The Building Industry Association of Greater Louisville is definitely celebrating a plethora of milestones in 2016! We just read last month about the history of the last 70 years of our Association, a remarkable recap of what we have achieved and how we have grown through the years. Prior to that, in the April issue of Louisville Builder, we read with fond memories the last 20 years of our Association under the leadership of Chuck Kavanaugh, who helped position us as a true force in the building industry and placed us on solid footing.
“Now we embark on the next chapter, the next decade, under new leadership and direction.” Now we embark on the next chapter, the next decade, under new leadership and direction. With the help of BIA Board President Don Karem and the 2016 Executive Committee, we share with you some of our vision and goals as we move forward. We envision getting deeply involved in the upcoming Comprehensive Plan (the former “Cornerstone 20/20”) update that will give our city guidance and direction for the next 20 years. Part of the plan will be to incorporate the parts of “MOVE Louisville”, the recently announced Metro Louisville Transportation Plan that will decide how to best transport people, goods and services in our community. It is vital that we as good citizens and stewards of our industry represent our Association’s interests and concerns as we prepare our response during the 60-day public comment period. We continue to look at growth areas of our community to handle the expected population increase of Louisville, which is anticipated to grow by another 140,000 residents by the year 2035. This is in addition to the 50,000 popula-
tion growth by our city in the last 10 years. New construction will need to be a big part of housing for this expected population increase.
“New construction will need to be a big part of housing for this expected population increase.” We continue to put new construction and remodeling at the forefront so our commercial and residential builders and remodelers, as well as all of the contractors and suppliers of our industry, have ample opportunity to grow at a steady pace. We continue to forge partnerships with our Metro Louisville government, agencies and utilities to make sure all of our needs are met. We strive to strengthen our relationships with the Realtor and Mortgage Banker community, because we can do so much more together than apart. And we engage and embrace our Associate members, who are the lifeblood of our Association and whose craftsmanship and expertise fuel our industry. As Rob Eberenz, Jr. once told me in the early years of my career as a builder, “you are only as good as your sub-contractors”! As members, we all need to look for ways to get involved in our Association and help us grow in strength and numbers. Together, we will lead our Association into great things for our future. Takes the Helm Longtime BIA Member and small business owner brings new perspective By Stacy Smith Rogers
This month marks a change in leadership for BIA, with former builder and BIA Past President Pat Durham officially taking the helm as executive vice president as Chuck Kavanaugh retires after 20 years in that role. Durham spent the last three months on-the-job, shadowing Kavanaugh and gaining valuable behind-the-scenes tips on running the Association from a new perspective. Having previously served as president of BIA and an active member for 28 years, spending 20 of those years on the Board of Directors, Durham is no stranger to the workings of the Association. He noted, however, the last three months was spent gaining insight into the operations of the Association and having the benefit of personal introductions to elected officials and individuals whose influence and professions play a role in important policy and decision-making that affects the building industry. Durham took a few moments to reflect on the last three months and translate his vision for leading the Association into the future ..
Q: After spending three months on-the-job shadowing Chuck Kavanaugh and learning the ropes, what do think was most beneficial from that experience in helping you get settled into the position? A: It was nice to have this time working with Chuck and having him fill me in on the history, relationships and processes he’s gone through that most of us as members never really know about. The Home, Garden & Remodeling Show was a good example. Being there with him and understanding the behindthe-scenes organization was invaluable. Also, it was helpful to learn more about the relationships he’s built with government officials and organizations like MSD. Chuck sat on the steering committee for Move Louisville and it was important to hear directly from him about that as well as Cornerstone 20/20. That will help me as I contribute to the next comprehensive plan. Q: Moving forward, as the Association gears up for Homearama, what are your goals for the first six months as you officially take the reigns as executive vice president? june 2016 7

