Buda Fire Department firefighter Johnny Hyde watched helplessly April 11 as fire raged through the roof of a residence in the 9000 block of Camino Real near Uhland. Crews from seven area fire departments, along with the Hays County Community Emergency Response Team (CERT), helped to extinguish the blaze which destroyed the home. Luckily, none of the five occupants inside of the structure were injured. Authorities ruled the fire accidental and determined its cause was a homeowner working on their deck.
Managing Short Term Rentals
Kyle considers software to monitor, regulate STR Kyle is looking at regulating vacation rentals using a new software technology that was presented to the Planning and Zoning Committee on April 10. The software comes from a company called STR Helper, which works with 70 other cities nationwide to oversee vacation rental licensing and compliance. STR Helper also works with Fredericksburg and South Padre Island, and is looking to expand to Austin. According to a preliminary report by STR
Kyle is considering software called STR Helper which works with 70 other cities nationwide to oversee vacation rental licensing and compliance. Helper, Kyle has a total of 51 STR listings on Airbnb and HomeAway, major vacation rental websites. The software platform has a range of services that the city could choose from, including a service that would register all STR in the area, charge permitting
To locate STR, the software uses a combination of Geographic Information System (GIS) data from vacation rental sites and public information from sources such as Facebook, voter registration, Whitepages, and architecture recognition software. The software monitors more than 40 sites and can dynamically calculate when rentals are put up or pulled down. If P&Z and city council decide to move forward with the vacation rental regulation company, Spencer estimated it would cost the
fees, enforce permits, ensure tax compliance and collect complaints, among other services. John Spencer, with STR Helper communications, presented the software and described it as being more than 99.5 percent effective at accurately pinpointing STR in client areas.
city an estimated $5,000 annually, depending on the amount of STR that become registered on the platform. Spencer says the city can use permit registration fees for STR to pay for the annual fee. Fredericksburg started using STR Helper on April 1 and pays an annual fee of $22,000. There are an estimated 900 STR in Fredericksburg and each rental pays a $150 annual permit fee. While the software could be the city’s answer to STR regulation concerns, one issue with

Council reviews structural issues, drainage at historic Kyle city hall BY EXSAR ARGUELLO
Structural problems at historic Kyle City Hall is leading officials to eye an engineering assessment they believe could pinpoint issues. The issue arose at the March 24 preliminary budget meeting for the 2018 fiscal year where staff budgeted $50,000 for an engineering assessment of the building. The roof on the north-

east side of the building is experiencing issues with water drain off, said Kim Hilsenbeck, Kyle communications specialist. City Engineer Leon Barba received an estimate from the architect to come to Kyle and assess what improvements needs to be made, she said. However, staff at the budget meeting discussed the implications of a potential caved-in area on the roof that

needed to be assessed. Upon the city’s initial review of the building, staff deemed the structure to be safe for use, but a study needed to be conducted in the near future. “I am extremely worried about the condition of the current building,” said Councilmember Daphne Tenorio. “The chimney seems to be barely hanging on, and that brings questions in my head about the

potential liability.” Tenorio said the building’s condition is even more concerning since it is used for senior citizens and family events and would like the city to be proactive with public safety. “With Market Days on the square, we want to make sure our citizens are safe,” Tenorio said. “I look forward to the assessment and I hope we can get any issues resolved.”

Moe and Gene Johnson High could take on a spotted look when it opens in 2019. On Monday, Hays CISD’s Student Advisory Panel (SAP) recommended the Jaguars as the MoeJo High mascot, along with the color scheme of black and gold. The recommendation will now go before the Hays CISD Board of Trustees April 23 for adoption. The unveiling capped off eight months of work for the SAP, which included students in the 10th-12th grade from Lehman High, Hays High and the Live Oak Academy. Students who are part of the SAP apply and then are selected by the student body as a representative to the panel, which was tasked with creating the process for mascot selection. That process began in October when the SAP allowed the community to nominate mascot and color options for MoeJo High, which is located on FM 967 near Buda. The SAP reviewed the nominations and named five mascots – Jaguars, Cardinals, Broncos, Nighthawks and Dachshunds – as well as color schemes to the next round. “We really wanted public buy-in and as many ideas and opinions as possible,” said Lehman High junior Ashley Rosendo. Mascot and color selections were then placed into the hands of Hays CISD secondary school students, who voted on the final options. Rosendo said the SAP not only wanted input from those who might attend the campus, but from all middle and high school students “because this decision would affect them most.” Results showed 35 percent of the 1,090 students who participated in the survey selected the Jaguars as the mascot. More than 50 percent of students who voted for the Jaguar mascot opted for the black and gold color scheme. Releasing the results lifted a weight off the shoulders of SAP members, who for several months were “operating in the shadow,” Lehman High senior Joshua Torres-Whitmer said. The group also worked through a variety of opinions cast by the community through social media. But for Lehman High junior Matthew Nino, a sense of accomplishment

