KYLE — A question of equality was raised in the Plum Creek neighborhood recently after some homeowners were forced to remove yard signs because they were considered political. The Plum Creek homeowners association (HOA) abides by the Texas Election Code, which requires

HOAs to allow homeowners to have political signs on their property up to 90 days before an election and up to 10 days after an election. Emily Strobel, ambassador for the Austin Kindness Project, started selling signs to Plum Creek residents last year, yet the HOA did not start delivering notices for the signs to be removed until a couple weeks ago.

Hays Hawks logo ready for landing BY MEGAN WEHRING HAYS CISD — The soaring hawk is making its first appearance as the official mascot of Hays High School. Hays High School unveiled its new Hawks logo and branding package on Wednesday. Additional logo versions are available including a stand-alone mascot head, the campus’ “H” and other customizable options for organizations and teams. Students finalized the Hawks as the new mascot in January, which will take effect over the summer for the 2021-2022 school year. The official school colors will remain red and blue with secondary colors as white and silver gray. Scenic Texas wants to build awareness about the need for a statewide Scenic Byway Program. Texas is the only state in the nation that does not currently have one. “In the current legislative session, two com-

panion bills are being considered to create a State Scenic Byways Program that would finally get scenic and historic highways and byways on the national tourism map,” said Sarah Tober, executive director of Scenic Texas. “This legislation would bring in federal money to protect our roads, not to mention tourism dollars from out of state that would help create jobs and boost our economy.”

Rep. Eddie Morales (D-Eagle Pass) and Sen. Dawn Buckingham (R-Lakeway) authored the companion bills. Texas DPS Trooper dies 17-year-old arrested in in line of duty shooting San Marcos car chase STAFF REPORT

Highway Patrol Trooper Chad Walker. 38, became the 223rd DPS officer to die in the line of dusy since 1823. Several Plum Creek homeowners do not agree that these signs spread a political message. “We don’t view the signs that we would like to display in our yards as political in any way, shape or form,” Strobel said. “These are an outward statement of our values. They are simply a statement of how the people who put them in their yard feel about the world and these particular issues.” Strobel added that the kindness signs have made visitors, even delivery drivers, feel welcome at her home. “I have received notes on my door from UPS drivers thanking me for the welcoming sign,” Strobel said. “Sometimes they feel a little bit apprehensive entering onto someone else’s property because of instances that have happened on the news. Seeing a sign like that makes them feel welcome.” Another homeowner, who wishes to remain anonymous, agreed that the signs are the opposite of political. “This sign actually encompasses our very belief system as a family,” the homeowner said. “It’s not a political statement but it’s one of kindness, acceptance and unity. I think these are values we

HB 537 is an insult to public’s right to know Guest Column by Austin Lewter

To anyone who says, “newspapers are dead;” I say, “Sit at my desk the Monday after the post office sends a bundle of newspapers to Fort Worth by mistake.” I say, “Answer my phone when someone has a neighbor whose dog ate their paper.” I say, “Do my job when someone forgot to renew their subscription on time and, all of a sudden, realized they didn’t get their paper that week.” The latter two incidents are far more common than the former, but they all occur from time to time. When they do, I field calls from frustrated readers looking for their paper. Though I get irritated when folks miss their paper, I also get encouraged by the number of people who really do miss their newspaper. Community newspapers are more vital than ever to the mission of ensuring the public’s right to know. They are an integral pillar of conversation and discourse and serve a role vital to the exercise of a free democracy. Alas, though, the Texas Legislature is in session again and – again – there are more attacks on the public’s right to know by attempting to circumvent the public notice requirements in newspapers. We’ve heard the excuses before; generally politicians make these three arguments: 1. Nobody reads newspapers anymore. 2. Since nobody reads newspapers, nobody reads public notices. 3. Public notices are an expensive inconvenience and an unfair subsidy for newspapers.” Rep. Jared Patterson (R-Frisco) seems to agree. He has authored HB 537. On its merits, this bill would empower county officials to post all legally required notices on the county’s website instead of publishing them in your newspaper. Jared Patterson is a friend of mine. We grew up together. Our families have been friends for generations, but I disagree with him on this legislation. I hope he has not been in his Colin-Denton County suburban district so long that he has forgotten the plight of lack of broadband access in rural areas. The communities my newspapers serve – and the majority of Texas community newspapers serve – do not have access to rural broadband internet. Those that do, have high poverty levels that make connectivity un-

