Kyle man charged in homicide BY MOSES LEOS III

An argument over finances is what allegedly led a Kyle man to fatally stab his stepfather and injure his mother during a Sept. 22 altercation at a home in the Plum Creek subdivision. Giovanni Alexander Salinas, 21, of Kyle, was arrested and booked into the Hays County Jail on a first-degree felony

charge of murder, along with a first-degree felony charge of aggravated assault with a deadly SALINAS weapon. Authorities also charged Salinas with evading arrest, a Class-A misdemeanor, as

well as tampering with evidence, a third-degree felony. According to an arrest affidavit magistrated by Hays County Pct. 2 Justice of the Peace Beth Smith, authorities were dispatched to the 1200 block of Kirby at 11:51 p.m. Sept. 22 for a reported stabbing. When authorities arrived, they found a man, later identified as

Timothy Michael Hinsley, 42, unresponsive in the back bedroom of the home and lying in large pool of blood. Emergency officials conducted live-saving measures but stopped shortly after they began. Hinsley was pronounced dead by Smith. According to the affidavit, Salinas got into a verbal altercation with his mother, later identi-

fied as Priscilla Hinsley, over financial issues. At one point during the argument, Salinas allegedly went into the kitchen where the argument continued. Salinas then went into a nearby bedroom, then pushed past Priscilla Hinsley and another witness, who then followed him into Timothy Hinsley’s room.

Buda Fire Department earns Class 1 effectiveness rating BY EXSAR ARGUELLO

A national award honoring the effectiveness of Buda’s fire department could in turn lead to lower home insurance rates in the

city. Earlier this month, the Buda Fire Department (Emergency Service District No. 8) received a Class 1 rating from the Insurance Service Office (ISO).

The rating is an accolade shared by only 300 fire departments in the U.S.; only 63 fire departments in Texas have earned a Class 1 rating. The rating, which is

BY MOSES LEOS III The body of a Kyle man was found in a ditch early Sunday hours after authorities believe he was struck by a pickup truck along Goforth Road. Authorities have PONCEarrested ZAMORA the driver of the vehicle, who they said failed to inform law enforcement officials of the incident when they approached him the previous night. Tony Alberto Ponce-Zamora, 22, of Kyle, was booked into the Hays County Jail Sept. 23 on a charge of failure to stop and render aid resulting in death, a second-degree felony. An Immigrations and Customs Enforcement (ICE) detainer was also issued for Ponce-Zamora, according to Hays County Jail Records.

Construction on a multi-million dollar pipeline bringing wastewater service to the south side of Kyle is expected to start by the end of the year. On Sept. 18, the Kyle City Council unanimously approved a $6 million bid from Skyblue Utilitites, Inc. to construct the Southside Wastewater Improvement project. The project, once complete, will allow wastewater to be collected from residential areas in south Kyle, ending the need for some to maintain septic tanks. Four contractors submitted bids on the project with Skyblue’s bid being the lowest and “most responsible choice,” according to city leaders. Officials still must obtain a permit from the Texas Department of Transportation (TxDOT) for the project, but city officials expect to have all final details complete before December. Contractors are expected to take between 12 and 15 months to complete the sewer line. City Engineer Leon Barba said the project began in 2012 when the Kyle City Council approved a design engineer to organize the initiative.

Buda eyes progress on multiple bond projects BY MOSES LEOS III Movement on a handful of Buda bond projects could be forthcoming after city officials and elected leaders urged consultants and engineers forward earlier this month. Kenneth Williams, Buda City Manager, said Sept. 18 a recent meeting with consultants and engineers allowed staff and city leaders to express concerns about sluggish progress on various bond items. In August, members of the Buda City Council and city staff expressed frustration with the lack of progress on various bond projects. As a result of the meeting, Buda city officials received an updated timeline on improvements, with the majority of those starting by midto-late 2019. “We are hoping this will expedite the process and proposals on different projects and what is going

HISTORY

Founded April 10, 1903, by Thomas Fletcher Harwell as The Kyle News, with offices on the corner of Burleson and Miller streets in the town’s oldest remaining building. It merged into The Hays County Citizen in 1956. The paper consolidated with The Free Press in October, 1978. During its more than 100-year history the newspaper has maintained offices at more than a dozen locations in Kyle and Buda.

