"PUMPERS JOB BOARD CONNECTING WORKERS WITH BUSINESSES" - Daniel Webb
Another tough year in the books! I, like many others, thought that we were going to leave the dreaded COVID-19 in 2020. Unfortunately for us, it once again reared its head (face mask and all) in year of 2021 and once again, our Industry stood up! We battled through the pressures of lockdowns and restrictions and came out the other side. I’m never disappointed whenever I speak to CPAA Members about how they dealt with the difficulties of 2021. It’s always quite the opposite, I was always astounded hearing stories about how businesses in our industry took the burdens of COVID in stride. So, a massive congratulations is in order for all the business owners who went head to head with COVID and won! Luckily, this year wasn’t all doom and gloom. Your Association was once again hard at work, making sure that we served our Members and our Industry in the best possible way. In 2021 we wanted to identify areas in which we could actively convenience our Membership and from that, the CPAA Pumper’s Job Board was born! We recognised that recruitment is not only commonly time consuming and frustrating, it is also just very common. Turnover is a constant worry for individuals and businesses in our Industry. Jobs can dry up, and positions can open up at any moment. We created the Pumper’s Job Board in the hope of streamline this process. We looked at how similar tools work in other industries and tailored them to fit within ours. Connecting workers with businesses and businesses with workers. Providing a more costeffective way to pair the right person with the right position, from the CPAA website to the jobsite.
Another highlight of the year for the Concrete Pumping Association of Australia came in the form of funding! The Association presented a project to the Heavy Vehicle Safety Initiative (HVSI) a program that hopes to deliver tangible improvements in road user, road and heavy vehicle safety. Facilitated by the National Heavy Vehicle Regulator (NHVR) over $28 million will be divided up between 117 projects over 6 years. The CPAA is pleased to report that our project - Improving Safety Performance for Concrete Pump Trucks – was selected to receive funding! The CPAA is extremely excited to partner with Tiger Spider, a transport engineering firm, to develop and deliver on the project. Watch this space! We can’t wait to continue serving our Members into the new year. Providing you and your business with the value you deserve. All the while furthering our mission of promoting Safety, Education and Certification in our Industry. "GUIDE US TOWARDS THE BETTERMENT OF OUR INDUSTRY" - Grantley Schloss An eventful year in the world of concrete pumping! Our industry battled through another tough period, where we were forced to reassess the way we conducted our day-to-day operations. Spending more and more time developing COVID safe workplans and tweaking how we tendered jobs. As gruelling as this was, I know that our industry will come out stronger for it. Because tough times don’t last, tough businesses do. Whilst it would’ve been hard to appreciate in the moment, the intense pressures that we experienced in 2021, will help provide perspective in the years to come. Over the course of 2021, the National Management Committee of the Concrete Pumping Association of Australia continued to implement its adopted Strategic Plan, providing a road map and required actions to manage industry development, education, information and engagement with industry stakeholders. The Strategic Plan identified the following overarching objectives as priorities: • • •
Financial and Organisation Sustainability Building our Profile and Positioning Membership Growth and Benefits
These objectives help to guide us towards the betterment of our industry. Providing us with the foundation to understand how small actions can lead to big improvements. Once such action, submitting our project to the Heavy Vehicle Safety Initiative (HVSI), a program that hopes to deliver tangible improvements in road user, road and heavy vehicle safety. The National Heavy Vehicle Regulator (NHVR) is overseeing this program, which 6

boasts a budget of over $28 million. These funds will be distributed across 117 projects over the next 6 years. I’m proud to say that the project presented by the Concrete Pumping Association of Australia - Improving Safety Performance for Concrete Pump Trucks – was a successful bid! We’ll be partnering with an expert transport engineering company in Tiger Spider, we’re eager to collaborate and work toward delivering some positive outcomes! It’s projects like these that truly exemplify the support that we enjoy from our membership. Your support allows the Concrete Pumping Association of Australia to improve the standing of the industry by informing and educating our members through the provision of expert advice, relevant products and services, advocacy for the industry at a state & federal level, all the while attempting to achieve the best outcomes for our members and ensuring the sustainability of the industry. Join the CPAA today to help your business and your industry. Finally, I’d like to reiterate how extremely proud I am of our Industry and our Association. MESSAGE FROM THE CEO
"RESILIENCE IS A TESTAMENT TO OUR INDUSTRY" - Craig Heidrich
