North-central Montana’s abnormally warm weather has left farmers anxious to get into the field to plant spring crops, but the typically mercurial temperature and weather patterns have forced them to stay the course, and to worry just a little bit about winter wheat crops. watch for root regrowth, which will appear as healthy white roots sprouting from the crown of the plants, he wrote. For growers in Wisconsin, Conley says, the “critical threshold for turning over a field is 12 to 15 live plants per square foot. Below this threshold is an automatic replant.” Beside the fact that north-central Montana’s latest cold snap wasn’t all that cold, the other good news is that it brought with it some moisture. Though it wasn’t a lot of moisture — just shy of two-tenths of an inch to 1.8 inches depending on location, says the National Weather Service website — it was enough to help. “Usually we count anything over a tenth of an inch here at the station as significant for us because (with less) the wind blows, it evaporates and goes away,” Lamb said. “But if we’re getting that much moisture, it’s actually getting down into the ground farther instead of just two or three hundredths and the top layer’s wet, but you dig down an inch or so and it’s dry again. Anything over a tenth we’re happy with.” She added that though the ground was getting dry from the unseasonably warm and dry winter, a lot of moisture is in the ground. Test samples of the ag station's pasture land bored March 19 showed wet and muddy ground down to 5 feet and fallow ground is “looking pretty good” still from the heavy rains in late August, as well as moisture in September and October. The March moisture came at good time for other reasons besides ground moisture condi-

California governor proposes $1 billion in drought spending We need to get the money out the door now for shovel-ready projects and existing water programs that only need funding to get started FENIT NIRAPPIL Associated Press SACRAMENTO, Calif. — As California copes with a fourth straight year of drought, Gov. Jerry Brown and legislative leaders March 19 proposed legislation to accelerate more than $1 billion in water spending and urged residents to do their part to conserve. Winter is ending in California without enough snow and rain to replenish reservoirs, offering little relief from the worst drought in a generation. The proposed legislation includes $128 million to ease dire water shortages in some communities; the financial struggles of unemployed farm workers in the Central Valley; and dry conditions that contribute to wildfires. The rest of the funding comes from voterapproved bonds — including a $7.5 billion water measure passed in November — to speed up water projects that can help communities prepare for future dry years. "We need to get the money out the door now for shovel-ready projects and existing

Pam Burke community@havredailynews.com The plants look good, but how well winter wheat made it through the winter won’t be known until sometime in early April, said Peggy Lamb, agronomy research scientist at Montana State University’s Northern Agricultural Research Center south of Havre. “I don’t think it got cold enough after our warm weather,” she said about whether or not the plants were hurt by changing weather conditions in the area, because right now, even affected plants could look green. “Even when it did get a little bit colder we had a little bit of snow cover on it,” she added. “We weren’t dropping down into the low teens or down to zero or something like that that would really hurt it. Twenty-five, 30 degrees, not a problem right now, but if it was to hit one of Havre’s infamous 20-belows, that would be a problem. The winter wheat I’ve looked at is greening up and looking very good right now. But like I said, we won’t know more until it starts to actually grow.” The farmers, eager to get out in the fields, are starting to wonder about the crops, too, Lamb said “A winter wheat breeder even emailed me this morning (March 19) and said ‘I have spring fever, what’s the winter wheat look like.’ Everybody’s curious,” she said. Farmers can perform a little test to satisfy that curiosity, said Shawn Conley, University of Wisconsin soybean and wheat Extension specialist in an article for The Soy Report website. Farmers can pull a sampling of the winter wheat plants from the field and put them in a warm place, like a kitchen or greenhouse, and

water programs that only need funding to get started," Senate President Pro Tem Kevin de Leon said. "No delay. No red tape." Nearly two-thirds of the funds in the package would go to improve flood control structures by using leftover money from a 2006 voter-approved bond measure. Lawmakers said climate change is contributing to sudden floods — even in dry years — and flood protection protects drinking water supplies. "We maximize the water we do have if we can direct the flood waters in a way that's safe for communities," said Assemblyman Marc Levine, a San Rafael Democrat who chairs a water committee. More immediate funding includes $20 million for additional emergency drinking water for communities with dry wells; $24 million for food banks; and $16 million to help fish and animals threatened by vanishing streams and rivers. Unemployment in the agricultural Central Valley has reached 14 percent and domestic wells are running dry in a handful of p a rc h e d c o m m u n i t i e s s u c h a s E a s t