Man injured after jumping off Buda bridge BY KATIE BURRELL

An unidentified man suffered severe injuries Sept. 19 after he jumped off of the Robert S. Light bridge near Buda into traffic along southbound Interstate 35. The man, who has not been identified, suffered extensive lower leg injuries and was transported to an area hospital. The current condition of the victim is unknown at this time. Authorities said no passing vehicles struck the victim.

A local resident said they were traveling northbound along I-35 when they witnessed a man park on the bridge, sit on the edge with his hands together and jump off shortly after noon.

“It all happened within a matter of 30 seconds,” the witness said. “I remember thinking it was stupid to just sit there with his legs hanging off, but then I realized he was going to jump, and it

Brittany Tate, Buda Police public information officer, said the victim was not hit by a passing car on the highway. However, Tate said the man was going into surgery as injuries to his legs were “extensive.” Multiple drivers stopped after witnessing the incident and reported it to police, the witness said.

roadway. Hays County Pct. 2 Justice of the Peace Beth Smith pronounced May dead at the scene at 8:58 a.m. Sept. 23. During the course of a crash investigation, Hays County Sheriff’s Office deputies notified DPS officials that they had made contact with the vehicle involved in the incident the night before. An area business owner contacted DPS officials because the business’ security camera caught a partial glimpse of the crash. The business owner was able to positively identify the vehicle, a 2008 Dodge Ram Pickup, and the driver, identified as Ponce-Zamora. Using the description of the vehicle given by both HCSO deputies and the business owner, DPS officials located the truck in the 500 block of Cotton Gin Road in Kyle. They found the truck had damage to the passenger side headlamp and windshield. Ponce-Zamora was located and admitted to driving the vehicle at the time of the crash and leaving the scene, according to DPS officials. Ponce-Zamora said shortly after the accident occurred, a HCSO deputy arrived on scene. DPS officials said Ponce “failed to notify the deputy that he was involved in an accident.” Due to Ponce-Zamora withholding information regarding the incident, May was “not given medical attention and died due to his injuries.” DPS officials are continuing to investigate the incident. oing on Facebook is a risky proposition now, as no matter your political persuasion, poorly researched (or wholly made up) claims and “memes” are likely to make many readers’ blood pressures rise. At the center of this high pressure storm of the moment is Dr. Christine Blasey Ford and her claims that Judge Brett Kavanaugh, the nominee for the U.S. Supreme Court who has been going through U.S. Senate hearings, pushed her down on a bed, tried to rip off her clothes and forced his hand over her mouth to keep her from screaming. This allegedly happened when they attended an elite prep high school decades ago. There’s a lot to sort through in the allegations, the nomination and long time period between the alleged incident and the public charge. Misleading information on Facebook, much of it intentionally faked, isn’t helping. Already there are Facebook claims – disproved by Snopes.com, the website dedicated to non-partisan myth-busting – that Blasey Ford made a sexual assault accusation against Neil Gorsuch, nominated by Trump to take over the Antonin Scalia’s position on the Supreme Court. Completely false, says Snopes.com. Other claims circulating on social media include a photo showing Blasey Ford holding a sign that said, “Not my president.” Again, false, as the person in the photo is not Blasey Ford. They both have blonde hair, but that’s the end of the connection. Another photo making rounds on Facebook shows a half-naked woman passed out among a pile of liquor bottles. The photos aren’t even from the appropriate time period, don’t look much like Blasey Ford, and according to Snopes, have been around the internet for years. Yet the lie that this is Blasey Ford keeps being repeated. One reason may be skepticism about Blasey Ford based on the amount of time that has passed. It seems people cannot believe a woman would not report such a crime immediately. President Trump questioned the reliability of Blasey Ford’s claims, while at the same time discouraging an investigation. This action shows how little he – and Facebook trolls– actually know about the troubles women have reporting such events. A friend – a male friend – posted online this weekend about the trauma of being attacked. “Trauma is real and very personal. We can’t judge another person’s trauma from our perspective. Just because it wouldn’t bother me doesn’t mean it can’t cause real pain to another.” He talked about the “snapshots” in his head of the time he was attacked, a knife against his throat. Blasey Ford chose to not report the incident years ago, just as women do all over the U.S., all over Hays County and Buda and Kyle. Women don’t report because they fear the system doesn’t work. They know they will be attacked online. They know the offender could easily get off while they will have to live with the consequences forever. Women choose not to report the incident because they want to put it in the past. They want to forget. Many times, the way their brains deal with the situation is to completely block the memory. And then something triggers a “snapshot” and the victim, the survivor, experiences memories she wanted to forget. Just because a woman doesn’t report an attack doesn’t mean it didn’t happen. Women have long endured the disbelief in the system; they have been questioned by police about what they were wearing, why they were in the place where it happened, why they didn’t react faster. A full independent investigation into this incident would be appropriate, but that’s not going to happen. It’s a shame, because it’s just one more slam against women who want to make reports, but are scared. This time, once again, the system didn’t work.

