Immigration Bill Introduced by Senate
By Gail Seeram, Attorney at Law
O
n Tuesday, April 16, 2013, a bipartisan group of senators introduced a major immigration bill that would bolster border security, legalize many of America’s 11 million undocumented immigrants and put them on a path to citizenship, dramatically overhaul the legal immigration system, and crack down on employers who hire unauthorized workers. The press conference was canceled due to the Boston bombings. The immigration bill/proposal is entitled, the Border Security, Economic Opportunity, and Immigration Modernization Act of 2013. In summary, the proposed bill creates a new legal immigrant status, referred to

s I prepare to write my editorial, it always takes on a life of it’s own. Usually it is the very last thing that I write as whatever is most prevalent in my mind at the time, shapes the editorial. I was saddened by the Boston Marathon bombing and excited about immigration reform and I didn’t know which way to write this editorial. However as I wondered the internet as I’m prone to do whenever I’m stumped and have work to do, I came across this article below and it reminded me that there are zealots out there who believe that hatred is the best way of accomplishing the results they want to see accomplished. However Mahatma Gandhi, Martin Luther King Jr, Nelson Mandela and even Bob Marley have given me faith that you should lead by being the change you want to see in the world and that when you do that your legacy lives on long after you. So I want to encourage you to fight back by picking up the phone and making calls to your senators, blog about your support of immigration reform, tweet it, call your friends, do your part in this fight. Don’t sit on the sidelines...the article I saw said - AMNESTY BILL INTRODUCED! CALL YOUR SENATORS AT 888978-3094 TODAY! In the wee hours of the morning, the Senate Gang of Eight introduced their massive, 844-page bill that includes an amnesty for most of the 11-18 million illegal aliens, increases in both legal immigration and guest-worker visas, and promises of border security that have repeatedly been broken since the 1986 amnesty. CALL YOUR TWO U.S. SENATORS TODAY and urge them to oppose S.744! You can call the Capitol Switchboard toll-free at 1-888-978-3094. Over the years, we’ve been told that Senators vote not necessarily by what might be the right thing to do, but more often by what the popular opinion tells them to do. I would hope that from the Presidential Election results they would know that this is the popular thing to do. However you can bet that the people who do not want more immigrants here or who are passionate about fighting this bill are picking up their phones and calling their senators. So I want you to do something, call the number and tell them that you want them to vote FOR immigration reform, you are for it! That’s one thing that you could do to help another person. All it takes is one phone call. I however, will be calling from every cell phone in my house. I will be asking everyone that I know to make that call. It isn’t often that we are able to extend a helping hand that could have such a significant impact on someone else’s life...right here at this moment we can. Let’s turn this around CALL YOUR TWO U.S. SENATORS TODAY and urge them to SUPPORT S.744! You can call the Capitol Switchboard toll-free at 1-888-978-3094. To quote from Professor Douglas Massey a Princeton University sociologist, who devotes a lot of time to lecturing on the subject of immigration “In the U.S., the term ‘migrant’ is associated with illegal Mexican immigrants. That is the stereotype, which is strengthened periodically by politicians, who always find it easy to present immigrants as a threat to the country and to the culture, especially in times of economic hardship, when they would rather citizens be angry at immigrants than at them,” However, he points out that “all the studies show that immigration

brings economic benefit. Even among the weaker segments of society ? the ones that supposedly are thought to compete with immigrants for jobs in the service sector ? the negative effect of immigration is small.” Along with the stereotypical immigrants ? African refugees and migrants from developing countries ? the world has also been exposed in the past decade to high-skilled immigrants ?(known by the acronym HSI?): software engineers from Israel or scientists from India, educated immigrants with sought-after professional skills who move to countries such as the U.S. and are considered a commodity for which there is rising demand, because studies have shown that they bring with them growth, jobs and economic prosperity. It turns out, though, that unskilled immigrants also contribute quite a bit to a country’s growth: according to a study by the multinational banking group BBVA, illegal immigrants from Mexico contributed around 4 percent to America’s GDP in 2011. Since the authorities do not recognize them, that year the immigrants sent home income totaling $23 billion, which the U.S. government cannot tax. “We were stupid economically. We’re still stupid economically,” says Massey, who was the keynote speaker at an international conference on migration held at Tel Aviv University in January.
