Lethem Authority GPSU slams unchanged and to be established burdensome income tax, VAT

President Donald Ramotar interacts with Brazilian customers at a supermarket in the Lethem commercial zone Government has announced plans to move ahead with the establishment of a Lethem Authority to help develop trade with that Region Nine area which borders Brazil. Over the weekend, President Donald Ramotar met with the Rupununi Chamber of Commerce and stressed that entrepreneurs in the district are in an advantageous position to benefit. During a scheduled meeting with the stakeholders Saturday evening, President Ramotar said that Lethem is poised for rapid growth and development given its close proximity to Brazil. But with a keen eye on the development agenda, he said that regulation is an absolute prerequisite and that he plans to establish a Lethem Authority for this purpose. The Authority will include representatives from Lethem, other parts of the Rupununi and Georgetown. “The reasoning behind that is essentially because I think when people are living in an area sometimes they are so close that they don’t see what is taking place. On the other hand in this area you have developed a lot of local knowledge but when you

bring fresh eyes from outside, technical and otherwise… that can go a far way,” President Ramotar said. According to a government statement, Guyana intends to support the upgrades to the Lethem airstrip but local authorities must be cognizant that possibilities for extension are not impeded. Major road works are also in the making as part of the overall plan to develop roads in the hinterland for the benefit of vehicles traversing the area on a daily basis with agriculture produce and commuters. Given the heavy flow of traffic that has been evident in the Lethem and Rupununi areas since the opening of the bridge across the Takutu River linking Guyana and Brazil Road, upgrades to the infrastructure are of an even greater importance, the statement said. During the opening of the Takutu Bridge, former President of Brazil Luis Inacio Lula da Silva had promised his Government’s support in the development of the Lethem to Linden road as they too recognize the significance of this infrastructure linkage. Mystery fire flattens Triumph house A mysterious fire shortly before midnight on Sunday destroyed all the earthly possessions of a Triumph, East Coast Demerara man, leaving him with just a pair of trousers and a shirt on his back. Lance Pollard is still at a loss to determine what caused the blaze that flattened his single room dwelling at 84 Ogle Street, especially since he was certain that he had left nothing cooking on his stove. Also, there was no electricity to the building. A bucket brigade that was formed by residents initially contained the blaze to the burning building. By the time fire tenders

Pollard told this newspaper that he was at the home of a relative playing music and then left for a nearby restaurant when he received word that his home was on fire. “I hear people holler ‘fire’ and when I run through the short cut I see my house was on fire. Apart from his clothing and his household appliances, the young man lost cash and jewellery in the blaze. “I didn’t get to save anything. All my valuables, everything finish,” Pollard lamented.

While hailing it as a good tourism product, President Ramotar said the fact that hotels are often booked during the Easter weekend highlights the need for a review in accommodation services in the district.

The Government’s decision to retain the 33 per cent income taxes and 16 per cent value added taxes (VAT) in this year’s National Budget will not help to improve the plight of the working class, the Guyana Public Service Union (GPSU) says. According to GPSU’s President, Patrick Yarde, while Government has done the right thing to improve the tax threshold to $50,000 monthly, there remains a significant tax burden on the working class. The union’s stance would come as the National Assembly begins the debate on the $192.8B 2012 National Budget from today. Even a Presidential Commission working to review the current tax structure is not likely to immediately bring muchneeded relief to the working class, Yarde said. “Additionally, the just announced budget did not include measures to widen the tax net to recover taxes from a significant number of self employed persons, who are currently in default. It therefore seems that it is politically expedient to pressure compliant taxpayers, as opposed to taking

corrective measures to bring defaulters on board.” GROSSLY INADEQUATE According to the union, apart from the reduction of taxes, the issue of inadequacy of pay to public sector workers is crucial and needs to be addressed adequately and sufficiently in an urgent manner. The GPSU had proposed a 25 percent across the board increase, but amounts reflected in the National Budget for the revision of wages and salaries is $3.742B, which amounts to a projected increase of 14.599 per cent of the sum of $25.630B provided for the payment of wages and salaries. “If this is representative of what Government intends to give workers, it is grossly inadequate, considering the growing inflation and current prices per basket of goods.” GPSU also flayed the failure of government to address allowances for public servants. “Government’s policy of paying unrealistic allowances has gone unchecked for a number of years. The reason for ignoring the obvious need to address allowances is most

President visits several hotspots on Easter Monday President Donald Ramotar visited a number of communities across Guyana on Easter Monday, including the popular Number SixtyThree Beach in Berbice. The Guyanese leader was accompanied by Region Six Chairman, David Armogan and Member of Parliament, Faizal M. Jaffarally as he performed a walk about and interacted with Easter revelers at the beach. He even took time to pose for photographs. The beach was lined with thousands as usual, a norm on Easter Monday for years now. After that visit, His Excellency toured the Number

Bitten by one’s own bug The daughter of the late President Dr. Cheddi Jagan leveled a blistering attack against the party her father founded and there has been nary a criticism of her comments. In fact, they passed almost unnoticed because in the first instance, the woman is not known as a public figure. In the second instance the children of former presidents who choose private lives are not really newsmakers. That the woman chose the heart of the party to address the people is significant. She must have watched the shenanigans from her home and must have read the various media reports. She must have been shaken by the steady stream of reports on the criticisms. Indeed, she saw the homes of people who worked for salaries and knowing that her parents were also salaried people who could only afford a modest home, she had to ask questions about these people. What is not known is whether she had held discussions with some of the targets of her criticisms and whether she got answers that she found disapproving. What is known is that she was angry and perhaps ashamed that the party her father founded is not what it was intended to be. Kaieteur News was the first of the media outlets to target the corrupt actions of people in government office. It started to examine some of the contracts that were actually overpriced. In addition, the work was slipshod and the taxpayers were asked to foot the bill. Investigations revealed that many of the contractors were required to pay graft to secure the contract. This meant that less money was available for the particular project. In the end a compromise was reached. The contractor was allowed to overbid so that the project would not suffer unduly and the person collecting the graft got his share from the top. The next area of focus was on the acquisitions of certain people. Many of these appeared to be part of the noveau riche when by no stretch of imagination they should have been anything but comfortable. There has been a difficulty in tracking down the finances but there has been no difficulty in identifying the assets these people acquired. Ms. Jagan-Brancier also saw these things and she was pained. She addressed people who have been with the party from the day they were born and told them of these things. There must have been a state media presence but they never reported a line because their controllers would not have been happy with the publication and because of the embarrassment. It would have been easy to attack the critic, had he or she been someone somewhat removed from the party but to have the criticism coming from someone so close—Ms. Jagan-Brancier and her children made a public show of joining the party when her mother died—it must have been gut-wrenching. Surely, the hierarchy of the government must have noticed the same things that Kaieteur News and Ms. JaganBrancier have been talking about for so long. There were also the reports by the office of the Auditor General. These highlighted so many irregularities that surely there should have been a revamping of the financial system. There were cases of unsupported expenditure and undocumented monies, unsupported cheque accounts reports of monies being paid to contractors in excess of what they should have earned. There were also reports of senior officials making purchases with money that they could not have earned and while an investigation was promised nothing was done. Ms. Jagan-Brancier would have been aware of the time her mother was invited to a house opening in what is now known as Pradoville and on reaching the location, refused to attend the function when she saw the house. Mrs. Janet Jagan was asked to ask how was it that one of her party members could own such a house. Since then Janet Jagan was aware that all was not right. Her successors never took note. In the Forbes Burnham era no one could display unexplained wealth. There was the Remigrant officer who simply had a car that appeared to be beyond the pale. This man was investigated and prosecuted. He died before going

