BY PAM BURKE Robert Frost wrote, famously, “Good fences make good neighbors,” but they also make good personal space and good neighborhoods as well. While at their most fundamental level fences define property lines and keep in that which should stay in and out what needs to stay away, they can also add privacy, beauty and value to a residential property. In the rural state of Montana, by far the most common type of fence is barbed wire out in pastures and along roadways, but for residential space the better materials options are wood, vinyl, chain link and ornamental steel. Retailers and contractors might disagree on which product is cheapest or longest lasting, but Eric Wutke, owner of Great Falls Fence, said that ultimately, the customer decides what’s best based on their individual situation. Basically, “it has to do with the bud8 LIVING MAGAZINE July 2014
PHOTOS BY ERIC SEIDLE get, how it’s going to look aesthetically and what the function of it is going to be,” he said, “and based on that then you determine what it is they need.”
Wood vs. Vinyl
Rod Wagner, owner of Harlem Lumber, says he sells materials for more wood fences than vinyl. He can order the vinyl fencing, but he said he’s found, for his customers, the initial cost is mostly costprohibitive. “First off, vinyl looks the nicest, but it’s the most expensive,” he said, adding that there is a payoff for the vinyl in repair expenses, but “it’s quite a ways down the road. The initial investment is kind of staggering.” “A 6-, 8-foot section (runs) you around $200 – the wood’s going to run you under $100 in the same section, including paint or stain,” he said. But he’s realistic about the drawback of wood and chain link. “The other ones, the wood is not as expensive, but there’s a great deal of labor involved in digging the holes. Chain
link is probably a little more (expensive) than wood fencing, but it kind of has probably an industrial look that some people may not want.” Though he said he does sell some chain link fencing, he sells more wood fencing, especially dog-eared cedar planks. There’s more options with wood fencing than just planks, he added. “I would say the easiest one is probably the split cedar rail. It comes with three pieces – a post and two rails. You dig a hold, put the post in the ground, stick the rails in it and dig the next post hole.” The posts are installed one after the other because the tapered ends of the rails need to be slipped into predrilled holes in the post before the post is set. Lianna Heimbigner, co-owner of Big Sandy Supply, said that fencing material choice can only be based on the customer’s preferences and budget, but points out that the initial cost of the fence has to be compared to the cost over the long-run, too. “Vinyl is more expensive, but you don’t have the maintenance costs (down the line),” she said. It can be ordered in a wide variety of colors, heights and styles and “once you put it up – I can’t say it’s 100 percent maintenance-free because there’s always maintenance – but there’s a lot less. “If you built a wood fence, you’d have to sand it and restain it every year or two or three. You can maybe get three years out of it,” she added. “So you have that additional cost every couple of years to strip it, brighten it up and restain it.” Heimbigner also said, from her experience with the chain link fence that came already installed on her property, chain link is close to maintenance-free only if it’s installed correctly with the posts level and aligned in the row. She also recommends that a cement footer be installed under the entire fence to save on wear and tear of weedeaters. The tires on one side of the lawnmower can be put up the footer to make edging the lawn easier while mowing.
The Argument for Chain Link
Scott Chagnon, assistant manager at Pacific Steel and Recycling in Havre, said that the store sells a three-rail, treated post-and-rail fence with doweled rails that have tapered ends that slip into the predrilled holes on the posts. Like the split-cedar rail fencing, it has to be installed one post at a time. This makes a good barrier fence, Chagnon said, for keeping livestock in or out, but for an all purpose fence, the chain link is a better choice. The materials are durable, repairable and secure, and they come in a wide variety of wire gauges, post sizes, heights and colors as H AV R E D A I LY N E W S
well as accessories, like post caps and vinyl slats that insert into the links to create a privacy fence. He recommends using a mid-weight wire gauge for residential use and setting aside a little extra time for ordering gates which, with few exceptions, have to be custom built. “I wouldn’t put 121/2 gauge on a residential fence, personally. Probably 11 gauge. 11 gauge is good quality,” he said. “As long as you get matching top rail and posts with that it’s a good quality residential fence. It’s going to take basically most standard abuse.” He also said another metal fence offers a less-expensive option and a more country look. Depending on the number of corners, gates and end rails, a 4-foot, 11 gauge fence will cost about $5 per lineal foot, but a product called stablemesh, a woven or twisted wire fence, with wooden posts will cost about half or a third less.

