To Protect and Serve Warmer weather is finally here – summer is close at hand! With warmer weather often times comes additional public safety challenges for our police as well as more outdoor community events, so our officers will be busier than ever! You will recall that last month’s letter was written in the context of a busy month of policing focused on refuting the oftencited points of the Clarkson propaganda machine. Since then Clarkson has manufactured and issued two additional bought-and-paid-for-reports attacking the police that he brings to his town hall meetings.

Not only is Bethlehem reimbursed for the overtime expenditures for programs such as Stop DWI, but our department also generates revenue for the town at the same time while making our community safer with enforcement efforts. The Bethlehem School District also reimburses the town due to police officers being present in the schools. In fact, the total reimbursement to the town including fines, fees, and restitution generated by the police exceeds the police department overtime budget! Let’s turn to the studies often cited by the Clarkson propaganda machine as to why overtime spending is too high. When these reports are cited, you should be aware that the bulk of these studies are often ignored and typically they are cited for one point of information without any factual context. Well as we all know, the facts matter - let’s take a look at just one example. In the outdated Citizen’s Budget Committee study, Clarkson attempts to compare our police with five other departments that include Rotterdam, Guilderland, Manlius, Vestal, and Orchard Park. Attempting to use Manlius, Vestal, or Orchard Park Police Departments seems odd and misplaced. Why not use other Capital Region town police departments that are not 300 miles away from Bethlehem, such as Colonie, Niskayuna or Glenville?
Thousands and thousands of taxpayer dollars have been spent on these reports over the years. Yet strangely, as if we live in a third world dictatorship, the town redacts information, sanitizing these reports to fit their self-interest. So sadly, once again, I have to explain the facts vs. Clarkson’s most recent underwhelming fiction to our community. Definitely not the summer blockbuster we’d hope for! The Rotterdam and Guilderland Police departments The facts are the facts. & Now Revolutionary Markers By Susan E. Leath Lt. John Leonard’s historic marker stands in front of Hamagrael Elementary on McGuffy Lane in Delmar.
As you travel though Bethlehem have you noticed the signs marking the burial site of a “soldier of the American Revolution?” There are eight signs, five of which are the eye catching blue and yellow of New York State historic markers. Eighteen veterans are memorialized. All of these particular signs were placed by the Tawasentha Chapter of the Daughters of the America Revolution. Lt. John Leonard’s sign is found in front of Hamagrael Elementary School. According to the DAR’s records, Leonard was born in 1739 in Whittenbergh, Germany. He married Cornelia Rechter on August 29, 1767. Leonard served in the 5th Regiment of the Albany County Militia becoming a Lieutenant on March 4, 1780. The 5th regiment was under the command of Colonel Gerritt G. Van Den Bergh, Leonard saw duty with familiar Bethlehem names like captains George Hogan, Teunis Slingerland, and John Van Wie and enlisted men Walter Becker, Joseph Haswell and John Oliver. A glimpse into Leonard’s service with the militia is found in John Flansburgh’s sworn affidavit when he applied
for a war pension in 1833: “In the summer of the year 1780, this declarent then being appointed a sergeant in said company of which was still commanded by the said Capt. Hogan – Marched…on a tour of duty to Schoharie and was there stationed at the Stone Church which was used as a Fort – Remained there some weeks when he was detailed under lieutenant John Leonard to assist in carry up new prisoners from Schoharie to Albany.” Today, the Old Stone Fort in Schoharie is a museum. As noted by Flansburgh, it was built as a church in 1772 and, with the beginning of the revolution, was fortified in 1777. After 1778, various units of the Albany County Militia served garrison duty there. While Flansburgh details several tours of duty in his application, we have no such information for Leonard. Leonard died October 7, 1801 and was buried in the family cemetery. The exact spot is unknown with the DAR indicating that it was on the Patterson farm which was originally leased by the Leonard family in 1786. The Patterson farm was later developed by Edwin Heinsohn as Hamagrael Park in the area of today’s Jordan Blvd, Winne Road and Roweland Avenue. Andrew Conning’s snappy yellow and blue marker stands on New Scotland Road at the corner of Couse Lane in Slingerlands. He is noted to have served under Capt. Vanderheyden with the 3rd Regiment of the Albany County Militia. Conning was born in 1747 and died 1827. His first wife had the last name of McBride and his second wife was Betsy Wood (17621827). Both are buried at the family cemetery just down Couse Lane. Patrick Callanan’s small, brown marker is in South Bethlehem at the entrance to Mt. Pleasant Cemetery. He also served under Capt. Vanderheyden with the 3rd Regiment of the Albany County Militia. Callanan died October 4, 1824, age 89. His wife Susan died February 21, 1816 age 53.