Buda woman files for refugee status to avoid deportation BY KATIE BURRELL

An undocumented Buda resident who has been in Immigrations and Customs Enforcement (ICE) custody for months is fighting to obtain status as a refugee in an effort to stay with her family. Janelie Rodriguez, 25, is checking off another month in her stay at the South Texas Detention Center in Pearsall and adding another trial date to her schedule. Rodriguez was granted a $7,500 bond earlier this month, giving her the chance to go home to be with her family and delay her trial and move it to another court. However, ICE intervened later that day with an appeal citing Rodriguez’s mental health as a danger to society. Rodriguez remains in custody, but her attorney Chito Vela is arguing the appeal and preparing to file an asylum application to grant Janelie Rodriguez freedom to stay indefinitely, or until conditions in Mexico are considered safe for her to return. “Janelie hasn’t spent time in Mexico because she left when she was two or three years old,” Vela said. “That’s why she should be granted asylum. She’s fluent in English and her Spanish isn’t as good,

on,” Williams said. “We will continue to look for ways to speed up these projects and how we can get it done quicker.” Buda Mayor George Haehn applauded city staff members for “tactfully” bringing Buda’s position and frustrations to the light of its consultant team. “You did a lot better at doing that job than I did,” Haehn said. Recent movements extend to projects under Proposition 4 of Buda’s 2014 bond, which deals primarily with drainage improvements. Greg Olmer, Parks and Recreation director, said city staff and Williams met with Proposition 4 consultants twice over the course of three weeks to discuss the remaining hurdles and outstanding items on many of the projects. One major issue causing delays on the Houston Street and West Goforth Road drainage projects is obtaining permits from Union Pacific Railroad (UP) to begin construction. Olmer said the city has already paid fees to UP and has gone through several rounds of comments with the company. “Now is the time for

them to approve this,” Olmer said. Buda is also seeking ways to avoid or work around several large caliper trees on the Houston Street drainage project. Olmer said the city has received the help from an on-staff arborist to assess the health and viability of the trees, and if there’s a way to minimize damage or removal. Meanwhile, Buda has had “fruitful discussions” on drainage improvements in the Oxbow subdivision, Olmer said. Buda plans to issue a notice to proceed allowing contractors to have materials stored on hand to prepare for construction. By doing so, Olmer said it could help shorten the cycle of fabricating large reinforced concrete box culverts associated with the Oxbow project. However, Buda officials continue to work on utility relocation negotiations for two major road projects under Proposition 3. John Nett, Buda engineer, said the city received the final draft utility relocation agreement from Pedernales Electric Cooperative for the Main Street and FM 967 improvements, as well as

improvements on Old Goforth Road. However, Nett said an estimated $350,000 that was expected to be the city’s burden has now been shifted to PEC. Nett cited the work of Alan Crozier, project manager for HDR Engineering, with working with PEC’s consulants to “get them to look at alternates” for relocating two transmission lines. Buda expects to shoulder a $167,000 estimate to relocate PEC utility lines for the Main Street and FM 967 intersection project. Officials are planning to meet with TxDOT area engineers to discuss a possible advanced funding agreement (AFA) for the FM 967 and Main Street project. An AFA is a written contract where TxDOT and a local government allocate participation in a road project. Services that could be included in an AFA are acquiring right-of-way, providing for utility relocation or providing maintenance of a transportation project. Nett said the city plans to discuss streamlining the process and consolidating rewiew and approval of the AFA.

County readies argument for EP party status BY EXSAR ARGUELLO Hays County leaders will spend the next few weeks preparing written arguments to the State Office of Administrative Hearings (SOAH) in their fight to receive affected party status against Electro Purification. The arguments must be submitted by Oct. 8 by all parties seeking status, including the applicant, Electro Purification. The Houston based company applied for a permit through the Barton Springs Edwards Aquifer Conservation District (BSEACD) to pump nearly one billion gallons of water a year from the Trinity Aquifer. In July, BSEACD officials gave the green light for a contested case hearing at the request of EP. EP is expected to list reasons why Hays County should not receive party status in its brief to Administrative Law Judge Joanne Summerhays.

