DEAR PAW’S CORNER: What is the difference between pet adoption and fostering? -- Jess in Knoxville DEAR JESS: An adopted pet is going to his or her forever home, a successful story every animal shelter wants to see replay again and again. But many pets aren’t quite ready to be adopted. They may be too young. They may be recovering from abuse and injuries. They may need to be observed to figure out what home environment is best for them. Sometimes, a shelter runs out of space. And some rescue organizations don’t have shelter facilities at all. In all these circumstances, this is where foster families come into play. A foster is a temporary arrangement, either for a predetermined amount of time or until a pet is adopted. Rather than being stuck in a chilly kennel with little interaction, a foster pet stays in a warm, loving home -- an arrangement that vastly reduces their stress and helps them heal. Some pets are never ready for adoption and remain a foster for the rest of their life. Others are adopted by the foster family if approved by the rescue organization. Caring for a foster pet takes dedication, and it helps to have experience caring for pets. If you’re interested in being a foster parent to a pet, check with the local shelter or rescue group. They will have an application for you to fill out, and then will evaluate you and your living space to determine if you are a good fit for the foster program and which pets would do best in your care.

HORSESHOE SOLAR ENERGY LLC Livingston and Monroe Counties, New York NOTICE OF FILING OF APPLICATION Horseshoe Solar Energy LLC (Applicant or HSS), an affiliate of Invenergy Renewables LLC, is proposing to construct a solar photovoltaic electric generating facility (Facility) which will require a Certificate of Environmental Compatibility and Public Need (CECPN) issued pursuant to Article 10 of the New York Public Service Law (PSL). On or about June 24, 2020, HSS will file an Application pursuant to PSL Section 164 and 16 NYCRR 1000.6 for a CECPN with the New York State Board on Electric Generation Siting and the Environment (Siting Board) authorizing the construction and operation of the Facility. The Application will be filed in Siting Board Case 18-F-0633.
Corporation (d/b/a National Grid) (National Grid). The POI is planned to be at National Grid’s 115-kV Golah Substation. As a contingency, HSS has acquired property rights along National Grid’s 115-kV Golah-Mumford transmission line, approximately two miles west of Golah Substation, to locate the POI. The physical configuration of the alternative POI would be a new 3-breaker ring bus (the “alternate POI Switchyard”) adjacent to the existing transmission line, which HSS would construct and transfer to National Grid upon completion of testing. The Collection Substation would be constructed adjacent to the alternate POI Switchyard. In the event the alternative POI is selected, the Facility Site will be adjusted accordingly to include the required interconnection facilities.

Pursuant to the Article 10 process, the Applicant filed a Preliminary Scoping Statement (PSS) with the Siting Board on March 13, 2019. Thereafter, the public had an opportunity to submit comments on the PSS. On May 9, 2019, a pre-application conference to consider intervenor funding requests was held. On June 6, 2019, HSS provided notice of consultations to discuss the contents of the Application to a broad list of potential stakeholders. Updated PSS Figures were filed on October 10, 2019. HSS hosted several telephone conferences between July 15, 2019 and November 6, 2019, to solicit input from stakeholders concerning the content of the Application. HSS is now ready to file an Application. The Application includes, among other things: an analysis of the environmental setting of the Facility; a description of the Facility including preliminary design drawings and related information; an assessment of potential land use, environmental and health impacts from construction and operation of the Facility; descriptions of the environmental, economic and other benefits of the Facility; results of studies conducted to prepare the Application, including preconstruction studies to assess potential impacts to avian and bat species; proposed measures to minimize environmental impacts; and a consideration of potential alternatives to the Facility. The Application also addresses consistency with State energy planning objectives, including climate change and renewable energy goals and potential concerns about public health and safety; terrestrial ecology, water resources and aquatic ecology; communications, transportation and utilities; cultural, historical and recreational resources; visual impacts, sound impacts; electric magnetic fields; and impacts on the statewide electrical system. The Article 10 regulations outlining the required contents of the Application can be found at 16 NYCRR 1001.1 et seq. This notice is being provided in accordance with 16 NYCRR 1000.7 and will be published at least three (3) days prior to the filing of the Application. A copy of the Application will be served on the Chief Executive Officer of each municipality in which any portion of the Facility is located, as well as those persons and agencies enumerated in 16 NYCRR 1000.6.