The solution lies in developing the internal capacity to stand up to hate and stop it in its tracks DEAR EDITOR, I refer to the SN Editorial of March 31, 2012 ‘The Travvon Martin shooting’ and the From the Diaspora KN column (March 25, 2012) – ‘Racism is Alive and Well in Good Old USA’. The latter was written by Mr. Ralph Seeram. Both argue the existence of racism and institutional racism against African Americans in the USA and relate aspects of the murder of young Trayvon Martin in Florida. Mr. Seeram related his own personal experience with blatant racism in the USA. Many of us and our family members have experienced various forms of racism and discrimination and while we know how absolutely senseless, baseless and dehumanising the experience, the difficult issue that I wish to attempt to not only discuss but provide impetus for us to resolve is what do we do about racism and other hate acts and crimes? I do not accept that we are helpless in resolving this issue and that all that we can do is empathize or retaliate. It is time that we show that we can rise above it and take a step beyond the status quo of ineptitude and confusion around it. What is the appropriate response to racism? What is our role in solving this problem? If one person commits a hate crime, how does his entire race (or nationality or religion) get involved? Surely, this is the height of ignorance. Even worse is an ignorant response where an entire race feels and becomes threatened. This is a lethal cycle of ignorance from which we in Guyana are not immune. What is the bigger picture here? Clearly, the problem is universal and any local successes in this area are of wider applicability. Indeed, at its very core, solutions to this type of problem in the form of tried and tested ideas and methodologies should be part of the core technology that we offer to the world – each person in this country has to relate on so many different levels to a minimum of at least five other ethnicities, has to relate to self too, has to resolve issues around their own ethnicity and has to relate to multiple

religions (including the variations within their own religion,) civilisations, languages, histories not forgetting the multiplicities of perspectives that proliferate. How are we coping with all of this? President Barack Obama, a politician not a civil rights leader, is not completely focused on wanting to resolve racial problems and his response to the Trayvon Martin shooting compounds a problem rather than diminishes it. How susceptible are we and the world to manipulation? Why do we support double standards (SN editorial final paragraph)? I recently listened to Hollywood actor Robert Redford speak on BBC about American politics. His opinion was that it was all about winning. In Guyana, it is much the same. A focus on winning is in contrast to viewing the nation as a holistic collection of living beings and entities deserving of maximising their life potential; A focus on winning reduces precious human lives to mere electorate.

What if Barack Obama’s response to the Trayvon Martin murder, instead of personalising the issue in the way that he has and then leaving it to the people of the country to wage war and provide hot air to fuel the racism balloon, had shown some real unambiguous leadership and said instead something with the power of “there is no guilty race.” It would put the first nail on the coffin of racial politics and allow the intelligent concerned people of the USA, of all colours, religions, places of origin, to attempt to deal sensibly with real causes and conditions. It is my understanding that this term “No Guilty Race” was minted in Guyana by elder Eusi Kwayana in the context of Indian-Guyanese vs. African-Guyanese type conflict. It clearly applies to all races - the white race, Arabs and to inter-racial conflict of any kind. This is something that we need to bring clearly into the forefront of our consciousness. It will liberate us in ways we cannot begin to imagine. It will open the trapdoor to

freedom, for it leads us to transcend race to seek a higher deeper level of inquiry. What I do appreciate is the power inherent in this statement in its ability to stop us in our tracks when we reach for the superficial racial or bigoted argument. The universal principle can be extended: there is no guilty religion, no guilty nation. As a still young nation striving to find stability, prosperity, unity, peace, happiness, joy and a path to a common destiny what we have before us is an opportunity to identify, formulate, articulate or establish those commonly accepted principles or ideals or natural laws upon which a nation’s foundation can be built. This is a philosophical task and it is as challenging a task as the discovery of gravity itself. It’s hard to do. It really is much easier to quarrel and fight and spin in the mud pit of confusion. ‘No Guilty Race’ is one such ideal, however, that we can reach for to pull ourselves up out of the mud pit. Keep up the good work, Mr. Chang DEAR EDITOR, I would like to share my views on the Henry Greene issue. Firstly, I have noticed that the Honourable Chief Justice Mr. Ian Chang has come in for some severe criticism and flak from some very influential persons in our society for his decision to quash charges of rape levelled against Henry Greene. If those critics of Justice Chang had taken the time off and studied the decision made, they would have clearly seen that at no time did the Chief Justice actually say that Mr. Greene must not be charged. Basically, Mr. Chang asked the Director of Public Prosecutions to state her cause(s) as to how she arrived at the decision to have Henry Greene charged. This came about after it was alleged by one of the attorneys representing Mr. Greene that the godmother of the Virtual Complainant’s daughter is a senior official within the DPP’s chambers. I cannot recall the DPP admitting or denying such allegation, which to my conclusion has some merit.

While the private media have reported her contention and the state media have remained silent, the authorities cannot escape the fact that there is rampant corruption in the highest circles. The public awaits action.

Situations like this we refer to as a conflict of interest, and it is based on this allegation that the Chief Justice was prompted to request the DPP to show cause(s) for the charge against Mr. Greene, because he had wanted to make sure that the recommendation to charge was made based on the evidence provided to the DPP and not because of sentiments, affiliations or other human relations. What is important to note is that months before the rape allegations were made public, the virtual complainant had allegations being also levelled against her in an extortion case, and the evidence is readily available to the DPP, yet no charges have been laid to date. My question is, what method does the DPP use to determine which case goes to court? It must also be noted that not every rape allegation turns out to be factual. During a rape trial, the facts leading up to the act will be taken into consideration, as well as what the VC said happened, and the facts after the act had been committed. Those three aspects have to be taken into consideration, and in my humble opinion, based upon the merits and evidence, it does appear in this case to have been consensual. I must commend the Chief

Justice for his decision, because this matter was going to be blown away to pieces had it reached the trial stage and it would’ve sadly been another dismissal, which is surely a waste of taxpayers’ money and of judicial time and resources. Many cases have been dismissed because of lack of evidence in recent times, e.g. the Treason matter, and it is about time the DPP stops recommending frivolous charges against people and charge based on the physical evidence before her. Mr Chang, keep up the good work. I’m not too sure if there is anyone in our judicial system who is as versed with the Laws of Guyana as Mr. Ian Chang and we must not forget that Mr Chang was once the Director of Public Prosecutions (ag). I’m also surprised that the Honourable Minister Priya Manickchand has commented so definitively on the Henry Greene issue, because if my memory serves me right, she had chosen to stay silent during the Bharrat Jagdeo and Varshnie Singh issue. Even when Ms. Singh went public with certain revelations the then Minister of Human Services chose to be quiet. If Ms Manickchand wants to speak on behalf of the women in this country then she should do it impartially. Randy Persaud

