Welcome to Orlando and the 13th edition of WATS! WATS 2010 is occurring at a time of considerable change in our industry. With unprecedented public, political and regulatory scrutiny, we have a unique opportunity – and responsibility – to ensure that the change we are experiencing both maintains and furthers the safest transportation system on the planet. The air transportation industry has always been characterized by highly talented men and woman driving technical, training and regulatory consensus. That consensus has ensured a level of comfort, safety, and international economic benefit that is unprecedented and often ignored in the aftermath of the rare accidents and incidents. But when those rare incidents occur, the players step up and learn as quickly as possible, so as to implement any needed adjustments and re-calibrations. That feedback loop, whether it is in aircraft design and engineering, technical operations, or training, is one of the hallmarks of the industry and one of the drivers of its remarkable safety record. Certainly the aviation training industry itself is in the midst of a degree of adjustment and re-calibration, particularly here in the US. Most of us who have been participating these past decades want to ensure that the adjustment is performed while maintaining a clear understanding of how we arrived at this moment in time. What are the critical issues and how can they be addressed without throwing the baby out with the bath water? To what degree are these training issues international in scope, and what kind of organizations and cooperation levels will be required to solve them? Are there any societal or demographic elements that are beyond our ability to address? To help answer these questions, this year’s WATS conference program is designed to ensure that the critical players are being heard from, whether it’s through participation directly in the conference as speakers, conducting side meetings, or leading breakout sessions. These include the FAA, ICAO, RAA, ATA, ALPA, and AICC. And for the first time the Southern California Safety Institute (SCSI) is jointly delivering the Cabin Crew Training conference track with us. We are particularly pleased at the level of FAA involvement, from the Administrator’s Keynote, through to representation in most of the conference tracks and breakouts. The Agency is playing an important role in the Maintenance Training track as well as the Regional Airline (RATS) pilot training track. And amongst the breakouts, the National Simulator Program (NSP) will conduct their now regular briefing session. The overall theme of WATS 2010 is “Optimizing Training Technology and Technique in a New Era.” This encapsulates what we hope to help achieve this week here in Orlando. Our speakers and breakout session leaders represent this industry’s “best and brightest.” They will provide you with the information and perspectives you need to plan for the on-going recovery, improve safety, and increase your bottom line. Across these three days, you can expect many dynamic conference presentations and I am proud to note two of my CAE colleagues will be presenting papers this year – one on airline pilot selection and provisioning (Tuesday at 1400, pilot track, “New Training Paradigms”) and another on the evolving technologies of technical training (Wednesday at 1145, maintenance track, “Role of Simulation Technology”). Even more important, the representatives of CAE and I are here to listen to you about your organization’s specific training requirements and challenges. Dear Colleagues, I would like to welcome you to the 2010 World Aviation Training Conference and Tradeshow. As we maneuver through these challenging economic times, we are conscious of how critical it is for us to work together to find solutions to our industry’s diverse issues. This event provides each of us the opportunity to share ideas and discuss possible solutions for our individual and collective success. Since the last WATS meeting, we have achieved a number of milestones. The 787 is well into its test program and on its way to a first delivery by the end of the year. As the official training provider, we have completed the first training for ANA technicians who will maintain this game-changing airplane and pilot training is scheduled to begin in third quarter of this year. The 747-8 has also entered the flight test program and we look forward to begin training crews late this summer. I am sure you have heard by now that Alteon has changed its name to Boeing Training & Flight Services to better reflect the evolution of our capabilities and to reinforce Boeing’s commitment to safe and efficient operations. While our name has changed, our commitment to provide airlines with world-class quality and a consistent standard of service excellence remains the same.
