REGISTERING FOR CLASSES You may register for Continuing Education classes online, in person, by mail, or by fax. Please review the information below for specific instructions.
How to Register
Online
To register online visit www.harford.edu/ resource/solar and click on the SOLAR link found at the bottom of the page for complete instructions on how to register and make payment. If you are a new HCC student, you must click on the “Continuing Education Noncredit Online Application” link in order to complete the online application process before registering. For questions about the online application process, registration, and/ or payment, call 443-412-2376. You may also visit your local Harford County Public Library for assistance with online registration. Please note there is no automatic drop for nonpayment of noncredit classes. You must contact the College if you wish to withdraw from a class.
In Person Students may register in person Monday through Thursday, 7:30 AM to 7:00 PM, and Friday, 7:30 AM to 4:30 PM in Edgewood Hall. Payment by check, money order or credit card (Discover, MasterCard, American Express or VISA) is required at the time of registration. Cash cannot be accepted. For your convenience, a registration form is provided on page 4.
By Mail Complete a registration form (page 4) and mail with full payment of tuition and fees. Payment may be made by check, money order, or credit card (call 443-412-2376 to provide credit card payment information). Please include your Student ID number on the check or money order. No confirmation is sent. Attend the first session unless the College notifies you that the course has been canceled.
By Fax Complete a registration form (page 4) and fax to 443-412-2383. Full payment of tuition and fees must accompany the registration form. Call 443-412-2376 to provide credit card (Discover, MasterCard, American Express or VISA) information and to confirm receipt of your form. Payment
Registration Restrictions
1. Enrollment in noncredit courses is limited to individuals 16 and older, except for courses that specify they are open to those under 16. 2. Non-citizens must provide original documentation (most current resident card, work card, or visa) to register. Students must register in person at the Continuing Education Registration Office in Edgewood Hall. Please note: Non-citizens who have never taken a credit or noncredit class at HCC must go to the Credit Registration Office in the Student Center the first time they register. 3. The College prohibits the enrollment of individuals listed on the National or Maryland Department of Public Safety and Correctional Services Sex Offender Registry or with the Harford County Child Advocacy Unit.
Current Mailing Address
Students are responsible for maintaining a current mailing address with the College. All address changes should be reported to the Continuing Education and Training Office. If a student owes a debt to the College and does not maintain a current mailing address, that debt will be sent to a collection agency without further notice to the student. In this event, the student will owe an additional collection fee.
Payment for all noncredit courses is due at the time of registration. Failure to pay will incur a debt to the College that must be paid whether or not you attend the class. To avoid receiving a bill, please call 443-412-2376 before the class begins in order to process a drop.
Residency Surcharge
Out-of-county residents (except senior adults, disabled retired students, and students receiving a Maryland National Guard member tuition waiver) pay a $5 surcharge per course for each noncredit course that charges tuition. If you were an out-of-county resident at the time of your last registration and have since moved in-county, you must complete a Student Statement of Domicile for Tuition Purposes form and provide two forms of identification in order to have the $5 surcharge waived when registering. You may obtain the form by calling 443-412-2376 or visiting the registration desk in Edgewood Hall. Appropriate forms of identification include a driver’s license, voter’s registration card, or utility bill showing name and Harford County address. All out-of-state residents pay a $10 surcharge per course for all noncredit courses that charge tuition. Course fees, where applicable, are the same for all students.
Harford Student ID
All students will be assigned a Harford student identification number. The H-ID begins with a capital H followed by eight randomly assigned digits. HCC will still need a Social Security number for certain mandated business functions; however, it will be used on a limited basis and kept in a secure environment. Because students will need to use the H-ID for College business transactions, students are required to know and remember their H-ID.

Computer Fundamentals with Microsoft Office Certificate HCC’s Continuing Education and Training Division can enhance your computer skills and professional opportunities. Earn a Computer Fundamentals certificate when you successfully complete a series of six noncredit computer classroom courses: four core courses and two additional classroom computer courses. Students may take the Word, Excel, and PowerPoint courses in any order. The certificate recognizes the student’s achievement in gaining knowledge in using computers for business or personal applications.

Computer Fundamentals Computer Training Attendance Requirements: For computer training courses you must attend 75% of the course in order to receive a certificate of completion. For Print Graphic Design, Web Graphic Design, and Web Development certification programs, you must attend 80% of all classes in the series to receive program certification.

