Her Dog Won’t Stop Licking His Paws DEAR PAW’S CORNER: My hound dog “Charlie” licks his front paws nonstop, and sometimes his back paws, every time he lies down. He’ll lick the top of his paws and in between the pads. The skin on top of his paws is starting to get raw. I’ve checked his paws and can’t see any cuts or ticks. Why is he doing this, and how can I stop it? -- Lee F., Ocala, Florida DEAR LEE: Go ahead and schedule an appointment with the veterinarian. Charlie could be licking his paws for a few reasons. One, a physical injury or infestation -which you wisely checked for first. Two, an underlying condition that is causing Charlie discomfort, like a muscle or bone injury, or arthritis. Three, a compulsion to lick his paws. The vet should do some bloodwork to rule out underlying disease. He’ll do some other tests to determine if arthritis is a factor. And he’ll check for allergies, which can cause itchy skin in dogs. Depending on what he finds (or doesn’t find), the vet will help you plan a course of action to stop the licking. It’s important to stay on top of this because dogs who keep licking or biting at the same spot can develop lick granuloma. This is a red patch of skin that is sore and itchy, and a dog’s licking just makes it worse. Eventually, it can turn into a red lump of skin. The granuloma can become infected, requiring antibiotics to resolve. And if the granuloma doesn’t heal or gets really large, it may need to be removed surgically. Work with the vet to find the cause of Charlie’s discomfort and resolve it. Treatment may take a month or more, but it will be worth it.

Christmas Dinner in a Parking Lot My senior center is going to hold its annual Christmas dinner outdoors in the parking lot. If that doesn’t bring a tear to your eye about the sad state of our world now, nothing will. Santa will arrive by limo behind the fire truck, we’re told, and will make his rounds through the tables set up across the asphalt, little elves at his elbow passing out presents. Students from the high school choir will sing while others from the culinary arts classes (they’ll get extra credit) will hustle the food and drinks outside and serve it. Parking will be wherever you find it around the neighborhood. In the middle of December? In New England? Why, some of us wanted to know, did they not simply use the town’s rec center? That large space would allow the tables to be spread out, with plenty of parking right outside the door. Best of all, it’s indoors where there’s heat. But no, they decreed, the dinner has to be next to the senior center where the kitchen is. A poll of friends indicates a mixed review of this whole idea. One laughed and said no, he absolutely would not be there. Another said he’d been recruited to set up tables and bring the decorated tree outside, hoping he can find an extension cord long enough to plug in the lights. One adventurous soul decided she will indeed be there, wearing a down comforter over her winter coat, which will be over several other layers of clothing, including snow pants. (She’s also bringing a Thermos of hot coffee and is practicing eating while wearing gloves.) One only hopes someone has put the town plow-truck driver on notice. As holiday shopping season kicks into high gear, retailers who use apps and mobile responsive websites to reach more customers may benefit by making a concerted effort to reach older shoppers. According to Nielsen’s Mobile Measurement, 26 percent of the more than 100 million mobile shoppers are 55 and older, while an additional 40 percent are between the ages of 25 and 44. Those figures might surprise some retailers who are quick to associate mobile shopping with digital-native Millennials. Nielsen’s Fourth-Quarter 2014 Mobile Multicultural Insights report even noted that Hispanics are more inclined to shop via mobile than non-Hispanic, white smartphone owners. Retailers may also be interested to know that more and more shoppers are turning to apps instead of websites to do their shopping. Between the fourth quarter of 2013 and the fourth quarter of 2014, Nielsen reports that 101.4 million smartphone users accessed a shopping app. By the fourth quarter of 2015, that figure had risen to 109.9 million users.

