Hi Bethlehem, (especially you Tami) What an awesome summer this has been so far! Our “little girl” graduated from BCHS with honors. I still can’t believe the past 17 years went by so fast and I couldn’t be prouder of the smart, talented and beautiful woman she has become! In addition to that, my awesome wife Shannon and her friends completed their first Half IRONMAN! For those of you who don’t know - that is a 1.2 mile swim, a 56 mile bike ride and then a 13.1 mile run! Chances are there are plenty of times when you currently use your car that you could be walking, biking, using public transportation or carpooling — choices that are better for the environment, your wallet, your health, and the car you won't be driving. It's simple: The less you drive, the longer your car will last.
Make Fewer Short Trips Short trips of less than 10 minutes can be particularly hard on a car, resulting in excessive wear and tear. During a short trip, your car's engine never has a chance to reach its full operating temperature. So what? Here's why it matters: One of the byproducts of engine combustion is water. When an engine reaches its operating temperature that water turns to vapor and is expunged, either out the tailpipe or the crankcase ventilation system. On a short trip, however, that water stays inside your car's engine and exhaust. Unfortunately, water is one of only three ingredients necessary to make rust (you've already got the other two, oxygen and metal), and rust kills. A further complication of condensation and water is that it dilutes your oil, which then does a poorer job of lubricating the engine. If you can't avoid taking lots of short trips, we recommend you change your oil frequently, such as every 2,000-3,000 miles.

The United States entered World War II after the bombing of Pearl Harbor on December 7, 1941. Soon the whole country was involved in the war effort. On February 17, 1942 Bethlehem’s town board appointed a Defense Council to see to local defense and civilian mobilization. Volunteers, both men and women, were registered and assigned to various divisions, including wardens, medical, radio, messengers, home nursing, nutrition and salvage. The Bethlehem War Council’s final report notes that about 870 men were registered. This does not include the men assigned in Selkirk and South Bethlehem who worked, due to “telephone difficulties”, through the Ravena-Coeymans Council. About 800 women registered, again excluding Selkirk and South Bethlehem. Defense activities included conducting black out drills,

surveying emergency feeding and billeting stations, establishing air raid shelters and emergency hospitals, and providing radio and messenger services. Mobilization activities included keeping track of all the necessary records, securing volunteers for rationing, setting up a Block Leader system, running the salvage drives and coordinating child care for working mothers. Amid all this local activity, the U.S. Army Air Force was organizing its Ground Observer Corps. Twelve observation posts were established in Albany County with three of them claimed by the Bethlehem War Council in their report. One was located at the Game Farm (now Five Rivers Environmental Center and actually in the Town of New Scotland), one at the Albany Municipal Golf Course (this area was annexed by the City of Albany in the 1960s) and one at Cedar Hill. The Cedar Hill Army Observation Post was established in August 1942 on the roof of the carriage house of the Hudson River estate built by George Best in the 1880s. The location near the river was ideal as enemy aircraft were apt to follow the water routes to inland targets. Today, the carriage house is a private home near Henry Hudson Town Park. The post was manned by volunteers including Chief Observer Thomas Finley and Assistant Chief Esther Hillman 24 hours a day, 7 days a week to listen and watch for enemy aircraft. A large horn containing an amplifying device helped listeners distinguish aircraft sounds
from other noise, especially from passing trains. Volunteers received special training in visual aircraft recognition. When the war ended in the spring and summer of 1945, Bethlehem’s War Council wrapped up with its final report. Many of its duties continued with the civil defense and emergency preparedness efforts of the 1950s.

