BY SAHAR CHMAIS Some have cried, given out fist bumps or taken selfies to document the moment; this is the emotional rollercoaster many people experience when they get a chance to receive the COVID-19 vaccine. There was even a couple who walked in, wearing their thoughts on their shirts that said “old lives matter.” “A lot of people have had this huge amount of relief after getting their first shot,” explained Scott Robinson, the battalion chief for San Marcos Hays County EMS. “They know there’s a level of protection they can benefit from.” Hays County, designated as a vaccine hub, has already served thousands of Texans with its weekly vaccine allotments, and will continue giving vaccines for the foreseeable future. But getting the vaccine out of its -70 degree chamber and into the people’s arms takes a lot of behind the scene efforts from volunteers. San Marcos Hays County EMS is one of the many healthcare systems in the county that has put its employees on the vaccinating front line. Robinson walked the Hays Free Press/ News-Dispatch through the journey. Most importantly, since these vaccines are still in scarce supply and they must be used once thawed out, no dose goes to waste. If a person does not show up on his or her scheduled date, at the end of the day, the dose will go to somebody else. Finding someone else has never been an issue. At every vaccine clinic, there has been a line of people

BUDA – As the owners of Amici Italian food truck were delivering free, warm meals to people in the middle of the Texas snow storm, they came to terms that they needed to sleep in their van for a few nights. “We don’t have a 4x4,” said Elpida Sarna,

out there with the ice. There’s no salt or plows out here, so we’re pretty

Older adults rushed out of flooded apartments BY SAHAR CHMAIS BUDA – During a blackout, Creekside Villas Senior Village in Buda evacuated all of its residents on Wednesday, Feb. 17, after water pipes burst, flooding parts of the first floor. This was one of the many damages caused by the Texas winter storm. Several public service departments were instrumental in aiding the older adults out of their cold and

wet homes and into a safe, warm space. Hays CISD busses answered the call to transport residents, but it took several tries to get them to the right place. The Buda Police Department, Buda Fire Department and Hays County Emergency Services team ushered more than 100 adults out of Creekside Villas to temporary warming stations. Buda Mayor Lee Urbanovsky also coordinated with

Dripping Springs issues reduction, waiver of building permit fees BY SAHAR CHMAIS

DRIPPING SPRINGS – The damage done by the storm is being uncovered in its aftermath; Dripping Springs Mayor Bill Foulds, Jr. issued an emergency order to authorize a reduction or waiver of building permit fees related to disaster repair and construction.

If repairs can’t wait and are done right away, the city asks repairs be left uncovered and accessible for a building inspector to field verify compliance after the permit has been applied for.

Volunteers needed for river cleanup BY MEGAN WEHRING When Texans need an escape from the scorching summer heat, many travel to find a cool spot along the 90-mile San Marcos River. Protecting the natural beauty of the river does not come easy — regular maintenance is needed. Every spring, volunteer groups work to beautify the upper portion of the San Marcos River and surrounding banks. The city of Kyle is needing volunteers for the 36th Annual Great Texas River Cleanup from 9 a.m. to noon March 6. “It is important to have the Great Texas River Cleanup to minimize our impact to the river and all of the wildlife and people that depend upon it,” said Virginia Condie, executive director of the San Marcos River Foundation. “Including communities that use the river for their drinking water source. What we don’t pick up along our river banks could be eaten by wildlife or will end up in the ocean where it adversely impacts sensitive estuaries, birds and marine life.” In an effort to keep all volunteers safe, organizers will not have a headquarters meetup to distribute breakfast tacos and supplies this year. Volunteers will meet with their designated group at their selected site, rather than checking in at a headquarters. Groups should not exceed more than 10 people — volunteers in Kyle will be able to select one of the cleanup sites listed below or “Other” upon signing up.

