A Letter from Our President, Gary Laird 2020 was a year like no other. Prior to the COVID-19 outbreak, the Chamber experienced a busy and fulfilling start, thanks to support from our members and the community. We kicked off the year by printing the most copies of Discover Hanover Magazine ever, with an all-time high of 40,000; graduated 14 business men and women from our Leadership Hanover program this spring; transitioned 80 new members to our new value-based dues model; secured $100,000 in grant funds for our apprenticeship program; and made plans to add a healthcare track to our apprenticeship program. When the COVID-19 pandemic took hold, the Chamber stepped up to take care of our members. We immediately created a landing page on our website to disseminate information to the community. We also started sharing information from the U.S. and PA Chambers via weekly email updates, created a group on Facebook for businesses to share information with community members, met with legislators weekly to get on top of the state’s plans, and hosted various webinars and town halls to keep our members connected and well-informed. We advocated for local businesses after collecting feedback through our Business Impact Feedback Form, and we created a reopening guide for local businesses to help them navigate York County’s green phase. Most recently, the Chamber has created another new feedback form to gather information on how businesses are navigating the reopening and recovery phase of this pandemic. While taking care of our members and the community, we were also trying to keep our own organization afloat.

As a 501(c)(6) organization, the Chamber does not qualify for many of the relief programs offered by the federal government like the Payroll Protection Program. In addition, cancelling our major summer events will have a huge impact on revenue over the next several years. The Chamber is in a solid financial position with a healthy reserve, but we needed to protect our reserves and manage cash flow, so we put our staff on a reduced work schedule. This is the first time in our nearly 100-year history that we have been forced to make decisions like these. Moving into this new year, our organization is here to be your voice, sustain business, and be a part of a robust plan for recovery. I thank you for your continued confidence in the work of your chamber; we truly value your support. If you ever have a question about how we can help support your business or organization, please contact us. We welcome the opportunity to serve the needs of our members and the community. If you would like to learn more about the chamber's goals for the coming year, we invite you to join us at our Annual Meeting at 12 p.m. on October 15 via Zoom. This event is complimentary and open to all members. To register, visit our website. Thank you,

Gary Laird President

Top 10 Employee Handbook Topics, Including COVID-19 Policies By Leslie Elsner Bell, Senior Human Resources Consultant, Elsner Bell & Associates, LLC If it has been more than a year since your business has reviewed its Employee Handbook, it’s time to see whether your day-today business practices have deviated from your actual written policies. As a result of the COVID-19 Pandemic, employers find themselves needing to add time-sensitive topics like an Infectious Disease Policy, Telework policy, COVID-19-specific policies, as well as updates to leave policies. There are, of course, also ever-changing regulations, at the federal, state, and local level, that need to be addressed. Businesses with locations in multiple states have the added burden to understand any new requirements in order to stay compliant. Your Employee Handbook is as unique as your business. It is not a one-size fits all, as the number of employees you have affects the topics you must cover. For instance, the Family Medical Leave Act should be in a company’s handbook only if the business has 50 or more employees within a 75-mile radius. To learn the most significant changes that businesses need to address in order to maintain an up-to-date Employee Handbook especially as we all work to provide safe, healthy workplaces

during the pandemic, please join us for the Top Ten Employee Handbook Topics, Including COVID-19 Policies on October 7 from 8:00 to 9:00 a.m., now a VIRTUAL EVENT. This seminar costs $20. Preregistration is required. Please visit www.hanoverchamber.com/events/ to register and to receive login instructions. About the speaker: Leslie Bell is the founder and principal of Elsner Bell & Associates, LLC, a Human Resources Consultancy serving businesses throughout Pennsylvania and northern Maryland since 2002. Elsner Bell & Associates, LLC specializes in providing human resources services to small to midsized organizations ranging from compliance and regulatory audits to employment handbooks to an array of supervisory training topics. Main Street Hanover Needs Your Help!

Main Street Hanover Annual Giving Levels

2020 has brought incredible strain on our downtown community, as it has all business districts and industry sectors around the world. The COVID virus has changed the way we interact, do business, and coordinate as a downtown community. Through that loss of normal, we have fought to maintain connection and to support the safe and successful reopening of the downtown with ingenuity and passion.

Supporter- $100

Our non-profit organization has remained connected and leading. Communicating the changing information, phase requirements, and funding programs, Main Street Hanover has been continuing to guide the businesses through the changes.

Advocate- $500

On top of the communication, our redevelopment projects are progressing as we have been able to keep our goals in sight. Due to our work, Hanover is the first community in York County to receive Economic Development Liquor Licenses, bringing two brand new upscale dining restaurants with full bar service to downtown. Those restaurants represent only two of the building projects making up the many recent anchor building projects. Projects of note are the newly opened luxury apartments at the McAllister Apartments on York St., 34 Frederick Street construction has begun, 40 Broadway is gaining two new anchor tenants, and the historic Hanover Theater is under contract and becoming a brand new beautiful multi-purpose entertainment venue. These are all projects Main Street Hanover has been stewarding to fruition. While our biggest fundraising events have been put on hold, we are still actively working to find ways to encourage foot traffic and support the businesses located in Downtown Hanover. To continue this momentum and excitement, we need your support to fund our organization. With funding limitations from our founding partner, we are in danger of losing our ability to operate. On behalf of Main Street Hanover, Inc., and its board of directors, please consider a donation in support of continued efforts in the fight for downtown’s survival. Support from companies like yours assists our non-profit in continuing revitalization efforts in Downtown Hanover. Your contribution is tax-deductible. Please make checks payable to Main Street Hanover, Inc., 146 Carlisle St., Hanover, PA 17331. If you have any questions or would like additional information, please feel free to contact me at (717) 637-6130 ext. 101 or jtrucksess@mainstreethanover.org. Sincerely, Justine Trucksess, Executive Director