A: My goals are to do my best as I slip my feet into Chuck’s shoes and continue to move the Association forward without taking any steps back, continuing with the robust nature of our organization and working with committees and members, helping them achieve their goals. I have such high regard for Chuck and the job he has done. I just want to keep the ball rolling down the street and continue with the good programs we have. I look forward to working with our experienced staff and a few new individuals who have recently come on board and leading us as a team. We’re excited about Homearama, especially with it being the largest single site representation at Norton Commons and the first ever site featured in River Crest in Bullitt County! Q: Having been in the field and serving as an active member for more than 28 years, how has that impacted your perspective as executive vice president? A: I’m just coming off having served in the role as immediate past president, so I plan to take my knowledge from a member perspective and use that as I make decisions. I know what it’s like having survived the downturn, and having served on the Executive Committee, I see the value and benefit of having strong leadership. We’re fortunate to have members who volunteer their time and keep nothing but the best interest of our industry in mind. I’ve worked alongside them in commit8 louisville builder • bialouisville.com
tees and I’ve witnessed their dedication. That reminds me why I decided to take this step. My goal is to do them justice as we find opportunities to grow and navigate some important issues on the horizon. Q: What are some of the major issues you plan to focus on in the coming months? A: Our next big growth area for our community is 20,000 acres of developable land around the Parklands of Floyds Fork. There are developments on the drawing board and properties have been bought but there isn’t proper infrastructure in place to support it. We’ll continue to be actively engaged with MSD on bringing sewers to the area and giving residents access to enjoying these spaces. We know there is a demand, and we’ll be working to get the infrastructure in place. It’s key for our growth as a community, with many of the major employment hubs in the East End. We’ll also focus our efforts on the Move Louisville transportation initiative and getting our members’ input and being ready to respond. The next comprehensive plan update will be a major focus, as will several other advocacy issues in Frankfort and here locally. There’s never a dull moment in this job!

“Homearama is the best showcase of custom homes in the country. There aren’t many Home Builders’ Associations anymore that can do events like Homearama because they don’t have builders and developers willing to build homes for a project like this. Louisville is blessed with custom builders, and the housing market here has been sustained during the economic highs and lows. There are few areas of the country that have our level and price of housing,” says Gail Schell, BIA vice president of events and operations, and Homearama director. This year’s Homearama, scheduled for July 16-31, will feature two locations ‒ Norton Commons and River Crest. “We have already seen an impact from just announcing that
Homearama will be in River Crest/Mt. Washington, the first ever Bullitt County Homearama site. It’s a big deal for Bullitt County,” says Richard Miles, of Dogwood Homes. River Crest has five subdivisions inside the community. The Homearama site, called Central Park, will showcase nine homes, from approximately $450,000 to $600,000, with most being in the low-to-mid $500,000 range, according to Miles. The majority of the homes will be Craftsman style. Central Park will also include a complete playground system, a dog park and walking trails. All of the Homearama homes face a treestudded park. Behind the homes is a tree buffer.
Of course, we want Homearama to generate lot and home sales for builders, but another one of our objectives is to present the latest and greatest trends from designers and furniture showrooms. Homearama is many shows in one. - Gail Schell june 2016 11

BICF Playhouse Project Continues to Inspire and Bring People Together Playhouse Partners:

Donald Wirtzberger and Terry Phelps, Sierra Design & Construction, and Jack Band, Jack Band Builders Inc., each have plenty of experience remodeling and building homes of a variety of sizes. Their most recent projects completed through the Building Industry Charitable Foundation (BICF), however, were a first for each of them, and, while small in size, they were big on satisfaction. Chosen to lead the YouthBuild Louisville student team in constructing playhouses for children with special needs through the partnership with Kosair Charities, the BIA members graciously accepted the challenge and came away with a heartfelt experience they’ll never forget. The smiles of two little girls in particular, will long be held in their memories, while the mentoring of young adults at YouthBuild Louisville who are learning skills of the construction trade have made them each proud to give back through BICF. Seven-year-old Molly Turner and eight-year-old Lily Singleton were the recipients of the playhouses which were uniquely designed to serve as escapes where each of the girls can play safely in a therapeutic environment. They both have had significant physical challenges, but their ability to inspire others through these projects fueled a shared passion among the playhouse participants to come together and work as a team. “The playhouse project is incredibly beneficial to all parties involved,” Kosair Charities President Randy Coe said. “YouthBuild students are able to give back to the community while

