Transform bathrooms with technology Latest innovations for digital lifestyle Technology is infiltrating every room of the house. Many new home buyers are millennials, and this tech-savvy demographic covets technological innovations. A recent survey by Better Homes & Gardens Real Estate indicates 77 percent of Generation X and Y home buyers want their homes equipped with the tech capabilities they have grown accustomed to. Many of these involve smart innovations, including those that can transform one of the most private rooms in the house — the bathroom. B.C. looking for input on proposed code changes Online survey about proposed changes to building, plumbing and fire codes Provincial policymakers in British Columbia are seeking public input on proposed changes to be included in the next edition of the province’s building, plumbing, and fire codes. An online survey will be available until Feb. 28. The proposed changes to the BC Building Code (BCBC) include items such as amendments to energy efficiency standards and the removal of all direct permissions to asbestos containing products within the code. Suggested changes to the BC Plumbing Code (BCPC) also include the removal of asbestos containing products, as well as the proposal to include information on plumbing fixture requirements in the plumbing code rather than the BCBC. Amendments to the BC Fire Code (BCFC) include clarification on a number of guidelines within the code related to fire alarm, standpipe and sprinkler systems, as well as emergency lighting and smoke alarms. The current provincial codes came into effect Dec. 20, 2012. To complete the online survey, search for “Building Code Public Review” on the www.gov.bc.ca website.

The Capital Regional District’s website clearly lays out when a building permit is and isn’t required for projects involving one’s property in the CRD, including the Gulf Islands. A building permit is required before commencing: • Site excavation or blasting • Construction, repairing or altering a building or structure • Moving a building • Changing an occupancy • Installation of any plumbing • Construction of a masonry fireplace or installation of a solid fuel burning appliance or factory/masonry chimney • Installation of an oil burning appliance or oil tank • Demolishing, deconstructing or removal of a building • Electric, gas and sewage disposal work require separate permits and inspections. You may not start any stage of a project, including demolition or excavation, until a building permit has been obtained. A building permit is not required for: • Minor repairs or alterations to non-structural components of the building • When a valve, faucet, fixture or service water heater is repaired or replaced, stoppage cleared, or a leak repaired if no change to the piping is required • For an accessory building less than 10m2 that is used for utility purposes that does not create a hazard • Retaining structures less than 1.2 meters in height • Other retaining structures more than 1.2 meters in height and greater than 30° off vertical If you are unsure whether your project will require a permit, call the Building Inspection office in your area.

Climate action gets moving CRD spurs educational “to-go” kit A unique partnership between the Capital Regional District, BC Hydro and regional libraries can help residents learn how to reduce energy use and greenhouse gas emissions at home. According to CRD materials, each Climate Action To-Go kit contains resources and activities for people to: • Measure household appliance electricity use with the Kill-A-Watt Meter. • Discover air leaks in your home using the Thermal Leak Detector. • Test out the ultra-efficient LED light bulb. • See how efficient your showerhead is with an easy test. • Learn more about more local solutions to climate change with a documentary film and a variety of books.

While we know it will take a huge shift in behaviour, technology and policy to achieve substantial GHG reductions, there are many actions we can do at home to improve efficiency and reduce our impact.”

The EAS Committee consists of directors for Salt Spring, the Southern Gulf Islands and Juan de Fuca, which are unincorporated areas within the CRD. “The building permit statistics provided in this report are over a three-year period to present a more accurate account of the number of building permits issued and completed for a specific year,� notes a CRD staff report. “Building permits are valid for a two-year period and, therefore, permits may take up to two years to reach a completed status and may not be reflected in the same year they are issued.�

What is a Development Permit? Check with the Islands Trust to ensure properties not within a development permit area British Columbia’s Local Government Act enables communities to designate parts of their planning area as development permit areas so they can set objectives and guidelines for development within those areas. No building construction, demolition, land alteration, or subdivision of land may occur in a development permit area without a development permit. Development permit areas are designated under Section 879(1) of the Local Government Act to: • establish objectives for the form and character of commercial, industrial or multi-family residential development, • protect the natural environment, • revitalize specific commercial areas, • protect heritage areas, • protect development from hazardous conditions, • protect farming, • promote energy conservation, • promote water conservation, and • promote the reduction of greenhouse gas emissions. Development permits can be used to vary certain land use controls such as signage, parking, landscaping and subdivision servicing conditions where the development permit guidelines in the official community plan or land use bylaw specifically allow and where such variances help to achieve the desired objectives of the development permit. Development permits cannot vary the use or density of the land. A development permit is not a building permit. You will still need to apply to the regional district for a building permit before you can build structures on the land. The reasons for the establishment of the development permit areas and maps showing

the lands designated as development permit areas are included in the official community plan for each island. Guidelines used to evaluate the application are included in the OCP or in the LUB. OCPs and LUBS can be viewed on the Islands Trust website at www.islandstrust.bc.ca under the relevant Local Trust Committee links. Projects within development permit areas do not require permits if the OCP or LUB specifically exempts them. When Do You Need to Apply For a Development Permit? You need to apply for a development permit in the following cases: • when you propose to alter land, subdivide land, build, add to or alter a building or structure on property within a development permit area, unless that activity is specifically exempted from permitting by provisions of the OCP. • when you want to amend an existing development permit. Budget Budget is one of the first considerations many homeowners have when installing fencing. Pricing will affect whether one can afford a chain link fence (one of the most budget-friendly options), wrought iron or ornate wood (more expensive). Kitchen remodels are a safe bet when it comes to putting money into improving a home.
