City, developer enter reuse agreement STAFF REPORT

Dripping Springs is moving forward with an agreement to provide a mixed-use development roughly 300,000 gallons per day of treated effluent for reuse. According to a press release, the city will provide effluent to

Howard Ranch, a development a mile south of the FM 150 and Ranch Road 12 intersection. Erik Howard, developer of Howard Ranch, said in a statement he plans to reuse the city’s treated effluent for irrigation purposes within the development. He said the agreement is a chance

to “alleviate pressure on our irrigation system and the Dripping Springs water supply as we build out, as well as provide a model for future growth in the area.” “I have followed closely the discussion around the city’s plans to expand its wastewater system; beneficial reuse makes so much

sense to me, and I’m glad Howard Ranch is in a position to step up. We will certainly put it to good use,” Howard said in a statement. With the contract, the city estimates the total committed beneficial reuse to be approximately 600,000 gallons per day. According to the release, the

County approves funds for FM 150 study

ESD 9 going to voters in Nov. election Creation of a ninth emergency services district (ESD) will be going to Hays County voters in November as the commissioners court unanimously approved it to go on the ballot. Commissioners voted 5-0 to call an election for the creation of ESD 9, which would provide EMS service for county residents who do not live within an existing ESD. ESD 9 would have a tax rate cap of six cents per $100 valuation, if voters approve the measure. But in order for the district to be feasible to the county, voters in Kyle’s extraterritorial jurisdiction (ETJ) must approve the measure on Election Day, according to the county’s resolution language. San Marcos Hays County EMS Chief David Smith said Tuesday boundaries for the district have been worked out. That included meeting with ESD 7, which services the Wimberley area, regarding setting service boundaries for neighborhoods west of Hugo Road and Ranch Road 12. Smith also said multiple municipalities, including Kyle and Dripping Springs, supported the ESD. But debate raged on the dais over feasibility of the district if the measure should fail with voters in Kyle’s and San

Dripping Springs residents’ worst fears became reality Thursday as two people were killed and one person was left critically injured after a Volkswagen Jetta collided with a pickup truck hauling a travel trailer along U.S. 290 at Holder Lane. Richard Zavala, 34, and Ashley Puente, 25, both of Austin, were identified by authorities as the victims killed in the accident, according to Texas Department of Public Safety Sgt. D.L. Wilson. The accident occurred at 3:30 p.m. Thursday roughly

Thursday’s accident marked the third major collision to take place at the Holder Lane intersection and the second fatal crash to take place on U.S. 290 in the past six months. three and a half miles west of Dripping Springs. Wilson said the accident involved the Jetta, which was traveling west on U.S. 290, and a Ford F-350 hauling a travel trailer, which was heading east on the highway. Wilson said the Jetta was attempting to turn left onto Holder Lane, but turned in front of the path of the F-350.

Wilson said the Jetta did not yield to the right-of-way of the F-350. The Jetta was struck on the passenger side by the pickup truck, Wilson said. Zavala, who was the right front seat passenger in the Jetta, was prounced dead at the scene by Hays County Pct. 4

Dripping Springs is considering the use of a financial mechanism that could spur development and infrastructure improvements. With implementation of a Tax Increment Reinvestment Zone (TIRZ), which would be a first for the city, Dripping Springs could use monies generated to install infrastructure for future development the city may not be able to afford. “This is a good tool for the city to leverage to plan for the growth and put in infrastructure and improvements that we might not be able to afford right now,” Michelle Fischer, Dripping Springs city administrator, said. “It’s a proactive approach.” At their last council meeting, Dripping Springs city council members considered the potential impact of including nearly 3,000 acres within a new TIRZ. What the city is looking for is the ability to pay for infrastructure needs, which extend to street improvements, Faught said. The city is also contemplating whether they should move forward with one TIRZ or multiple ones. She said the city is looking for other political subdivisions to “go in with us” on a possible TIRZ. The city, which has a team consisting of the city planner, city engineer and city attorney, put together a possible list of projects that could be included in a TIRZ. Possible projects, which have not been prioritized, include Old Fitzhugh Road, revitalization of the Triangle, public parking in the downtown area, which has been an issue, along with congestion in the area. Other possible projects include revitalizing the Stephenson Building, which is a vacant building owned by Dripping