Porterville, where the state has already spent $500,000 to provide bottled water for 290 families. Brown said the drought has highlighted fundamental questions about how the state uses water and will require Californians to adopt innovative solutions. "Growing a walnut or an almond takes water. Having a new house with a bunch of toilets and showers takes water," Brown said. "So how do we balance use and efficiency with the kind of life that people want in California?" The measures are expected to come for a vote within a week and will need majority approval from the state Legislature which is controlled by Democrats. Republican legislative leaders joined Brown at a news conference supporting the bills March 19 but were not involved in crafting the proposals. Such spending is normally approved as part of budget negotiations that last through June, but lawmakers said their action will help kick-start the projects sooner. The plan is labeled as emergency legislation, but much of the funding has been available to the state for years. It could take more than year for some of the projects to produce a noticeable increase in water supplies. "This is a Band-Aid," said Assembly Minority Leader Kristin Olsen, a Modestoarea Republican. "This is a temporary small step toward fixing a monumental problem."

The water in the Sierra Nevada snowpack — California's largest water source — is far below normal. Some drought observers fear it may never return to normal, requiring a fundamental change to California water policy. Continuing dry conditions drove state water regulators to ramp up mandatory water restrictions this week that prevent Californians from watering their lawns daily and require that customers ask for water at restaurants rather than having it automatically served. Critics have questioned whether the measures go far enough given the severity of the drought. Brown said he's prepared to ramp up action if the drought gets worse. "Don't have any doubts. We are going to increasingly control the use of water to the point where you have to get a lot more efficient, it's going to be expensive and everyone has got to do their part, and they will," Brown said. The water spending legislation came a year after Brown signed a $687 million drought-relief package, most of which went to accelerate water infrastructure projects. A third of that funding has still not been allocated and the Department of Water Resources has not yet recommended how the money should be spent.

Unique herd, tribute to old way of life mark Muncie farm JORDAN KARTHOLL The Star Press MUNCIE, Ind. (AP) — A white-tailed deer trudges through thick snow battling freezing, howling wind. The small deer is emaciated, separated from its herd and marching through perpetual snowfall with no chance of survival. Unable to endure, the deer's journey ends, alone, in the middle of an open field. It is at that moment when two brothers from a cattle farm a few miles down the road spot the deer. They are determined to save it. During the Blizzard of 1978, Jay and Jerry Scott hiked their way across a snowblanketed field and together scooped up an adolescent male deer that was hours away from starving to death or succumbing to the bitter cold of the state's worst winter on record. Nearly 40 years later, Jay Scott still remembers the rescue. "He was just standing there, exhausted and skinny," Scott said. "He was weak enough that he didn't even try to run, gave us one little head butt and that was it." The two brothers loaded the deer into the back of their pickup and drove it back to the family farm, a 179-acre triangular stretch wedged into the intersection of Ind. 28 and Ind. 67. For most parents, a child hauling a sickly deer home would be profoundly distressing. For the Scott family, whose passion for raising livestock spans generations, the decision to keep the deer was easy. "We didn't know if we was going to be able to save it, but we were gonna try" Jay Scott said. "We felt responsible for it, that it wasn't going to make it if somebody didn't do something." The family made a home for the deer in a box stall in one of their barns. They fed it, gave it water, kept it warm and in the s p r i n g , w h e n i t wa s s t ro n g e n o u g h , released it back into the wild. The family never expected the deer to tame, and Jay Scott said in all its time at the farm, it never did. Nursing the deer back to health wasn't about adopting a pet; it was an exercise as natural to them as breathing.

"When farming gets in your blood, it's just there, it doesn't go away," he said. "Taking care of animals is just kind of bred into us." The deer had moved on, along with the harsh winter, but Scott said the experience had left him almost inexplicably fascinated with the animal. "You just didn't see deer everywhere like you do now," Scott said. "Saving that deer is what got me stuck on the idea." Scott's father, Ted, who has raised cattle on the farm since 1943, was similarly transfixed by the rescue. A few months after releasing the whitetail, Jay Scott used his high school graduation money to buy two spotted deer from a farmer near Royerton. Ted bought two more the same day. A single rescued animal became a surreal landmark in the area, 37 years of the Scott family's ever-growing, ever-changing herd of spotted deer, grazing along Ind. 28 and skittishly eying passing cars. Everyone from school teachers to police officers to fellow farmers knows the deer. They are drive-by entertainment for some, for others a marker signaling home is close by. "I've driven by there for years; those cute little deer are the first thing that catch your eye," said Traci Gross, 43, an attendant at the corner gas station that bumps up against the Scott family farm. Gross, who has lived in the area since she was 13, said she used to enjoy taking in the sight of dozens of unique family farms in the area. "It's changed a lot around here," Gross said. "Maybe they've just grown the cities too far out ... I have no idea." Jay Scott said years ago, at that same corner gas station, the family had to repeatedly corral a young buck that refused to stop jumping the fence to frolic in the gas station parking lot each night. For Jay, that kind of novelty and the challenge of raising an unusual animal have kept him interested. But he acknowledges, from a business standpoint, the deer don't add up. "I would say they're probably not very profitable; we put more feeding into them than we will ever get out of them," Scott said.

