritate mucus membranes. Don’t use lozenges or gargles for more than a few days. The medications could mask signs of strep throat, a bacterial infection that should be treated with antibiotics.
How can I treat my children when they have a cold? In January 2008, the FDA recommended that non prescription cough and cold medications not be used in children under 2 years of age due to a lack of proven effectiveness and the serious side effects reported following use. Subsequently, the manufacturers changed the product labels to state “do not use� in children less than 4 years. As it is critical to get the least amount of medication correctly measured for children, always measure the medication using a correct measuring device and avoid using combination products to manage children’s symptoms.
Read the label and ask questions The label on the box contains a great deal of information, so read it before purchasing any product. And talk with your doctor or pharmacist, particularly if you have chronic medical conditions and/or are going to use medication for a child. A letter from Bethlehem Town Hall As Bethlehem Town Supervisor I believe that it is good for the residents and business persons of our Town to hear from my colleagues on the Town Board during the year. Councilman Mark Jordan: Since taking office in January of this year, it has been my privilege to work with Supervisor Messina, Town Board members and department heads to enhance the already superlative quality of life we enjoy in Bethlehem. As Town Board liaison to the Police Department, Parks and Recreation Department and Justice Department, I thought it appropriate to highlight the work of the many dedicated men and women in those departments. Our Police Department is lead by Chief Louis Corsi, who grew up in Selkirk and began his career in law enforcement in 1979 with the Town of Coeymans. He moved to the Sheriff’s Department and then came to Bethlehem as an Officer in 1985, where he worked his way up through the ranks as Sergeant, Lieutenant, Deputy Chief and now Chief for the past 8 years. Of the men and women he commands, Chief Corsi describes them as “some of the finest professionals in the world – truly special people who are hardworking and care about our community.” For the past 6 months our Police Department has been computer linked to the Crime Analysis Center, which provides realtime sharing of information concerning criminal activity among law enforcement agencies in the Capital Region. The ability to access real-time information of this nature further enables our Police Department to protect the residents and businesses of Bethlehem by enhancing its ability to react to criminal activity, to stop criminal activity and to prevent criminal activity in the first place. It also enables law enforcement agencies throughout the Capital Region to assist one another in those efforts. Offender Watch and Citizen Observer are two programs accessible on the town’s website under the Police Department that provide valuable information to residents regarding potential concerns of a criminal nature. Offender Watch offers information about registered sex offenders in the neighborhood based upon a zip code search. It is not just limited to Bethlehem, however, but provides information for any zip code, including travel destinations, so that families going on vacation can find out information about registered sex offenders in and around their travel routes and vacation destinations. Citizen Observer allows residents and business owners to sign up to receive e-mail bulletins and alerts regarding criminal activity in town. For instance, reports of fake currency being circulated would be sent on to businesses who sign up for the alerts in order to better protect them from falling victim to the crime. Bethlehem is known for its outstanding parks. The Administrator of our Parks and Recreation Department is Nan Lanahan. She notes that winter activities include skating at Elm Avenue Park, sledding at Elm Avenue and Maple Ridge Parks, and snowshoeing in any park including Colonial Acres Golf Course. The Winter/Spring Park Playbook should be mailed to residents by December 3, and it offers many recreation activities and information regarding pool and golf passes, pavilion reservations, and upcoming events. A key priority in the park master plan is the Shoreline Stabilization Study for Henry Hudson Park, which will examine our Hudson River shoreline and make recommendations for stabilization using various techniques. Consultants will also research permits required for each technique, estimated costs, and possible funding options available to the Town. The study is slated to begin in December of this year. New initiatives for 2011 include construction of an ADA-compliant fishing platform at Henry Hudson Park. The contract has been awarded