Dressing up fences, whether shaping the edges to a wood board fence, having custom caps made for a chain link or any metal post fence, or ordering premanufactured touches to a vinyl fence can get expensive, ornamental steel fences can add a different look to a yard, and still come prefabricated to save money. Though Wutke of Great Falls Fence warned that customers have to be quite “well-heeled” to afford custom-made ornamental steel fences, the prefabricated sections are reasonably priced and can be ordered in 4-, 5- and 6-foot heights, with a variety of ornamentation and in a variety of colors to suit individual tastes. continued on page 10 July 2014

Another fence product that goes beyond the common is the automatic gate, and Wutke, with his experience constructing fence for every kind of project from smaller residential to high-end residential and commercial, warned that buyers get what they pay for with these gates. Many people are working on their fencing projects themselves, and with a tight budget, and they get talked into believing the $500 automatic gates are going to work, but they don’t, he said. “There’s people out there that think (automatic gates) are the same cost as a garage door opener, or they might go to a ranch/home store and see a swing gate operator on a shelf for $500, but ... they don’t work that well.” He said the gates made with quality construction and important safety components like sensors that stop the gates from closing on cars and people, along with keypads and telephone entry systems for security, will cost money. Another feature he recommends keeps the automatic gates functioning year-round. “You usually apply some heat to the gear box,” which is the mechanism that makes the gate automated, he said, “kind of like an engine block heater on the car. There’s a thermostat on it and if it’s cold the heater kicks on and it keeps the electric motor warm. “It’s an option that you add – if you’re fencing in Havre it’s mandatory,” he said. Automatic gates, he said, can cost from the lower $5,000-range to $24,000. The good news is that most residential needs will be at the low-
The 3 Big Tips on Hiring a Contractor Most people will think of common sense aspects of hiring a contractor like getting references and making sure they call ahead to have underground utilities marked. But Eric Wutke offered advice on what he felt were the three major points to ask about when hiring any contractor, points that people might not think of. 1 — Make sure the contractor has liability insurance and Workers’ Compensation insurance or you will most likely be financially responsible for repairing or rectifying any mistakes and for covering health care costs for injuries. 2 — Get a lien waiver for materials from the contractor. Even if you prepay a contractor for materials, a contractor might acquire the materials on credit. If that materials bill is not paid, the supplier can legally require the home owner to pay the outstanding bill. The lien waiver releases the home owner from that liability and puts it on the contractor who has accepted the prepayment. 3 — Find your property pin locations. The pins, which are labeled metal rods set low in the ground, are the markers for your property line. If you can’t find them, you might be able to triangulate the points from a plot map which you can get from the county courthouse. You may have to hire a surveyor to mark the pins. If they are not found beforehand, a contractor has the right to have you sign a release of liability so he is not responsible if the fence has to be moved because it’s not on your property line. er end of the scale. It was May 1980, young John Ita, from southeast Iowa, had recently graduated from college and understood that Mount St. Helens was going to erupt. So he got in his car and headed west. This was a once-in-alifetime opportunity to see the blast. But he got as far as Havre and heard on the radio that Mount St. Helens had already erupted. What to do? He stopped at a SuperAmerica convenience store — now Holiday and read on the bulletin board that an area farmer wanted a farmhand. He applied, got the job and the rest is history. Ita has been here ever since, except for a four-year stay in Los Angeles. He met his wife here, got a job teaching history at Havre High School and has never looked back. In the last 34 years, he has become the face of volunteerism in the community, being active in his church and organizations such as the Hill County Search and Rescue team. But in recent years, he has been the adviser for the Havre High Key Club, one of the youngest and most vibrant of the service clubs in town. On the average about 35 kids are involved in the program, he said. The goal, he said, is to get kids into the spirit of volunteering at their home, at school and in the community. Kids can volunteer at home by helping parents out in their work, he said and there are many things that can be done at school. But the Key Club emphasis has been in the community. The club members’ willingness to work for community groups is