Ask the
Canterbury Vet Q: Summer is finally here! Other than making sure my pets are up to date on their vaccines and on heartworm preventative and flea and tick preventative, how can I keep my pets safe this summer? JA: Summertime brings new opportunities for potential pet exposures to harmful and dangerous substances. As with all poisonings, early recognition and decontamination are key to a successful outcome. Here is some basic information for you to know about these exposures. COMPOST BINS OR PILES: These piles of decomposing and decaying organic matter and molding food products have the potential to contain tremorgenic mycotoxins, which are toxic to both pets and wildlife. Even small amounts ingested can result in clinical signs within 30 minutes to several hours. Clinical signs include agitation, hyperthermia, hyper-responsiveness, panting, drooling, and vomiting, and can progress to serious CNS signs (including incoordination, tremors, and seizures!). SLUG AND SNAIL BAITS: The active ingredient is typically metaldehyde, which is toxic to all species (particularly dogs). When ingested, metaldehyde results in clinical signs that resulted in the nickname “shake and bake.” Within 1 to 2 hours of ingestion, clinical signs of salivation, restlessness, vomiting, and incoordination are seen, which then progress to tremors, seizures, and secondary severe hyperthermia. MOLE BAIT: Typically contain zinc phosphide. Other types may contain bromethalin. Neither of these active ingredients have an antidote and both can result in rapidly developing, life-threatening symptoms. When zinc phosphide combines with gastric acid, it results in rapid phosphine gas formation within the stomachThis gas causes severe gastrointestinal inflammation, abdominal distension, and cardiovascular insufficiency (similar to symptoms of GDV(bloat). Pulmonary congestion and edema may also occur. Clinical signs develop rapidly within 15 minutes to several hours and include vomiting, salivation, abdominal discomfort, bloating, depression, labored breathing, tremors, and weakness. Once clinical signs have developed, the prognosis is guarded. PLANTS: Most garden and food producing plants are nontoxic to pets and only result in mild gastrointestinal upset when ingested. That said, here are a few common summer plants that can cause concerns when eaten by pets: Tomato plants contain tomatine which is found in the leafy greens, the fruit blossoms, and in small green tomatoes. When stems, vines and green fruit are ingested, clinical signs can include gastrointestinal irritation, ataxia, and weakness. Rhubarb leaves contain oxalic acid, calcium oxalate and potassium oxalate and can result in oral and gastrointestinal irritation causing vomiting and diarrhea.
MULCH PRODUCTS: Cocoa bean mulch, a byproduct of chocolate production, is the discarded hulls or shells of the cocoa bean. This mulch is frequently used for home landscaping and is often very fragrant, especially when first placed in the yard and warmed by the sun. This tempting smell of warm chocolate often attracts and encourages dogs to ingest the mulch. Clinical signs include vomiting, diarrhea, hyperactivity, tremors, tachycardia, tachypnea, and potential seizures. SALT WATER TOXICITY: While it’s probably not at the top of your toxin lists, salt water is a dangerous poison, particularly if you take your dog to the beach! If your dog loves to play on the ocean beach, heed caution. Dogs don’t realize that salt water is dangerous, and excessive intake can result in severe hypernatremia, or salt poisoning. While initial signs of hypernatremia include vomiting and diarrhea, salt poisoning can progress quickly to neurologic signs like walking drunk, seizures, progressive depression, and ultimately, severe brain swelling. Hypernatremia needs to be treated very carefully with IV fluids by your veterinarian. Help avoid the problem by carrying a fresh bottle of tap water and offering it to your dog frequently while he’s frolicking on the beach. FERTILIZERS: Typically, limited ingestions of these ingredients generally do not result in significant concerns and are a relatively low level toxicity risk. With most case of fertilizer ingestion, clinical signs are limited to gastrointestinal irritation and foreign body obstruction risk (particularly if organic compounds such as bone meal are mixed in). Keep in mind that there are some fertilizers that contain iron, along with other herbicide and pesticide additives, and these pose additional concerns and can result in significant health concerns. FIREWORKS: These can result in burns; injury to the mouth, eyes, or paws; and possible heavy metal toxicity if ingested. Fireworks can contain iron, copper, barium, mercury, phosphorus and magnesium in the coloring agents. Clinical symptoms seen with fireworks ingestion include vomiting, diarrhea, jaundice, tremors and seizures. BLUE GREEN ALGAE OR CYANOBACTERIA: Growth of toxic algae can be found in both fresh and salt water