HORSESHOE SOLAR ENERGY LLC Livingston and Monroe Counties, New York NOTICE OF SUBMISSION OF 94-c TRANSFER APPLICATION Horseshoe Solar Energy LLC (Applicant or HSS), an affiliate of Invenergy Renewables LLC, is proposing to construct a major solar electric generating facility (Facility) in the Town of Caledonia, Livingston County and the Town of Rush, Monroe County, New York. On July 2, 2020, HSS filed an Application with the New York State Board on Electric Generation Siting and the Environment (Siting Board) in Case 18-F-0633 pursuant to Article 10 of the New York Public Service Law (PSL) for a Certificate of Environmental Compatibility and Public Need (CECPN) authorizing the construction and operation of the Facility (CECPN Application). The CECPN Application was deemed complete on June 30, 2021. This notice is being provided in accordance with Section 900-1.6(c) of the ORES regulations. HSS is transferring its CECPN Application from the Siting Board to the Office of Renewable Energy Siting (ORES) for review pursuant to Section 94-c of the New York State Executive Law (94-c Process). The 94-c Process replaces the review process established by Article 10 for the permitting and siting of renewable energy facilities with a generating capacity of 25 megawatts or more. On or about December 6, 2021, HSS will submit a Transfer Application pursuant to Section 900-3.2 of the ORES regulations seeking a Siting Permit authorizing the construction and operation of the Facility (Transfer Application). Upon submittal of the Transfer Application in accordance with Section 94-c, the Transfer Application will be deemed complete because the Application was deemed complete under Article 10. The proposed Facility is a 180 megawatt (MW) solar photovoltaic electric generation facility comprised of approximately 600,000 solar panels mounted on tracking racks installed on land leased from owners of private property (Facility Site). Facility components will include: the solar panels and panel racks; access roads; fencing and gates; an electricity collection system (ECS) consisting of cables connecting the panels to direct current (DC) to alternating current (AC) inverters, communication cables, and supporting electronics; a Collection Substation; an operation and maintenance (O&M) building; and necessary electric interconnection facilities. During construction, the project will require one or more laydown yards. Power from the Facility will be delivered from the Facility’s Collection Substation to a point of interconnection (POI) switchyard for delivery into the electric transmission system operated by Niagara Mohawk Power Corporation (d/b/a National Grid) (National Grid). The POI is at National Grid’s 115-kV Golah Substation. The Facility will assist New York State in achieving its goal of reducing greenhouse gas emissions by producing 70% of State’s energy generation from renewable resources, such as solar, by 2030 as set forth in the Climate Leadership and Community Protection Act and State Energy Plan. The Applicant has designed the Facility layout to meet applicable standards and to minimize environmental impacts to the maximum extent practicable. The Transfer Application includes the results of extensive studies evaluating the potential impacts of the Facility and proposed methods to avoid, minimize, or mitigate such potential impacts. Upon filing the Transfer Application, the Applicant will provide funding for the creation of a Local Agency Account. The funds will be made available by request to ORES and distributed in accordance with Section 900-5, to local agencies and potential community intervenors in order to help defray costs and expenses, including attorney and consultant fees, associated with participating in the 94-c Process. Any local agency or community intervenor seeking funding from the Local Agency Account must submit a request within thirty (30) days of the date of the filing of the Transfer Application to the Office of Renewable Energy Siting at 99 Washington Avenue, Albany, New York 12231, Attention: Request for Local Agency Account Funding. Women spend considerably more time each day than men engaging in various household activities. According to the 2019 “American Time Use Survey” from the United States Bureau of Labor Statistics, women spend an average of 2.16 hours each day on household activities, while men spend an average of 1.39 hours on such pursuits. The survey identifies household activities as housework such as interior cleaning and laundry, but also other activities such as managing the household’s finances and preparing food. ARE POINSETTIAS POISONOUS? The National Capital Poison Center notes that, in most cases, exposure to any part of a poinsettia plant in children or pets has little, if any, effect. However, if the plant is swallowed, some people and pets may experience symptoms including nausea, vomiting or diarrhea. Some who touch the plant may develop a rash after contact. While poinsettias are not deadly, the NCPC still advises those who plant to include the plant in their holiday decor to take every measure necessary to prevent children and pets from swallowing it. Placing poinsettias beyond the reach of kids and pets is one simple way to accomplish just that.