Trails to connect from the capitol to the Alamo BY SAHAR CHMAIS

A large stretch of parkland is to be preserved from Austin to San Antonio, with Hays County sandwiched in between, connecting the metropolitan areas. By the Texas Bicentennial in 2036, the Great Spring Project (GSP) connecting the state Capitol to the Alamo will be complete. The GSP will acquire 18 miles of land between San Marcos, Kyle and Buda through the San Marcos Loop & Check Trail and the Emerald Crown Trail. This will connect to the Violet Crown Trail and eventually to Barton Springs in Austin. According to the GSP, there are some active stakeholder groups in San Antonio and New Braunfels it is working with to develop a network of trails to connect those cities and then connect San Marcos to New Braunfels. The biggest collaborators in Hays County, besides the cities, include the San Marcos Greenbelt Alliance, Meadows Center for the Environment, San Marcos River Foundation, along with other local organizations and agencies. Besides creating a connector between Austin and San Antonio, the project carries some envi-

from a cold New York two years ago. Since the Sarnas are used to this weather, they wanted to give back to the community that supported them when they had opened up their food truck at the height of the COVID-19 pandemic – a time when they thought their business could close. But shortly after the storm hit, Elpida Sarna told her husband that she did not think this storm would pass. She was correct. Many Texans are still assessing damages long after the snow melted and the sun came through. “I kept telling everybody ‘you’re having fun, but please check on your family and neighbors,’” Elpida Sarna recalled. Since Valentine’s Day, the beginning of what some thought was a romantic snow, the Sarnas began giving away free meals. On Feb. 14, they had prepared 80 meals for people to pick up, but as the weather worsened, the Sarnas decided to end the give-away. They did not want people to drive out on the slick roads and possibly endanger themselves. Then the electricity shut off. And then the pipes burst. On Thursday, Creekside Villas Senior Village in Buda, an apartment facility for older adults, experienced a flood on the first floor along with a power outage. When its residents were relocated, they needed hot meals. Amici once again stepped in, this time with Helen’s Casa Alde. Helen’s Casa Alde is used to giving: every day first responders get 50% off their meals and veterans get 25% off. This time, their giving spirit expanded and they began giving food away to those affected by the flood in Creekside Villas. Later on, they started giving first responders, public works employees and Mayor Lee Urbanovsky free tacos for the work they did to get the city back on its feet. “It was a necessary

ronmental impacts. This project will protect the Edwards Aquifer and four great springs between San Antonio and Austin: Barton, San Marcos, Comal and San Antonio springs. It will do so through land conservation, which in turn protects native species and their habitats. There is an added social impact as well. According to the GSP, it will improve the quality of life by expanding public access to nature. In the short term and long term, there will also be an economic benefit. The trail system is expected to increase tourism, and the exposure to nature will encourage more people to live and work in Central Texas. This project was part of Hays County Proposition B which was on the ballot in November 2020. Prop B included a variety of projects for trail improvement, connectivity and land conservation, recommended by the Parks and Open Space Advisory

Committee. Other projects in the proposition include Emerald Crown Trail, Violet Crown Trail, Old Fitzhugh Road Trail, the Kyle Fajita Fields project, the Capes Fishing Pond project and the protection of an 844-acre tract above the recharge zone of the Edwards Aquifer that feeds San Marcos Springs. The network of trails will be on public and private land. It will also include land held by other nonprofits, government agencies and neighborhood associations. The GSP said it is working with willing landowners for the portions of the trails on private properties. Funding for the project will come from a combination of public funding and private philanthropy, according to the GSP. Details on trail routes are being discussed with the stakeholders, community leaders and local volunteer groups.

They didn’t have power but at least there was food in their stomachs. It was good to be a part of that.” The hot meals were a necessity for many, but so was shelter. When the Veterans of Foreign Wars (VFW) division in Buda saw a need for warmth, they opened up their doors for shelter and gave space heaters for those who needed them. The sun took back its rightful place in Buda, but that does not mean people are in the clear. Many are beginning to uncover the damage that overtook their homes and businesses. This is why Tito’s Barbecue Competition team partnered with the VFW in Buda to grill up enough food to fill thousands of plates. Nobody that came by got turned away. People are still needing these free meals because life has not returned to normal. “It’s going to be a while to catch up,” said Cassaundra Melgar-C’De Baca, who runs group F7 in the VFW. “We weren’t prepared for this. It didn’t happen after a year of