Wimberley city officials continue to explore the possibility of Aqua Texas helping the city meet its future wastewater needs. At its last meeting, the Wimberley City Council voted 4-1 to hold a meeting with officials from Aqua Texas to discuss the city’s wastewater expansion project. Council member Bob Dussler voted against the measure. Debate raged, however, as officials differed on whether the city should hold a meeting with the company. Place 4 council member Sally Trapp brought the item forward after Aqua Texas requested a meeting with city officials on the scope of the city’s wastewater expansion project. In July, Wimberley’s wastewater ad hoc committee explored a trio of options, which included the city’s proposed 75,000 gallons per day wastewater treatment plant, along with a possible agreement with Aqua Texas. Wimberley Mayor Mac McCullough said Aqua Texas could potentially become a provider to take the city’s wastewater, or could take overflow from the city’s proposed wastewater

n this time of ongoing turmoil, student exchange is good medicine for a world torn by terror. We want to invite the families of Dripping Spring to help us combat international fears and prejudices by welcoming a foreign teen into their homes and hearts. In recent weeks, all eyes have turned to Rio and the Olympic games. But as we cheer on Phelps, Biles, and Ledecky, many of us quietly hold our breath: rumors of a potential terrorist threat are woven through the press and shared on social media. The result? Fear. “International,” a word once celebrated as exciting and elite, now feels scary and oppressive. And yet, we have a choice! If we want to break down prejudices and build understanding (even in the face of terror), relationship is the most likely antidote – real relationships with other human

The average taxable value of a residence homestead in Hays County ESD #6 last year was $319,750. Based on last year’s tax rate of $0.0795 per $100 of taxable value, the amount of taxes imposed last year on the average home was $254.20. The average taxable value of a residence homestead in Hays County ESD #6 this year is $343,705. If the governing body adopts the effective tax rate for this year of $0.0756 per $100 of taxable value, the amount of taxes imposed this year on the average home would be $259.84. hereby established for the purpose of holding the Election and the polling places hereby designated for holding the Election in the District election precinct are identified in Exhibit A to this Order (which is incorporated herein by reference for all purposes). At least 63 days prior to the scheduled Election Day, the President, Board of Trustees, the Superintendent of Schools, or the respective designees thereof, in coordination with the Elections Administrator, will identify and formally approve the appointment of the Presiding Judge, Alternate Presiding Judges, Election Clerks, and all other election officials for the Election, together with any other necessary changes to election practices and procedures and can correct, modify, or change the Exhibits to this Order based upon the final locations and times agreed upon by the District, the Elections Administrator, and the Participants, if any and as applicable, to the extent permitted by applicable law. A. The Presiding Judge named in Exhibit A shall appoint not less than two resident qualified voters of the District to act as clerks in order to properly conduct the Election. To the extent required by the Texas Election Code, as amended, or other applicable law, the appointment of these clerks must include a person fluent in the Spanish language to serve as a clerk to render oral aid in the Spanish language to any voter desiring such aid at the polls on Election Day. If the Presiding Judge appointed actually serves, the Alternate Presiding Judge shall serve as one of the clerks. In the absence of the Presiding Judge, the Alternate Presiding Judge shall perform the duties of the Presiding Judge of the election precinct. B. On Election Day, the polls shall be open as designated on Exhibit A. C. The main early voting location is designated in Exhibit B to this Order (which is incorporated herein by reference for all purposes). The individual named as the Early Voting Clerk as designated in Exhibit B is hereby appointed as the Early Voting Clerk to conduct such early voting in the Election. The Early Voting Clerk shall appoint the Deputy Early Voting Clerks. This office or place shall remain open to permit early voting each day on the days and at the times as stated in Exhibit B. Early voting shall commence as provided on Exhibit B and continue through the date set forth on Exhibit B, all as provided by the provisions of the Texas Election Code, as amended. Additionally, permanent and/or temporary branch offices for early voting by personal appearance may be established and maintained in accordance with the Texas Election Code. In the event such permanent and/or temporary branch locations are established, information regarding the locations, dates, and hours of operation for early voting at these offices shall be determined by the Administrator, and any Participants (as applicable) as identified in Exhibit B hereto. An Early Voting Ballot Board is hereby established for the purpose of processing early voting results. The individual designated in Exhibit B as the Presiding Judge of the Early Voting Ballot Board is hereby appointed the Presiding Judge of the Early Voting Ballot Board. The Presiding Judge shall appoint not less than two resident qualified voters of the District to serve as members of the Early Voting Ballot Board. SECTION 3: Electronic voting machines may be used in holding and conducting the Election on Election Day; provided, however, in the event the use of such electronic voting machines is not practicable, the Election may be conducted on Election Day by the use of paper ballots (except as otherwise provided in this section). Electronic voting machines or paper ballots may be used for early voting by personal appearance (except as otherwise provided in this section). Pursuant to Section 61.012, as amended, Texas Election Code, the District shall provide at least one accessible voting system in each polling place used in the Election. Such voting system shall comply with Texas and federal laws establishing the requirement for voting systems that permit voters with physical disabilities to cast a secret ballot. Any legally permissible voting method may be used for early voting and Election Day voting by personal appearance. Certain early voting may be conducted by mail. SECTION 4: The District shall also utilize a Central Counting Station (the Station) as provided by Section 127.001, et seq., as amended, Texas Election Code. The Elections Administrator, or designee thereof, is hereby appointed as the Manager and Presiding Judge of the Station and may appoint Station clerks and establish a written plan for the orderly operation of the Station in accordance with the provisions of the Texas Election Code. The Board hereby appoints the Elections Administrator, or the designee thereof, as the Tabulation Supervisor and the Elections Administrator, or designee thereof, as the Programmer for the Station. Lastly, the Elections Administrator will publish notice (or cause to be published) and conduct testing on the automatic