The ratings are scaled from one to 10, with 10 being the lowest. “As a result of adding fire personnel, minimizing response time and adding water supply, we are able to reduce the insurance rates for our citizens,” Langshaw said. “Fire safety and emergency response time are our priorities, but we are

Kyle renames old city hall in memory of former mayor BY KATIE BURRELL

he memory of a longtime law enforcement officer who also once served as Kyle’s mayor will now live on within the masonry of Historic City Hall. On Sept. 18, the Kyle City Council unanimously passed a resolution to rename Historic Kyle City Hall to the Krug Activity Center. In addition, city leaders also approved purchasing the late Pete Krug’s home from his wife, Penny Krug. Kyle City Council members Shane Arabie and Alex Villalobos shopped the idea together in an effort to memorialize Krug, a citizen who meant a lot to them and other community members. Krug served the city in several capacities over the course of his lifetime before passing away in December 2017. Pete Krug spent more

One last ride

Organizers close the gate on memorial event BY KATIE BURRELL

An electric feel coursed through the air at Dripping Springs Ranch Park Sunday as bull riders mounted their rides and tried to tame close to a ton of sinew and muscle. Over the course of two decades, bull riders and fans have come to expect such a feeling when the Brent Thurman Memorial Bull Ride comes to town. It’s that thrill organizers of the event hoped would forever endure as they held one final ride in memory of Brent Thurman, a Hays County man who gave to so many. Kay Thurman, Brent Thurman’s mom, has led the charge to keep the bull ride going for 20 years. Kay Thurman said 2018 was an opportune time to put the tradition to rest. 1994. The event has been held in different cities throughout the state, but settled in Dripping Springs where Thurman called home for the last half of his life. Along with being a bull rider, Thurman also mentored mentally and physically challenged Texans during his life, including helping the residents of the Marbridge Ranch assisted living facility near Manchaca. collected during the ride went toward funding for Marbridge residents. David Haffelder, spokesperson for the Brent Thurman bullride and a rodeo clown, said he and the event’s organizers respected Kay Thurman’s decision, citing how much work the organization has put into the event for two decades.

Instead of a bull ride, the Brent Thurman Foundation aims to continue fundraising and contributing to Marbridge, along with the Jason Waldorf Foundation and athletes of the Texas Special Olympics. Haffelder said they plan to hold fundraisers such as the Exceptional Rodeo, an event that allows

mentally and physically challenged participants to practice their roping and riding skills. “We wanted to go out on a high note this year,” Haffelder said. “We’re going to keep an annual golf tournament and the Exceptional Rodeo going forward so next year we’ll have the Exceptional Rodeo around this time.”

OBITUARY Paul Wayne Good, 82, of Kyle, Texas passed away peacefully on September 17, 2018 at home. Good was born in Greene County, Indiana on Jan. 22, 1936, the son of Charles Vergil Good and Ruby Emma Lacy Good. Good served his country in the United States Army in the late 1950s. He was then employed at Inland Steel Corporation in Indiana, where he retired after working for 37 years. He is remembered as an avid rock hound who took educational rock displays to local schools for 47 years. He was a very active member of the San Marcos church of Christ, where he led singing, taught Bible classes, and served as an elder for many years. Good is preceded in death by his parents, and siblings, Andy Good, Legatha Gilmore, Bob Good and infant Wilma June Good. Good is survived by his wife of 56 years, Margaret Brown Good, one daughter and sonin-law, Dena Roberts and husband Mark of Bedford, Texas; one son Edward Good of Kyle, Texas; one son and daughter-in-law Steve Good and Mindy of Kyle, Texas. Good is also survived by grandchildren Rebecca (and husband Stephen), Sara (and husband Garrett), Emily, Jacob, and Hannah. He is