throughout the warm regions of the world. Blue-green algae becomes concerning when algae accumulates on the surface of the water during hot, dry weather with wind that can shift concentrated algae mats along the shorelines. Affected water may have the appearance of pea soup with thick layers of algae on the surface. Blooms of bluegreen algae can contain hepatoxins and/or neurotoxins. Exposures occur when dogs ingest or swim water that contains the cyanobateria. Clinical signs are vomiting, diarrhea, lethargy, weakness, shock, icterus, tremors, seizures, respiratory distress and potentially death within one hour or up to several days. Spring and summer preventative wellness visits to your veterinarian are the perfect time for client education – these visits also serve as an opportunity to reminder pet owners about potential hazards that may have been out of sight during the colder months of the year. Education
has proven to be the best method of preventing exposures to potentially harmful substances in animals. This will help keep your pets happy and healthy through the busy summer months ahead! Message from the Supervisor As usual, June was a wonderful month, and there was much to feel good about. We had absolutely perfect weather for the Memorial Day Parade this year and a much larger than usual crowd. Most of the graduations and related celebrations were similarly lucky. My wife Connie and I were among the many families at the Bethlehem Central High School graduation – our second and last appearance as parents for that ceremony. Any sadness we might have felt as soonto-be empty-nesters was quickly overcome by the obvious joy of the graduates themselves. June also brought very good news for the Town and its taxpayers. Bethlehem won a $776,000 Local Government Performance and Efficiency Award from New York State. This competition rewards localities that undertake significant and innovative actions to reduce the property tax burden. Bethlehem’s award was based on the savings realized through two initiatives last year: staff sharing between the Highway and Parks Departments, and the use of bank lockbox processing for payments previously handled exclusively by town staff. Both changes allowed us to preserve town services while making do with fewer employees. Staffing in three departments was reduced by six employees overall, all through attrition or transfers (no layoffs). This saves taxpayers $445,000 annually. Bethlehem was one of just 13 local governments statewide to get an award, and ours was the highest among the 6 towns selected. It’s great for the Town to receive recognition, and it’s even better when that recognition comes with such a substantial award – $776,000 is a lot of money in these stringent times. We should accept this award as encouragement to keep looking for new savings. The funds will be paid out over three years, and can be used for any purpose we choose, but I think the best possible use is for property tax relief as we work to implement new savings initiatives. The use of the award funds will be determined in the 2014 town budget. The coming year looks pretty good financially, certainly in comparison to the difficult choices faced last year. But the good thing about making hard choices is that once you’ve made them, 26
you’re in better shape. Things were looking good even before we got the award. But we need to be careful because the award funds are not permanently recurring revenues, and we don’t want to be caught short when they run out. If we use the funds for transitional tax relief, as we phase in new savings initiatives, then that won’t happen. You can never be finished when looking for budget savings, and there are other consolidation and efficiency items already on the planning horizon. We also had good news in June in a new report from the Office of the State Comptroller on fiscal stress. The State Comptroller’s review has, through very specific metrics, determined that Bethlehem is definitely not under fiscal stress. Much to the contrary, the report’s figures on measures like fund balance, cash and debt ratios showed Bethlehem to be in excellent shape. Last year’s fund balance reforms and elimination of operating deficits paved the way for our good marks. Bethlehem also had the lowest combined score in the County for both financial and environmental indicators (like golf, it’s good to have a low score in a fiscal stress report). If we continue to stress fiscal discipline and keep our eyes on the long term consequences of our actions, we should be well within this realm for all the years to come. It’s good to have good news, good people and sometimes even a little bit of good luck. Let’s hope it continues. We’re going to keep working hard to provide town services at a tax level the citizens will support. But in so doing, I think we should recognize the excellent service provided by our town employees, who are rising to the challenge. Without their efforts, there would be no good news.