Since the homes will appeal to a target audience with affordability in mind, Bowen said a preliminary estimate would swing around $250,000 to $350,000 dollars for a home. Bowen said the development would incorporate a little more than two acres of green space and a pond with different amenities for the residents.
“The development will meet all the city’s requirements set in the style guide and comprehensive plan,” Bowen said. “Aesthetically, it’s going to be a beautiful development that I know this community will enjoy.” Mitchell, a proponent of the “smart growth” model, said the city’s philosophy calls for walkability, open-space preservation and development in the city’s core,
a key component to the zoning change. “Kyle must combat our sprawling development patterns in order to prosper,” Mitchell said. “If we denied or diminished the applicant’s zoning request, the result would be increased development pressure just outside our city limits, putting strain on our infrastructure and further alienating downtown from the prospect of meaningful revitalization.”

Can your family handle a day without complaints? Tyrades by Danny Tyree
D
id you notice that Thomas Lickona recently adapted a portion of his book “How to Raise Kind Kids” into the online “Time Magazine” article “How to Raise Grateful Kids in An Era of Thankless People”? My own son Gideon is a gentle, cheerful, kindhearted lad; but I set aside the time to read the essay because I realize he is still a work in progress. Even though Gideon has mostly outgrown the “This is the worst day of my life” tantrums, he is still prone to swiping my French fries, neglecting “thank you” notes, delivering perfunctory prayers (“Thank you for our food and our beds. Amen”), procrastinating about his burdensome chores (which require half a hand of fingers to count) and whining about clothes shopping trips that last longer than unlacing the left shoe. Among the suggestions in Lickona’s essay was to take “the no-complaints challenge.” In this exercise, everyone in the family must agree to go 24 hours without complaining about ANYTHING. Raising the issue of going COLD TURKEY on negative vibes can stir up a storm of discord all by itself. (“Did someone say something about ‘cold turkey’? Is the microwave busted again? Didn’t that thing come from the Pilrgrims’ yard sale? The neighbors have a new kitchen and a new car and probably Paula Deen and Dale Earnhardt Jr. to manage those necessities for them...”) Yes, if you’re going to PLUNGE into smiley faces and fortitude instead of slowly weaning your family from self-centered habits, you need to find ways to lessen the shock. You might want to set the mood by streaming something like “Don’t Worry, Be Happy” or “Man, they said we better accentuate the positive, eliminate the negative, latch onto the affirmative and don’t mess with Mr. In-Between.” Your little cherubs will probably gush an enthusiastic pronouncement such as, “I’m so GLAD that Bobby McFerrin and Johnny Mercer aren’t here to get their feelings hurt when I crank up Black Sabbath to drown out their music!” Break out all those uplifting posters, such as “If you can’t say something nice about suppertime telemarketing calls, the Washington, D.C. swamp, Fluffy’s hairballs and the creepy neighbor boy with the binoculars, don’t say anything at all.” Of course, a little common sense is required if a family is to go all-positive. Or when the kids laugh about the 24hour “ordeal” afterwards, they’ll say something like, “Ha! Ha! I wanted to complain about suspicious-looking mosquito crawling up your arm, but I just zipped my lip and went to my happy place.” Classmates and teachers will notice a changed attitude in youngsters who have learned to eliminate their egocentric bellyaching. (“What do you want to be, Johnny – the class president or the captain of the football team?” “Nah, I wanna be a Stepford Wife.”) I just hope that complaint-free days can be the beginning of a lifetime of putting things into perspective. If, instead, they become like Lent, followed by an outpouring of pent-up desire, things could get nasty. “Why does the Sun have to come up so early? Why does it have to be 93 million miles away? Why does it have to possess a mass 330,000 times that of Earth? Why does it have be a nearly perfect sphere of hot plasma, with internal convective motion that generates a magnetic field via a dynamo process???”
Trump’s a Mad Man S
ay this much for Donald Trump and his most rabid defenders: they have a way with words. Mostly, however, it’s the way of Madison Avenue. The best marketing campaigns don’t try to change behavior or create a need where none exists. Rather, the goal is to magnify an underlying concern and turn it into a sales pitch. So, for example, because Americans worry that most fast food is junk food, Subway tells them to “Eat fresh.” Since so many people struggle to keep fit, Nike says, “Just do it.” The words resonate because they offer seemingly simple solutions to overwhelming problems. Trump has done this masterfully by branding as “fake news” stories that are critical of him and his administration. Before Trump commandeered the term, fake news referred to stories that were pure fiction – invented by social media trolls to anger impressionable readers and galvanize them into action. Now, in Presidential-speak, fake news is anything the
Guest Column by Peter Funt
White House disagrees with. Moreover, the term no longer refers to specific stories. Trump applies it to news outlets, such as The New York Times, Washington Post and CNN, insisting that the entire organizations are fake news. It’s a bastardization of both logic and grammar, but Trump’s fans seem to love it. As a marketing message, “fake news” succeeds because most Americans do, in fact, have low confidence in news media and Trump’s ranting buttresses their concern. A recent Monmouth University poll found that 77 percent believe fake news reporting happens at least occasionally, up from from 63 percent who felt that way a year ago. Lately, Trump’s allies have seized upon another
term to explain away problems and fire up supporters. The villain, we are told, is something called the “Deep State.” On his radio program the other day, Sean Hannity attributed Trump’s problems with the Mueller investigation to the evil workings of the Deep State. A few hours later he closed his Fox News television program by assuring viewers that he will keep a close watch on this mysterious Deep State. The term was popularized four years ago by veteran Republican aide Mike Lofgren in a news interview, and expanded upon in Lofgren’s 2016 book, “The Deep State: The Fall of the Constitution and the Rise of a Shadow Government.” Lofgren’s thesis is that career bureaucrats and entrenched special interests work behind the scenes in government to maintain the status quo in areas such as the military-industrial complex. Significantly, Lofgren believes this is a bipartisan process. Now, from the lips of Trump’s enablers, the Deep
State seems more like the TV series “Scandal,” in which government is controlled by a secret, all-powerful cabal. It is a concept, like fake news, that many Americans are primed to accept, since they don’t trust government any more than they do media. To hear Hannity describe it, the Mueller investigation is being orchestrated by the Deep State and reinforced by fake news. In his world the Deep State includes all Trump opponents, especially those who were Hillary Clinton supporters. For his part, Lofgren told Buzzfeed News that Deep State has become the “ultimate ‘dog ate my homework’ excuse” for “the Trump regime and its pinhead allies.” If you find this depressing and headache-inducing, Madison Avenue wants you to know that “Bayer works wonders.” Peter Funt is a writer and speaker. His book, “Cautiously Optimistic,” is available at Amazon.com and CandidCamera.com.