2021 held many similarities to its predecessor (2020); challenging, disruptive and downright frustrating.We were constantly tested, personally and professionally. We were prevented from indulging in our favourite everyday activities, forced out of our routines and away from our family and friends. However, once again like its predecessor, this year was another outstanding show of resilience from our industry, our Members, our Committee Volunteers, our Board Members and our Association. That resilience is a testament to our industry and highlights the essential function of concrete pumping as part of the Australian economy. We showed our willingness to power through adversity and come out stronger for it. I am very proud of all our members who adapted to the everchanging landscape of the Australian workplace throughout 2021. A special thanks also, to our modest team at the Concrete Pumping Association of Australia, who persevered through the challenges of the year and found ways to improvise and innovate in order to keep serving our membership. Your Association is always striving to improve the standing of the industry by informing and educating members through the provision of valuable advice. Ensuring the best outcomes for members for sustainability of the industry, the safety of employees through education and progression through innovation. Some innovation that occurred in 2021 came in the form of the CPAA Pumper’s Job Board. A new feature that enabled business owners to connect with operators instantaneously, streamlining recruitment processes all across our industry. The creation of which wouldn’t have been, if not for our members. It was our CPAA membership that divulged the difficulties of hiring in our 8
2021 Concrete Pumper’s Annual Magazine
industry, describing long and drawn out processes, lack of outcomes and ultimately, losing work over positions that couldn’t be filled. We listened to these issues and went to work, attempting to understand how we could best create an industry-specific tool that would benefit and create value for our members. The Pumper’s Job Board was born, a tailored tool for employers to find employees and employees to find employers. Of course, not all of our ventures were delivered during 2021. We were again robbed of our face-to-face events, for the second year running. Forced to cancel four (4) Line Pump Training Courses, one (1) Shotcrete Certification Course and the biennial Concrete Pumping Association of Australia Expo in Melbourne, from our calendars. These postponements represented another hurdle for the CPAA team to jump over. But with postponements (hopefully) behind us, we can look to 2022 and beyond! We’ve already got big plans for the upcoming calendar, least of all, our successful bid that was put forward to the Heavy Vehicle Safety Initiative (HVSI). A new program facilitated by the National Heavy Vehicle Regulator (NHVR) that hopes to deliver tangible improvements in road user, road and heavy vehicle safety. 2021 held many similarities to its predecessor (2020); challenging, disruptive and downright frustrating.We were constantly tested, personally and professionally. We were prevented from indulging in our favourite everyday activities, forced out of our routines and away from our family and friends. However, once again like its predecessor, this year was another outstanding show of resilience from our industry, our Members, our Committee Volunteers, our Board Members and our Association. That resilience is a testimony to our industry and highlights the essential function of concrete pumping as part of the Australian economy. We showed our willingness to power through adversity and come out stronger for it. I am very proud of all our members who adapted to the everchanging landscape of the Australian workplace throughout 2021. A special thanks also, to our modest team at the Concrete Pumping Association of Australia, who persevered through the challenges of the year and found ways to improvise and innovate in order to keep serving our membership. Your Association is always striving to improve the standing of the industry by informing and educating members through the provision of valuable advice. Ensuring the best outcomes for members for sustainability of the industry, the safety of employees through education and progression through innovation. Some innovation that occurred in 2021 came in the form of the CPAA Pumper’s Job Board. A new feature that enabled business owners to connect with operators instantaneously, streamlining recruitment processes all across our industry. The creation of which wouldn’t have been, if not for our members. It was our CPAA membership that divulged the difficulties of hiring in our 8

industry, describing long and drawn out processes, lack of outcomes and ultimately, losing work over positions that couldn’t be filled. We listened to these issues and went to work, attempting to understand how we could best create an industry-specific tool that would benefit and create value for our members. The Pumper’s Job Board was born, a tailored tool for employers to find employees and employees to find employers. Of course, not all of our ventures were delivered during 2021. We were again robbed of our face-to-face events, for the second year running. Forced to cancel four (4) Line Pump Training Courses, one (1) Shotcrete Certification Course and the biennial Concrete Pumping Association of Australia Expo in Melbourne, from our calendars. These postponements represented another hurdle for the CPAA team to jump over. But with postponements (hopefully) behind us, we can look to 2022 and beyond! We’ve already got big plans for the upcoming calendar, least of all, our successful bid that was put forward to the Heavy Vehicle Safety Initiative (HVSI). A new program facilitated by the National Heavy Vehicle Regulator (NHVR) that hopes to deliver tangible improvements in road user, road and heavy vehicle safety. This project is one of 2 successful heavy vehicle safety initiatives to receive funding from $5.2 million in Round of the HVSI. LARGEST SILO
Melbourne Cement Facilities, MCF, and its shareholders Cement Australia & Independent Cement are undertaking a $90m project to construct a 45kt multi-cell reinforced concrete silo at their site in Lorimer Street Port Melbourne.