and installation should take place in the spring. In addition, beginning in 2011 pool and golf season passes may be renewed online. Mail-in and in-person renewals will also still be available, but residents will be able to renew from the comfort of their homes if they choose. The Summer Park Playbook will be mailed to residents in early April, and will include information on many recreational activities, including pool parties. Space in the pool area at the Town Park may be reserved for birthday parties, team parties, graduation parties, etc. Packages will include green space, picnic tables and admission to the pool complex for the day. The Town of Bethlehem Justice Department is responsible for administering Bethlehem’s Town Court and implementing p.29

Mary Rea Happy holidays to all! Whatever you’re celebrating, (even the winter solstice which starts us back towards those longer daylight hours!) embrace this special time of the year by visiting with family and friends. Enjoy laughing and spending time with loved ones as you gather around the dinner table feasting on delicious foods and desserts. As 2010 is quickly drawing to an end, 2011 offers us the opportunity to begin anew with some resolutions. A popular one for many of us is to lose weight and begin living a healthier life style. Might I suggest that we also begin losing any excess weight we carry on our shoulders: Maybe cut ourselves some slack and be less critical of ourselves? How about frowning less and smiling more? Getting out and walking is on my list of resolutions. In fact, I actually started putting this plan into action earlier this year. I began an exercise program and, in the process, rediscovered a beautiful sanctuary right here in Bethlehem. Over the summer I bought myself a pair of good-fitting sneakers and began a serious walking workout. I wanted to melt fat, boost energy and lift my mood. Sometimes I’d plan to meet up and walk with friends; sometimes I’d go solo. I’m doing well as I’ve lost some pounds and inches and feel better overall. I try to walk a good 3 miles, 4 times a week. The only down part was that I was getting bored with my route when walking solo. I decided I needed to explore and find a new course. As I live close to Five Rivers Environmental Education Center located on Game Farm Road, I decided to give that area a try. I thought the trails would offer a nice change of scenery while still giving me a good workout. It had been years since I was last there with my young children. Within 5 minutes of walking, I rediscovered the beauty of the area and witnessed the birds, animals and trees preparing for the arrival of winter. There is something very peaceful in listening to the winds gently rustle the fallen leaves around the ground. I had truly forgotten how beautiful and tranquil Five Rivers is.
I really get a high-intensity workout with walks along the North Loop, Beaver Tree, Old Field and Wild Turkey Trails. Interesting side note here: while venturing down the Wild Turkey Trail during the month of November, I did not see one turkey. I suspect they may have been in hiding because of the fast approaching holiday! I’m thinking they might continue to go “gobble-gobble incognito” until after the first of the year. My favorite walking trail is the Vlomankill. Even though I’m actually less than 5 minutes from home, when I walk this trail, I get a sense of hiking in the deep woods. I enjoy walking along the stream and listening to the gurgling waters as I cross over the bridges. This fall, the Vlomankill offered an especially scenic view with the forest painted in a wide array of colors. I use my solo walks for self-reflection and when with “walking buddies”, to chat and catch-up on what’s been happening and maybe indulge in a bit of gossip. Truth be told, I am not a winter person, but when Jack Frost covers the country side with snow, I am looking forward to cross-country skiing and snow shoeing at Five Rivers. You can really enjoy its grounds any season. Visiting it year round allows you the pleasure of capturing through your eyes the changing seasons in the North East. Spending any part of the day there between sunrise and sunset is time well spent – all right here in our own backyard! Living a healthier lifestyle is my number one goal in 2011. I wish you success in meeting new goals that you’ve set for yourself. Don’t get discouraged if you fall “off the track”…..just pick yourself up and begin again the next day. Allow yourself a margin of error…..after all, we are human. And that’s just what this writer is doing. I put my scale in the closet on Thanksgiving eve and it will remain there through January 2nd. I know myself too well. I won’t pass up home made baked goodies from family and friends. Feel free to do the same with your scales. Even though “desserts” spelled backwards is “stressed”…..with the scales in hiding…..out of sight is out of mind! No scale – no stress. That was easy! Laugh often…..be safe…..and have fun. These are especially dangerous to pets if chewed and swallowed. Refrain from using edible ornaments on your tree. They can pose an irresistible temptation for some pets. • Watch out for electrical cords. Pets, especially puppies, often try to chew them and may get badly burned, shocked or electrocuted. Make sure strands of lights, loose wires and extension cords are out of reach. • Pets and candles don’t mix. Keep Menorahs and scented candles out of reach. • Potpourri contains oils that can be toxic if ingested. Keep it out of reach of pets. • Metal ornament hooks can get caught in curious mouths. Use ribbon or yarn instead of hooks to hang your ornaments. • A Christmas tree should stand on a flat, wide base. You may also want to anchor the tree with fishing line, a ceiling or wall hook. Cats often see trees as excellent climbing posts. Whether your tree is live or artificial, both kinds of needles are indigestible and can be dangerous. • Cover your tree stand tightly with skirting. The water from the tree base can contain potentially toxic preservatives or harbor dangerous bacteria. • Keep your pets away from holiday treats, especially chocolate. Theobomine and caffeine, active ingredients found in chocolate are toxins and can be fatal to some animals. Candies or other things made with the artificial sweetener xylitol can make your pets ill. Dogs that have ingested significant amounts may develop a sudden drop in blood sugar, resulting in depression, loss of coordination and seizures. Xylitol ingestion can also cause liver failure in dogs. • If you plan to entertain, provide a “safe haven” to which your pets can retreat if they get nervous or anxious around strangers, large crowds or when they get overly excited. While your pet is safe in a loving home, remember those less fortunate. Millions of pets, nationwide, will be homeless this holiday season. The following are some of the different types of cases handled at the Town Court level: vehicle and traffic, criminal, civil and small claims, environmental conservation and town ordinances. The Court handles both violations and misdemeanors. Felony matters usually begin at the Town Court level and then are often transferred to County Court. The Court has two Town Justices who preside over all Court proceedings, the Honorable Paul F. Dwyer and the Honorable Ryan T. Donovan. Both Judges are practicing attorneys. The Justice Department also has two town attorneys and an Assistant District Attorney (ADA) who handle negotiating plea bargains in individual cases. The Town Court also has a professional court clerk staff supervised by the Clerk of the Court, Karen Creed. In addition to trials, conferences and hearings, the Justice Department also handles the collection of fines and surcharges imposed on defendants based upon the individual charge the defendant is faced with. Surcharges are mandated by New York State and vary depending on the severity of the crime or violation. The Court is required to report to the Department of Motor Vehicles on all traffic violations, and is required to maintain reliable and accurate records of all proceedings. The Town of Bethlehem Justice Court became a Court of Record in 2006, which means that all Court proceedings are recorded and can therefore be sent out for transcription as the need arises. As with any Court, the Town of Bethlehem Justice Department’s main function is to uphold and enforce justice. Holiday Cookie Ornaments 1 pouch (1 lb 1.5 oz) Betty Crocker® sugar cookie mix 1/3 cup butter or margarine, melted 2 tablespoons Gold Medal® all-purpose flour 1 egg 36 small candy canes 2 containers (1 lb each) Betty Crocker® Rich & Creamy creamy white or vanilla frosting
1.Heat oven to 375°F. Line cookie sheets with cooking parchment paper. In medium bowl, stir cookie mix, butter, flour and egg until soft dough forms. 2.On floured surface, roll dough until about 1/8 inch thick. Cut with 3- to 3 1/2inch cookie cutters. Place cutouts 1 inch apart on cookie sheets. 3.Bake 5 minutes. Meanwhile, break off top of each candy cane to create loop for hanging cookies. 4.Remove cookies from oven; press 1 candy piece on top of each cookie to make a loop. Bake 1 to 2 minutes longer or until edges are set. Cool on cookie sheets 2 minutes. Remove from cookie sheets to cooling rack. Cool completely, about 20 minutes. 5.Line cookie sheet with parchment paper. Place 1 container of frosting at a time in 2-cup glass measuring cup. Microwave uncovered on High 45 to 60 seconds, stirring every 15 seconds, until melted. Dip each cookie in frosting, allowing excess to drip off. Place cookies on parchment paper. Decorate as desired. Let stand until frosting is set, about 1 hour.