tabulation equipment relating to the Station and conduct instruction for the officials and clerks for the Station in accordance with the provisions of the Texas Election Code. SECTION 5: The official ballot shall be prepared in accordance with the provisions of the Texas Election Code, as amended, so as to permit voters to vote “FOR” or “AGAINST” the aforesaid proposition which shall appear on the ballot substantially as follows: PROPOSITION “APPROVING THE AD VALOREM TAX RATE OF $1.52 PER $100 VALUATION IN THE DRIPPING SPRINGS INDEPENDENT SCHOOL DISTRICT FOR THE CURRENT YEAR, A RATE THAT IS $0.13 HIGHER PER $100 VALUATION THAN THE SCHOOL DISTRICT ROLLBACK TAX RATE, FOR THE PURPOSE OF GENERATING ADDITIONAL REVENUE FOR MAINTENANCE AND OPERATIONS WITHOUT INCREASING THE OVERALL TAX RATE.” SECTION 6: All resident, qualified voters of the District shall be permitted to vote at the Election, and on Election Day, such voters shall vote at the designated polling places. The Election shall be held and conducted in accordance with the provisions of the Texas Election Code, as amended, except as modified by the provisions of the Texas Education Code, as amended, and as may be required by law. To the extent required by law, all election materials and proceedings relating to the Election shall be printed in both English and Spanish. SECTION 7: A substantial copy of this Order shall serve as proper notice of the Election. This notice, including a Spanish translation thereof, shall be published at least one time in a newspaper of general circulation in the District, with such publication occurring not more than 30 days and not less than 10 days before Election Day. Additionally, this notice, including a Spanish translation thereof, shall be posted on the bulletin board used for posting notices of Board meetings not later than 21 days prior to Election Day. During the 21 days prior to Election Day, the District shall, in a prominent manner, maintain such notice on its Internet website. SECTION 8: The Board authorizes the President, Board of Trustees, the Superintendent of Schools, or the respective designee of either of such parties, to negotiate and enter into one or more joint election agreements, election services contracts, and/or similar contracts or agreements with the County, acting by and through the Elections Administrator, and any Participants if desired or if required to comply with applicable law, as permitted and in accordance with the provisions of the Texas Election Code, as amended. In addition, the Board authorizes the President, Board of Trustees, the Superintendent of Schools, or the respective designee of either of such parties to make such technical modifications to this Order that are necessary for compliance with applicable Texas or federal law or to carry out the intent of the Board, as evidenced herein. SECTION 9: The recitals contained in the preamble hereof are hereby found to be true, and such recitals are hereby made a part of this Order for all purposes and are adopted as a part of the judgment and findings of the Board. SECTION 10: All orders and resolutions, or parts thereof, which are in conflict or inconsistent with any provision of this Order are hereby repealed to the extent of such conflict, and the provisions of this Order shall be and remain controlling as to the matters ordered herein. SECTION 11: This Order shall be construed and enforced in accordance with the laws of the State of Texas and the United States of America. La Elección se