COVID-19 Update: Summer Events & Your Support It’s safe to say this thing isn’t anywhere near over yet, unfortunately. What we thought would last only a few short weeks has now turned into nearly two months, and it most likely will not end there. Here at the Chamber, we are still working hard to ensure that our members are staying informed, being advocated for, and receiving the support they need to keep going. We are sending out twice-weekly COVID-19 updates, hosting webinars, collecting business information through our feedback form, and promoting our members on social media and in our newsletter. Until now, all of our regular events have been cancelled, but we’re excited to announce that we will be restarting our monthly breakfasts and mixers this month—virtually, of course— and we’ve even got a new event for you that we’re so excited to roll out! Keep an eye on our eBlasts and social media for more details on all of that. Our staff has had some hard discussions over the past few weeks as to what our summer will look like. With the world in its current state, we simply cannot come up with a way to hold our summer events as scheduled. Unfortunately for us, these summer events, which include the Annual Golf Outing, Snack Town Brewfest, and Hanover Dutch Festival, generate a huge portion of our operating funds. Without these events, initiatives like the Hanover Area Apprenticeship program, as well as our other economic development efforts, will suffer. Cancelling simply is not an option for us right now, so we’ve made the very tough decision to postpone these events. We’ve come up with alternative dates for each event, and we hope

you’ll be able to join us on September 19, 2020 for Snack Town Brewfest, September 24, 2020 for the Annual Golf Outing, and September 26, 2020 for Hanover Dutch Festival. There is no doubt that these events will look a little different this year, but we will do our best to make sure our attendees and sponsors have a satisfying experience, nonetheless. Our organization has been in business for nearly 100 years, yet there is no doubt in our minds that the past few months have been the most challenging period of time in the history of our organization. Like most small businesses, we have been hit hard by this pandemic. Like you, we’ve had to come up with new ways to stay afloat in the unchartered waters of COVID-19. Now more than ever, our role as your resource for information, your advocate in the political realm, and your connection to the business community is truly vital. We will always work our hardest to support our members, and now, we’re asking the same from you. We rely on your support year-round to execute our community initiatives. If we are to be all the things you rely on us to be, we simply cannot do it alone. Please consider supporting our organization in whatever way you can during these next few months. Whatever that looks like—a share on social media, a referral to join, or a marketing investment—we will be grateful. And when things finally are back to normal, you can be sure that we will be there for you too, like we always have. If you have any needs at all during this time, please don’t hesitate to reach out to us. Our staff is just a quick email or phone call away.

The Commonwealth of Pennsylvania recently awarded a $250,000 grant to The Manufacturers’ Association of Emigsville, PA to establish a unique ‘Apprenticeship Ecosystem’ which will support manufacturers in Adams, Cumberland, Dauphin, Franklin, Fulton, Lancaster, Lebanon Perry and York Counties. This forward-leaning project is to establish a registered apprenticeship ecosystem in south-central PA by expanding employer program participation, increasing the number of journey workers, and adding apprentices and pre-apprentices. The Association has also been able to increase the number of trades included, and it recently submitted paperwork to the state to add a registered Automation Robotics Technician. Secondary objectives of the new program are to increase participation of non-traditional populations which are typically underserved by trades training, and to more efficiently align available resources to better support economic growth throughout the region.

HR Seminar with Leslie Elsner Bell Postponed Until Fall 2020; New HR Services for Members Through COVID-19 Pandemic April's HR Seminar on the Top 10 Employee Handbook Topics has been postponed to Fall 2020 due to COVID-19. Please keep an eye out for a new date and topic. In the meantime, please consider utilizing our new partnership with Elsner Bell & Associates, LLC to answer your questions surrounding Human Resources issues in the COVID-19 pandemic. As a seasoned HR consultant, Leslie will be available to answer calls related to COVID-19 for businesses as they navigate issues such as: • the newly enacted Paid Emergency Leave • the expanded Family and Medical Leave Act (FMLA) known as the Public Health Emergency Leave (PHEL) • issues surrounding unemployment that arise from layoffs and furloughs • questions an employer may ask employees regarding their health that do not violate the Americans with Disabilities Act (ADA)

This HR “hotline” service will be available to members of the Hanover Area Chamber of Commerce on Tuesdays, Wednesdays, and Thursdays between 10:00 a.m. and 12:00 noon by either calling (717) 848-5288 or sending an email to: Lbell@ElsnerBell.com to schedule time for a call. Our experience during this crisis has been that businesses tend to have a question that may require 15 minutes up to an hour to talk through an issue specific to their circumstances. Members of the Hanover Area Chamber of Commerce who take advantage of this service will be invoiced through the Chamber in increments of $30/quarter hour of HR consulting service. We are here to answer your practical questions as you navigate this new landscape. Stock and Leader Awarded 2019 Top ACNB Donates Personal Protective Producer for Chicago Title Insurance Equipment to Healthcare Facilities

Chicago Title Insurance Company surprised the real estate team at Stock and Leader on Tuesday, March 3, 2020. Of their 344 title agents statewide, Chicago Title honored Stock and Leader as one of the top 20 producers in the state of Pennsylvania! For over a decade, Real Estate attorneys Jody Leighty and Tim Ruth have served as agents for Chicago Title Insurance. The Stock and Leader real estate team works diligently on behalf of their clients by conducting a 60-year title search to ensure there are no liens, encumbrances, old mortgages, or any other adverse claims against the property.