Kaieteur News, as is customary and in what seems like a daily thing, found the PPP government sold its shares in GT&T to a secret Chinese investor for US$30 million. It is corruption when a government tries to secretly sell its holdings in one of the largest local companies without fully informing the public. It is reprehensible. However, beyond the secrecy and the hide and seek, there is a bigger problem afoot here. It comes down to what Kaieteur News has used as its mantra when it exposes this PPP stench of corruption on a daily basis; value for money and proper decision-making. The deal is really US$25 million, not US$30 million, because the US$5 million which the buyers will have to pay will be paid by GT&T at US $2.5 million per year over 2 years. At US$2.5 million per year in dividends, the PPP government would have collected US $25 million in 10 years at a return on investment of 10% per annum, which is very good returns for an established industry such as telecommunications. If that US $2.5 million yearly dividend is reinvested yearly in another venture and earns 10% somewhere else, the investor will acquire at least 200% return on their investment. Now, the Chinese investors will obtain that benefit. The government’s worry about liberalization of the telecom sector is a joke of an excuse. GT&T has a monopoly and will be difficult to dislodge. The PPP played an integral role in preserving that monopoly. What is probably the biggest insult in this fiasco and the most telling insight into the intellectual shallowness of this PPP government and its lack of strategic brainpower, a sense of patriotism and respect for our national patrimony, is the decision to hound the investors to return to the table after they initially said no. It is not only that these narrow-minded thinkers pursued these investors, it is the fact that they decided to relinquish a guaranteed 10% return on an investment after handing out thousands of laptops in the One Laptop Per Family program. How dimwitted could these guys sitting in Cabinet be to think that after handing out laptops to thousands of families in this country with one of the lowest internet penetration

rates in the hemisphere, the people of this country will not eventually want the internet and that GT&T’s virtual monopoly will not be a boon to its stock? What kind of mental mass index is really operating in the PPP government that they cannot see the need to wait until the search for oil is complete before they sell this entire country away for a bag of rocks? Which government in its right mind publicly states that it is enthusiastic about finding oil, yet devalues the assets it holds on behalf of the people, to sell it away for next to nothing to give a foreign investor the chance to get a healthy return? It is simple; if you find oil, the value of GT&T shares will skyrocket within the next decade. Look at the telecoms industry in every major oil country after discovery of oil. Why not wait until you know if oil is found or not before making a dumb deal? Why make yourself a complete fool by giving away the birthright of this country because you lack the acumen and intelligence to see things in their proper perspective? Why not create a public company and publicly sell the shares to the Guyanese people who will benefit from any future rise in GT&T’s fortunes. There are many Guyanese, yes Guyanese, who could collectively purchase these shares. This kind of absurdity when it comes to making decisions involving the people’s money has to stop. When you add backward decision-making to corrupt conduct, you get a constant flow of sewage. This is the problem with the PPP, and not just this deal, but every single deal. These men can’t see beyond their own noses. They don’t think beyond the short term. They can’t see a future because they have absolutely no clue what a future looks like. President Ramotar cannot right the ship because while personally decent, he appears incapable of thinking big picture and is trapped in party paramountcy. He is unsure and still finding his footing and his overt reliance on the sidewinders around him will continue to strangle him. This country will continue to stumble from crisis to idiocy until something or someone truly trustworthy emerges on the scene. I believe Donald Ramotar has to go to war with the Jagdeoites at some point to fix the PPP. In the meantime, the people of Guyana have to wake up to this reckless decision-making that is taking money from their pockets. M. Maxwell

problems, so what is the real origin or cause of hate crimes? It is clearly hatred. But what instigates the hatred? The answer is multidimensional and complex. If it were easy, it would not be a problem and the Earth would be heaven. Mark Stroman was executed last year in a Texas prison for hate crimes he committed against Asian Americans. He misidentified them as Arab in the aftermath of 9/11. In an interview before his execution, he gave insight into the causes for his tragic actions. “I had some poor upbringing and I grabbed a hold of some ideas which was ignorance, you know, and hate is pure ignorance. I no longer want to be like hate, I want to be like me.” “I was an uneducated idiot back then and now I’m a more understanding human being,” But this is all still quite generic – poor upbringing, ignorance, hate, uneducated idiot. He also offered us the real causes: “At that time here in America everybody was saying ‘let’s get them’ - we didn’t know who to get, we were just stereotyping. I stereotyped all Muslims as terrorists and that was wrong.” “No matter what I do or say is going to change the fact that even you are going to view the Muslims as suspect,” “If you get on the airplane and you see one, you might not be wanting to, but you are going to watch that person - we live in different times now, but it’s not right to stereotype them and I’m the first to admit I did that.” This rotten environment – internal and external triggered a man into actions that cost the lives of two innocent people, damaged the sight of one survivor and ultimately caused Mark Stroman to lose his own life. What a heavy price to pay for his own ignorance, the ignorance of 9/11 and the ignorance of the response to 9/11. It is another vicious cycle in which humanity traps itself: the self knowledge deficit.

In this scenario, this is the core issue: George Zimmerman wanted to know what Trayvon was doing in his neighbourhood. Trayvon wanted to know why he was being followed. This communication and this conversation needed to be facilitated before it escalated out of control into what the world has before it today. The conversation is still not happening. We would think that it does not need to happen but clearly it does; until this conversation is facilitated at a community level, it will continue to reoccur as unfinished business and in many different circumstances. For effectiveness, police work needs to be more intelligent, more sensitive to the community and more focused on prevention. The reliance on guns and self-defence and all that is not helpful. Mark Stroman’s legacy is instructive. He said: “I no longer want to be like hate. I want to be like me.” This is another million-dollar question that we are unconsciously grappling with: How to be Me? Do we have freedom in Guyana ‘To be Like Me’? On one level I certainly don’t. Indians in Guyana are constantly living under the weight of judgement: maligned as racist and this is a dangerous stereotype that can lead to justification of all manner of atrocities against

It is about dealing with differences. How many times over in Guyana do we have to confront differences? It is a tremendous challenge and we do not appreciate the difficulty or the delicate nature or the enormous value of the task before us. We just wing it, not doing too badly most of the time actually. ‘Women Reaching Out’ Man chops wife but reasons differ assists 11-year-old The 11-year-old St. Angela’s Primary School student, who needed financial aid to fly to Trinidad and Tobago for an eye surgery, yesterday received $100,000 from a NonGovernmental-Organization, Women Reaching Out (WRO). Yesterday, Pamela Stayers, a representative from the NGO, handed over the cheque to 11-year-old Paula Cottam of lot 127 Trench Road, East Ruimveldt Housing Scheme, Georgetown. She said that her organization, for the past 10 years, has been reaching out to women and children in need of financial assistance. To that, she added that WRO activities and projects are financed through fundraising activities. Paula Cottam visited Kaieteur News with her doctor’s statement which clearly indicated that she was diagnosed with having “a complicated cataract with a blind right eye” since she was seven years old. Recently, she was also diagnosed with “Inferior Retinal Detachment with macula involvement with Development Cataract” in her

A Danielstown mother of three is currently nursing a chop wound to her hand, inflicted by her husband, after she was reportedly caught having sex on the beach with her lover. Simone Ritchie, of Danielstown Village, and her husband, Suresh Prabunauth, according to reports attended the “One for the Road Show” at the Anna Regina Community Centre ground, Sunday evening last. After some time, the report added, Ritchie sneaked out of the ground unknown to her husband and she and her lover went back to Danielstown seawall, where she engaged in sexual activity. It was around 2:00 hours. Her husband who was said to be carrying a cutlass, attempted to chop the man but the lover dodged and the blow landed on Ritchie. The police have since apprehended Prabunauth who is expected to be charged shortly. Speaking from her

Workers at the Le Repentir cemetery yesterday discovered an abandoned silver-coloured Toyota Carina bearing the license plate number PLL 6705 amidst the tombs. The car was stripped and the said workers are speculating that it was a kidnapping since a pair of red

and black boots and a piece of tissue plastered with a reddish substance that appeared to be blood, were found scattered in the car’s proximity. The battery, wheels and tape deck had been removed. Photographs including that of a child were also scattered on the driver’s

seat. When Kaieteur News visited the area, the hood and trunk were open and the gas tank cover was off, indicating that the gasoline might have been siphoned out by the perpetrator(s). The workers noted that the car would have had to been taken there just early yesterday morning. This publication understands that the car is one that is dispatched by Unity Cabs located on Carmichael and New Market Streets. When contacted, a woman who appeared to be the dispatcher, confirmed that they were indeed missing a car and that the driver was at home. She however, refused to give any further details. A report to the East La Penitence Police Outpost revealed that the matter is being investigated. Meanwhile, continuous efforts on behalf of this newspaper to contact the driver of the car proved futile.