waiting, in case one may be selected for any leftover doses. Having a no-show is not a common occurrence, but it does happen, Robinson said. Sometimes it is because somebody has signed up for his or her vaccine at multiple facilities and find an earlier opening, he added. People have been flocking to COVID-19 vaccine clinics because they are scared, Robinson said. They have been hearing statistics shared by the media, listening to the need for ventilators and off-site hospitalizations. And the elderly population is especially worried because they know age is not

in their favor, he said. To ensure that highrisk individuals continue to stay safe, these clinics have been following a stringent regimen of six-foot distancing, mask-wearing and sanitizing. Volunteers have been following these rules along with wearing goggles, changing gloves between patients and frequent hand-washing. And after the clinic is closed, the San Marcos Hays County EMS sprays down the building with anti-microbial spray machines to ensure no microbes are left behind. These clinics also make patients wait 15 to 30 minutes after receiving their vaccine in case of any

reaction. So far, Robinson said there has been zero reaction, but the EMS volunteers are more than equipped to handle these situations. No time goes to waste; during monitoring time, patients get scheduled for their second vaccine appointment. Hays County is circling back to its first set of patients to give them their second dose; those who were involved in the first round in San Marcos were to receive their doses the week of Feb. 15, the following week will go to those who received their vaccines in Kyle and so on. However, those time slots have been delayed

due to the weather. At this time, those who received their shots in San Marcos are now scheduled for the week of Feb. 22. Governmental and non-governmental employees have been signing up to help vaccinate. There are typically about 80 volunteers on-site at every clinic, Robinson said. “It takes a lot of people to vaccinate a lot of people,” Robinson said. “And it’s really refreshing to see this many folks interested and wanting to get us back to whatever level of normalcy we can get back to.” Interested in volunteering? Yesterday we had a bunch of teens whose parents brought them and they were asking if they did a good job volunteering and if they can come tomorrow. You can’t put a price on that.” Coordinating these efforts that delivered help to the residents of Buda was in part thanks to the work of the Buda Area Chamber of Commerce (BACC). J.R. Gonzales, executive director of BACC, like many residents, was dealing with power outages and no running water, but still found a way to band together those who needed help with those who could give it. “I am proud to be a part of such a generous and caring community,” Gonzales told the Hays Free Press/News-Dispatch. “Once again, Buda businesses have stepped up to help others despite their own tenuous situation.”

and think they’re experts, but I don’t trust of those wack-a-doodles. There are others that I trust, but unfortunately, there are scores of folks I distrust, too. I don’t trust 90% of the drivers out on the roads. Many continue to text while flying down the highway. No one seems to know how to use their blinkers or why they should turn on their headlights in fog. And then there are some drivers who are just complete idiots and a hazard to others. I don’t trust many politicians. Oh, there are some dandy government officials, mostly on the local level, but there is a mess of corrupt politicians in both parties that have caused me to lose trust in our state and federal government. It doesn’t help when our great state is dealing with a horrible crisis and a certain senatorial invertebrate packs a bag and runs off to Mexico. I don’t trust rich people. I’m sure some are fine folks, but I don’t trust people who never did an ounce of physical labor. If you want to gain my trust, you need to have callused hands and at least one black fingernail that found its way between a hammer and a board. I trust most bartenders to make a good drink, but I don’t trust those micro-brewers who add weird fruit and nuts to their craft beers. I don’t trust any cable or satellite TV companies who jack up their prices a month after you acquire their services. I don’t trust anyone I see walking down a store aisle who’s not wearing a mask. It’s possible they aren’t carrying the virus, but I just don’t trust their health or mental status. Y’all might think I have trust issues, but I trust more folks than I distrust. I trust most of y’all will continue reading my column. I trust my wife will keep my beer fridge stocked. I trust medical experts will keep me alive for a while longer. And, most importantly, in God I trust.

