Introduction
1.1
Appointment
1.1.1
WSP UK Ltd (WSP) has been appointed by Heron Land Developments Ltd to prepare this Travel Plan to discharge the Section 106 obligation as part of the planning consent for the development at Milton Court which is currently under construction. Milton Court will be operated by the Guildhall School of Music & Drama (Guildhall School).

This Travel Plan has been prepared in accordance with current TfL travel plan guidance
1.2
Site Location
1.2.1
Milton Court is located on Silk Street between Milton Street and Moor Lane, opposite the Barbican Centre and the Guildhall School of Music & Drama’s existing building on Silk Street.
1.2.2
The Milton Court Site is located in the City of London. Figure 1.1 provides an illustration of the site location. Figure 1.1 – Site Location
1.2.3
Pedestrian flows within the area during peak periods are comfortably accommodated within the current footways and are associated with the surrounding uses, although largely comprising of office employees, students and staff of the Guildhall School and visitors to the Barbican Centre, during these specific periods.
1.3
Planning Consent
1.3.1
The Milton Court development proposals were granted planning consent on 30th January 2008 by the City of London (Application Reference 06/01160/FULEIA). The proposals include residential accommodation comprising 284 units and new educational and performance space for the Guildhall School and new retail (Class A1/A3).
1.3.2
The Planning application supporting documents submitted and approved included a Transport Assessment prepared by Arup dated September 2007 and an Environmental Statement prepared by Arup dated September 2007. These documents were used to assess the impacts of the development proposals on the surrounding area. Subsequently, a clause requiring the submission of a Travel Plan formed part of the obligations within the Section 106 Planning Agreement.
1.4
Travel Plan Overview
1.4.1
TfL define a Travel Plan as ‘a long-term management strategy for an organisation or site that seeks to deliver sustainable transport objectives through action and is articulated in a document that is regularly reviewed’. A travel plan involves identifying an appropriate package of measures aimed at promoting sustainable travel, with an emphasis on reducing reliance on ‘single occupancy car journeys’.
1.4.2
A travel plan should establish a structured strategy with clear objectives and targets, supported by suitable policies and quality measures for implementation. Whilst the location of a development, its physical design and proximity to facilities and services create the conditions to make sustainable travel choices a natural option communicating these opportunities to employees and occupiers is also critical to the success of the travel plan.
1.4.3
The travel plan is essentially a ‘living document’ requiring monitoring, review and revision to ensure it remains relevant to the organisation and those using the site and provides continuous improvements for its duration. These aspirations and actions should be documented in a travel plan, the structure and content of which are dependent upon a range of factors including the location and nature of development, the occupiers and the end users.
1.4.4
This Framework Travel Plan has been prepared in accordance with TfL’s ‘Travel Planning for New Development in London; Incorporating Deliveries and Servicing’ guidance, published in February 2011. It is noted that a separate servicing Management Plan for the proposals has been prepared, submitted and approved by the City of London. Thus this document deals only with travel planning for the Guildhall School.
1.4.5
Travel plans also provide a key management tool for implementing the transport solutions highlighted by the accompanying Transport Assessment (TA) for a new development. They should demonstrate a holistic approach by incorporating both the ‘hard’ engineering measures and the ‘soft’ marketing and management measures necessary to address the transport impacts arising from development.

Accessibility and Existing Conditions
2.1
Introduction
2.1.1
The following section demonstrates that the site is well located in terms of its proximity to local facilities, thereby reducing the need to travel long distances by private car. It also demonstrates that the development location provides convenient access to public transport services.
2.1.2
Based on TfL’s web-based Planning Information Database a PTAL of 6b (Excellent) has been calculated for a central point of origin within the site. This PTAL score was generated on 21st May 2013. A copy of the detailed PTAL report is provided within Appendix B.
2.2
Public Transport Accessibility
2.2.1
As demonstrated by the PTAL level of 6b described above, the site benefits from a variety of frequent and comprehensive public transport services. These are discussed in turn below. For reference, an indication of local public transport facilities is shown in Figure 2.1 below. Figure 2.1 – Public Transport Facilities
2.2.2
Figure 2.1 shows there are a number of underground stations in close proximity to the site. These include Barbican and Farringdon to the west, Moorgate and Liverpool Street to the east, Old Street to the north, and Bank and St Pauls to the south. These stations are accessible by walking, cycling or using the local bus services which can be accessed from the bus stops located above.
2.3
Buses
2.3.1
The closest bus stops are located at Moorgate Station which is a 4 minute walk and Finsbury Square which is a 5 minute walk. The majority of local services can be accessed at either of these stops.
2.3.2