The Harford County Electrical Contractors Association and Harford Community College offer a Maryland state-approved four-year Electrical Apprenticeship Program at the Edgewood Hall Apprenticeship and Training Center. Aviation management is a rapidly expanding field with excellent employment prospects. These professionals are largely responsible for the development, planning, operation, and marketing functions of the aviation industry.
Students must apply before May 31 to be included in the fall classes beginning in September.
Harford Community College has teamed up with Harford Air Services—Harford County’s only flight school—at Aldino Airport to offer aviation courses.

The Harford Community College/Associated Builders and Contractors (ABC) partnership will offer apprenticeship training in the plumbing trade, giving construction workers a considerable advantage over those trained by informal means. ABC’s instructors are NCCER-certified and are professionals in their trade. They use the standardized NCCER (National Center for Construction Education and Research) curriculum that includes both classroom instruction and hands-on lab experience. This course provides all the required ground instruction for the Private Pilot Certificate. Upon successful completion, students will receive an endorsement to take the FAA Private Pilot (Airplane) Knowledge Examination. Truck Driver Training

Harford Community College has joined the Mid-Atlantic Transportation and Logistics Institute at Cecil College to offer CDL-A and CDL-B Commercial Truck Driver Training in both Harford and Cecil Counties. For a Class A license, students prepare to drive the Big Rigs. They attend a 300-hour program where a full 75% of the course is hands-on behind-the-wheel training. Students can attend a Monday–Friday daytime program (for eight weeks) or attend an evening/ weekend program (for nine weeks). For the Class B license, students prepare to drive straight trucks such as beverage delivery, concrete mixers, dump trucks, and general delivery trucks. Students attend 160 hours of training with hands-on being approximately 75% of the course. Students can attend a Monday–Friday daytime program (for four weeks) or attend an evening/ weekend program (for seven weeks). Mandatory physical/drug testing, permitting, and the actual driving tests are included in the cost of the course. In order to enroll, students must: 1. Be at least 18 years of age. Federal regulations require interstate drivers to be at least 21 years old. Eighteen- to 21-year-old commercial drivers are restricted to driving within the state boundaries.

Using both classroom work and laboratory experience, students are given opportunity to troubleshoot, service and repair most large home appliances, such as refrigerators, air conditioning units, dishwashers and washing machines. This certificate program includes courses specific to the kinds of tools needed and safety issues for a particular appliance. Students also learn about the theory and basics of refrigeration. Coursework often covers topics relating to the repair of:

Introduction to Electrical Control Systems
A wide variety of job opportunities exist in manufacturing, electronics, production and processing, operations, and research and development. A number of opportunities will be available in Harford County as additional technician and technical positions have been created through the Base Realignment and Closure (BRAC) program.
This course covers the basic concepts needed to understand the operation and programming techniques common to most Programmable Logic Controllers (PLC). An overview of Programmable Logic Controllers and the different number systems are covered. Topics include various number systems, programming fundamentals, timers, counters, sensors and their wiring, input/output modules and wiring, arithmetic instructions, and an overview of plant floor communications.
Some specific tasks performed by an Engineering Technician: • Assist engineers and scientists in conducting applied research in electrical engineering.

Print Reading for Machining
Learn about the physics of water; heat transfer; boiler types; boiler accessories; operation of boilers; feedwater treatment; safety features of controls, pumps, valves, and burners; fire safety devices and sprinkler systems; and stream traps. The successful completion of this DLLR-approved course will qualify the student to take the PSI examination to obtain a Fourth Grade Stationary Engineer’s license.

H.O.T. (High-Demand Occupational Training) CERTIFICATE Physical Therapy Technician Certification Give someone a shoulder to lean on! Work directly under the supervision of Physical Therapists and Physical Therapy Assistants to help make therapy sessions more productive. As a member of the rehabilitation team, you will move patients to and from treatment areas; assist patients with their treatment plans and exercise programs; maintain a clean and organized work environment; perform routine clerical duties; order supplies, answer the phone; and fill out insurance forms and other paperwork. Students must be at least 18 years old and have a high school diploma or GED. Physical requirements include the ability to observe the client’s activity both close up and at a distance of up to 30 feet away, sit/stand in an upright position for approximately 6 hours a day, safely maneuver self or move another individual’s body parts, move objects in excess of 100 pounds, and lift and/or carry a minimum of 50 pounds without restriction.