Hays wins tight district contest over Vista Ridge BY MOSES LEOS III A 15-plus hour weather delay was worth the wait for the Hays Rebel softball team to shake its extra inning demons Saturday. By virtue of a walk-off RBI single from sophomore Amaya Guerrero, Hays upended the Vista Ridge Rangers 9-8 in nine innings to improve its postseason positioning. But the win provided a sense of vindication for the Rebels, who have dealt with a pair of one-run extra inning district losses this season. “Considering the extra inning games before, where we lost, this one was really big for all of us,” said Rebel senior Illyana Cisneros. “It (the game) was fun, but we needed that.” Lisa Cone, Hays softball

head coach, said while the players understood the magnitude of Friday’s game, she believed “it was just our turn” to win a tight district contest. The win also provided a boost for the Rebels as they approach the postseason. Hays is currently second in 25-6A and, depending on outcomes April 17, could be in a tie with Vista Ridge, potentially forcing a one-game
playoff for the runner-up spot. “It had to come and this is a great time for us to have this,” Cone said. “We’re excited to have this win.” Obtaining the win, however, was an exercise in patience and perseverance. Hays trailed 1-0 in the bottom of the third frame when its offense exploded for a five-run outburst.
An additional Rebel run in the fourth inning gave Hays a 6-1 advantage. Vista Ridge bounced back with four runs in the fifth frame to cut Hays’ lead to 6-5. The Rangers then tallied three more unanswered runs to lead 8-6 heading into the final inning of regulation. Needing a boost, Cisneros delivered by belting a two-run home run to right center field to tie the game in the bottom of the seventh. “It gave us confidence. If we were to get behind, it’s the confidence knowing we can come back, and to help us understand that if we get ahead, to keep a lead and not get into tight situations,” Cone said. That confidence ex-

