Introduction The ability of CSOs effectively influence on social processes is one of the key factors for implementing reforms in Ukraine. CSOs’ effectiveness directly depends on their capacities. It’s important to distinguish two main ideas with respect to the nature of capacity. First, capacity is about the ability to do something. Second, these abilities must go beyond the usual of implementation, i.e. carrying out technical or logistical functions or delivering projects. They must also extend to the broader abilities that are needed to make an organization be influential over time. With another words, a crucial aspect of capacity is that of mastering changes and transformations. In order to define what it is meant under CSOs effectiveness, it is important to distinguish the terms “efficiency” and “effectiveness”. The participants of the European Seminar on CSO Development Effectiveness in Vienna pointed out that “efficiency” and “effectiveness” refers to different concepts. Efficiency is the ability to accomplish a result with a minimum amount of time, effort and/or other resources (“doing things right”). Effectiveness is the capability to produce an effect (“doing right things”). That is why it is very important to know which institution capacities should be developed by Ukrainian CSOs.1 We believe that the way of CSOs’ effectiveness lies through increasing their capacities. Researches conducted in 2009 by GURT Resource Centre 2 and CCC Creative Center3 (Civil Society Organizations in Ukraine: The State and Dynamics 2002-2009) showed that institutional capacities of CSOs in Ukraine and reputation of their effectiveness still remain low. For example, the number of strategic plans of CSOs has decreased over a four-year period. The number of organizations with the written strategic plan in 2002 was 75% of CSOs, but has been gradually decreasing: 61% in 2005; 68 % in 2006; 59% in 2007; 59% in 2009. It is also important to note the increasing number of CSOs providing capacity building and consultations services of special interests. In 2003 this type of service was provided by only 41% of CSOs. In 2009 – 47% of CSOs indicated that they provide capacity building and consultation services. But still remains the question: how effective are these services. We believe that development of effectiveness and institutional capacities of Ukrainian CSOs will increase their impact on societal transformations in Ukraine. The First National Consultations on the CSO effectiveness were the first step to organize a public debate on capacities of Ukrainianian CSOs to be powerful actors in modernization of Ukraine. This issue is crucial for understanding the role and place of CSOs in modern transformation processes in Ukraine. For GURT Resource Centre - this area is one of key priorities. The issue of CSO effectiveness is also present in other projects (i.e. in the current project "CSO Capacity Building for Reforms in Ukraine", which is implementing by GURT Resource Centre within the UNITER project, that is financed by USAID and implemented by Pact Inc).

The consultation process and political context In the aftermath of the Orange Revolution, external aid to democracy continues to be of key importance to democratisation in Ukraine. Many consider that progress towards democracy would not be possible without foreign donor assistance. According to government statistics, the number of registered associations is around 52,000, and the number of registered charitable organizations is near 11,000. Some NGO experts insist that civil society organisations and donors are the main reform drivers in Ukraine, citing examples of successful changes to government policies promoted by this partnership. The most farreaching of these have been the efforts to combat corruption in higher education institutions. Although external democracy assistance is regarded as a key resource for democratisation in Ukraine, it is acknowledged that it has been limited in its results. Despite many important reform strategies developed through donor assistance, few reforms have been implemented. Civil society is one of the sectors which largely depend on donor support. Many CSO confirms that donor funds constitute up to 98 percent of their budget. As one NGO representative said, donor policy is more favourable to CSOs than government aid. The former is more hands-on and responds to citizens’ interests; the latter invariably entails corruption. 4 Since 2004, donor support to civil society has decreased, particularly aid to institutional development. Many NGOs have been told that donors are not willing to cover administrative costs as well as the project activities they support, and expect NGOs to make their own contributions to the projects5.

Background impact: • Political instability. The political situation changes very fast on the state and on the local leve. • Lack of political will to provide reforms and agreed reform strategies. • Ineffective donor strategies caused by the fact that donors do not take responsibility for the results of their activities and have nothing at stake if democratisation fails. According to the poll conducted by GURT in July 20106 showed that 56 % of respondents consider the donor programs to be ineffective. • Lack of donor coordination to avoid duplication and make better use of existing projects and results. • Quality of staff in the donor community in Ukraine differs enormously. • Regular changes in the legislation that regulate the activities of CSOs. Most of Ukrainian CSOs are working in very unstable situation when they need to fight with local and national authorities, with other CSOs, sometimes even with local communities. The financial turmoil of 2008–2009 forced other, especially when it came to office space NGOs to cooperate more closely with each and administrative costs. NGOs’ access to the Internet has increased, as has the number of NGO websites. In general, citizen participation in NGOs remains low.