attainable for folks who can otherwise afford an annual subscription to their community newspaper. Simply posting something to the county website does not guarantee the public will be able to see it. Similar anti-newspaper bills have been proposed before. Another such effort was derailed a few years ago after the Grayson County Commissioners Court – along with others across the state – passed a proclamation in opposition to any such legislation that would repeal or amend newspaper public notice standards. They agreed the idea of eliminating notices from newspapers is dangerous. Such abolitions of newspaper public notices appeal to some officials for three reasons they’d never admit: 1. Notices in newspapers absolutely DO get noticed by citizens. 2. Sometimes those public notices make voters mad. 3. When they get mad, those voters give officials an earful. Life is much easier when they can do things without anyone noticing, and newspaper notices make it impossible to be invisible. If you’re a public official, public notices can be inconvenient. When it comes down to it, the newspaper public notice is still a bargain that works well in print. This is both a business issue and personal issue for me. I am a proud publisher of multiple Texas community newspapers. Moreover, I am the publisher of my hometown Texas newspaper – Jared Patterson’s hometown newspaper. I consider a vote to eliminate newspaper notices to be a vote against me personally. It is a vote against my hometown – Jared Patterson’s hometown. It is a vote against the communities I have the privilege of serving by my chosen profession. Eliminating newspaper notices is an affront to a business that’s been a civic pillar for your community for longer than any of us have been on this earth. That’s a fact none of us can be cavalier about.

Voter suppression: The GOP national pastime Wanted: a new location for the Major League All-Star Game. Qualifications: (1) must love baseball; (2) must show fidelity to self-government, meaning opposition to chicanery that makes it harder for poor people to vote. Georgia, you’re out, says Commissioner Rob Manfred. Colorado is in, and the reason is good. Atlanta lost the AllStar Game and baseball’s draft because the major leagues joined the swelling ranks of those repulsed by Georgia’s newly restrictive voting laws. Hopefully it’s just the beginning of pain for a host of Republican leaders who have aimed a dark stream of spittle at our democracy. President Biden calls what Georgia has done “Jim Crow on steroids.” That’s not hyperbole when, in addition to decimating the number of ballot drop-off boxes, Georgia goes so far as to forbid giving water to voters standing in line. This is not a new initiative. Baseball is America’s pastime. Vote suppression has become the Republican Party’s pastime. That condition has

not beset my state. Colorado leads the nation in making voting easy and accessible. Now it will get rewarded with the best baseball has to offer at Denver’s Coors Field. Colorado has demonstrated that Donald Trump’s screeching about the perils of mailin voting is just blather. Colorado has universal mail-in voting. It works. Not only does Colorado not restrict when people can register or vote, it has same-day voter registration. It works. Colorado supplies a plentitude of drop-off boxes for mail ballots. It works. What baseball has said to Georgia is that you can’t host a game treasured by Americans if you spit on something even more cherished: the right to vote. Airlines in Georgia. Like American Airlines and Dell Technologies, which have registered their revulsion with what the Texas Senate has voted to do. What’s most scandalous about the flurry of vote-suppression measures in red states is that their pretext is Donald Trump’s Big Lie about the election. Worse still is the transparent, Trumpstyle racism inherent. It’s heartening to see the blowback. The next blowback will be from black and brown voters. Godspeed to Stacey Abrams in Georgia, Beto O’Rourke in Texas and progressive forces in Arizona who impress on voters what the Republican Party has attempted to do. I predict it will backfire with increased minority turnout. The first shoe to drop is what Major League Baseball did last week. Meanwhile, MLB has awarded its showcase game to a state that loves democracy as much as it loves baseball.

