Welcome 2017! Top news stories of 2016 Hays County residents approve bonds totaling $237 million
A pair of bond initiatives that called for a collection of county-wide road improvements as well as various improvements to the county jail were given the green light by voters this November. Proposition 1, which called for roughly $106.4 million for jail improvements and a co-located 911 facility, narrowly passed with 51 percent of the vote. Meanwhile, Proposition 2, which called for $131 million in road improvements, passed with 59 percent of the vote.
Sheriff incumbent reelected, longtime constable ousted
Hays County Sheriff Gary Cutler won the right to keep his seat in 2016 after defeating challenger Rodrigo Amaya by a 13.1 percent margin in the Nov. 8 general election. Cutler, who has served as Hays County’s sheriff for the past six years, claimed a substantial lead after early voting and won with 58 percent of the vote. But as the status quo remains at the sheriff’s office, a changing of the guard will take place in Pct. 2. After a 38year tenure as the Pct. 2 constable, James Kohler was defeated Nov. 8 by Kyle Police officer Michael Torres. Kohler told the Hays Free Press in November he plans to run for the Pct. 2 Justice of the Peace seat, currently held by Beth Smith, in 2018.
Kyle election ends in runoff after stunning tie
In one of the more bizarre finishes to a city council race in Kyle history, District 1 incumbent Diane Hervol and challenger Travis Mitchell evenly split 1,020 votes right down the middle in the May 10 election. Following a mandatory recount, both parties entered into a runoff with Mitchell winning the seat in June.
Incumbent reelected, newcomer voted to Buda dais A runoff election was needed this year to decide the Buda Place 1 city council seat after three candidates, Lee Urbanovsky, John Hatch and Theo Kosub, could not generate more than 50 percent of the vote. While the runoff between Urbanovsky and Hatch featured contention between campaign supporters, Urbanovsky ultimately claimed the seat. Meanwhile, Place 2 candidate Wiley Hopkins won his reelection bid Nov. 8.

A developer’s attempt to rezone property in order to allow for a large-scale truck stop near Yarrington Road was once again met with stiff resistance by the community in 2016. But as a result of the furor surrounding PGI Investments’ request to rezone a 40-plus acre tract of land to warehouse, city leaders halted the request, which was considered a win for many who have opposed creation of a truck stop. PGI had tried on two previous occasions to build the truck stop.

Buda spends $300K to move tree
A 250-year-old, 53-inch heritage oak tree that grows in Buda became the center of controversy in August after city officials sought ways to move it from the footprint of the city’s new municipal building along Main Street. After discussion, the Buda City Council in September chose to relocate the tree to an option on-site of the new facility, which will cost $324,000. The relocation process should begin Jan. 3 and will take several weeks.
James Adkins passes away
Tragedy in the sky
Weather and a possible cocktail of drugs taken by the pilot were two possible factors determined by federal investigators earlier this month to have led to a fatal hot air balloon accident that killed 16 people near Lockhart in July. Authorities identified the pilot as Alfred “Skip” Nichols, 49, of Kyle. The incident was described as the worst hot air balloon accident in U.S. history.
Area residents and Kyle public officials past and present celebrated the life of former Mayor James Adkins, who passed away Jan. 2 due to prostate cancer. Adkins, who was elected mayor in 1999, became the city’s first black mayor in its history and served Kyle until 2003. Adkins attempted an unsuccessful mayoral bid in 2014.

Tragedy struck the Kyle area in February when four people, including an infant, were killed after a wrong-way driver collided with a minivan carrying six Canadian residents on Interstate 35 in Kyle. Wilson Rene Molinares, 24, of San Marcos, was arrested and charged with four counts of intoxication manslaughter following the accident. On Dec. 15, Molinares, who pled guilty earlier this year on all four counts, was sentenced to 20 years in prison by a Hays County Jury.
Multiple tragedies strike Hays CISD
The deaths of two students, two alumni and a beloved coach rocked Hays CISD during a three-month period in early 2016. District officials and the community mourned the deaths of Will Trevillion, Tanner and Larry Earp, Joshua Otto and David Null.

Contentious debate over Dripping Springs discharge permit
MARTINEZ
Controversy erupted in 2016 as area residents, environmental groups and even the city of Buda opposed the city of Dripping Springs Texas Pollutant Discharge Elimination System draft permit to the Texas Commission on Environmental Quality. The permit would allow Dripping Springs to expand its wastewater system and could allow the city to potentially discharge up to 995,000 gallons of treated effluent into a tributary of Onion Creek. Earlier this month, the Enviornmental Protection Agency raised concerns over the permit and asked Dripping Springs to provide evidence the discharge permit wouldn’t affect Onion Creek.