In one of the largest capital projects at the Bethlehem YMCA since its construction, a state-of-the-art sport court surface has been installed in the Y’s ice rink. The multi-sport surface is the only one in the Capital Region and the first of its kind in Northeast New York. “One of the most frequently asked questions is what do we do with our ice rink during the summer,” Bethlehem YMCA Executive Director Derek Martin, said. “The sport court is the answer. This unique, state-of-the-art surface opens up a world of new opportunities for local teams, athletes and schools to play and practice indoors.” The sport court is comprised of more than 47,000 individual, modular tiles that were assembled on top of the concrete floor after the ice was removed from the rink in the spring. The seamless surface mimics many types of playing surfaces from basketball courts to soccer fields. The tiles are incredibly durable and even bulletproof. “We hear from many people who can’t find places to play sports in our area, they have to reserve space late at night or travel out of the area,” Martin said. “There is a great demand for real competition space and, with the new sport court, the Bethlehem Y is prepared to help meet that demand.” Around the country, sport courts are gaining popularity, from simple, backyard play areas for kids, to the massive, 200 foot-long, ice-blue, playing surface that was installed at the Bethlehem Y. Sports courts have been used in many large-scale events including the NCAA Final Four, USA Volleyball tournaments, even at sporting exhibitions at the White House. “We envision using the sport court for indoor hockey, soccer and lacrosse, basketball tournaments, even baseball or softball,” Martin said. “We have already heard from some local sports leagues that want to play on the sport court and we will be actively reaching out to others who looking for space to play.” The Bethlehem Y is one of only four YMCA’s in the entire country with an ice rink. Having the sport court enables the Y to make better use of that space in spring, summer and fall, opening up the gym space to be used for more basketball, pickleball, and other activities. “The sport court is going to have a huge positive impact on the Bethlehem Y and the entire community,” Martin said.

However, the result was exactly as intended, the buyers saw other buyers looking at the home and thought that they might lose the home if they didn’t make an offer quickly. The home’s value was perceived to be greater because of the interest. The result was Chuck’s home sold with 5 showings in 36 hours vs. 91 showings over 700 days. FINANCIAL FOCU$ Tips for Setting & Pursuing Financial Goals You can get lucky by finding a parking meter with time left on it. You can “luck out” by having nice weather on your vacation. You can even be lucky at love. But when it comes to financial matters, you’re better off not counting on Lady Luck — and focusing instead on setting and pursuing goals. Here are some suggestions for establishing and pursuing your financial objectives: •Be specific. You probably have a lot of ideas about what you want to do, but if you’re going to turn these wishes into reality, you need to get specific. So, for example, instead of telling yourself that you want to retire early, set a goal of retiring at, say, 62. You can then use this target number to help guide your overall investment strategy. To illustrate: You can determine that you need to invest a certain amount of money each year, and earn a certain rate of return, to be able to retire at 62. You can also estimate about how much money you can afford to withdraw from your investment accounts each year to sustain a retirement that begins at 62. •Prioritize your goals. Of course, you want to achieve all your financial goals —and you can have a better chance of doing so if you rank these goals in terms of both importance and timing. For example, you may want to send your kids to college, purchase a vacation home and still be able to retire at age 62. How should you allocate your resources to each of these goals? Should you invest more at any given time for a specific goal? What types of investments are best for each of these goals? Prioritizing your goals can help you answer these and other questions — and help direct your overall investment strategy.

•Be prepared to change your goals. Over time, your family and financial circumstances can change considerably — which means you shouldn’t be surprised, or alarmed, if you have to change your goals accordingly. And you’ll find it easier to maintain this flexibility if you’ve worked diligently to create an investment portfolio with sufficient resources to allow you to change direction, as needed. •Review your progress regularly. If you’re going to eventually achieve your goals, you absolutely need to measure your progress along the way. Are your investments performing the way you had anticipated? Itching to have some outdoor fun this summer?
Beware of Poison Ivy!