Harford Community College has contracted with FACTS, the nation’s leading provider of tuition management services, which allows students to make payments in multiple installments for the fall and spring semesters only. Noncredit students must have a minimum balance of $800. A minimum deposit of 25% is required when enrolling with FACTS, and students must have their total tuition and fees paid in full upon completion of the course(s) with a maximum of three installments.

Code of Conduct When enrolling in Harford Community College, students accept and agree to abide by the policies and regulations of HCC, including those in the Student Code of Conduct, the Drug and Alcohol Policy, and the Computer Use Policy. Students should understand that violation of these regulations will subject them to the penalties and sanctions contained in these policies. Copies of these policies are available in the Office of Student Activities, Student Center, Lower Level.
REGISTRATION/ PAYMENT INFORMATION
Refunds and Withdrawals If the College cancels a class, 100% of the tuition and fees will be refunded by check. Allow approximately four weeks from the date of cancellation to receive the refund. If payment was made by credit card, call 443-412-2208 to request that the refund be posted to your credit card. To withdraw from a continuing education class, call 443-412-2376 or stop by the front desk in Edgewood Hall to complete a withdrawal form. The withdrawal becomes effective the day you contact the office. Book returns must be accompanied by a copy of the withdrawal form. If you withdraw before the first class meeting, the College will refund 100% of the tuition and fees. If you withdraw before the second class meeting, the College will refund 50% of the tuition but no course fees. There will be no refunds after the second class meeting, and no official withdrawal is necessary.
Senior Adult Tuition Waiver Maryland residents 60 years of age or older at the time of registration are eligible for a tuition waiver for some continuing education courses. These courses are state-funded and
contain the icon u in the course description. If the course description contains this icon, senior adults do not pay tuition costs for the course. Course fees, however, must be paid in full. Please note that for all courses there is no out-of-county surcharge for senior adults.
Disabled Retiree Tuition Waiver Any resident of the State of Maryland who is retired from the workplace by reason of total and permanent disability is eligible for a tuition waiver for some continuing education courses. These courses are state-funded and contain the icon u in the course description. If the course description contains this icon, disabled retirees do not pay tuition for the course. To receive the disabled retiree tuition waiver the student must provide certification from the Social Security Administration, the Railroad Retirement Board, or the appropriate Federal pension/retirement authority stating that the student receives both disability and retirement benefits [Annotated Code of Maryland section 16-106-c]. A form for signature by a representative of the Social Security Administration is available at the Continuing Education & Training Office in Edgewood Hall. The waiver is valid for one school year, or the remainder of the school year, beginning each summer.
Disability Support Services Students with learning, physical, or psychiatric disabilities may contact Disability Support Services (DSS) to arrange for reasonable academic accommodations. Current documentation of the disability must be provided prior to arrangement of accommodations for prerequisite or exemption testing and for College courses. A minimum notice of 10 days may be needed to provide some accommodations. Additional services include academic advising and career services. Maryland National Guard Waiver Members of the Maryland National Guard are entitled to a waiver of 50% of tuition only for continuing education vocational-technical/ certification courses. Eligible students must provide a letter from their commanding

officer certifying that the member of the Maryland National Guard has at least 24 months remaining to serve or has agreed, in writing, to serve for a minimum of 24 months. The College’s out-of-county and out-of-state residency surcharge is waived for courses meeting eligibility for a Maryland National Guard waiver, but the student is responsible for all other course fees.
Maryland National Guard Dependents Dependent spouses and children of a member of the Maryland National Guard and Maryland Air Guard may request a tuition and fee waiver when a Guard member is called to active duty for a minimum period of six continuous months of service. Eligibility for the waiver for a given semester will be determined by the military status of the Guard member as of the date of the start of a regular fall or spring semester or the start of the first summer session. Eligible students must provide a copy of the spouse’s/parent’s military orders to active duty along with the dependent military identification card.