There are different factors that are weakening the effectiveness of CSO development and

Though NGOs learned how to engage their supporters more actively, they tended to rely on one-time events. The lack of a long-term strategy for engaging new members and retaining supporters is a major obstacle to increasing membership in NGOs. The financial crisis also contributed to the loss of credibility of many institutions, including NGOs, and made citizens more politically passive. NGOs continue to develop services in areas where the state does not provide sufficient services or does not provide them at all. NGOs deliver a broad range of services and products, but these services’ scope, quality, and marketing have, in general, not improved and cannot be considered highly professional. The most common areas of NGOs’ work include children and youth, human rights, social issues, NGO development, politics and economics, culture and art, business development, women, and the environment. The most common services and products include workshops and consultations, advocacy, information dissemination, education, study and analysis, social services, charity, policy development, and rehabilitation. With the repeal of Article 8 of the Law on Social Services, NGO providers will no longer be subject to licensing for all social services, but only for those types of services for which licensing is required of all providers, including state providers. NGOs learned how to work better with businesses and to provide quality information and analytical services 7. But after latest presidential election the environment for CSO activity is changing dramatically so that local organizations feels frustrated and lost. Some of them realized a general need to change their strategies and learn about new opportunities and resources to survive.

On-line consultations • June 2 – on-line consultation with Ruslan Kraplych, director of Anti-crisis Humanitarian Program of Internation Reinassance Foundation on issue “Anti-crisis Humanitarian Program of Internation Reinassance Foundation: how to increase the effectiveness of local community development?”. 176 users of GURT web-portal (www.gurt.org.ua/news/events/6621/) participated in this consultation.

Regional round tables

The public discussions in the regions covered the following issues: • What is the role of Ukrainian CSOs in implementing reforms and societal transformations? • What is the bases of impact for CSOs on sustainability? • What CSO’s capacities are needed for increasing the effectiveness of Ukrainian 7

CSOs? • How to change CSOs approach towards organizational development? • Motivation for CSOs to strengthen organizational capacities. • What steps should be done to promote capacity building among CSOs? • What conditions should be created for the CSOs to use capacity building to increase their effectiveness? • How to build effective partnership and networks Most of the participants of consultations evaluated the issues and consultants expertise as very useful and appropriate. Many of them were surprised on how many opportunities they have to promote their activity. They also discovered the lack of knowledge about different instruments and approaches of development. The evaluation form, that we used during the round tables, helped participants to analyze problems and barriers for effective CSO development, BEFORE and AFTER the consultations.

So, this process gave participants some “food for brain” as they had chance to review their situations and to build some further plans.

Second day, on June 19, a round table was held in the office of the International Renaissance Foundation, “The ways of developing the national action plan on increasing CSO effectiveness”8.

On June 18-19, the national Open Forum consultation process in Ukraine was concluded in Kyiv with a final meeting of CSOs from all over Ukraine. The event had two stages: open space conference and round tables. The process was facilitated and organised by GURT Resource Centre and supported by C.S. Mott Fondation. First day, on June 18, an Open Space session on CSO development effectiveness: “CSOs in the modernization processes in Ukraine: how CSOs can become effective agents of changes in Ukraine?” was held. Open space gathered more than 50 representatives of civil society interested in the development of effectiveness of CSOs in Ukraine. The participants of the event were: • Representatives of national and regional influential CSO that joined the national consultations • Representatives of donor organizations and privat fondations • Resource person from CONCORD Representatives of CSOs that couldn’t attend the Open Space had a possibility to follow the event on-line on GURT web-portal

Positive aspects of the consultations: • All tools (round tables, polls, open space) were used effectively and showed good results. • Participants represented different regions and different spheres. • Open Space as innovative approach gave excellent opportunity to discusse and gave new ideas for future cooperation. • More than 500 stake-holders from civil society sector where involved in process of consultations. • Participants had a lot of time to work together on future projects and implementation procedures. • Working process: all group discussions’ results were uploaded on line at GURT 9

Negative aspects of the consultations: • Low level of representation of decisionmakers from Government and donor institutions. • Lack of time on finishing the framework of CSOs effectiveness. • One of donors disagreed to support regional round tables. We asked regional CSO to join us. This situation showed us that we can do something bigger in partnership and cooperation.

Key issues discussed The full list of problems, barriers and issues for effective development included more then 30 different issues were negotiated: • Charitable foundations and organizations: role and opportunities to become innovative agents of social changes. • How to activate youth for implementing social transformations? • Do the Ukrainian CSOs need to establish cooperation with local businesses? How to make this cooperation effective? • What help do the Ukrainian CSOs need after the global economic crisis? • Development and formation the needs of communities as a criteria of CSOs effectiveness • What capacities do the Ukrainian CSOs need to become more effective? • Local governments and CSOs: how to build effective partnership? • Who are the change agents? • How to get access to those who do not use internet? • How to become an effective CSO? • How to coordinate the volunteer work and the main work for CSO leaders? Participants recognised their different experience in the institutional development due to the region of Ukraine, area of CSO activity, organizational development and resources available. There were also a very different point of view on the need to cooperate with local authorities and other CSO.

Areas mentioned above have an INTERNAL and EXTERNAL aspect for each organisation. There is also a task for community leaders – to find the time to improve the education through various trainings, especially on communication, consensus building, and social networks use etc. An ability to accept other’s point of view is very important skill. Accountability is a very much issues of trust and transparent relationship. All the project events should be based on regional participant’s involvement even on the planning stage. Introduce more foreign experience and teach CSO to be creative.