Reber, who he had severed ties with a few days earlier, first struck him on the head and then grabbed

his scrotum and began “squeezing as hard as she could.” Naturally, he told officers that he “was in incredible pain when [she] grabbed his scrotum and began digging in her fingers.” The police report indicates that the scrotum area was “completely torn loose from his body.” Reber reportedly “refused to let go of his scrotum,” but that the victim was finally able to remove his balls from her vice-like grip. South Korea says North preparing for nuclear test SEOUL, South Korea (AP) — Recent satellite images show North Korea is digging a new underground tunnel in what appears to be preparation for a third nuclear test, according to South Korean intelligence officials. The excavation at North Korea’s northeast Punggyeri site, where nuclear tests were conducted in 2006 and 2009, is in its final stages, according to a report by intelligence officials that was shared yesterday with The Associated Press. Its release comes as North Korea prepares to launch a

long-range rocket that Washington and others say is a cover for testing missile technology that could be used to fire on the United States. The Obama administration said yesterday it would consider both a rocket launch and an underground nuclear test as highly provocative and leave Pyongyang more isolated. “In each case this would be an indication of North Korea’s decision at the leadership level not to take the steps that are necessary

to allow North Korea to end its isolation, to rejoin the community of nations and to do something about the extreme poverty and depravation that its people suffer,” White House spokesman Jay Carney told a news briefing in Washington. Rousseff said that while expansionary monetary policies in wealthy nations were needed to keep global economic problems from becoming worse, she worried about the unintended consequences for developing countries such as Brazil. Brazilian officials have blamed low interest rates and bond-buying programmes in Europe and the United States

for causing a “monetary tsunami” that has caused liquidity to flow into Brazil, pushing up the value of its currency and making its exports less competitive. “Expansionist monetary policies ... ultimately lead to a depreciation in the value of the currencies of developed countries, thus impairing growth outlooks in emerging countries,” Rousseff said. Speaking at a press briefing shortly afterward, White House spokesman Jay Carney declined to comment on how Obama responded to Rousseff’s concerns. US accused of creating major confusion in Caribbean immigrant programme WASHINGTON - CMC The Inspector General of the United States Department of Homeland Security says senior Obama administration officials have created major confusion for state and local authorities by providing “inconsistent information” about a high-profile federal programme that identifies illegal Caribbean and other immigrants who committed crimes. In a stinging report, Charles K. Edwards charged

that the US Immigration and Customs Enforcement (ICE) has given “mixed messages” about the expansion of the programme, known as Secure Communities. He said this resulted in direct “opposition, criticism and resistance in some locations”. Edwards included in his report a chronological roster of what he deemed to be misstatements and conflicting documents issued by ICE officials — including the

director, John Morton — about whether states have the option in adhering to the programme. The Inspector General said while ICE indicated during 2009 and 2010 that the programme was voluntary, officials eventually settled on the position that states could not withdraw. The report found that the officials failed to set clear policies internally and “missed opportunities” to clarify the situation. Confused by what they perceived were mixed signals from ICE, several state governors, including Illinois, Massachusetts and New York, expressed interest in withdrawing from Secure Communities. Many immigrant groups have also expressed outrage about the programme, claiming that it merciless results in the deportation of illegal Caribbean, without criminal records, and breaks up immigrant families.

Mr Lackin says he will ask Dutch Foreign Minister Uri for access to these documents. Lackin says the Dutch files could hold crucial information. Some theories allege Dutch involvement in the 1980 coup led by Desi Bouterse in the Netherlands’ former colony. The Foreign MInister described it as “striking” that

the Dutch government should recently have put the documents about Suriname in the 1980s under a 60-year embargo. Lackin also said he did not expect that Suriname would face international consequences in response to the amnesty law. He said that the fact that the Netherlands has recalled its ambassador was usual diplomatic practice but not a “serious thing”. Taiwanese head of state to visit Caribbean countries TAIPEI, Taiwan – Caribbean countries that maintain diplomatic ties with Taiwan can expect a visit from the nation’s president sometime soon. The Caribbean nations of Belize, the Dominican Republic, Haiti, St. Kitts and Nevis, St. Vincent and the Grenadines (SVG), and St. Lucia recognise Taiwan as an independent country, which China says is a renegade province and has not ruled out the use of force in its quest for reunification. Taiwan’s President Ma Ying-joeu told reporters on Saturday that when he took office four years ago, he decided to visit all of Taiwan’s 23 diplomatic allies and hopes to visit those in the Caribbean sometime in the near future.

Ma was speaking inflight during a 12-day, three-nation trip to Taiwan’s diplomatic allies Burkina Faso, The Gambia, and Swaziland — his first trip to Africa since becoming president in May 2008. Ma’s announcement of his plans to visit the Caribbean came less than one week after the opposition leader in SVG reiterated his party’s support for his country’s continued recognition of Taiwan even as the relationship between Taipei and Beijing has improved over the past four years. “I will simply say this, at the present time, I am sure that various parties are examining that situation. Son of failed coup leader questions his father’s appearance before Commission of Inquiry PORT OF SPAIN, Trinidad - CMC - The son of Yasin Abu Bakr, who led an unsuccessful coup against the Trinidad and Tobago government in 1990 is questioning why a Commission of Inquiry wants his father to appear before it, even though it is aware that a matter in the High Court that could prove prejudicial to his case. “So apart from being physically impaired from actual going to the sessions…it does offer serious prejudice to the upcoming terrorism matter and these arguments have been put before the court on numerous occasions,” said Fuad Abu Bakr. Speaking on a local radio station here yesterday, the

younger Bakr said that a “jury is going to sit on the matter and you can’t escape the fact it sensationalises the entire environment about the event and that will prejudice the matter”. Bakr, 67, faces charges of promoting a terrorist act, sedition and four other offences arising out of comments he made during an Eid ul Fitr sermon in November 2005. The trial has never really started because the Muslim leader is ill. Last week, the fivemember Commission chaired by prominent Barbadian jurist, Sir David Simmons, ordered the Commission’s lead Counsel Avery Sinanan SC, to write Bakr giving him a 14-day deadline to make an appearance before the

Commission. Bakr led more than 100 members in storming the Parliament and the lone television station in a coordinated attack hoping to overthrow the then ANR Robinson administration. At least 24 people, including one legislator, Leo Des Vignes, were killed during the six day insurrection that ended on August 1. Bakr and his men were tried for treason, but the Court of Appeal upheld the amnesty offered to secure their surrender, and they were released. However, The Londonbased Privy Council, the country’s highest court, later invalidated the amnesty, but the Muslimeen members were not re-arrested.