This silo is the latest investment by MCF so as to ensure the reliable supply of cementitious materials needed to meet the increasing growth in demand from the construction industry, a key driver to Melbourne and Victoria’s ongoing economic growth. Rapidcrete Pty Ltd first priced the concrete pumping of the Melbourne Cement Facility Multi Cell Cement Silo Project for the successful bidder Fitzgerald Constructions in December 2019. The last concrete pour will be approx. June 2021. Specific challenges for the project include setting up the tower boom inside the partially completed silo to enable the walls to be poured continuously using a slipform formwork system to a height of 71 metres. The slipform walls will be poured in 3 stages using a Powercrete static pump and CIFA / Zoomlion 33m 4 stage tower boom. Stage 1 will see the tower boom footing incorporated in the silo mass footing with the Silo walls poured to approx. 25m high. A cone made of precast concrete segments will then be constructed with an insitu concrete tower boom footing constructed on top of the precast concrete cone. The precast concrete segments were constructed at Fitzgerald Constructions yard and pumped by various mobile boom pumps ranging from 24m to 37m. Stage 2 and 3 will see the tower boom erected on the footing on top of the precast cone. The footing will most likely be pumped using a 61m mobile boom pump. The slipform walls will then be constructed to a total height of 71m. This will require 4 column pieces to support the tower boom with a custom built bracing system at the join between the second and third column pieces. A pumping crew of approx. 3 men 24hrs / day will be required during pumping of the walls during slipform operations. This is expected to go for approximately 2 weeks during stage 1 of the wall construction and approximately 4 weeks during stage 2/3. Ancillary works including driveways will complete the concrete pumping requirements on the project. So far 2 concrete pours of 950m3 and 1360m3 respectively have been undertaken using 51m and 48m mobile boom pumps. The average pumping rate was approximately 180m3/hr on each of the pours. Total volume of concrete for the project is expected to be approximately 6,800m3.

LINE PUMP TRAINING COURSE The Concrete Pumping Association of Australia (CPAA) Line Pump Training Courses will continue, following on from the success of previous courses. CPAA certification is the only industry-recognised certification program in Australia, which provides an assessment of an operator’s knowledge regarding concrete pump safety. The purpose of certification is to increase the safety awareness of concrete pump operators and to assist in an operator’s development and self-improvement. Certification will allow concrete pump operators to raise the standard of quality in the industry by upholding and improving the safe operation of concrete pumps. Individuals will be certified by the CPAA upon successful completion of the course, having met pre-determined qualifications established by the CPAA Committee. We know not all small businesses have the means or priorities to invest in such a project for themselves, but the privilege of being an Association driven by the needs of our members, is that we can invest in a such a project to give every small business a go. The main function of the eLogBook is that it covers all the safety checks and functions of that of our physical Logbook that all concrete pumpers would be familiar with. The benefit of the eLogBook over the physical Logbook however, is that it is accessible from any of your devices, it cannot be damaged or lost, you don’t need to scramble to find that missing pen and it’s simply faster to fill out and keep record of. In fact,
you can enter every past Logbook record into the eLogBook and not worry about storing them all away. Pump hours are automatically calculated and recorded. There are regular Periodic Inspections alerts that allow you to stay up to date, as well as repairs that need to be attended to. We have added some graphs to help visualise your trucks performance and use. Users are able to make their own custom tasks and logs so relevant employees in the business are constantly informed. Photos taken through the eLogBook are automatically stored and categorised. You can upload invoices and reports to keep further history and logs on trucks. Our goal is to see businesses taking full advantage of the eLogBook. We greatly value any and all feedback. SAFEWORK NSW: CHANGES TO PLANT REGISTRATION SafeWork NSW has reached out to the Concrete Pumping Association of Australia to help inform the industry about impending changes to registration requirements for satellite concrete placing booms. The changes are detailed below. Summary:
Satellite Placing Boom - Single Wall Pipe Section The HSE Department from Hansen Yuncken have shared a recent incident report with the Concrete Pumping Association of Australia. A concrete pour was being performed utilising a Schwing SPB-35 Satellite Placing Boom and pump for a staircase. At 8:20am, the upper 90-degree single wall, cast iron bend located at Stage 4 of the placing boom split, resulting in loss of concrete under pressure. The pump operator ceased the pour and notified the Hansen Yuncken Project Management team of the incident. No workers were injured or located in the area where the pressurised concrete blew out. CIRCUMSTANCES • The pump operator monitored the pump pressure, which was normal with no line blockage. The 90-degree “single wall” cast iron pipe bend is located at the lower rotating knuckle of the Stage 4 placing boom. This section of pipe is a single wall pipe, the rest are twin walled. Prior inspection results on the pipe bend were available – it had a wall thickness of 7.7 mm. • Pipe thickness measurements are to be performed at the intervals and method specified in Section 6.5 of the Australian Standard AS 2550.15:2019 – “Cranes, hoists and winches - Safe use Part 15: Concrete placing equipment”. Table 6.2 “Steel Concrete delivery pipe inspection and testing requirements” requires inspection and measuring of wall thickness of single wall pipes to be performed at monthly intervals using an ultrasonic test instrument. Twin wall pipes thicknesses are visually inspected every month for impact damage and once every 20,000 cubic metres or at 12 monthly intervals (whichever occurs first) by physical measurement, usually with digital callipers. This single wall 90 degree cast pipe bend was inadvertently inspected and measured as prescribed fo a a twin wall pipe. • Concrete pump and placing booms have operating hours meters fitted. Manufacturers of steel pipes provide information on the grade of steel and durability based on the volume of concrete pumped in cubic metres. This requires the pump owner/operator to calculate the volume from the hours operated and monitor the pumped volumes for twin wall pipe sections.

RECOMMENDATIONS 1. Competent person/s responsible for pipe thickness inspections are to be trained in the relevant Codes of Practice, Australian Standards, testing instrument requirements, concrete pump and placing boom manufacturers manuals and concrete delivery pipe supplier specifications. 2. Pipe thickness testing equipment is to be ‘fit for purpose’ and maintained as per manufacturers specifications. In this instance the digital testing callipers used were not sufficient to reach the centre point of the pipe arc where the wal thickness had been worn away. 3. When testing wall thickness using ultrasonic devices, ensure a broad range of testing locations are conducted to determine the lowest readings and the selected locations are to focus on the most affected zones, including the outer radius of the pipe bends. 4. Inspections of plant are to be in accordance with relevant Legislation, Codes of Practice, Industry Codes, Australian Standards and manufacturers specifications. Pipe thickness gauges and measuring instruments are to be calibrated and have current inspection records. 5. Pipe sections are to be labelled with a durable unique identification number, be rated for the maximum pressure of the pump and meet the satellite placing boom manufacturers specification for the grade of steel and type of pipe.

This transitional period expires on 30 June 2021. From the 1st of July 2021 satellite placing booms installed at workplaces in NSW will require plant item registration in accordance with Part 5.3 and Clause 702A of the WHS Regulation 2017.
What you need to do:
Plant owners and those in control of plant (such as principal contractors) must ensure that plant item registration is obtained for satellite placing booms installed at a NSW workplace. The location referenced on the registration should be the working location.

NATIONAL ROADWORTHINESS SURVEY
TOP 5 CHANGES TO THE AUSTRALIAN STANDARD AS 2550.15:2019
During the months of May, June & July of 2021, the NHVR (National Heavy Vehicle Regulator) conducted random inspections of Special Purpose Vehicles all over the country. Operators in all states and territories, in both regional and metropolitan areas, were instructed to ensure their vehicle's safety checks and maintenance are up to scratch. Officers from the NHVR partnered with agencies across Australia to conduct mechanical inspection of 8,000 heavy vehicles.
It's been over 2 years since the new Australian Standard was published! We thought we'd take you back through the process and highlight the Top 5 Changes.
What is the National Roadworthiness Survey? Authorised officers from the NHVR and partner agencies conduct a mechanical inspection of approximately 8,000 of Australia’s trucks, buses and other special purpose vehicles to provide an insight into the mechanical health of the national fleet. Why are they inspecting heavy vehicles? The survey allows the NHVR to target their safety programs at key safety areas. Results will be compared to the National Roadworthiness Baseline Survey conducted in 2016. How long does an inspection take? Inspections can take 45 minutes on average. It is usually a shorter period for compliant vehicles and longer for non-compliant vehicles. Each vehicle will receive a comprehensive visual and equipment supported mechanical inspection. Inspections will be undertaken using the National Heavy Vehicle Inspection Manual.
