Kyle man charged in fatal stabbing BY MOSES LEOS III An argument over finances is what allegedly led a Kyle man to fatally stab his stepfather and injure his mother during a Sept. 22 altercation at a home SALINAS in the Plum Creek subdivision. Giovanni Alexander Salinas, 21, of Kyle, was arrested and booked into the Hays County Jail on a first-degree felony charge of murder, along with a first-degree felony charge of aggravated assault with a deadly weapon. Authorities also charged Salinas with evading arrest, a Class-A misdemeanor, as well as tampering with evidence, a third-degree felony. According to an arrest affidavit magistrated by Hays County Pct. 2 Justice of the Peace Beth Smith, authorities were dispatched to the 1200 block of Kirby at 11:51 p.m. Sept. 22 for a reported stabbing. Organizers close the gate on memorial bullriding event An electric feel coursed through the air at Dripping Springs Ranch Park Sunday as bull riders mounted their rides and tried to tame close to a ton of sinew and muscle. Over the course of two decades, bull riders and fans have come to expect such a feeling when the Brent Thurman Memorial Bull Ride comes to town. It’s that thrill organizers of the event hoped
would forever endure as they held one final ride in memory of Brent Thurman, a Hays County man who gave to so many. Kay Thurman, Brent Thurman’s mom, has led the charge to keep the bull ride going for 20 years. Kay Thurman said 2018 was an opportune time to put the tradition to rest. Kay Thurman said the event takes a whole year to produce, which includes duties ranging from signing sponsors
to organizing the show. “Sometimes you have to ask yourself when enough is enough,” Kay Thurman said. “Through heartfelt consideration, this is our last year for the bull riding road. County readies argument for EP party status BY EXSAR ARGUELLO Hays County leaders will spend the next few weeks preparing written arguments to the State Office of Administrative Hearings (SOAH) in their fight to receive affected party status against Electro Purification. The arguments must be submitted by Oct. 8 by all parties seeking status, including the applicant, Electro Purification. The Housto-based company applied for a permit through the Barton Springs Edwards Aquifer Conservation District (BSEACD) to pump nearly one billion gallons of water a year from the Trinity Aquifer. In July, BSEACD officials gave the green light for a contested case hearing at the request of EP. EP is expected to list reasons why Hays County should not receive party status in its brief to Administrative Law Judge Joanne Summerhays.

Dripping Springs OKs $6.3M budget BY EXSAR ARUGELLO Around $500,000 in new transportation initiatives, along with other capital projects, are key expenses in Dripping Springs’ fiscal year 201819 budget, which was unanimously approved by city leaders Sept. 24. The Dripping Springs City Council also unanimously approved a property tax rate of $0.19 per $100 assessed valuation, one of the lowest rates in the county. According to the budget, the city is investing $140,000 toward an updated Transportation Master Plan (TMP), which was originally adopted in 2009. Work on the TMP update will begin in 2018 and finish in 2019. Dripping Springs’ budget includes an additional $50,000 for development of roadway cross-sections. The city estimates spending $100,000 on design plans for improvements on Robert Shelton Blvd., which calls for additional northbound lanes to reduce queuing and congestion. BY EXSAR ARGUELLO Texas is now one of the most culturally and ethnically diverse states in the country right behind California, according to a new study by Wallethub. The study ranks Texas second in the nation overall in diversity, with the state earning high marks across several factors, such as industry, linguistic and racial and ethnic diversity. The history of Texas encompasses a vast majority of different cultures and ideas, stemming from a variety of Americans, indigenous and Mexican ethnic groups. Together, these groups, paired with a vast array of immigrants from Central, South America and Asia, pool together a group of 28 million people that is more diverse than it ever has been, according to the study. “More than a third of the state’s population is Hispanic or Latino, and consequently, Spanish is spoken in almost 30 percent of Texas households,” said Jill Gonzalez, an analyst at Wallethub. “In terms of birthplace diversity, 60 percent of res-

The U.S. Census Bureau predicts that the United States will no longer have a single ethnic majority by 2044, and Texas will follow that national trend. In Hays County, 30 percent of citizens are Hispanic, right above the national average, according to the U.S. Census Bureau. Texas also ranked 6th in religious diversity. Athough a majority of the state’s religious affiliation

Texas is currently 30th in political diversity in the country, according to the study. Minorities are among the most underrepresented ethnic groups in the state, despite Texas
not having a clear racial majority. According to the 2013 U.S. Census, Hispanics, Blacks and Asian populations in Texas are all underrepresented in Texas politics, while Whites are almost 20 percent overrepresented. A nine kill effort from junior Avery Kalsu was a primary factor in the Dripping Springs Tigers volleyball team’s 25-17, 25-21, 25-16 straight set win over the Lockhart Lions Friday. The Tigers (20-15, 5-0) notched the team’s sixth straight win in a row and fifth straight victory in district play. So far this season, Dripping Springs has not dropped a set during the course of

On the opposite side, Dripping Springs’ defense limited Lockhart to only 22 kills in the match.