CenTex Lobos tie Houston in preseason scrimmage BY LISETTE LOPEZ The Central Texas Lobos were minutes away from taking the first win of the season, but a late goal from the University of Houston Cougars tied the game 1-1 at Gregg-Clarke Park. This was a friendly preseason game for the Lobos, as they head into the regular season in the Gulf Coast Premiere League May 12.
The wind took a toll on both teams throughout the game, but the Cougars had the early advantage in the first half. University of Houston had most of the possession in the beginning of the game, and took plenty of shots on goal to try and take the lead early. Toward the end of the first half, the Lobos took control of possession and the game. Central Texas took to the sidelines to try and make something
happen in the middle of the field, but were not successful. The game was scoreless at the half. With a more aggressive game in the second half, the Lobos had their first chance at goal and took it. In the 59th minute, Lobo Quadri Oladipupo got away at the top of the box, and with no Cougars on coverage, he took a strike and placed it in the back of the net. With the Lobos now
up 1-0, there were several fouls to follow and two yellow cards in the game. However, in the final minute the Cougars took a free kick outside the box.
The ball went over the wall and through the keeper to even the score 1-1. Lobos owner David Walding said he thought his team did well with this
being the first game of the season. “For a friendly game, I thought it went fairly well,

Lobos make art for orphans
Nine Lehman High art students have completed work on personalized images of Russian orphans, which will be sent to the Russian youth. Lobo art teacher Debra Flynn using a Hays Education Foundation grant, has been working with what is known as “The Memory Project” in past years. Through the grant, a sponsoring agency in Russia sends photographs of homeless or neglected youth, with participating students on this end of the project creating visionary portraits to return to, and be enjoyed by, those specific Russian youth. This year’s participating Lobos include (back, L-R): Stephanie Lucio, Amaya Barberena, Jay Barrientos, Clarisa Sanchez, Ethan Boone; (front, L-R): Stefani Macias, Arcelia Deleon, Marisa Tambur, Elizabeth Garcia.

Buda veterans award officer for service BY KATERINA BARTON
Buda’s new chapter of the Veterans of Foreign Wars (VFW) April 3 awarded Buda Police Officer DeMerriell Young its inaugural Public Safety Award. Young was nominated for the award by Police Chief Bo Kidd for his service during a horrific train accident involving a young teenager in 2016. The accident occurred when 13-year-old Tanley Yacos was struck and killed by a Union Pacific train on March 26, 2016. Yacos and a friend, who was sleeping at Yacos’ house, had both snuck out and were walking along the tracks when the accident happened. Young was present during the investigation afterward and saw that the train’s operator was shaken and crying. The operator was an older gentleman and watched the events transpire. “Officer Young could see that this man was shaken up and hurting badly … [He] did the one thing he thought might help. He
put his hand on the man’s shoulder and prayed for him. He prayed that God could give him comfort and strength to get through this tragedy,” Sgt. Erika Simmons said during the city council meeting. Simmons was also present at the investigation and brought Young’s kind actions to the chief’s attention. Kidd said he nominated Young not because his acts were overtly heroic, but because Young was able to step back and “take his cop hat off for a little while.” “I was impressed that he stopped the investigation for a little bit and just wanted to care for another human being,” Kidd said. “I just had never seen that before and it touched my heart that he did that.” “There have certainly been things that my guys have done that are more heroic, but this was something I thought should be recognized,” Kidd said. “You could just see the effect on [the operator] and how much he appreciated it, that’s

Kyle Mayor Mitchell Travis says the city is still in the early stages of acquiring information and wants to allow P&Z time to put together a report for city council before making any decisions. The chamber is trying
to get more feedback from the business community by sharing the city’s survey on STR on social media. As of April 16, the city has fielded 475 responses to their public survey, which closed April 19. P&Z commissioners will get the results of the survey in full and present their findings to city council. Currently the presentation to city council is scheduled for May 4.