THE PRESIDENT NEEDS HELP It is time for the President to act. He has before him serious allegations of maladministration, at the least. He himself has expressed some sentiments on this issue; it is now time for him to show that he means business. It is by no means an easy task facing the president. But it has to be done because his political future is at stake. If he undertakes an objective survey of attitudes towards the PPP he will find that even the most ardent supporters of the PPP are disgusted by what happened during the final years of the Jagdeo administration. The president will discover that the supporters of his party despise what they perceive as corruption under the previous administration and more so because they believe that the tentacles of this corruption reach very high in the government. The president must not deceive himself into believing that because the opposition has shown its true colours in parliament that his supporters are simply going to rally behind the PPP at the next elections. He must not believe that it is automatic that the supporters of the PPP will restore the PPP’s majority simply because of the attitude of the opposition or because he, the president, be seen as incorruptible and sincere. The supporters want him to do something about the corruption that denied the PPP a majority in parliament. They also wish him to do something about the attitude of certain Government Ministers, including those who cannot control their

drunken behaviour, their womanizing and talking down to the public. In short what the supporters of the PPP want from the president is for him to act on corruption and to urge greater personal discipline from erring members of the government. Then there are also the issues of wastage, squandermania and inept management. The public is displeased by the silence of public officials instead of those public officials responding to criticisms of damning reports in the media. The government cannot simply ignore adverse publicity even if the reports are not true. They have an obligation to respond. To the president’s credit since he has taken over there has been a greater move to be more transparent about government deals. However, whenever criticisms are made of certain arrangements there is a tendency for the government to become defensive. The president has however been very forthcoming. When he was told recently about the cost GPL incurs to rent generators relative to the cost of importing a new one, he was reported to have said that if the reports were true then it is a matter of concern. If it is a matter of concern and if he is one who has said that it is a matter of concern, then it is incumbent on him to take the necessary steps and to announce to the Guyanese people that action is being taken. The president seems to shun the limelight and seems to prefer to do his work quietly and away from the

The president cannot chip away at this solid wall of corruption because as he chips away, those involved are backfilling at the same time. The backfillers are

powerful, too, and they have the support of their influential paymasters. The president therefore has to understand that the task he faces is too much for him alone and that there are not many within the government that he should rely upon. As such, he has to seek assistance from persons outside of government who are willing to help without feathering their own nests also. There are many such persons. There are many persons who believe that Donald Ramotar is a decent, honest man and that it will take such a man to deal with the problems of this country. But these persons also know that it will take more than decency and honesty to set the

system right because the forces that are aligned against any campaign to root out corruption, wastage and squander mania are small but extremely powerful. As such, the president cannot do it alone. He needs help. But before persons are going to come forward and help, they need to see some action from the president beginning with the rental of the GPL generators and the purchase of that hydroclave to dispose of medical waste.

DHB closing for six days to marine traffic from April 29 - to change hydraulic span Demerara Harbour Bridge

The Demerara Harbour Bridge (DHB) would be closed to ocean going vessels for six days from April 29. This is to facilitate the removal of the old hydraulic ramp and the installation of a new one, says Rawlston Adams, General Manager of the entity. The hydraulic ramp is the section of the retractor span that lifts off the acceptor span, allowing the bridge to retract to facilitate the passage of large ocean going vessels. According to Adams, the date to begin this operation was decided upon following a meeting with the various companies that would be affected by the bridge’s closure to marine traffic. He explained that essential cargo such as fuel is transported via water to

various companies, including Guyana Power and Light at Garden-of-Eden, East Bank Demerara. As such, another meeting would be held on April 24 to further discuss the stock levels of companies. Taking into consideration that the DHB is the primary means for persons, goods and services to access the West Bank and West Coast Demerara, management has planned this operation differently from the previous one done 15 years ago. Adams noted that the previous operation took two weeks and was closed to both vehicular and oceangoing vessels. However, management is aiming to complete this operation in six days during which the bridge would be open to vehicular traffic. Nonetheless, vehicles

would be restricted on one lane by the retractor span. Cognizant that there would be severe traffic congestion during peak hours, Adams stated that works would be carried out at nights and during the ‘slow period’ of the day. Recently, the bridge undertook the first phase of this operation with the bridge’s Engineers rehabilitating the acceptor span. Adams related, “We had to lift the bridge proper off of the panels-- remove the six broken panels because if

those panels were not changed it would have caused further deformation of the roller guides that accept the bridge when it is retracting…This is very important because it is the heart of the bridge that keeps marine traffic going.” That operation was slated for six hours but it was completed in four and a half hours. He noted that management is pleased with the response of the traveling public to the alerts sent out informing them that the bridge would have been closed for six hours.

It must have been the lowest point in her expectation of the performance of the protégés her parents left in charge of Guyana when Nadira, the daughter o f t h e J a g a n s denounced the lifestyle and low standards of the present leaders of her parents’ party. Here are the words of Mrs. Nadira Jagan-Brancier that though welcomed, have to be contextualized. She said; “My parents’ honesty and integrity were of very high standards but unfortunately do not exist or I don’t see it in many of the leaders of the party and government.” It is doubtful that her

words would change anything. The party her parents left is a practising governmental dictatorship worse than anything her parents fought against both in colonial times and against the PNC under its founder Forbes Burnham. But the question that begs to be answered is, if she had spoken out earlier could she have affected changes? It is the second question that must be asked; why did she wait so long and after the 2011 election to speak out? Like her brother, Nadira Jagan’s outspokenness has a convenient twist to it. Her brother regaled the viewers of CNS channel 6 with years of

PPP denunciation. Then when faced with a resurgent PNC and a dynamic third party, the AFC in an election battle where his parents’ outfit looked set to lose, he jumped ship and not only crawled back into the cocoon from which he evolved but went on to engage in personal mudslinging against a virtual Guyanese institution, Moses Nagamootoo. Nadira Jagan could not have been so blind as not to see how kleptocratic, depraved and criminal her parents’ protégés were. Her mother had to tell her about it. Her mother went into the home of a certain Minister in Pradoville just three

years after the PPP came to power. When she saw the resplendence, she walked right out. She knew the woman she nurtured in the PPP was a terribly corrupt Government Minister. But Mrs. Jagan, at that time the de facto President, did not fire this monster. Then there was the case of the infamous fence. Mrs. Jagan visited the home in Cummings Lodge of one of her underlings that she literally brought up in her own home, one who was now a Cabinet member. This was again three years after the PPP came to power. When Mrs. Jagan saw the newly constructed fence, she

was livid. She said the fence had to cost more than a million dollars. Mrs. Jagan and Cheddi Jagan in 1995 had come to the conclusion that they reared some Draculas at Freedom House that were happy to suck the blood of the Treasury. Nadira Jagan should have been at the Critchlow Labour College on Thursday night to hear a budget analysis by Mr. Carl Greenidge. Speaking on corruption, M r. G r e e n i d g e t o l d h i s audience that when President Jagan discovered corruption at the highest level at the M i n i s t r y o f Wo r k s , h e appointed Mrs. Jagan to investigate and that was the end of the affair. The point is that Dr. and Mrs. Jagan knew that the government that they fought so hard to win from the PNC had now made the former PNC Government look like a baby in the candy store. I agree with Nadira Jagan – her parents were not corrupt people, not at all. The same one can say for Presidents Burnham and Hoyte.

Frederick Kissoon The PPP did an immense disservice to the family and relatives of Forbes Burnham when they accused the founder of the PNC as being a corrupt President. That was nasty propaganda. Mr. Burnham was too mean a patriot to allow stealing by his Ministers. He would grant you a lease but never title over state lands. He believed Guyana’s resources should not be in private hands. We all owe Burnham an apology for suggesting that he was a corrupt President. So why did this daughter of two former Guyanese Presidents wait until 2012 to denounce the vultures her parents left in charge of Guyana? Like her brother, she didn’t want to take the chance and topple the mango cart before the elections. The PPP is her parents’ party. Her parents’ party is in government and that is where she and her brother want it to be. Of course nothing will change. The vultures she denounced w i l l q u i e t l y whisper among themselves that she should stay in Canada where she belongs. In concluding, one would hope that in a quiet moment, this daughter would reflect on the people her parents groomed for all these years. Surely, Dr. and Mrs. Jagan cannot escape blame. They gave Guyana to Bharrat Jagdeo.