celebrará el 10 de septiembre de 2016 (Día de la Elección), un día de elección no uniforme conforme al Código de Elecciones de Texas y una fecha que no sea inferior a 30 ni mayor a 90 días a partir de la Fecha de la Adopción Fiscal, según se estipule en el Artículo 26.08. El Distrito celebrará un contrato de servicios electorales con el Condado, a través de su Administrador de Elecciones (el Administrador de Elecciones), de conformidad con las disposiciones del Subcapítulo D del Capítulo 31, y sus reformas, del Código de Elecciones de Texas u otra ley aplicable, conforme a la cual el Condado ayudará con algunos aspectos de la Elección en representación del Distrito. La Elección podrá celebrarse de forma conjunta con otras subdivisiones políticas (en lo sucesivo de denominará en conjunto a dichas subdivisiones políticas como los Participantes), según se estipule de conformidad con las disposiciones de un contrato de servicios electorales y/o un contrato de elecciones conjuntas o similar entre (según sea aplicable) el Distrito y cualquiera de los Participantes, celebrado de acuerdo con las disposiciones del Artículo 271.002, y sus reformas, del Código de Elecciones de Texas. EN VIRTUD DE LO ANTERIOR, el Consejo en este acto considera y determina que las acciones descritas anteriormente son en beneficio de los residentes del Distrito; por consiguiente, EL CONSEJO DIRECTIVO DEL DISTRITO ESCOLAR INDEPENDIENTE DE DRIPPING SPRINGS RESUELVE QUE: SECTION 1: Se celebrará una elección el 10 de septiembre de 2016, en lo sucesivo denominado el Día de la Elección, en el DISTRITO ESCOLAR INDEPENDIENTE DE DRIPPING SPRINGS, fecha que el Distrito ha determinado que sea una fecha aceptable en la que pueda celebrarse la Elección en cumplimiento con la ley aplicable, con el objeto de presentar la siguiente propuesta a los votantes habilitados del Distrito: PROPUESTA “¿El Consejo Directivo del Distrito Escolar Independiente de Dripping Springs estará autorizada a gravar, conforme a una resolución aprobada el 13 de junio de 2016, una tasa del impuesto ad valorem de $1.52 dólares por cada $100 dólares de avalúo catastral gravable del inmueble dentro del Distrito Escolar Independiente de Dripping Springs para el ejercicio fiscal actual, que es una tasa que se compone de una tasa fiscal de mantenimiento y operaciones de $1.17 dólares por cada $100 dólares del avalúo catastral gravable (la cantidad máxima legal para dicha tasa conforme a las ley vigente de Texas, y la tasa máxima para el mantenimiento y operaciones por los que el Distrito puede gravar, de ser aprobado ahora por el electorado del Distrito en esta Elección, cada ejercicio a partir de este momento, quedando después sujeto únicamente a la aprobación anual del Consejo) y una rasa fiscal por servicio de deuda de $0.35 dólares por cada $100 dólares de dicho valor catastral gravable (un monto que establezca anualmente el Consejo), cuya taza fiscal combinada de $1.52 dólares aprobada por el Consejo el 13 de junio de 2016 represente un aumento de $0.00 dólares por cada $100 dólares de dicho avalúo catastral gravable al compararse con la tasa discal total del ejercicio anterior y sea superior por $0.13 dólares por cada $100 de dicho avalúo catastral gravable que la tasa fiscal de reversión del distrito escolar para el ejercicio fiscal actual, calculado de conformidad con el artículo 26.08, y sus reformas, del Código Fiscal de Texas?” SECTION 2: Los distritos electorales escolares que se establecen en la presente a fin de celebrar la