Rape culture is real and coercion is its language Communication around sex isn’t always easy, but it is necessary. We have to be willing to talk about the things that we are comfortable with and not comfortable with, and accept other people’s boundaries without question. where sex is involved. Rape culture is an often controversial term that we employ at HCWC, but there are many ways in which sexual violence is woven into the fabric of
our culture. Some of you may disagree, as I’m sure you have met very few people (likely none) who vocally champion sexual assault. Someone who is “pro-sexual assault” we
would consider a psychopath. But that’s not what we mean by “rape culture”; we’re really talking about the way in which sexual aggression is normalized all around

“Don’t take ‘no’ for an answer!” “If you want something, go out and get it. Don’t let anything get in your way.” I heard phrases like this a lot when I was growing up, I think many of us do. And while being

The outlet malls in San Marcos are currently the only properties in the county that are participating in the PACE program. “By having two administrators in the county,
property owners would have more choices to choose from when negotiating interest rates and terms for their PACE improvement financing for energy efficiency and renewable energy,” Lee McCormick with Lone Star PACE said. However, some opponents to the issue said that multiple administrators would cause too much confusion among business and land own-
ers and create inconsistencies of rules among administrators within the program. Additionally, several opponents suggested it would create “a race to the bottom” in regards to providing loans to property owners. Charlene Heydinger, president of Texas PACE Authority, says the “PACE in a box” model, which has one administrator, is the best model to protect
game, where if you just press the right buttons, say the right things, or try enough times, you are entitled to your prize. But games have winners and losers, and sex isn’t a prize. Shouldn’t the ideal be that everyone is a winner when it comes to sex? Again, this system of unwritten rules around hooking up is part of our culture. Do you see how this coercive rape culture is woven into the mainstream? Luckily, most of
us have learned now that “no means no,” but there is still some hesitation out there to accept “an enthusiastic YES! means yes,” as if it’s too much work to make sure that everyone involved in a sexual situation is excited about what is happening and that the pleasure is mutual. I won’t argue that it is work. Communication around sex isn’t always easy, but it is necessary. We have to be willing to talk about the things
the county and future lenders. “We don’t compete in the marketplace. We are not benefitting from the economic activity that we hope to create so we don’t have a conflict of interest and we don’t create a conflict of interest for others who bring the programs to us,” Heydinger said. Hays County Commissioner Pct. 3 Lon Shell said the court is still looking at the advantages and disadvantages of opening up the program to multiple administrators. There are currently 17 Texas PACE regions using the “PACE in a box” model with Hays County being the 12th to establish the program.

someone to have sex with them when they don’t really want to, but not by using physical force or the threat of physical force. It can include manipulation (“if we aren’t going to have sex, we can’t be together”), guilt (“I treat you so well, why won’t you do this for me?”), an abuse of power (maybe a large age difference or disparity of power at work), using alcohol or drugs to bend someone to your will, and countless other emotion-
al influences. The idea is that if one person doesn’t want to do something sexual and you do, there are ways to “convince” them. And unfortunately, these coercive practices are often treated as a normal part of many sexual encounters. So many of us are taught that if a person rejects your advances, you should be persistent and keep trying to seduce them. Keep complimenting them, keep buying them drinks, or maybe
give them a backhanded insult to wear down their self-esteem. The popular myth we are taught is that women are supposed to say no even though they really do want to have sex, or that women don’t know what they want so it’s up to you to tell them. If women seem too eager, they will look like a “whore” (or any of the other hundred negative terms we use to refer to a woman who has sex). Dating and hooking up is literally seen as a

the batters, which meant using real softballs and not softer practice balls, helped to regain the team’s timing before the game restarted. Cisneros said it was difficult for her to “get back in the groove,” but felt confident in the team’s abilities. “One of my concerns was how do we get back in that rhythm we were in,” Cone said. “I had to do that because we were starting in an important situation. I tried to get them as warmed up as best I could.” Two hours of pregame preparation helped the Rebels claim victory in
less than 20 minutes. Guerrero said she fouled off several pitches to the outside of the plate, which led to her believe she was going to get something on the inside portion. “Right when I hit that, I was so happy, I was crying a little bit,” Guerrero said. Armed with the experience, Hays now prepares to discover its playoff fate. Even amid the uncertainty, Cisneros said she is “confident in our sticks,” and that the team can excel in the playoffs. “This gives us a big momentum booster,” Guerrero said. “I’ve never had that exciting of a hit. It was great.”

it’s our first game of the season and I thought we did really good especially when we had most of our starters in,” Walding said. “We still need some time to work out the kinks and the formation and everything, but I think we did a pretty good job today.” With the first game of the season now over, head coach Felipe Arcos can now look at the roster and formation to see what his team can improve on be-
fore heading into the first regular season game. Arcos said his team did well, but can’t make little mistakes towards the end. “I think the most important thing is that we don’t make mistakes on the defense in the last minute, because in the last two minutes they got around us and tied the game,” Arcos said. The Lobos start the season May 12 in Louisiana against Pool Boys FC.
Looking back on the game against the Cougars will help Arcos make the adjustments the team needs to come out strong. “In this game, we were practicing and it was a very good game to know more about our other players that we have right now so we’re happy,” Arcos said. “We weren’t happy about the tie in the last minute, but we are to work and improve for next game.”