The deer herd isn't another business venture; for Jay Scott's father, the deer serve a different purpose. Ted Scott, who recently turned 90, said the deer are a source of pride, a public exhibition of a style of living and culture he sees fading further into history each year. A way of life he made it his mission to preserve. "I'm one of the few people that kept raising livestock around here," Ted Scott said with a grin, "More and more you saw cattle farms getting replaced by big crop farms." Jay Scott said for his father, the deer are a chance to share the family legacy with the world that passes by. "I think that's probably the biggest reason dad keeps them," Scott said. "Because he likes the idea that other people can come and enjoy what he's done." Deer aside, the Scott family farm's pasture-raised cows, lambs, chickens, ponies and certainly their two resident peacocks are an increasingly scarce sight. Family-run farms where livestock is raised and cared for by hand are disappearing. Small farms have steadily dwindled since the 1930s, about as fast as corporate feedlots have grown, the U.S. Department of Agriculture reports. According to the USDA, the top 10 percent of farms account for 70 percent of the total U.S. cropland. Fewer than one-third of family farms will have a successor will-

ing to take the farm into the next generation. Jay Scott, who recently took over the monumental task of maintaining the Scott farm with his brothers, said he has an idea as to why family farms are being replaced by larger operations. "It's the workload," Jay Scott said, "Every day there's something that you have to do; younger generations just don't want to be tied down that much." Sometimes working 12 to 16 hour days for a return that is mostly intangible is a hard sell to younger members of the family, he said. His daughter, who works at a manufacturing company, has expressed interest in becoming a teacher, not a farmer. "I haven't given it much thought yet, but we are all getting older and it will have to be turned over at some point," Scott said. "I'm hoping that somebody in the family will want to continue on." Jay Scott, at 54, is two years older than the starting average age of the modern small farm operator, but he will continue the work he inherited from his father and grandfather. Like his spotted deer herd, the family farm has value for him beyond monetary gain. "I like cattle raising just about as much as anything," he said. "It's just kind of in the blood, and once it's in the blood you can't get it out."

The other reason is because researchers and staff spend the day planting 20 different spring wheat trials — named varieties and/or some Montana breeding lines that need some extra data collection

because they are the next potential releases to become a name variety for farmers to grow. The test plots are replicated three times making a total of 60 plots of spring wheat. The same scenario is run for about 14 durum trials. This exhaustive and exhausting day of planting is completed on less than an acre of land, Lamb said.

tions, Lamb said. “There’s a lot of guys that were thinking about maybe trying to get in some peas, maybe a little too early, because the ground was ready,” she said, adding, “well, it was dry enough for them to seed.” “Our soil temperatures weren’t quite as high as they need to be to think about seeding — even though everyone is thinking about seeding right now. We got a little moisture, it slows things down, lets everyone catch their breath and let things warm up before we get out there.” The ground temperature is still only about 33 degrees, she said, and their test bore did indicate a 2-inch frost layer down fairly low. Peas and lentils are a cool-season crop that can handle cooler ground temperatures, Lamb said, but 33 degrees is a little too cold, especially with no guarantee of a steady warming trend in a Montana spring. “It’s not going to be warm enough to get a nice quick germination on peas,” she said. “If the pea seed, or any seed, sits in the ground in cool soil temperatures too long and doesn’t have the ability or the opportunity to grow, all it’s doing is opening the seed up to disease. It will basically rot in the ground before it grows.” With temperature forecasts looking warm and fair from the March 25 print deadline into April, and Lamb seeing no major cause for concern, the winter wheat crops look to be doing well this spring. For growers, anxious to get into the field to plant, signs point toward getting out in the field early after all. But since the saying goes that only a fool or a foreigner predicts weather in Montana, all Lamb would commit to for predictions was: "It will be another year full of challenges and opportunities.”