2.4
London Underground
2.4.1
The closest London Underground stations to the site are Moorgate (Northern, Circle, Hammersmith and City and Metropolitan lines) and Barbican (Circle, Hammersmith and City and Metropolitan lines). Moorgate is located 320m southeast of the site (4 minute walk), and Barbican is located 500m west of the site (7 minute walk).
2.4.2
Tables 3.2 displays the current services that run from Moorgate Monday to Friday, including the peak hour frequency and first and last trains at the station.

National Rail
2.5.1
Moorgate station also provides national rail services which are easily accessible from the site. Table 3.3 provides a summary of these rail services during the morning and evening peak periods. The table demonstrates that the majority of services run to Finsbury Park from Moorgate. During the AM peak hours (0800-0900) 9 services run to Finsbury Park, and during the PM peak hours (17001800), 12 services run to Finsbury Park.
2.6
Taxis
2.6.1
Approximately one third of the existing traffic near the site is from taxis. There are taxi parking bays along Ropemaker Street near to the site where taxi drivers can park for up to one hour.
2.7
Cycle Accessibility
2.7.1
The development is well located in terms of cycle accessibility. The busier road within the area, i.e. City Road (A501), benefits from bus lanes on the carriageway which are open to cyclists. Other roads within the vicinity of the site such as Chiswell Street, Bunhill Row and Long Lane are quieter roads and considered ‘easy’ cycle routes as recommended by TfL’s cycle journey planning tool.
2.7.2
A number of key transport interchanges such as Old Street and Blackfriars Underground Stations can be accessed within a five minute cycle.
2.7.3
The closest Barclays Cycle Hire docking stations are located on Silk Street (50m), and Bunhill Row (150m). There are currently no Barclays Cycle Superhighways within the vicinity of the site. However, London Cycle Network Routes 0, 7, 9, 10 and 11 pass close to the site.
2.7.4
An indication of the cycle facilities within the surrounding area including Sustrans recommended routes and Barclays Cycle Hire docking stations is shown in Figure 2.2 below. Figure 2.2 – Cycle Accessibility
2.8
Walk Accessibility
2.8.1
The area has an established network of footways and footpaths which provide access to the proposed development site, nearby bus stops, Moorgate station and a number of other nearby amenities.
2.8.2
The area is part of the Jubilee Gateway walk (Section 3 The City Loop) which is a circular walk in the City of London that connects to the Barbican Centre and provides an insight into City life. The walk is 3km long and can be walked mostly by pavements.

2.8.3
The Silk Street/ Beech Street junction consists of three separate zebra crossings with a pedestrian island connecting all three. There are narrow footways around the junction, owing to the ‘double’ zebra crossing and pedestrian island.
2.8.4
Silk Street had been re-paved and planted with trees. The street is also a designated pick up/drop off point for coaches and forms part of the main entrance to the Barbican Centre,

At street level there is a pedestrian route between the site and Moorgate station through the City Point development, as an alternative to the route via either Ropemaker Street or Moor Lane. There is a pedestrian crossing across Moor Lane immediately to the south of Milton Court and another across Silk Street immediately to the west of the site.
2.8.6
Figure 2.3 below shows the local facilities within the immediate and local area, including a number of GP Practices and sports and fitness services, which are accessible by foot. Figure 2.3 – Local Facilities
3
Objectives and Targets
3.1
Objectives and Principals
3.1.1
The objectives and principles for this Travel Plan have been drafted in the context of the guidance document ‘Travel Planning for New Development,’ TfL recommend that objectives in a Travel Plan cover the following aspects: Encourage sustainable movement of people and goods to and from the site; Cover a range of outcomes e.g. environmental, health etc.; Relevant to desired policy outcomes within the respective borough’s transport and spatial development strategies, the London Plan, and the Mayor’s Transport Strategy; and Relevant and linked to the specific context of the site.
3.1.2
To support car-free lifestyles, the year-on-year increase in cycle usage will be monitored. It would be reasonable to expect a 5% increase in walking and cycling trips identified within the baseline initial travel survey, over a five year period of the plan.
3.1.3
No travel surveys have been undertaken specifically from Milton Court, but they are already carried out from the School’s existing building in the autumn of each year. These surveys will be adapted to incorporate Milton Court. The baseline used in Table 3.2 below has been taken from the Arup transport Assessment (September 2007).
3.1.4
Assuming this information as a baseline the key targets set are to retain the car mode splits and increase cycling and walking. Table 3.2 – Proposed Targets Students