I urge you to remember your immigration story and the reason you left your country behind for a better life in the United States and use this opportunity to help someone come out from living in the shadows, living in fear and stress. Immigration reform is not only about the Mexicans - we have a large Caribbean Community that needs to be helped by this reform. Please do your part and call 1-888-978-3094 today!

Now is the Time to do Something about Gun Violence Congress and the states.
By Roger Caldwell
The federal lawmakers appear to be paralyzed in inaction, but the states with Republican governors are moving in an opposite direction. These states are drafting bills that will not tolerate any erosion of their right to bear arms. Most of the action on guns rights is on the state level, and 28 states are considering legislature to block new federal gun laws. Many conservative Americans believe that their freedoms are connected to them owning a gun. We can spend the entire day arguing this point, but many citizens think that any federal gun law would infringe on the rights of the second amendment. They don’t seem to understand that “a gun control law can respect the second amendment, while keeping an irresponsible law breaking few from inflicting harm on a massive scale,” says President Obama.
I

This horrific massacre illuminated in our country’s collective conscious that something immediately must be done about gun violence. Caribbean Economist Calls for Awakened Leadership
B
AHAMAS - The major crises afflicting the planet can be traced directly to a chronic lack of ”awakened leadership”, according to a Caribbean leader.
“From armed conflicts in Darfur in Africa to the enduring poverty in Port-au-Prince in the Caribbean, more effective leadership is the single most important ingredient for progress and relief,” asserted Zhivargo Laing, an economist and director of Laing Consulting and Research Group. “In the best of times sound leadership is important; in the worst of times it is simply critical,” he asserted.

Economist Zhivargo Laing And, not just any type of leadership, Laing added: “Leaders across the globe, most especially in the realms of politics and business, must awaken to the importance of their role in addressing the pressing issues of our time.” “Awakened leadership,” he elaborated, “means an end to egodriven decision making. It requires putting aside thoughts dedicated to self-serving ambitions divorced from the real needs of community.” Poor leadership is costly for people and for countries, contended the former finance minister of The Bahamas: “Some African, Latin American, Caribbean and European states, endowed with enormous natural and human resources could be far better off, and even global players, if their leadership was kinder to their responsibilities.” Lamenting the fact that many leaders are not fully equipped for the awesome task confronting them, the former cabinet minister said “experience in leading a nation is rare for the first-time president or prime minister.” “Sound leaders were those who “lead by faith, focus, awareness, intelligence, and honesty. Sound leaders are also conscious leaders”, he said. “Conscious leaders acknowledge their limitations and augment them through learning, training, consultation and cooperation with others. They are meditative, reflective and deliberative,” he added. An important element of conscious leadership, Laing observed, is managing succession: “Conscious leaders know that one of their essential duties is to develop the next generation of leaders. Even with the best of leadership, the world will remain a problematic place. This means that leaders will be needed continuously to head the charge to address problems.” “The enduring problems of our world, be it the global food crisis or the ripple effects of the US debt crisis, are not easy to resolve,” he averred, “however, this much is certain: our prospects for successfully addressing them improves with sound, awakened and conscious leadership.”