Unique herd, tribute to old way of life mark Muncie farm JORDAN KARTHOLL The Star Press MUNCIE, Ind. (AP) — A white-tailed deer trudges through thick snow battling freezing, howling wind. The small deer is emaciated, separated from its herd and marching through perpetual snowfall with no chance of survival. Unable to endure, the deer's journey ends, alone, in the middle of an open field. It is at that moment when two brothers from a cattle farm a few miles down the road spot the deer. They are determined to save it. During the Blizzard of 1978, Jay and Jerry Scott hiked their way across a snowblanketed field and together scooped up an adolescent male deer that was hours away from starving to death or succumbing to the bitter cold of the state's worst winter on record. Nearly 40 years later, Jay Scott still remembers the rescue. "He was just standing there, exhausted and skinny," Scott said. "He was weak enough that he didn't even try to run, gave us one little head butt and that was it." The two brothers loaded the deer into the back of their pickup and drove it back to the family farm, a 179-acre triangular stretch wedged into the intersection of Ind. 28 and Ind. 67. For most parents, a child hauling a sickly deer home would be profoundly distressing. For the Scott family, whose passion for raising livestock spans generations, the decision to keep the deer was easy. "We didn't know if we was going to be able to save it, but we were gonna try" Jay Scott said. "We felt responsible for it, that it wasn't going to make it if somebody didn't do something." The family made a home for the deer in a box stall in one of their barns. They fed it, gave it water, kept it warm and in the s p r i n g , w h e n i t wa s s t ro n g e n o u g h , released it back into the wild. The family never expected the deer to tame, and Jay Scott said in all its time at the farm, it never did. Nursing the deer back to health wasn't about adopting a pet; it was an exercise as natural to them as breathing.

"When farming gets in your blood, it's just there, it doesn't go away," he said. "Taking care of animals is just kind of bred into us." The deer had moved on, along with the harsh winter, but Scott said the experience had left him almost inexplicably fascinated with the animal. "You just didn't see deer everywhere like you do now," Scott said. "Saving that deer is what got me stuck on the idea." Scott's father, Ted, who has raised cattle on the farm since 1943, was similarly transfixed by the rescue. A few months after releasing the whitetail, Jay Scott used his high school graduation money to buy two spotted deer from a farmer near Royerton. Ted bought two more the same day. A single rescued animal became a surreal landmark in the area, 37 years of the Scott family's ever-growing, ever-changing herd of spotted deer, grazing along Ind. 28 and skittishly eying passing cars. Everyone from school teachers to police officers to fellow farmers knows the deer. They are drive-by entertainment for some, for others a marker signaling home is close by. "I've driven by there for years; those cute little deer are the first thing that catch your eye," said Traci Gross, 43, an attendant at the corner gas station that bumps up against the Scott family farm. Gross, who has lived in the area since she was 13, said she used to enjoy taking in the sight of dozens of unique family farms in the area. "It's changed a lot around here," Gross said. "Maybe they've just grown the cities too far out ... I have no idea." Jay Scott said years ago, at that same corner gas station, the family had to repeatedly corral a young buck that refused to stop jumping the fence to frolic in the gas station parking lot each night. For Jay, that kind of novelty and the challenge of raising an unusual animal have kept him interested. But he acknowledges, from a business standpoint, the deer don't add up. "I would say they're probably not very profitable; we put more feeding into them than we will ever get out of them," Scott said.

The deer herd isn't another business venture; for Jay Scott's father, the deer serve a different purpose. Ted Scott, who recently turned 90, said the deer are a source of pride, a public exhibition of a style of living and culture he sees fading further into history each year. A way of life he made it his mission to preserve. "I'm one of the few people that kept raising livestock around here," Ted Scott said with a grin, "More and more you saw cattle farms getting replaced by big crop farms." Jay Scott said for his father, the deer are a chance to share the family legacy with the world that passes by. "I think that's probably the biggest reason dad keeps them," Scott said. "Because he likes the idea that other people can come and enjoy what he's done." Deer aside, the Scott family farm's pasture-raised cows, lambs, chickens, ponies and certainly their two resident peacocks are an increasingly scarce sight. Family-run farms where livestock is raised and cared for by hand are disappearing. Small farms have steadily dwindled since the 1930s, about as fast as corporate feedlots have grown, the U.S. Department of Agriculture reports. According to the USDA, the top 10 percent of farms account for 70 percent of the total U.S. cropland. Fewer than one-third of family farms will have a successor will-