ACNB Bank recently donated personal protective equipment (PPE) to four healthcare facilities in the bank’s market area in response to the unprecedented need during the global coronavirus pandemic. A total of 180 N95 respirator masks and 44 face masks were delivered by members of the ACNB Bank facilities team. ACNB’s supply of PPE came from an early 2020 reevaluation of their pandemic preparedness plan. As an essential service provider, ACNB wanted to take every necessary precaution to protect their employees, customers, and communities.

How the CARES Act Affects Your Retirement Funds Courtesy of Domani Wealth

Life is a little upside down right now, but if things are tough, there may be extra relief available from your retirement fund. As part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, employers can allow participants to borrow funds from their retirement accounts for specific COVID-19 reasons. If your company is allowing this, you can now borrow up to $100,000 (or 100 percent of your vested balance) for a novel coronavirus-related need. And you can do so through September 20 of this year. Please double-check with your plan administrator to learn about their specific process. You won’t have to begin paying back the loan until 2021. Another option is withdrawing funds early. If you decide to take a distribution from your 401(k) before your allowed age of 59½, the IRS is waiving the 10 percent penalty for coronavirusrelated reasons through the end of the year. You can withdraw

up to $100,000 if needed. The distribution will still be taxable as income, but the tax can be spread out over three years, and you’ll have three years to repay the withdrawal amount as well. Coronavirus-related needs can be related to decrease or loss of income for both the plan participant and their spouse or someone in their immediate family. They can also apply to medical expenses related to any treatments for the illness. Be aware of an increase in scams and fraud due to the additional availability of accessing funds in 401(k) plans. If your plan sponsor is processing a withdrawal or loan from your retirement fund, ask that they confirm with you over the phone before completing the process. Provided by Domani Wealth. BARLEY SNYDER ESTABLISHES COVID-19 RESPONSE SERVICE TEAM With businesses facing the unprecedented disruption caused by the global coronavirus pandemic, Barley Snyder has established a COVID-19 Response Service Team to help businesses with their legal questions in this uncertain time. The team is comprised of nearly 20 attorneys and is being led by attorney Martin R. Siegel, a former attorney for the Centers for Disease Control and Prevention. STOCK AND LEADER ATTORNEY NAMED SOLICITOR FOR REGISTER OF WILLS AND CLERK OF ORPHANS’ COURT Bryan K. Tate, the York County Register of Wills and Clerk of Orphans’ Court named Estate Planning Attorney, Mac Brillhart, as the new Solicitor to his office, effective Wednesday, April 1, 2020. Brillhart, a partner with Stock and Leader, focuses his practice in all areas of estate planning, estate administration, elder law, and fiduciary litigation. He also regularly appears before the York County Court of Common Pleas in matters relating to involuntary commitments, incapacity hearings, guardianships, name changes, and adoptions. Brillhart is the immediate past president of the York County Bar Association and is a member of its Estate Planning and Probate Law Section. His involvement within the community extends to numerous organizations including, Leave a Legacy York County, of which he Chairs the Professional Advisor Committee, the York County Estate Planning Council, the York Rotary Charitable Endowment Fund, and Wills for Heroes. Recently, Attorney Brillhart oversaw a Will probated electronically, the first-ever in York County, Pennsylvania.

CHRISTOPHER FLATT APPOINTED PRESIDENT AND CEO OF GLATFELTER INSURANCE GROUP Glatfelter Insurance Group (GIG), an American International Group, Inc. (AIG) company, recently announced that Christopher Flatt has been named President and Chief Executive Officer of Glatfelter Insurance Group, effective immediately. He will continue to report to David McElroy, President and Chief Executive Officer of North America General Insurance, AIG. Flatt is a seasoned industry executive with more than 30 years’ experience. Most recently, he served as Executive Vice President of Field Operations for AIG Risk Management, and as Head of AIG Programs and Group Captives. Flatt brings considerable retail and reinsurance brokerage experience to the role. Prior to AIG, he spent more than 16 years with Marsh, Inc. and Guy Carpenter & Company, LLC as Managing Director. He began his insurance career in 1990 as a major account underwriter with The Hartford Financial Services Group, Inc. Flatt will operate from Glatfelter’s York, PA, headquarters.

Our generous donors have helped to ensure our non-profit organization, Main Street Hanover, will be able to support the downtown in the recovery. We succeed because of our community, and we will come through this.

After thoughtful consideration, Main Street Hanover has decided to postpone the following events: • Sip & Stroll – this June event is being postponed until our October Sip & Stroll event. Check back on our website for late summer events to enjoy while we look forward to a new way to enjoy this signature event. • 2nd Saturday’s – these exciting events that allow us to enjoy the downtown businesses will be put on hold until we can safely craft new ways to bring you back downtown. Please follow our social media and website for virtual events now and safe in-person events in what we hope will be the near future.