Travel Plan Measures
4.1
Introduction
4.1.1
This section outlines the measures which will be implemented on site in order to achieve the objectives identified within Section 3. These measures form the core of the Travel Plan. The measures have been grouped into three types as follows and considered in turn in the following sections: ‘Hard’ engineering measures incorporated into the design of the site; Key services and facilities; and ‘Soft’ marketing and management measures which will be implemented as part of the development proposals to ensure that sustainable travel behaviour is maximised.
4.1.2
The Guildhall School already has a Sustainability Steering Group (SSG), which coordinates all activity and promotions for encouraging sustainable travel. The Chairman of this group will be appointed Travel Plan Coordinator (TPC) for the purposes of implementing this document.
4.2
‘Hard’ Measures – Site Design
4.2.1
It should be recognised that many physical aspects of the design of the site will influence travel patterns, and will have a significant impact upon reducing dependence upon the car. The hard engineering measures that will be incorporated into the design of the development are set out below. It should be noted that appropriate hard engineering measures will be provided during the construction of each building and landscaping within the development prior to occupation and will be funded by the developer. Accessibility
4.2.2
Access to the site will be integrated with existing footways. This will provide convenient routes to and from local facilities and public transport service access points within surrounding area and should reduce dependence on the private car. Cycle Parking Provision
4.2.3
Cycle parking is provided at the Guildhall School’s existing building. Additional facilities are also being built in Moor Lane as part of this development.. Both of these facilities will be available to staff and students using Milton Court. The cycle parking is safe, secure and well lit.
4.2.4
Travel Plan monitoring will be undertaken in years annually and this will monitor the utilisation of the cycle parking spaces provided. Should demand exceed supply then the provision of additional cycle parking will be examined by the Guildhall School. Cycle to Work Scheme
4.2.5
The national Cycle to Work Scheme enabling employees at the site who wish to cycle to work to purchase a bike on a tax free basis will be promoted to all employees. Cycling Promotion Event
4.2.6
A cycling promotion event will be organised and promoted by the SSG. The event will be held within one academic year of occupation of Milton Court; and annually thereafter for a minimum period of 5 years. The event will be co-ordinated with the National Bike Week, where timescales permit.
Interest Free Season Ticket Loans for Employees 4.2.7
The Guildhall School will encourage and promote the availability of employee interest free loans for the purchase of public transport season tickets. Facilities for Mobility Impaired Persons
4.2.8
Personalised journey planning will seek to accommodate the specific journey planning requirements of mobility impaired persons working within Milton Court.
4.3
‘Soft’ Measures – Marketing and Promotion
4.3.1
The location of the Guildhall School, its design and the proximity to public transport services should create all of the conditions to make sustainable travel choices a natural option. However, it is also recognised that a communication strategy is key in the success in the Travel Plan. Details of the communication strategy for the proposed School are set out below. Guildhall School Website Links to relevant public transport travel information will be provided on the chool's professional website, including hyperlinks to: TfL’s Journey Planner; and specific public transport operators; Cycle Streets journey planner that promotes safe and convenient cycle routes An electronic version of the travel pack including promotional details of the key services and facilities being provided will also be included on the School’s website. Notice Boards and Electronic Information Screens Notice boards and electronic information screens will be placed in prominent locations throughout the building, and these will be used to provide travel and community information to staff and students. Maps of the immediate local area will be displayed identifying locations of cycle routes and parking, and public transport service access points. The notice boards and screens will also be used to inform staff, students and guests of any new travel initiatives or events organised by the SSG. Travel Information Pack A Travel Information Pack has been prepared for the Milton Court facilities and this is included as Appendix A. This will be provided to all staff as part of their induction process and made available to students.

