Wimberley city leaders tank special called meeting BY EXSAR ARGUELLO Controversy swirled at Wimberley City Hall May 21 as plans to select a new Mayor Pro Tem ended after city leaders didn’t have enough participants to conduct a special meeting on the matter. The ensuing aftermath led to finger pointing among some city leaders who alleged the proposed special called meeting might have been illegal if it took place. Drama began during the election canvassing and swearing-in ceremony for the new city council members that were elected May 4.

has attended a swearing-in ceremony since the city was incorporated in 2000, according to multiple sources who attended the ceremony. The controversy continued when a special meeting to select a new

County OKs treatment programs for veterans BY EXSAR ARGUELLO A new private/public partnership could aid Hays County’s efforts to tackle substance abuse for veterans, marking a new chapter in the county’s criminal justice reform saga. The partnership between the Hays County Veterans Court and Austin Recovery Inc. will provide short and long-term treatment programs for veterans fighting with substance abuse disorders. A letter agreement between the two entities was approved unanimously by the Hays County Commissioners Court on May

For more than 50

years, the company has provided counseling, housing and vocational training on the company’s farm in Buda. Some of the patients at the facility have been discharged from the Austin State Hospital for being “chronic inebriates,” according to the company’s website.

Questions still linger on what direction Dripping Springs ISD stakeholders plan to take for its secondary campuses. Armed with a new survey by Population and Survey Analysts (PASA), DSISD officials turned to parents and local leaders to chime on their vision for the district. PASA’s study, which provided insight on how the city is anticipated to grow in the next few decades, concluded that the district needs to take action on the future of its high school campus, whether that is in the form of one mega-high school or multiple campuses. Former mayor leads lawsuit against city of Wimberley BY EXSAR ARGUELLO The controversial Wimberley wastewater saga is now heading into the court system. On May 17, Wimberley resident and former Mayor Steve Thurber filed a lawsuit in Hays County District Court against the city, alleging a potential quid pro quo, or favor, and Texas Open Meeting Act (TOMA) violations. Those accusations relate to Wimberley’s acquisition of an easement needed for Aqua Texas to provide wastewater service to town. The suit also comes after investigations by the Hays County District Attorney’s office fizzled. At the center of the lawsuit is the de-annexation of Sabino Ranch, a 96-acre tract of land that was effectively removed from the city’s municipal control after council approval on March 21. The property, owned by Scott Johnson, is adjacent to the proposed boring site under Cypress Creek. Pipeline installed via the boring would transport raw sewage to Aqua Texas, a third-party wastewater provider, for the city’s wastewater services, pending approval from the Texas Water Development Board. Without the easement, the city could not send raw sewage from its new collection system to Aqua Texas’ treatment plant, according to the lawsuit. Because the city council did not notify the public of discussion on the easement, or take a formal vote on the matter, the suit alleges Wimberley’s City Council violated TOMA rules. “We’re alleging that the discussion in executive session included that discussion about the easement, which was not presented to the public,” Thurber said. “Although

Thurber argued city leaders granted the Johnson de-annexation in exchange for the Johnson easement in order to facilitate the plan to contract with Aqua Texas. His argument centers on a section of the agreement with Aqua Texas, where language was changed a day before the de-annexation took place. Language shifted from Aqua “plans to obtain” an easement on March 20 to Aqua “has obtained an easement” on March 21. “If so, council’s engaging in those easement

Over the weekend, the Texas Department of Transportation (TxDOT), along with the Central Texas Regional Mobility Authority and Hays County, cut the ribbon for the new four-lane toll road that bridges MoPac in south Austin to FM 1626 near Bliss Spillar Road just outside of Buda. The road will open June 1, weather permitting. CTRMA officials will allow commuters to use the road free of charge in June if they have a TxTag. Starting in July, commuters will pay $1 for use of the toll road, which can be paid via TxTag or pay by mail.

