From Brighton Town Supervisor
William Moehle All of us (well, almost all of us!) are hoping that this winter won’t be as cold and severe as last winter. Although winter keeps many of us indoors, the Brighton Recreation Department has activities to enjoy this winter, whether you care to brave the elements or just stay inside where it’s warm. Whether you want to swim, learn a new winter sport, or enjoy quality time with your children, the classes and activities offered by Brighton Recreation are a great way to escape the winter blahs. Check out the many programs in this Newsletter and you can make this winter special, at the Brighton Recreation Department. Remember, there’s no need to drive through the snow to register for programs; secure on line registration is available through the Town webpage, www.townofbrighton.org. Once again this winter, the Brighton Winter Market will be open from now until May, every Sunday except Easter Sunday, from 1-4pm, at Brookside School, 220 Idlewood Drive. There is also an entrance to Brookside on Winton Road, between Westfall Road and I-590. Every week you can enjoy local meats and fresh produce, along with breads, desserts and cheese, from many of the same vendors that participate in the Brighton Farmers Market during the warmer months. The Brighton Memorial Library continues

its active programming for all ages during the winter months. Whether you are a senior or the parent of a tween or toddler; interested in family movie nights or learning how to use an E-Reader, the Brighton Memorial Library can help make the winter months more fun. The Library is generally open 7 days a week during the winter, holidays excluded. For more information about Library programming, visit www.brightonlibrary.org. No matter how much we try to avoid the cold, most of us still drive during winter. Please remember that winter driving can bring special hazards. Remember these tips to stay safe during the winter months. • Allow yourself more time to get to your destination • Brake slowly and avoid making any sudden stops, turns and lane changes • Clear all of your car windows and lights from snow for visibility • Consider snow tires, rather than allseason tires, for superior stopping in ice and snow Of course, it is always important to observe speed limits and traffic signs, but remember that even driving at the speed limit may be too fast for inclement winter conditions. Remember that pedestrians are still out during the winter, and kids may be especially difficult to see, especially
when snow piles line our streets. Snow plows keep our roads clear, but they need extra room to operate…please give them that room, and don’t try to pass or cut them off in close quarters. Many people continue to walk and use our sidewalks during the winter and therefore all property owners are required to keep the sidewalks in front of their properties clear of ice and snow. Remember, school children are walking to school while it is still dark in the morning, and they must be able to safely use sidewalks. If you or your neighborhood would like an easier way to meet this obligation to clear your sidewalks for next winter, talk to the Department of Public Works about establishing a sidewalk snow removal district in your neighborhood. It will cost only a few dollars a year, and ensure safe sidewalks, while saving you time and cold mornings shoveling heavy snow. This year, don’t fear winter…embrace it, with a little help from your friends at the Town of Brighton!
We’re lucky in Brighton – we are one of the few places in upstate New York where good, local, sustainably-grown food is available all year, even during the cold, snowy winter months. The Brighton Winter Farmers Market is open, offering a wide variety of fruits, vegetables, meats, and eggs from local farms, as well as baked goods, pastas, honey, jams, and other products made by local food artisans. Enjoy live music while shopping in the gym at Brighton’s Brookside Center, 220 Idlewood Road. A second entrance to the building is off S. Winton between Westfall and 590. The Brighton Winter Farmers Market is held every Sunday afternoon, 1
to 4 pm, through May 15 (closed on Easter Sunday, March 27). SNAP/EBT customers are welcome; ask about our special bonus program for SNAP customers. The summer season of the Brighton Farmers Market begins on Sunday, May 22. You can sign up for weekly newsletters about the market at www.brightonfarmersmarket. org, or follow the market on Facebook or Twitter. The market is sponsored by the Town of Brighton.

Conversations with Town Clerk Daniel Aman
The 2016 Town & County Tax bills will be mailed during the last week of December. If you do not receive your bill by January 12, please call my office (7845240) right away so we can investigate. Your full payment or first installment is due by Wednesday, February 10. Complete payment instructions and deadlines can be found on the reverse side of your bill. There are two changes to the tax process this year. We are no longer using a PO Box. All payments will be mailed directly to Town Hall at 2300 Elmwood Avenue, Rochester, NY 14618, please update your records. The second change is bigger.
The bank that processes our tax payments is no longer mailing receipts for payments. In order to avoid passing those costs ($15,000+ in the first year) on to the taxpayers, I will now only be mailing receipts to property owners paying via escrow. We will still mail receipts if requested, just check the box on the front of your tax bill and send the entire bill in with your payment. You can also print receipts yourself from the Monroe County website 24/7. See the Town Clerk’s page for more information. Please DO NOT use online bill pay. When you use this service, your bank still actually mails us a paper check. NYS Real Property Tax Law Section 925 defines the payment date as the USPS postmark or (absent a postmark) the day
Exemption Renewal Time Please take note that March 1 is the filing deadline for all Real Property Tax Exemptions. Some examples include: • Basic STAR – One time filing (unless you move) • Enhanced STAR – Annual Renewal Required (unless you have completed the NYS Income Verification Form) • Senior Citizen with limited income – Annual Renewal Required • Disability – Annual Renewal Required
it is actually received. Online bill payment checks do not receive a USPS postmark, so they are not considered paid until we physically receive the envelope. This can be days (or in some cases weeks) after you tell your bank to make the payment and could result in you owing additional interest. Installments or full payments can be made in person at Town Hall, at either of the M&T branches (S. Clinton or Monroe Ave) in Brighton, or by mail. If you ever have any questions or suggestions on how we can serve you better, please do not hesitate to stop by the office or to let me know by phone, email or @BrightonClerk on Twitter.
FromTown of Brighton Assessor’s Office
Renewal applications have been sent out and you may already have filed for 2016 roll. Please note: With very few exceptions, the residential New York State Real Property Exemptions require that the property be the owner occupied primary residence of the exemption applicant. Equalization The last town wide assessment roll update in 2008 re-established a 100% market value basis for assessments. The 2015 assessment roll fell to 95%. New York State is reviewing the town’s sales ratios as a part of the process for
establishing a rate for the 2016 assessment roll. As soon as that rate has been set, it will be posted on the assessor’s page of the town web site—on or before May 1. If you have questions, you may call (585) 784-5215. Office hours Occasionally the Assessor’s office will close for lunch. If you are planning an office visit anytime from 12:30 – 1 pm, you may want to call first to make sure staffing will be on-site at that time. Again, our office phone number is (585) 784-5215.

THREE STORIES OF HOPE & SURVIVAL:
Impact of Epidemics on Three Local Families Without clean water, public sanitation or awareness of how diseases spread, vast numbers of Rochester area residents were lost. Pat will introduce two families who were devastated by epidemics. In 1854, the Killicks lost seven members to cholera. In 1918, Harriet Bentley, founder of the Harley School, succumbed to the Spanish Flu. In 1875, Peggy’s great grand aunt and uncle lost four of their six children in one week to diphtheria and croup. Genealogy and anecdotal information sources include Mt. Hope Cemetery, the Local History Division of the Rochester Public Library, the Monroe County Office of Vital Statistics, original documents and interviews with surviving family members.