This Caribbean born community leader is recognized and honored by the White House for his commitment to change and community support. Patrick Barnes established his environment consulting firm back in 1994. Mr. Barnes was motivated by the writings of Roberts Bullard, Dumping in Dixie, which chronicles the tremendous disparities that exist in the siting of hazardous waste facilities, landfills, and industrial plants, and how such facilities are routinely placed in poor and minority communities. Additionally, in 1994, President Clinton signed Executive Order 12898, formally mandating that federal agencies make achieving environmental justice a part of their mission. These were

BFA has offices throughout Florida and in New Orleans. Over his 27-year career, Mr. Barnes has worked extensively in the minority community, and on groundbreaking environmental justice projects. Mr. Barnes continues to work with business leaders across the Gulf States, the Nature Conservancy, Oxfam America, and the Corps Network to encourage decision-makers in the Gulf Coast States to invest in large-scale environmental restoration and coastal adaptation that would create jobs, and asking for state investment in worker training initiatives tailored to at-risk communities.
“I am truly honored to be recognized by the White House as a Champion of Change Community Resiliency Leader. From early in my career as an environmental geologist working in New York and New Jersey, I was struck by the fact that the far majority of the contaminated sites I worked on were in poorer or minority communities. You also couldn’t help but notice that the employees of consultants and contractors doing the environmental assessment and cleanup work did not look like the residents of the area; adding insult to injury, when additional staff was needed to In 2006, Mr. Barnes, acting on one of his guiding principles, complete the work, these contractors would routinely bring em“each one teach one” and utilizing his experience as a busi- ployees in from other areas. Additionally, by providing job training to at-risk members of these communities in conjunction with this outreach the results would maximized.
In Spring of 2013, Limitless Vistas, BFA Environmental, and Oxfam America launched a coastal restoration job training pilot program further preparing at-risk youth in Louisiana’s coastal communities for jobs in environmental monitoring, surveying, assessment and data collection—a significant part of a number of ongoing and upcoming coastal restoration/ protection projects projected in Louisiana. This work will leverage efforts by NOAA and EPA in the area. Mr. Barnes’s personal view is that there cannot be true environmental justice without economic justice and this tremendous need represents a unique opportunity for the residents that were most affected to obtain meaningful jobs, thus putting them on a path to economic equality. Immigration Bill Introduced by Senate, Continued from page 1 as Registered Provisional Immigrant (RPI), which will allow the current undocumented population to earn lawful permanent resident (or green card) status in 10 years. Also, the bill/ proposal eliminates U.S. citizen sponsorship of brothers or sisters and enacts an age limitation on U.S. citizen sponsorship of married children. Further, a new guest worker visa, W visa, is created and non-immigrant work visas numbers/availability will be increased. Lastly, a merit based visa system is created for skilled workers and all employers would be required to use the E-Verify system. The immigration bill/proposal still has a long road through hearing, amendments and approval from the House of Representatives before making it to President Obama’s desk for signature and enactment into law. NEW Registered Provisional Immigrant (RPI) Status: A new immigrant status would be created called the Registered Provisional Immigrant (RPI) for individuals in unlawful status (the 11 million undocumented in the U.S.) to adjust their status to legal immigrant status. The requirements are as follows: (1) residence in the United States prior to December 31, 2011 and maintenance of continuous physical presence since then; and (2) paid a $500 penalty fee (except for DREAM Act eligible students), and assessed taxes, per adult applicant in addition to all applicable fees required to pay for the cost of processing the application. Applicants will be found ineligible for RPI status if they were convicted of an aggravated felony; convicted of a felony; convicted of 3 or more misdemeanors; convicted of an offense under foreign law; unlawfully voted; and are inadmissible for criminal, national security, public health, or other morality grounds.