State officials would have been required to identify funding for the proposed new crossing as well. An option to reuse an existing bridge constructed out of rail cars, a structure used to bridge Post Road over the Blanco River following the Memorial Day flood, was nixed as well. Smith said TxDOT would have had to construct new infrastructure, which would have added four or more months to complete. Smith, who lives in Driftwood, said he has traveled along Lone Man Mountain Road, which is a route around the closure, seven times in the last two days. Hays County Pct. 2 Commissioner Mark Jones posted on social media that the RM 150 closure is causing “significant” traffic increases on FM 1626 and FM 967 in the Buda area. “The longer that bridge

As TxDOT repairs the damage, Hays County officials are urging residents to refrain from crossing barricades near the crossing. Smith said county officials will provide more information as it becomes available from TxDOT. Youth guiding Tigers during spring drills BY MOSES LEOS III

Guiding a youth movement was a prevalent theme for Dripping Springs head football coach Galen Zimmerman and his staff as the program completed spring practices May 22. With only 10 to 15 players returning from last season’s playoff run, Zimmerman and his staff understood how much work was needed to ensure the next crop of Tigers know what to expect when the Friday Night Lights shine. Amid the bumble here and the stumble there, Zimmerman was overall pleased with the work put in by his players as they began the steady march toward August and preseason drills. “There is no magic formula,” Zimmerman said. “We just went to work every day and tried to get better.” Overall, Zimmerman said his staff got to see areas they could improve upon when August drills hit. Identifying those areas is critical, especially with a younger group of players, Zimmerman said. New rules allowing coaches more time to work with athletes over the summer will also be a benefit for the program, Zimmerman said. In October 2018, the UIL, the governing body of high school athletics in Texas, approved amendments expanding the time period for summer strength and conditioning workouts from six weeks to the entire summer break, according to multiple reports. Those changes, which went into effect May 1,

will allow coaches to have two hours of specific skill instruction per week with athletes, with a one hour limit per day, according to a Houston Chronicle report. “You can’t win anything right now, but I’ve seen a lot of progress over the past few weeks,” Zimmerman said. On the offensive side, Dripping Springs will need to replace several key positions, including quarterback, running back and wide receiver. So far, Julian Wright and Preston Alford have both received time under center during spring drills. Zimmerman said

junior Zach Tjelmeland and Cameron O’Banan could also be in the mix at quarterback. Both players missed most of spring practices, however, as they were part of the Tiger baseball team’s playoff run. Zimmerman said the Tigers have some “good ones” coming back, but will have a lot of new faces on the field this season. The ability to “throw a lot at them” and seeing how they handle the pressure is key during the spring, Zimmerman said. The Tigers have also leaned heavily on players that are expected to return.

“We’ve reinforced telling the younger ones that it’s a faster game and things move quickly,” Zimmerman said. “It has to become muscle memory. You don’t have to time to think. It has to be a trained action.”

Tiger golf cards 10th place finish at state tournament STAFF REPORT

The Dripping Springs High golf team placed 10th at the UIL State Golf Tournament held at Georgetown’s White Wing Golf Club on May 20-21. Dripping Springs closed the first day of tournament play in 11th place. The Tigers, along with all other competitors on the course, dealt with blustery winds that impacted play. On May 21, the Tigers lowered their score by a combined ten strokes to jump into the 10th place

spot out of 12 competing programs. The four lowest scores on the day count toward the team total. 
 Senior Jake Sitterle led the team with a two-day total of 156 strokes (79 and 77) to tie for 36th place. Also counting toward the team score were freshman Tanner Wardlaw who shot 162 (83 and 79) to finish tied for 49th place, sophomore Sam Sewell who shot 165 (85 and 80) and sophomore Jake Sewell who shot 169 (84 and 85). Freshman Luke Ezell also competed

for the Tigers, shooting 183 (97 and 86). Four of the five Tigers improved their scores on Day 2 from Day 1, despite having to deal with a rain delay that pushed back tee times.
 The Tigers completed their second consecutive trip to state. Dripping Springs finished in 9th place overall at the 2018 UIL state tournament. Dripping Springs’ golf team closed 2019 with the 26-5A district title and a second place finish at the 5A, Region IV tournament.