Students who are currently enrolled in continuing education courses may visit Advising, Career and Transfer Services for assistance with creating a resume, developing effective interview skills and conducting a job search. Course Cancellation Policy The College reserves the right to cancel any class when there is insufficient enrollment. If we must cancel a class, you will be notified by mail, telephone, or at the first class meeting. The College reserves the right to change or cancel individual courses, programs, schedules, and/or fees.
Continuing Education Transcripts Available The Continuing Education and Training Division offers official transcripts to students enrolled in many continuing education work-related training courses and other courses (Course description will contain the icon ¥.) Transcripts provide a history of continuing education and training courses completed and indicate the name of the course, start and end dates, course hours, and number of continuing education units earned. Finding What You Need Transcripts may be requested by submitting a Continuing Education Transcript Request form. A $5 fee for each transcript requested is due at the time of the request.
Tax Credits Tax credits may be available for some continuing education coursework. Consult your tax preparer for details.
Textbooks If the course description indicates that a text is required, you may purchase the textbook at HCC’s College Store (443-412-2209) in the Student Center, or online at bookstore.harford.edu.
EMERGENCY INFORMATION AND CLOSINGS
If the College announces it is CLOSING because of inclement weather or other circumstances, all classes—both on and off campus—will be canceled. This applies even when a particular off-campus center has not announced it is closing. Sometimes an off-campus center such as Harford County Public Schools announces a closing. In such cases, HCC classes scheduled at that location will be canceled even if the College does not announce it is closing. When in doubt regarding closings, call the HCC Emergency Information/Weather Closings number, 443-412-2322, or check the College’s web page at www.harford.edu.

PARKING
Parking and Traffic Control Procedures In order to maintain an orderly flow of traffic, provide reasonable and convenient parking, and create a safe atmosphere for all persons at the College, the following guidelines apply to all students, employees, and visitors of Harford Community College. Certain parking lots have been designated for persons with handicapped parking permits, employees, students, visitors, and College vehicles. For details, refer to “HCC Campus Parking, Traffic, and Related Regulations” available from the Human Resources Office. p = Textbook Required
Public Safety issues tickets for traffic and parking violations. High speed driving, reckless driving, and failure to yield to pedestrians may result in revocation of operating privileges on campus in addition to a fine of $150. The maximum speed limit on campus is 15 MPH. Pedestrians have the rightof-way at all times.
Disabled Parking Disabled parking is clearly marked and is reserved for those displaying a valid state handicapped vehicle registration plate or permit, or a temporary HCC disabled permit. If no disabled parking is available, permit holders may park in any un-numbered employee space. Temporary HCC disabled permits are available in the Human Resources Office for HCC employees and in the Department of Public Safety for students and visitors. Requesters must submit a valid doctor’s note to obtain a temporary HCC disabled permit. The fine for illegally parking in a reserved disabled parking space is $150.
Towing State law allows for towing of vehicles from fire lanes without warning or notification. Fire lanes are clearly marked and this law will be strictly enforced for the safety of the community.

Department of Public Safety The Department of Public Safety, available on campus 24/7, has the primary responsibility for serving the safety and security needs of the campus community. In meeting this responsibility, all campus buildings and facilities are patrolled and inspected regularly to ensure a safe and comfortable academic environment where learning is the central focus. The office is located in the lower level of the Library.

Escort Services Public Safety operates an escort service at all times. The Public Safety vehicle is well marked and operated by a uniformed security officer. Call ext. 2272 from any campus phone for this service. All persons are encouraged to use this service.
Sex Offender Registry The College prohibits the enrollment of individuals listed on the National or Maryland Department of Public Safety and Correctional Services Sex Offender Registry or registered with the Harford County Child Advocacy Unit. A list of registered sex offenders is available from Public Safety at 443-412-2272.
Weapons/Violence Prohibitions All persons who enter any College property are prohibited from carrying a handgun, firearm, or weapon of any kind. Only persons affiliated with a law enforcement agency who are licensed to carry a weapon and have notified College officials are exempt from this prohibition. Any form of violence, threatening behavior, or verbal/non-verbal harassment that involves or affects Harford Community College or which occur on the College campus, its satellites, off-site facilities, or in any off-campus location that could be considered an extension of the workplace [i.e., official travel] are prohibited. This includes threatening behavior, violent actions, and harassment by/against or between/among students, employees, supervisors, and visitors.

Animals on Campus
The College restricts animals from all campus buildings, offices, laboratories, and open spaces. No animals should be on the premises, tethered outside, or left to wander the grounds at any time (day, evening or weekends), except service animals and those used as bona fide instructional aids.

Visitors Policy
Sexual Harassment Statement Sexual harassment is defined as unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct or communication of a sexual nature which has the purpose or effect of unreasonably interfering with an individual’s academic or work performance, or which creates an intimidating, hostile or offensive learning or work environment. Such conduct is illegal and will not be tolerated at Harford Community College.
All persons attending classes must be officially registered for those classes. Any visitors (including children), other than those with bona fide academic, educational, and/ or approved business with the College, are not to be in offices, labs, classrooms, break rooms, work areas, or hallways. Children (ages 12 and under) are not to be left unattended at any time, under any circumstances.