File a Request for Notices: The proposed Facility is a 180 megawatt (MW) solar photovoltaic electric generation facility with approximately 600,000 solar panels mounted on tracking racks installed on land leased from owners of private property located in the Town of Caledonia, Livingston County, and Town of Rush, Monroe County, New York as shown on the map below (Facility Site). Facility components will include panel racks, solar panels, access roads, electrical collection system (ECS) including cables connecting the panels to direct current (DC) to AC inverters and a Collection Substation, an operation and maintenance (O&M) building, and electric interconnection facilities. During construction, the project will require one or more laydown yards. Power from the Facility will be delivered from the Facility’s Collection Substation to a point of interconnection (POI) switchyard for delivery into the electric transmission system operated by Niagara Mohawk Power

The Facility will generate electricity from solar energy, a renewable energy source, reducing air emissions and the use of water resources associated with electricity generation. The Facility will assist the State in meeting the goals of the State Energy Plan, which include obtaining 70% of electricity consumed in the State from renewable sources by 2030 and significantly reducing greenhouse gas emissions. Other positive impacts include diversification of energy supplies, new employment opportunities (both temporary construction employment and full-time jobs), increased revenues to county and municipal governments, revenue to the local hospitality industry, and purchase of local supplies and goods. The construction and operation of the Facility may result in minor environmental impacts, including impacts to terrestrial ecology; water resources and aquatic ecology; agricultural resources; transportation and utilities; cultural, historical, and recreational resources; impacts to
With the Application, HSS will deposit $180,000.00 to be disbursed by the Siting Board to municipalities and other local parties to help pay expenses, including attorney and consultant fees, associated with participating in the Application review process. Fifty percent (50%) of these intervenor funds are reserved for municipalities. Once the Application is filed and determined by the Siting Board to be complete, the Siting Board will schedule a public hearing on the Application. The Siting Board will also issue a notice of availability of intervenor funds to be used by municipalities and local parties to participate in formal review of the Application. Requests for funds must be submitted to the Hearing Examiner within thirty (30) days after the issuance of the notice of the availability of intervenor funds. A pre-hearing conference will be scheduled by the Hearing Examiner to identify intervenors, award intervenor funds, identify issues for the hearing, and establish a case schedule. Child Care Council CEO Barbara-Ann Mattle Retiring After More Than Three Decades By Tim Cook
C
hild Care Council Inc. CEO Barbara-Ann Mattle announced today that she is retiring after 37 years in the role, effective June 30, 2020. The Council will soon announce her successor. During her tenure directing the Council’s operations, Barbara-Ann Mattle achieved great success in supporting child care development and in enhancing the quality of child care, both locally and nationally. She helped build Child Care Council from an agency with a $20,000 budget and a staff of 1.5 people into the largest Child Care Resource and Referral agency in New York state, with a $7 million budget, 60 employees and offices in Monroe, Livingston and Wayne counties. Programs and services greatly expanded under Mattle’s leadership, including New York State Family and SchoolSage Child Care Program Registration and Inspection services, New York State Legally Exempt Child Care Enrollment and Inspection, an early childhood professional library, and a Repurpose and More Store. Mattle also facilitated the Region II New York State Regional Infant/ Toddler Resource Center in nine counties; the New York State Pyramid Model program; the USDA Child and Adult Food Programs sponsorship, and the Eat Well/Play Hard nutrition program in eight counties. Other program accomplishments include launching a Special Needs service, multilingual interpretation and support services (Spanish, Swahili, Arabic and Urdu), and a nine-county Infant/Toddler Childhood Mental Health Consultation service. Child Care Council also became one of only 10 sites across the country selected to participate in the Vroom project, a partnership with the Bezos Family Foundation and Child Care Aware of America designed to strengthen the relationship between child care providers and families by focusing on brain-building language and tools. “I am extremely proud of my more than three decades of work to improve and support the development of high-quality child care programs in New York State,” Barbara-Ann Mattle said. “We accomplished a great deal on behalf of area children and families, child care providers and early educators, working with the Council board of directors, leadership team and staff. I want to thank each of them for their amazing work and support over the years to improve access to child care and to connect families with quality child care.” A nationally recognized expert in the child care field, Mattle has earned numerous awards, including the Notable Women in Human Services Hall of Fame and The Human Services Council of New York’s 2020 Strong Nonprofits Leader Award; the Rochester Business Journal’s 2019 Icon Honors award; 2018 National Family Child Care Organization Family Child Care Accreditation Project of the Year; the Family Child Care Association of New York State’s 2018 Friend of Family Child Care Award; and 2017 RIT Alumnus of the Year. She has also made national presentations on topics from how to operate a child care center, to career options and child care center financial management.