LETTER TO THE EDITOR AN OPEN LETTER TO JAMES KOHLER We are writing to thank you for the time and love you shared with our town and community while serving as a Hays County Constable. Your dedication to
your community has been shown in so many ways. You were always ready to support our schools and students by being avalable to help individuals or groups. Such things as helping a student in need or proudly leading our teams and organizations
to their games and other events. You could be depended on in times of sorrow to be there to comfort the families and if necessary to escort them to a final resting place. We always knew we could count on you –
whether helping with the MDA Telethon or other community events, helping to unlock a vehicle, or checking neighborhoods for problems or threats. We especially remember your checking on our nephew who suffered with muscular dystrophy
when he was staying with us. Thanks also to Sandra for her continued support of you and the community. She was always there with a smile and helping hand. Finally our love and thanks to both of you. We will miss “the man
in the green car” but are grateful for him and his service. We are blessed to have you in our county. Our love and prayers for you and your family. Deanna and Ernest “Bubba” Kimbro Kyle

Train talk comes to Kyle
Discussions on possibly moving a rail siding, or switch station, near downtown Kyle moved full steam ahead in 2016. In December, Kyle city leaders approved a $250,000 engineering study for relocating the siding. The train has caused numerous traffic backups in the area. As part of the November 2016 bond package, Hays County allocated roughly $1 million toward Kyle’s rail siding project.
Major issues concerning Kyle Housing Authority
Kyle implements new stormwater utility fee
Problems with Kyle public housing came to light in November after the U.S. Department of Housing and Urban Development (HUD) alleged issues with administrator pay, maintenance problems and a lack of oversight within the Kyle Housing Authority. The fallout, which included allegations of the authority operating without a functioning board of directors for several years, led city officials to restructure the KHA board.

Kyle residents saw an additional $5 added to their utility bills as the city green-lighted a new stormwater mitigation utility fee, which goes toward the city’s new Storm Drainage and Flood Risk Mitigation Utility Department. The purpose of the department is to manage the city’s stormwater and make sure “the city uses Best Management Practices before it goes to our local water ways” according to the utility’s webpage.

aking up on New Year’s morning and watching the Tournament of Roses parade on television with family is tradition for Lehman High senior Caroline Salas. When the first float takes off from the corner of Green Street and Orange Grove in Pasadena, Calif. Jan. 2, Salas, along with Lehman High junior Edgar Blanton and senior Maija Solis, will be right there to watch it happen. Earlier this year, Salas, Blanton and Solis were selected to join the 300-piece Bands of America (BOA) Honor Band, which will march the 5 and ½ mile route in the Rose Parade. The trio departed for Pasadena on Dec. 28. “It’s a huge honor,” Salas said. “It’s also not just us going. It’s everyone who’s helped us on the way. They contributed to us being here at this point.” The journey toward Pasadena began when all three discovered the process to audition for the honor band. While each found out about the process differently, all three worked and submitted performance audition videos. Salas said that meant spending an evening in a gym while a friend recorded her doing basic color guard movements. Blanton, who plays saxophone, and Solis, who plays clarinet, each videotaped themselves performing prescribed audition music. Eventually, all three discovered they made the cut. “I just opened the email and I was like, ‘oh, cool,’” Blanton said. “I told my mom. She was very happy. That was an honor to see my mom like that. about her. My family means a lot to me.” The trio then began to fundraise to pay for the $2,100 overall cost. Solis said she and her family found a website that offered several fundraising options, while
they also searched options on their own. Salas had specialty pins with a design crafted by a family friend. The design featured a yellow rose with the Lobo logo on them, which she gave away for a $5 donation.
In addition, the trio also began working on the necessary music and routines for the march. Salas said BOA directors showed tutorials on what routines to perform. Blanton said wind players worked on three pieces of music that ranged in difficulty. Salas said the most pressing challenge would be clicking with her fellow color guard members. “You show up and try to click with the color guard and be able to spin together and look like you’ve been spinning for years,” Salas said.
But the ability of being able to represent not only the Lobo band, but also Texas, was a proud moment for all three. Lehman High principal Denisha Presley said the trio showed other students that such a feat is possible. Lobo head band director Joey Lucita said he was excited for the experience the trio will have. “They’re fixing to step out on a national stage and step out of their comfort zone,” Lucita said. “I’m excited for the opportunities that are going to be presented to them.”

