OFFICIAL OPENING OF PALMERSTON COMMUNITY CENTRE Katy Gallagher MLA, Minister for Disability and Community Services officially opened the Palmerston Community Centre on Wednesday 6 September 2006. We are thankful for the provision of the new one million dollar building which entails a hall with a sprung floor, already being used by various dance and exercise groups as well as play groups and church groups. The meeting room is available for hire by community groups and is currently being used by the Gungahlin Community Council for its executive and public meetings. The building is a well-planned and well-built facility with storage sheds to house childrens’ play equipment outside nd inside lockers for use by other groups. The Minister was pleased to note that there was a suitable change room for those with babies. Roma Hosking thanked Ian and Sally Ruecroft and other members of the Gungahlin community Council Inc. for their work over many years in lobbying Government firstly for the demountable building and then its replacement by the permanent building which we now enjoy. We were pleased to work with architect, Murray Coleman from Small, Quinton and Coleman in designing a very useful and comfortable building. The outstanding work by Leo Geremiah from the Department of Disability, Housing and Community Services was noted, along with Arthur Rizzo, Peter Johns and Franco Frino who consulted with the Council to achieve the best possible result. We thank the building contractors for their capable work and the landscapers for their tasteful garden design and play area. Marion Donaldson and Ian Coilett were also thanked for their support from the Capital Works Programme in investigating the possibility of building an extra hall with a sprung floor as the original design did not allow this luxury. We were not able to access the Federal funding in the time frame, however, due to cost savings in other areas the ACT Government was able to include the sprung floor and equipment such as tables and chairs and blinds. Entertainment was provided by Cornerstone Christian Church with a skit entitled “And Then What?” – a reflection on life and death: a Karate demonstration by Dale Richards, Chief instructor for ACT Shito Tyu Karate Do, Canberra, and his colleagues and the “Can Can” ballet dance presented by the Festival Ballet School. Thank you to all who contributed. We were left in no doubt as to the need for the extra space and the need for the sprung floor demonstrated by the dance group. President’s Report to AGM 13 September 2006 Thank you to all who have served on the Executive or provided support in other forums over the past year and unselfishly given many hours to ensure that the Gungahlin Community Council continues to work for improved infrastructures and services for our fast-growing community. A quick summary will give you an idea of where some of our time and energy have been spent over the past year: ? Just last week we celebrated the official opening of the Palmerston Community Centre. The project was ably led by Roma Hosking who also chairs the on-going Hall Management Committee on behalf of GCC Inc. From tonight this million dollar Centre becomes the venue for all GCC meetings ? Monthly Executive meetings 7:30pm 1st Wednesdays of each month ? Monthly General Meetings 7:30pm 2nd Wednesdays of each month ? Many media engagements, TV, radio, newspaper articles, letters to the editor ? Publication of 6 issues of Gunsmoke (Editor Roma Hosking) ? Several meetings and a formal submission re the Government’s extensive program of Reform of ACT Planning. In our opinion it lacks a policy of Social Equity ? ADSL Communications Committee surveyed the community conducted by Kevin Cox. ? Supported Water Reward Project, Kevin Cox ? Supported off road bike facility for Gungahlin…work for recreational facilities ? Aldi building recently opened, completes the long awaited and most welcomed retail complexes in the Town Centre. Updates from the Detention Project Team are expected as the project progresses. The Gungahlin Community is all the better for the work put in by a hard working core group. Tree buffer between Mitchell Recycling centre/Industrial area and Harrison/Wells Station/Franklin development As a resident of Gungahlin I have watched with interest ongoing developments in the region, in particular the current land development along Flemington road. Mitchell Industrial area is an important precinct in Canberra and more so for residents in Gungahlin. The Mitchell Recycling and the Canberra Sand & Gravel centres play a significant role in waste management for their region. However given their close proximity to current new residential and playing field developments along the Wells Station-Harrison suburb there is the need to look at how best to develop, beautify and integrate the adjoining landscape.