Last week, as I was breaking thick ice in the cows’ water trough, standing in 7 inches of snow, I began to wonder if all the talk about global warming is a bunch of hot air. It was 2 degrees one morning during that polar invasion, or what I refer to as the Second War of Northern Aggression. Global warming was not evident that day or several days following. I’m no climatologist, but I feel comfortable in saying it was a tad chilly last week. Being a man of science and having a moderate amount of knowledge in meteorology, I tend to trust the scientific community and experts in the field of climatology. I don’t always trust the TV weather prognosticators, although some are quite good. When I heard that the polar vortex was coming our way, I trusted the scientists and proceeded to prepare for a deep freeze. I added more layers of insulation to the pipes in my pump house and placed a heater in there. I wrapped faucets and rigged up a second water trough with a hose that was trickling water. I collected over 30 gallons of water just in case we lost power. We stocked up on food and medicinal elixirs to ward off the rigors. I trusted the experts and we got through the Blizzard of ’21 just fine. So, you might be wondering if I believe in the concept of global warming. Yes, I still do. Even when I had icicles hanging from my nostrils as I was taking an ax to the water trough, I have seen the data and studied the trends in weather over the past few decades. There have been increasingly more hurricanes, droughts and wildfires, and there is evidence of the shrinkage of the polar ice cap. I trust scientific findings more than some fella on a barstool saying this is a normal weather pattern. I also trust medical experts. They are an educated lot, experienced in medical research and treating illness. When a vaccine is created that will keep me on this side of the dirt, I am happy to roll up my sleeve for a shot. Oh, there are some folks who watched too many episodes of Gray’s Anatomy

Glimpse into past Postcards tell their own history in collector’s book BY SAHAR CHMAIS Open a window to a snapshot in time, capsuled in black and white, where a 20-year-old woman tells a friend about her ordinary day working at the telephone office – and in that same shot the woman had forgotten to wear her trademark glasses. A simple postcard, one sentence and one photo, but this image taken in 1911 captures a shift in time and becomes witness to history in the making. Kenneth “Ken” Wilson, of Dripping Springs and author of “Snapshots and Short Notes: Images and Messages of Early 20th Century Photo Postcards”, has made sense of these blurs in time and found the complicated history detailed behind the camera lens. During Wilson’s 20 years of collecting postcards for hobby, his interests were peaked and he began researching the background and meaning that came with every image. With hundreds of postcards collected, he decided to condense it down to 170 and walk readers through historical events rarely documented in text books. “Postcards were so popular after the turn of the century,” Wilson, a seasoned collector, said. “It was a new phenomenon; most people did not have telephones. The world became enamored because they could see pictures from all over the world.” These were not the only charms of the postcard.

During Kenneth Wilson’s 20 years of collecting postcards for hobby, his interests were peaked and he began researching the background and meaning that came with every image. Wilson said they were the email of its day, quickly connecting people through words and images. And for collectors, they could chronicle history because they were real images. For example, the woman patching others through the phone is not just a woman. She represents the history of how women became dominant in a field which was first assigned to men. These bursts into the past show audiences how the former times were built by everyday people. Wilson explains in his book how women eventually became the voice of the business. He writes of the shift, “women were more patient and courteous with customers and could be paid less than men.” This ordinary woman’s adventure does not end with this photo. Wilson went so far to find an image of her decades later, wearing her trademark glasses, sitting next to her husband. Within the postcards Wilson documented, he tells his audience stories of women’s rights as they pass out pamphlets encouraging voting before suffrage rights were around. Postcard recipients and authors can also witness the evolution of vehicles and other

technologies as they were reaching a turning point in time. While these advancements were captured in the images, some postcards also showed the bitter and tragic parts of the early 20th century – racism. “Racial issues are described [within the postcards] if you read between the lines,” Wilson said. “You see photos of African Americans taken in the south and sent as caricatures and novelties. I have a photo of two little Black girls sitting on a porch, with a quote to someone up north asking ‘if you think they had a bath, would they be white?’” Lynchings and people in black face were also documented and sold as souvenirs. Most of the time people transferred postcards of lynchings hand to hand “and with hopefully some shame along with it, like ‘better not show this to everybody,’” Wilson said. Then there were photographs of Native Americans, some staged to show that they were being treated well, but then other photos showed them standing in line, waiting for small rations of food. Throughout different chapters, hosting photos from a variety of topics in the early 1900s, Wilson details the historical