Man in hammer beating case to surrender on condition The man accused of beating his lover with a hammer has promised to turn himself over to police but only after his girlfriend, Eureka Garraway, is fit enough to be discharged from hospital. In a brief telephone interview with Kaieteur News yesterday, the man said that he would visit the police in the company of his attorney. He said that his reason for delaying his surrender is because he wants to ensure that the victim does not die. He declined to comment on the allegations that he inflicted the injuries on Garraway. The accuser is well known

for dressing up in outrageous outfits, including baby’s diapers, at cricket matches. Eureka Garraway, 38, was found in a relative’s Non Pareil, East Coast Demerara residence, unconscious and bleeding profusely from head injuries last Wednesday. She had reportedly been slashed as well as beaten with a hammer. She is being treated at the St. Joseph Mercy Hospital. A niece said that Garraway sustained cuts to her head which required more than 100 stitches. The brutal attack also reportedly left her with two broken fingers. The niece also claimed

that Garraway’s attacker, contacted relatives by telephone and threatened to harm them. However the man said that he never threatened anyone. He said that he did call one family member but that was to enquire about the welfare of the victim. According to the niece, Garraway was visiting a sister-in-law at Non Pareil last Wednesday when her lover arrived. He reportedly remained on the verandah while Garraway and other relatives gathered in another section of the house “laughing and drinking together.”

Famed Guyanese-born pianist De Souza dead at 77 Trinidad (Trinidad Guardian) - Guyana-born international musician Dennis De Souza has died. De Souza, who was known among his Caribbean counterparts as a famed Caribbean pianist, died on Saturday in Canada, after battling with Parkinson’s disease. He was 77. In a Guyanese article on Saturday, it stated that De Souza, of Mahaica, East Coast Demerara, died at 8.18 am in his sleep at the Credit Valley Hospital, Toronto, where he had been a patient for the past two weeks. The report also stated that the veteran musician, who last performed publicly 18 months ago, was suffering from Parkinson’s disease and in recent weeks, pneumonia. His two sons and a sister were at his side at the time of death. De Souza’s wife died two years ago. The article recounted the early days of De Souza and how he fell in love with T&T. De Souza, who had an innate ability for music, started playing at the tender of age of nine years and completed a three-year music course in seven months. De Souza loved to play music by Pat

Cow miner accuses police of bribery A police officer, who was supposed to investigate an unusual incident was on Saturday accused of bribery after he sent away a bus well packed with illegal beef from an abattoir at Mon Repos, East Coast Demerara (ECD). The officer who is assigned to the Turkeyen Police station claimed that he sent away the bus because he did not want the meat to spoil. According to information reaching this publication, Chetram Rambarran, of 314 Block Y, Cummings Lodge, ECD, woke up early Saturday morning only to discover that

The police were summoned and Rambarran left the abattoir to get his documents to show the police but minutes after he returned, the bus disappeared. When he questioned the officer as to why he sent away the bus which had contained the suspected illegal meat, the officer told him that he was afraid that the beef would have spoiled. “Since then we ain’t hear anything from the police or anybody. But I found out that the cows were killed in the same village because I went and saw the guts and blood,” the owner lamented.

Concerns that enough is not being done for the disabled faction of the society have been amplified by a number of organisations for the disabled following the unveiling of the 2012 budget two Fridays ago. However, Minister of Education, Priya Manickchand, has asserted that “the budget might not be the best guide to determine what it is we are doing for some areas. It would be more actions...” The Minister has cautioned that persons should be a bit more careful when considering the 2012 budget, adding that “using the budget or specific lines in the budget to determine what we are doing for a particular group” may not be the ideal thing to do. For instance, the Minister pointed out that even when it comes to addressing the needs of women all such details are not outlined in the budget. “Maybe we need to get there at some point but right now we don’t budget in a way that says exactly what we are doing for women. When we provide water, roads and schools that are close to your homes these are services for women too but they are not cost in the budget as what we are doing for women.” Similarly, the Minister said that she has been urging people to be careful when it comes to the budget,

particularly as it relates to disabled people. “You don’t see next to education ‘X’ dollars for disability needs or for the children who are disabled or for parents who have disabled children.” According to the Minister, even before the reading of the recent national budget she had devised a plan to hear from parents, students and teachers as it relates to what more can be done to serve their needs. “You won’t see a cost for that in the budget but we are going to start consulting on how we are going to better serve our disabled persons in the education sector.” More than $26 billion has been allocated to the education sector this year to cater to immense plans. Among these, according to Finance Minister, Dr Ashni Singh, will be special emphasis directed to those who are differently abled with a view of empowering them to achieve personal fulfilment thus enabling them to make a productive contribution to society. He noted that “we have budgeted for the construction of an annexe at the Ptolemy Reid Rehabilitation Centre which will cater to 60 differently abled students and will be equipped with the essential sanitary facilities, furnishing, and a computer room.” Further, the training facility will be rehabilitated so

Aimed at improving the delivery of special education in the public education system, the Ministry is looking to incorporate the expertise of two teachers who are currently completing Masters Degrees overseas in the area of Special Needs Education. This is according to Chief Education Officer, Olato Sam. He said that among a list of 10 areas of focus currently gaining the attention of the Ministry, Special Needs Education is situated prominently. According to him, the Ministry has recognized that there is a lack of trained teachers in this area. As a result, when the teachers in training return it is expected that their knowledge-base will be utilized with a view of training other teachers. “Once those teachers come back into the system we will try to use them to get a larger mass of teachers with those skills and hopefully what will happen now, is that the teachers in our mainstream schools will be trained to recognize pupils who have specials needs, so we will be doing the necessary referrals in some cases, and where cases are mild even address those needs within the structures of the classroom.”

Lethem Hospital not functioning Urgent sea defence to residents’ expectations works needed at Craig Garbage takes over the road’s shoulders

Craig residents fear that their houses and surroundings may be severely flooded by overtopping from the Demerara River if the collapsed timber revetment near the East Bank Demerara Public Road is not fixed soon. According to residents, a few years ago Government executed sea defence works in Craig behind some houses but a significant section which borders the shoulders of the public road begs to be repaired. “Whenever there is spring tide the water rises above the collapsed revetment and penetrates to

the shoulder of the road causing erosion…Sometimes the water beats over the good part and floods the area,” a resident said. The man emphasized that the impact from the collapsed revetment is putting pressure on the section that is still standing. Moreover, the existing revetment does not have sufficient dirt to hold it, making the structure vulnerable. The residents also lashed out at the Craig/Caledonia Neighbourhood Democratic Council for allowing the huge garbage pile up on the road’s shoulders. They admitted that some residents are guilty of

dumping their garbage there but stressed that the Council is not proactive in cleaningup the area. “It deh big on de news that we getting a big tourism conference and when dem same people pass and look out de window dem gon see dis nastiness…Dis is ah eye sore,” a resident said. Residents also complained that the area’s bus stop is being misused by vagrants and delinquents. They stressed that at nights the bus stop is converted into a ‘junkie hotel’. As such, during the day it has a high stench of stale urine, sweat and marijuana.