1.Line a cookie sheet with waxed paper. 2.Pour the cereal into a 4-quart bowl. Set the bowl aside. 3.Place the butter and marshmallows in a 3-quart saucepan. Heat over low heat, stirring constantly, until the mixture is smooth. Remove the saucepan from the heat. 4.Stir in the food color until the mixture is evenly colored. Pour the marshmallow mixture over the cereal and stir until the cereal is evenly coated. 5.Lightly spray your hands with cooking spray. Research reported in Circulation: Journal of the American Heart Association showed that children who consistently eat lots of fruits and vegetables lower their risk of having stiff arteries in young adulthood. Arterial stiffness is associated with atherosclerosis, which underlies heart disease. When arteries are stiff, the heart works harder to pump blood. Involve kids in meal prep: Find a healthy dish and invite your children to help you prepare it. Younger kids can help with measuring, crumbling, holding and handing some of the ingredients to you. Older kids can help by setting the table. Make sure you praise them for their help, so they feel proud of what they’ve done. Be a role model. Eat your fruits and veggies, too! Create fun snacks. Cut up a fruit and arrange it on an attractive plate. Make a smoothie or freeze a smoothie in ice cube trays. Bethlehem Central High School’s Theatre Without a Net will present eight performances of William Shakespeare’s The Merchant of Venice in December. The Merchant of Venice is a tragicomedy. It is a story of love and betrayal, forgiveness and revenge. It is considered one of Shakespeare’s most thrilling and controversial plays. One of the famous lines from the play is “All that glitters is not gold.” Performances will take place:
Dec. 10 – 12 and Dec. 17 – 19. Friday performances are at 7 p.m. Saturday performances are at 1 and 7 p.m. Sunday performances are at 2 p.m. All performances will be in the high school auditorium. Seasons Greetings Fellow Readers… December, for many, is a month filled with the activities of the Holiday Season. This year the “shopping season” started weeks before “Black Friday”. Preparing for the Holidays often brings a whirlwind of necessary obligations, and the joy of the Season becomes lost in projects, timelines, and days jam-packed with errands and commitments. This time of year is also one filled with surprise, wonder, joy, family and tradition. Often there is little time left for relaxing with a good book when there is so much to be done. I challenge you to find a way to bring books into your celebrations. As I mentioned last month, my granddaughter Trinity, started off the Holiday Season early, as often little ones do…Halloween straight into Christmas! She has continued her fascination with the Nativity set, stories of angels, reindeer, snowmen and Santa. Among our favorites: “The Wild Christmas Reindeer”, “Who’s That Knocking on Christmas Eve?”, “The Mitten”, “The Hat” and “Annie and the Wild Animals” all by author/illustrator Jan Brett. Each page is beautifully illustrated in the manner of Scandinavian folk-art. However, some recent favorites that have been read multiple times by both her grandfather and I are: “Green Eggs and Ham” (and yes we then endeavored to create green eggs and ham in the kitchen) “How the Grinch Stole Christmas” (have you ever noticed how much our bookstore greeter, Riley resembles the Grinch’s dog Max?) and “Falling for Rapunzel” by Leah Wilcox. This fractured fairytale features a communication problem between Rapunzel high in her tower and the Prince below. “Rapunzel, Rapunzel send down your locks…Rapunzel tossed down dirty socks!” Imagine the shared giggles over this story! As the wind howls outside and the thermostat plummets, why not brew up a cup of your favorite winter cup and settle in with a good book…that will lead to another good book…in other words…how about a series? But it is important to take some time now to evaluate year-end financial moves that may be beneficial in preparing for your financial future. Which year-end moves should you consider? You will want to talk to your financial advisor and tax and legal professionals first, but here are a few ideas to get you started: Boost your IRA contributions. You have until April 15, 2011, to fully fund your IRA for the 2010 tax year, but the sooner you finish with your 2010 contribution, the quicker you can get started on your 2011 contribution — and the earlier in the year you fund your IRA, the more time you give your account the opportunity to grow. Put more money into college savings plans. If you have a 529 college savings plan for yourself or someone else, consider putting more money in before year-end. You can gift up to $13,000 ($26,000 per married couple) per person per

