CoalCombustionProducts(CCPs)–oftenreferredtoas“coalash”and including“flyash”and“bottomash”–aresolidmaterialsproducedwhencoalis burnedtogenerateelectricity Thereare manygoodreasonswhythe12million tonnesofCCPsgeneratedannuallyand the~250milliontonnesinstorage shouldbeviewedasresources. BeneficiatingandutilisingCCPs conservesnaturalresources,saves energyandreducesassociatedcarbon emissionscontributingtowardsan efficientandsustainablecircular economy.

Withabackgroundofaccelerating changeintheelectricitymarketinNew SouthWales,theissueofsupplyand managementofcoalcombustion productshasbeenidentifiedasan emerginglong-termmanagementissue fortheNSWGovernment In2019,the NSWParliamentLegislativeCouncil–PublicWorksCommitteeestablishedand inquiryintoandreportonthecostsfor remediationofcoalashrepositoriesin NewSouthWales TheAshDevelopment AssociationofAustralia(ADAA), representingmajorindustry stakeholders,recommendedthe recoveryanduseofstoredCCPswould bestaddressthetermsofreferencefor thePWC,namely;

·economicandemployment opportunitiesassociatedwithcoalash re-use,siteremediationandrepurposing ofland;

· adequacyandeffectivenessofthe currentregulatoryregimeforensuringbest practiceremediationofcoalash repositories; risksandliabilitiesassociatedwith inadequateremediationincluding communityandenvironmentalhealth impacts

ApplicationsincorporatingCCPshavebeen longproventoshowthesuperior performancecharacteristicsofthese materials.Historicallycoalhasbeenthe largestreliableenergysourceforelectricity, howeverwithforecastchangesinthe Australianelectricitymarket,securingCCPs suitableforuseinlowcarobonconstruction applicationswillneedtoevolveand innovativesolutionswillneedtodevelopin usingthesematerials,inparticular harvestingofstoredmaterialshasbecome anincreasingpriority.

TheaimforthisSymposiumisbringtogether relevantstakeholders-Industry, GovernmentandCommunity-tohearfrom internationalandlocalexperts,toshare informationandunderstandthechanging landscapeofCCPproduction,andthe emergingissuesandfuturedriversfor investigatingharvestingpotentialofstored CCPsthatcouldcontributetowardsto reducingcarboninconstructionmaterials andopportunitiesintheNSWcircular economy.