The following are other benefits of the RPI immigrant status: 1. Spouses and children of people in RPI status can be petitioned for as derivatives of the principal applicant (but must be in the United States at the time). 2. Immigrants in RPI status can work for any employer and travel outside of the United States. 3. Individuals outside of the United States who were previously here before December 31, 2011 and were deported for noncriminal reasons can apply to re-enter the United States in RPI status if they are the spouse, of or parent of a child who is, United States citizen or lawful permanent resident; or are a childhood arrival who is eligible for the DREAM Act. 4. The Application period will be for 1 year with the possibility of extension by the Secretary for an additional 1 year. 5. Individuals with removal orders will be permitted to apply as will aliens currently in removal proceedings. 6. RPI status shall last for a 6-year term that is renewable if the immigrant does not commit any acts that would render the alien deportable. Another $500 penalty fee is applicable at this time. After 10 years, aliens in RPI status may adjust to Lawful Permanent Resident Status through the same Merit Based System everyone else must use to earn a green card (described below) if the following things have occurred: (1) the alien maintained continuous physical presence; (2) they paid all taxes owed during the period that they are in status as an RPI; (3) they worked in the United States regularly; (4) demonstrated knowledge of Civics and English; (5) all people currently waiting for family and employment green cards as of the date of enact-

were entertained by the witty hosting talents of Dante Marchitelli, Television and Sideline Reporter for Fox Sports Florida and Magic Radio Network and the reggae music of Musical Seduction Band and New Vision Entertainment. In attendance were celebrity guests including Olympic Medalists Justin Gatlin, Jeff Demps, Dennis & Damu Mitchell, and Kellie Wells to name few, along with prominent business owners and executives from Central Florida. During the dinner program, attendees were captivated by the video testimonies of the All-Star Student-Athletes from Orlando (FL) and St. Vincent & the Grenadines that the foundation mentors. Each child gave personal accounts of their lessons learned during their summer voyage to California under the tutelage of Kerosene Lamp Foundation, like the increasing their number of reading hours, utilizing effective time management, and how to improve their study habits. The most poignant moment of the night was when Adonal Foyle presented Dr. Tommie Smith with the Beacon of Excellence Award for his inspirational efforts as an activist for the rights of oppressed people and his tremendous athletic achievements. Most will remember Smith as the 200M Olympic gold medalist track star who was propelled into the spotlight as a human rights spokesman and activist when he and his teammate John Carlos made a historic stand for human rights at the1968 Olympics in Mexico City by raising their fists in a silent protest during their medal ceremony. Upon accepting his award, Tommie implored to future studentathletes saying, “When it comes to dreams, be proactive.” In addition to maintaining a distinguished career as a coach, educator, athletic director and activist, Tommie continues to be a champion for social causes by spreading his message of overcoming challenges to the youth he mentors through his Tommie Smith Youth Track Meet, a physical activity program sponsored by the 100 Black Men of the Bay Area. Proceeds from the fundraising gala will go to support the continuation of KLF’s youth educational and athletic programs in Central Florida including their annual Read & Rise Book Fair at Grand Avenue Primary Learning Center and their Athletics & Academics Camp for the Parramore Kidz Zone. AACS Foundation presented an Easter Gospel Dinner Event. Both the FAACS Foundation and the New Frontiers Ministries Gospel Radio Show sponsored the event. FAACS encompasses a group of five families (Francis, Allison, Ayton, Campbell, Simpson) that pool their resources to help under privileged children in Jamaica. The effort began in the birth place of these families; Mocho, Clarendon, Jamaica. Throughout each year, members of these families raise funds, collect school supplies, purchase computers, clothing, shoes and sneakers to send to Jamaica. Members of the Foundation present these items to the children at an annual Christmas Fete, accompanied by music, food, children’s games, and plenty of laughter. Each year, the foundation grows bigger and the need even more so. The MC for the evening was radio sensation Jesse Runner. Nouchelle Hastings: “Girl What Do You Bring to the Table?” Keyne Kristin Johnson M.D., Certified Diplomat of the American Board of Neurological Surgery
I
t was late night and I was winding down from a long day so I chose to have a chocolate chip cookie with tea. As I was waiting for the kettle to boil, I glanced at an unopened email in my inbox; who would know that I was one click away from meeting my hero. I clicked on the email and it opened to a document that wowed me beyond imagination. While reading about this phenomenal woman, I probably had four cookies and my tea got cold. I was spellbound by her list of accomplishments, awards and dedication to success. I thought, could this be the same Dr. Johnson I met previously with the cool sneakers, stylish cornrows and the dazzling big smile; OMG I thought, how cool is she. Her low key attitude and glide gives new meaning to the trendy phrase “100”.