What is Poison Ivy? Poison ivy refers both to a plant common throughout the United States and the itchy rash (allergic dermatitis) that it causes. More than four out of five people are sensitive to urushiol, a resin found in the oily sap produced by the poison ivy plant. There’s an old saying, “Leaves of three? Let it be!” Poison ivy (Toxicodendron radicans) can grow as a low ground cover or climbing vine, the shiny leaves are in groups of three with red stems. How do you get Poison Ivy and what are the symptoms? The poison ivy rash is caused by contact between the sap of the plant and the skin, either from direct contact or transferred from an object, person or animal. The rash occurs where the sap contacts the skin and is characterized by itching, redness, bumps and fluid filled blisters. Itching usually appears soon after contact with the rash developing within about fortyeight hours. Symptoms range from mild to severe depending on individual sensitivity. Smoke from burning poison ivy will also readily spread the urushiol. What to do if contact with poison ivy is suspected… If you suspect that you’ve come into contact with poison ivy, wash any exposed skin with warm soapy water to remove the sap as soon as possible (most of the oil is absorbed in 30 minutes). A nailbrush can be used to clean under fingernails to prevent spreading the urushiol. Wash any clothing, objects or pets that may have come into contact with the plant. Once the sap has been removed from the skin and all objects, the rash is not contagious. Technu and Zanfel are specifically designed to cleanse the sap from the skin without the use of water. They are available through many pharmacies are popular with hikers and campers. I’ve got the rash, what now? A poison ivy rash will usually clear up in two or three weeks regardless of treatment. The worst symptoms generally occur in the first week after exposure. Treatment is targeted at reducing discomfort, drying weeping lesions and preventing infection. Keep the rash clean by washing gently (scrubbing can aggravate symptoms) with warm water and mild soap to prevent infection. 40
Lukewarm soap-less showers or baths and/or cool compresses can help control the itching. If these measures don’t provide relief many over the counter options are available. Oatmeal bath/soak products can help cleanse and soothe. Hydrocortisone cream or ointment applied sparingly up to four times a day reduces the itching. Calamine lotion, a protectant, will aid in drying weeping areas while providing some relief of itching. It can be used in all ages of children and adults. There are many products on the pharmacy shelf specifically targeted for poison ivy which contain combinations of these and other ingredients. Be sure to ask your Four Corners Pharmacist or your physician what product is right for the condition of your rash. There are many products that should not be used for poison ivy rashes (topical antihistamines, antibiotics and anesthetics) or are limited to certain age groups. Should I go to the doctor? You should contact you doctor if itching is not adequately controlled with over the counter products, if your rash has lasted more than two weeks or covers more than a quarter of your body. If you have rash on your face, eyelids or genital area, or if you have pus, yellowish discharge or swelling in the affected areas, contact your doctor. I enjoy hiking, camping, gardening etc., how can I avoid getting poison ivy? The easiest way to avoid getting poison ivy is avoidance; learn how to identify the plant through a field guide or other such resources (a picture is worth a thousand words!) and the areas where it’s common. For people who are either particularly sensitive or can’t avoid areas with the plant, an FDA approved preventative lotion called “Ivyblock” is available from pharmacies and stores dealing with camping and outdoor goods. It must be applied at least 15 minutes prior to exposure and works in about half of users. It is only recommended for those over 6 years of age.

Bethlehem Youth Court announces the winners of two scholarships made possible to graduating senior Youth Court members. The winner of the Judge Wenger Memorial Award ($500), an essay style scholarship application, was Megan D’Andrea. The winner of the newly created Judge Jordan Memorial Award ($1,000) was Alisa White. Each year Bethlehem Youth Court works to provide their high school volunteers with unique scholarship opportunities. This year the Bethlehem Police Supervisor’s Association and the Bethlehem Police Benevolent Association teamed up to create the Judge Jordan Memorial Award in honor of Judge Mark Jordan who sadly passed away earlier this year. The Judge Jordan Memorial Award Scholarship was designed to be a competition in which student volunteers presented arguments to panel of judges in front of an audience. Seven students competed in the Judge Jordan Memorial Award: Bethany Caldwell, Michael F. Clarke, Samantha Ebersold, Philip Groenwegen, Kevin Risch, Saika Suzuki, and Alisa White.
