This report is designed to inform you about the quality water and services we deliver to you every day. The purpose of this report is to provide information about the quality of water that we provide to you. Our constant goal is to provide you with a safe and dependable supply of drinking water. We want you to understand the efforts we make to continually improve the water treatment process and protect our water resources. Last year, in the Canandaigua-Farmington Water District, the Town of Manchester and the Village of Manchester your tap water met all State drinking water health standards. The second Tuesday of each month at 6:00 p.m. at the Manchester Town Hall located at 1272 County Road 7, Clifton Springs, New York. The first Monday of each month at 6:00 p.m. at the Manchester Village Hall located at 8 Clifton Street, Manchester, New York.
Where Does Our Water Come From? Our water source is surface water source, Canandaigua Lake. The Canandaigua-Farmington Consolidated Water District is supplied from City of Canandaigua. The City of Canandaigua operates a Water Filtration Plant located on West Lake Road in the Town of Canandaigua. After filtration, carbon can also be added for taste and odor control. The water is disinfected by injection of gaseous chlorine, sodium hydroxide is added for pH control to reduce corrosion in the distribution system and then fluoride is added before being pumped to the distribution system. The treated water enters the Canandaigua-Farmington Consolidated Water District through meter pits located at the City of Canandaigua line or at the connection point with the City of Canandaigua’s transmission main. The Canandaigua-Farmington Consolidated Water District supplies treated water from the City of Canandaigua to the Village of Manchester and the Town of Manchester Central District. New York State Department of Health has completed a source water assessment for Canandaigua Lake with the following results: This assessment found a moderate susceptibility to contamination for this source of drinking water. The amount of agricultural lands in the assessment area results in elevated potential for protozoa, phosphorus, DBP precursors, and pesticides contamination. While there are some facilities present, permitted discharges do not likely represent an important threat to source water quality based on their density in the assessment area. However, it appears that the total amount of wastewater discharged to surface water in this assessment area is high enough to further raise the potential for contamination (particularly for protozoa). There is also noteworthy contamination susceptibility associated with other discrete contaminant sources, and these facility types include: IHWS, CBS, landfills, mines, RCRA, and TRI. The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs and wells. As water travels over the surface of the land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or human activity. Contaminants that may be present in source water include: • Microbial contaminants • Inorganic contaminants • Pesticides and herbicides • Organic chemical contaminants • Radioactive contaminants
Facts and Figures The Canandaigua-Farmington water system serves over 12,000 people through 4,372 service connections. The total water purchased for the year in 2017 was 566.893 million gallons. The daily average of water treated and pumped into the distribution system was 1.533 million gallons per day. Our highest day was 2.086 million gallons for the year. The amount of water delivered to customers was 492.923 million gallons for the year. 301,700 gallons were distributed though fire hydrant meter rentals. This leaves unaccountable water total of 73.668 million gallons for the year. Approximately 20% of our unaccountable water was used to flush watermains and hydrants, and for fighting fires and fire protection. Approximately 10% of our unaccountable total water was due to water main leakage. This leaves an unaccountable total of 51.568 million gallons, which is 9.10% of the total water purchased for 2017. In 2017, water customers were charged $3.75 per 1,000 gallons for 0 to 6,000 gallons of water used and additional usage over 6,000 gallons is $4.25 per 1,000 gallons or a minimum quarterly bill of $22.50. The Canandaigua-Farmington Consolidated Water District sells water to the Town and Village of Manchester. Their System facts and figures are as follows: The Village of Manchester services a population of 1,709 through 495 service connections. The total water purchased in 2017 was 41.173 million gallons. The daily average to the distribution system was 112,803 gallons per day. The single highest day was 305,000

gallons. The amount of water sold to customers was 39.276 million gallons. Approximately 225,000 gallons of water was used to flush watermains and hydrants, fighting fires, etc. This leaves an unaccounted total of 1.672 million gallons, which is 4.06% of the total purchased. In 2017, water customers were charged $26.00 for 0 to 5,000 gallons of water used as the minimum quarterly bill. Any additional usage over 5,000 gallons is $4.50 per thousand. $4.00 water meter rent per quarter. The Town of Manchester Water Districts services a population of 1632 through 544 service connections. The total water purchased in 2017 was 53.308 million gallons. The daily average to the distribution system was 146.049 gallons per day. The single highest day was 482,000 gallons. The amount of water sold to customers was 40.562 million gallons. Approximately 871,000 gallons of water was used to flush water mains, hydrants, and fighting fires. This leaves an unaccounted total of 11.875 million gallons which is 22.28% of the total purchased. In 2017 water customers were charged $33.75 from 0 to 6,000 gallons of water used as the minimum quarterly bill. Any additional usage over 6,000 gallons is $3.89 per 1,000 thousand. $1.25 water meter rent per quarter. The Town of Manchester also supplied the Town of Palmyra 6,595,857 gallons of water in 2017.
