PRESIDENT’S MESSAGE The industry news is the reinstatement of Transportation Impact Fees for Lake County, already approved is North Lake County at approx $500 for 3/2 SF home and in South Lake County where a full assessment was requested by the South Lake Chamber of commerce. Yes that’s right folks a request by a supposed business friendly organization to impose full Transportation Impact Fees on all new construction in the south Lake Taxing District. The Lake County BCC approved a 70% rate for South Lake at a recent BCC meeting. This equates to approx $2700 for a 3/2 SF home, $150,000 for a 1,000 SF Industrial building, and $2,500 for a 3,000 SF Daycare. Next on the docket is School Impact Fees. On Sept. 16th the BCC met with the School Board to determine if the School Impact Fees should be reinstated. Different options were reviewed. The amount at 100% would be $10,292 with a discussion of 25% - 100%. We the HBA requested membership to show up to the meeting it was disappointing that less than 15 people did so. This can affect your lively hood and with a team effort we can get results that will help our industry. At the Sept. 24th Lake county BCC meeting the Commissioners voted down suspending the School Impact fees for another year in favor of advertising a 25% School Impact fees rate starting at some time at the beginning of 2014. The School board vote 5 to 0 at their special meeting help Sept. 23rd to approve 25% now and increase to 50% if the unemployment rate went down to 7%, but the BCC was not in favor of the idea. Please watch your email coming from the HBA, we will be announcing the Public Hearing date for the School Impact fees and we need everyone to attend. If you haven’t pulled the trigger on the Fall Home Show, please do so quickly as booths are selling fast. It’s a show you don’t want to miss. It is on the edge of the Villages and traffic will be phenomenal. Requesting all members to recruit one new member each. If so we could double our membership and open networking opportunities. SALES AND MARKETING (SMC) Preparing for the 2014 Parade of Homes
The Sales & Marketing Committee hosted “The Morning Buzz” last month with an excellent round table discussion on preparing for the 2014 Parade of Homes, Share Your Inspiration! Previous Parade participants and marketing experts shared valuable knowledge on the value of Parade participation, preparation for the event, and best practices during the Parade weekend. Joe Ziler of Kevco Builders and past Parade winner, shared tips on getting your models ready for public tours by deciding in advance how to show the homes to guests, paying attention to the details like curb appeal, cleanliness of the model, having all the lights on, and properly staffing the model so that you can speak to all the guests. Point out the features and benefits of the plan, sight lines, and what you do as a builder to differentiate yourself from the competition. Ziler also plans to begin an early dripmarketing campaign this fall. “If at all possible, you the Builder, should be in your Parade Home”, commented George Hansford of Prominent Construction and long time Parade participant. “The public wants to know who the Builder is, and sometimes, they save the Parade guide books for several years and may circle back to you to see if you are still building a plan they saw in the guide.” Hansford also mentioned the year-long value of being on the HBA website and Parade website once you become a Parade participant. Jo Simons of the Orlando Sentinel provided attendees with demographic data and extensive research on surrounding areas that have the highest migration into Lake
& Sumter Counties. The Sentinel produces the Parade Guide Book and map, and delivers the Guide to those areas. She emphasized that advertising in the Guide also drives consumers not just to your physical site, but to your website as well. Carole Holden of GelmTree Advertising added that being a Parade participant is an excellent way to increase the perception of a higher image, and you get the benefit of the HBA promotion in all the months leading up to the Parade weekend. The Parade of Homes is February 22 through March 2, 2014, so save the date now! A new category this year is a Showroom Showcase, making the Parade even bigger and better! Registration is available on the HBA website, including the Parade of Homes Trademark for participants to start promoting and advertising early! I am already inspired for the 2014 Parade of Homes!