The Callanan family is well known in South Bethlehem from the farmstead at Callanan’s Corners to Callanan’s quarry. The quarry is part of Callanan Industries which was established by Patrick’s great grandson Peter Callanan in 1883 as the Callanan Road Improvement Company. During the Revolutionary era, all males between 16 and 50 (later in the war this was extended to 60) were required to enroll in the local militia. Terms of service were usually three months, although New York could call out the militia for a few weeks several times a year if desired. Men appear to have served in different regiments at different times. For example Leonard served under both Vanderheyden’s 3rd Regiment and Van Den Bergh’s 5th. At the time regiments were known more by their commanding officer rather than by their number. Albany County had 17 such regiments. Keep in mind that at the time Albany County was much larger than it is today. It included the modern counties of Rensselaer, Saratoga, Schoharie, Schenectady, Greene and Columbia. All of these had been separated from Albany by 1800.
When called up, soldiers were expected to be armed and provide themselves with a blanket, powder-horn and flint. The pay was $26 a month for lieutenants and $6 a month for privates. All three men, Leonard, Conning and Callanan, are listed in the book New York in the Revolution as Colony and State as having Land Bounty Rights in compensation for their service with the Albany County Militia. New York’s militia troops were paid a rate equal to that of the Continental Army troops and a treasurer was appointed by the Provincial Congress in 1775 to collect revenues and pay New York’s bills. Actual funds however were often lacking. In 1781, this lack of compensation for war service lead to the establishment of land rights. A system was developed where rights to un-appropriated land (a right being 500 acres) were granted according to rank. More research needs to be done to determine if Leonard, Conning or Callanan exercised their land bounty rights.

Ask Your Four Corners Pharmacist Summertime means hiking, enjoying the sun, gardening and sitting by the pool! Yet, we still need to be cautious of a dangerous plant, Poison Ivy.