getting around and people often call to see if the students can help in community projects. Groups ranging from the food bank to Relay for Life and the American Red Cross seek out Key Club volunteers, he said. Everyday folks are calling him asking if the members can help out a neighbor in need. This year, somebody called asking if the students could help a couple moving to Havre get settled in. He went into the hallway, found some boys and convinced them to volunteer. He’s worked with students and come up with new ideas and taken part in programs that Key Club undertakes at schools around the country. Key Club operates as an offshoot of Kiwanis, a service club for adults. Nationwide, Key Clubs are involved in programs such as Trick or Treat for UNICEF or Relay for Life. Local Key Club .activities include a suicide prevention program. Students collect pop can tabs, sell them and give the profits to Ronald McDonald House.

But the most noteworthy event of the last year was when Key Club members organized a community effort to raise funds for two Havre families who have ill children. Other teachers in the district told Ita of the children, and he offered to see what the Key Clubbers could do. He suggested to the members that the faith community be contacted for support. “The next thing I knew, they were calling the churches,” he said. The churches set up spaghetti dinners and other feeds over one weekend. A free-will offering was collected at each dinner. Ita spent the weekend, going from one spaghetti dinner to another. Brian Barrows, pastor of Abundant Life Ministries, recalls being impressed with Ita and his work. He marveled at Ita’s “concern for the community and his devotion to his lord.” “He’s a great man,” Barrows said. Communitywide, $15,000 was raised for the two families, he said. Students and families gathered at Havre High School for the check-passing celebrations. H AV R E D A I LY N E W S
Ita said it was an event he will never forget. “A lot of tears were shed,” he said. “Everybody in the room was crying.” While most Key Club projects are not that emotional, they all offer students the opportunity to make a difference. Students get a kick out of the annual March of Dimes fundraisers when kids accept spare change from people and line the coins around the Havre High track. The money goes to the fight against birth defects. Club member’s activities don’t go unnoticed in the community they serve. This year, the club was honored with the Community Spirit Award given out annually by the United Way of Hill County. The award was presented at an assembly in the school auditorium. Many of the people in Key Club are the busiest folks at Havre High, he said. They find time for drama, sports, other
activities and still have time to volunteer in the community. But there is a special place in the club for those who are not involved in other activities. Some students find their niche in volunteering, though they may not excel in sports or music. Ita’s activities are not limited to Key Club. He also participates in the Hill County Search and Rescue program. Volunteers working under the sheriff’s department are on call to help find lost people or people who may have fallen into bodies of water, such as Fresno Reservoir. That work is especially rewarding, he said. He is also active in his Community Alliance Church and is on the board of directors of the Christian radio station based in Havre. Key Club students find their work rewarding and fun, he said. He enjoys seeing grow
through their volunteer work, and he enjoys seeing the community benefit but the longrange benefits are the best — the fact that many students are getting into the habit of volunteering, a trait that he hopes will last for the rest of their lives. As somebody who deals with the younger generation daily, he said he doesn't see a major chasm between this generation and previous ones. “They are not any better or any worse, just different,” he said. Technology has changed the way people grow up, he said. Kids in previous generations used to go outside and play as youngsters, he said. “We’d play kick the can or run around,” he said. “Today they text.” That makes a difference in the way they develop, and in some ways changes their attitudes.