Elección y los colegios electorales aquí designados para llevar a cabo la Elección en los distritos electorales escolares se identifican en el Anexo A de esta Resolución (los cuales se tienen por aquí reproducidos como si a la letra se insertasen para cualquier objeto). El Presidente, el Consejo Directivo, el Superintendente de Escuelas o sus respectivos designatarios, en coordinación con el Administrador de Elecciones, identificarán y aprobarán formalmente, con cuando menos 63 días de antelación al Día de la Elección previsto, el nombramiento del Juez Presidente, de los Jueces Presidentes Suplentes, de los Secretarios Electorales y de todos los demás funcionarios electorales para la Elección, junto con las demás modificaciones necesarias a las prácticas y a los procedimientos electorales y podrán corregir, modificar o cambiar los Anexos de esta Resolución en función de los lugares y los horarios definitivos que acuerden el Distrito, el Administrador de Elecciones y los Participantes, de existir y según corresponda, en la medida que lo permita la ley aplicable. A. El Juez Presidente que se menciona en el Anexo A deberá designar como mínimo dos electores habilitados residentes del Distrito, quienes actuarán como secretarios para llevar a cabo la Elección en forma apropiada. En la medida que el Código Electoral de Texas y sus reformas u otra ley aplicable así lo requiera, en la designación de dichos secretarios se deberá incluir a una persona con dominio del idioma español para actuar como secretario a fin de brindar asistencia oral en idioma español a los electores que soliciten dicha ayuda en los comicios el Día de la Elección. Si el Juez Presidente designado efectivamente funge como tal, el Juez Presidente Suplente fungirá como uno de los secretarios. En caso de ausencia del Juez Presidente, el Juez Presidente Suplente fungirá como Juez Presidente del distrito electoral. B. El Día de la Elección, los centros de votación estarán abiertos según se indica en el Anexo A. C. La sede principal de votación anticipada se designa en el Anexo B de esta Resolución (el cual se tiene por aquí reproducido como si a la letra se insertase para todo efecto a que haya lugar). En este acto se designa a la persona nombrada como como Secretario de la Votación Anticipada según se aparezca en el Anexo B como Secretario de la Votación Anticipada para realizar dicha votación anticipada en la Elección. El Secretario de la Votación Anticipada designará a los Secretarios Suplentes de Votación Anticipada. Dicha oficina o lugar permanecerá abierto para permitir que se realice cada día la votación en las fechas y horarios que se establecen en el Anexo B. La votación anticipada comenzará según lo establecido en el Anexo B y continuará en el transcurso de la fecha establecida en el Anexo B, todo ello de conformidad con las disposiciones del Código Electoral de Texas y sus reformas. De igual forma, podrán establecerse y mantenerse sucursales provisionales y/o permanentes para votaciones anticipadas presenciales de conformidad con el Código Electoral de Texas. En caso de que se establezcan dichas sucursales permanentes y/o provisionales, será el Administrador quien determinará la información relativa a lugares, fechas y horarios de funcionamiento para la votación anticipada en tales sucursales, así como los Participantes (según sea aplicable), tal como se establece en el Anexo B de esta resolución. En este acto, se establece una Comisión de Boletas de Votación Anticipada a fin de procesar los resultados de la votación anticipada. Asimismo, en este acto se designa como Juez Presidente de la Comisión de Boletas de Votación Anticipada a la persona identificada en el Anexo B como tal. El Juez Presidente designará como mínimo a dos electores habilitados residentes del Distrito para actuar como miembros de la Comisión de Boletas de Votación Anticipada. SECTION 3: Podrán usarse máquinas de votación electrónica para celebrar y llevar a cabo la Elección en el Día de la Elección; sin embargo, en el supuesto que no sea factible utilizar dichas máquinas de votación electrónica, la Elección podrá llevarse a cabo en el Día de la Elección mediante el uso de boletas de papel (salvo disposición en contrario contenida en la presente sección). Podrán utilizarse máquinas de votación electrónica o boletas de papel para la votación anticipada presencial (salvo disposición en contrario contenida en la presente sección). De conformidad con el artículo 61.012 y sus reformas del Código Electoral de Texas, el Distrito proporcionará al menos un sistema de votación accesible en cada centro de votación utilizado en la Elección. Dicho sistema de votación deberá cumplir con las leyes federales y del estado de Texas que establecen los requisitos para los sistemas de votación que permitan a los electores con discapacidad física emitir un voto secreto. Podrá usarse cualquier método de votación legalmente admisible para la votación anticipada y para la votación presencial en el Día de la Elección. Algunas votaciones anticipadas podrán realizarse por correo. El Consejo designa en este acto al Administrador, o su designatario, como Supervisor de Tabulación y al Administrador,