Wells Station- Harrison has been advertised in newspapers and billboards as a place to experience “country living in the city”. With this in mind, I wish to suggest that a practical solution towards enhancing the landscape is to provide a buffer of evergreen trees planted across the adjoining land. Ideally fast growing evergreen trees adapted to the ACT will be a starting point. An alley of other trees (that blend with the ecosystem but may not necessarily be the fastest growing) may also be planted alongside the buffer of the fast growing evergreen trees. I am hopeful that the relevant authority within ACT Parks & Gardens will have a list of suitable flora that can be selected from. With the current rate of developments in the area the choice of fast growing trees planted as soon as is practical will be in the interest of both the land development agency, current residents, potential buyers, value-adding and will be in keeping with the development vision envisaged for the area. The Flemington road area represents one of the main corridors of entry into the Wells Station-Harrison suburb, and it will be pleasing to the eye to drive through Mitchell then across a buffer and gateway of evergreen trees that opens into the “country living in the city”. It is my understanding that some of the developments in the area are for sewage works; the potential therefore exists to integrate a landscape of evergreen trees watered via the ponds that have been developed as a byproduct of the sewage works. September 2006 GUNGAHLIN POST OFFICE IS REALLY GOING PLACES Gungahlin residents will soon see some changes at their local post office, when it moves from its current home into The G shopping centre, on Saturday 14 October with a grand opening celebration. The post office is relocating to cater for the growing Gungahlin population and local licensee, Shayne Halliday will introduce some brand-new services when it moves, which will help make a trip to the post office a little easier, and more productive for local residents and businesses. “We are very excited about our move, mostly because it means that we will be able to provide our local and loyal customers with a more convenient, better equipped post office. “When we move to The G, our shop will have the latest Australia Post fit- out, so it will be much easier for customers to find exactly what they are looking for more quickly; whether it’s postal or packaging products, stationery and office equipment, or communication and office equipment like mobile phones, printers or telephones” explained Gungahlin licensee, Shayne. “We’ll also carry a broader range of stock, which means Gungahlin customers will have more choice, without having to travel into town,” she said. With a broader range of products and services in-store, Shayne and her staff are expecting more customers to their shop. To make sure a trip to the post office is still as convenient as possible; an automated ticketing system will be introduced at the new shop, similar to the system successfully used in the ACT Government’s shopfronts. “We always try to make sure the queue moves quickly, but we know that any time a customer spends in a queue feels like ages!” said Shayne. “The ticketing system will mean that customers don’t have to stand in the queue waiting to be served, they will simply take a ticket when they’re ready to be helped and wait for their number to be called, leaving them time to wander around the shop and pick-up any last minute items, without losing their place in the line! With Gungahlin’s growth in mind, the post office will add an extra 300 post office boxes to ensure that local residents who are currently on the waiting list for a box, will be able to access this service immediately. The shop has scope to install more post office boxes as they are required. Less mobile customers will also find the post office easier to access, with automatic opening doors and wheelchair access. There will also be a dedicated writing desk for wheelchair-bound customers to use when addressing their letters and parcels, or completing documentation. Shayne and staff look forward to welcoming their customers to the new-look Gungahlin Post Office from Saturday 14 October, and invite customers to call in for its grand opening on their first day of trading.

The program includes personalized guidance, group instructional sessions, workshops and ongoing support. New Art Group

The Art Society of Canberra (ASOC) with the support of Gungahlin Regional Community Service is trying to establish a district art group. The aim is for people who like to draw/paint to get to know one another. The group has convened once to do a portrait of a well known resident, Charlie House. The group is going to meet every second and fourth Monday of the month at Ngunnawal Neighbourhood Centre at 9.30am. TRAFFIC ISSUES RAISED BY GCC WITH –ASSET ACCEPTANCE - ISSUE 1 - GINN ST

to prepare a report on the road network and associated needs to accommodate the major short term developments in the Gungahlin Town Centre. The report examined the existing traffic through the Gungahlin Town Centre and the likely impacts when the major retail developments opened in 2006. The report indicated that the traffic flows through the Town Centre with these major developments completed would be acceptable; however, intersection upgrades with traffic signals would be required.