As long as you make a donation to a qualified charity before the year ends, you can claim a deduction on your 2010 tax return. For example, if you donate $100 to a charitable group [either a religious organization or one that has received 501(c)(3) status from the Internal Revenue Service], and you’re in the 25% tax bracket, you can deduct $100 (with a tax benefit of $25) when you file your taxes for 2010, providing, of course, that you itemize. If you donate stocks or other types of assets, you may also be able to save on capital gains taxes, because it will be the charity, not you, that eventually sells those assets. Sell your “losers.” If you own investments that have lost value since you purchased them, you can sell them before 2010 ends and then use the tax loss to offset capital gains you may have earned in other investments. If you don’t have any capital gains, you can use up to $3,000 of your tax losses to offset other ordinary income. If your loss is greater than $3,000, you can “carry over” the excess and deduct it from your taxes in future years. However, if you then want to repurchase the investment you sold, you’ll need to wait at least 31 days to avoid violating the IRS’ “wash sale” rules. Take capital gains. In 2011, the tax rate on long-term capital gains is scheduled to increase to 20% for most investors, up from the 15% rate it’s been the last several years. If you have stocks or other appreciated assets that you were thinking of selling in the near future, you might want to do so before the year comes to a close. However, it’s generally not a good idea to make investment decisions strictly because of tax consequences. If your appreciated assets are still a part of your overall financial strategy, you may be better off holding them for the long term, even with a higher capital gains rate. Considering these moves before the year ends may help you better prepare to address you financial picture in 2011. OurTowneBethlehem.com Sharon Fisher Receives Lifetime Achievement Award The New York State Association for Reduction, Reuse and Recycling (NYSAR3) honored Sharon Fisher, the Town of Bethlehem’s former Recycling Coordinator, with a special Lifetime Achievement Award at their Annual Conference on November 18, 2010. Fisher served as the Town’s first Recycling Coordinator from 1990 until her retirement in mid-2010. In presenting the award, NYSAR3 President, Dianne Woske, stated “Sharon was a significant asset to recycling in her town, the Capital region, and New York State. She started working for the Town of Bethlehem over 20 years ago, becoming one of the pioneers of recycling; her work embodied the ‘Reduce, Reuse, Recycle’ mantra that all recyclers espouse.” “Thanks to Sharon’s efforts, Bethlehem’s reduction and recycling diversion rates grew from 16 to 50 percent by the year 2000,” Woske added. “Bethlehem residents and businesses were fortunate to have Sharon Fisher as the Recycling Coordinator,” said Bethlehem Town Supervisor Sam Messina. “Her two decades of dedicated service helped build Bethlehem’s recycling program to the point where it is now widely recognized as among the most successful in the state” Messina added.
The Friends of Five Rivers continues to support the efforts of the 5 Rivers Environmental Education Center. The 446 acre "Open Space" has suffered severe budget cuts subsequent to NYS's financial difficulties. However, the Friends are undaunted in their work to sustain the broad spectrum of educational programs. Recently , at the Friend's annual meeting ,, a retired DEC conservation biologist, Mr. Alvin Breisch, delivered findings from the Amphibian and Reptile Atlas Project of New York State. This study was ten years in duration designed to document the geographic distribution of our State's herpetofauna. Once again the Friend's of 5 rivers brought awareness to the areas biodiversity in an effort to conserve our natural habitat . New to the Friend's Board and strengthening their ranks are Lisa Kwong, Anna McMahon and Robert Rosenthal , all from Delmar. They will serve a first 3 year term. Jan Messina of Delmar and Maureen Brown of Altamont will serve a second 3 year term and Robert Greenman was elected to serve as treasurer of the group. With these valiant volunteers and the remaining DEC staff ,the Educational Center has prospects to endure these hard times and yet keep the Environmental Center vibrant for the public.