ing to take the farm into the next generation. Jay Scott, who recently took over the monumental task of maintaining the Scott farm with his brothers, said he has an idea as to why family farms are being replaced by larger operations. "It's the workload," Jay Scott said, "Every day there's something that you have to do; younger generations just don't want to be tied down that much." Sometimes working 12 to 16 hour days for a return that is mostly intangible is a hard sell to younger members of the family, he said. His daughter, who works at a manufacturing company, has expressed interest in becoming a teacher, not a farmer. "I haven't given it much thought yet, but we are all getting older and it will have to be turned over at some point," Scott said. "I'm hoping that somebody in the family will want to continue on." Jay Scott, at 54, is two years older than the starting average age of the modern small farm operator, but he will continue the work he inherited from his father and grandfather. Like his spotted deer herd, the family farm has value for him beyond monetary gain. "I like cattle raising just about as much as anything," he said. "It's just kind of in the blood, and once it's in the blood you can't get it out."

because they are the next potential releases to become a name variety for farmers to grow. The test plots are replicated three times making a total of 60 plots of spring wheat. The same scenario is run for about 14 durum trials. This exhaustive and exhausting day of planting is completed on less than an acre of land, Lamb said.

tions, Lamb said. “There’s a lot of guys that were thinking about maybe trying to get in some peas, maybe a little too early, because the ground was ready,” she said, adding, “well, it was dry enough for them to seed.” “Our soil temperatures weren’t quite as high as they need to be to think about seeding — even though everyone is thinking about seeding right now. We got a little moisture, it slows things down, lets everyone catch their breath and let things warm up before we get out there.” The ground temperature is still only about 33 degrees, she said, and their test bore did indicate a 2-inch frost layer down fairly low. Peas and lentils are a cool-season crop that can handle cooler ground temperatures, Lamb said, but 33 degrees is a little too cold, especially with no guarantee of a steady warming trend in a Montana spring. “It’s not going to be warm enough to get a nice quick germination on peas,” she said. “If the pea seed, or any seed, sits in the ground in cool soil temperatures too long and doesn’t have the ability or the opportunity to grow, all it’s doing is opening the seed up to disease. It will basically rot in the ground before it grows.” With temperature forecasts looking warm and fair from the March 25 print deadline into April, and Lamb seeing no major cause for concern, the winter wheat crops look to be doing well this spring. For growers, anxious to get into the field to plant, signs point toward getting out in the field early after all. But since the saying goes that only a fool or a foreigner predicts weather in Montana, all Lamb would commit to for predictions was: "It will be another year full of challenges and opportunities.”

North-central Montana’s abnormally warm weather has left farmers anxious to get into the field to plant spring crops, but the typically mercurial temperature and weather patterns have forced them to stay the course, and to worry just a little bit about winter wheat crops. watch for root regrowth, which will appear as healthy white roots sprouting from the crown of the plants, he wrote. For growers in Wisconsin, Conley says, the “critical threshold for turning over a field is 12 to 15 live plants per square foot. Below this threshold is an automatic replant.” Beside the fact that north-central Montana’s latest cold snap wasn’t all that cold, the other good news is that it brought with it some moisture. Though it wasn’t a lot of moisture — just shy of two-tenths of an inch to 1.8 inches depending on location, says the National Weather Service website — it was enough to help. “Usually we count anything over a tenth of an inch here at the station as significant for us because (with less) the wind blows, it evaporates and goes away,” Lamb said. “But if we’re getting that much moisture, it’s actually getting down into the ground farther instead of just two or three hundredths and the top layer’s wet, but you dig down an inch or so and it’s dry again. Anything over a tenth we’re happy with.” She added that though the ground was getting dry from the unseasonably warm and dry winter, a lot of moisture is in the ground. Test samples of the ag station's pasture land bored March 19 showed wet and muddy ground down to 5 feet and fallow ground is “looking pretty good” still from the heavy rains in late August, as well as moisture in September and October. The March moisture came at good time for other reasons besides ground moisture condi-