Motorcycle group drives increase in membership and charitable fundraising

With membership at the Havre Eagles Club slowly declining in numbers and increasing in age, two years ago club member Brian Carpenter came up with an idea to reverse those statistics and, while he was at it, raise nearly $40,000 for charitable contributions — so far. Brian looked at the national constitution for the Federal Order of Eagles, of which the local Eagles Aerie No. 166, is a member, and saw that the club could add another group for its membership beside the men’s Aerie and the women’s Auxiliary that had been a part of the club since it started: a motorcycle group called the Eagle Riders. “I was looking to raise membership 16 LIVING MAGAZINE July 2014
in the club, basically add younger membership to the club,” said Brian, “and in the national constitution for the Eagles Club I noticed they had provisions for starting a motorcycle club called the Eagle Riders, so I researched it and I got a few of the other members that were interested, and we brought it before the board and started the Eagle Riders.”
The FOE mission statement for the Eagle Riders is: “To have fun in a family oriented organization dedicated to the enjoyment of motorcycles and safe riding, while promoting the Fraternal Order of Eagles.” The relatively new group has 22 active members, said Brian, with more people contacting him on a regular basis expressing interest in joining. Havre Aerie President Dan Wiese said he thinks the club membership, which now sits at about 500, has increased by close to 25 percent because of Eagle Riders membership and their activities. As one example, Dan said that Brian initiated Wednesday-night karaoke and that seemingly simple addition to activities has boosted customer numbers and membership in an important demographic. “It’s bringing a lot more younger people in,” Dan said. Anyone who meets eligibility for Eagles Club membership is eligible to be a Rider member, said Brian. The group does not discriminate against race, gender, religion, creed, color, nationality, or even the type of motorcyH AV R E D A I LY N E W S
cle a person rides. “You don’t even have to have a bike, to be honest with you,” he said. “We have some members that don’t have bikes.” The only eligibility requirement is that a prospective Rider has to be a member in good standing of the Eagles Club, either the Aerie or the Auxiliary. “I’ve had members contact me solely to become an Eagle Rider but ... they have to be an Eagles member first,” he said. “So they join the Eagles Club, and then they have to wait a month and volunteer in one of the Eagles’ functions and then they can apply to be an

ing back north to Chester and east back to Havre. At each of five designated stops participants picked up a chip that represented a card in card deck to make a poker hand, like for five-card draw. Once everyone returned to the Havre Eagles Club prizes were awarded for the two best poker hands and for the worst hand. And, though, this event is distinctly oriented to motorcyclists and a motorcycling activity, the motorcycle is not the focus of the event or any of the other Eagle Riders’ activities, Brian said. “We say it’s a family-oriented group focused on raising money and having fun while riding motorcycles,” he said, and this goes back to the FOE motto of “People Helping People.” As a fundraiser, the poker run had many activities open to the public, to draw in more participants. The day also included a dinner, a silent auction, a street dance, raffles and vendor
booths to increase the avenues for raising money. The end result was $3,200 raised and donated to the Montana Wounded Warrior Project which works to provide all-expenses-paid hunting trips to up to six wounded Montana veterans each year. The amount raised was up from the previous year’s inaugural event that raised about $2,000. Though the money for a major event like the poker run is generally donated to state or national organizations by decision of the Eagle Riders members, Brian said, that doesn’t mean local charitable efforts are shortchanged. In December, the group joined efforts with the Havre High School Key Club and the Havre Ministerial Association in a week which offered choices of various dinners offered to community members and together they raised nearly $15,000. The money was donated to two Havre families with children in need of medical testing and treatment. The chili cookoff the Riders organized for the event will be one of their four
major fundraising events each year. The chili cook-off will be in December. The other two major fundraisers are the summer raffle for three high-dollar items, that will be awarded during Havre Festival Days in September, and a second, somewhat smaller poker run in July. While the Riders host a number of smaller fundraisers throughout the year — booze basket raffles for most holidays, dinners on the fifth Thursday of the four months per year that have such a day, Sunday Soup-N-Bread lunches with all-you-can-eat for $4. Brian said all but about 10 percent of the proceeds from each fundraiser, like the booze basket raffles which bring in $100 to $200 each time, goes to local charities, such as the Havre Food Bank or a person or family in need. “We have a meeting every month, and we’ll sit down and say ‘hey we’ve got this basket coming up’ or ‘we’ve got that dinner coming up, let’s come up with some ideas and vote on a charity,’” he said. “We have people approach us throughout the year asking for donations either through the Eagles Club or direct through us the Eagle Riders, and we’ll sit down and we’ll discuss it and we’ll vote as a club on where we’re going to donate our money.” One of the unique foc u s e s of the Eagle