The ceremony included speeches from his wife, Jerry, and his family along with school board president Holly Raymond and Buda Mayor Todd Ruge.

Lehman High hires new principal
A breadstick gone wrong
A Texas State graduate and Kyle resident was selected earlier this year as the fourth principal to guide Lehman High. Denisha Presley was named as Lehman principal in August after the departure of Michelle Chae, who accepted a position within the Schertz-Cibolo-Universal City ISD. Presley, who had PRESLEY served as principal at Lockhart High Freshman M.L. Cisneros campus, spent eight years teaching high school students in the classroom and an additional eight years as a high school campus administrator.
In January, Lehman High student Ambrocio Turrbiartes used a memory about how to perform the heimlich maneuver from his eight grade health class to save the life of a man who was choking on a breadstick.

A single proposition totaling $265 million is what Hays CISD’s Growth Impact Committee recommended to the board of trustees for a possible May 2017 bond initiative. Within the GIC’s recommendation are a new $122 million high school, two $33 million elementary campuses and various other items. The board will now work with citizens on finalizing a possible list of projects to go within the bond. Hays CISD’s board will decide in February whether the district should call a bond election.
Literary focus of Hemphilll help plan
Hays CISD board trustees this October approved an improvement plan meant to help failing state standardized test scores at Hemphill Elementary. The plan was crafted by a ten person School Improvement Team that included Hemphill principal Tracie Robinson, along with Tim Persall, Hays CISD assistant superintendent of elementary schools, and Joy Philpott, Hays CISD director of assessment and accountablitly. They created the plan after Hemphill was rated as an “Improvement Required” campus in the 2016 TEA state accountability results.

Hays CISD selects site for third high school
Debate ensued earlier this year as Hays CISD sought to find a location for a proposed third high school for a possible May 2017 bond. After whittling down a list of locations to two possible sites, district officials, guided by a large push from members of the community, chose a location along FM 967 next to Carpenter Hill Elementary. That location beat out a site located along Turnersville Road in the eastern reaches of the district.

But for Clark’s son and daughter, Cecil A. Clark and Bobbie Clark Kasper, memories of their iconic father, who passed away in 2016, extend to his always-friendly disposition.
“He never met a stranger,” Kasper said. “He could talk to anyone and he was friends with everyone. He never had a bad word to say.” Clark, according to a 2012 All Around Hays article, grew up on a farm in Goforth and lived in Central Texas his whole life. During the 1940s, Clark worked as a firefighter at Camp Swift in Bastrop. Following the end of World War II, Clark and his wife, Wayne, opened Clark’s

ccording to Catherine Reynolds, leaving the family farm was big part of the reason her husband, Master Sergeant Glenn “Bill” Reynolds, enlisted in the military at 17 and a half years old in 1939. “He knew the war had started in Europe, and he felt that something might happen, which it did, but that was the reason basically, to get away and see a bit of the world,” Catherine said. Little did Reynolds realize, he would be front and center to the Imperial Japanese Navy’s surprise attack at Pearl Harbor
Naval Station in Hawaii on Dec. 7, 1941. It was an event that cost the lives of over 2,400 people and thrust the United States into World War II. “Every person at Pearl Harbor on the 7th of December, 1941 was totally and completely surprised with the totality of damage to ships and the horrible loss of life ... ,” Glenn says in a soon-tobe published autobiography. “... I have never been angry or disgusted with any human being as I was with them that day.” At the time of the attack, Reynolds, who was stationed on the Battleship Maryland, and his crewmates were trapped

en Scott, of Buda, wiped tears from his eyes after watching the performance of his daughter’s play. While everyone was glossy eyed from her touching story, his emotions welled from his familial connection to it. Cari Scott, an eight-yearold writer, won the chance to see her play performed through the EmilyAnn Theatre & Gardens PLAYwrights program. “At first I was thinking, I’m only in second grade, why couldn’t you have picked one of the big kids,” Cari said. “But I was really excited.” The process toward selecting a play for the PLAYwrights program begins when members of the theatre visit second through fifth grade classrooms around Hays County. The members then hold workshops on how to write a play. A few weeks later, 10 to 15 plays are chosen from the attendees to be performed at the theatre, said artistic director Bridget Farias-Gates. At first, Farias-Gates didn’t believe a second grader wrote the play Cari submitted. The play was hand written and sent in its own envelope. “I thought it was a mistake because the handwriting was really advanced,”