Monitoring & Review
5.1
Management Overall Responsibility
5.1.1
The SSG will have the overall responsibility for preparing and implementing the Travel Plan. The Chairman of the SSG will be appointed as Travel Plan Coordinator (TPC) to take responsibility for the development and management of the Full Travel Plan and will be responsible for its delivery. Day-to-Day Responsibility
5.1.2
The day-today responsibility for the implementation of the Travel Plan will lie with the TPC.
5.1.3
The TPC and the SSG will be proactive in promoting the Travel Plan and will use reasonable endeavours to achieve the proposed targets. Their key roles will include: Implementing the Travel Plan, updating the information on walking, cycling and public transport networks; Overseeing the implementation, development and monitoring of the Travel Plan; Co-ordinating the marketing and monitoring of the Travel Plan, which will involve travel surveys; Raising awareness of the travel opportunities for the site and the potential health and financial benefits of walking and cycling as opposed to car trips or use of public transport; Marketing and promoting the Travel Information Pack; Distribution and updating the Travel Information Pack for staff and students.
5.1.4
The TPC will report to the Guildhall School Management on the progress of introducing measures through the travel plan and progress against targets. This will both establish a formal review procedure of the Travel Plan and progress against targets, and allow for management approval in the decision-making process on the funding and implementation of any future Travel Plan measures.
5.1.5
To determine the effectiveness of the Full Site Travel Plan, and so that future revisions to it are effective, monitoring and review of the target, objectives and measures will continue annually for a minimum of 5 years by the TPC.
5.1.6
The primary element of monitoring will be travel surveys organised by the TPC and SSG. These will comprise web-based surveys of staff and students. They will take place in autumn of each year, with students surveyed one year and staff the next year.
5.2
Marketing Strategy
5.2.1
It is noted that a continued marketing and communication strategy is key to the success of the Travel Plan and the adoption of environmentally sustainable behaviours. The marketing strategy will continue to raise awareness of the key services and facilities implemented as part of the Travel Plan and disseminate travel information to students, and staff.
5.2.2
It is essential that the non-car opportunities for travel, identified in the effectively marketed. The aim would be to promote and establish patterns. Action Plan
5.3.1
The programme for the implementation of the Travel Plan measures for the proposals will be produced, as and when they are brought forward for development.
5.3.2
The action plan for the School will set out tasks, intended implementation dates and funding sources. It is intended to be a live document which will be updated by the TPC after each travel survey has been completed and reflecting any consultation with the local planning authority. Sample Questionnaires
Guildhall School Staff Travel Survey The Guildhall School's Sustainability Steering Group is conducting a survey to calculate the total carbon emissions generated from staff commuter travel. The survey should be completed by everyone who has an employment contract with the Guildhall School of Music & Drama, irrespective of whether it is a full-time, fractional/part-time or an hourly paid contract. It should take no more than 3 to 4 minutes to complete. The survey is anonymous and the data collected cannot be used at an individual level. The School will use the aggregated data only to assess whether carbon emissions from staff travel are changing. The Sustainability Steering Group will use the data to consider whether the School can make any changes to reduce total staff travel carbon emissions. If you have a role which is shared between the School and the Barbican, we need to know the proportion of your role that is allocated to the School. If you think that your role is a shared role but are unsure of the proportion, please discuss this with your line manager. The Guildhall School has excellent accessibility within the City of London, with the Metropolitan, Northern (bank branch), Circle and Hammersmith and City Lines all within short walking distance. By Foot One of the simplest, easiest, and cheapest ways to get around is to walk. Cycling Bicycles are one of the fastest modes of transport, door to door in London. Cycling produces significant health benefits. Cycling reduces your travel expenses. By not getting the tube you can normally recoup the cost of your bike in a couple of months. You could make significant fare savings relative to public transport with a zone 1-3 travel card costing £123 each month (or over £1,288 for an annual travel card). With the standing, running, congestion charging and parking costs associated with car ownership estimated up to £10,000 per year cycling is a very cheap, fast and healthy mode of transport and is growing in popularity as a consequence.