GCC: With the proposed opening of the new petrol station opposite the existing Woolworths petrol station we have submitted to ACTPLA an objection to Development application 200504085 on the grounds that Ginn St. is too narrow, this street already has problems with traffic flow with just one petrol station (Woolworths) fronting this street. Best solution would be to widen Ginn Street. Would it be the end of the planning & legal world if one or two metres were added to each side of the existing street? I have already seen gridlock on Ginn Street in that cars cannot get out of the Woolworths petrol station onto the roadway.

LDA has already constructed the extension of Mawby Street (between Ernest Cavanagh Street and Anthony Rolfe Ave) to assist with the traffic flow. Roads ACT advised LDA that as the requirement for traffic signals were not picked up as off site works associated with the specific developments, that funding would have to be sought through a joint Capital Works program and budget process with LDA.

ANSWER: Asset Acceptance had difficulty getting all the information from LDA at the early stages of this project, prior to the sale of the three blocks in this section. This block was sold without a a requirement for a Traffic Impact Assessment(TIA). The issues raised by Barry Dee were raised by the Gungahlin Community Council earlier during the public notification period at DA stage Roads ACT advised us that they have not received any complaints from the public in relation to traffic issues in Ginn St or Crinigan Circle. We did however request for a TIA during the DA stage. Unfortunately, the developer resisted this heavily stating that the block was sold with access arrangements as shown on DA submission and he was not requested to provide a TIA. After a series of deliberations Asset Acceptance was able to enforce conditions that would reduce two driveways on Ginn Street to one and would only allow entry except for the occasional exit movements of the petrol tanker and delivery trucks. Crinigan Circle is to be used for both entry and exit. The DA condition also states,” if the developer wants to change this arrangement then he must provide a TIA.” Given this status, the developer of the petrol station site will not agree to widening of the whole street, what would normally be classified as capital works, to his off-site works requirements. It seems from the file that , which also restricted AA involvement.

GCC ISSUE 3 – PONDING ON PATH There is ponding during wet weather on the connecting pathway between Big W & The G on Gungahlin Place East at The G end of the pathway. Who is responsible for the large median strips on Gungahlin Place East & Gungahlin Place West, what is going to happen to them & when? ANSWER: This pathway was constructed as a temporary

solution to assist pedestrian movement between the major retail developments until such time the landscaping of the Linear Park was undertaken. The LDA is currently working on the landscape concept plan for the linear park and critical factors of the landscape design will be to optimise pedestrian connectivity between retail developments and to provide safe and convenient pedestrian entries into the central area, to encourage commuters and local residents to move into and through the space. The construction time will be worked out by LDA. GCC ISSUE 4 There is almost total isolation of the town centre by footpaths to/between the town centre & Harrison along Flemington Road & also from the Raiders Corner to Magnet Mart. Is further development anticipated?

We have been aware of issues 2, 3 and 4 for sometime and have communicated this to LDA several times. GCC ISSUE 2 – GUNDAROO DR GCC; There are already problems with Gundaroo Drive, during peak traffic times in the morning & afternoon the traffic backs up from the lights at Gundaroo Drive to pass the Ginn St. Nari St. intersection on Gundaroo Drive thus causing gridlock at that intersection. Traffic counts do not provide information about gridlock they only provide information about the total number of vehicle movements over a given time frame not traffic density. This could be overcome if Gundaroo Drive was converted to dual lane in each direction.

ANSWER: Completion of the final section between Hamer

Street and Kate Crace Street (the area between Horse Park 2 and the Town Centre, also the area between Magnet Mart and raiders) would only be completed when the adjacent lands are developed and this is not contemplated in the short term. In the interim a temporary footpath may be constructed by LDA. Timing of Links: This area of Gungahlin is still relatively young. Much residential development is yet to be undertaken. The footpath network will be completed as the vacant lands are fully developed.

