Legislative Updates

The US House of Representatives passed the Tax Relief for American Families and Workers Act, a bipartisan bill addressing the financial well-being of working families and our business community. Key provisions of the bill include immediate restoration of Research and Development (R&D) expensing, a return to a pro-growth interest deductibility standard, and the reinstatement of full expensing for capital investments in machines, equipment, and vehicles. These incentives for innovation, financial flexibility, and infrastructure upgrades will be a great benefit to our local business community.

We want to thank Congressman Lloyd Smucker (PA11) for supporting this legislation as a member of the Ways and Means Committee and for helping to ensure its passage before the full House.

In addition, The Hanover Chamber recently signed onto two important coalition letters.

• Letter to House Judiciary and Small Business Committees

- The U.S. Chamber is urging legislative action to strengthen the meaningful input of small businesses in federal regulatory processes and ensure that the intent of the Regulatory Flexibility Act is fulfilled. See below for more information on why action is needed.

• Chamber Letter to the President on Basel III Endgame

- The U.S. Chamber is circulating a sign-on letter to President Biden requesting he urge federal banking regulators to re-propose a new capital rule for larger banks. The “Basel III Endgame” rule would impose significant indirect costs on business customers of banks.

CHAMBER NEWS 4 Join us Thursday March 14th, 2024 from 4pm - 7pm at our Hanover Office in the Clearview Shopping Center as we host our Annual St. Patty’s Day Chamber Mixer. Enjoy food, refreshments and prizes!

Meet Our Board! Brandon Smith of Edward Jones

Meet the Chair of our Board, Brandon J. Smith, CFP ®, AAMS™ , who has served on the Board for 5 years.

"In 2014 I began my career as a financial advisor with Edward Jones and have built my practice in Hanover. I am now a Certified Financial Planner™ giving me a deeper knowledge in my field. I partner with individuals, families, and small business owners by understanding their goals and providing advice and guidance so that they can grow, protect, and transfer their wealth in the most tax efficient manner. In addition to running my practice, I serve in various leadership roles that include offering my guidance as a field trainer and mentor to new advisors and a systems solutions coach to new and seasoned advisors as our planning tools continue to evolve.

My interest in serving the community through the Hanover Area Chamber of Commerce was initiated by my participation in the 2018-19 Leadership Hanover program. I was eager to contribute to the growth and development of the mission and programming after gaining a better understanding of all that the Chamber does to drive economic development through prioritizing our local businesses and foster workforce development in our local school districts!

The Chamber of Commerce is essential to the growth of our community. Collaboration with local and state officials to gain a voice in government, bringing credibility and increased visibility to our businesses, providing networking opportunities, attracting new industry, and crucial programming like workforce development to keep skilled employees in our local area are just a few of the reasons our Chamber is invaluable to our community. There is so much more to the organization than most people see.

Being in the mindset of service to our community is important. Volunteering is not only a great way to develop meaningful relationships but provides opportunities to learn from people you interact with through various conversations and projects. Our community is better and stronger through collaboration and combining resources.

This community is tight-knit. Hanover still has a small-town feel even though it seems like it has grown exponentially in the past 10 years. It is a great place to raise a family and own a business. There are a ton of opportunities to volunteer with local non-profits to make an impact as well as network and build relationships with people who share your passions.

Personally, I enjoy supporting local restaurants and shops in Hanover, anything active (running, golfing, and going to the YMCA with the family), and volunteering my time!"

Former President, Gary Laird, Acknlowedged by Local Legislators

The first of our 2024 Legislative Roundtables was also the last for former President of the Chamber, Gary Laird. Several of our local legislators were in attendance and presented Gary with several citations to acknlowedge and commed him for his accomplishments as Chamber President for 22 years. Gary was also surprised by members of his family who joined us in celebrating his achievements.

Gary's last day at the Hanover Chamber is March 1 before he enters retirement. From the Hanover Area Chamber of Commerce staff, thank you for all that you have done and congratulations on your next chapter!

Additionally, thank you to UPMC and WellSpan Health for sponsoring the first quarter Legislative

Marketing and Public Relations Manager, Katie, took a trip down to the North Hanover YMCA to learn more about their mission and vision and what services they offer the Hanover community. The North Hanover YMCA is one of three YMCA locations in the area, with a second location being in South Hanover and the third being in Littlestown, and currently serves over 14,000 members. Though each location differs slightly in what services are offered, each places an emphasis on three core values: youth development, healthy living, and social responsibility.