o su designatario, como Programador de la Estación. Por último, el Administrador publicará (o hará que se publique) la notificación, realizará una prueba del equipo de tabulación automática relacionado con la Estación y dará instrucciones a los funcionarios y secretarios asignados a la Estación de conformidad con las disposiciones del Código Electoral de Texas. SECTION 5: La boleta oficial se confeccionará de conformidad con las disposiciones del Código Electoral de Texas, y sus reformas, de manera que se permita a los votantes votar “A FAVOR” o “EN CONTRA” de la propuesta mencionada anteriormente, que deberá aparecer en la boleta básicamente en los siguientes términos: PROPUESTA “APROBAR LA TASA DEL IMPUESTO AD VALOREM DE $1.52 DÓLARES POR CADA $100 DÓLARES DEL AVALÚO EN EL DISTRITO ESCOLAR INDEPENDIENTE DE DRIPPING SPRINGS PARA EL EJERCICIO ACTUAL, UNA TASA QUE ES $0.13 DÓLARES SUPERIOR POR CADA $100 DÓLARES DEL AVALÚO QUE LA TASA FISCAL DE REVERSIÓN CON EL OBJETO DE GENERAR INGRESOS ADICIONALES PARA MANTENIMIENTO Y OPERACIÓN SIN AUMENTAR LA TASA FISCAL GLOBAL.” SECTION 6: Se permitirá a todos los electores habilitados residentes del Distrito votar en la Elección y el Día de la Elección dichos electores votarán en los centros electorales designados. La Elección se celebrará y llevará a cabo de conformidad con las disposiciones del Código Electoral de Texas, y sus reformas, con excepción de las modificaciones introducidas por las disposiciones del Código de Educación de Texas, y sus reformas, y según lo requiera la ley. En la medida que la ley así lo requiera, todos los materiales y procedimientos electorales relativos a la Elección se imprimirán en idioma inglés y español. SECTION 7: Una copia fiel de esta Resolución servirá como debida notificación de la Elección. El Distrito deberá mantener exhibida dicha notificación en forma destacada en su sitio de Internet durante los 21 días previos al Día de la Elección. SECTION 8: El Consejo autoriza al Presidente, al Consejo Directivo, al Superintendente de Escuelas o sus respectivos designatarios a negociar y celebrar uno o más acuerdos de elección conjunta, contratos de servicios electorales y/o convenios o contratos similares con el Condado, actuando en la persona y por medio del Administrador, y cualquier Participante en caso de querer o deber hacerlo para cumplir con la ley aplicable, conforme a lo permitido y establecido en las disposiciones del Código Electoral de Texas, y sus reformas. SECTION 9: Los considerandos incluidos en los antecedentes de la presente son files y correctos y en este acto se incorporan a esta Resolución para todo efecto, adoptándose como parte del criterio y las conclusiones del Consejo. SECTION 13: En el caso de que una disposición de esta Resolución o su aplicación a una persona o circunstancia se considere inválida, el resto de la misma y su aplicación a otras personas y circunstancias serán válidas, y mediante la presente el Consejo declara que esta Resolución se habría emitido excluyendo dicha disposición inválida. SECTION 14: Esta Resolución entrará en vigor después de su aprobación definitiva y así se ordena. Cohesive play and defensive prowess carried the Dripping Springs Lady Tigers to a key non-district win Monday at Tiger Gym. A game-high 12 kills tallied by junior middle blocker Graceyn Tippens lifted Dripping Springs past the Hays Rebels 2522, 25-19, 25-22. “Beating a team 3-0 is a huge deal for us,” Kane said. “(Hays) is going to be a 6A playoff team and that’s going to be a big feather in our cap.” Kane said he was pleased with the cohesive play of the team, along with their ability to make “smart plays” on the court. The Tiger defense, led by libero Karen Crews, limited the playmaking ability of Hays middle blockers Hailee Morton, Kaitlyn Krafka and Jaime Agnew. Morton and Agnew both finished the match with six kills, while Morton had five. “That’s one of the things we’ve got to know is that we’re not going to out-physical a lot of teams, but we’re going to play good defense, which I thought we did,” Kane said. He added that the team was able to serve aggressively, which gets