Dear Editor, I was shocked last month when my doctor told me at my next visit I would have to pay for parking at Calvary Hospital, it cant be true? But yes it is Paid parking will be in force for 14.5 hours per day from 6.30 am to 9.00 pm, 7 days per week, 52 weeks per year. Mind you at a higher rate and enforced for longer hours than even the busiest shopping centre car parks. I’m very disappointed that this is another 'revenue' raiser that hits the pocket of those in need of care. It’s Saturday afternoon, you’ve been working in the garden and all is looking good. You come inside only to find that the kids have been running amuck. As you bend down to pick up a cushion from the floor you feel a searing pain in your lower back and can’t straighten back up. Have you slipped a disc? Unlikely. Discs don’t actually slip. You might have a disc bulge, or a tear in the outer layer of the disc, or even a prolapse. All of these along with a number of other complaints may all present as above. The nice thing is, that in the early stages, you can look after them all the same. Firstly, it is important to understand, that as much as it might feel that you are doing damage to even move, you can do gentle movements without further injury. In fact as much gentle movement as you can handle is good. It is best to get ice onto the site of injury as soon as possible, following a 10min on, 10min off routine 3 times, before a 2 hour break and doing it again. You may find that sitting semi-reclined is more comfortable than sitting bolt upright or laying down. Try not to sit for any longer than 20mins at a time before getting up and moving a little. You may find that you have to lay down, if so, there are two positions that are generally most comfortable. The first is laying on your back with your knees bent. You should use a couple of pillows help keep your knees bent. The other is on your side with a pillow between your knees. These positions should also be looked at for sleeping. You may find relief with simple pain killers or antiinflammatories. If they are anything other than over the counter ones, you should seek advice from your doctor or pharmacist; otherwise adhere closely to instructions on the packet. If you have a back brace around the house, try putting this on, it may help to decrease the muscle tightness that will eventuate from the muscle s trying to brace and protect the area themselves. Once you have done whatever you can to gain some comfort, get on the phone to your chiropractor who can fine tune any of the above to suit your symptoms and organise an appointment for you as early as possible. Cat among the pigeons?

Many veterinarians (and others) have been advocating such confinement to their clients for many years. While it is much easier to have a happy, satisfied cat if it has been confined since kittenhood, even adult cats can accommodate to a change in lifestyle. Confined cats need “complexity, unpredictability and choice”. While climbing frames, scratching posts, resting places with a view, variety in feeding location (and perhaps type), and a range of toys which are “turned over” regularly are all recommended and valuable, the most important way of keeping confined cats content is positive human contact and interaction – playing games, grooming, stroking, etc. And isn’t that why we keep cats, for the mutual pleasure of their company?

You may have heard that the new Gungahlin suburbs Forde and Bonner will be cat containment zones. This means that cats in these suburbs must be contained within their owners’ properties at all times. Cats found roaming in these areas will be trapped, scanned for a microchip, and owners will have to pay to reclaim them. Why is this happening? In the early stages of planning there were suggestions that these suburbs, which adjoin Goorooyarroo and Mulligan’s Flat Nature Reserves, should be free of cats altogether. These reserves contain some threatened species. That cats kill wildlife is a fact accepted by all. A lesser known fact is that in a city like Canberra, the population density of native species is actually higher in the city than in surrounding pasture and bushland. This is despite the impact of cats and humans, although population diversity is probably reduced. The scientific literature is somewhat contradictory and confusing about the impact of cats on wildlife. Research in Canberra showed that 67% of cat kills were small mammals, and most of these were rats and mice. Many of the birds taken were also introduced species. The only good evidence of cats having severe impact on wildlife populations has been on islands or in very isolated populations. In most cases the impact of cats is a welfare issue (for the wildlife) rather than a conservation issue.

Cat containment is a win/win solution. Confined cats do not get run over by cars, attacked by dogs, injured in cat fights, pick up infectious diseases, cause a community nuisance by noise and toileting, and do not kill wildlife.

G'day Roma from Peter Morrissey, I recently wrote to Coles Gungahlin regarding the constant disposal of their shopping trolleys throughout the suburb. I have'nt heard anything back yet, but I thought I would take the opportunity to raise the issue with you, through Gunsmoke. Yerabbi pond has two trolleys in it (just off the little island) that have been there for over three months. My street is constantly littered with them. I have suggested that Coles use a 'Deposit' system for the trolleys to encourage people to take them back. At the very least, kids would return them for pocket money.