“You are making treks to deliver firewood and portable chargers to those in need. You are cooking meals for workers at senior living centers. You are using your equipment to plow your neighborhood roads. You are helping each other by providing shelter and food. You are providing advice and at times tools to help those with bursting pipes and leaks.” While Texans were surprised to see the magnitude of the winter storm, residents and local

organizations did not shy away from helping their neighbors in a time of need. To help with the shortage of water resources, Hays High School and Buda YMCA also acted as water stations on Friday, Feb. 19, for residents to fill up their own large containers while supplies last. Ronald McDonald House in need of more donations BY MEGAN WEHRING

After raising more than $100,000 for the Ronald McDonald House Charities of Central Texas (RHMC) last year, local McDonald’s restaurants are gearing up to raise even more this year in the February Share the Love fundraiser. Parenting comes with its own challenges, but with children who are suffering from a critical illness or injury, it’s like a never-ending obstacle course. Many families are forced to travel far from home for medical treatment; RMHC works to lift this burden by providing families a place to stay and meals to eat. While no family is turned away, RMHC is relying on fundraisers like Share the Love, especially now that there are fewer volunteers because of COVID-19. “Since the pandemic, they have really been struggling,” said Cindi Ferguson, owner of Buda and Kyle McDonald’s owner and operator. “Because you can’t get the volunteers in and it’s closed to people other than the families of the children who are sick.” Customers can purchase a cut-out image of a pink house, write their name and display it in their local McDonald’s restaurant. A minimum of $1 is required to purchase the house and customers can choose how much to donate. All proceeds raised will be directly donated to their local Ronald McDonald House.

“We ask people if they would like to make a donation,” Ferguson said. “We have pink houses that we sell. The regular price is $1 but if you want to make $5 or $10, we would be more than glad to take it. That money is all given for them locally.” Other ways to support families at RMHC include rounding up your next McDonald’s order to the nearest dollar and participating in the annual Bandana Ball in September. This is typically an in-person event with a silent, live auction. But, just like last year, it will be held virtually. Ferguson and her husband (Jimmy Ferguson),

After graduating high school, he attended Kansas State University in Manhattan, Kansas and studied architecture. The next summer he and a cousin visited Austin and never looked back. Dom earned a bachelor’s degree in mathematics from Southwest Texas State University, as well as a Bachelor of Arts in Fine Arts, a combination of interests, which would serve him the rest of his life. He leveraged his mathematics degree into an Information Technology career with the Internal Revenue Service and used art as a hobby and cathartic recharging of his batteries. In 1998 he had his eye on a fellow IRS employee, but Pauline was not too keen on him, at first. Soon they were planning a wedding and Dom married Pauline Barbosa on Nov. 12, 1999. He was a man of many passions. He enjoyed woodworking, painting, drawing, spending time with his grandchildren, gardening, and of course the Pittsburg Steelers. He had a strong and calm presence to all that knew him. He was known for openly helping anyone regardless of the situation and for offering them a glimpse of God’s kindness through his actions. Millions of Texans dealing with water supply issues Warmer temperatures over the weekend and continuing this week melted most of the snow from the state’s roadways and roofs. But Texans are still dealing with broken pipes that flooded homes and businesses, damaged municipal water systems, and continued power outages in scattered areas, mainly in East and Central Texas. At the height of the power crisis, more than 4 million Texans were without electrical service — a number that shrank to less than 32,000 as of Sunday, according to the PowerOutage.Us website. COVID-19 cases in state continue to drop

While some reporting may have been delayed because of the storms, the Coronavirus Resource Center at Johns Hopkins University of Medicine reported 33,423 cases in Texas last week — fewer than half reported the previous week. The number of new deaths also dropped by more than half, with 892 reported. Again, the numbers may be skewed by the storm’s effects on power outages at Texas hospitals and other factors.