Parika Health Centre in dire need of repair - Residents

Some of the unused, new equipment thrown aside in the toilet area of the Lethem Regional Hospital Though millions of dollars have been spent to establish the Lethem Regional Hospital, residents are complaining that the services and treatment being offered to them are far from acceptable. Some are complaining that while the hospital is being touted as a “State-of-theArt” facility it lacks proper staffing and does not offer some services which residents expect. Reports are that the health facility currently has no Chief Executive Officer (CEO) and that its previous CEO was only stationed at the hospital for five months after which he returned to Georgetown. While there is a hostel for the accommodation of its staff, the hospital has no matron or ward sister and no surgeon in house in case of

emergencies. The theatre and x-ray department is said to be functioning however, it is hardly used, if ever. Patients in need of surgery are usually flown to Georgetown or are sent to Brazil. One man told Kaieteur News that it is often an inconvenience to travel to Brazil for surgery and that relatives often fear for the safety and lives of their loved ones. “When you reach Brazil they don’t understand your language much and you don’t understand theirs. Many times when patients go there they die. The language barrier is important. We need a surgeon visiting here or something,” he complained. The residents also complained that the attitudes of the nurses also need to be

corrected since they are in a “people friendly” environment. “The nurses there are so rude and unpleasant because when you go they have attitudes like if you begging them to do favours and as if they are not being paid. If they don’t want to work why did they enroll for the job in the first place? “The hospital is for sick people and people who need care so if they can’t be nice or pleasant what are they there for?” questioned an elderly woman. “The hospital equipment is being scattered around; they don’t have any proper inventory system there. Some of the stuff are just thrown around on the floor and even thrown into the toilet area,” added one patient.

Govt. to penalize private hospitals for not registering births

Government is warning private hospitals that they will be penalized if registration documents of births of newborns at their respective institutions are not handed over. Hospitals keep records of births but often refuse to hand these over for the patients to obtain birth certificates for the newborn. This declaration was made at the level of Cabinet and was revealed by Cabinet Secretary, Dr. Roger Luncheon, during his weekly press conference, Thursday. “The evidence was accumulating that confirmed the registration of births was being denied at these private health facilities…Cabinet

vowed to eradicate the practice keeping in mind that birth registration is a constitutional protected right of Guyanese….Private health facilities that are withholding registration of births that occurred in their facilities will be dealt with,” Dr. Luncheon explained. Under the Health Facilities Licensing Act, the Ministry of Health has the power to check and ensure that private hospitals are adhering to the regulations, failing which penalties will be instituted and the licences can be revoked. According to the World Health Organisation (WHO), in comparison to the rest of the world’s healthcare

systems, Guyana ranked 128 out of 190 countries. The public sector is the major healthcare provider in Guyana, although in recent years there has been an increase in the number of private providers. The Ministry of Health (MOH) is responsible for the effective operation of Guyana’s healthcare system. This includes establishing regulations, determining national health policies, developing legislation, building healthcare facilities and to ensure that the provision of healthcare services meet a reasonable standard. The Government primarily financed the public healthcare services.

Apicultural society wants 1000 beekeepers with 100,000 bee colonies By Lin-Jay Harry-Voglezon At the honey show last Saturday at Muneshwer’s Water Street pavement, Secretary of the Guyana Apicultural Society, Aubrey Roberts, said that the local honey industry requires at least 1000 beekeepers to satisfy the local market and come close to even Jamaica, the Caribbean’s leading honey producer, within five years. “Our per capita hive ratio is low, approximately 4.5 hives per keeper ...For the industry to take off we need about 1000 bee keepers with approximately 100 hives per keeper” he said. Karl Persaud, the chairman, noted that Guyana produces approximately 30,000 pounds of honey per year but the domestic market requires approximately 300,000 pounds. He added that besides Uttar Pradesh, an Indian State, Guyana, is the only other place whose honey is organic. “There is nothing artificial about Guyana’s honey, no genetic modification, no corn syrup, no maple syrup, no chemicals, no pesticides, no medications, no diseases, no pests….and our honey is in demand internationally as far

as Yemen” , he remarked. He added that Guyana is unable to respond to international demand essentially because the industry is unable to access desired quantities of land and financing. In narrating a number of frustrating experiences in his tries to get land, the chairman indicated that the decision makers seem not to understand the essential connection between a thriving honey industry and the rest of the agricultural sector. Increased agricultural production of citrus and cash crops for example, requires among other things, increased rates of pollination which are done through the work of bees. He suggests that in planning for increased production land for bee hiving should be allocated within proximity of other agricultural lands, for the rate of pollination is determined by both the proximity and population size of bees. But there is concern that such a policy would make other farmers uncomfortable as there seems to be a general fear of bees, particularly the Africanized Honey Bees known as ‘Killer Bees’ and the most prolific honey

An Africanized Honey Bee is not aggressive but ultra-defensive; it attacks only when disturbed. The key, according to one keeper, is to know how to handle bees. He suggests that instead of disturbing bees one should smoke them. Bees are afraid of fire, Roberts said, so on the encounter of smoke their communication within the hive is disrupted and they concentrate on protecting the queen rather than defending their hive. Yet once disturbed they cannot be controlled. A senior source within the Ministry of Agriculture who preferred to be anonymous expressed that the Ministry recognizes the critical value of the honey industry to the agricultural sector and would like to be more supportive. But the Ministry is currently caught up with the cattle industry and has to invest substantially in creating new cattle pastures since the housing drive has taken up most of the traditional pastures. In the meantime efforts are made to facilitate greater representation of beekeepers in the Ministry, the source said. One in custody as police hunt suspected killers A taxi driver is in custody and about five more persons are being pursued as police continue their investigations into the brutal murder of Lord Edwards, called Junior or Rastaman, of Edinburgh Village, East Bank Berbice. Edwards died Thursday morning at Edinburgh Village, East Bank Berbice. . Edwards 43, formerly of King Street, New Amsterdam and said to be mentally unstable, was found dead in a pool of blood in a yard not too far from where he resided. According to information

the man had an altercation earlier in the morning with a taxi driver who had taken his car to a mechanic workshop in the village. Edwards allegedly went into his yard, picked up a piece of metal and charged the driver who allegedly sought refuge in the mechanic shop. It is understood that the driver also had a knife. After a while the argument ended. It is understood that the deceased was later attacked by a group of men who entered his yard and slashed, stabbed and severely beat

him. The men were then seen by residents leaving the yard while concealing weapons in their waist. They were allegedly taken to the location by a car and also left by the same means heading towards New Amsterdam. The now dead Edwards is said to have suffered injuries to his neck, forehead, chest, rib cage and other parts of his body. The body is at the New Amsterdam Hospital. A post mortem examination is expected to be performed soon.

E’bo rice farmers owe $150M to WUA A number of Essequibo Rice farmers reportedly owe in excess of $150M dollars in revenues to the Water Users Association and to the Neighbourhood Democratic Council, for the past 15 years. This revelation was unearthed after research was conducted by AFC councillor, Mr. Archie Cordis. Cordis noted that rates have to be paid between January 1 and March 31. Failing to do so, Cordis said, will result in farmers having to pay an interest of three percent. Cordis added that prior to 2007; the local NDCs would

collect the monies on behalf of the Drainage and Irrigation department for a 15 percent commission. The AFC councillor is contending that although there is legislation obliging rice farmers to pay their dues to the Water Users Association, the law has not been forceful in prosecuting delinquent farmers. However the WUA can prosecute “delinquents” through the courts, under the Drainage and Irrigation Act 2004. Cordis said that the NDCs are also culpable of owing millions of dollars to the Drainage and Irrigation

department which also has the authority to place delinquent farmers before the courts. “I feel that it’s not a case of affordability but should be made a priority and I feel each case should work on a one on one basis.” Cordis is suggesting that they waive interest accumulated on the outstanding arrears and work out a payment plan with individual farmers so that they can bring the account to a required level. The AFC councillor is contending that there must be a system where persons should be made to pay.