At the center of Wimberley’s woes was Billies’ senior quarterback Brant Bowers, who went 12 of 21 for 235 yards and a touchdown passing, while also amassing 57 yards on 10 carries and three scores on the ground. The Texans also struggled to halt Billies’ junior wide receiver Jarrett Beard who caught four passes for 141 yards receiving and a touchdown. The city is setting aside $341,085.33 toward its parkland dedication fund. “Our parkland development ordinance requires new developments to include green and park space,” Fischer said. “Big
portions of what developers are expected to do is provide this space for their residents and the city.” Dripping Springs plans to spend $91,200 for maintenance at all three city parks. According to the budget, the city’s is even in revenue to expenses with a total budget of $6.53 million.

Continued from pg. 1 But the county is receiving support from certain parties that have already received affected party status by SOAH, including Saint Stephen’s Episcopal Church and School in Wimberley. “Everyone at our church is extremely concerned and vocal in their opposition in this proposed permit,” said Patrick Cox, senior warden at Saint Stephen’s Episcopal School. “Judge Summerhays has laid out a schedule and we are going to be watching this process unfold very closely.” Cox said opposing the permit goes beyond the applicant’s wishes to pump from the aquifer, and stems from the church’s philosophy to be stewards of the natural resources in the Hill Country. Lon Shell, Hays County Commissioner for Precinct 3, said he is pleased that the judge allowed the parties to submit written briefs and believes the county has a strong argument in the case. Despite EP’s legal team arguing that the county cannot regulate groundwater, Hays County elected officials and staff are arguing that the county has land in the immediately affected area. Although Hays County cannot regulate groundwater, the county does have the authority to look at groundwater availability when regulating subdivisions. The county is arguing that excessive pumping by EP would be a burden to the citizens in the subdivisions, a key argument that may give Hays County affected party status. EP is also contesting affected party status for James Chisholm, a land-
owner within one mile of the EP well fields. Edmond and Eddie McCarthy, EP’s attorneys, are arguing that Chisholm’s property lies at the jurisdiction of the Hays Trinity Groundwater Conservation District, which should disqualify him from affected party status. “It’s telling me that it doesn’t matter to EP if you’re going to be impacted by this pumping even if you’re on the other side of an arbitrary line,” Shell said. “We have an opportunity to include some citizens located on the Hays-Trinity side, and that would be huge for this fight.” At a June town hall hosted by the BSEACD, groundwater district officials said EP will be financially responsible for any damages that may occur to citizens’ wells. But if residents located on the Hays-Trinity jurisdiction fail to receive party status, Shell fears preliminary agreements could be scrapped. “If these residents don’t receive that party status, that will be something EP will hang their hats on,” Shell said. “If the judge says we have standing, that will strengthen our argument. Again, we want to focus on true impact, not arbitrary lines.” Cox said the county has a clear role in the contested hearing and believes the officials at the first hearing presented their arguments well. Summerhays will receive briefs on Oct. 8 for review, and an additional reply brief on Oct. 16. Summerhays will determine affected party status at that time, and final hearings are expected by summer 2019.

rived, they found a man, later identified as Timothy Michael Hinsley, 42, unresponsive in the back bedroom of the home and lying in large pool of blood. Emergency officials conducted live-saving measures but stopped shortly after they began. Hinsley was pronounced dead by Smith. According to the affidavit, Salinas got into a verbal altercation with his mother, later identified as Priscilla Hinsley, over financial issues. At one point during the argument, Salinas allegedly went into the kitchen where the argument continued. Salinas then went into a nearby bedroom,
then pushed past Priscilla Hinsley and another witness, who then followed him into Timothy Hinsley’s room. According to the affidavit, the two of them saw Salinas repeatedly stabbing Hinsley several times with a kitchen knife while he lay in bed. In an attempt to stop Salinas, Priscilla Hinsley got between them and was subsequently stabbed in the eye and the shoulder. Priscilla Hinsley was transported to an area hospital for her injures. Her condition is unknown at this time. Authorities did not locate the knife in the home, according to the
affidavit. Salinas fled the scene, but was later discovered by police who were canvassing the area. Salinas then attempted to evade authorities during a short chase before eventually surrendering several minutes later in the area of Sampson and Fairway streets. After he was placed in custody, Salinas told police he allegedly threw the knife in a storm drain, which was later recovered. Salinas is being held in the Hays County Jail on a total bond of $1,033,500 for all four charges. The Kyle Police Department is investigating the incident.