learning new skills. The BIA has the opportunity to help mold the minds of young students and prepare them for the workforce, and our Kosair Kids® receive a custom dream playhouse that allows them to get therapy at home as well as gain social skills. Everyone in this partnership comes out a winner,” he added. Playhouse Builders Share Their Experience “At first I was a little apprehensive because I thought the amount of time needed would be greater than what I could offer. I then asked my business partner, Terry Phelps, if he thought we could pull it off and showed him a picture of Molly and explained her situation. After attending a meeting at YouthBuild and learning how the partnership worked, we were intrigued and we knew we wanted to participate,” Wirtzberger said. “After meeting Molly in person we were energized to the point that I think we immediately went back to the office and came up with our design. During the following months I called several suppliers, subcontractors and friends and asked for help. To my surprise, most all of the materials and subcontractor services were donated,” he explained.

Wirtzberger said the experience at YouthBuild was also very rewarding as the students showed a willingness to learn the skills they encountered during the building of the playhouse and demonstrated a sense of pride in their efforts. “Their instructor, Jim Anderson, was very easy to work with and showed great leadership throughout the project. At the reveal, tears were easily found on just about all involved with the project. Seeing Molly’s face light up and a big smile indicated we were successful with the final product. Looking back, it is probably one of the most rewarding things I have done,” Wirtzberger added.

Band commented on his experience, “This was my first playhouse, and I was excited to be asked to volunteer for it. Seeing the enthusiasm on Lily’s face at the unveiling was so great. We had designed the home based off of a picture on Pinterest and planned it according to her dreams and vision. The joy of knowing I helped put a smile on her face was what put a smile on my face. It was also rewarding to bring everyone who participated together and give back to someone else as a team. I certainly got more out of this experience than I put into it.” Band said he enjoyed working with the YouthBuild team to construct the home and was truly impressed with the outpouring of support from subcontractors and suppliers. Along with the playhouse serving as a therapeutic place for Lily to play, Band said it will likely help her develop social skills as she transitions to a new neighborhood. “One of the benefits of this for Lily will also be entertaining new friends in her playhouse. YouthBuild Proud to Host Reveal YouthBuild of Louisville Executive Director Lynn Rippy said she was thrilled to host the reveal at the YouthBuild campus and hopes for continued awareness of the impact the partnership has on the community. “I think it was a great way to enable the community to better understand what our students experience here on a daily basis and how they are engaging with the community.” Rippy elaborated on the benefits the students receive by being a part of it. “Of course they have a chance to learn incredible skills of what it takes to build a small home, but equally as important is the chance to engage with someone who is in need one-on-one and realize how they, by their hands, can support that need,” she said. Rippy said that some of the students were especially touched by the experience, “Brittany Carson was really taken with Molly and her family. She was so excited the day of the reveal and it was really special watching the two of them engage. Molly’s family ended up bringing pizza for the kids as a follow up and sign of their appreciation.” Rippy acknowledged the role that BIA has and continues to play with YouthBuild, outside of the playhouse project. “This partnership has really given us an opportunity to be hands on with the building industry folks. This year, they noticed an opportunity to open a student chapter and they covered the costs of our students to be members. Now, our students have one more thing to make the value of their participation in YouthBuild even that much more valuable,” she added.

Carrie Lyons Named BIA Sales Director

Carrie Lyons came on board with BIA as sales director in February. Since then, she has hit the ground running, working to help members grow their businesses. Lyons comes to the Association with more than 13 years as an account executive with iHeart Media (formerly Clear Channel) where she sold advertising space for a network of eight radio stations and worked with clients to create strategic ad plans, including online advertising and broadcast and media sales. She also maintained and built business for the Total Traffic Network while achieving impressive sales numbers and client relationship building that garnered her the title of New Business Development Award Winner. As an active promoter of the power of communication, Lyons has kept up-to-date on changes in how clients effectively reach customers. “There are so many different opportunities, from advertising in our publications to sponsorship of various events. I’m eager to sit down with members and see what’s a good fit for them,” Lyons said, noting that she can work with clients to develop yearly ad strategies and customize plans to fit their needs and budgets. Lyons said she’s enjoying getting to know the members and gaining their trust. “This Association is more like a family. As I get to know each of them better, I feel like I’m on their team, rooting for them to succeed. Coming on board the same time as Pat (Durham), it’s an exciting time,” she offered. Her own team at home includes husband Troy and their three children: Molly, Cooper and Parker, as well as two dogs and a fish. They enjoy going to the lake and watching the kids perform gymnastics, basketball and football. Lyons holds a bachelor’s degree in communications from the University of Kentucky.