A Senate bill would submarine local efforts to increase voter turnout – like extended early voting and the wide availability of voter drop-off boxes. It would prohibit extended hours meant for shift workers. It would outlaw drive-through voting. It would take decisions about polling places out of the hands of local officials. It would allow partisan poll-waters to videotape voters they deem “suspicious.” It’s offensive. It’s wrong. It’s hyper-partisan. It’s driven by racism. Just as surely as Republicans tried to overturn the votes of minority-heavy precincts in the 2020 election, these laws draw a target on poor people and those of color attempting to carry out their citizenly duty. Republicans cannot deny this. They know it. People of color know it. Republicans say this is about “election integrity.” It is just the opposite. It’s election dishonesty. Fortunately, some other players know it, like Coca-Cola and Delta

Bedridden LBJ wins his first election

As voters in ten Texas counties went to the polls on April 10, 1937 to pick a new congressman, the youngest candidate on the ballot spent the day in a hospital bed. After working his way through college at San Marcos and teaching school in Houston, Lyndon Baines Johnson joined the staff of Rep. Richard Kleberg. Three years later, he returned to the Lone Star State as administrator of the National Youth Administration, a New Deal Program. Although eager to launch his own elective career, Johnson refused to start at the bottom with a local or state office. The ambitious bureaucrat would settle for nothing less than a seat in the United States House of Representatives, which invincible incumbents in one-party Texas usually held for life. Nevertheless, as late as Mar. 25, LBJ trailed badly in the newspaper opinion polls. The surveys showed Avery comfortably ahead of the pack with Johnson no better than a distant third. The surprise endorsement of Albert Sidney Burleson made a dramatic difference. The former congressman and postmaster general in the Wilson administration turned Johnson’s youth into an asset when he said, “To elect an old man is for the people to throw the office away.” Digging deep into his $100,000 war chest, Johnson saturated the airwaves with 15-minute commercials. Politicians that had previously shied away from speaking on his behalf jumped at the chance to

read rousing testimonials on the radio. Thirty-six hours before the polls opened, Johnson was rushed to an Austin hospital with an acute case of appendicitis. On Election Day, the recovering candidate was confined to bed. While less than a third of the electorate preferred the brash upstart, the best any of his opponents could do was a meager 18 percent. DSISD announces Teachers of the Year Teachers of the Year For Dripping Springs ISD were announced last week. The chosen are Laurie Burton (Dripping Springs Middle School, English Language Arts/English as a Second Language), Raquel Flores (Dripping Springs Elementary, bilingual first grade), Jennifer Franco (Walnut Springs Elementary, pre-K), Kristen Northrup (Rooster Springs Elementary, second grade), Tori Pattison (Sycamore Springs Elementary, first grade), Rebecca Smart (Sycamore Springs Middle School, eighth-grade Social Studies) and Micki Whitacre (Dripping Springs High School, Statistics/Algebra). Campus winners were selected through a nomination and voting process of all staff at each school. The campus winners are now eligible for the DSISD Elementary Teacher of the Year and Secondary Teacher of the Year awards, which are chosen by a volunteer committee comprised of retired educators. The selection process is based on submitted essay responses and a virtual interview. The two winners will be announced at the May 24 Board of Trustees meeting, and will represent Dripping Springs ISD in the state Teacher of the Year contest.

Tiger bands earn top honors at UIL Concert and SightReading Festival Three performing groups from the Dripping Springs High School band earned top ratings at the UIL Concert and Sight-Reading Festival March 31 and April 1 at Hays CISD Performing Arts Center. The concert and symphonic bands, under the direction of Amanda Petro and John Pearson, began the competition by earning a Superior Rating (highest) from the three judges for their concert and sight-reading portions. The wind ensemble, led by director Derek Woods, performed the following day and was also awarded the highest rating for both the concert and sight-reading portions. In the UIL Concert and Sight-Reading Festival, bands are required to perform three pieces for the concert portion and are then given 10 minutes to review a new piece chosen by the judges to perform for the sight-reading segment. The festival concluded the DSHS band’s competition season for the 2020-21 school year.

A Year At Risk: Race, Ethnicity and COVID-19 BY NICK VINZANT

It started with the number of COVID-19 cases. The coronavirus spread to every corner of the nation, but people of color were affected more — more likely to contract the virus, more likely to be hospitalized and more likely to die. Then came the layoffs. In one year, the unemployment rate skyrocketed. And while some jobs have started to come back, the unemployment rate for people of color is still significantly higher than it is for white people. Finally, there is the extra risk of exposure people of color have faced. Black, Hispanic and Asian people are more likely to be working in frontline or essential positions but less likely to be vaccinated. Nationwide, nearly 52 million people have been fully vaccinated, however, only 31% of them are people of color. As we move into the second year of the coro-

navirus pandemic, our team of analysts took an in-depth look at the virus’s impact on people of color. In unemployment reports, in health surveys and on the frontlines, we found one constant: People of color have been disproportionately affected by the ongoing pandemic.