Farias-Gates said. “It was so cute and perfect, and this is a really great love story.” Cari’s play is set in a Scottish kingdom, complete with its royal family and humble subjects. The story SCOTT entails a prince who falls in love with a girl in the town and they have a daughter together. The prince’s parents, however, won’t allow the two to wed, so the baby goes to live in the palace. The prince’s parents eventually pass away, with the daughter growing up as a princess. But the daughter never knew her mother, who worked as a baker. “It was hard to figure out if I should put them in or not,” Cari said. “The prince would not get married if the parents were in the story.” When the daughter turned 16 years old, a bird began delivering letters to her. First a B, then an A, until she could spell out “bakery.” The prince and his daughter followed the cues and go to the bakery, meeting their lost loved one. But she also remembered her father’s ability to be a great communicator. She said he often talked with a group of men who conversed on the front porch of Clark’s grocery. “He liked people and talking to them and being around them,” Kasper said. In 1972, Clark entered a new venture when he became caretaker of the Live Oak Cemetery. He held the position of caretaker until 2015, and remained president of the cemetery association until his death. According to family, Clark was asked to work there, and did so without hesitation. “That was his nature,”
Kasper said. “He loved to work.” Deer hunting was one of Clark’s lifelong passions. His son, Cecil, said his father killed “two bucks nearly every year.” His first kill was made on the Fox Ranch in Johnson City many years ago, Cecil said. The trophy remains hung on the wall of Clark’s home. “Most of the time he killed one on the first day,” he said. Clark hunted at several locations during his life, with the latest being the McCoy Ranch in Kyle. He also held a fondness of driving well into his later years, along with a fondness for the domino game “42.”
His enjoyment of Whataburger was also an important factor. Several of Clark’s birthday celebrations were held at the Buda location. On Oct. 24, 2012, the Hays County Commissioners Court celebrated Clark’s 100th birthday by proclaiming “Cecil Clark Day.” He also gained recognition from the state of Texas and President Barack Obama. His son Cecil said Clark was the “best man in town.” “He loved people. He really did. And he helped a lot of people,” Cecil said. Clark is survived by eight grandchildren, 23 greatgrandchildren and 20 greatgreat grandchildren.

it,” Trupia said. “It’s performing for kids and fans and being able to raise some funds for worthy causes, which is a huge part of what we do.” Trupia joined Saber Guild in 2014. A year later, he was elected as the local director of Jakku Temple, which services the Central Texas area. Through the Saber Guild, interested members learn the “nine count” technique for lightsaber fighting using “padded sabers,” which are PVC pipes wrapped in insulation, Trupia said. While training only lasts roughly four weeks, Trupia said the most time consuming aspect is creating a costume. Trupia said a costume can cost upward of $275 without “combat sabers,” which range from $150 to $1,200. Through Jakku Temple, Trupia, along with his wife, Heather, has performed at
various events and venues, including comic-cons,, Buda Wiener Dog Races, and the premier of “Star Wars: The Force Awakens”. “It’s nice to be able to get together with your brothers and sisters to perform on an international level,” Trupia said. Cass Garcia, assistant local director at Jakku Temple, said he enjoys the thrill of live performances on big stages. “From hockey games to baseball games, to performing in San Antonio and Austin, that roar of people when you’re doing your best and you strive for excellence, it’s amazing,” Garcia said. Giving back to the community, whether it’s visiting children in hospitals or fundraising for charitable causes, is paramount for the members of Jakku Temple. Garcia said the Saber Guild works with non-profits such as the

Ronald McDonald House and the Make-A-Wish Foundation. “It’s not only engaging your passion and having a wonderful time, but also to make a difference,” Garcia said. “The opportunity to raise funds and awareness for different charities.”
The philanthropic aspect of the Saber Guild was a “huge reason” for Pena to join. “It does mean a lot to me. It’s more than just Star Wars fans performing,” Pena said. “That’s why I wanted to join these guys. They’re like the real life Jedi.”

ing bits of his parents’ story. Ben’s mother was Hispanic and his father was Scottish. His parents grew up in a time when interracial, and interclass, marriages weren’t socially acceptable, he said. “She’s heard family members talk about how
hard it was between that marriage,” Ben said. “As the play progressed, there were more and more cues that it was like their story.” One similarity is the princess finding out her mother’s name is Marianella, which is the same name as Ben’s mother. “My dad is very special
to me, and when my family members saw my play, I hoped they would really like it and they did,” Cari said. “My whole family liked it, and he cried so that means he liked it, I guess.” After the performance, there was still one mysterious piece to the play. When Farias-Gates received the
play, it didn’t have a name and was dubbed Unknown. It wasn’t until later when Cari revealed the title of the play, “Love Letters.” “At the very end it says there are no rules for love,” Cari said. “So that’s what I wanted to say because love is something you can do and find.”