also survived by numerous nieces and nephews that he was proud to be their uncle Paul, and by many friends and brethren who he loved. The family wants to say a special thank you to Journey for Life hospice care. Services were held Sept. 22, 2018. Interment at Fort Sam Houston National Cemetery will occur upon availability. In fact, between the American Revolution and the Civil War, the United States armed forces did not decorate its heroes at all. Medals, ribbons and the like smacked of European pomp, a practice detested by a new nation dedicated to democracy. Even as late as 1861, the creation of the Medal of Honor provoked a storm of public protest. If, by modern standards, Sgt. Wilson slipped in the back door for his first medal, he unquestionably qualified for the second six months later. Intent on driving a diehard band of Comanches onto the reservation, Gen. Mackenzie mobilized 222 troops for a strike into the Texas Panhandle. The ninth day out of Fort Concho, the column came upon a stomach-churning sight. In a quiet valley adjoining the North Fork of the Red River lay the largest Comanche encampment any of the saddlesore soldiers had ever seen. In one village alone Mackenzie counted 260 lodges, which by his reckoning contained at least 500 warriors. The odds definitely did not favor the outnumbered cavalry. n Sept. 29, 1872, Sgt. William Wilson won his second Medal of Honor in six months of combat against the Comanches. One of less than two dozen fighting men to receive a pair of American’s highest military decoration, the obscure cavalryman earned both on the battlefields of Texas. In its 157-year history, the coveted citation had been bestowed upon better than 5,000 servicemen, but only 19 had been so honored on two different occasions. Seven marines, seven sailors and five soldiers comprise that elite club. The name of the first double recipient was Custer -- not George Armstrong Custer, the vainglorious general with the golden locks, but his younger brother Tom, who earned his pair three days apart in the last month of the Civil War. Tom Custer died alongside his famous sibling in 1876 at the Battle of the Little Bighorn. Sgt. William Wilson was so unsung that neither his birthday nor the date of his death were recorded for posterity. Little is known about the Philadelphia native before or after he served under Gen. Ranald S. Mackenzie on the perilous Lone Star frontier.

With the victory, Hays improved to 3-0, which is the program’s best start since the 2012 season. Hays’ fourth rushing touchdown on a 21-yard run late in the fourth quarter, increasing the lead to 28-3. On the other side of the ball, Hays defense played stingy throughout the game and kept the Trojans out of the end zone. “Coach Chavis and the defensive staff and those players are just playing great,” Goad said. “They (Anderson) are a predominately run team, and they came out and spread somethings out and started to try to throw the

They did catch us on a few, but we got some pressure on the quarterback at different times, made some big plays, broke up some passes, and then of course the interception there at the end to cap it off.” Hays prevented the Trojans from getting any momentum on offense. Freshman runners earn gold at Hays High XC meet BY MOSES LEOS III Youth proved more versatile than experience Saturday as a pair of freshman runners claimed gold amid sloppy conditions at the inaugural Hays High cross country invitational meet at Lake Kyle Park. Hays Rebel freshman Abigail Parra took first place in the Girls 5,000 meter run with a time of 18:57.00, while Lehman Lobo freshman Esteban Garza captured first in the Boys 5,000 meter run with a time of 16:10.00. The duo were part of seven total Hays CISD varsity athletes who finished in the top 10 in the boys and girls races, combined. For Parra, success for younger runners came because of their determination. “Since we’re younger, we’re more determined,”

Parra said. “Many of the older people were not worried about freshmen. But we’re trying to keep up.” Parra stayed ahead of the pack by knowing her own pace and being able to recognize when to speed up or slow down, which she believed were important factors. A primary challenge was avoiding the temptation to follow the pace of other runners. “Sometimes I’m tempted to keep up with them, and sometimes I want to stay up there with them, even though it’s not my pace,” Parra said. Garza captured his victory by working his way from the middle of the pack at the start at the start of the race. Maintaining a steady pace and not wasting energy by trying to sprint out of the blocks helped his cause. “I was testing the waters and it seemed like everyone was going a little bit slower,” Garza said. “So I pushed myself to get up there (to the front).” Both Parra and Garza, along with the more than 150 combined varsity level runners, had to combat a muddy and wet course. Parra said she tried to watch her footing and her footsteps within the first mile of the race. Hooked on phonics

District invests $293K to increase literacy rates BY KATIE BURRELL

Hays CISD is streamlining its literacy curriculum for elementary students in an effort to improve their reading and writing skills before they reach the third grade. By setting aside 30 minutes a day with a new phonics program, Hays CISD hopes teachers can instill the reading and writing skills elementary students need to improve in their classes and score well on state standardized tests. On Sept. 17, the Hays CISD Board of Trustees approved a $291,246 purchase of the McGraw-Hill Open Court Phonics program, which will be taught to students in Kindergarten to 2nd grade district-wide. The district has always taught phonics lessons, but is now streamlining the way these skills are taught as a part of Superintendent Eric Wright’s goal to improve district literacy rates. During the district’s scheduled time with the

