Why the U.S. Ban on Dog Imports? DEAR PAW’S CORNER: I’ve been working for months to purchase a purebred dog located in Ukraine. Today, the transaction was put on hold by the breeder, who said that dog imports are being banned by the U.S. What is going on? -- Nadiya in NYC DEAR NADIYA: What happened is that dogs are being imported into the U.S. with rabies certificates that are fraudulent. After at least 450 imported dogs were found to have fake certificates, the Centers for Disease Control and Prevention took action in June and temporarily banned the import of dogs from more than 100 countries* with a high rabies risk, including Ukraine, for at least one year. According to the CDC’s official notice, in 2020 it identified a significant increase in the number of imported dogs that were denied entry into the U.S. from high-risk countries. Due to reduced flight schedules, dogs denied entry are facing longer wait times to be returned to their country of departure, leading to illness and even death. Why did the number of fraudulent rabies certificates rise so quickly? In a word, the pandemic. During lockdown, demand for dogs (and cats) soared. Worried about the risk of animals being abandoned when their owners went back to the office, many shelters drastically raised fees and other requirements for adoption. Demand for imported dogs rose. Unfortunately, there are no options for those who intend to purchase or adopt a dog from one of these countries. If you try to import the dog anyway, or even hand-carry it across the border, it will be denied entry and shipped back home at your expense. “Kitty Nursery” will soon be installed at the Wyoming County SPCA, thanks to a $5,000 Golisano Foundation grant through Bailey and Friends, a division of the Golisano Foundation. According to Julie Long, President WCSPCA, the grant partially funds the purchase of the nursery. Total cost of the unit is $6,151. The SPCA will announce a fund-raising event to pay for the balance of the cost. “The nursery will provide a safe place for the tiniest of kittens—those under three to four weeks old— until they are sturdy enough and steady enough to be safe in a conventional housing unit. The unit follows what’s known as a ‘Fear Free’ design, with soft closures, vertical bars on the doors and warm fiberglass construction. This design will give the mother and babies a quiet, comfortable place for the babies to begin their journey through life,” elaborated Long. The organization has approved the final drawings, and plans to have the completed nursery delivered by September of this year. Remarkably, this winter many animals found their forever homes, largely because COVID stay-at-home mandates gave homebound families more time at home to train and care for a pet. Currently however, the shelter is at maximum capacity with kittens and adult cats that are ready for adoption now and in the future. The shelter, which has been open by appointment during COVID, is now open for walk in visits Thursdays 1-4 PM and Saturday 1-4 PM and other afternoons by appointment. In order to serve the public better the shelter is currently seeking afternoon volunteers in order to have two staffers in the center during open hours. The grant from Bailey and Friends will help Wyoming County SPCA fund the resources needed to maintain the high standards of safety and care for its animals, particularly critical now, as this time of year is the season for newborn kittens. Bailey and Friends, named for Tom Golisano’s rescue dog Bailey, is dedicated to supporting animal welfare in Western New York and Southwest Florida. This new initiative, launched in 2019, is committed to working with shelters, rescue groups, veterinary clinics and other lifesaving programs to promote wellness, ensure safety and keep family and pets together. Wyoming County SPCA, founded in 1905, is funded solely by donations, fundraisers and grants. It is the only shelter in Wyoming County that has the capacity to house and care for both dogs and cats and the only shelter that spays or neuters and microchips all animals before they leave the facility. WCSPCA is a non-profit organization operated largely by volunteers.