DID YOU KNOW? Testicular cancer is not common, but it does affect about one out of every 250 males at some point in their lifetimes, states the American Cancer Society. The average age at the time of diagnosis of testicular cancer is about 33. Unfortunately, the rate of testicular cancer, at least in the United States, increased over the last several decades, particularly in seminomas. It is important to note that testicular cancer can usually be treated successfully, so the risk of dying from the disease is very low. Still, it is important to discuss risk factors with one’s doctor, alerting physicians to any abnormalities in the testes or during urination, which may indicate a problem.

Disabilities affect people from all walks of life. The Centers for Disease Control and Prevention estimates that around 55 million Americans have a disability of some kind. Of these people, 33 million have a disability that makes it difficult for them to carry out some daily activities. Statistics Canada states that, as of 2012, 13.7 percent of the population age 15 years or older reported having a disability that could impact daily life. People with disabilities may need assistive devices to reclaim some measure of their independence. For example, millions of people rely on wheelchairs or walking aids to get around. These are called assistive technology and rehabilitative devices, which include tools, equipment or products that can help people with disabilities get around more easily. These devices may be as small as magnifying glasses for reading to as large as wheelchairs. The National Institutes of Health state that 2.2 million people in the U.S depend on wheelchairs for day-to-day tasks and mobility. More than six million use canes, walkers or crutches to assist with mobility. Assistive devices can be highly effective, but only when they are used properly and safely. Assistive devices should be measured for each user. Many walkers are height-adjustable. The width of a device also is important. A walker or another device that is too wide can affect mobility or require modifications to be made around the home. Weight is another consideration. The device should be lightweight so it can be maneuvered, but also weigh enough to provide enough stability to keep users upright. Users should proceed slowly and favor their stronger sides when relying on canes or walkers. Devices should not be used to climb atop other items like step stools. Children should not be allowed to play with or ride on assistive devices. If there are safety belts or locks on any assistive technology, they should be put in place before use to prevent further injury.

Are Big Dogs Dangerous Pets for Seniors? ---
DEAR DR. ROACH: I recently read that a large percentage of orthopedic injury to the elderly is directly related to their falling while walking large animals, specifically dogs over 20 pounds. Can you shed light on this please? -- M.F. ANSWER: A March 2019 study in JAMA Surgery did identify dog walking as an increasing cause of fracture. Over 4,000 fractures were identified among dog walkers over 65 in 2017, about triple the number 10 years earlier. However, this wasn’t a large proportion of fractures (only about 2% of total fractures), and the authors did not identify the size of the dog as a risk factor, although they did suggest that clinicians recommend a smaller (and well-trained) dog as a wiser choice. Dogs not only provide some social support, they also encourage exercise. I have had many patients (and a few family members) who have very meaningful connections with their dogs and other animals. In fact, I have seen many people who describe their animal companions as the most important relationship in their lives.
MINIMIZE DARK CIRCLES UNDER THE EYES According to Allergy & Asthma Care of New York, allergies and other sinus issues can cause puffiness and dark eye circles. Histamines, which are released when an allergen is present, can cause blood vessels to swell and inflame. Getting tested for seasonal allergies can help people identify some possible triggers. Alleviating allergy symptoms can reduce the appearance of dark circles in some cases.