2016 Legislative Session Wrap-Up By Stacy Smith Rogers
The 2016 Kentucky Legislative Session concluded this spring with a total of 141 bills that were passed and sent to the Governor for his signature. More than 900 bills were filed, so BIA and HBAK were quite busy monitoring and advocating on issues important to the industry this session. Two bills that were signed into law involved diligent pursuit from association staff and members to see through: one that addressed radon mitigation and another that concerned blighted and deteriorated properties. BIA Director of Public Affairs and Public Policy Annie Fultz Dutton explained, “The radon and blighted properties bills are huge wins for our industry. Both of these bills were on our advocacy agenda when we went to Frankfort for our Housing and Building Industry Day in February. Our voices where heard and our members had a direct impact on getting them passed.” According to Dutton, 22 members participated in the event at the Capitol on February 3 and 12 individual bipartisan meetings were held with state senators and representatives. “The passing of these two important bills is a great example of why it’s so important we take time out of our busy schedules and collectively represent our industry in Frankfort,” she added. BIA Governmental Affairs Committee Chair John Miranda, Pinnacle Properties, echoed Dutton’s enthusiasm. “Of all the many things our association does, advocacy is, by far, the most 20 louisville builder • bialouisville.com
important and pays the biggest dividends to us as members. Because of our ‘strength in numbers,’ we are able to discuss any issue with any elected official in local or state government. We are lucky that we have a local and state government that understands the importance of our industry and often seeks our advice about issues that may affect our members. That is why I tell prospective members that they need to be a part of our mission, and, even if they get nothing else out of the BIA, they need to be part of an association that fights on their behalf literally every day,” he said. Radon and Blighted Properties Bills Pass Thanks to Grassroots Advocacy HB 272 (T. Thompson), Radon Mitigation HB 272 was introduced by Representative Tommy Thompson. This bill exempts a residential and commercial building contractor installing vent pipes from radon mitigation certification requirements. Previously, builders were required to hire certified

Rocco Pigneri, Ball Homes, encountered this challenge when speaking with one of his plumbing contractors who was unable to complete the task because of the requirements. The previous law didn’t make sense to Pigneri for many reasons, so he brought the challenge to BIA, who worked with HBAK Executive Vice President Bob Weiss to make it a priority legislative issue. Weiss connected with Representative Tommy Thompson and after a little more than a year from Pigneri’s initial inquiry, legislators passed Thompson’s common sense legislative change to the requirements.

Now, it’s housing parents who are getting an education.” Brown emphasized the importance for businesses to be involved in advocacy efforts, especially when something could greatly impact the community. “When officials don’t know what’s wrong they can’t do anything about it. Those of us in the industry need to share our knowledge and educate them.”

According to Pigneri, the new law will save at least 50 percent on costs and will contribute to the aesthetics of the newly built home, while making it more affordable for homeowners on down the road if the house has to be radon mitigated. “This bill is a perfect example of how BIA works on behalf of its members and consumers through advocacy. Without this bill, builders would have no doubt faced delays and consumers would have experienced increased costs,” Dutton explained. Pigneri further elaborated on the behind-the-scenes advocacy experience. “Through Bob’s fantastic efforts and perseverance and the staff at BIA, we were able to accomplish it. It took the resources of our state and local association to make it happen. There are so many regulations that are fine in their intent, but can affect so many things,” he said. SB 230 (M. McGarvey), Blighted and Deteriorated Properties SB 230 allows a city to designate certain neighborhoods as areas where delinquent tax bills are not offered for sale to third party purchasers. As a result, fewer outside interests will have claims on the equity in abandoned properties which could make it easier to clear their title and make way for a new owner. Blighted and deteriorated properties are linked to declining property values and can be a huge expense for cities. This legislation will help address these issues. This bill was introduced by Senator Morgan McGarvey. Justin Brown, The Marian Group, spoke up about the issue and worked with McGarvey and BIA staff to demonstrate the value this law will have on the community. “I think that any bill