KEY FINDINGS: • Black and Hispanic Americans are 2.1x more likely to die from COVID-19 and nearly 3x more likely to be hospitalized. • American Indians, Alaska Natives, Native Hawaiians and Pacific Islanders have the highest ratios of COVID-19 cases and deaths and the lowest numbers of people who are fully vaccinated. • Despite making up nearly 40% of the population, only 14.9% of people who are fully vaccinated are Black, Hispanic or Asian. • The unemployment

(3) Assumes Net Frozen TAV will increase by $600,000,000 in fiscal year 2022 and again in fiscal year 2023 and that Net Frozen TAV will remain constant thereafter. (4) Assumes issuance of the proposed debt obligations in two series with a maximum amortization of 25 years and August bond sales in 2021 and 2022 with approximate interest rates of 3.35% and 3.85%, respectively. (5) Assumes a tax collection rate of 99%. (6) The Board has expressed its intent to defease approximately $10,000,000 in aggregate principal amount of its outstanding debt obligations in fiscal year 2021. That defeasance is not reflected herein but is expected to take place prior to the issuance of the proposed debt obligations. Nothing herein shall be construed as a representation that any particular amount of debt obligations will be defeased. (7) If the foregoing assumptions are met, the District does not anticipate the need for a tax rate increase to pay debt service on bonds issued pursuant to the proposition set forth in this Voter Information Document (the “Proposition”). Therefore, the estimated maximum annual increase in the amount of taxes imposed on a residence homestead to repay the debt obligations, if approved, is expected to be $0. However, whenever the District issues debt obligations, additional property taxes must be levied and collected to pay debt service on the debt obligations. Accordingly, Section 45.003, Texas Education Code, requires that the following statement appear on the ballot for all school district bond propositions: “THIS IS A PROPERTY TAX INCREASE,” regardless of the anticipated impact on the tax rate. (8) As required by Section 1251.052, Texas Government Code, this Voter Information Document has been prepared for the Proposition, which is being submitted to voters pursuant to an Order Calling School Building Bond Election (the “Bond Election Order”). In addition to the Proposition, other propositions will be submitted to voters pursuant to the Bond Election Order (collectively, the Proposition and the other propositions are referred to herein as the “Propositions”). The estimated maximum annual increase in the amount of taxes that would be imposed on a residence homestead in the District with an appraised value of $100,000 to repay the debt obligations to be authorized pursuant to the Propositions, if all Propositions are approved, based upon the assumptions made by the governing body of the District in each of the respective voter information documents prepared for each of the Propositions, is $0. (9) Assumes state-mandated $25,000 homestead exemption. (10) Assumes homestead does not qualify for idiosyncratic exemptions, such as (a) the state-mandated $10,000 homestead exemption for the elderly and disabled (for which tax payments are capped based on the homeowner’s tax payment in the year the exemption is obtained) and (2) the state-mandated homestead exemption for disabled veterans and their families, surviving spouses of members of the armed services killed in action and surviving spouses of first responders killed or fatally wounded in the line of duty. (11) Assumes Permanent School Fund Guarantee of the proposed debt obligations. The estimates contained in this Voter Information Document are (i) based on certain assumptions (including the major assumptions listed above and assumptions concerning prevailing market and economic conditions at the time(s) of issuance of the bonds) and derived from projections obtained from the District’s financial advisor, (ii) subject to change to the extent that actual facts, circumstances and conditions prevailing at the time that the bonds are issued differ from such assumptions and projections, (iii) provided solely in satisfaction of the requirements of Section 1251.052, Texas Government Code, and for no other purpose, without any assurance that such projections will be realized, and (iv) not intended to (and expressly do not) give rise to a contract with voters or limit the authority of the District to issue bonds in accordance with the Propositions submitted by the District’s Bond Election Order.