Happy Birthday, Louis Herrera Louis Herrera turned 95 on April 25th. He celebrated with family and friends at his homestead on Fitzhugh Road. Louis has been a resident of Dripping Springs since 1950 and has seen it grow from a small town to a city. He worked on The Shields Ranch for 30 years, then later built his little house where we still gather for family celebrations. For years you would see Louis up and down Drip getting together with his coffee buddies, tinkering with and painting cars at his place. He has 10 children who all help care for him. He resides with his son after

the death of his wife 15 years ago. He enjoys going out to eat and meeting people and attending church at The Home

Church in Dripping Springs. We are blessed to have our Dad healthy and strong at 95.

On May 20, Dripping Springs High educator Lauren Milner and PE teacher Shay Diez were named the DSISD Elementary and Secondary Teachers of the Year. Both educators will represent DSISD at the 2019-20 Texas Teacher of the Year program. Before joining the inaugural SSE staff in 2017, Diez taught for six years in Aldine ISD and four in Austin ISD. In addition to her PE certification, Diez also is certified as an Early Childhood-Fourth Grade generalist and in English as a Second Language. It’s my first taste of victory since our first game last year and it’s our first shutout of the season,” Landon said. “To win 1-0 as a goalkeeper, there is no better score.” Recently hired manager Jorge Enriquez Cruz-Cruz, who coached in his first game with the Lobos Saturday, pointed to second half defensive adjustments as a factor in the win. CenTex opened the contest in a 3-5-2 formation in order to have more of a presence in the midfield, which is where Cruz-Cruz felt the battle was going to be. As the game transpired, CenTex was forced to adjust to Cajun FC’s plan to attack the Lobo flanks with long passes through the air. With only three defenders, Cruz-Cruz said dropping a midfielder was necessary to keep CFC’s offense from capitalizing on the strategy. Keeping their composure and playing to their strengths of keeping the ball on the ground went a long way toward success as well, Cruz-Cruz said. “They (CFC) fell into a panic mode and played

more physical instead of playing the long ball,” Cruz-Cruz said. “I told my boys that’s not the way we play.” On the offensive end, CenTex leaned heavily on Oscar Saveedra, Jose Alex Marin and Musungira Luvano to push the fast forward and counter CFC’s attacks. The Lobos capitalized in the 8th minute when Marin blasted home a goal from point-blank range to give CenTex an early 1-0 advantage. However, CFC steadily ramped up the pressure and attacked the Lobos’ midfield and defense. CenTex also had to withstand a more physical style of play CFC employed in the waning moments. Five total yellow cards were issued in the contest. “Guys in this age, they can be volatile and they lose their minds easily,” Cruz-Cruz said. “I’ve been trying to tell them to keep their cool and think about what they’re going to do, to make sure we don’t get yellow or red cards.” CFC’s best opportunities on-goal came in the final 15-plus minutes of the contest. With time winding down, CFC pushed the pace and rattled off a

handful of shots toward Landon, who kept them off the board. Landon lauded his teammates, who played some of their best soccer so far this season. “These are guys I haven’t known long, but they’re brothers. We go to battle together and we watch over each other,” Landon said. “I think we’re building that strong cohesion and bond.” Continuing to progress and build that cohesion is often easier said than done. The different backgrounds, playing styles and even native tongues can create some barriers among the group. Life off of the pitch can be a strain on the athletes. Landon said all players, who are not paid to play, balance a full- or part-time job along with traveling to Kyle twice per week for practices. The love of the beautiful game is what brings them together. “Some are Spanish speaking, some speak English and who knows what else in between,” Landon said. “Trying to find a common ground can be difficult, but we manage and tonight it really showed.”