Both Senator McGarvey and Dutton cited grassroots advocacy at the end of the legislative session as a key to getting this bill across the finish line in the final days of the session. “All the calls and emails our members made to our legislators really played an important role. The House had made a small change to the bill so it had to go back to the Senate just before the legislature adjourned for the session through just under the buzzer, we got it passed ” Dutton explained. “This bill is a great example of public and private sectors coming together to accomplish something good. We were able to agree that we have a problem and we needed to come together for a solution. We got this done the last day of the regular session,” McGarvey said. “It was an adventure. Not a lot of people have familiarity with this issue. We had to educate individual members on what it did, and, more importantly perhaps, what it didn’t do. We communicated that it doesn’t expand the power of eminent domain or condemnation. It just puts another tool in our tool box of being able to make use of vacant and abandoned properties and restore blighted neighborhoods for the people who live there,” he further explained. this bill will take effect in July and will only apply to future properties. HBAK’s Legislative Committee will meet June 14 in Louisville to discuss and plan for the 2017 legislative session. june 2016 21
Vickie Miller Appointed Communications & Public Relations Coordinator By Stacy Smith Rogers
Vickie Miller has recently been appointed to the role of communications and public relations coordinator for BIA. She most recently served the Association as membership and communications manager since August of 2015. Miller brings an impressive combination of skills and experience to BIA, having previously served as community relations manager at Veolia North America, which facilitated the community education and public relations activities for the Oldham County Environmental Authority. She is also a certified stormwater inspector, with extensive knowledge in the ares of wastewater and stormwater management, both key issues that affect the building industry. Miller’s natural ability to communicate with a wide variety of audiences has enabled her many opportunities to contribute to the regional community, most specifically in Oldham County where she and her husband Chris raise their blended family, which includes Austin, Krystabelle, Kaleb and Keagan. The family enjoys tending to their barnyard full of rescued animals, including 25 or so chickens, Teddy, the potbelly pig, Howard, the Tom turkey, and seven goats.

When she made the decision to pursue a career with BIA, she had been seeking a fast-paced work environment where she could plant her roots and grow. “I asked various people I knew who were members of BIA about the organization, and the reputation of the association and the staff who worked there inspired me to pursue a position here,” she said. “I feel like I’ve really hit my sweet spot, in a role where I can connect with members and the community. I enjoy getting out and talking to people about what we do here and how this organization benefits the Greater Louisville community, and I love being surrounded by co-workers who are passionate about the industry.”

The Shelby County Council held a lunch meeting on Tuesday, May 17 at Claudia Sanders Dinner House. The guest speaker was Joe Bland, a retired Fish and Wildlife officer and wild turkey enthusiast. Joe spoke to the group about his participation in restoring the wild turkey population in Kentucky from the 1970’s through the mid 1990’s. Registered Remodeler Wes Johnson was selected as the June 2016 National Association of Home Builders Remodeler of the Month. As the Remodeler of the Month, Johnson will be spotlighted in the June edition of Qualified Remodeler magazine and highlighted on NAHB’s website. Congratulations Wes!
The Voice of the Building Industry in Oldham County
On Saturday, April 30, a public meeting reviewed proposed changes to the Oldham County Comprehensive Zoning Ordinance. BIA Vice- President Jeremy Esposito gave a presentation about national housing trends as they pertain to the current residential homebuying market. He was joined by Registered Builders John Miranda and Billy Doelker and BIA Executive Vice-President Pat Durham. The presentation highlighted the differing needs and wants of each of the four generations within the homebuying market along with the desire for new types of housing and the importance for affordable housing. The housing options presented to address changing needs and wants were: smaller luxury homes and fee simple lots, multi-generational living, microhousing and green housing. In order to build these types of homes and communities changes to the Zoning Ordinance are imperative. BIA members, leadership and local officials are working together to make changes that will best serve the building industry and homebuyers both now and in the future.