Information on Fluoride Addition Our system is one of the many drinking water systems in New York State that provides drinking water with a controlled, low level of fluoride for consumer dental health protection. Fluoride is added to your drinking water by the City of Canandaigua before it is delivered to the Canandaigua-Farmington water system. According to the United States Centers for Disease Control, fluoride is very effective in preventing cavities when present in drinking water at an optimal range from 0.7 to 1.2 mg/L (parts per million). To ensure that the fluoride supplement in your water provides optimal dental protection, the State Department of Health requires that the City of Canandaigua monitor fluoride levels on a daily basis. In 2015 the City of Canandaigua’s average was 0.79 mg/L. None of the monitoring results showed fluoride at levels greater than the 2.2 mg/L MCL for fluoride.
Are There Contaminants In Our Drinking Water? In order to ensure that tap water is safe to drink, we routinely test your drinking water. The New York State Department of Health and the Environmental Protection Agency prescribe regulations which limit the amount of certain contaminants in water provided by public water systems. These contaminants include: total coliform, turbidity, inorganic compounds, nitrate, nitrite, lead and copper, volatile organic compounds, total trihalomethanes, and synthetic organic compounds. The State Health Department’s and the FDA’s regulations establish limits for contaminants in bottled water which must provide the same protection for public health. Canandaigua-Farmington Water District is required to test for List 1 contaminants, one of which is strontium, under the third round of Unregulated Contaminant Monitoring Rule (UCMR3). This monitoring provides a basis for future regulatory requirements. In accordance with State regulations, the City of Canandaigua routinely monitors your drinking water for numerous contaminants. They test your drinking water for coliform bacteria, turbidity, inorganic contaminants, lead and copper, nitrate, volatile organic contaminants, total trihalomethanes, and synthetic organic contaminants. The table presented below depicts which contaminants were detected in your drinking water. The State allows us to monitor for certain contaminants less than once per year because the concentrations of these contaminants are not expected to vary significantly from year to year. Therefore, some of the data, though representative of the water quality, is more than one year old. Test results were all negative except for those indicated on the following table. The Canandaigua-Farmington Consolidated Water District tested the water for coliform bacteria at least thirteen (13) times a month. The Village of Manchester tested the water for coliform bacteria two times per month. The Manchester Central Water District tested the water for coliform bacteria once per month. The table presented below depicts which compounds were detected in your drinking water. It should be noted that all drinking water, including bottled drinking water, may be reasonably expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. Definitions: ACTION LEVEL: The concentration of a contaminant that, if exceeded, triggers treatment or other requirements which a water system must follow. MAXIMUM AMOUNT DETECTED: This column represents an average of sample result data collected during the reporting year. In some cases, it may represent a single sample if only one sample was collected. MAXIMUM CONTAMINANT LEVEL (MCL): The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as possible. MAXIMUM CONTAMINANT LEVEL GOAL (MCLG): The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety. N/A: Not applicable ND: Not detectable at testing limits. NEPHELOMETRIC TURBIDITY UNIT (NTU): Measure of the clarity, or turbidity, of water. PARTS PER MILLION: One part of liquid in one million parts of liquid (or milligram per liter). PARTS PER BILLION: One part of liquid in one billion parts of liquid (or microgram per liter). RANGER (LOW – HIGH ): This column represents a range of individual sample results, from lowest to highest, that were collected during the reporting year. TREATMENT TECHNIQUE (TT): - A required process intended to reduce the level of a contaminant in drinking water. PICOCURIES PER LITER (pCi/l): Picocuries per liter is a measure of radioactivity in water. MAXIMUM RESIDUAL DISINFECTANT LEVEL (MRDL): The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. MAXIMUM RESIDUAL DISINFECTANT LEVEL GOAL (MRDLG): The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectant to control microbial contamination. Fluoride is added to the water supply to help promote strong teeth. The Department of Public Health recommends an optimal fluoride concentration range of 0.7 ppm to 1.2 ppm. Measured on laboratory’s finished water. 