2014 PARADE OF HOMES Share Your Inspiration Inspiration is the theme of the 2014 Parade of Homes and we know that our Builder members will deliver awe inspiring entries again this year. The excitement is building as we prepare for the 2014 Parade, and the September Morning Buzz, presented by the Sales and Marketing Committee and Sponsored by Amy Axon with award winning Park Square Homes, was an indication of great things to come. We are very excited to have several builders on the Parade committee this year. Their insight and expertise in this arena is invaluable to our success as a whole. The GA committee has been very busy trying to keep up with all the IMPACT FEE discussions and decisions as of late. Between North Lake and South Lake and, between Transportation and School the discussion has run from Impact fees, to CDD assessments, to MSBU’s. Let’s see if we can recap where we are currently… $ For a Single Family average 3/2 home in North Lake County, there is a $500 Transportation impact fee, in South Lake there is an approx. $2700 fee both going into effect in 2014. $ September 23rd the School Board voted unanimously to recommend a 25% School Impact fee, which equates to approx. $2500 for an average 3/2 Single Family home. They then voted for a “tigger” to increase the School Impact fee to 50% or approx. $5000 per home (as defined above). The trigger being if our Unemployment rate goes below 7%, currently unemployment is reported at 7.6%. Bill Mathias kept asking for the board to continue looking for better methods to lessen the blow to the economy that impact fees will have. He is in favor of using Assessments or MSBUs. On the agenda for the September 24th Board of County Commissioners meeting their was a Public Hearing on the one year suspension of School Impact fees . After the Commissioners discussed the School Board recommendation, the Board voted unanimously against the School Impact Fee suspension so that a member could make a motion to advertise another Public Hearing to instate a 25% School Impact fee. Additionally they passed a motion to look at the impact fee again in 6 months. The Board was not in favor of the “trigger” that the School Board had recommended to increase it to 50% based on the unemployment rate .
It is VERY IMPORTANT that you let the County Commissioners know what impact fees will do to our Industry. Even if you show just to show your support for our cause! The Public Hearing Date is October 8th at 9 AM in the BCC Chambers. Please plan to attend this very important meeting! Thank you.

Bill Wilburth (WC Wilburth), Remodelers Council Chair and Jim Rahman (Westmont Construction), Green Building Chair The September 11th Remodelers Meeting was a great time for all who attended. We started out with a fantastic lunch at Ruby Tuesday's in Clermont, with another one of their Community Give Back Program for the Future Builders of America. Thank you to all who attended and participated in our interesting conversations of the future of the construction industry. So many interesting stories. Then we proceeded to West Orange Lumber for a full tour of their well run facility. What an eye opening experience after touring this extensive under roof storage and manufacturing buildings. The under cover complex is over 125,000 square feet. The Truss plant is on top of their game with the State of the Art equipment. The 3-D program gives great insight to viewing all around and inside each building. Amazing technology with an Ap available to I-phones and I-pads. A big Thank you out to John, Ross and Jeff for all the time they spent explaining all the phases of the production process. It was such an interesting day! The October Remodelers Meeting will be held on October 9th at the HBA office. We are going to all participate in a Licensing and Certification Workshop. We invite all Remodelers, Builders and Associates to attend. We are planning a couple special guests and know this will be a meeting full of interesting information. We welcome everyone's input and look forward to a lot of interesting conversations. Our industry is in dire need of future education in the Construction field. We are looking for ideas of implementing some more training in the High School level as well as Vo Tech. Feel free to contact myself or the HBA office if you know of someone special who should be invited and would benefit from this meeting. This is an open meeting for all to attend. MEMBERS IN ACTION Lumber & Commodity News Your Home Builders Association Wood Commodity Index (Index) for September 2013 decreased 1.6% to $315.39 primarily on across-the-board declines in sheathings. Pricing has become spotty in dimensional lumber as availability of specific species and sizes appear to be the main driver. The lumber portion of the Index increased 4.1% on the strength of dimensional spruce. Spruce pricing ranged from a 0.7% decline in 2x4-8 spruce to a 9.3% increase in 2x6-16 spruce. There are some market analysts who believe demand is improving in China, which could fuel a round of heavy buying. The real problem for price support in lumber continues to be inconsistent trends in housing permits. A good barometer of overall market demand is the sheathing market, which continues to falter. Over the last 30 days, CDX pricing slid $28-$50 per thousand while OSB sheathing moderated its declines in the $10-$20 per-thousand range. Overall, the sheathing portion of the Index was off 6.9%. It appears the market is poised to continue its uneven cost advancers and decliners. There aren’t any significant winds pushing the market on a certain path. This could be very frustrating for builders who get caught by higher cost on one particular size or species. This would be a good time for builders to explore options and different species to offset uneven price spikes. For example, if 2x6-16 spruce is up 9.3% maybe a different length could save you 5.0%. Habits generally cost more in uneven markets.

The Spike Club is an elite group of Association members recognized for outstanding achievement in membership recruitment. Simply put, you become a Spike by recruiting new members. Each new member recruit earns 1 credit towards a Spike. Each member retained earns 1/2 a credit. Each Affiliate member recruit earns a 1/2 credit. Recruiting an NAHB Council Member earns 1/2 a credit and retaining them earns a 1/4 credit. Blue Spike = 6 credits Life Spike = 25 credits Green Spike = 50 credits Red Spike = 100 credits Royal Spike = 150 credits Super Spike = 250 credits Statesman = 500 credits Grand Spike = 1000 Credits All-Time Big Spike = 1500 + Credits Members who have earned less than 6 credits are referred to affectionately as Tacks.