DEAR DR. ROACH: I am scheduled for a hip replacement operation because X-rays show joint failure. I am 81 years old and in excellent health. At the moment I do not feel any pain in my hip and am walking very easily. I go swimming three times a week. My question is whether I should agree to this operation as a preventive method to avoid later painful and possibly riskier circumstances because of my age. -- P.H. ANSWER: Hip replacement is indicated in people with severe, debilitating symptoms (such as pain or loss of function) despite conservative management. That doesn’t sound remotely like what you are describing. The findings on the X-ray are less important than your symptoms and function, so I could not recommend a hip replacement for you at this time. Age by itself is not a contraindication for hip replacement should you need one later on. I do understand what you are saying: You are less likely to have a surgical problem being operated on earlier. Some surgeons will operate on people with milder symptoms for this reason. However, you aren’t describing even mild symptoms, hence my recommendation against surgery at this time. ***

CFC refugee staff have been working 6-7 days a week doing everything they can to welcome these families. Thank you for being so supportive.
Had to chuckle I nearly fell off my seat reading the Rant titled “What an Idiot!” First, why wouldn’t Joe Manchin be concerned about coal mining? His state of West Virginia’s livelihood depends on this very thing. He is doing what he feels is best for his state (unlike most governors). I’m glad Biden went to the summit without a deal. What a waste of money! But what really made me chuckle was “the earth is burning up, and we all need to act fast if we want an environment that is safe to live in....” Give me a break; I’m 64 and have heard this my entire life. Seems like every 5 years or so, we only have a few more years! Climate change is phony; it’s political and a ploy to take away our livelihoods, money (taxation), and freedoms. One other thing: let’s impeach all Democrats and most Republicans as well; sure, we can start with Manchin. Trash Talk Whenever I take my walks in rural [local] County, I bring an empty garbage bag to pick up trash. Thought I’d already seen everything in that realm until today when I found a 7-foot-long fluorescent light tube discarded on the side of our road. Thankfully, it was still intact; if it was broken, the toxic mercury inside would’ve been released. That’s bad anywhere, but here that’s extra bad since we live in a watershed. The following information isn’t for the idiotic person responsible. Anyone that thoughtless wouldn’t bother reading this column. For those who do care about proper disposal, here are no-cost options. If you live in one of the four GLOW region counties (Genesee, Livingston, Orleans, Wyoming) you can take florescent tube bulbs to an annual Hazardous Waste Disposal collection. Also, at any time, you can do a drop-off at a Lowe’s store location. If you only have one or two bulbs, you needn’t make prior arrangements. If you have a large quantity of discards, call the store first. Idiotic You are foolish to be speeding through a small subdivision where I live and have two kids. You are gaining nothing and putting lives in danger. I can hear the tires squealing around the bend and the slamming on the brakes, and for what? To get home and turn on your TV? You’re a clown. They should tear up the road so your suspension gets destroyed as punishment for your stupidity.

Byron-Bergen Student Hosts Ghost Tour to Raise Money BY AMANDA DEDIE
W
hen Byron-Bergen senior Libby Piper and her mom, Byron-Bergen teacher Heather Painting, went on local ghost tours, she thought, “Bergen could do this.”

This year, Piper and Painting began planning a local historical ghost tour. They started by speaking to the Bergen Historical Society, who provided information about the people buried at Mount Rest Cemetery.
Byron-Bergen Drama Teacher Larry Tallman participated as a ghost on the ghost tour. He took on the role of Eaton Mann, an eclectic Batavian photographer and musician.
Next, it was finding actors to portray the former residents – so Piper decided to get the community involved. “I thought it would be a great idea to involve the school in the B e r g e n community,” said Piper. “Some of the drama students agreed to portray the people who are buried in the cemetery.” Prior to the event, Bergen Mayor Anna Marie Barclay worked with Piper and Painting to organize an event in Hickory Park to complement the ghost tour. There were food trucks and performances by The Charlie Mitchell Group, and tickets to the ghost tours sold out – even after adding additional tour slots. The front pavilion was decorated with Halloween ghosts and witches, Young Life sold pumpkins, studentmade scarecrows were displayed, proposals for park plantings were presented, Greg’ry’s served baked goods, and ice cream treats were sold by the Methodist Church. Attendees had dinner, enjoyed music, and went on the ghost tour. There were approximately 250 people in attendance, with between 90 and 100 people taking the tour.

