Supervisor’s Welcome The Town of Penfield is the sixth largest town in Monroe County, covering a land area of 37.85 square miles with an estimated population of 38,000 residents. Local government is comprised of an elected town supervisor, town board, town clerk, and town justices. The town board appoints community members to decision making and advisory boards and committees. The five-member town board has identified five “core beliefs” we follow in administering our duties as elected officials in support of all community members, businesses, service organizations, school districts, and places of worship. It is our intent to ensure that all individuals feel part of a community that sees, values, and cares for one another. A summary of our core beliefs: • Maintaining a safe and healthy environment for all – our top priority is maintaining a safe and healthy environment for Penfield residents, Town employees, and visitors to Penfield. • Standing for rightful and fair justice for all – we continue our steadfast commitment to stand for rightful and fair justice for all; the board remains firm in its commitment against all forms of racism, discrimination and abuse of power against our community members. Senseless acts of violence towards any individual, group, or organization— by any individual, group, or organization—should never be tolerated. Our community is enriched by all our residents. We value and support a culture of inclusion and diversity in Penfield. • Continuing a tradition of fiscal responsibility – the board is committed to upholding Penfield’s reputation of outstanding fiscal discipline and accountability to taxpayers. The financial world consistently recognizes Penfield as one of the most financially responsible towns in New York State. Penfield’s property tax rate remains one of the lowest of the 19 towns in Monroe County. • Protecting the environment and taxpayers – in 2010, the Town Board established an Energy and Environment Advisory Committee to build upon decades of work by the Town to adopt practices that benefit both the environment and taxpayers alike. Town leadership has long understood that responsible stewardship of the environment results

in fiscally sound decisions for taxpayers—the two go hand in hand. • Providing timely and factual communications – the quality of life in Penfield benefits from open communications and respectful dialogue throughout the community. The Board is committed to sharing timely and accurate information with the residents and media outlets. Informed citizens who follow, consider, and act upon fact-based information contribute to meaningful community discourse and effective involvement with their local government. Penfield is known as a community that honors its heritage and plans for its future. For six decades, Penfield has updated its Comprehensive Plan every ten years to provide an overall framework for future public and private investment in our community. In addition to providing the current vision, the Plan establishes policies and strategies to achieve that vision. It serves as a guide for future planning and policy decisions, taking into account the best interests of the town and its residents as a whole. Penfield is one of the fastest growing communities in the county, and this is attributed to our rich history and overall quality of life. Individuals and families are attracted to Penfield for the quality of schools in the Penfield and the Webster School Districts that serve our community, a vibrant music scene, and rich performing and visual arts communities. With more than 1,400 acres of open space and parkland, and hundreds of miles of trails, walkways, and sidewalks, residents have plenty of opportunities to be active, be well, and enjoy life. The business community in Penfield has long been recognized as a cornerstone of our early beginnings when Daniel Penfield founded this great community in 1810 and inspired a robust milling industry. The town grew over the decades with inns, hotels, taverns, and stores to agriculture, mining, manufacturing, nurseries, and more. The growth of commerce was important then and is vital today as Penfield grows and expands its business districts—we firmly believe that healthy businesses make for a healthy community! Penfield Advances CCA for a Sustainable, Green Future The Town of Penfield has long been a leader in innovative sustainability projects, earning recognition in March’s Rochester Business Journal. In 1999, while other municipalities continued to lease streetlight fixtures from RG&E, the Town decided to purchase the fixtures directly and replace inefficient mercury vapor lights with more efficient high pressure sodium (HPS) fixtures, ultimately saving tax payers thousands of dollars in equipment charges and reduced energy cost. These streetlight fixtures were updated once again starting in 2018 with even more efficient LED lights, and a complete transition to LED lights is anticipated in the early 2020s. In 2012, the Town of Penfield installed the first public Electric Vehicle charging station, located at the Penfield Community Center. It was soon followed by an EV charging station at the Penfield Town Hall and another in Harris Whalen Park. In 2020-2021, the Town is installing four more EV charging stations

in the southeast corner of the Four Corners Public Parking lot. The Town of Penfield has also taken great strides in switching to renewable solar energy. The Town’s first venture into solar power was a small self-sufficient sewer pump station that went online in 2012. Next, a solar powered crosswalk signal was installed on Scribner Road at Scribner Road Elementary School in 2013. That was followed in March 2014 with a solar panel array on the roof of the Harris Whalen Lodge that offsets nearly half of that facility’s annual electric use. Most significantly, in 2019, the town completed installation of a solar photovoltaic array at its DPW complex. The energy produced by this array is directly connected to RG&E’s utility grid and is expected to offset approximately 75% of the Town of Penfield’s overall electrical usage at its main facilities. The sustainability focus of 2020-2021, is Penfield’s new Community Choice Aggregation (CCA), a

municipal energy procurement model which allows local government “clean” power on behalf of their qualified residents, businesses, and municipal accounts from an alternative supplier while still keeping their existing utility provider. CCAs are an attractive option for communities that want more local control over their electricity sources. They allow communities to gain leverage to negotiate better rates with competitive suppliers and choose greener power sources.

Town Supervisor Tony LaFountain. Penfield residents and local businesses, which would be automatically enrolled in this option, would also be able to opt out as the CCA cannot guarantee cost savings to consumers.

On May 20, 2020, the Town Board took a required first step towards CCA by adopting Local Law No. 2 of 2020, known as “A Local Law to Authorize Establishment of a Community Choice Aggregation (Energy) Program in the Town of Penfield.” This action, which allows the town to pursue establishing a CCA, which is aligned with the Energy and Environmental Advisory Committee’s (EEAC) 2016 decision to explore a Clean Energy Communities (CEC) designation for the Town.

On October 7th, the Town of Penfield requested a proposal for a Program Administrator (PA) in hopes of selecting one by the end of 2020. The PA will pursue and inform the Penfield Community on its anticipated CCA win-win in which customers are credited with using clean energy at a lower rate than they could have purchased independently, and the environment benefits from a shift to more demand for renewable energy sources. The PA will seek a combination of the lowest costs and the highest percent of renewable energy resources. Based on what is presented, the Town Board will determine if it will continue to pursue a CCA for Penfield. Meanwhile, the Town will continue to do its due diligence, conduct public education, and seek substantial public input before making its decision.

“If we each go out individually, we are limited to commonly available pricing, but if we take our entire community with its approximately 40,000 residents, 14,000 parcels and numerous local businesses and leverage that power, we have the opportunity to get an even better price and more ‘green’ power,” explained

“It is important to look at everything from cost management to environmental impact as we move forward,” states Supervisor LaFountain. “Our commitment is to continue being a sustainability leader while doing everything we can for our residents and businesses.”