MORCILLA CON SETAS (BLOOD SAUSAGE WITH MUSHROOMS, SPRING PEAS AND MINT OIL) Serves 4 1 pound morcilla blood sausage 1 pound mushrooms, sliced 2 tablespoons olive oil 4 cloves garlic, slivered Salt and pepper to taste 2 tablespoons white wine 1 cup shelled spring peas 1 tablespoon chopped fresh mint 2 tablespoons mint oil Mint Oil 1/2 cup extra-virgin olive oil 1/2 cup chopped mint Pinch of salt Cut the blood sausage into 12 slices. Sauté the mushrooms in olive oil with garlic, salt and pepper for 5 minutes. Add the wine and cook for 2 more minutes. Boil the peas for 2 minutes and drain. When mushrooms are done, remove from heat and stir in the peas. In a cast-iron skillet, sear the morcilla in a dry pan for 2 minutes per side. Arrange the slices of morcilla down the middle of a platter. Surround with mushroom/pea mixture and drizzle the plate with the mint oil. For the mint oil: In a small saucepan over medium heat, heat olive oil to warm. Remove from heat and add the mint and a small pinch of salt. Allow to rest for 1 hour. Drain through a sieve. Reserve extra mint oil for other uses, such as vinaigrette.

While survival rates range from 80 percent or better in North America and countries such as Sweden and Japan, those figures drop to roughly 60 percent in middle-income countries. Lowincome countries fare the worst, with survival rates below 40 percent. The WHO attributes the low survival rates in low-income countries to inadequate diagnosis and treatment facilities and the lack of early detection programs. Early detection is often essential when battling breast cancer, as late-stage survival rates are low regardless of where a person lives. For example, the American Cancer Society notes that, in the United States, the five-year relative survival rate for breast cancers detected in their earliest stages (often referred to as “stage 0” or “stage I”) is 100 percent. The five-year relative survival rate in the United States is considerably lower for stage IV breast cancers, at right around 22 percent.

DEAR DR. ROACH: I am a paraplegic due to a spinal cord injury back in 1979. I battle one UTI after another, and I am becoming immune to most antibiotics. Why the constant infections? My urologist just ordered a CT scan, but seems uninterested in me as a patient. I am sick of being sick. I straight catheterize four times a day usually. It’s getting very hard for them to match the antibiotic to the culture. At times the infections are so bad I get “foggy headed.” These times I am in misery. The last time I went to the ER hoping it wasn’t sepsis. They gave me antibiotics. I can’t keep running to the ER. My copays are too much. Maybe I need a doctor who specializes in working with people who have a spinal cord injury. -- Anon. ANSWER: Regular drainage of the bladder with a “straight catheter” is the most effective way to reduce the risk of urine infections in a person with a spinal cord injury, but it is not perfect. People may still get bacteria in the bladder. Although it may be worthwhile to review your catheterization technique with an expert, it’s possible to get infections even with perfect technique. You haven’t become immune to antibiotics, but the frequent use of powerful antibiotics will make you colonized with resistant bacteria, so that if you do get an infection, it’s likely to be with a difficult-totreat organism. The CT scan is a good idea to see whether there is an anatomic reason for recurrent (or persistent) infections. I am disappointed to hear your urologist does not seem to be doing his or her best for you. Recurrent infections are dangerous. Becoming foggy headed is a sign of serious systemic infection, and sepsis (a dysfunctional body response to infection) is life-threatening. Some people take antibiotics to prevent infection. Often, these are rotated to reduce resistance. A urologist experienced in spinal cord injury, perhaps in consultation with an infectious disease doctor, would be ideal.
The Keto diet can be great for oral health because it is low in sugar and simple carbohydrates (which become sugar when they are digested). Everyone knows that sugar is not good for teeth since it can cause cavities and loss of enamel. It also leads to more bacteria developing on the teeth and gums. Unfortunately, the Keto diet can also result in a problem called ‘keto breath,’ which is bad breath caused by the new abundance of ketones being produced by the liver. Luckily, this is only temporary, and as the body adjusts and acclimates to this new wealth of ketones, the ‘dragon breath’ should begin to subside. This usually happens within a month of starting the keto diet.
P.S. Those experiencing ‘keto breath’ from a new diet can fight it by drinking lots of water and brushing after every meal to prevent bacteria from building up.