California governor proposes $1 billion in drought spending We need to get the money out the door now for shovel-ready projects and existing water programs that only need funding to get started FENIT NIRAPPIL Associated Press SACRAMENTO, Calif. — As California copes with a fourth straight year of drought, Gov. Jerry Brown and legislative leaders March 19 proposed legislation to accelerate more than $1 billion in water spending and urged residents to do their part to conserve. Winter is ending in California without enough snow and rain to replenish reservoirs, offering little relief from the worst drought in a generation. The proposed legislation includes $128 million to ease dire water shortages in some communities; the financial struggles of unemployed farm workers in the Central Valley; and dry conditions that contribute to wildfires. The rest of the funding comes from voterapproved bonds — including a $7.5 billion water measure passed in November — to speed up water projects that can help communities prepare for future dry years. "We need to get the money out the door now for shovel-ready projects and existing

Pam Burke community@havredailynews.com The plants look good, but how well winter wheat made it through the winter won’t be known until sometime in early April, said Peggy Lamb, agronomy research scientist at Montana State University’s Northern Agricultural Research Center south of Havre. “I don’t think it got cold enough after our warm weather,” she said about whether or not the plants were hurt by changing weather conditions in the area, because right now, even affected plants could look green. “Even when it did get a little bit colder we had a little bit of snow cover on it,” she added. “We weren’t dropping down into the low teens or down to zero or something like that that would really hurt it. Twenty-five, 30 degrees, not a problem right now, but if it was to hit one of Havre’s infamous 20-belows, that would be a problem. The winter wheat I’ve looked at is greening up and looking very good right now. But like I said, we won’t know more until it starts to actually grow.” The farmers, eager to get out in the fields, are starting to wonder about the crops, too, Lamb said “A winter wheat breeder even emailed me this morning (March 19) and said ‘I have spring fever, what’s the winter wheat look like.’ Everybody’s curious,” she said. Farmers can perform a little test to satisfy that curiosity, said Shawn Conley, University of Wisconsin soybean and wheat Extension specialist in an article for The Soy Report website. Farmers can pull a sampling of the winter wheat plants from the field and put them in a warm place, like a kitchen or greenhouse, and

water programs that only need funding to get started," Senate President Pro Tem Kevin de Leon said. "No delay. No red tape." Nearly two-thirds of the funds in the package would go to improve flood control structures by using leftover money from a 2006 voter-approved bond measure. Lawmakers said climate change is contributing to sudden floods — even in dry years — and flood protection protects drinking water supplies. "We maximize the water we do have if we can direct the flood waters in a way that's safe for communities," said Assemblyman Marc Levine, a San Rafael Democrat who chairs a water committee. More immediate funding includes $20 million for additional emergency drinking water for communities with dry wells; $24 million for food banks; and $16 million to help fish and animals threatened by vanishing streams and rivers. Unemployment in the agricultural Central Valley has reached 14 percent and domestic wells are running dry in a handful of p a rc h e d c o m m u n i t i e s s u c h a s E a s t

Porterville, where the state has already spent $500,000 to provide bottled water for 290 families. Brown said the drought has highlighted fundamental questions about how the state uses water and will require Californians to adopt innovative solutions. "Growing a walnut or an almond takes water. Having a new house with a bunch of toilets and showers takes water," Brown said. "So how do we balance use and efficiency with the kind of life that people want in California?" The measures are expected to come for a vote within a week and will need majority approval from the state Legislature which is controlled by Democrats. Republican legislative leaders joined Brown at a news conference supporting the bills March 19 but were not involved in crafting the proposals. Such spending is normally approved as part of budget negotiations that last through June, but lawmakers said their action will help kick-start the projects sooner. The plan is labeled as emergency legislation, but much of the funding has been available to the state for years. It could take more than year for some of the projects to produce a noticeable increase in water supplies. "This is a Band-Aid," said Assembly Minority Leader Kristin Olsen, a Modestoarea Republican. "This is a temporary small step toward fixing a monumental problem."

The water in the Sierra Nevada snowpack — California's largest water source — is far below normal. Some drought observers fear it may never return to normal, requiring a fundamental change to California water policy. Continuing dry conditions drove state water regulators to ramp up mandatory water restrictions this week that prevent Californians from watering their lawns daily and require that customers ask for water at restaurants rather than having it automatically served. Critics have questioned whether the measures go far enough given the severity of the drought. Brown said he's prepared to ramp up action if the drought gets worse. "Don't have any doubts. We are going to increasingly control the use of water to the point where you have to get a lot more efficient, it's going to be expensive and everyone has got to do their part, and they will," Brown said. The water spending legislation came a year after Brown signed a $687 million drought-relief package, most of which went to accelerate water infrastructure projects. A third of that funding has still not been allocated and the Department of Water Resources has not yet recommended how the money should be spent.