Rare Disease Causes Hard-to-Diagnose Rash ---

DEAR DR. ROACH: My daughter was diagnosed with lymphomatoid papulosis. It’s not a bad case, but it’s enough to make me worry. I know it’s rare for this to turn into cancer, but there is always a chance. Doctors often misdiagnose it, but thankfully I have the best pathologist in the world. My daughter is being treated with UVB light, which worked in the past, but now is not helping. I don’t want to do methotrexate. I worry about every dot that pops up on her, and if it doesn’t go away, I think the worst. -- M.W.M. ANSWER: Lymphomatoid papulosis is a rare disease, most common in people in their 40s, but can happen in children and older adults as well. The cause is unknown, and although a virus is suspected, it hasn’t been found. It is not contagious. The rash of LyP is not specific and needs to be confirmed through biopsy. Spots are relatively large (but less than an inch), and usually red but with a white center that can turn black. The rash comes and goes. A skilled pathologist in combination with an experienced dermatologist is necessary to make the diagnosis. Adults are treated with methotrexate if the lesions are in a cosmetically important area, especially the face. UVA light is better studied than UVB light, especially in children, but an expert would be the most appropriate to recommend the best treatment. Your concern about cancer is understandable. Rates of associated cancer -- specifically, lymphoma, a blood and bone marrow cancer -- have been reported in 5% to 50% of people with LyP. Unfortunately, apart from people with a specific gene rearrangement, there’s no way yet known to predict who is likely to get lymphoma nor any way of preventing it. She will need to be vigilant. Fortunately, the lymphomas, if they do develop, are usually effectively treated. ***
DEAR DR. ROACH: I recently opened up some stored tuna that my son had saved for me. He loves to hunt his own food. When I ate it, I realized that when he had gone to Alaska, he had not only hunted tuna but also black bear. He had used the black bear grease to cure the tuna. I was mortified that he had used a protected animal to preserve his tuna. I reluctantly ate it anyway. Now, I am worried about my health. Will anything happen to me health-wise because I have eaten the grease from a black bear from Alaska? The bear was wild, so could it have had a disease, like rabies? I’m sure it has never been vaccinated. -- Anon. ANSWER: Black bears are hunted in many states, and although it is regulated (you need a license) in Alaska, they are not a protected species under the Endangered Species Act. Black bears are hunted for both sport and meat. The major health risk from consuming bear meat is trichinella, a muscle parasite. The meat must be heated to a high temperature to be sure of killing the parasite. Grease from the bear should not have trichinella risk. Another concern is rabies. Rabies is possible but rare in bears. I doubt it could be transmitted from grease, though, as rabies virus lives in nervous tissue, not fat. ***