What is poison ivy? Poison Ivy refers to a plant commonly found throughout the United States that produces oil called urushiol that is released from the plant when damaged. The oil is can be very irritating and cause an allergic dermatitis reaction (which means inflamed skin). The reaction is associated with an itchy, red rash that may blister.
What does it look like? Poison Ivy grows as a climbing vine or shrub. The species, Toxicodendron rydbergii, is most commonly found in the northern United States and has a stem with three leaflets with a hairy upper side. It is common to find this plant growing up poles, trees, walls, hiking trails and streams. Hence the saying…
“Leaves of three? Let it be!”
What if I come in contact with it? If you believe that you have touched a poison ivy plant it is crucial to wash the area with dishwashing soap and water to remove the toxin in the oil. Doing this as soon as possible, will help to reduce the severity of the reaction. Urushiol can remain under fingernails for several days so it is imperative to clip nails and thoroughly clean under each nail. It is also recommended to take a tepid shower with mild soap after exposure to the oil. Urushiol can be transferred from objects, clothes and animals, so wash them thoroughly to avoid further exposure. I have the rash, now what? The rash will generally resolve itself within two to three weeks regardless of treatment but here are some options to help with symptoms. Over-the-Counter Options Treatment is aimed at reducing the discomfort, drying weeping lesions and preventing infection. Calamine lotion is a protectant that will assist in drying the lesions weeping fluid and provide some relief of itching. For more severe itching, hydrocortisone cream used up to four times a day might be more effective. Hydrocortisone helps to reduce inflammation and redness but also helps to relieve itching
more than calamine. If you have just been treated with a live vaccine or have an active infection, consult your doctor or pharmacist before considering hydrocortisone cream. Other options such as topical anesthetics (products containing camphor, menthol, or diphenhydramine) can be used for excessive itching but should NOT be used if there are open blisters present as these may worsen symptoms.
When do I need to go to the doctor? In some instances, over the counter products are not enough to alleviate symptoms must be evaluated more thoroughly. If one or more of the following is met then you should consult your physician immediately: •
Children younger than 2 years old
•
Covers more than 20% of your body
•
Affecting your daily life
•
Rash present for more than 2 weeks
•
Not resolved after 7 days of over the counter treatment
Non-Pharmacological Options Simply washing the areas can provide relief but make sure you do it right! Keep the rash clean by washing with warm water and mild soap to prevent infection. Applying a cool compress can help to reduce any inflammation and itching. Soaking the area in an oatmeal bath can also help soothe. Hot water and more intense soaps can worsen itching and redness. If these options do not provide relief, you may need to utilize OTC products too.
Why not just prevent it? Ivy Block is a topically applied agent that is used to prevent the effects of poison ivy if exposed to its oils. Apply a smooth film of this product on your skin about 15 minutes before potential exposure to poison ivy and re-apply every 4 hours. Utilizing this product can help prevent exposure in the first place! However, this is not an option to treat an active rash. This can be used in children as well but make sure to wash hands well and avoid this product getting into the eyes as this may cause irritation and redness.

If you’re a father, especially one with young children, get ready to add to your collection of homemade cards, ties, golf tees or other such gifts designed to please you. Your greatest gift, of course, is your children — and you would doubtless get great satisfaction from knowing that you’ve provided them with financial resources that can benefit their lives in many ways. So why not use this Father’s Day as a starting point for investing in your children’s futures? Here are a few methods for doing just that: •UGMA/UTMA — If you would like to buy and sell securities for the benefit of a child, you will need to open a custodial account known as either an UTMA (Uniform Transfers to Minors) or UGMA (Uniform Gifts to Minors) account. You would serve as the custodian for this account, giving you control of it until your child turns either 18 or 21, at which point he or she would take over ownership. Investment income from an UGMA/UTMA account can receive some favorable tax treatment: As long as the child is under age 19 (or under age 24 and a full-time student) and does not have earned income providing more than half of his or her support, the first $1,050 of investment income is tax free, and the next $1,050 will be taxed at the child’s tax rate, which is typically 10%. Investment income above $2,100 will be taxed at your tax rate. •Roth IRA — Even young children can contribute to a Roth IRA, as long as they have some type of earned income from babysitting, mowing lawns or any other type of work.

Your children can fund a Roth IRA with virtually any type of investment — stocks, bonds, government securities, and so on — and withdrawals of contributions are tax free. Roth IRA earnings are also tax free, providing the investor is at least 59½ and has had the account for at least five years. A Roth IRA can be used to help provide retirement income for your children, but it also offers penalty-free withdrawals of earnings when the money is used for a first-time purchase of a home. •Grantor Trust — If you’d like to give your children a sizable financial gift but still maintain some control over when they receive the money and how they can use it, you might want to consider working with a legal professional to establish a Grantor Trust. You could name yourself as the trustee and decide, for example, to designate the funds in the trust exclusively for college expenses. You can give up to $14,000 per year to the trust without incurring gift taxes. (In fact, you can set up as many trusts as you like and give $14,000 to each of your children in this manner.) Before you decide on any of these plans, consult with your legal, tax and financial professionals to make sure the arrangement you’ve selected is suitable for your needs. However you choose to help your children, your generosity will make all the Father’s Days to come even more meaningful for you — so consider taking action soon.