Vice President of Operations, Justin Gaston, lead the tour and spoke in depth about the various services and happenings at the YMCA. These include the renovations currently happening to expand their childcare services and their campaigns to better serve their members. Their active campaign, which wraps up in April, is their 2024 Kids Come First annual campaign, which states that "every dollar raised goes towards making sure everyone, regardless of age, income, or background, has the

opportunity to learn, grow, and thrive." To learn more about this campaign, visit hanoverymca.org/contribute/ kids-come-first/.

When asked what was special to the YMCA about Hanover, Justin replied that Hanover has always shown a lot of support to the Y and their initiatives. When asked how businesses in the Hanover community can get involved with the YMCA, Justin replied that there were a lot of ways including corporate YMCA memberships and organizational focus on employee wellness, participating in their Snack Town race series, and supporting the Kid's Come First annual campaign.

The Hanover YMCA has something for all individuals and makes that a part of their mission. From childcare services, to adult physical fitness, to water therapy for the elderly, to their social involvement, the YMCA has much to offer to benefit the community.

UPMC TRANSPLANT SERVICES PERFORMS FIRST ROBOTIC NEPHRECTOMY IN CENTRAL PENNSYLVANIA

Harrisburg, PA., — On Feb. 6, UPMC transplant surgeons Danielle Ladie, M.D., and Harold Yang, M.D., performed a robotic nephrectomy on a living donor using the multiport robotic surgery system, da Vinci Xi® by Intuitive. The UPMC Transplant program in Central Pa. is the first program in central Pennsylvania and across the UPMC system to use this robotic system. The donor is a 37-year-old man from Harrisburg and the recipient is a 62-year-old woman from Harrisburg. Both are doing well.

Traditionally, living donor nephrectomies have been performed using either a laparoscopic technique or open surgery. The da Vinci Xi robotic system allows surgeons to perform minimally invasive living donor surgical procedures with increased precision, less tissue damage and better visualization, providing easier access to areas that are hard to reach.

“Donating an organ is a noble, lifechanging decision, and every donor deserves to return to their normal routine as quickly as possible,” said Ladie. “Launching our robotic nephrectomy program demonstrates our commitment to innovation and to our mission to improve the quality of care received by the people we serve in our communities.”

The surgeon controls the robotic arm from a console to remove the donor kidney through small incisions, leading to quicker recovery and less pain and scarring. The benefits of robotic surgery have been extensively researched, and they include a reduction in blood loss,

less postoperative discomfort and a quicker recovery. Robotic surgery enables smaller incisions in the lower abdomen, which also decreases the risk of hernia and infection.

More than 90,000 people in the U.S. are waiting for a kidney transplant. A living donor nephrectomy is a surgical procedure to remove a healthy kidney from one person for transplant into someone else whose kidneys no longer function properly.

Living donation can be considered for a family member, friend, co-worker or even a stranger. Organ donation is a personal decision and should be considered only after being fully informed of the process.

The transplant group at UPMC in Central Pa. is a specially trained multi-disciplinary team working together to provide transplant patients and living donors with the best possible care. The physicians, nurses and staff are experts in the latest transplantation techniques, anti-rejection (immunosuppressant) drugs, post-transplant care and the management of related health conditions of patients with kidney disease.

Moving forward, UPMC Transplant Services in Central PA will perform nephrectomy procedures using robotic and laparoscopic techniques as per patient suitability.

BOROUGH OF HANOVER LIFTS MANDATORY WATER RESTRICTIONS

Hanover, Pa. – Due to recent heavy

rainfall and the Sheppard Myers Reservoir being back at full capacity, the Borough of Hanover announced on February 5, 2024 that the mandatory water use restrictions are now downgraded to "voluntary water conservation" measures. Collective efforts since November have played a crucial role in reducing overall water usage, both by domestic and commercial users, especially in the month of January.

Pennsylvania is still in a Drought Watch. The Borough requests continued cooperation in practicing voluntary conservation and suggests the following measures to conserve water as published by the Pennsylvania Department of Environmental Protection (DEP):

• Check and repair any household leaks;

• Run the dishwasher and laundry washing machine less often and only with full loads;

• Purchase energy efficient appliances which may use 20% less water;

• Do not let water run when washing dishes by hand;

• Take shorter showers and replace old shower heads with low-flow models;

• Turn off water when shaving or brushing teeth;

• Skip the car wash;

• Set up a rain barrel and repurpose rainwater for garden watering; and

• Use a broom rather than a hose to clean decks, sidewalks, and other paved surfaces.

Borough staff will continue to monitor water resources and will provide water customers with updates. Consumer cooperation is appreciated. For more information, contact the Borough at 717-637-3877 or online at www.HanoverBoroughPA.gov.