on both sides by the wreckage of the capsized Battleship Oklahoma and obliterated Battleship Arizona. “About a hundred yards from where they were, there was an oil tanker loaded with oil. By then, the ocean around them is on fire because of the oil from the Arizona,” Catherine said. “[My husband] said that [the fire] was their biggest fear in that moment because it would have blasted them all away.” After Pearl Harbor, Glenn moved to various posts around the world,
including a supply depot in London where he worked alongside British forces. There he met his wife, Catherine, who herself worked for the Admiralty of Great Britain in a position similar to Glenn, helping supply U.S forces with ammunition. “He loved the Navy. That was his life,” Catherine said. “We were all over. He was a soldier that did not get homesteaded.” Reynolds passed away in 2012 due to complications with diabetic gangrene. But his family is working hard to publish
an autobiography that recounts his experience in the military. “My husband typed this, but he had a lot of corrections ... he got sick and passed away [before it could be finished],” Catherine said. Glenn received multiple honors in his lifetime for service to his country, including a brick on the Veterans Walk of Honor at the Pacific War Museum in Fredericksburg. “After Sergeant Reynolds passed, we had a special ceremony for him ... we continue to remember him and the way he
served his country,” Jimmie Quintero, member of the Kyle/Buda VFW Post 12058, said. For members of the Kyle/Buda VFW, joining other groups in honoring the those who were at Pearl Harbor that day is an important occasion. “It’s important to remember this not only because of the attack, but how we reacted,” stated Quintero, the Officer of the Day for the Kyle/ Buda VFW. “That attack brought us together as a nation, and it’s shows how Americans pull together to overcome challenges.”

Texas Pie Co. wins Quest for Texas best
An iconic downtown Kyle business owner basked in the spotlight this summer by claiming a prestigious statewide prize. In August, Julie Albertson, co-owner of the Texas Pie Company, won H-E-B’s Quest for Texas best contest with her product, the Texas Pie Dough Puck. Albertson claimed the grand prize out of a field of over 400 entries from 101 towns across the state. Along with having her product sold as a Texas’ best Primo Pick in H-E-B’s statewide, Albertson also won $25,000 and helped place Kyle on the map.

Cabela’s merges with Bass Pro Shops
In one of the more stunning moves of 2016, Cabela’s announced it was being purchased by Bass Pro Shops in a $5.5 billion merger. According to a letter from Tommy Milner, Cabela’s Chief Executive Officer, the acquisition should be complete in the first half of 2017. Buda city leaders were unsure if the merger could mean signage or name changes for the company. Buda Mayor Todd Ruge said he expects the business, which came to Buda roughly 13 years ago, to remain open.

In early 2016, Doug Christy chose to relocate his business, Amazing Ice Designs, from Austin to a warehouse in east Kyle. Christy, who at one point was a swimming pool installer and an all-purpose handyman, turned to ice sculpting 19 years ago. His business allows him to create ice sculptures that range from animals to logos and even food displays and functioning bars. PHOTO BY MOSES LEOS III
Buda earns Main St. status
The third time was finally the charm in Buda’s quest to obtain Main Street status from the Texas Historical Commission. In October, the THC tabbed Buda to be included in the Texas Main Street program. Buda joined a list of 89 other cities across Texas that have received a similar designation. The Texas Main Street program focuses on revitalization of historic downtown and neighborhood commercial districts. Buda had previously applied for Main Street status in 2010 and 2014.

Bargain shoppers and treasure hunters alike traveled to Kyle in early December as Goodwill Central Texas officially opened a new location along Kyle Parkway. The new Goodwill facility has a footprint of 30,000 square feet, with the sales floor taking up approximately 21,000 square feet. According to a Goodwill representative, the new facility will have a staff of 30 employees and could increase in the future. The facility also has a job center to help those working their way into the workforce.

Changing faces of Kyle If you’ve driven along Center Street in downtown Kyle, you probably have seen a tall Texan with a ten gallon hat leaning against Milt’s Pit BBQ. The new signage, created by Kyle business owner Lynn Wilkinson of Great Big Signs, was installed on several downtown businesses earlier this year. Those signs were part of Kyle’s Downtown Revitalization Program, which helped businesses improve facades in the downtown sector.