Because no one should have to be “convinced” to do anything sexual, and until we are willing to do the work, the culture will never change. Happy Earth Day • April 22, 2018 Program assists in reforesting the Blanco River in Wimberley SUBMITTED REPORT The Texas Tree Recovery Campaign, a partnership between the Arbor Day Foundation and Tree Folks, planted 11,500 new trees with a project that began February 1 along the Blanco River. The project was done thanks to the generous financial support of Google. These new trees planted by Google employees will accelerate the recovery of the Blanco River ecosystem that was gravely damaged during the 2015 Memorial Day Floods. “We’re grateful to Google for becoming a steward of our nation’s forests,” said Dan Lambe, Arbor Day Foundation president. “Our forests are part of the long and important legacy of the people and the land of our country. Thanks to the support of Google and its employees, thousands of trees have been planted to help clean the air, protect water resources, and restore habitat and beauty to an area that has suffered devastation.” Arbor Day Foundation’s Community Tree Recovery, a national program underwritten by FedEx and foundation members, aims

to replace trees in communities affected by natural disasters throughout the United States. The program has assisted dozens of communities with the planting or distribution of more than 4.5 million trees since its inception in 2012. “Google Austin is so excited to work alongside the Arbor Foundation and Tree Folks to jumpstart this restoration effort. We take pride in the community we call home and want the great state of Texas to remain a place that everyone can enjoy. Google volunteers were eager to get their hands dirty and wanted to do their part to help bring the Blanco River back to life,” said Gerardo Interiano, Head of External Affairs Southwest Region. During Memorial Day
weekend of 2015 the Blanco River region experienced vast flooding. This event is part of Trees for the Blanco, which accelerates recovery of the Blanco River ecosystem by providing comprehensive reforestation services to landowners affected by the flooding. This is a multi-year reforestation campaign to plant a diversity of native species along the Blanco in Hays County. Volunteers planted seedlings which provide important environmental benefits to the Hays County community and will help
reduce damage from future flood events. “In the months since the devastating Memorial Day floods, our community has shown its incredible resilience,” said State Rep. Jason Isaac (R-Dripping Springs). “I’m grateful to these outstanding nonprofits for stepping up to help replenish native trees and keep the banks of the Blanco River a beautiful and stable ecosystem.” To donate to the recovery efforts supported by this campaign or other across the country please visit www.arborday.org/recovery.

40 Ways to Celebrate Earth Month with TDS At TDS, we consider it an honor to play a role in protecting the environment of our home state of Texas. We as neighbors and fellow Texans depend on its natural resources – and they, in turn, depend on us to treat them with love and respect. Earth Month kicks off on April 1 and TDS is celebrating by challenging Central Texans to help make our planet and communities cleaner and greener. We developed a list of 40 eco-friendly tips and activities to promote sustainability – at home, work or school – while also commemorating the company’s 40th anniversary this year. From the beginning, environmental responsibility has been at the core of everything we do, as we seek to divert waste to beneficial uses and minimize landfill use. So this Earth Month and beyond, please join us in taking care of Texas like she takes care of all of us.

The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) solicits technical information or comments on proposed flood hazard determinations for the Flood Insurance Rate Map (FIRM), and where applicable, the Flood Insurance Study (FIS) report for your community. These flood hazard determinations may include the addition
or modification of Base Flood Elevations, base flood depths, Special Flood Hazard Area boundaries or zone designations, or the regulatory floodway. The FIRM and, if applicable, the FIS report have been revised to reflect these flood hazard determinations through issuance of a Letter of Map Revision (LOMR), in accordance with Title 44, Part 65 of the Code of Federal Regulations. These determinations are the basis for the floodplain management measures that your community is required to adopt or show evidence of having in effect to qualify or remain qualified for participation in the National Flood Insurance Program. For more information on the proposed flood hazard determinations and information on the statutory 90-day period provided for appeals, please visit FEMA’s website at www.fema.gov/ plan/prevent/fhm/bfe, or call the FEMA Map Information eXchange (FMIX) toll free at 1-877-FEMA MAP (1-877336-2627).
