PRESIDENT’S MESSAGE Success… Continued from last month’s Newsletter It pleases me to see so many companies gaining in strength over the last several months. It seems to be a common conversation, things are slowly getting better. That holds true with the HBA of Lake-Sumter. We had an amazing Parade of Homes, and after speaking with many of the builder participants I learned that the traffic was steady and the leads were plentiful. That is exactly what all the hard work and effort is for, to help our builder members be successful. Because when Builders are successful, EVERYONE is successful. Now the Golf Committee chaired by Chuck Hiott, BESH, is working feverishly on the 22nd Annual “Beach Par-TEE” Golf Tournament (see pages 5 & 6) I am looking forward to seeing everyone in their Beach Attire enjoying the great weather and networking with fellow association members and guests. Call the HBA office to sign up as a golfer or a sponsor. Either way it will be a great time! On the Building front, I would like to share some good news from an article on CNN.com

Home construction gains steam By Chris Isidore @CNNMoney March 19, 2013

Home construction continued to pick up steam in February as builders filed for the most permits in nearly five years, and housing starts also climbed. Building permits, which are seen as a barometer of builders' confidence in the housing market, jumped about 5% from January's level and 34% from a year ago, to an annual pace of 946,000. That's the best month for permits since June 2008. Additionally, the Census Bureau reported that builders started construction at an annual pace of 917,000 homes in the month, up slightly from the pace in January, and up nearly 28% from year-ago levels. The housing market has been helped by a number of factors in recent months, including increased sales of both new homes and previously-owned houses, a drop in foreclosures, and near record low mortgage rates. A decline in the nation's unemployment rate is also helping. And the pick up in home building and construction hiring is one of the factors helping to bring the unemployment rate down, as builders scramble to look for workers. But a survey of members by the National Association of Home Builders released in March 18th showed builder's confidence taking a step back in March, as builders reported that rising costs of raw materials and labor shortages were squeezing business despite increasing demand. Still the broader housing recovery is one of the factors economists believe will lift the overall economy in the year ahead.

Governmental Affairs (GA) There is always a lot going on with the Governmental Affairs Committee. As soon as we think we have all the ordinances and codes amended it seems it is time to review them again. Our committee has worked very hard and closely with County employees to insure that changes to ordinances and codes are smart and especially “Builder Friendly.” We have been working on the Accessory, Non-conforming and Grading Ordinances and have recently finalized the last changes. The Board of County Commissioners (BCC) will be reviewing these changes in May. The School and Transportation Impact Fee suspension has been extended until January of 2014. The BCC and School Board will continue to review the information they were given by the Capital Facilities Advisory Committee (CFAC) and make a final decision in January 2014. Talk is that they plan to implement the Impact Fees at a Discounted Rate of approximately 13% of the adjusted rate prepared by Duncan| Associates for the CFAC and then slowly increase the fee as the economy improves. What does this mean to us? At the discounted rate the fee for a 1,500 - 2,499 SF Home would be approx $500, 2,500 SF or greater, approx. $590. Retail/Commercial for 50,000 SF is approx. $569. The reports and the proposed rate chart are available, if you are interested in additional data please contact the HBA office. On a final note, there is a Senate Bill that the committee wants to inform you about. If you build homes in subdivisions with an HOA or possibly are an owner or partner of an HOA, this Bill should be top of your reading list. Our Senator Alan Hays is the bill sponsor, and it has far reaching consequences if it is passed. The way it reads will hinder people wanting to move into communities with an HOA which in turn will hurt the builders building and selling homes with an HOA. A group called CAMP is in favor of the bill. It is SB 596. To view this bill and all others being drafted goto: http://www.flsenate.gov/session/bills. Remodelers/Green Council