Open Court program, which can range from 30 to 45 minutes, teachers spend time reading to students, working on spelling and word comprehension and helping students learn to write about what they read. The McGraw-Hill program provides educators with the curriculum they need so teachers do not have to write their own curriculum. The district also hired three full-time district literacy specialists to help students and teachers reach their literacy goals. Mandy Taylor, district literacy specialist, taught in Hays County for 20 years before taking a position within the district’s administration. “Even in just the first four weeks of school, I’ve been able to be in a lot

of classrooms,” Taylor said. “Our teachers have done a fantastic job of establishing classroom libraries and setting up a culture of reading. For our (youngest) learners, we just want to give them the tools they need to be successful.” The years before a student enters the third grade are the most imperative toward their learning of reading and writing skills, said Taylor. The district aims to make children literate in reading and writing as early as possible. HCISD Chief Communications Officer Tim Savoy said district officials want to see students improve on the State of Texas Assessment of Academic Readiness (STAAR) tests each year and bettering the student’s literacy rates

The specialists will receive surveys from teachers and look at data including results of a developmental reading assessment.

District improves bus timing after first week tardiness BY MOSES LEOS III Despite a handful of issues during the first week of classes, Hays CISD’s transportation department is starting to equalize its on-time percentages, according to district officials. Tim Savoy, Hays CISD public information officer, said the district is now “where we expected to be” in terms of getting students to class before the first bell. During the first week of school, 169 of the 973 total bus routes across all 23 campuses were late. Since then, the district has increased its on-time rate to above 95 percent. On Sept. 20, only five total bus routes ran late across elementary and secondary campus routes. Adding back nine regular and four special education bus routes that had been eliminated prior to the start of classes was a major help in reducing tardy buses, Savoy said. A reduction to 146 routes meant some buses had more students, leading to an issue of overcrowding. An online photo showing students sitting in the aisle of an overcrowded Hays CISD bus was the cause of uproar from parents during the first week, leading officials to immediately make changes. Buda business owner opens downtown food truck park BY EXSAR ARGUELLO Downtown Buda’s first dedicated food truck park is now open for business. For Greg Henry, owner of Cambria and Jordan’s Rail Switch as well as Willie’s Joint, the idea of adding a food truck park stemmed from wanting to provide a new way for people to dine in Buda. With the food truck industry exploding in Austin, Henry wanted to share that success with Buda. “I eat in downtown a few days out of the week because I try to eat and spend local,” Henry said. “I want people to see what we’re doing as a way to bring more options to the city.”

The park currently houses two food trucks and is looking to double that in the next few months. Henry wants to diversify his park by adding cultural cuisine to the last two slots. The wastewater system will require less effort on the part of Kyle citizens. During construction, residents will see some traffic interruptions near Post Road, County Road 158 and a few smaller roads throughout south Kyle. The wastewater line will stretch from FM 150 East near the Public Works building to Yarrington Road. “It’s such a large project touching on dozens and dozens of individual properties,” said Kyle City Manager Scott Sellers. “It’s a very large diameter sewer pipe that extends from the public works facility on FM 150 East to Post Road near Yarrington on the south.” The length of the pipe is approximately 16,500 linear feet of gravity mains, 9,500 linear feet of force main, 2,000 linear feet

CONTRACT DOCUMENTS AND SPECIFICATIONS FOR MEMBRANE REPLACEMENT FOR THE 500,000 GPD WASTEWATER TREATMENT PLANT FOR HAYS COUNTY WATER CONTROL AND IMPROVEMENT DISTRICT NO. 1 SCOPE OF WORK: Hays County Water Control and Improvement District No. 1, will accept sealed bids for the replacement of membranes in the three membrane basins for the 500,000 MBR wastewater treatment plant. The work to be performed includes furnishing and delivery of the replacement membranes. An alternate bid item shall include furnishing all materials, equipment, tools and labor necessary for the delivery, construction, installation, inspection, and testing of the replacement membranes and any other improvements to the MBR WWTP. The minimum membrane surface area to be installed is 18,720 SF/basin. The preferred replacement schedule will be Basin 1 -November 2018, Basin 2 – March 2019, and Basin 3 – March 2020, however the owner may elect to only utilize only one or two years of the awarded Contract.