teams out of system. “We got (Hays) on their heels and made them make mistakes,” Kane said. Dripping Springs opened the match by taking a competitive first set 25-22. The Tigers followed by taking control in the second set,

pulling out to a 16-10 lead after a kill by Karen Crews. Dripping Springs maintained momentum and cruised to a 25-19 win. Hays High head coach Stephanie Coates said the Lady Rebels were able to stay close in the match, but struggled at times to

find their “next gear” and speed the game up. “You can’t beat a great team and play good,” Coates said. “You’ve got to play great. We’re still chasing that now.” The Lady Rebels also struggled to keep the ball away from Crews, who Coates said is “pretty

darn good.” Coates said the team was focused on hitting the ball away from Crews as much as possible. Hays was successful in getting “in-system balls from out of system contacts” during the course of the match, but ultimately struggled in giv-

ing “way too many points away,” Coates said. Dripping Springs capitalized on Hays’ struggles in the third set, as it took a 14-10 lead. The focus on not giving up on balls, playing with intensity and the ability to be “smart with shots” when out of system guided Hays rally, Coates said. Kane said the Tigers were trying to force “a few things and got us in trouble a bit.” Hays rallied back to tie the match at 17-17, but Dripping Springs’ composure held through as it closed out the match. For Kane, working to provide experience for his young team is the focus, primarily during their 5-2 run in the Texas Volleyball Invitational Tournament in Pearland. While the team’s inexperience showed at times, Kane said the tournament, which had the Tigers play against the state’s best, “went as well as we could have expected.” “We told the kids it’s going to be a long process and not to get caught up in the wins and losses and trying to be last year’s team,” Kane said. “Last year’s team is last year’s team. This year’s team has the potential to go back to the state tournament.”

STAFF REPORT Dripping Springs ISD and all five of its campuses “Met Standard” in accountability ratings released August 15 by the Texas Education Agency. Schools are designated as “Met Standard,” “Met Alternative Standard,” or “Improvement Required” based on four factors. Those factors are student achievement, which is based on 2016 State of Texas Assessments of Academic Readiness or STAAR tests, student progress, success in closing performance gaps, and postsecondary readiness. Statewide, 93.7 percent of districts and 86.4 percent of schools “Met Standard” or “Met Alternative Standard.” Campuses have the possibility of earning “distinctions” that are based on a comparison with a group of similar schools, rather than being compared with all schools statewide. In order to earn a distinction, the school had to be ranked in the top quartile within that group of similar campuses. Distinctions will be announced in September.