Riders is that the group constantly looks for ways to work in conjunction with other organizations to build a sort of synergy of helping at the events. Like the chili cook-off, which was the brain child of the Key Club and coordinated with the Ministerial Association members, the Rider's 2013 spring poker run was organized with the Havre Jaycees. In the 2014 poker run, the Jaycees had a membership-drive booth and the following morning the Havre Youth Baseball Association was invited to make and sell breakfast to participants and the community, each group benefiting from what the others could bring to attract crowds to the event. “We’re definitely open to someone approaching us and asking us to help put on a fundraiser,” Brian said, adding that it was “pretty amazing” to see the community come together like they did to raise the $15,000 in less than a week. Dan said that the increased membership and vitality from the Eagle Riders helps the club itself, too. “They’re doing a lot with helping me to keep the club in shape and get back into a better club. There’s things that needed to get done and they’re helping with fundraisers and stuff like that so we can get stuff repaired and cleaned up.” Part of the 10 percent that the Riders keep from most fundraisers goes toward helping with Eagles Club maintenance, as well as work at the Eagles Campground, which are obligations for the Aerie and Auxiliary members, too, Brian said. “We pay for all our maintenance, repairs and out at Beaver Creek Park, also,” Dan said. “We have a campground out there — everybody kicks in and helps clean up out there, repair things that need fixed. This year they moved swing sets and the teetertotter, and it was mixture of all three — the Riders, the Aerie and the ladies’ Auxiliary — helped do that this year.” As the first and still the only Eagle Riders group in Montana, the members work at helping in-house also extends across the state to encourage other Eagles Clubs to start a motorcycle group, but by far most of their efforts are spent on the many works they do in Havre. And they have big plans for at least one of their events. “Eventually, this Spring Opener (Poker Run) we’d like to get it to where it’s probably big enough where we’ll have to try and do it at the fairgrounds,” Brian said. “We’re going to try and combine motorcycles and hot rods, like a motorcycle and hot rod show and shine,” he added. “We’d like to bring in (bigger) bands — not that there’s anything wrong with local bands, but if we bring in maybe a country music act, we can draw a bigger and better crowd, too. And then, of course, with that is bigger and better sponsors, too.” And this will help more people and organizations, he said. Dan summed up the affect that Brian and the Eagle Riders have had on the Eagles Club and the community in general with one simple statement: “It’s helped out in a positive way.” July 2014

Along with the Milk River, which runs along the Hi-Line from the U.S.Canadian border north of Rudyard east to the Missouri River just past Glasgow, the area offers a wealth of fishing opportunities in a miriad of small reservoirs. “With these wet conditions that we’ve been experiencing across the Hi-Line ... we’ve really been under some ideal fish conditions and a lot of our ponds and reservoirs throughout the area have all been doing really well fisheries-wise,” said Cody Nagel, Montana Fish, Wildlife and Parks fish biologist for the Havre area. “Right now, just with these water conditions that we’ve had,” he added, “we’re probably sitting on some of the best pond fisheries that we’ve

seen for quite some time.” The trout waters and walleye fisheries are stocked every year or two, Nagel said. The FWP website has much of the information about local ponds, reservoirs, lakes and rivers, including access and boating information, restrictions and amenities, maps, and stocking updates. Most of the reservoirs are stocked, each body of water has public access and some have minor amenities. Sounds on the Square in Havre’s Town Square will feature a full lineup of local bands — with styles from country to punk rock — scheduled for Wednesday evenings 6-8 p.m. Vendors will provide some food options, but the public is invited to bring a picnic, chairs and even some dancing shoes to this weekly gathering of community, friends and family. Kicks @ 6 provides free evening musical entertainment from The Other Bros & Sistas Band every Tuesday 6 to 8 p.m. through Aug. 20 in Pepin Park, at 4th Street and 7th Avenue. The band mixes it up each week with a musical theme and the public is welcome to bring a picnic meal or buy from a vendor. Tunes at Noon features Mary Stevens playing a variety of music, solo and accompanied, each Wednesday at noon in the lower level of the Atrium Mall, 220 3rd Avenue. .