2Turbidity is a measure of the cloudiness of the water, and is monitored as an indicator of the effectiveness of our filtration system. The turbidity rule requires that 95% or more of monthly samples be below 0.3 NTUs. Measured in lab. 3The level presented represents the 90th percentile. A percentile is a value on a scale of 100 that indicates the percent of a distribution that is equal to or below it. The 90th percentile is equal to or greater than 90% of the lead and copper values detected at your water system. 4Number of homes out of 30 that were above the action level. 5Coliforms are bacteria that are naturally present in the environment and are used as an indicator that other, potentially harmful bacteria may be present. 7This level represents the highest locational running annual average calculated from data collected. 1

Lead. Infants and young children are typically more vulnerable to lead in drinking water than the general population. It is possible that lead levels at your home may be higher than at other homes in the community as a result of materials used in your home’s plumbing. If you are concerned about elevated lead levels in your home’s water, you may wish to have your water tested and flush your tap for 30 seconds to 2 minutes before using your tap water. Additional information is available from the Safe Drinking Water Hotline (800-426-4791). MCL’s are set at very stringent levels. To understand the possible health effects described for many regulated constituents, a person would have to drink 2 liters of water every day at the MCL level for a lifetime to have a one-in-a-million chance of having the described health effect.
Do I Need To Take Special Precautions? Some people may be more vulnerable to disease causing microorganisms or pathogens in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice from their health care provider about their drinking water. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium, Giardia and other microbial pathogens are available from the Safe Drinking Water Hotline (800-426-4791).
Why Save Water and How to Avoid Wasting It? Although our system has an adequate amount of water to meet present and future demands, there are a number of reasons why it is important to conserve water: • Saving water saves energy and some of the costs associated with both of these necessities of life; • Saving water reduces the cost of energy required to pump water and the need to construct costly new wells, pumping systems and water towers; and • Saving water lessens the strain on the water system during a dry spell or drought, helping to avoid severe water use restrictions so that essential fire fighting needs are met. You can play a role in conserving water by becoming conscious of the amount of water your household is using, and by looking for ways to use less whenever you can. It is not hard to conserve water. Conservation tips include: • Automatic dishwashers use 15 gallons for every cycle, regardless of how many dishes are loaded. So get a run for your money and load it to capacity. • Turn off the tap when brushing your teeth. • Check every faucet in your home for leaks. Just a slow drip can waste 15 to 20 gallons a day. Fix it up and you can save almost 6,000 gallons per year. • Check your toilets for leaks by putting a few drops of food coloring in the tank, watch for a few minutes to see if the color shows up in the bowl. It is not uncommon to lose up to 100 gallons a day from one of these otherwise invisible toilet leaks. Fix it and you save more than 30,000 gallons a year. • Use your water meter to detect hidden leaks. Simply turn off all taps and water using appliances, and then check the meter after 15 minutes. If it moved, you have a leak.