HOW TO ENCOURAGE KIDS TO TAKE CARE OF THEIR TEETH Parents of young children know that getting kids to brush their teeth can sometimes feel like pulling teeth. Kids have a long history of disliking dental care, which can frustrate parents who know the importance and long-lasting benefits of proper dental hygiene. While many youngsters may never excitedly run to the bathroom to brush their teeth, parents can try various approaches to get kids to embrace proper dental care. Start early. Parents should not hesitate to begin cleaning kids’ teeth once the first tooth appears. The earlier dental care is part of a child’s routine, the more likely he or she is to accept it as part of everyday life. The American Academy of Pediatric Dentistry recommends using a softbristled brush with a small head. Ideally, use a toothbrush designed for infants, brushing teeth once per day at bedtime. The AAPD advises taking kids to visit a pediatric dentist when the first tooth appears, or no later than the child’s first birthday. Make it a group effort. Young children love to imitate their parents’ actions and behaviors, and moms and dads can use that adoration to their advantage when trying to get kids to brush their teeth. Brush teeth together as a family, making it seem like an enjoyable twice-daily activity. Get down on kids’ level and show them how to brush. If kids are resistant, engage them in conversation while brushing so they don’t even realize they’re cleaning away. Involve kids in choosing their dental care products. While parents should be mindful of the type of toothbrush their children use, always sticking with products recommended by their child’s pediatric dentist, let youngsters choose their toothbrush and toothpaste. Kids might prefer a particular flavor of toothpaste, and a colorful toothbrush with a favorite film or television character might make kids more enthusiastic and less fussy about brushing. Compliment kids after positive dental appointments. When pediatric dentist appointments go well, compliment children and express your pride in them for taking dental hygiene as seriously as they do.

Keep Your Spirits Up Depending where we live, many of us are still in lockdown. Still, there are ways to keep our spirits up. Plants can make all the difference in how we feel in our environment. Check your local nursery's website for small plants you can either have delivered or pick up at the curb. Some of the easiest to grow are pothos, spider plant and philodendron. Beware, however, if you have pets. Be sure you can either hang up your plant or put it up on a bookcase where the pet can't reach it. Books we enjoyed a long time ago can take us back to a time and place that was calm and safe. Look on your own bookshelves or consider getting an e-reader if you don't want to take a chance going into your own library, assuming it's open. Baking can fill the house with lovely smells. Since finding flour is impossible in many parts of the country, look online for hundreds of recipes that don't require flour. No-flour banana bread, flourless chocolate cake ... you can even make oatmeal muffins. Just be certain you can acquire all the ingredients before you set your heart on making a recipe. Zoom is the online conference program that so many companies are using for business meetings. We can learn Zoom, too, and stay in touch with family and friends if we have a computer or device with a camera. Explore the basic free version of Zoom. You'll be limited to 40 minutes in group meetings, with no limit on one-toone meetings. Your first step will be to read online instructions and get comfortable with the steps to set up a connection. The COVID-19 outbreak of 2020 caught many people, particularly those in the western hemisphere, off guard. As the virus spread, the lives of hundreds of millions of people throughout North America and Europe changed dramatically and seemingly overnight, prompting many to wonder if they or their loved ones were going to get sick. No one was thought to be immune to COVID-19, though many people were unfortunately believed to be more vulnerable to the disease than others. According to the Centers for Disease Control and Prevention, older adults and people with serious chronic medical conditions are at the greatest risk of getting sick from COVID-19. The American Cancer Society notes that cancer patients, like groups with an elevated risk of getting sick from COVID-19, must do all they can to avoid being exposed to the virus. That’s because the immune systems of cancer patients, particularly those in active chemotherapy and bone marrow transplant patients, can be severely weakened. In fact, in March 2020 officials with the Fred Hutchinson Cancer Research Center warned that early data from China and Italy, two countries which experienced early and widespread outbreaks of the disease, indicated that cancer patients would be at increased risk of getting the virus. Are all cancer patients at risk? Dr. Steve Pergram, the medical director of infection prevention at Seattle Cancer Care Alliance, said that patients with blood malignancies are most at risk for COVID-19. Blood malignancies include non-Hodgkin lymphoma, chronic lymphocytic leukemia, acute myeloid leukemia, acute lymphoblastic leukemia, and multiple myeloma. While people with these forms of cancer may be most at risk of getting COVID-19, it’s important to note that all cancer patients, including those who recently concluded treatment, are vulnerable. Those who concluded treatment should know that the aftereffects of treatment can linger long after treatment programs have ended, and those aftereffects may continue to compromise patients’ immune systems. What can cancer patients do to protect themselves from COVID-19? Cancer patients should embrace the safety protocols recommended by the CDC, including social distancing measures and limiting direct contact with other people. Seniors in cancer treatment should take advantages of opportunities to limit their exposure to COVID-19, such as visiting grocery stores during seniors-only hours and opting to participate in digital religious services instead of in-person services. In addition, patients can work with their cancer care teams to devise ways to continue receiving treatment without elevating their risk of exposure to COVID-19.