Dussler was concerned about working with Aqua Texas, citing an article he read on the dais that the company’s parent subsidiary, Aqua America, “focuses on buying water systems and hiking water prices.” Councilmember John White said he held somewhat similar concerns as Dussler on Aqua Texas’ business model. “That’s why I’m opposed to doing business with Aqua Texas and subject this type of business to our business model,” Dussler said. Councilmember Craig Fore said that, as an elected city official, the council should “consider all options on the table.” “Until we do that, we haven’t done our due diligence,” Fore said. Place 3 council member Gary Barchfeld, who said he drew from his experience as a business professional, said he wanted to explore contingency plans.

He was concerned over a hodge-podge of services across the county if ETJs don’t approve. Pct. 1 Commissioner Debbie Gonzales Ingalsbe argued the county could potentially pay less for EMS services if ESD 9 is partially created. Last year, Hays County budgeted $435,000 for San Marcos-Hays County EMS services. Ray Whisenant, Hays County Pct. 4 Commissioner, said providing “emergency services” isn’t a just a “consideration of right but responsibility.” “I think this should be supported because it provides an equitable base for communities in taking responsibility for emergency services,” Whisenant said.

He said as the city moves forward with its wastewater project, it should have a contingency plan in place and explore cost options associated with a possible Aqua Texas agreement. “I think we should investigate or review all of the options available for us,” Barchfeld said. “It’s not to say that we’re going to change anything, but we need to know what the availability is and what cost numbers are.” Wimberley Mayor Mac McCullough said he believed council wanted to show they’ve “done their work” on exploring all options. McCullough said he would follow the council’s decision on exploring all options for the city’s wastewater issues. “This is a new council and we clearly have to give them extra freedom,” McCullough said. “They have to be satisfied with their work and where we’re going with this. If this is what we have to, we’ll do it.”

Dear Terri, No one has a crystal ball, so we can’t predict how the future economy, job market, or how buyers will respond to list prices. However, I do see sellers make mistakes that can be avoided. The first is presentation. You can make simple obvious needed repairs and maintenance that have been delayed. Declutter and stage your home to provide a great first impression. You can have a pre-listing home inspection and tackle items that need attention – especially electrical, roofing, water damage, etc. Take care of these items before you list, if possible. Also, make sure you have thoroughly reviewed the sold comparables with your agent. Many sellers overprice their home and are unhappy if it doesn’t sell. Broker tours offer feedback from other local agents – take their comments seriously if they suggest you may be overpriced. If you hear it over and over again

Obituary MENEM Theresa Grace (Gersh) Menem, 51, lost the good fight with cancer and went to be with the Lord on Aug. 10, 2016 in Austin, Texas. She was born March 16, 1965, in Smithville, Texas to Walter James and Diane Hawkins Gersch. Theresa was baptized on April 25, 1965 at St. Michael’s Lutheran Church in Winchester, Texas by Pastor Frieling. On April 8, 1979, Theresa renewed her baptismal vows through confirmation at Hope Lutheran Church by Pastor John Ellanger in Austin. Theresa married Michael Edward “Eddie” Menem on April 9, 1995. This marriage was blessed with two wonderful children, Alec Michael Menem and Georgia Lauren Menem. Theresa graduated from Reagan High School, Austin on May 26, 1983. She loved animals and received great joy from her two dogs, Bubbles and Barkley, and her donkeys. She enjoyed being outdoors and sitting on her patio with Bubbles and Barkley on her lap. Theresa was an avid shopper, loved to travel and was Elvis’

#1 fan. Theresa was a bright light and will be missed by many. She was preceded in death by her father, Walter James Gersch. She is survived by her husband, Eddie; two children, Alec and Georgia; her mother, Diane Gersch; mother-in-law, Bonnie Menem; her paternal grandmother, Gloria Mae Gersch; as well as many aunts, uncles, and cousins. She is also survived by her dear friend and caregiver Nita Miller. A funeral service was held Aug. 14, 2016, at Harrell Funeral Home, Austin, Texas. Interment followed in Winchester City Cemetery, Winchester, Texas. Active pallbearers were Dimitrius Pulido, Roger Watson, Sam Nassour, R. J. Freitag, Monte Kocurek, Brian Gersch, and Duane Pietsch.