System Improvements 1. Completed the installation of approximately 913 linear feet of new 10” waterline along Mertensia Road from the Mertensia Park Entrance to a 12” connection on County Road 41. 2. Began the replacement of 4,600 linear feet of aging 8” waterline servicing the Finger Lakes Gaming and Racing (FLRT) facility on Beaver Creek Road from NYS Route 96 in a southward direction to County Road 41. 3. Began plan and approval to install a bi-directional metering pit on County Road 8 and the Wayne County line to eliminate a ‘dead end’ water connection feeding emergency water to the Town of Macedon and the CFWD if needed; as a joint venture with the Wayne County Water & Sewer Authority (WCWSA). 4. Continued replacement of thirty-five (35) two-bib Kennedy K-11 fire hydrants with new three-bib Kennedy K-81’s along Sand Hill Road from Emerson Road to North Road; Canandaigua Farmington Town Line Road from County Road 8 to NYS Route 332 (by the KOA) in the Town of Canandaigua. As well as in our various older subdivisions such as Farmbrook, Doe Haven, Sunny Acres, and Farmington Grove. Also along Pannell Road westward from Allen-Padgham to the Wayne County line in the Town of Farmington. 5. Continued valve maintenance, fire hydrant flushing, painting and maintenance in the Northeast and Southeast Quadrants of CanandaiguaFarmington Water District. 6. Continued replacement of our 2001 Badger/Itron water meters due to the 15-years battery life expectancy. 7. Installed 200 linear feet of 8” PVC DR-14 water pipe to facilitate the installation of a new water meter vault on Andrews Road in Canandaigua with connection to the Town of Hopewell.

Thank you to Br. Paul at the Abbey of the Genesee for the phenomenal freshly made cranberry sourdough bread!! Loved it as toast and later with a sandwich. Can't wait to try the ciabatta and English muffin loaf! The monastery is such a gem in our community. On Saturday, April 14th the Riga Recreation, in partnership with the Monroe County Park's Department, held its 10th annual "Pick Up The Parks" event at Churchville Park. This event is held in order to clean up the park from winter debris and trash from the previous year. Although the weather was not ideal for a cleaning (it was cold, rainy, and windy with the temperature in the
30s) 11 residents braved these elements to spend 3 hours making the park cleaner than it was. Many thanks to Beverly, Vincenzo, Janae, Joss, Martin, Sarah, Rachael, Nathaniel, Susan, and Al for your invaluable service on this day! David Thomas, Recreation Supervisor, Town of Riga Krony's and the people who work there are the BEST! I want to thank Cindy, Steve, and Charlie for going the "extra mile" during our recent dining experience on Sat., March 31st. It was late, but you still cordially had us come in. It's really unfair that we've been there waiting longer, yet you walk in front of our vehicle to ditch your garbage and recyclables before the people who have been waiting patiently! To the residents in [local town]. I am tired of the homes in our area that are not kept up. I drove around our tiny hamlet and I found houses with so much junk in the yards you couldn't see the yard, doors falling off, porches falling off, cars, campers and equipment all over. I even saw recliners on a front porch. Your sloppiness decreases the property value of your neighbor's homes. A home is a major investment and though you may not care others do. If you live in town you need to respect your neighbor's investment. Otherwise move to the country where you don't have neighbors. I don't care how you keep up the inside of
closing time, and you all were no doubt tired, you still were friendly and never made us feel rushed. As usual, the pizza, etc. were delicious. A shout out to the young man in the kitchen, as well as the young lady clearing the tables. In a world where people in the workplace can sometimes be so uncaring, and perhaps unpleasant, it is refreshing to see a group of people work at an establishment, and be so accommodating, even remembering your name. When you go to Krony's, you feel like family!!! GRAZIE!!!!