REDUCE INSTANCES OF DISTRACTED DRIVING Distracted driving is a problem that results in injuries and claims the lives of thousands of people each year. The National Highway Traffic Safety Administration defines distracted driving as any activity that diverts attention from driving. In 2015, 3,477 people were killed and 391,000 injured in the United States as a result of distracted driving. Allstate says distracted driving is now the No. 1 risk on Canadian roads, contributing to eight in 10 collisions. It is relatively easy to avoid becoming a statistic by reducing distractions behind the wheel. Put away tech devices: One of the easiest ways to reduce distractions is to keep phones and tablets out of reach while driving. The U.S. Centers for Disease Control and Prevention says sending or reading a text message takes a driver’s eyes off of the road for about five seconds, or long enough to cover a football field while driving at 55 mph. It removes a person’s attention from the road; takes his or her hands off of the wheel; and it mentally engages the brain when a driver’s focus should be on driving. Devices should be stowed away when driving. Drivers should pull over if they need to send a text or read a message. Set the GPS ahead of a trip Global positioning systems have revolutionized the way motorists get to and from locations. They can help signal upcoming traffic and find the best routes possible. Just like other devices, GPS can be a distraction, especially if drivers are taking their eyes off the road and constantly pressing buttons on the map. Enter the destination address before departing and place the GPS in a position that it can be glanced at, which will not impede vision. Better yet, let a passenger navigate. Will lavender grow in and around small stones if it has some soil under it? Lavender is a sun worshiper, loves heat, and grows best in infertile, welldrained and slightly alkaline soil. Of course, lavender plants need soil, but will do just fine in an area where there are many small stones. Avoid heavy clay soil that does not drain well. Plant in the spring when danger of frost has passed, mixing some compost into the soil to get your plants off to a good start. Some lavender growers recommend putting a layer of crushed oyster shells or limestone
in the bottom of the planting hole to improve drainage and to increase the alkalinity of the soil. Also, some suggest mulching around lavender plants with pea sized gravel. The theme, good drainage is essential. Fertilize sparingly or you will get leaves at the expense of flowers. Lavender thrives in dry conditions so be careful not to overwater to prevent root rot. Also, dry heat helps to release lavender’s strong and wonderful fragrance and because of that aroma, deer generally stay away.
Garden stores generally stock two cultivars, ‘Hidcote’ with silvery foliage and deep purple flowers and ‘Munstead’ with green foliage and a violet or blue-purple flower. In the past few years, one called ‘SuperBlue’ has become more popular and is one that I find does very well here. It is a little shorter and heavier blooming cultivar than the two mentioned above. Avoid the stove when possible. Empty nesters, couples without children or single men and women who want to save energy come mealtime can use toaster ovens in lieu of traditional stoves when preparing small meals.