Playing with food: Grilling does not require much intervention. Repeatedly flipping and squeezing meat and poultry can cause flavorful juices to leak out. Then you’re left with dried-out food. Resist any urges to prod and poke food. And minimize how many times you lift the grill cover to take a peek, as that can cause temperatures to fluctuate. Use a thermometer to determine when food is done. And don’t forget that meat will still cook a bit after it’s taken off the grill.

Many people may be tempted to discard rusty tools that have gone unused and sat in a garage or shed for a significant period of time. But tools encrusted with rust do not need to be relegated to the trash bin, nor do gardeners have to toil for hours scraping and sanding off the rust. There’s a much easier way to restore rusty tools that relies on a common household ingredient: vinegar. Pour vinegar into a deep enough vessel to submerge the metal part of the tool. Soak the tool overnight. The next day, use a scouring pad to rub off the rust. If the tool is too big to fit into a can or bucket, simply wrap it with a vinegarsoaked rag and cover the whole tool with a tightly secured plastic bag. Follow the same procedure the next day. After all the rust is gone, rinse the tool in cool water and dry thoroughly. Then return it to regular usage.

Regarding a recently published article regarding proper display of the flag— I have some additional information to add to that. The flag should not be displayed at night unless lighted, nor should it be displayed during “inclement weather.” The flag should be properly disposed of when damaged or worn out (contact your Legion for details). The entire code is available on the American Legion website. Also, no drawings should be done on the US flag. This, to me, includes the superimposing of various images, animals, sports insignia, human portraits, etc. Also, personally, the use of the flag as a political statement and changing the colors on the flag is disrespectful. This is not the flag for which millions have made the ultimate sacrifice. If one wishes to show support for another organization, all of them have insignia that could be displayed on a plain banner.
Petty Rant Shame on you for your rant against our law enforcement officers. Those parking laws are in place in case of a fire or terrorism incident, and it doesn’t matter if the building is vacant. Do you think our police officers can choose which laws to enforce and when to enforce them? It’s all about public safety. Be a good citizen and follow the rules.
Neighbor’s Noisy Truck In the [local] area we have a neighbor with his very large truck that he revs out loudly on purpose and goes down the road all hours of the day and night. It’s extremely loud, and we are all afraid someone will get hit eventually. Everyone complains, but it just goes on and on. Please be considerate of your neighbors. The village is not the place for the noise or speeding, especially when you are by a school.
Hamlin Post Office I want to say that I appreciate the attention and service I get from the employees when I go in for my stamps. Sherry was kind enough to put my stamps in a large plastic sleeve to keep my five books of stamps together. It really came in handy with the large number of stamps that I purchased. With all that is going on in the world we live in, it is always nice to be treated kindly. Hamlin Post Office is the best!

No, Life Has Not Returned to Normal A recent survey concluded that we seniors are ready to go back out into the world, to resume our former pre-COVID activities. I suspect the poll questions weren’t asked of seniors in my part of New England. We are not, for the most part, ready to get back to what we were doing before. We learned to talk to family and friends on internet conferences and managed the software quite well. We explored new hobbies with materials that arrived by mail since we weren’t going into stores. We mastered complicated recipes (with ingredients picked up curbside at the grocery), and we renewed our interest in chess and other games, playing online. We explored parts of our state we hadn’t seen before because we could safely drive around -- as long as we didn’t get out of the car. Our senior center is still holding the men’s Monday lunch in the parking lot, socially distanced, of course. The French language class still isn’t meeting because it didn’t work out well trying to hear and speak French while spaced out across the parking lot with cars going by. The art classes are still done remotely because it’s difficult to do watercolor painting outside with the breeze blowing, and no one is ready to go inside the building. A few fast phone calls revealed that, no, the American Legion hall still isn’t open. The auto dealership is trying to restrict potential buyers to test driving only three cars because each one has to be sanitized after customers take one out for a spin. The deli on Main Street is still taking orders only at the front window and doesn’t know when it will open for indoor eating. If a poll were done here, I suspect it would conclude that, no, we’re not ready to come out yet. (c) 2021 King Features Synd., Inc.