Infection Causes Many Alzheimer’s Deaths --DEAR DR. ROACH: Our local newspaper just ran the obituary of a 59-year-old woman who died from Alzheimer’s disease. I didn’t know her, but I’ve known at least two other people with that illness. One has passed away; the other is in a memory-care unit. How does Alzheimer’s cause or contribute to death? -- A. ANSWER: Alzheimer’s disease is a common degenerative disease of the brain. It’s unfortunately very likely that in the years ahead, you will know many more people diagnosed, as the risk increases with age. Its exact cause is unknown. We often think of Alzheimer’s as being a disease of memory; however, personality changes, loss of insight, impaired visual skills and language dysfunction are other cardinal findings of the disease, though any of these may show more clearly as the disease progresses. Alzheimer’s can progress in individuals at very different rates, but the mean survival after diagnosis has been reported as three to eight years. People with Alzheimer’s disease usually become debilitated due to poor nutrition and hydration, which leads to increased risk for infection, one of the most common causes of death in Alzheimer’s. I don’t mean to suggest that debility is the fault of the caregivers of people with advanced dementia. Caring for a person with Alzheimer’s disease is a difficult and demanding task -- physically, mentally and emotionally. But no matter how devoted and skillful the care is, there is no preventing the physical decline that happens as the Alzheimer’s progresses; we can only slow it down. It has been my experience that in patients with advanced dementia, the caregiver becomes the most important part of the team to get information from and give guidance on care and provide support to. I developed large, blue veins, similar to the varicose veins my mother had in her legs. What are these called on the hands? I read that Hollywood stars get their hand veins collapsed. I am embarrassed by the vein condition on my hands. -- A.M. ANSWER: “Varix” is the Latin word for a dilated vein, so we call them varicose veins no matter where they are on the body. They run very strongly in families, but it isn’t clear exactly what causes them. Most varicose veins do not need to be treated, but if they are complicated by bleeding, blood clots or pain, they may require treatment. Varicose veins in the legs also can be a cause of restless leg syndrome. Treatment can be effected by surgery, injecting a medication to close the vein or with a laser. Having an experienced practitioner is important. Some people do treat them for cosmetic reasons. You don’t have to be a movie star to be concerned about your appearance. When attempting to gauge a very young child’s response to the death of a close family member, it is important to know that children between the ages of 3 and 5 years have little understanding of the irreversibility of death. Even when very young children are told about impending death ahead of time, they are still likely to ask when the deceased will return, weeks or months later. Once young children receive a concrete explanation of death, they are likely to display signs of grieving. Young children are also easily overwhelmed by the intense emotional reactions of those around them. With this in mind, we should remain very attentive to the emotional needs of very young children who are grieving. Children’s grief can manifest in many ways depending on their age, developmental stage and life experiences. Children often do a very good job at grieving intensely for a time and then taking a break. The break is usually in the form of play. Estimates vary regarding the overall financial burden of chronic pain on healthcare systems, but numerous studies have suggested the overall costs are in the neighborhood of half a billion dollars every year. A recent report from the Institute of Medicine estimated that pain costs American society as much as $635 billion every year, a figure that includes both the costs associated with treating pain and the money forfeited to lost productivity. The costs of chronic pain are substantial in Canada as well. Though the population of Canada is just 35 million (compared to nearly 320 million in the United States), a 2010 report estimated the costs associated with chronic pain and lost productivity and sick days in Canada to be around $37 billion annually. Chronic pain can be uncomfortable and costly, but there are ways to manage the effects of chronic pain and lead an active, productive life. Occupational therapy is one way for chronic pain sufferers to combat their conditions and improve their quality of life. What is occupational therapy? According to the American Occupational Therapy Association, occupational therapists and their assistants utilize everyday activities to help chronic pain sufferers participate in the things they want to do and need to do, including work. What can occupational therapists do? Chronic pain sufferers rely on occupational therapists in various ways. Occupational therapists may identify the cause of their patients’ pain, suggesting alternatives to activities or behaviors that aggravate that pain. Such identification may include evaluations of patients’ homes and work environments.
Chronic pain sufferers can benefit from working with occupational therapists.