“As a retired teacher, I am always looking for opportunities to work with students, include them in community activities, and bring the community together,” said Barclay. “This seemed an opportunity to do so.” The event also ended up being a way to honor former village historian Ray MacConnell, who recently died. The historical ghost tour featured students and faculty members dressed as deceased members of the Bergen community who are buried in Mount Rest Cemetery in the village. The “ghosts” told stories of events in their lives as the “tourists” made their way through

“It was incredibly exciting to have that opportunity, to have a student take that initiative, and to come up with such a creative way to raise money,” said Tallman. “It was even more exciting for me to be a part of the whole thing as an actor and being directed by my student.” Piper and Barclay have heard nothing but positive feedback and are looking forward to expanding the event for next year with more ghosts, tour slots, and community involvement. “Just yesterday, Mr. McGee stopped me in the hallway and told me he’s heard nothing but great things about it, so that was really great for me to hear,” said Piper. “I’ve received lots and lots of positive Byron-Bergen Drama Teacher Larry Tallman (l) & Byron- feedback about it.” Bergen Senior Libby Piper (r) participated in the Bergen Historical Ghost Tour, raising funds for the Byron-Bergen drama department, the Cemetery Association, and the Bergen Historical Society!
Due to the huge amount of input and effort, Piper decided that the proceeds from the ghost tours and festival would be donated to the Byron-Bergen drama department, the Cemetery Association, and the Bergen Historical Society. In its first year, the event raised $900.

Reginald E. Charron 10-3-1921 to 11-12-2021 Residing in Piercefield, NY and snowbird to Lady Lake, Florida. He passed away peacefully while in Florida of natural causes at 100 years old. Reggie was born in Ottawa, Canada. The family moved to Piercefield, NY when Reg was a child. He graduated from Tupper Lake High school in 1940, then served in the US Army in WWII in the South Pacific. On his return to Piercefield, Reg worked to support the town and was a founding member of the Piercefield Volunteer Fire Company. In 1952 he married Doris, the love of his life. They had 3 children together. Reg became a supervisor at Rochester Products - General Motors, in Rochester, NY and retired at the age of 58. Growing up in the Adirondacks cultivated his passion for hunting, fishing, and enjoying nature. He also competed in skeet shooting, throwing horseshoes, and archery where he won many Regional and New York State championships. In later years he could be found playing pool or golfing with many of his life-long friends. Predeceased by his wife Doris, parents Arthur and Albina. Brother Andrew, Sister Alene, and Brother Gerald. He is survived by his Daughters Kim Roberts, Leslie Macartney (Michael), and Son Eric Charron (Laura), 4 Grandchildren and 8 Great Grandchildren. Nieces and Nephews, Gerard, Jeannine, Jean Guy and, Lisette, all of whom reside in Canada. Military Burial at Holy Name in Tupper Lake, NY. Date to be determined. Impersonal doesn’t mean it’s acceptable to grab anything off the shelf. But the gift should not be something that would offend tastes or sentiments. Avoid clothing, perfume, jewelry, or accessories. Lotions and other scented items are also ill-advised. Skip your boss. Etiquette experts say that gifts should flow downward not upward in the realm of employment ranking. That means it’s best to stick with gifting colleagues who are on the same level as you. Buying a gift for the boss may look like you’re simply trying to score brownie points instead of offering a meaningful gift. Give group gifts. Rather than gifting individuals, it can be safer to give a group gift from which many can benefit. This can include coffee and pastries from a nearby bakery, or a bouquet of flowers to brighten up the office environment. Keep prices modest. Office giving is not about illustrating who can afford the most expensive gift. Remember, some people will not be able to reciprocate, and they shouldn’t feel uncomfortable for being on the receiving end of a lavish gift. Follow the rules. Gift exchanges should be cleared with supervisors or human resources professionals. It pays to check if there are rules in place for gifting others. Avoid cash gifts.