SEBC Celebrates 35th Year With New Venue, Format ORLANDO – The Florida Home Builders Association-sponsored Southeast Building Conference (SEBC) will celebrate its 35th anniversary this year and is marking the occasion with changes that it hopes will keep the show vibrant and relevant for years to come. For the first time in history, SEBC 2013 moves into the new SOUTH Hall of the Orange County Convention Center, giving exhibitors and delegates a fresh venue for the vast array of building industry products and services displayed at the July 11-13 show. To make sure exhibitors get maximum attention, this year’s show schedule has set aside designated hours (Noon to 3 pm each day) for home builders, remodelers, and allied construction-related professionals to tour the displays. There will be specialty pavilions featuring Hurricane Alley, Green Building, and Masonry. The Florida Department of Community Affairs sponsors the hurricane-mitigation displays while the Florida Masonry Association presents exhibits as part of its co-location partnership with SEBC. As the only major building industry trade show in the South this year, SEBC expects to draw a large audience to its world-class educational programs, which includes all 14 hours that Florida contractors need to achieve their continuing education requirement. Top key elements of SEBC over the years – the New Southern Home and the Aurora Awards – will remain staples of the show experience. The New Southern Home is being built by Nathan Cross of NWC Construction, Inc., and will be a living laboratory for builders and consumers with a keen interest in Green building and energy-efficiency. The Aurora Awards, the premier building industry design competition in the Southeast, will honor its winners on Saturday evening, July 13, 2013, at the Rosen Centre’ Hotel. Bill Wilburth (WC Wilburth) and Jim Rahman (Westmont Construction), co-chairs With the turn for the better in the market, I must remind myself as a Builder Remodeler, that remodeling was my lifeline to survival in the down market. With this thought, I must thank the previous leaders of the counsel for their efforts as they kept us in the industry persevering forward. I am calling out to other Builder Remodelers to join us in the Remodelers Councill as there is strength in numbers. We had a great turn out for the March 13th meeting of Lake & Sumter Counties Remodeler's and Green Building field trip, "Muddy Boots Green Home Tour"! Thank you for everyone who participated. We would like a special "Thank you" to go out to J & J Building, for hosting us at Oakland Park, and also to Nate Ritter with Green Built Solutions for a great presentation. This was a presentation of Green attributes and of a blower duct test that revealed how small leaks are detected before drywall installation. To see the different Green features at frame stage was very interesting for all. Thank you again, for everyone who made the drive, and to my wife, Sheri, who provided the food and drinks for all to enjoy. February, we also went on a field trip to Harbor Hills in Lady Lake to view a dual certified, FGBC and LEED, finished home. This was a great presentation by Mike Rich, and Harbor Hills went above and beyond to welcome us all. Thank you again, for all who attended the meeting. The next meeting will be on April 10th, at 12:00 at the HBA office in Tavares. We would like to invite all to attend. This will be a special presentation by Karen Schroeder with Solid Image Inc. on some new products including some Green recycled materials. Way to go Karen, keeping up with Green sustainability! Again, Solid Image is on top, (counter tops that is) with a hands on demonstration with Karen's special "Show & Tell". Solid Image is providing lunch for all to enjoy. Please feel free to contact me or the HBA office with any ideas for demonstrations or field trips anyone would like to see in the upcoming months. We are all excited for 2013 and the potential it brings with all of our members. These meetings have been incredible so don't miss out! Remodelers/Green Council Field Trips In February Mike Rich was the gracious host when the council went to Harbor Hills in Lady Lake. They enjoyed a fabulous lunch at the Country Club with a customized menu just for our group, then they toured a dual certified, FGBC and LEED home. This home was the $1,000,000 entry in the 2013 Parade of Homes. In March the Council did a “Muddy Boots Green Tour�. J & J Building hosted the council at Oakland Park. MEMBERS IN ACTION Lumber & Commodity News For March, the Home Builders Association Wood Commodity Index (Index) increased 2.4% to $450.46 per thousand with most items edging up. For the second month in a row the National Home Builders Association/Wells Fargo Builder Confidence Index dropped, and one reason cited was the inability to secure financing and acceptable appraisals. The huge runup in prices has started killing deals in the market, and this appears to be opening the door for softness in the market. A couple of key items in this month’s Index dropped in price--OSB and 2x6 spruce. The lumber portion of the Index increased a whopping 5.4% to $442.39 per thousand, pushed on strength in wide width pine and 2x4 shorter length dimensional spruces. 2x12 pine increased 11.1% to 12.9% (depending on length), while dimensional spruce increased 2.4% for longer lengths to 13.2% for more popular shorter lengths. 2x6 spruce was flat-to-down as the enthusiasm for it did not match the 2x4. The lumber markets are very high now, which has most dealers in a holding pattern on purchasing, as many believe the cliff could be around the corner. Until there is real concern over supply availability, expect most dealers to purchase “hand-to-mouth”. The sheathing component in the Wood Index is showing signs of price fatigue, as it only gained $1.52 per thousand or a measly 0.3%. CDX pine plywood increased from 3.4% to 5.2% (depending on thickness) while OSB sheathing gave back $7 per thousand or 1.5% across the board. To see OSB sheathing mills give back money confirms there is a general softness manifesting in the market. There are two warring factions in the wood commodity markets. First, the manufacturers and mills are pushing the notion that supply is very limited and shortages could be imminent. Second, there are the dealers who have seen this movie many times during this Great Recession--prices jump up quickly only to fall quickly. No dealer wants to get hung with huge amounts of overpriced inventories, especially when builders are beating them down for every nickel. This “just in time” inventory philosophy in itself puts pressure on supply and delivery. My thoughts remain the same. Prices are too high and with appraisals tough to secure for financing, the market is probably eating its future demand. The Builder Confidence number indicates builders are seeing these prices with higher cost on the ground. Some of our local builders have told me that in the last week they have lost business to high costs; this is beginning to be a problem. Builders should be very careful on long-term bids and always ask for a closer look when the project time grows closer. Now is the time to have a price protection clause in your contract. In other areas, roofing companies have announced price increases and metal stud companies are putting in place an increase in April. Fuel surcharges are being implemented by everyone, so there appears to be a big effort by manufacturers to firm pricing. I just don’t know if it is going to work in a market that is already too high.