AS 2550.15 was been republished following an extensive review, updating and contemporising for today's modern concrete placing equipment. The document was prepared by the Committee ME-091, Concrete Placing Equipment, to supersede AS 2550.15: 1994 Cranes-Safe use, Part 15: Concrete placing equipment. The objective of this Standard is to specify the requirements that apply to concrete placing equipment, which are not cranes used for lifting, but share some common structural, mechanical and electrical elements of cranes.
Key Outcomes Australia’s first national heavy vehicle health check provides point-in-time snapshot of the mechanical condition of Australia's heavy vehicle fleet. The results show a sound performance by industry in maintaining vehicles, with some room for improvement. The heavy vehicle fleet in general is well maintained. For example, analysis of the results reveals that rigid trucks with trailers had higher rates of major non-conformities compared to any other category of vehicle. In addition to fleet improvements, there are also improvements required from a regulatory perspective. The NRBS results highlight a variation in inspection practices between jurisdictions. The Roadworthiness Program is continuing to build a national inspection approach to achieve consistent inspections to deliver consistent outcomes and a safer heavy vehicle.
The AS 2550 series of Standards provides national uniform requirements and guidance for the safe use of cranes, hoists and winches, some of which are relevant to concrete placing equipment. This revision of AS 2550.15 resulted in a comprehensive update of the standard requirements, including the addition of contemporary methods and techniques to ensure concrete placing equipment safe use.

TOP 5 CHANGES TO THE AUSTRALIAN STANDARD AS 2550.15:2019
During the months of May, June & July of 2021, the NHVR (National Heavy Vehicle Regulator) conducted random inspections of Special Purpose Vehicles all over the country. Operators in all states and territories, in both regional and metropolitan areas, were instructed to ensure their vehicle's safety checks and maintenance are up to scratch. Officers from the NHVR partnered with agencies across Australia to conduct mechanical inspection of 8,000 heavy vehicles.
It's been over 2 years since the new Australian Standard was published! We thought we'd take you back through the process and highlight the Top 5 Changes.
What is the National Roadworthiness Survey? Authorised officers from the NHVR and partner agencies conduct a mechanical inspection of approximately 8,000 of Australia’s trucks, buses and other special purpose vehicles to provide an insight into the mechanical health of the national fleet. Why are they inspecting heavy vehicles? The survey allows the NHVR to target their safety programs at key safety areas. Results will be compared to the National Roadworthiness Baseline Survey conducted in 2016. How long does an inspection take? Inspections can take 45 minutes on average. It is usually a shorter period for compliant vehicles and longer for non-compliant vehicles. Each vehicle will receive a comprehensive visual and equipment supported mechanical inspection. Inspections will be undertaken using the National Heavy Vehicle Inspection Manual.
AS 2550.15 was been republished following an extensive review, updating and contemporising for today's modern concrete placing equipment. The document was prepared by the Committee ME-091, Concrete Placing Equipment, to supersede AS 2550.15: 1994 Cranes-Safe use, Part 15: Concrete placing equipment. The objective of this Standard is to specify the requirements that apply to concrete placing equipment, which are not cranes used for lifting, but share some common structural, mechanical and electrical elements of cranes.
Key Outcomes Australia’s first national heavy vehicle health check provides point-in-time snapshot of the mechanical condition of Australia's heavy vehicle fleet. The results show a sound performance by industry in maintaining vehicles, with some room for improvement. The heavy vehicle fleet in general is well maintained. For example, analysis of the results reveals that rigid trucks with trailers had higher rates of major non-conformities compared to any other category of vehicle. In addition to fleet improvements, there are also improvements required from a regulatory perspective. The NRBS results highlight a variation in inspection practices between jurisdictions. The Roadworthiness Program is continuing to build a national inspection approach to achieve consistent inspections to deliver consistent outcomes and a safer heavy vehicle.
The AS 2550 series of Standards provides national uniform requirements and guidance for the safe use of cranes, hoists and winches, some of which are relevant to concrete placing equipment. This revision of AS 2550.15 resulted in a comprehensive update of the standard requirements, including the addition of contemporary methods and techniques to ensure concrete placing equipment safe use.