Occupational therapists also teach methods for decreasing the frequency and duration of painful episodes. This may include adapting environments that tend to trigger pain. For example, if an office environment is identified as the cause of the pain or a primary trigger, occupation therapists can recommend adjustments and equipment to make that environment less conducive to pain. Occupational therapists also teach clients how to use the equipment so their pain decreases while they perform necessary tasks, such as those associated with their jobs. Many occupational therapists work in conjunction with other healthcare professionals who are treating their clients. This cooperation can help to determine the ideal course of treatment and may help patients hesitant to treat their conditions with medication find other avenues to overcome their chronic pain. Chronic pain is a potentially formidable foe that affects millions of people across the globe. Staying Sharp - Howard Sharp sells 45-year-old business to son, Douglas By Howard Sharp It was 1972. Howard Sharp, a young man with a passion for wheels and combustion engines decided to follow that passion. Sharp opened up shop in a small house on Route 441 in Penfield. He named the business Recreational Vehicles and Equipment and proceeded to fill the place with everything from used snow blowers to chainsaws to snow shoes, but no bicycles. Those came in 1973 when Howard noticed the growing popularity of road bikes. He had a hunch that this was no passing fad and, even if it was, he wanted in on it. So he grabbed a phone book and cold-called a bike distributor listed therein. He bought 3 bikes at a time, COD. His hunch paid off. The bicycles sold faster than he could assemble them. He then ordered 25 children’s bikes for Christmas. They quickly sold out. It was also in ‘73 that Howard met Chris Georger, a sales rep who sold bicycle parts and accessories; it was the beginning of a friendship that continues to this day. “Howard is a grand salesman, a great closer, and a regular, if imposing, guy,” says Georger. “He’s very personable, customer-centric, asks the right questions, listens well, and does the right thing by the customer. He’s also one of my very best friends.” A year later, Sharp moved across the street to a one-bay garage so small he had to move his growing inventory out onto the sidewalk each day to have room enough to build and service bikes. A year later, noting that 90% of his receipts had 14450 zip code, he leased a small temporary space on Jefferson Ave. in Perinton before purchasing an old poultry shop by the railroad tracks on Main Street in the Village of Fairport. He finally had a permanent home for his burgeoning business, now known simply as RV&E because customers found the full name too long to fit on checks. In 1979, while his family of bicycle brands grew Takata, Royce Union, Columbia, Howard and his wife of five years, Jan, an elementary school teacher, began a family of their own with the birth of their son, Douglas. With the ‘80’s came more bike brands Cannondale, Peugeot, Lotus, Ross - and more children; Kristen and Suzanne. Of the three kids it was Douglas who was bitten by the bicycle bug. “As far back as I can remember I’ve wanted to own the bike shop someday,” said Douglas, an avid cyclist himself. It began as these things often do, with young Douglas going to the shop whenever he could, doing any age-appropriate task his dad could find for him.
By 1994 he was on the payroll. After completing high school he attended SUNY Oswego, obtaining a degree in marketing in just three and a half years. During that time he would come home to work weekends, holiday breaks and summers in the shop. “I managed him as I did all my employees. He got no special treatment and had the same responsibilities,” said Howard. But with Doug’s dedication to the business it was evident that the business would someday be his. That day has arrived. With the sale of the business in January Douglas Sharp is now the sole owner of the storied shop known as RV&E Bike and Skate. “Who else would I sell it to? He really does love the business,” said Howard. According to Georger, “Doug has a very open, approachable style; it’s very different than Howard’s but no less effective. And his industry knowledge is unparalleled. RV&E is in very good hands.” So what’s in store for the future at RV&E? Doug says new ideas will be tried but don’t expect radical change. “It’s a proven successful business model so we don’t want to deviate too much from what we know works, but we will do some things differently,” said Doug. In addition to Doug, other long-time staff, including Dan Joensen, who joined RV&E in 1978, will continue to provide expertise and service to their large, loyal customer base. And what will Howard do now that he’s passed the torch to his son? “Oh, I’ll spend more time fishing and with the grandchildren. I’ll still be around here a lot, but it’s Doug’s show to run. He’s calling all the shots now,” said Howard. And the cycle of life rolls on.