When it was time to apply for Residency, Keyne sent out only three requests for interviews. The interviews are a process of matching (too technical to get into but the bottom line is no match, no interview). Her advisor told her it would be wise to have a backup plan and that she should reevaluate her future. This was only a few days ahead of Keyne receiving notice that she was granted all three interviews. She was matched and accepted her Residency at Duke University Medical Center. The hours were brutal at times up to 120 per week but she was now rounding the “you sure can” mark that her father echoed when she was 12 years old. During her last year at Duke, she was honored to receive a rotation with Dr. Ben Carson and would later complete her Fellowship at Texas Children’s Hospital. The man who inspired her at the age of 12 now referred to her as colleague, associate, friend. “It’s an awesome feeling” said Johnson.
In 2008, Dr. Johnson joined the team at Arnold Palmer, and has received just about every major trauma and head injury case since then – it’s been a She like me comes from a faith in God backblessing because it has ground with deep spiritual roots. village made them very nostalgic. Scenes from the local villages with the hustle and bustle of the people felt welcoming. Also, many did not know the history of the Legend and how his music influenced many from all walks of life across the globe. One movie patron said she went straight home and played a CD of his music she had in her collection. Marley is clearly seen as the only musician who is recognized worldwide by all masses listening and learning from the subliminal messages his songs bring to them. One fan in particular said the movie was great, but the fact that he had so many relationships with 11 children from 7 relationships did not sit well with her. Born in a village in the Jamaican hills, Marley was brought up in a tin-roofed shack. He was the son of a young black woman, Cedella Marley Booker, who had a passing relationship with the much older Norval Marley, a British Army man of mixed race who was considered a white Jamaican. Because of his racially mixed parentage Bob Marley found himself a social outcast. At 12 he moved to the seething, poor Trench Town district of Kingston, where he soaked up music on the radio, learned the guitar and found a father figure in Clement Dodd, a record producer known as Sir Coxsone, who owned a recording studio. Marley was 16 in 1962, when his first single, “Judge Not,” set a righteous tone for what was to come. The movie does a fascinating job of showing how, almost by accident, reggae evolved out of Jamaica’s popular dance music of the time. American pop-soul, especially the music of groups like the Temptations, was also a major influence. Once he became successful, the singer moved to the swankiest neighborhood in Kingston — “I bring the ghetto uptown” was his comment — but his family did not move with him. The film does not shirk from detailing Marley’s numerous liaisons (he had 11 children from seven different relationships, including one with Cindy Breakspeare, 1976’s Miss World) and details how his wife and children coped with that situation. Because he was such a powerful figure in Jamaica, Marley ended up involved against his will in politics, a situation that led to both an assassination attempt and a legendary concert where he called the country’s two bitter political rivals on stage and joined their hands in peace. Though the cancer that killed Marley was found early on, a combination of bad medical advice and neglect meant that the singer’s life ended much earlier than it should have. There is an inescapable sadness to that, but what “Marley” and its wonderful performance footage leave you with most of all is the joy the man took in the music that set him free and enchanted the world. His music has grown more in popularity since his death. Bob Marley and the Wailers’ 1984 anthology, “Legend,” has sold 25 million copies worldwide. You have only to listen to him or see a filmed performance to understand the potency of a voice synonymous with fervent hope. By popular demand, the movie will be shown in Kissimmee at the Civic Center, if you are interested in showing it in your area please contact Caribbean Passport’s office to make arrangements. Is it SPRING yet? (pay-sak) in Hebrew, Passover is a celebration of freedom. Passover is celebrated for seven days in Israel and for eight days in the Diaspora (outside of Israel). The reason for this difference has to do with the way the ancient calendar worked.
What is spring?
Spring is one of the four conventional temperate seasons, following winter and preceding summer.