Man jailed for injuring relative Jason Ellis, of Bermine Scheme New Amsterdam, Berbice, who is known to the authorities and who was accused of injuring his cousin in his head after he was accosted for smoking drugs, was on Thursday sentenced to six months in jail by Magistrate Adela Nagamootoo. The sentence came when Ellis appeared before her at the New Amsterdam Magistrate’s court and pleaded guilty to the charge

of unlawful wounding. The case for the prosecution as presented by Inspector Jairam Ramlakhan is that on Wednesday March 22, last, at Bermine Scheme New Amsterdam, Ellis maliciously and unlawfully wounded Andre Hunte. According to the prosecution, the accused and Hunte are relatives; and Ellis is a regular user of narcotics. On the day in question the victim was in his usual habit of smoking

when he was asked by Hunte to desist. Hunte subsequently put him out of the yard. The two men became engaged in a tussle and Ellis picked up a stick and struck the defendant in his head. Hunte collapsed and had to seek medical attention. The matter was reported and the accused was arrested and charged. In court he pleaded guilty and was subsequently sentenced.

Lambert fired up by prospect of fifth straight title Jamaica’s captain Tamar Lambert believes that beating many-time winners Barbados to snatch a fifth straight West Indies Cricket Board (WICB) four-day title would be the perfect icing on the championship cake. According to Lambert, going up against the traditional powerhouses adds greater significance to the task at hand, but he said his team will have to focus on playing the “better cricket” over the course of the match. “It’s a big occasion with us wanting to win five straight and I’m sure Barbados will keep that in mind. That makes this final a bit special, but at the end of the day it will be four days of cricket and the team which plays the better cricket will come out on top,” Lambert Friday. The sides will meet, starting next Friday at Sabina Park in Kingston, after recording big wins in respective semi-final encounters last weekend. Jamaica beat Guyana by 133 runs at Sabina, and Barbados defeated arch rivals Trinidad & Tobago by a 227-run margin at the Queen’s Park Oval in Port of Spain. In the championship match, the teams will vie for the Headley/Weekes Trophy, which is named after cricketing icons George Headley and Sir Everton Weekes. Ironically, Headley was a Jamaican born in Panama, while Weekes is Barbadian. The formidable Barbados team of yesteryear shared the regional title with Trinidad & Tobago in 1976, and solely charged to four wins between 1977 and 1980. Jamaica, sailing on the crest of four straight championships, are in a dominant patch of their own and have crushed all challengers so far this year. The win in the semis marked Jamaica’s seventh straight after easing to six victories during the preliminary stage.

The 30-year-old Lambert, arguably Jamaica’s finest ever four-day captain, cautioned against any complacency which may set in, given the team’s perfect record this season. “It’s outstanding that we have won seven straight matches, but we have more work to do against Barbados. It should be a good game against them and it will be tough. “We beat them before, but that is behind us. This is a do or die clash just like it was in the semi-finals against Guyana,” said the stockily-built middle-order batsman. He expressed one concern that he has heading into the grand finale. “In the semifinal we didn’t bat well, though it was a difficult pitch to play on at times. The fourth over of Mumbai Indians’ innings bowled by Steyn saw him showcase his wide range of deliveries including good length, slow ones, bouncers and a slightly short delivery. The young left-arm spinner Ankit Sharma (0-18) also kept things tight at the other end and conceded only nine runs in his first three overs. The introduction of Christian into the attack though eased the pressure on Mumbai Indians as Rohit hit him for a boundary and a massive six over deep extra cover in his first over that cost the Chargers 14 runs. Rohit was also lucky when on 23, his attempted heave over midwicket off an Anand Rajan delivery just evaded a diving Steyn at third man. Cricketer Yuvraj Singh, who underwent treatment for cancer in the United States, has returned to India after three months. He underwent chemotherapy at a hospital in Indianapolis. Doctors say Yuvraj, 30, is expected to make a full recovery and resume his cricket career. His health deteriorated during the World Cup last year, which India won for the first time since 1983. He was diagnosed with a rare form of cancer, called mediastinal seminoma. Yuvraj spent a couple of weeks recuperating in London after finishing his treatment in the US. ‘Immense joy’ He landed in the Indian capital, Delhi, on Monday morning and was met by his mother, Shabnam Singh. As the cricketer stepped out of the airport wearing a red cap, he was mobbed by reporters and photographers. “He is absolutely fine,” his mother Shabnam Singh told reporters. “It’s a moment of immense joy, it’s like we have won the World Cup again.” Earlier in his treatment,Yuvraj

wrote on the micro-blogging site Twitter that he was feeling “better” after receiving a message of support from cycling legend Lance Armstrong. Armstrong, who was treated for testicular cancer, runs a foundation for cancer survivors. Yuvraj played his last international match in November 2011. He was the man of the tournament in last year’s World Cup, helping his country win the trophy for the first time since 1983. On his performance in the World Cup, Yuvraj said in a video message to his fans last week that he “bowled well throughout and my fielding was bang on target”. The Indian cricketer also spoke of his cancer diagnosed soon after the victory in April. “I didn’t expect to land up here after the World Cup, but that’s life,” he said. “Now I’m treated and absolutely fine.” “I’ll be back to normal health soon and look forward to playing for India,” were Yuvraj’s closing words on the video message.

Ex-FIFA head Joao Havelange back in intensive care SAO PAULO (AP)— Doctors say former FIFA president Joao Havelange has suffered a heart problem and is back in intensive care. The Samaritano Hospital says the 95-year-old former IOC member is in serious condition on Monday as he is also struggling to breathe. Havelange was hospitalized on March 18 for septic arthritis, a serious

bacterial infection that affects joints. But he responded well to antibiotics and had been out of intensive care for the past week. Havelange was president of FIFA from 1974-98. He resigned from the IOC late last year citing undisclosed health reasons, avoiding a possible suspension for allegedly taking kickbacks from former FIFA marketing partner ISL.

categories as Pomeroon connection sizzle By Franklin Wilson It is not often that the Belle clan are subjected to being second best, but this year’s Bartica Easter Regatta will go down in history as one of the most exciting year’s with the Pomeroon duo of Clint and Neil Gonsalves combining to whip the powerful Belle’s after two days of breathtaking races. Clint Gonsalves was unstoppable as he won the category champion awards in the 25-40HP aboard Nitrousic and 75-90HP piloting Miracle. Neil Gonsalves, in charge of Czyzie Boy 2 emerged as the king among the ‘Big Boys’ in the 225 to Unlimited class; displaying explosive and devastating form on the final day, blowing away the challenge of all the big wigs including fierce rival Dave Scott in command of Jaguar. Stephen Belle ensured that the Gonsalves did not make a clean sweep of the champion driver awards as

he stood tall in the 115200HP division to end as the winner, thus ensuring that some of the silverware remained in Bartica. For a long time to come, discussion among fans and competitors alike would centre around the turbo like performance of Neil Gonsalves in the 225 to Unlimited class. With every passing race Czyzie Boy 2 seemingly developed more speed. His performances on another beautiful, sunny day were all the more sweeter, since he did not even feature among the top three on dayone. B u t y e s t e r d a y, h e {Neil}came with a plan and was pin point in his execution, winning all four 225 to Unlimited races dismantling the opposition including Scott, Randy Belle, Clarence Belle and Jerome Parks. just unstoppable. The final race in this category saw Gonsalves lapping the entire field to end this year’s Regatta in style. Scott unfortunately had to exit this event after hitting one of the circuit markers on the third turn. As if possessed, Gonsalves went on to lap the entire field which included Czyzie Boy

(Jerome Parks), Wave Runner (Randy Belle) and Tatianna (Stephen Belle). In the previous event for the big boys, Gonsalves was again in destructive form when he lapped the field again with Jaguar also emulating him. Clint, was also clinical in his two categories, he continued where he left off

from day one to notch up four wins in the 75-90HP, he won the only 25-40HP on the day while also claiming one first and two second places in the 115-200HP race also aboard Miracle.
